    This paper presents a novel modification of gigawatt level X-band Cerenkov type high power microwave oscillator without guiding magnetic field. A confining cathode is put forward to suppress the radial dispersion of the annular relativistic electron beam and accordingly improve its axial transportation to ensure further beam-wave interaction. An overmoded nonuniform slow wave structure is adopted in order to increase the power capacity of the oscillator and the efficiency of beam-wave interaction. A tapered collector is used to collect the beam, increase the Q-factor, and extract the microwave favorably. The simulation results indicate that a microwave is generated by the proposed oscillator with output power of 1.9?GW and frequency of 9.02?GHz, when the diode voltage and beam current are 620?kV and 9?kA, respectively. The corresponding power conversion efficiency is 34%.

    We present a gigawatt (GW)-class magnetically insulated transmission line oscillator (MILO) which is capable of generating dual-band high power microwaves (HPMs). The proposed device, deriving from previously studied complex MILO and dual-frequency MILO, is designed to produce two HPMs in L-band and Ku-band, respectively. It is found in particle-in-cell (PIC) simulation that when the diode voltage is 610?kV, HPMs with frequencies of 1.72 GHz and 14.6?GHz can be achieved with powers of 3.3?GW and 2.4?GW, respectively. The corresponding total power conversion efficiency is approximately 12.8%. Power difference of the two generated HPMs is approximately 1.4?dB, and frequency difference of them reaches a level as high as ?10?dB.

    An improved foilless Ku-band transit-time oscillator with low guiding magnetic field is proposed and investigated in this paper. With a non-uniform buncher and a coaxial TM{sub 02} mode dual-resonant reflector, this improved device can output gigawatt level Ku-band microwave with relatively compact radial dimensions. Besides the above virtue, this novel reflector also has the merits of high TEM reflectance, being more suitable for pre-modulating the electron beam and enhancing the conversion efficiency. Moreover, in order to further increase the conversion efficiency and lower the power saturation time, a depth-tunable coaxial collector and a resonant cavity located before the extractor are employed in our device. Main structure parameters of the device are optimized by particle in cell simulations. The typical simulation result is that, with a 380?kV, 8.2?kA beam guided by a magnetic field of about 0.6?T, 1.15?GW microwave pulse at 14.25?GHz is generated, yielding a conversion efficiency of about 37%.

    The Southern Great Plains are characterized by a fine-scale mixture of different land-cover types, predominantly winter-wheat and grazed pasture, with relatively small areas of other crops, native prairie, and switchgrass. Recent droughts and predictions of increased drought in the Southern Great Plains, especially during the summer months, raise concern for these ecosystems. We measured ecosystem carbon and water fluxes with eddy-covariance systems over cultivated cropland for 10 years, and over lightly grazed prairie and new switchgrass fields for 2 years each. Growing-season precipitation showed the strongest control over net carbon uptake for all ecosystems, but with a variable effect: grassesmore »(prairie and switchgrass) needed at least 350 mm of precipitation during the growing season to become net carbon sinks, while crops needed only 100 mm. In summer, high temperatures enhanced evaporation and led to higher likelihood of dry soil conditions. Therefore, summer-growing native prairie species and switchgrass experienced more seasonal droughts than spring-growing crops. For wheat, the net reduction in carbon uptake resulted mostly from a decrease in gross primary production rather than an increase in respiration. Flux measurements suggested that management practices for crops were effective in suppressing evapotranspiration and decomposition (by harvesting and removing secondary growth), and in increasing carbon uptake (by fertilizing and conserving summer soil water). In light of future projections for wetter springs and drier and warmer summers in the Southern Great Plains, our study indicates an increased vulnerability in native ecosystems and summer crops over time.« less

    The ACS Summer Schools in Nuclear and Radiochemistry (herein called “Summer Schools”) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energy’s Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    There were two major components in the Jet Propulsion Laboratory (JPL) Summer Teacher Enhancement Project (STEP). First, the Summer Institute was structured as a four-week, 4-credit-unit University course for middle school science teachers, and consisted of workshops, lectures, labs, and tours as activities.     Consider a Markovian Petri net with race policy. The marking process has a "product form" stationary distribution if the probability of viewing a given marking can be decomposed as the product over places of terms depending only on the local marking. First we observe that the Deficiency Zero Theorem of Feinberg, developped for chemical reaction networks, provides a structural and simple sufficient condition for the existence of a product form. In view of this, we study the classical subclass of free-choice nets. Roughly, we show that the only such Petri nets having a product form are the state machines which can alternatively be viewed as Jackson networks.

