    This fact sheet summarizes actions in the areas of light-duty vehicle, non-light-duty vehicle, fuel, and transportation demand that show promise for deep reductions in energy use. Energy efficient transportation strategies have the potential to simultaneously reduce oil consumption and greenhouse gas (GHG) emissions. The Transportation Energy Futures (TEF) project examined how the combination of multiple strategies could achieve deep reductions in GHG emissions and petroleum use on the order of 80%. Led by NREL, in collaboration with Argonne National Laboratory, the project's primary goal was to help inform domestic decisions about transportation energy strategies, priorities, and investments, with an emphasis on underexplored opportunities. TEF findings reveal three strategies with the potential to displace most transportation-related petroleum use and GHG emissions: 1) Stabilizing energy use in the transportation sector through efficiency and demand-side approaches. 2) Using additional advanced biofuels. 3) Expanding electric drivetrain technologies.

    Voluntary agreements for energy efficiency improvement and reduction of energy-related greenhouse gas (GHG) emissions have been a popular policy instrument for the industrial sector in industrialized countries since the 1990s. A number of these national-level voluntary agreement programs are now being modified and strengthened, while additional countries--including some recently industrialized and developing countries--are adopting these type of agreements in an effort to increase the energy efficiency of their industrial sectors.Voluntary agreement programs can be roughly divided into three broad categories: (1) programs that are completely voluntary, (2) programs that use the threat of future regulations or energy/GHG emissions taxes as a motivation for participation, and (3) programs that are implemented in conjunction with an existing energy/GHG emissions tax policy or with strict regulations. A variety of government-provided incentives as well as penalties are associated with these programs. This paper reviews 23 energy efficiency or GHG emissions reduction voluntary agreement programs in 18 countries, including countries in Europe, the U.S., Canada, Australia, New Zealand, Japan, South Korea, and Chinese Taipei (Taiwan) and discusses preliminary lessons learned regarding program design and effectiveness. The paper notes that such agreement programs, in which companies inventory and manage their energy use and GHG emissions to meet specific reduction targets, are an essential first step towards GHG emissions trading programs.

    Transportation currently accounts for 71% of total U.S. petroleum use and 33% of the nation's total carbon emissions. The TEF project explores how combining multiple strategies could reduce GHG emissions and petroleum use by 80%. Researchers examined four key areas – lightduty vehicles, non-light-duty vehicles, fuels, and transportation demand – in the context of the marketplace, consumer behavior, industry capabilities, technology and the energy and transportation infrastructure. The TEF reports support DOE long-term planning. The reports provide analysis to inform decisions about transportation energy research investments, as well as the role of advanced transportation energy technologies and systems in the development of new physical, strategic, and policy alternatives.

    The Polish Country Study Project was initiated in 1992 as a result of the US Country Study Initiative whose objective was to grant the countries -- signatories of the United Nations` Framework Convention on Climate Change -- assistance that will allow them to fulfill their obligations in terms of greenhouse gases (GHG`s) inventory, preparation of strategies for the reduction of their emission, and adapting their economies to the changed climatic conditions. In February 1993, in reply to the offer from the United States Government, the Polish Government expressed interest in participation in this program. The Study proposal, prepared by the Ministry of Environmental Protection, Natural Resources and Forestry was presented to the US partner. The program proposal assumed implementation of sixteen elements of the study, encompassing elaboration of scenarios for the strategy of mission reduction in energy sector, industry, municipal management, road transport, forestry, and agriculture, as well as adaptations to be introduced in agriculture, forestry, water management, and coastal management. The entire concept was incorporated in macroeconomic strategy scenarios. A complementary element was the elaboration of a proposal for economic and legal instruments to implement the proposed strategies. An additional element was proposed, namely the preparation of a scenario of adapting the society to the expected climate changes.

    Reducing GHG emissions in the U.S. transportation sector requires both the use of highly efficient propulsion systems and low carbon fuels. This study compares reduction potentials that might be achieved in 2060 for several advanced options including biofuels, hybrid electric vehicles (HEV), plug-in hybrid electric vehicles (PHEV), and fuel cell electric vehicles (FCEV), assuming that technical and cost reduction targets are met and necessary fueling infrastructures are built. The study quantifies the extent of the reductions that can be achieved through increasing engine efficiency and transitioning to low-carbon fuels separately. Decarbonizing the fuels is essential for achieving large reductions in GHG emissions, and the study quantifies the reductions that can be achieved over a range of fuel carbon intensities. Although renewables will play a vital role, some combination of coal gasification with carbon capture and sequestration, and/or nuclear energy will likely be needed to enable very large reductions in carbon intensities for hydrogen and electricity. Biomass supply constraints do not allow major carbon emission reductions from biofuels alone; the value of biomass is that it can be combined with other solutions to help achieve significant results. Compared with gasoline, natural gas provides 20% reduction in GHG emissions in internal combustion engines and up to 50% reduction when used as a feedstock for producing hydrogen or electricity, making it a good transition fuel for electric propulsion drive trains. The material in this paper can be useful information to many other countries, including developing countries because of a common factor: the difficulty of finding sustainable, low-carbon, cost-competitive substitutes for petroleum fuels.

    The answer to what will be the net effect of an x percent increase in wind generation on GHG emissions in a given system is not a simple y percent -- but is likely to depend on many variables, assumptions, modeling, and number crunching. But the result is important, and hence there has been a flurry of contradictory studies, confusing policymakers and the general public alike. While one can certainly find exceptions, under most circumstances, more renewable generation can be expected to result in lower GHG emissions.

    Slovakia is a UN FCCC Annex I country and is obliged to limit its anthropogenic GHG emissions in the year 2000 to 1990 level. The key greenhouse gas in Slovakia is CO{sub 2} resulting mainly from fuel combustion processes. However the share of CH{sub 4} and N{sub 2}O is approximately 20% of the total emissions on GWP basis. These gases are occurring mainly in non-energy sectors. The construction of the non-CO{sub 2} emission scenarios to reduce GHG and the uncertainty in N{sub 2}O and CH{sub 4} emission estimation are discussed focusing on agriculture and waste treatment. The presentation will also include information on emission trends of CH{sub 4} and N{sub 2}O since 1988. There are already implemented measures reducing GHG emissions in Slovakia, however, not motivated by global warming. A short view of implemented measures with an assessment of their benefit concerning non-CO{sub 2} GHG emissions reduction and some proposed mitigation options for agriculture and waste treatment are shown. Expected difficulties connected with preparing scenarios and with implementation of reducing measures are discussed.

    Energy reserves price and security of supply issues are discussed in the context of the prospects for coal and policies to reduce greenhouse gas (GHG) emissions. Coal is projected to remain a major source of energy, with most of the demand growth in developing countries. Currently available power-generating technologies, deploying coal with natural gas or biomass, are examined. Examples of successful, partial substitution of coal by other fuels in power stations are highlighted, including the GHG emissions reductions achieved as well as the costs where available. Among various options, hybrid gasification and parallel cofiring of coal with biomass and natural gas appear to have the greatest potential to reduce GHG emissions. Much may also be achieved by cofiring, reburning, and repowering with gas turbines. The best method differs between different power systems. Co-utilization of biomass with coal is a least-cost option to reduce GHG emissions where the fuel prices are comparable, usually due to subsidies or taxes. The role of biomass is likely to increase due to greater use of subsidies, carbon taxes, and emissions trading within the context of the Kyoto Protocol. This should provide opportunities for clean coal technology transfer and diffusion, including biomass co-utilization. 32 refs., 1 fig., 3 tabs.

    The Government of Venezuela ratified the United Nations Framework Convention on Climate Change (UNFCCC) in December, 1994. The Convention requires all parties to develop and publish national inventories of anthropogenic greenhouse gas emissions (GHG) as well as national plans to reduce or control emissions, taking into account their common but differentiated responsibilities and their specific national and regional development priorities, objectives, and circumstances. Within this context, the Ministry of Environment and Renewable Natural Resources and the Ministry of Energy and Mines developed the `Venezuelan Case-Study to Address Climate Change`. The study was initiated in October 1993, with the financial and technical assistance of the Government of United States, through the U.S. Country Studies Program (USCSP), and the Global Environment Facility (GEF), through the United Nations Environment Programme (UNEP).

This paper shows how such factors have been developed for the recycling of glass, metals (Al and Fe), plastics and paper from municipal solid waste, as well as for the composting of garden refuse in South Africa. The emission factors developed for the different recyclables in the country show savings varying from −290 kg CO{sub 2} e (glass) to −19 111 kg CO{sub 2} e (metals – Al) per tonne of recyclable. They also show that there is variability, with energy intensive materials like metals having higher GHG savings in South Africa as compared to other countries. This underlines the interrelation of the waste management system of a country/region with other systems, in particular with energy generation, which in South Africa, is heavily reliant on coal. This study also shows that composting of garden waste is a net GHG emitter, releasing 172 and 186 kg CO{sub 2} e per tonne of wet garden waste for aerated dome composting and turned windrow composting, respectively. The paper concludes that these emission factors are facilitating GHG emissions modelling for waste management in South Africa and enabling local municipalities to identify best practice in this regard.

    This study estimates the range of fuel and emissions impact of an automated-vehicle (AV) based transit system that services campus-based developments, termed an automated mobility district (AMD). The study develops a framework to quantify the fuel consumption and greenhouse gas (GHG) emission impacts of a transit system comprised of AVs, taking into consideration average vehicle fleet composition, fuel consumption/GHG emission of vehicles within specific speed bins, and the average occupancy of passenger vehicles and transit vehicles. The framework is exercised using a previous mobility analysis of a personal rapid transit (PRT) system, a system which shares many attributes with envisioned AV-based transit systems. Total fuel consumption and GHG emissions with and without an AMD are estimated, providing a range of potential system impacts on sustainability. The results of a previous case study based of a proposed implementation of PRT on the Kansas State University (KSU) campus in Manhattan, Kansas, serves as the basis to estimate personal miles traveled supplanted by an AMD at varying levels of service. The results show that an AMD has the potential to reduce total system fuel consumption and GHG emissions, but the amount is largely dependent on operating and ridership assumptions. The study points to the need to better understand ride-sharing scenarios and calls for future research on sustainability benefits of an AMD system at both vehicle and system levels.

