    On April 16, 2014, the Office of Hearings and Appeals (OHA) issued a decision denying an appeal (Appeal) from a Freedom of Information Act (FOIA) determination issued by the Department of Energy’s Oak Ridge Office (ORO). The Appellant, Robert Orr, Jr., contested the adequacy of ORO’s search for responsive documents. The OHA reviewed ORO’s description of its search, explaining that a search was conducted by the Oak Ridge National Laboratory (ORNL) by its legal and contracts groups, and they could not locate any responsive documents. Based on the sufficiency of the search terms applied by ORNL in searching for the documents, the OHA determined that the search conducted was adequate and denied the Appeal.

    'Thermincola potens' strain JR is one of the first Gram-positive dissimilatory metal-reducing bacteria (DMRB) for which there is a complete genome sequence. Consistent with the physiology of this organism, preliminary annotation revealed an abundance of multiheme c-type cytochromes that are putatively associated with the periplasm and cell surface in a Gram-positive bacterium. Here we report the complete genome sequence of strain JR.

He was known and esteemed not only by chemists and other scientists throughout the world, but also by lay people, politicians, statesmen, and students of all ages. This memorial includes a brief glimpse of Glenn Seaborg's early life and education, describes some of his major contributions to nuclear science over his long and fruitful career, and highlights his profound influence on nuclear science, both in the US and in the international community.

    The Advanced Vehicle Testing Activity’s study seeks to collect and evaluate data to validate the utilization of advanced plug-in electric vehicle (PEV) transportation. This report focuses on the NASA Glenn Research Center (GRC) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of PEVs into the agencies’ fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements.

    This year the Manuel Lujan Jr. Neutron Scattering Center (LANSCE) ran an informal user program because the US Department of Energy planned to close LANSCE in FY1994. As a result, an advisory committee recommended that LANSCE scientists and their collaborators complete work in progress. At LANSCE, neutrons are produced by spallation when a pulsed, 800-MeV proton beam impinges on a tungsten target. The proton pulses are provided by the Clinton P. Anderson Meson Physics Facility (LAMPF) accelerator and a associated Proton Storage Ring (PSR), which can Iter the intensity, time structure, and repetition rate of the pulses. The LAMPF protons of Line D are shared between the LANSCE target and the Weapons Neutron Research (WNR) facility, which results in LANSCE spectrometers being available to external users for unclassified research about 80% of each annual LAMPF run cycle. Measurements of interest to the Los Alamos National Laboratory (LANL) may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. This year, a total of 127 proposals were submitted. The proposed experiments involved 229 scientists, 57 of whom visited LANSCE to participate in measurements. In addition, 3 (nuclear physics) participating research teams, comprising 44 scientists, carried out experiments at LANSCE. Instrument beam time was again oversubscribed, with 552 total days requested an 473 available for allocation.

    This instrumentation grant funded the development and installation of a state-of-the-art laser system to be used for the DOE funded research at the J.R. Macdonald Laboratory at Kansas State University. Specifically, we purchased a laser based on the KMLABs Red-Dragon design, which has a high repetition rate of 10-20 kHz crucial for multi-parameter coincidence measurements conducted in our lab. This laser system is carrier-envelope phase (CEP) locked and provides pulses as short as 21 fs directly from the amplifier (see details below). In addition, we have developed a pulse compression setup that provides sub 5 fs pulses and a CEP tagging capability that allows for long measurements of CEP dependent processes.

    An analysis of Chandra ACIS data for two relatively bright and narrow portions of the northwestern rim of G266.2–1.2 (a.k.a. RX J0852.0-4622 or Vela Jr.) reveal evidence of a radial displacement of 2.40 ± 0.56 arcsec between 2003 and 2008. The corresponding expansion rate (0.42 ± 0.10 arcsec yr{sup –1} or 13.6% ± 4.2% kyr{sup –1}) is about half the rate reported for an analysis of XMM-Newton data from a similar, but not identical, portion of the rim over a similar, but not identical, time interval (0.84 ± 0.23 arcsec yr{sup –1}). If the Chandra rate is representative of the remnant as a whole, then the results of a hydrodynamic analysis suggest that G266.2–1.2 is between 2.4 and 5.1 kyr old if it is expanding into a uniform ambient medium (whether or not it was produced by a Type Ia or Type II event). If the remnant is expanding into the material shed by a steady stellar wind, then the age could be as much as 50% higher. The Chandra expansion rate and a requirement that the shock speed be greater than or equal to 1000 km s{sup –1} yields a lower limit on the distance of 0.5 kpc. An analysis of previously published distance estimates and constraints suggests G266.2–1.2 is no further than 1.0 kpc. This range of distances is consistent with the distance to the nearer of two groups of material in the Vela Molecular Ridge (0.7 ± 0.2 kpc) and to the Vel OB1 association (0.8 kpc)