    During my summer project here at CERN I was able to work with a - to me - completely new database technology: Oracle’s 12c. My task was to investigate on a new feature called ”Far Sync”. I was asked to run performance tests using Oracle’s ”Real Application Testing” framework. The main goal was to find out whether Far Sync is working as promised by Oracle with real workloads from production database systems. After having finished this, I was given the task to extend an existing python tool by a new module. The python tool called ”DBCheck” is supposed to check the setup of database systems for their proper configuration. My module will not only check one system but a group of systems, further called ”Data Guard system”. Including at least two database systems interacting. The tools checks for proper system setup and configuration so the whole group of databases can interact properly as supposed to.

    The eRHIC BNL summer meeting was held at BNL from June 26 to July 14, 2000. The meeting was very informal with only two talks a day and with ample time for discussions and collaborations. Several of the theory talks focused on the issue of saturation of parton distributions at small x--whether screening effects have already been seen at HERA, the relation of saturation to shadowing, and on the various signatures of a proposed novel state of matter--the Colored Glass Condensate--that may be observed at eRHIC. A related topic that was addressed was that of quantifying twist four effects, and on the relevance of these for studies of energy loss. Other issues addressed were coherence effects in vector meson production, anti-quark distributions in nuclei, and the relevance of saturation for heavy ion collisions. There were, also, talks on the Pomeron--the relevance of instantons and the non-perturbative gluon condensate to constructing a Pomeron. On the spin physics side, there were talks on predictions for inclusive distributions at small x. There were also talks on Skewed Parton Distributions and Deeply Virtual Compton Scattering. Though most of the talks were theory talks, there were also several important experimental contributions. A preliminary detector design for eRHIC was presented. Studies for semi-inclusive measurements at eRHIC were also presented. The current status of pA scattering studies at RHIC was also discussed. The eRHIC summer meeting provided a vigorous discussion of the current status of eRHIC studies. It is hoped that this document summarizing these discussions will be of use to all those interested in electron nucleus and polarized electron-polarized proton studies.

    The present is a report of the work that was conducted during my 8-week summer school internship at CERN. The project was centered on the development of an instrumentation tool for the usage of mathematical functions in a scientific application. More specifically, $\\textbf{cptnHook}$ addresses a current issue that arises from the the extensive use of very time-consuming mathematical functions (such as transcendental functions) that results in them accounting for a big portion of their run-time. It is believed that the problem can be addressed with ad-hoc approximations of mathematical functions, for which a clear overview of the usage of the functions in the program is required. $\\textbf{cptnHook}$ approaches this problem by providing a measurement of the use of mathematical functions in a program by hooking into the machine code and probing the arguments of the functions, without modifying the application's source code. The outputs of the tool are provided in ROOT format for further on analysis.