Mathematical programming models are often used for structure, design and operational optimization of various systems (energy, supply chain, processes, etc.). The last twenty years they are used all the more often in Municipal Solid Waste (MSW) management in order to provide optimal solutions with the cost objective being the usual driver of the optimization. In our work we consider the GHG emissions as an additional criterion, aiming at a multi-objective approach. The Pareto front (Cost vs. GHG emissions) of the system is generated using an appropriate multi-objective method. This information is essential to the decision maker because he can explore the trade-offs in the Pareto curve and select his most preferred among the Pareto optimal solutions. In the present work a detailed multi-objective, multi-period mathematical programming model is developed in order to describe the waste management problem. Apart from the bi-objective approach, the major innovations of the model are (1) the detailed modeling considering 34 materials and 42 technologies, (2) the detailed calculation of the energy content of the various streams based on the detailed material balances, and (3) the incorporation of the IPCC guidelines for the CH{sub 4} generated in the landfills (first order decay model).     This research provides a systematic review and harmonization of the life cycle assessment (LCA) literature of electricity generated from conventionally produced natural gas. We focus on estimates of greenhouse gases (GHGs) emitted in the life cycle of electricity generation from conventionally produced natural gas in combustion turbines (NGCT) and combined-cycle (NGCC) systems. A process we term "harmonization" was employed to align several common system performance parameters and assumptions to better allow for cross-study comparisons, with the goal of clarifying central tendency and reducing variability in estimates of life cycle GHG emissions.     Highlights: ► An average GHG emission factor for the collection and transport of municipal solid waste in South Africa is calculated. ► A range of GHG emission factors for different types of landfills (including dumps) in South Africa are calculated. ► These factors are compared internationally and their implications for South Africa and developing countries are discussed . ► Areas for new research are highlighted. - Abstract: Greenhouse gas (GHG) emission factors are used with increased frequency for the accounting and reporting of GHG from waste management. However, these factors have been calculated for developed countries of the Northern Hemisphere and are lacking for developing countries. This paper shows how such factors have been developed for the collection, transport and landfilling of municipal waste in South Africa. As such it presents a model on how international results and methodology can be adapted and used to calculate country-specific GHG emission factors from waste. For the collection and transport of municipal waste in South Africa, the average diesel consumption is around 5 dm{sup 3} (litres) per tonne of wet waste and the associated GHG emissions are about 15 kg CO{sub 2} equivalents (CO{sub 2} e). Depending on the type of landfill, the GHG emissions from the landfilling of waste have been calculated to range from −145 to 1016 kg CO{sub 2} e per tonne of wet waste, when taking into account carbon storage, and from 441 to 2532 kg CO{sub 2} e per tonne of wet waste, when carbon storage is left out.     This study examines the vehicle-cycle impacts associated with substituting lightweight materials for those currently found in light-duty passenger vehicles. We determine part-based energy use and greenhouse gas (GHG) emission ratios by collecting material substitution data from both the literature and automotive experts and evaluating that alongside known mass-based energy use and GHG emission ratios associated with material pair substitutions. Several vehicle parts, along with full vehicle systems, are examined for lightweighting via material substitution to observe the associated impact on GHG emissions. Results are contextualized by additionally examining fuel-cycle GHG reductions associated with mass reductions relative to the baseline vehicle during the use phase and also determining material pair breakeven driving distances for GHG emissions. The findings show that, while material substitution is useful in reducing vehicle weight, it often increases vehicle-cycle GHGs depending upon the material substitution pair. However, for a vehicle’s total life cycle, fuel economy benefits are greater than the increased burdens associated with the vehicle manufacturing cycle, resulting in a net total life-cycle GHG benefit. The vehicle cycle will become increasingly important in total vehicle life-cycle GHGs, since fuel-cycle GHGs will be gradually reduced as automakers ramp up vehicle efficiency to meet fuel economy standards.

    Accurate and verifiable emission reductions are a function of the degree of transparency and stringency of the protocols employed in documenting project- or program-associated emissions reductions. The purpose of this guide is to provide a background for law and policy makers, urban planners, and project developers working with the many Greenhouse Gas (GHG) emission reduction programs throughout the world to quantify and/or evaluate the GHG impacts of Natural Gas Vehicle (NGVs). In order to evaluate the GHG benefits and/or penalties of NGV projects, it is necessary to first gain a fundamental understanding of the technology employed and the operating characteristics of these vehicles, especially with regard to the manner in which they compare to similar conventional gasoline or diesel vehicles. Therefore, the first two sections of this paper explain the basic technology and functionality of NGVs, but focus on evaluating the models that are currently on the market with their similar conventional counterparts, including characteristics such as cost, performance, efficiency, environmental attributes, and range. Since the increased use of NGVs, along with Alternative Fuel Vehicle (AFVs) in general, represents a public good with many social benefits at the local, national, and global levels, NGVs often receive significant attention in the form of legislative and programmatic support. Some states mandate the use of NGVs, while others provide financial incentives to promote their procurement and use. Furthermore, Federal legislation in the form of tax incentives or procurement requirements can have a significant impact on the NGV market. In order to implement effective legislation or programs, it is vital to have an understanding of the different programs and activities that already exist so that a new project focusing on GHG emission reduction can successfully interact with and build on the experience and lessons learned of those that preceded it.     In the United States, concentrating solar power (CSP) is one of the most promising renewable energy (RE) technologies for reduction of electric sector greenhouse gas (GHG) emissions and for rapid capacity expansion. It is also one of the most price-competitive RE technologies, thanks in large measure to decades of field experience and consistent improvements in design. One of the key design features that makes CSP more attractive than many other RE technologies, like solar photovoltaics and wind, is the potential for including relatively low-cost and efficient thermal energy storage (TES), which can smooth the daily fluctuation of electricity production and extend its duration into the evening peak hours or longer. Because operational environmental burdens are typically small for RE technologies, life cycle assessment (LCA) is recognized as the most appropriate analytical approach for determining their environmental impacts of these technologies, including CSP. An LCA accounts for impacts from all stages in the development, operation, and decommissioning of a CSP plant, including such upstream stages as the extraction of raw materials used in system components, manufacturing of those components, and construction of the plant. The National Renewable Energy Laboratory (NREL) is undertaking an LCA of modern CSP plants, starting with those of parabolic trough design.

    Liquid transportation fuels derived from coal and natural gas could help the United States reduce its dependence on petroleum. The fuels could be produced domestically or imported from fossil fuel-rich countries. The goal of this paper is to determine the life-cycle GHG emissions of coal- and natural gas-based Fischer-Tropsch (FT) liquids, as well as to compare production costs. The results show that the use of coal- or natural gas-based FT liquids will likely lead to significant increases in greenhouse gas (GHG) emissions compared to petroleum-based fuels. In a best-case scenario, coal- or natural gas-based FT-liquids have emissions only comparable to petroleum-based fuels. In addition, the economic advantages of gas-to-liquid (GTL) fuels are not obvious: there is a narrow range of petroleum and natural gas prices at which GTL fuels would be competitive with petroleum-based fuels. CTL fuels are generally cheaper than petroleum-based fuels. However, recent reports suggest there is uncertainty about the availability of economically viable coal resources in the United States. If the U.S. has a goal of increasing its energy security, and at the same time significantly reducing its GHG emissions, neither CTL nor GTL consumption seem a reasonable path to follow. 28 refs., 2 figs., 4 tabs.

    The Energy Independence and Security Act (EISA) of 2007 established new renewable fuel categories and eligibility requirements (EPA 2010). A significant aspect of the National Renewable Fuel Standard 2 (RFS2) program is the requirement that the life cycle greenhouse gas (GHG) emissions of a qualifying renewable fuel be less than the life cycle GHG emissions of the 2005 baseline average gasoline or diesel fuel that it replaces. Four levels of reduction are required for the four renewable fuel standards. Table 1 lists these life cycle performance improvement thresholds. Table 1. Life Cycle GHG Thresholds Specified in EISA Fuel Type Percent Reduction from 2005 Baseline Renewable fuel 20% Advanced biofuel 50% Biomass-based diesel 50% Cellulosic biofuel 60% Notably, there is a specialized subset of advanced biofuels that are the cellulosic biofuels. The cellulosic biofuels are incentivized by the Cellulosic Biofuel Producer Tax Credit (26 USC 40) to stimulate market adoption of these fuels. EISA defines a cellulosic biofuel as follows (42 USC 7545(o)(1)(E)): The term “cellulosic biofuel” means renewable fuel derived from any cellulose, hemicellulose, or lignin that is derived from renewable biomass and that has lifecycle greenhouse gas emissions, as determined by the Administrator, that are at least 60 percent less than the baseline lifecycle greenhouse gas emissions. As indicated, the Environmental Protection Agency (EPA) has sole responsibility for conducting the life cycle analysis (LCA) and making the final determination of whether a given fuel qualifies under these biofuel definitions. However, there appears to be a need within the LCA community to discuss and eventually reach consensus on discerning a 50–59 % GHG reduction from a ≥ 60% GHG reduction for policy, market, and technology development.     The 2006 California Global Warming Solutions Act calls for reducing greenhouse gas (GHG) emissions to 1990 levels by 2020. Meeting this target will require action from all sectors of the California economy, including industry. The industrial sector consumes 25% of the energy used and emits 28% of the carbon dioxide (CO{sub 2}) produced in the state. Many countries around the world have national-level GHG reduction or energy-efficiency targets, and comprehensive programs focused on implementation of energy efficiency and GHG emissions mitigation measures in the industrial sector are essential for achieving their goals. A combination of targets and industry-focused supporting programs has led to significant investments in energy efficiency as well as reductions in GHG emissions within the industrial sectors in these countries. This project has identified program and policies that have effectively targeted the industrial sector in other countries to achieve real energy and CO{sub 2} savings. Programs in Ireland, France, The Netherlands, Denmark, and the UK were chosen for detailed review. Based on the international experience documented in this report, it is recommended that companies in California's industrial sector be engaged in a program to provide them with support to meet the requirements of AB32, The Global Warming Solution Act. As shown in this review, structured programs that engage industry, require members to evaluate their potential efficiency measures, plan how to meet efficiency or emissions reduction goals, and provide support in achieving the goals, can be quite effective at assisting companies to achieve energy efficiency levels beyond those that can be expected to be achieved autonomously.