    The effects of military-authorized activities on San Joaquin kit fox (Vulpes velox macrotis) were investigated at Camp Roberts Army National Guard Training Site from 1988 to 1991. Military-authorized activities included military training exercises, facilities maintenance, new construction, controlled burning, livestock grazing, and public-access hunting. Positive effects of the military included habitat preservation, preactivity surveys, and natural resources management practices designed to conserve kit foxes and their habitat. Perceived negative effects such as entrapment in dens, shootings during military exercises, and accidental poisoning were not observed. Foxes were observed in areas being used simultaneously by military units. Authorized activities were known to have caused the deaths of three of 52 radiocollared foxes recovered dead: one became entangled in concertina wire, one was believed shot by a hunter, and one was struck by a vehicle. Entanglement in communication wire may have contributed to the death of another radiocollared fox that was killed by a predator. Approximately 10% of kit fox dens encountered showed evidence of vehicle traffic, but denning sites did not appear to be a limiting factor for kit foxes.

    This year was the fifth in which LANSCE ran a formal user program. A call for proposals was issued before the scheduled run cycles, and experiment proposals were submitted by scientists from universities, industry, and other research facilities around the world. An external program advisory committee, which LANSCE shares with the Intense Pulsed Neutron Source (IPNS), Argonne National Laboratory, examined the proposals and made recommendations. At LANSCE, neutrons are produced by spallation when a pulsed, 800-MeV proton beam impinges on a tungsten target. The proton pulses are provided by the Clinton P. Anderson Meson Physics Facility (LAMPF) accelerator and an associated Proton Storage Ring (PSR), which can alter the intensity, time structure, and repetition rate of the pulses. The LAMPF protons of Line D are shared between the LANSCE target and the Weapons Neutron Research (WNR) facility, which results in LANSCE spectrometers being available to external users for unclassified research about 80% of each annual LAMPF run cycle. Measurements of interest to the Los Alamos National Laboratory may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. One hundred sixty-seven proposals were submitted for unclassified research and twelve proposals for research of a programmatic interest to the Laboratory; six experiments in support of the LANSCE research program were accomplished during the discretionary periods. Oversubscription for instrument beam time by a factor of three was evident with 839 total days requested and only 371 available for allocation.

Our definition of beam availability is when the proton current from the PSR exceeds 50% of the planned value. The PSR ran at 65{mu}A current (average) at 20 Hz for most of 1990. All of the scheduled experiments were performed and experiments in support of the LANSCE research program were accomplished during the discretionary periods.

    Site-specific, long-term, continuous, and high-resolution measurements of solar irradiance are important for developing renewable resource data. These data are used for several research and development activities consistent with the NREL mission: Equipment will be used by Jackson State University for solar radiation data monitoring. This is a continuing effort of the Historically Black Colleges and Universities Solar Measurement Network; Provide high quality ground-truth data for satellite remote sensing validation; Support development of radiative transfer models for estimating solar irradiance from available meteorological observations; Provide solar resource information needed for technology deployment and operations. Data acquired under this agreement will be available to the public through NREL's Measurement & Instrumentation Data Center (MIDC) (www.nrel.gov/midc) or the Renewable Resource Data Center (RReDC ) (http://rredc.nrel.gov). The MIDC offers a variety of standard data display, access, and analysis tools designed to address the needs of a wide user audience (e.g., industry, academia, and government interests.

    We correct certain errors and ambiguities in the recent pedagogical article by Hopkins and de Bruyn.     PREFACE The Seventeenth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 29-31, 1992. There were one hundred sixteen registered participants which equaled the attendance last year. Participants were from seven foreign countries: Italy, Japan, United Kingdom, France, Belgium, Mexico and New Zealand. Performance of many geothermal fields outside the United States was described in the papers. The Workshop Banquet Speaker was Dr. Raffaele Cataldi. Dr. Cataldi gave a talk on the highlights of his geothermal career. The Stanford Geothermal Program Reservoir Engineering Award for Excellence in Development of Geothermal Energy was awarded to Dr. Cataldi. Dr. Frank Miller presented the award at the banquet. Thirty-eight papers were presented at the Workshop with two papers submitted for publication only. Dr. Roland Horne opened the meeting and the key note speaker was J.E. ''Ted'' Mock who discussed the DOE Geothermal R. & D. Program. The talk focused on aiding long-term, cost effective private resource development. Technical papers were organized in twelve sessions concerning: geochemistry, hot dry rock, injection, geysers, modeling, and reservoir mechanics. Session chairmen were major contributors to the program and we thank: Sabodh Garg., Jim Lovekin, Jim Combs, Ben Barker, Marcel Lippmann, Glenn Horton, Steve Enedy, and John Counsil. The Workshop was organized by the Stanford Geothermal Program faculty, staff, and graduate students. We wish to thank Pat Ota, Ted Sumida, and Terri A. Ramey who also produces the Proceedings Volumes for publication.