    The water level of Par Pond was lowered approximately 20 feet in mid-1991 in order to protect downstream residents from possible dam failure suggested by subsidence on the downstream slope of the dam and to repair the dam. This lowering exposed both emergent and nonemergent macrophyte beds to drying conditions resulting in extensive losses. A survey of the newly emergent, shoreline aquatic plant communities of Par Pond began in June 1995, three months after the refilling of Par Pond to approximately 200 feet above mean sea level. These surveys continued in July, September, and late October, 1995. Communities similar to the pre-drawdown, Par Pond aquatic plant communities are becoming re-established. Emergent beds of maidencane, lotus, waterlily, and watershield are extensive and well developed. Cattail occurrence continued to increase during the summer, but large beds common to Par Pond prior to the drawdown have not formed. Estimates from SPOT HRV, remote sensing satellite data indicated that as much as 120 hectares of emergent wetlands vegetation may have been present along the Par Pond shoreline by early October, 1995. To track the continued development of macrophytes in Par Pond, future surveys throughout 1996 and 1997, along with the continued evaluation of satellite data to map the areal extent of the macrophyte beds of Par Pond, are planned.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    Conformal nets provides a mathematical model for conformal field theory. We define a notion of defect between conformal nets, formalizing the idea of an interaction between two conformal field theories. We introduce an operation of fusion of defects, and prove that the fusion of two defects is again a defect, provided the fusion occurs over a conformal net of finite index. There is a notion of sector (or bimodule) between two defects, and operations of horizontal and vertical fusion of such sectors. Our most difficult technical result is that the horizontal fusion of the vacuum sectors of two defects is isomorphic to the vacuum sector of the fused defect. Equipped with this isomorphism, we construct the basic interchange isomorphism between the horizontal fusion of two vertical fusions and the vertical fusion of two horizontal fusions of sectors.

    We present an ecosystem modeling approach to resolve global climate and edaphic controls on seasonal NEP patterns. Global remote sensing, climate and land surface data sets are used as inputs to drive a terrestrial carbon cycle model at 1[degrees]lat/lon resolution. monthly net primary productivity (NPP) is calculated using surface radiation and NDVI to determine photosynthesis, which is subsequently adjusted by temperature, water and nitrogen stress factors. Total nitrogen availability is coupled to net mineralization rates from litter soil carbon pools. Soil respiration and NPP balance one another globally at around 60 Gt C yr[sup [minus]1]. The seasonal amplitude of global NEP is 1.2 Gt C. Although substantial month-to-month variation is observed for tropical forest areas, seasonal amplitude is driven globally by boreal and temperate forest ecosystems between 650 and 30[degrees] N latitude.

    We explore the potential of net-baryon, net-proton and net-charge kurtosis measurements to investigate the properties of hot and dense matter created in relativistic heavy-ion collisions. Contrary to calculations in a grand canonical ensemble we explicitly take into account exact electric and baryon charge conservation on an event-by-event basis. This drastically limits the width of baryon fluctuations. A simple model to account for this is to assume a grand-canonical distribution with a sharp cut-off at the tails. We present baseline predictions of the energy dependence of the net-baryon, net-proton and net-charge kurtosis for central ($b\\leq 2.75$ fm) Pb+Pb/Au+Au collisions from $E_{lab}=2A$ GeV to $\\sqrt{s_{NN}}=200$ GeV from the UrQMD model. While the net-charge kurtosis is compatible with values around zero, the net-baryon number decreases to large negative values with decreasing beam energy. The net-proton kurtosis becomes only slightly negative for low $\\sqrt{s_{NN}}$.

    A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.

    Gasoline markets in 1996 and 1997 provided several spectacular examples of petroleum market dynamics. The first occurred in spring 1996, when tight markets, following a long winter of high demand, resulted in rising crude oil prices just when gasoline prices exhibit their normal spring rise ahead of the summer driving season. Rising crude oil prices again pushed gasoline prices up at the end of 1996, but a warm winter and growing supplies weakened world crude oil markets, pushing down crude oil and gasoline prices during spring 1997. The 1996 and 1997 spring markets provided good examples of how crude oil prices can move gasoline prices both up and down, regardless of the state of the gasoline market in the United States. Both of these spring events were covered in prior Energy Information Administration (EIA) reports. As the summer of 1997 was coming to a close, consumers experienced yet another surge in gasoline prices. Unlike the previous increase in spring 1996, crude oil was not a factor. The late summer 1997 price increase was brought about by the supply/demand fundamentals in the gasoline markets, rather than the crude oil markets. The nature of the summer 1997 gasoline price increase raised questions regarding production and imports. Given very strong demand in July and August, the seemingly limited supply response required examination. In addition, the price increase that occurred on the West Coast during late summer exhibited behavior different than the increase east of the Rocky Mountains. Thus, the Petroleum Administration for Defense District (PADD) 5 region needed additional analysis (Appendix A). This report is a study of this late summer gasoline market and some of the important issues surrounding that event.