    Xcel document describes Version 1 of the the Buildings GHG Mitigation Estimator tool. This tool assists federal agencies in estimating the greenhouse gas mitigation reduction from implementing energy efficiency measures across a portfolio of buildings. It is designed to be applied to groups of office buildings, for example, at a program level (regional or site) that can be summarized at the agency level. While the default savings and cost estimates apply to office buildings, users can define their own efficiency measures, costs, and savings estimates for inclusion in the portfolio assessment. More information on user-defined measures can be found in Step 2 of the buildings emission reduction guidance. The output of this tool is a prioritized set of activities that can help the agency to achieve its greenhouse gas reduction targets most cost-effectively.

    Numerous transportation strategies are directed at reducing energy use and greenhouse gas (GHG) emissions by changing the behavior of individual drivers or travelers. These behavioral changes may have the effect of reducing travel, shifting travel to more efficient modes, or improving the efficiency of existing travel. Since the 1970s, federal, regional, state and municipal agencies have tried to reduce energy use, emissions, and congestion by influencing travel behavior. This report reviews and summarizes the literature on relationships between these strategies and transportation-related energy use and GHG emissions to examine how changes to travel behavior can reduce transportation energy use and discuss the potential for federal actions to affect travel behavior.

    At an international conference on global warming, held in Kyoto, Japan, in December 1997, the United States committed to reduce its greenhouse gas (GHG) emissions by 7% over its 1990 level by the year 2012. To help achieve that goal, transportation GHG emissions need to be reduced. Using Argonne's fuel-cycle model, I estimated GHG emissions reduction potentials of various near- and long-term transportation technologies. The estimated per-mile GHG emissions results show that alternative transportation fuels and advanced vehicle technologies can help significantly reduce transportation GHG emissions. Of the near-term technologies evaluated in this study, electric vehicles; hybrid electric vehicles; compression-ignition, direct-injection vehicles; and E85 flexible fuel vehicles can reduce fuel-cycle GHG emissions by more than 25%, on the fuel-cycle basis. Electric vehicles powered by electricity generated primarily from nuclear and renewable sources can reduce GHG emissions by 80%. Other alternative fuels, such as compressed natural gas and liquefied petroleum gas, offer limited, but positive, GHG emission reduction benefits. Among the long-term technologies evaluated in this study, conventional spark ignition and compression ignition engines powered by alternative fuels and gasoline- and diesel-powered advanced vehicles can reduce GHG emissions by 10% to 30%. Ethanol dedicated vehicles, electric vehicles, hybrid electric vehicles, and fuel-cell vehicles can reduce GHG emissions by over 40%. Spark ignition engines and fuel-cell vehicles powered by cellulosic ethanol and solar hydrogen (for fuel-cell vehicles only) can reduce GHG emissions by over 80%. In conclusion, both near- and long-term alternative fuels and advanced transportation technologies can play a role in reducing the United States GHG emissions.

Greenhouse gas emissions can be reduced through recovery and recycling of resources from the municipal solid waste stream. In São Paulo, Brazil, recycling cooperatives play a crucial role in providing recycling services including collection, separation, cleaning, stocking, and sale of recyclable resources. The present research attempts to measure the greenhouse gas emission reductions achieved by the recycling cooperative Cooperpires, as well as highlight its socioeconomic benefits. Methods include participant observation, structured interviews, questionnaire application, and greenhouse gas accounting of recycling using a Clean Development Mechanism methodology. The results show that recycling cooperatives can achieve important energy savings and reductions in greenhouse gas emissions, and suggest there is an opportunity for Cooperpires and other similar recycling groups to participate in the carbon credit market. Based on these findings, the authors created a simple greenhouse gas accounting calculator for recyclers to estimate their emissions reductions.

    NOx and soot emissions from internal combustion engines, and in particular compression ignition (diesel) engines, are reduced by varying fuel injection timing, fuel injection pressure, and injected fuel volume between low and greater engine loads. At low loads, fuel is injected during one or more low-pressure injections occurring at low injection pressures between the start of the intake stroke and approximately 40 degrees before top dead center during the compression stroke. At higher loads, similar injections are used early in each combustion cycle, in addition to later injections which preferably occur between about 90 degrees before top dead center during the compression stroke, and about 90 degrees after top dead center during the expansion stroke (and which most preferably begin at or closely adjacent the end of the compression stroke). These later injections have higher injection pressure, and also lower injected fuel volume, than the earlier injections.

Regulations on emissions from industrial furnaces are becoming increasingly more stringent. In addition, competition is forcing operators to make their furnaces more productive and/or efficient. Switching from preheated air to industrial oxygen can increase efficiency and reduce NO{sub x}, but oxygen is significantly more costly than air and may not be compatible with the material being heated. What was needed, and what was developed during this project, is a technology that reduces NO{sub x} emissions while increasing furnace efficiency for both air- and oxy-fired furnaces. Oscillating combustion is a retrofit technology that involves the forced oscillation of the fuel flow rate to a furnace. These oscillations create successive, fuel-rich and fuel-lean zones within the furnace. Heat transfer from the flame to the load increases due to the more luminous fuel-rich zones, a longer overall flame length, and the breakup of the thermal boundary layer. The increased heat transfer shortens heat up times, thereby increasing furnace productivity, and reduces the heat going up the stack, thereby increasing efficiency. The fuel-rich and fuel-lean zones also produce substantially less NO{sub x} than firing at a constant excess air level. The longer flames and higher heat transfer rate reduces overall peak flame temperature and thus reduces additional NO{sub x} formation from the eventual mixing of the zones and burnout of combustibles from the rich zones.     Target-setting agreements, also known as voluntary ornegotiated agreements, have been used by a number of governments as amechanism for promoting energy efficiency within the industrial sector. Arecent survey of such target-setting agreement programs identified 23energy efficiency or GHG emissions reduction voluntary agreement programsin 18 countries. International best practice related to target-settingagreement programs calls for establishment of a coordinated set ofpolicies that provide strong economic incentives as well as technical andfinancial support to participating industries. The key program elementsof a target-setting program are the target-setting process,identification of energy-saving technologies and measures usingenergy-energy efficiency guidebooks and benchmarking as well as byconducting energy-efficiency audits, development of an energy-savingsaction plan, development and implementation of energy managementprotocols, development of incentives and supporting policies, monitoringprogress toward targets, and program evaluation.     Emissions from marine vessels are being scrutinized as a major contributor to the total particulate matter (TPM), oxides of sulfur (SOx) and oxides of nitrogen (NOx) environmental loading. Fuel sulfur control is the key to SOx reduction. Significant reductions in the emissions from on-road vehicles have been achieved in the last decade and the emissions from these vehicles will be reduced by another order of magnitude in the next five years: these improvements have served to emphasize the need to reduce emissions from other mobile sources, including off road equipment, locomotives, and marine vessels. Diesel-powered vessels of interest include ocean going vessels with low- and medium-speed engines, as well as ferries with high speed engines, as discussed below. A recent study examined the use of intake water injection (WIS) and ultra low sulfur diesel (ULSD) to reduce the emissions from a high-speed passenger ferry in southern California. One of the four Detroit Diesel 12V92 two-stroke high speed engines that power the Waverider (operated by SCX, inc.) was instrumented to collect intake airflow, fuel flow, shaft torque, and shaft speed. Engine speed and shaft torque were uniquely linked for given vessel draft and prevailing wind and sea conditions. A raw exhaust gas sampling system was utilized to measure the concentration of NOx, carbon dioxide (CO2), and oxygen (O2) and a mini dilution tunnel sampling a slipstream from the raw exhaust was used to collect TPM on 70 mm filters. The emissions data were processed to yield brake-specific mass results. The system that was employed allowed for redundant data to be collected for quality assurance and quality control. To acquire the data, the Waverider was operated at five different steady state speeds. Three modes were in the open sea off Oceanside, CA, and idle and harbor modes were also used. Data have showed that the use of ULSD along with water injection (WIS) could significantly reduce the emissions of NOx and PM

    Combustion tests have been performed in two pilot-scale combustion facilities to evaluate the emissions reduction possible while firing coal blended with several different biofuels. Two different boiler simulations, pulverized coal fired boilers and stoker coal fired boilers, were simulated. The pc-fired studies investigated the use of waste hardwood, softwood and sludge as potential reburning fuels and compared the results with coal and natural gas. The use of these wood wastes is attractive because: wood contains little nitrogen and virtually no sulfur; wood is a regenerable biofuel; wood utilization results in a net reduction in CO{sub 2} emissions; and, since reburning accounts for 10-20% of the total heat input, large quantities of wood are not necessary. The results of this program showed that a reduction of 50-60% NO was obtained with approximately 10% wood heat input. Reburn stoichiometry was the most important variable. The reduction was strongly dependent upon initial NO and only slightly dependent upon temperature. The stoker program investigated barriers for the successful blending of coal with waste railroad ties. Parameters evaluated included blending firing rate, chip size, optimum feed location, overfire/underfire air ratio, and natural gas addition. The results of this study demonstrated that NO emissions can be reduced by more than 50% without any significant increase in CO or THC emissions by the proper use of zoned reburning. Both programs demonstrated several benefits of biofuel blends, including: (1) lower operating costs due to reduced fuel prices; (2) reduced waste disposal; (3) reduced maintenance costs; (4) reduced environmental costs; and (5) extension of the useful life of existing equipment.

  12. Greenhouse gas emissions from MSW incineration in China: Impacts of waste characteristics and energy recovery

    Determination of the amount of greenhouse gas (GHG) emitted during municipal solid waste incineration (MSWI) is complex because both contributions and savings of GHGs exist in the process. To identify the critical factors influencing GHG emissions from MSWI in China, a GHG accounting model was established and applied to six Chinese cities located in different regions. The results showed that MSWI in most of the cities was the source of GHGs, with emissions of 25-207 kg CO{sub 2}-eq t{sup -1} rw. Within all process stages, the emission of fossil CO{sub 2} from the combustion of MSW was the main contributor (111-254 kg CO{sub 2}-eq t{sup -1} rw), while the substitution of electricity reduced the GHG emissions by 150-247 kg CO{sub 2}-eq t{sup -1} rw. By affecting the fossil carbon content and the lower heating value of the waste, the contents of plastic and food waste in the MSW were the critical factors influencing GHG emissions of MSWI. Decreasing food waste content in MSW by half will significantly reduce the GHG emissions from MSWI, and such a reduction will convert MSWI in Urumqi and Tianjin from GHG sources to GHG sinks. Comparison of the GHG emissions in the six Chinese cities with those in European countries revealed that higher energy recovery efficiency in Europe induced much greater reductions in GHG emissions. Recovering the excess heat after generation of electricity would be a good measure to convert MSWI in all the six cities evaluated herein into sinks of GHGs.