    In this paper we discuss a causal network approach to describing relativistic quantum mechanics. Each vertex on the causal net represents a possible point event or particle observation. By constructing the simplest causal net based on Reichenbach-like conjunctive forks in proper time we can exactly derive the 1+1 dimension Dirac equation for a relativistic fermion and correctly model quantum mechanical statistics. Symmetries of the net provide various quantum mechanical effects such as quantum uncertainty and wavefunction, phase, spin, negative energy states and the effect of a potential. The causal net can be embedded in 3+1 dimensions and is consistent with the conventional Dirac equation. In the low velocity limit the causal net approximates to the Schrodinger equation and Pauli equation for an electromagnetic field. Extending to different momentum states the net is compatible with the Feynman path integral approach to quantum mechanics that allows calculation of well known quantum phenomena such as diffraction.

    As interest in community solutions to renewable energy grows, more states are beginning to develop policies that encourage properties with more than one meter to install shared renewable energy systems. State net metering policies are evolving to allow the aggregation of multiple meters on a customer���¢��������s property and to dissolve conventional geographical boundaries. This trend means net metering is expanding out of its traditional function as an enabling incentive to offset onsite customer load at a single facility. This paper analyzes community net energy metering (CNEM) as an emerging vehicle by which farmers, neighborhoods, and municipalities may more easily finance and reap the benefits of renewable energy. Specifically, it aims to compare and contrast the definition of geographical boundaries among different CNEM models and examine the benefits and limitations of each approach. As state policies begin to stretch the geographic boundaries of net metering, they allow inventive solutions to encourage renewable energy investment. This paper attempts to initiate the conversation on this emerging policy mechanism and offers recommendations for further development of these policies.

    Producing, accelerating and colliding very high power, low emittance beams for long periods is a formidable problem in real-time control. As energy has grown exponentially in time so has the complexity of the machines and their control systems. Similar growth rates have occurred in many areas, e.g., improved integrated circuits have been paid for with comparable increases in complexity. However, in this case, reliability, capability and cost have improved due to reduced size, high production and increased integration which allow various kinds of feedback. In contrast, most large complex systems (LCS) are perceived to lack such possibilities because only one copy is made. Neural nets, as a metaphor for LCS, suggest ways to circumvent such limitations. It is argued that they are logically equivalent to multi-loop feedback/forward control of faulty systems. While complimentary to AI, they mesh nicely with characteristics desired for real-time systems. Such issues are considered, examples given and possibilities discussed. 21 refs., 6 figs.

    Using production-cost model (PLEXOS), we simulate the Western Interchange (WECC) at several levels of the yearly renewable energy (RE) generation, between 13% and 40% of the total load for the year. We look at the overall energy exchange between a region and the rest of the system (net interchange, NI), and find it useful to examine separately (i) (time-)variable and (ii) year-average components of the NI. Both contribute to inter-regional energy exchange, and are affected by wind and PV generation in the system. We find that net load variability (in relatively large portions of WECC) is the leading factor affecting the variable component of inter-regional energy exchange, and the effect is quantifiable: higher regional net load correlation with the rest of the WECC lowers net interchange variability. Further, as the power mix significantly varies between WECC regions, effects of ‘flexibility import’ (regions ‘borrow’ ramping capability) are also observed.