This report summarizes findings documented in existing literature to identify strategies with the greatest potential impact. The estimated effects of implementing the most significant and aggressive individual driver behavior modification strategies range from less than 1% to a few percent reduction in transportation energy use and GHG emissions. Combined strategies result in reductions of 7% to 15% by 2030. Pricing, ridesharing, eco-driving, and speed limit reduction/enforcement strategies are widely judged to have the greatest estimated potential effect, but lack the widespread public acceptance needed to accomplish maximum results. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

    Pending or recently enacted greenhouse gas regulations and mandates are leading to the need for current and feasible GHG reduction solutions including combined heat and power (CHP). Distributed generation using advanced reciprocating engines, gas turbines, microturbines and fuel cells has been shown to reduce greenhouse gases (GHG) compared to the U.S. electrical generation mix due to the use of natural gas and high electrical generation efficiencies of these prime movers. Many of these prime movers are also well suited for use in CHP systems which recover heat generated during combustion or energy conversion. CHP increases the total efficiency of the prime mover by recovering waste heat for generating electricity, replacing process steam, hot water for buildings or even cooling via absorption chilling. The increased efficiency of CHP systems further reduces GHG emissions compared to systems which do not recover waste thermal energy. Current GHG mandates within the U.S Federal sector and looming GHG legislation for states puts an emphasis on understanding the GHG reduction potential of such systems. This study compares the GHG savings from various state-of-the- art prime movers. GHG reductions from commercially available prime movers in the 1-5 MW class including, various industrial fuel cells, large and small gas turbines, micro turbines and reciprocating gas engines with and without CHP are compared to centralized electricity generation including the U.S. mix and the best available technology with natural gas combined cycle power plants. The findings show significant GHG saving potential with the use of CHP. Also provided is an exploration of the accounting methodology for GHG reductions with CHP and the sensitivity of such analyses to electrical generation efficiency, emissions factors and most importantly recoverable heat and thermal recovery efficiency from the CHP system.

    In the late 1980s, then President Bush visited Krakow, Poland. The terrible air quality theremotivated him to initiate a USAID-funded program, managed by DOE, entitled "Krakow Clean Fossil Fuels and Energy Efficiency Program." The primary objective of this program was to encourage the formation of commercial ventures between U.S. and Polish firms to provide equipment and/or services to reduce pollution from low-emission sources in Krakow, Poland. This program led to the award of a number of cooperative agreements, including one to Control Techtronics International. The technical objective of CTI's cooperative agreement is to apply combustion controls to existing boiler plants in Krakow and transfer knowledge and technology through a joint U.S. and Polish commercial venture. CTI installed automatic combustion controls on five coal boilers for the district heating system in Krakow. Three of these were for domestic hot-water boilers, and two were for steam for industrial boilers. The following results have occurred due to the addition of CTI's combustion controls on these five existing boilers: ! 25% energy savings ! 85% reduction in particulate emissions The joint venture company CTI-Polska was then established. Eleven additional technical and costing proposals were initiated to upgrade other coal boilers in Krakow. To date, no co-financing has been made available on the Polish side. CTI-Polska continues in operation, serving customers in Russia and Ukraine. Should the market in Poland materialize, the joint venture company is established there to provide equipment and service.

    We applied a daily-assimilated inversion method to estimate NOx (NO+NO2) emissions for June-September 2007 and 2008 on the basis of the Aura Ozone Monitoring Instrument (OMI) observations of nitrogen dioxide (NO2) and model simulations using the Regional chEmistry and trAnsport Model (REAM). Over urban Beijing, rural Beijing, and the Huabei Plain, OMI column NO2 reductions are approximately 45%, 33%, and 14%, respectively, while the corresponding anthropogenic NOx emission reductions are only 28%, 24%, and 6%, during the full emission control period (July 20 – Sep 20, 2008). The emission reduction began in early July and was in full force by July 20, corresponding to the scheduled implementation of emission controls over Beijing. The emissions did not appear to recover after the emission control period. Meteorological change from summer 2007 to 2008 is the main factor contributing to the column NO2 decreases not accounted for by the emission reduction. Model simulations suggest that the effect of emission reduction on ozone concentrations over Beijing is relatively minor using a standard VOC emission inventory in China. With an adjustment of the model emissions to reflect in situ observations of VOCs in Beijing, the model simulation suggests a larger effect of the emission reduction.

  7. Locomotive Emission and Engine Idle Reduction Technology Demonstration Project

    In response to a United States Department of Energy (DOE) solicitation, the Maryland Energy Administration (MEA), in partnership with CSX Transportation, Inc. (CSXT), submitted a proposal to DOE to support the demonstration of Auxiliary Power Unit (APU) technology on fifty-six CSXT locomotives. The project purpose was to demonstrate the idle fuel savings, the Nitrous Oxide (NOX) emissions reduction and the noise reduction capabilities of the APU. Fifty-six CSXT Baltimore Division locomotives were equipped with APUs, Engine Run Managers (ERM) and communications equipment to permit GPS tracking and data collection from the locomotives. Throughout the report there is mention of the percent time spent in the State of Maryland. The fifty-six locomotives spent most of their time inside the borders of Maryland and some spent all their time inside the state borders. Usually when a locomotive traveled beyond the Maryland State border it was into an adjoining state. They were divided into four groups according to assignment: (1) Power Unit/Switcher Mate units, (2) Remote Control units, (3) SD50 Pusher units and (4) Other units. The primary data of interest were idle data plus the status of the locomotive--stationary or moving. Also collected were main engine off, idling or working. Idle data were collected by county location, by locomotive status (stationary or moving) and type of idle (Idle 1, main engine idling, APU off; Idle 2, main engine off, APU on; Idle 3, main engine off, APU off; Idle 4, main engine idle, APU on). Desirable main engine idle states are main engine off and APU off or main engine off and APU on. Measuring the time the main engine spends in these desirable states versus the total time it could spend in an engine idling state allows the calculation of Percent Idle Management Effectiveness (%IME). IME is the result of the operation of the APU plus the implementation of CSXT's Warm Weather Shutdown Policy. It is difficult to separate the two. The units

    The final energy consumption in Thailand increased at about ten percent annually within the last 10 years. To slow the energy demand growth rate while maintaining the country`s economic advance and environmental sustainability, the Energy Conservation Promotion Act (ECPA) was adopted in 1992. With this Act, a comprehensive Energy Conservation Program (ENCON) was initiated. ENCON commits the government to promoting energy conservation, to developing appropriate regulations, and to providing financial and organizational resources for program implementation. Due to this existing ENCON program a great benefit is expected not only to reducing energy consumption, but also to decreasing GHGs emissions substantially. This study is a part of the ENCON research program which was supported by the German Federal Government under the program called Prompt-Start Measures to Implement the U.N. Framework Convention on Climate Change (FCCC). The basic activities carried out during the project included (1) An assessment of Thailand`s total and specific energy consumption in the industrial sectors and commercial buildings; (2) Identification of existing and candidate technologies for GHG emission reduction and energy efficiency improvements in specific factories and commercial buildings; and (3) Identification of individual factories and commercial buildings as candidates for detailed further study. Although the energy assessment had been carried out for the commercial buildings also, this paper will cover only the work on the manufacturing sector. On the basis of these steps, 14 factories were visited by the project team and preliminary energy audits were performed. As a result, concrete measures and investments were proposed and classified into two groups according to their economic characteristics. Those investments with a payback time of less than four years were considered together in a Moderate scenario, and those with longer payback times in an Intensive scenario.

    Widespread use of alternative hybrid powertrains currently appears inevitable and many opportunities for substantial progress remain. The necessity for environmentally friendly vehicles, in conjunction with increasing concerns regarding U.S. dependency on foreign oil and climate change, has led to significant investment in enhancing the propulsion portfolio with new technologies. Recently, plug-in hybrid electric vehicles (PHEVs) have attracted considerable attention due to their potential to reduce petroleum consumption and greenhouse gas (GHG) emissions in the transportation sector. PHEVs are especially appealing for short daily commutes with excessive stop-and-go driving. However, the high costs associated with their components, and in particular, with their energy storage systems have been significant barriers to extensive market penetration of PEVs. In the research reported here, we investigated the implications of motor/generator and battery size on fuel economy and GHG emissions in a medium duty PHEV. An optimization framework is proposed and applied to two different parallel powertrain configurations, pre-transmission and post-transmission, to derive the Pareto frontier with respect to motor/generator and battery size. The optimization and modeling approach adopted here facilitates better understanding of the potential benefits from proper selection of motor/generator and battery size on fuel economy and GHG emissions. This understanding can help us identify the appropriate sizing of these components and thus reducing the PHEV cost. Addressing optimal sizing of PHEV components could aim at an extensive market penetration of PHEVs.

    Electric utilities, which are dependent on high-sulfur coal are expected to reduce their SO{sub 2} emissions. The strategies for reduction of SO{sub 2} emissions may result in increased CO{sub 2} emissions. Thereby decrease of regional pollution may cause increase of global pollution. Environmental, political, moral, and economic consequences of the two types of pollution differ significantly. Midwestern electric utilities, USA, which are dependent on high-sulfur coal, are analyzed in the paper. However, the same problem is relevant for some European coal fueled power plants. Strategies for reduction of SO{sub 2} emissions, employed by Midwestern electric utilities to comply with the clean Air Act amendments (CAAA) of 1990 and their possible affects on CO{sub 2} emissions, are presented. The paper focuses on two general strategies for reduction of SO{sub 2} emissions. First is coal-switching or blending with a low-sulfur coal. Second is construction and use of flue-gas desulfurization devices (scrubbers). A combination of both strategies is also a viable option. Switching to low-sulfur coal may result in larger CO{sub 2} emissions because that coal has different characteristics and has to be transported much greater distances. Scrubbers require significant amounts of energy for their operation which requires burning more coal. This increases the level of CO{sub 2} emissions.