    A green building competition, to be known as the Energy Free Home Challenge (EFHC), is scheduled to be opened to teams around the world in 2010. This competition will encourage both design innovation and cost reduction, by requiring design entries to meet 'zero net energy' and 'zero net cost' criteria. For the purposes of this competition, a 'zero net energy' home produces at least as much energy as it purchases over the course of a year, regardless of the time and form of the energy (e.g., electricity, heat, or fuel) consumed or produced. A 'zero net cost' home is no more expensive than a traditional home of comparable size and comfort, when evaluated over the course of a 30-year mortgage. In other words, the 'green premium' must have a payback period less than 30 years, based on the value of energy saved. The overarching goal of the competition is to develop affordable, high-performance homes that can be mass-produced at a large scale, and are able to meet occupant needs in harsh climates (as can be found where the competition will be held in Illinois). This report outlines the goals of the competition, and gauges their feasibility using both modeling results and published data. To ensure that the established rules are challenging, yet reasonable, this report seeks to refine the competition goals after exploring their feasibility through case studies, cost projections, and energy modeling. The authors of this report conducted a survey of the most progressive home energy-efficiency practices expected to appear in competition design submittals. In Appendix A, a summary can be found of recent projects throughout the United States, Canada, Germany, Switzerland, Sweden and Japan, where some of the most progressive technologies have been implemented. As with past energy efficient home projects, EFHC competitors will incorporate a multitude of energy efficiency measures into their home designs. The authors believe that the cost of electricity generated by home generation technologies will continue to exceed the price of US grid electricity in almost all locations. Strategies to minimize whole-house energy demand generally involve some combination of the following measures: optimization of surface (area) to volume ratio; optimization of solar orientation; reduction of envelope loads; systems-based engineering of high efficiency HVAC components, and on-site power generation. A 'Base Case' home energy model was constructed, to enable the team to quantitatively evaluate the merits of various home energy efficiency measures. This Base Case home was designed to have an energy use profile typical of most newly constructed homes in the Champaign-Urbana, Illinois area, where the competition is scheduled to be held. The model was created with the EnergyGauge USA software package, a front-end for the DOE-2 building energy simulation tool; the home is a 2,000 square foot, two-story building with an unconditioned basement, gas heating, a gas hot-water heater, and a family of four. The model specifies the most significant details of a home that can impact its energy use, including location, insulation values, air leakage, heating/cooling systems, lighting, major appliances, hot water use, and other plug loads. EFHC contestants and judges should pay special attention to the Base Case model's defined 'service characteristics' of home amenities such as lighting and appliances. For example, a typical home refrigerator is assumed to have a built-in freezer, automatic (not manual) defrost, and an interior volume of 26 cubic feet. The Base Case home model is described in more detail in Section IV and Appendix B.

    Gutierrez and Larcom (2000) suggest that ''According to the National Science Foundation/Division of Science Resources Studies in 1997, the percentage distribution of scientists and engineers in the labor force by race/ethnicity changed little between 1993 and 1997''. According to this report, Black, non-Hispanic went from 3.6 in 1993 to 3.4 in 1997. Hispanic went from 3.0 in 1993 to 3.1 in 1997; and American Indian/Alaskan Native stayed the same at 0.3 during the same period. The only exceptions were a slight increase in the percentage of Asian from 9.2 in 1993 to 10.4 in 1997, while a slight decrease in percentage White from 83.9 in 1993 to 82.8 in 1997. Overall, no major changes in minorities were present in the science and engineering fields during that period. These data shows that major efforts are needed in order to improve and achieve better results for diversity in the workplace (Gutierrez & Larcom, 2000). This does not mean that major steps have not been taken over this period. For example, the Minority Summer Research Program in Plant Sciences (also funded in part by NSF under the title, ''Undergraduate Researchers in Plant Sciences Program'') was established in an effort to enhance the diversity of the plant science community. The Minority Summer Research Program in Plant Sciences was designed to encourage members of underrepresented groups to seek career opportunities in the plant sciences. To achieve this end, the program contained several components with the primary focus on mentored research for undergraduate students. The research experience was provided during the summer months on the campus of Michigan State University in East Lansing, Michigan. At the end of the summer experience, each participant presented an oral report on their research, and submitted a written paper on the same topic. This was deliberately designed to mimic the plant science professions in which research leads to presentations in the form of reports, papers, etc. In addition to the program's research component, the participants met twice each week with the co-coordinators, William Gordon and Ken Poff, for an ''enrichment''. One ''enrichment'' each week was dedicated to a seminar or field experience designed to broaden the participants views of the plant sciences. The second ''enrichment'' was designed to teach strategies for successfully crossing cultural barriers, and to develop the skills necessary for success in admissions to and successful completion of graduate school. During the eleven-year duration of the program, participants have included students from underrepresented populations at Historically Black Colleges and Universities (HBCU), an Hispanic Serving Institution (MSI), and a Native American transfer student from a Tribal College (Table I).

    For a large Markovian model, a "product form" is an explicit description of the steady-state behaviour which is otherwise generally untractable. Being first introduced in queueing networks, it has been adapted to Markovian Petri nets. Here we address three relevant issues for product-form Petri nets which were left fully or partially open: (1) we provide a sound and complete set of rules for the synthesis; (2) we characterise the exact complexity of classical problems like reachability; (3) we introduce a new subclass for which the normalising constant (a crucial value for product-form expression) can be efficiently computed.

    The U.S. Army's Fort Carson installation was selected to serve as a prototype for net zero energy assessment and planning. NREL performed the comprehensive assessment to appraise the potential of Fort Carson to achieve net zero energy status through energy efficiency, renewable energy, and electric vehicle integration. This report summarizes the results of the assessment and provides energy recommendations. This study is part of a larger cross-laboratory effort that also includes an assessment of renewable opportunities at seven other DoD Front Range installations, a microgrid design for Fort Carson critical loads and an assessment of regulatory and market-based barriers to a regional secure smart grid.

    The high power microwave (HPM) beam combining results at X-band with an overmoded waveguide diplexer are presented. As the key device for the beam combining experiments, the diplexer is designed, fabricated, and tested. Then the beam combining experiments under short and long pulses are performed at HPM source, respectively. The experiment results reveal that short and long pulse HPM beams have been successfully operated without microwave breakdown at 3-GW with pulse duration of 25?ns and 1.3-GW with pulse duration of 96?ns. According to the experiments, conservative breakdown thresholds for the diplexer are concluded to be 800?kV/cm and 550?kV/cm, respectively, under the short and long pulse HPM conditions.

    Ozone pollution transported to the Arctic is a significant concern because of the rapid, enhanced warming in high northern latitudes, which is caused, in part, by short lived climate forcers, such as ozone. Long range transport of pollution contributes to background and episodic ozone levels in the Arctic. However, the extent to which plumes are photochemically active during transport, particularly during the summer, is uncertain. Regional chemical transport model simulations are used to examine photochemical production of ozone in air masses originating from boreal fire and anthropogenic emissions over North America and during their transport toward the Arctic during early July 2008.     Ozone pollution transported to the Arctic is a significant concern because of the rapid, enhanced warming in high northern latitudes, which is caused, in part, by short lived climate forcers, such as ozone. Long range transport of pollution contributes to background and episodic ozone levels in the Arctic. However, the extent to which plumes are photochemically active during transport, particularly during the summer, is uncertain. Regional chemical transport model simulations are used to examine photochemical production 8 of ozone in air masses originating from boreal fire and anthropogenic emissions over North America and during their transport toward the Arctic during early July 2008.     This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Summer 2012. The U.S. Department of Energy Office of Indian Energy Policy and Programs (DOE-IE) has selected 11 Tribes - five in Alaska and six in the contiguous United States - to receive on-the-ground technical support for community-based energy efficiency and renewable energy projects as part of DOE-IE's Strategic Technical Assistance Response Team (START) Program. START finalists were selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with their projects or community. Technical experts from DOE and its National Renewable Energy Laboratory (NREL) will work directly with community-based project teams to analyze local energy issues and assist the Tribes in moving their projects forward. In Alaska, the effort will be bolstered by DOE-IE's partnership with the Denali Commission, which will provide additional assistance and expertise, as well as funding to fuel the Alaska START initiative.