  17. Reduction of Nitrogen Oxide Emissions for lean Burn Engine Technology

    Lean-burn engines offer the potential for significant fuel economy improvements in cars and trucks, perhaps the next great breakthrough in automotive technology that will enable greater savings in imported petroleum. The development of lean-burn engines, however, has been an elusive goal among automakers because of the emissions challenges associated with lead-burn engine technology. Presently, cars operate with sophisticated emissions control systems that require the engine's air-fuel ratio to be carefully controlled around the stoichiometric point (chemically correct mixture). Catalysts in these systems are called "three-way" catalysts because they can reduce hydrocarbon, carbon monoxide, and nitrogen oxide emissions simultaneously, but only because of the tight control of the air-fuel ratio. The purpose of this cooperative effort is to develop advanced catalyst systems, materials, and necessary engine control algorithms for reducing NOX emissions in oxygen-rich automotive exhaust (as with lean-burn engine technology) to meet current and near-future mandated Clean Air Act standards. These developments will represent a breakthrough in both emission control technology and automobile efficiency. The total project is a joint effort among five national laboratories, together with US CAR. The role of Lockheed-Martin Energy Systems in the total project is two fold: characterization of catalyst performance through laboratory evaluations from bench-scale flow reactor tests to engine laboratory tests of full-scale prototype catalysts, and microstructural characterization of catalyst material before and after test stand and/or engine testing.

Black-Right-Pointing-Pointer Substituting coal and fuel oil by waste is beneficial in electricity and heat production. Black-Right-Pointing-Pointer Substituting natural gas by waste may not be reasonable in CHP generation. - Abstract: Three alternative condensing mode power and combined heat and power (CHP) waste-to-energy concepts were compared in terms of their impacts on the greenhouse gas (GHG) emissions from a heat and power generation system. The concepts included (i) grate, (ii) bubbling fluidised bed (BFB) and (iii) circulating fluidised bed (CFB) combustion of waste. The BFB and CFB take advantage of advanced combustion technology which enabled them to reach electric efficiency up to 35% and 41% in condensing mode, respectively, whereas 28% (based on the lower heating value) was applied for the grate fired unit. A simple energy system model was applied in calculating the GHG emissions in different scenarios where coal or natural gas was substituted in power generation and mix of fuel oil and natural gas in heat generation by waste combustion. Landfilling and waste transportation were not considered in the model. GHG emissions were reduced significantly in all of the considered scenarios where the waste combustion concepts substituted coal based power generation. With the exception of condensing mode grate incinerator the different waste combustion scenarios resulted approximately in 1 Mton of fossil CO{sub 2}-eq. emission reduction per 1 Mton of municipal solid waste (MSW) incinerated. When natural gas based power generation was substituted by electricity from the waste combustion significant GHG emission reductions were not achieved.

    To achieve a more stringent ambient-air ozone standard promulgated in 1997, the U.S. EPA has established summer NOx emissions limits for fossil-fired electric power generating units in the Ozone Transport Rulemaking region, consisting of 22 eastern and midwestern states and the District of Columbia. These jurisdictions are required to submit State Implementation Plans by September 1999 in response to EPA's rule, with compliance required by 2007. There are 1757 affected units in this region. In the present study, projected state-by-state growth rates for power production are used to estimate power production and NOx emissions by unit in the year 2007. NOx emissions reductions expected by January 1, 2000 due to Title IV compliance are estimated, leaving a substantial balance of emissions reductions to be achieved by post-combustion NOx control. Cost estimates are developed for achieving these remaining reductions.

    Assessments are made of the benefits of the 1990 Clean Air Act Title IV (COVE), Phase 2, SO2 and NOX reduction provisions, to the visibility in typical eastern and western Class 1 areas. Probable bands of visibility impairment distribution curves are developed for Shenandoah National Park, Smoky Mountain National Park and the Grand Canyon National Park, based on the existing emissions, ``Base Case``, and for the COVE emission reductions, ``CAAA Case``. Emission projections for 2010 are developed with improved versions of the National Acid Precipitation Assessment Program emission projection models. Source-receptor transfer matrices created with the Advanced Statistical Trajectory Regional Air Pollution (ASTRAP) model are used with existing emission inventories and with the emission projections to calculate atmospheric concentrations of sulfate and nitrate at the receptors of interest for existing and projected emission scenarios. The Visibility Assessment Scoping Model (VASM) is then used to develop distributions of visibility impairment. VASM combines statistics of observed concentrations of particulate species and relative humidity with ASTRAP calculations of the relative changes in atmospheric sulfate and nitrate particulate concentrations in a Monte Carlo approach to produce expected distributions of hourly particulate concentrations and RH. Light extinction relationships developed in theoretical and field studies are then used to calculate the resulting distribution of visibility impairment. Successive Monte Carlo studies are carried out to develop sets of visibility impairment distributions with and without the COVE emission reductions to gain insight into the detectability of expected visibility improvements.

    ICF Technology is currently performing a waste minimization study at Vandenberg Air Force Base. As part of the study, ICF has been examining planned freon-113 usage operations within Martin Marietta`s new Titan fairing paint booths. The booths are to be used for painting payload fairing (PLF) for Titan II and Titan IV vehicles. Approximately 1,050 gallons of Freon-113 are planned for use within the paint booths. The following alternatives have been examined to reduce emissions: substitution of the primary coating with an alternative coating such as powder, waterborne, or high solids; recovery of Freon-113 vapors using carbon adsorption or condensation; and use of a different application method.

    Late in 1997, EPA announced new allowances for voluntary emission control programs. As a result, the US Department of Energy's (DOE) Clean Cities and other metro areas that have made an ongoing commitment to increasing participation by alternative fuel vehicles (AFVs) in local fleets have the opportunity to estimate the magnitude and obtain emission reduction credit for following through on that commitment. Unexpectedly large reductions in key ozone precursor emissions in key locations and times of the day can be achieved per vehicle-mile by selecting specific light duty AFV offerings from original equipment manufacturers (OEMs) in lieu of their gasoline-fueled counterparts. Additional benefit accrues from the fact that evaporative emissions of non-methane hydrocarbons (generated in the case of CNG, LNG, and LPG by closed fuel-system AFV technology) can be essentially negligible. Upstream emissions from fuel storage and distribution with the airshed of interest are also reduced. This paper provides a justification and outlines a method for including AFVs in the mix of strategies to achieve local and regional improvements in ozone air quality, and for quantifying emission reduction credits. At the time of submission of this paper, the method was still under review by the US EPA Office of Mobile Sources, pending mutually satisfactory resolution of several of its key points. Some of these issues are discussed in the paper.

    The transportation sector is changing, influenced by concurrent, ongoing, dynamic trends that could dramatically affect the future energy landscape, including effects on the potential for greenhouse gas emissions reductions. Battery cost reductions and improved performance coupled with a growing number of electric vehicle model offerings are enabling greater battery electric vehicle market penetration, and advances in fuel cell technology and decreases in hydrogen production costs are leading to initial fuel cell vehicle offerings. Radically more efficient vehicles based on both conventional and new drivetrain technologies reduce greenhouse gas emissions per vehicle-mile. Net impacts also depend on the energy sources used for propulsion, and these are changing with increased use of renewable energy and unconventional fossil fuel resources. Connected and automated vehicles are emerging for personal and freight transportation systems and could increase use of low- or non-emitting technologies and systems; however, the net effects of automation on greenhouse gas emissions are uncertain. The longstanding trend of an annual increase in transportation demand has reversed for personal vehicle miles traveled in recent years, demonstrating the possibility of lower-travel future scenarios. Finally, advanced biofuel pathways have continued to develop, highlighting low-carbon and in some cases carbon-negative fuel pathways. We discuss the potential for transformative reductions in petroleum use and greenhouse gas emissions through these emerging transportation-sector technologies and trends and present a Clean Transportation Sector Initiative scenario for such reductions, which are summarized in Table ES-1.

    The U.S. Environmental Protection Agency (EPA) has announced plans to regulate mercury (Hg) emissions from coal-fired power plants. EPA has not prepared a quantitative assessment of the reduction in risk that could be achieved through reduction in coal plant emissions of Hg. To address this issue, Brookhaven National Laboratory (BNL) with support from the U.S. Department of Energy Office of Fossil Energy (DOE FE) prepared a quantitative assessment of the reduction in human health risk that could be achieved through reduction in coal plant emissions of Hg. The primary pathway for Hg exposure is through consumption of fish. The most susceptible population to Hg exposure is the fetus. Therefore the risk assessment focused on consumption of fish by women of child-bearing age. Dose response factors were generated from studies on loss of cognitive abilities (language skills, motor skills, etc.) by young children whose mothers consumed large amounts of fish with high Hg levels. Population risks were estimated for the general population in three regions of the country, (the Midwest, Northeast, and Southeast) that were identified by EPA as being heavily impacted by coal emissions. Three scenarios for reducing Hg emissions from coal plants were considered: (1) A base case using current conditions; (2) A 50% reduction; and, (3) A 90% reduction. These reductions in emissions were assumed to translate linearly into a reduction in fish Hg levels of 8.6% and 15.5%, respectively. Population risk estimates were also calculated for two subsistence fisher populations. These groups of people consume substantially more fish than the general public and, depending on location, the fish may contain higher Hg levels than average. Risk estimates for these groups were calculated for the three Hg levels used for the general population analyses.     Rolls-Royce Fuel Cell Systems (US) Inc. (RRFCS) has developed a system that produces synthesis gas from air and natural gas. A near-term application being considered for this technology is synthesis gas injection into reciprocating engines for reducing NOx emissions. A proof of concept study using bottled synthesis gas and a two-stroke reciprocating engine showed that injecting small amounts of highflammables content synthesis gas significantly improved combustion stability and enabled leaner engine operation resulting in over 44% reduction in NOx emissions. The actual NOx reduction that could be achieved in the field is expected to be engine specific, and in many cases may be even greater. RRFCS demonstrated that its synthesis gas generator could produce synthesis gas with the flammables content that was successfully used in the engine testing. An economic analysis of the synthesis gas approach estimates that its initial capital cost and yearly operating cost are less than half that of a competing NOx reduction technology, Selective Catalytic Reduction. The next step in developing the technology is an integrated test of the synthesis gas generator with an engine to obtain reliability data for system components and to confirm operating cost. RRFCS is actively pursuing opportunities to perform the integrated test. A successful integrated test would demonstrate the technology as a low-cost option to reduce NOx emissions from approximately 6,000 existing two-stroke, natural gas-fired reciprocating engines used on natural gas pipelines in North America. NOx emissions reduction made possible at a reasonable price by this synthesis gas technology, if implemented on 25% of these engines, would be on the order of 25,000 tons/year.

    In June 1992 the representatives of 176 countries including Ukraine met in Rio de Janeiro at the UN Conference to coordinate its efforts in protecting and guarding the environment. Signature of the UN Framework Convention on Climate Change by around 150 countries indicates that climate change is potentially a major threat to the world`s environment and economic development. The project {open_quotes}Country Study on Climate Change in Ukraine{close_quotes} coordinated by the Agency for Rational Energy Use and Ecology (ARENIA-ECO) and supported by the US Country Studies Program Support for Climate Change Studies. The aim of the project is to make the information related to climate change in Ukraine available for the world community by using the potential of Ukrainian research institutes for further concerted actions to solve the problem of climate change on the global scale. The project consists of four elements: (1) the development of the GHG Inventory in Ukraine; (2) assessments of ecosystems-vulnerability to climate change and adaptation options; and (3) mitigation options analysis; (4) public education and outreach activities. This paper contains the main results of the third element for the energy and non-energy sectors. Main tasks of the third element were: (1) to select, test and describe or develop the methodology for mitigation options assessment; (2) to analyze the main sources of GHG emissions in Ukraine; (3) to give the macro economic analysis of Ukrainian development and the development of main economical sectors industry, energy, transport, residential, forestry and agriculture; (4) to forecast GHG emissions for different scenarios of the economic development; and (5) to analyze the main measures to mitigate climate change.

    Clean energy development is a key component of Vietnam's Green Growth Strategy, which establishes a target to reduce greenhouse gas (GHG) emissions from domestic energy activities by 20-30 percent by 2030 relative to a business-as-usual scenario. Vietnam has significant wind energy resources, which, if developed, could help the country reach this target while providing ancillary economic, social, and environmental benefits. Given Vietnam's ambitious clean energy goals and the relatively nascent state of wind energy development in the country, this paper seeks to fulfill two primary objectives: to distill timely and useful information to provincial-level planners, analysts, and project developers as they evaluate opportunities to develop local wind resources; and, to provide insights to policymakers on how coordinated efforts may help advance large-scale wind development, deliver near-term GHG emission reductions, and promote national objectives in the context of a low emission development framework.

  4. Potential benefits of solar reflective car shells: cooler cabins, fuel savings and emission reductions

    Abstract: Vehicle thermal loads and air conditioning ancillary loads are strongly influenced by the absorption of solar energy. The adoption of solar reflective coatings for opaque surfaces of the vehicle shell can decrease the ?soak? temperature of the air in the cabin of a vehicle parked in the sun, potentially reducing the vehicle?s ancillary load and improving its fuel economy by permitting the use of a smaller air conditioner. An experimental comparison of otherwise identical black and silver compact sedans indicated that increasing the solar reflectance (?) of the car?s shell by about 0.5 lowered the soak temperature of breath-level air by about 5?6?C. Thermal analysis predicts that the air conditioning capacity required to cool the cabin air in the silver car to 25?C within 30min is 13percent less than that required in the black car. Assuming that potential reductions in AC capacity and engine ancillary load scale linearly with increase in shell solar reflectance, ADVISOR simulations of the SC03 driving cycle indicate that substituting a typical cool-colored shell (?=0.35) for a black shell (?=0.05) would reduce fuel consumption by 0.12L per 100km (1.1percent), increasing fuel economy by 0.10kmL?1 [0.24mpg] (1.1percent). It would also decrease carbon dioxide (CO2) emissions by 2.7gkm?1 (1.1percent), nitrogen oxide (NOx) emissions by 5.4mgkm?1 (0.44percent), carbon monoxide (CO) emissions by 17mgkm?1 (0.43percent), and hydrocarbon (HC) emissions by 4.1mgkm?1 (0.37percent). Selecting a typical white or silver shell (?=0.60) instead of a black shell would lower fuel consumption by 0.21L per 100km (1.9percent), raising fuel economy by 0.19kmL?1 [0.44mpg] (2.0percent). It would also decrease CO2 emissions by 4.9gkm?1 (1.9percent), NOx emissions by 9.9mgkm?1 (0.80percent), CO emissions by 31mgkm?1 (0.79percent), and HC emissions by 7.4mgkm?1 (0.67percent).     The primary objective of the project titled ''Demonstration of an Advanced Integrated Control System for Simultaneous Emissions Reduction'' was to demonstrate at proof-of-concept scale the use of an online software package, the ''Plant Environmental and Cost Optimization System'' (PECOS), to optimize the operation of coal-fired power plants by economically controlling all emissions simultaneously. It combines physical models, neural networks, and fuzzy logic control to provide both optimal least-cost boiler setpoints to the boiler operators in the control room, as well as optimal coal blending recommendations designed to reduce fuel costs and fuel-related derates. The goal of the project was to demonstrate that use of PECOS would enable coal-fired power plants to make more economic use of U.S. coals while reducing emissions.

    The coal-fired tile stoves are still very popular in Poland. The estimated total number of such home stoves operated in Cracow reaches ca. 100 000. Operation of these stoves during the heating season belongs to the most significant sources of air pollution. Type and scale of emission of the most important pollutants, caused by coal combustion in home stoves in Cracow has been determined basing upon the investigations carried out at the laboratory of the Department of Power Engineering Machines and Devices, Academy of Mining and Metallurgy, Cracow, Poland within the American-Polish Program of Elimination of Low Emission Sources in Cracow. Further experiments included in this Program allowed to estimate the attainable efficiency of home tile stoves and possible reduction in pollutant emission resulting from their operation. A short discussion of these data and capacities is presented in this lecture.

  7. Penetration and air-emission-reduction benefits of solar technologies in the electric utilities

    The results of a study of four solar energy technologies and the electric utility industry are reported. The purpose of the study was to estimate the penetration by federal region of four solar technologies - wind, biomass, phtovoltaics, and solar thermal - in terms of installed capacity and power generated. The penetration by these technologies occurs at the expense of coal and nuclear power. The displacement of coal plants implies a displacement of their air emissions, such as sulfur dioxide, oxides of nitrogen, and particulate matter. The main conclusion of this study is that solar thermal, photovoltaics, and biomass fail to penetrate significantly by the end of this century in any federal region. Wind energy penetrates the electric utility industry in several regions during the 1990s. Displaced coal and nuclear generation are also estimated by region, as are the corresponding reductions in air emissions. The small-scale penetration by the solar technologies necessarily limits the amount of conventional fuels displaced and the reduction in air emissions. A moderate displacement of sulfur dioxide and the oxides of nitrogen is estimated to occur by the end of this century, and significant lowering of these emissions should occur in the early part of the next century.

  8. Evaluation of metrics and baselines for tracking greenhouse gas emissions trends: Recommendations for the California climate action registry

    Energy Commission (Energy Commission) related to the Registry in three areas: (1) assessing the availability and usefulness of industry-specific metrics, (2) evaluating various methods for establishing baselines for calculating GHG emissions reductions related to specific actions taken by Registry participants, and (3) establishing methods for calculating electricity CO2 emission factors. The third area of research was completed in 2002 and is documented in Estimating Carbon Dioxide Emissions Factors for the California Electric Power Sector (Marnay et al., 2002). This report documents our findings related to the first areas of research. For the first area of research, the overall objective was to evaluate the metrics, such as emissions per economic unit or emissions per unit of production that can be used to report GHG emissions trends for potential Registry participants. This research began with an effort to identify methodologies, benchmarking programs, inventories, protocols, and registries that u se industry-specific metrics to track trends in energy use or GHG emissions in order to determine what types of metrics have already been developed. The next step in developing industry-specific metrics was to assess the availability of data needed to determine metric development priorities. Berkeley Lab also determined the relative importance of different potential Registry participant categories in order to asses s the availability of sectoral or industry-specific metrics and then identified industry-specific metrics in use around the world. While a plethora of metrics was identified, no one metric that adequately tracks trends in GHG emissions while maintaining confidentiality of data was identified. As a result of this review, Berkeley Lab recommends the development of a GHG intensity index as a new metric for reporting and tracking GHG emissions trends.Such an index could provide an industry-specific metric for reporting and tracking GHG emissions trends to accurately

    Fuel cell vehicles (FCVs) operate efficiently, emit few pollutants, and run on nonpetroleum fuels. Because of these characteristics, the large-scale deployment of FCVs has the potential to lessen US dependence on foreign oil and improve air quality. This study characterizes the benefits of large-scale FCV deployment in the light duty vehicle market. Specifically, the study assesses the potential fuel savings and emissions reductions resulting from large-scale use of these FCVs and identifies the key parameters that affect the scope of the benefits from FCV use. The analysis scenario assumes that FCVs will compete with gasoline-powered light trucks and cars in the new vehicle market for replacement of retired vehicles and will compete for growth in the total market. Analysts concluded that the potential benefits from FCVs, measured in terms of consumer outlays for motor fuel and the value of reduced air emissions, are substantial.

  15. Gas cofiring in coal-fired stokers for emissions reduction and performance improvement

    Adding gas burners above the grate of a coal-fired stoker can be an economical method of reducing gaseous and particulate emissions and improving efficiency and operational flexibility. With this cofiring configuration, the improved heat distribution and mixing with the stoker combustion products can give reduced opacity, reduced emissions of particulate, NO{sub x} and SO{sub 2}, improved carbon burnout and lower overall ash, reduced excess air, faster load response, cleaner and quicker lightoffs, improved turndown at both lower and upper capacity limits, and improved performance with problematic coals. To develop and validate the cofiring technology, three cofire field experiments have been conducted. A 165,000 lb/hr spreader stoker and mass feed chain grate stokers rated at 40,000 and 75,000 lb/hr have been retrofit with gas burners and tested in the field. The two larger units used dual, opposed burners, while the smaller unit was retrofit with a single burner. With the spreader stoker, the primary benefits of gas cofire was reduction in opacity episodes with coal quality variability and recovery of lost derate. With the larger chain grate unit, the primary benefit was reduction of NO{sub x} and SO{sub 2} to within Title V limits and elimination of opacity episodes during startup and load swings. With the smaller chain grate, the primary benefit was ability to operate at low loads without unacceptable opacity excursions which had previously required a backup boiler. In all cases, the economics justified the capital burner system retrofit cost and incremental fuel costs.

    Nitrogen oxide (NOx) emissions resulting from fossil fuel combustion lead to unhealthy levels of near-surface ozone (O{sub 3}). One of the largest U.S. sources, electric power generation, represented about 25% of the U.S. anthropogenic NOx emissions in 1999. Here we show that space-based instruments observed declining regional NOx levels between 1999 and 2005 in response to the recent implementation of pollution controls by utility companies in the eastern U.S. Satellite-retrieved summertime nitrogen dioxide (NO{sub 2}) columns and bottom-up emission estimates show larger decreases in the Ohio River Valley, where power plants dominate NOx emissions, than in the northeast U.S. urban corridor. Model simulations predict lower O{sub 3} across much of the eastern U.S. in response to these emission reductions.

    Utilities are facing complex decisions regarding system compliance with emission regulations. Both Title I and Title IV of the 1990 Clean Air Act Amendments (CAAA) have requirements for additional reduction of nitrogen oxides (NO{sub x}) emissions. These regulations of the CAAA will be issued through various vessels such as State Implementation Plans (SIPs) and the mandates of the Northeast Ozone Transport Region (NOTR). Once implemented, NOTR regulations will likely require the reduction of NO{sub x} emissions to a level approximately 55 to 65 percent from baseline. As the rules for governing these environmental mandates are finalized, it is anticipated that utilities will be allowed a large amount of flexibility in determining appropriate control strategies for their systems. For example, intrastate and possibly even interstate trading (similar to the SO{sub 2} Acid Rain Program) of emission reduction will likely be allowed. Also, a {open_quotes}seasonal{close_quotes} approach to NO{sub x} emission controls is being considered since ozone nonattainment episodes normally take place during the summer months. Determining the optimum combination of these widely differing alternatives for system wide compliance is the crux of utilities` dilemmas.

    This paper describes research efforts of The Global Livestock Producers Program (GLPP) in establishing self-sustaining enterprises for cost-effective technologies (i.e., animal nutrition and genetic improvement) and global methane emissions reductions in developing world nations. The US Environmental Protection Agency has funded several studies to examine the possibilities of reducing ruminant methane emissions in India, Tanzania, Bangladesh, and Brazil. The results of the studies showed that: (1) many developing countries` production systems are inefficient, and (2) great potential exists for decreasing global methane emissions through increasing animal productivity. From this effort, the GLPP established livestock development projects in India, Zimbabwe, and Tanzania, and is developing projects for Bangladesh, Nepal, and Brazil. The GLPP has developed a proven methodology for assessing ruminant methane and incorporating methane emissions monitoring into viable projects.

    As one of the most energy-intensive and polluting industries, ammonia production is responsible for significant carbon dioxide (CO2) and air-pollutant emissions. Although many energy-efficiency measures have been proposed by the Chinese government to mitigate greenhouse gas emissions and improve air quality, lack of understanding of the cost-effectiveness of such improvements has been a barrier to implementing these measures. Assessing the costs, benefits, and cost-effectiveness of different energy-efficiency measures is essential to advancing this understanding. In this study, a bottom-up energy conservation supply curve model is developed to estimate the potential for energy savings and emissions reductions from 26 energy-efficiency measures that could be applied in China’s ammonia industry. Cost-effective implementation of these measures saves a potential 271.5 petajoules/year for fuel and 5,443 gigawatt-hours/year for electricity, equal to 14% of fuel and 14% of electricity consumed in China’s ammonia industry in 2012. These reductions could mitigate 26.7 million tonnes of CO2 emissions. This study also quantifies the co-benefits of reducing air-pollutant emissions and water use that would result from saving energy in China’s ammonia industry. This quantitative analysis advances our understanding of the cost-effectiveness of energy-efficiency measures and can be used to augment efforts to reduce energy use and environmental impacts.

    In 2006, California passed the landmark assembly bill AB-32 to reduce California's emissions of greenhouse gases (GHGs) that contribute to global climate change. AB-32 commits California to reduce total GHG emissions to 1990 levels by 2020, a reduction of 25 percent from current levels. To verify that GHG emission reductions are actually taking place, it will be necessary to measure emissions. We describe atmospheric inverse model estimates of GHG emissions obtained from the California Greenhouse Gas Emissions Measurement (CALGEM) project. In collaboration with NOAA, we are measuring the dominant long-lived GHGs at two tall-towers in central California. Here, we present estimates of CH{sub 4} emissions obtained by statistical comparison of measured and predicted atmospheric mixing ratios. The predicted mixing ratios are calculated using spatially resolved a priori CH{sub 4} emissions and surface footprints, that provide a proportional relationship between the surface emissions and the mixing ratio signal at tower locations. The footprints are computed using the Weather Research and Forecast (WRF) coupled to the Stochastic Time-Inverted Lagrangian Transport (STILT) model. Integral to the inverse estimates, we perform a quantitative analysis of errors in atmospheric transport and other factors to provide quantitative uncertainties in estimated emissions. Regressions of modeled and measured mixing ratios suggest that total CH{sub 4} emissions are within 25% of the inventory estimates. A Bayesian source sector analysis obtains posterior scaling factors for CH{sub 4} emissions, indicating that emissions from several of the sources (e.g., landfills, natural gas use, petroleum production, crops, and wetlands) are roughly consistent with inventory estimates, but livestock emissions are significantly higher than the inventory.     This paper discusses the progress of a US Department of Energy Innovative Clean Coal Technology Project demonstrating advanced tangentially fired combustion techniques for the reduction of nitrogen oxide (NO{sub x}) emissions from coal-fired boilers. The primary objective of the demonstration is to determine the performance of four low NO{sub x} combustion technologies applied in a stepwise fashion to a 180 MW boiler. A target of achieving fifty percent NO{sub x} reduction has been established for the project. Details of the required instrumentation including acoustic pyrometers and continuous emissions and monitoring systems are given.     Emission-control cost-effectiveness is estimated for ten alternative-fuel vehicle (AFV) types (i.e., vehicles fueled with reformulated gasoline, M85 flexible-fuel vehicles [FFVs], M100 FFVs, dedicated M85 vehicles, dedicated M100 vehicles, E85 FFVS, dual-fuel liquefied petroleum gas vehicles, dual-fuel compressed natural gas vehicles [CNGVs], dedicated CNGVs, and electric vehicles [EVs]). Given the assumptions made, CNGVs are found to be most cost-effective in controlling emissions and E85 FFVs to be least cost-effective, with the other vehicle types falling between these two. AFV cost-effectiveness is further calculated for various cases representing changes in costs of vehicles and fuels, AFV emission reductions, and baseline gasoline vehicle emissions, among other factors. Changes in these parameters can change cost-effectiveness dramatically. However, the rank of the ten AFV types according to their cost-effectiveness remains essentially unchanged. Based on assumed dollars-per-ton emission values and estimated AFV emission reductions, the per-vehicle monetary value of emission reductions is calculated for each AFV type. Calculated emission reduction values ranged from as little as $500 to as much as $40,000 per vehicle, depending on AFV type, dollar-per-ton emission values, and baseline gasoline vehicle emissions. Among the ten vehicle types, vehicles fueled with reformulated gasoline have the lowest per-vehicle value, while EVs have the highest per-vehicle value, reflecting the magnitude of emission reductions by these vehicle types. To translate the calculated per-vehicle emission reduction values to individual AFV users, AFV fuel or vehicle price subsidies are designed to be equal to AFV emission reduction values. The subsidies designed in this way are substantial. In fact, providing the subsidies to AFVs would change most AFV types from net cost increases to net cost decreases, relative to conventional gasoline vehicles.

    The energy sector was responsible for approximately 84% of carbon dioxide equivalent (CO2e) greenhouse gas (GHG) emissions in the U.S. in 2012 (EPA 2014a). Methane is the second most important GHG, contributing 9% of total U.S. CO2e emissions. A large portion of those methane emissions result from energy production and use; the natural gas, coal, and oil industries produce approximately 39% of anthropogenic methane emissions in the U.S. As a result, fossil-fuel systems have been consistently identified as high priority sectors to contribute to U.S. GHG reduction goals (White House 2015). Only two studies have recently attempted to quantify the abatement potential and cost associated with the breadth of opportunities to reduce GHG emissions within natural gas, oil, and coal supply chains in the United States, namely the U.S. Environmental Protection Agency (EPA) (2013a) and ICF (2014). EPA, in its 2013 analysis, estimated the marginal cost of abatement for non-CO2 GHG emissions from the natural gas, oil, and coal supply chains for multiple regions globally, including the United States. Building on this work, ICF International (ICF) (2014) provided an update and re-analysis of the potential opportunities in U.S. natural gas and oil systems. In this report we synthesize these previously published estimates as well as incorporate additional data provided by ICF to provide a comprehensive national analysis of methane abatement opportunities and their associated costs across the natural gas, oil, and coal supply chains. Results are presented as a suite of marginal abatement cost curves (MACCs), which depict the total potential and cost of reducing emissions through different abatement measures.     This paper addresses, from the Brazilian perspective, the main problems with Joint Implementation/Activities Implemented Jointly (JI/AIJ) between industrialized (Annex I) and developing (non-Annex I) countries, as defined by the United Nations Framework Convention on Climate Change (UNFCCC). Four possible GHG emissions abatement measures are presented for Brazil: forest protection, reforestation projects for carbon sequestration or charcoal manufacturing, use of ethanol produced from sugar cane as a car fuel, and electrical energy conservation through an increase in end-use efficiencies. These four case studies form the basis of a discussion regarding the validity of developing countries' concerns about JI/AIJ. Recommendations are offered for overcoming the present shortcomings of JI/AIJ in developing countries. The primary conclusion is that Annex I countries' funding of JI/AIJ projects in developing countries in return for GHG emissions credits is not the best means to implement the UNFCCC. However, JI/AIJ projects can be a productive means of preventing global climate change if combined with other measures, including GHG emissions reduction targets for all countries involved in JI/AIJ projects and limits on the percentage of industrialized countries' emissions reductions that can be met through projects in developing countries.

    China has implemented a series of minimum energy performance standards (MEPS) for over 30 appliances, voluntary energy efficiency label for 40 products and a mandatory energy information label that covers 19 products to date. However, the impact of these programs and their savings potential has not been evaluated on a consistent basis. This paper uses modeling to estimate the energy saving and CO{sub 2} emission reduction potential of the appliances standard and labeling program for products for which standards are currently in place, under development or those proposed for development in 2010 under three scenarios that differ in the pace and stringency of MEPS development. In addition to a baseline 'Frozen Efficiency' scenario at 2009 MEPS level, the 'Continued Improvement Scenario' (CIS) reflects the likely pace of post-2009 MEPS revisions, and the likely improvement at each revision step. The 'Best Practice Scenario' (BPS) examined the potential of an achievement of international best practice efficiency in broad commercial use today in 2014. This paper concludes that under 'CIS', cumulative electricity consumption could be reduced by 9503 TWh, and annual CO{sub 2} emissions of energy used for all 37 products would be 16% lower than in the frozen efficiency scenario. Under a 'BPS' scenario for a subset of products, cumulative electricity savings would be 5450 TWh and annual CO{sub 2} emissions reduction of energy used for 11 appliances would be 35% lower.

Three alternative policy scenarios are evaluated in terms of effectiveness, technology, and economics and conclusions posited regarding optimal strategies for Brazil to implement. These scenarios are been building on the guidelines for national inventories of GHG emissions (IPCC, 2006) and adapted to Brazilian states and municipalities boundaries. Based on the results, it is possible to say that the potential revenue from products of solid waste management is more than sufficient to transform the current scenario in this country into one of financial and environmental gains, where the negative impacts of climate change have created a huge opportunity to expand infrastructure for waste management.

This proposed fair compromise addresses key concerns of major emitters; According to this accounting, no countries have negative carbon budgets, there is substantial time for greening major developing economies, and some developed countries need to institute very rapid reductions in emissions; and, To provide a 'green ladder' to developing countries and to ensure a fair global deal, it will be crucial to agree how to extend sufficient and predictable financial support and the rapid transfer of technology.

    Globally, the cement industry accounts for approximately 5 percent of current anthropogenic carbon dioxide (CO{sub 2}) emissions. World cement demand and production are increasing significantly, leading to an increase in this industry's absolute energy use and CO{sub 2} emissions. Development of new energy-efficiency and CO{sub 2} emission-reduction technologies and their deployment in the market will be key for the cement industry's mid- and long-term climate change mitigation strategies. This report is an initial effort to compile available information on process description, energy savings, environmental and other benefits, costs, commercialization status, and references for emerging technologies to reduce the cement industry's energy use and CO{sub 2} emissions. Although studies from around the world identify a variety of sector-specific and cross-cutting energy-efficiency technologies for the cement industry that have already been commercialized, information is scarce and/or scattered regarding emerging or advanced energy-efficiency and low-carbon technologies that are not yet commercialized. This report consolidates available information on nineteen emerging technologies for the cement industry, with the goal of providing engineers, researchers, investors, cement companies, policy makers, and other interested parties with easy access to a well-structured database of information on these technologies.

  10. Assessment of Energy Efficiency Improvement and CO2 Emission Reduction Potentials in the Cement Industry in China

    China’s annual cement production (i.e., 1,868 Mt) in 2010 accounted for nearly half of the world’s annual cement production in the same year. We identified and analyzed 23 energy efficiency technologies and measures applicable to the processes in the cement industry. The Conservation Supply Curve (CSC) used in this study is an analytical tool that captures both the engineering and the economic perspectives of energy conservation. Using a bottom-up electricity CSC model, the cumulative cost-effective electricity savings potential for the Chinese cement industry for 2010-2030 is estimated to be 251 TWh, and the total technical electricity saving potential is 279 TWh. The CO2 emissions reduction associated with cost-effective electricity savings is 144 Mt CO2 and the CO2 emission reduction associated with technical electricity saving potential is 161 Mt CO2. The fuel CSC model for the cement industry suggests cumulative cost-effective fuel savings potential of 4,326 PJ which is equivalent to the total technical potential with associated CO2 emission reductions of 406 Mt CO2. In addition, a sensitivity analysis with respect to the discount rate used is conducted to assess the effect of changes in this parameter on the results. We also developed a scenario in which instead of only implementing the international technologies in 2010-2030, we implement both international and Chinese domestic technologies during the analysis period and calculate the saving and cost of conserved energy accordingly. The result of this study gives a comprehensive and easy to understand perspective to the Chinese cement industry and policy makers about the energy efficiency potential and its associated cost.

    In interferometric cryogenic gravitational wave detectors, there are plans to cool mirrors and their suspension systems (payloads) in order to reduce thermal noise, that is, one of the fundamental noise sources. Because of the large payload masses (several hundred kg in total) and their thermal isolation, a cooling time of several months is required. Our calculation shows that a high-emissivity coating (e.g. a diamond-like carbon (DLC) coating) can reduce the cooling time effectively by enhancing radiation heat transfer. Here, we have experimentally verified the effect of the DLC coating on the reduction of the cooling time.

  15. Pollutant emissions reduction and performance optimization of an industrial radiant tube burner

    This paper presents the results of an experimental investigation performed upon a single-ended self-recuperative radiant tube burner fuelled by natural gas in the non-premixed mode, which is used in the steel industry for surface treatment. The main goal of the research activity was a systematic investigation of the burner aimed to find the best operating conditions in terms of optimum equivalence ratio, thermal power and lower pollutant emissions. The analysis, which focused on the main parameters influencing the thermal efficiency and pollutant emissions at the exhaust (NO{sub x} and CO), has been carried out for different operating conditions of the burner: input thermal powers from 12.8 up to 18kW and equivalence ratio from 0.5 (very lean flame) to 0.95 (quasi-stoichiometric condition). To significantly reduce pollutant emissions ensuring at the same time the thermal requirements of the heating process, it has been developed a new burner configuration, in which a fraction of the exhaust gases recirculates in the main combustion region through a variable gap between the burner efflux and the inner flame tube. This internal recirculation mechanism (exhaust gases recirculation, EGR) has been favoured through the addition of a pre-combustion chamber terminated by a converging nozzle acting as a mixing/ejector to promote exhaust gas entrainment into the flame tube. The most important result of this solution was a decrease of NO{sub x} emissions at the exhaust of the order of 50% with respect to the original burner geometry, for a wide range of thermal power and equivalence ratio.   16. Logistics, Costs, and GHG Impacts of Utility-Scale Co-Firing with 20% Biomass

    This study analyzes the possibility that biopower in the U.S. is a cost-competitive option to significantly reduce greenhouse gas emissions. In 2009, net greenhouse gas (GHG) emitted in the United States was equivalent to 5,618 million metric tons CO2, up 5.6% from 1990 (EPA 2011). Coal-fired power generation accounted for 1,748 million metric tons of this total. Intuitively, life-cycle CO2 emissions in the power sector could be reduced by substituting renewable biomass for coal. If just 20% of the coal combusted in 2009 had been replaced with biomass, CO2 emissions would have been reduced by 350 million metric tons, or about 6% of net annual GHG emission. This would have required approximately 225 million tons of dry biomass. Such an ambitious fuel substitution would require development of a biomass feedstock production and supply system tantamount to coal. This material would need to meet stringent specifications to ensure reliable conveyance to boiler burners, efficient combustion, and no adverse impact on heat transfer surfaces and flue gas cleanup operations. Therefore, this report addresses the potential cost/benefit tradeoffs of co-firing 20% specification-qualified biomass (on an energy content basis) in large U.S. coal-fired power plants. The dependence and sensitivity of feedstock cost on source of material, location, supply distance, and demand pressure was established. Subsequently, the dependence of levelized cost of electricity (LCOE) on feedstock costs, power plant feed system retrofit, and impact on boiler performance was determined. Overall life-cycle assessment (LCA) of greenhouse gas emissions saving were next evaluated and compared to wind and solar energy to benchmark the leading alternatives for meeting renewable portfolio standards (or RPS).

    The reduction of VOC emissions from metal dip coating applications is not an environmental constraint, it is an economic opportunity. This case study shows how the industry can reap economic benefits from VOC reductions while improving air quality. The Canam Steel Corporation plant located in Point of Rocks, MD operates dip tanks for primer application on fabricated steel joists and joist girders. This process is presently subject to a regulation that limits the paint VOC content to 3.5 pounds per gallon of coating less water. As a result of the high paint viscosity associated with that regulation, the paint thickness of the dipped steel is thicker than the customers` specifications. Most of the VOC emissions can therefore be associated with the excess of paint applied to the products rather than to the required thickness of the coating. The higher paint usage rate has more than environmental consequences, it increases the cost of the applied coating. The project is to reduce the paint usage by controlling the viscosity of the coating in the tank. Experimental results as well as actual mass balance calculations show that using a higher VOC content paint would reduce the overall VOC emissions. The author explained the project to the Maryland Department of the Environment (MDE) Air and Radiation Management Administration. First, the MDE agreed to develop a new RACT determination for fabricated steel dipping operations. The new regulation would limit the amount of VOC than can be emitted to dip coat a ton of fabricated steel. Second, the MDE agreed to allow experimentation of the higher VOC content paint as a pilot project for the new regulation. This paper demonstrates the need for a RACT determination specific to fabricated steel dipping operations.

  18. Analysis of Potential Energy Saving and CO2 Emission Reduction of Home Appliances and Commercial Equipments in China

    China is now the world's largest producer and consumer of household appliances and commercial equipment. To address the growth of electricity use of the appliances, China has implemented a series of minimum energy performance standards (MEPS) for 30 appliances, and voluntary energy efficiency label for 40 products. Further, in 2005, China started a mandatory energy information label that covers 19 products to date. However, the impact of these standard and labeling programs and their savings potential has not been evaluated on a consistent basis. This research involved modeling to estimate the energy saving and CO{sub 2} emission reduction potential of the appliances standard and labeling program for products for which standards are currently in place, or under development and those proposed for development in 2010. Two scenarios that have been developed differ primarily in the pace and stringency of MEPS development. The 'Continued Improvement Scenario' (CIS) reflects the likely pace of post-2009 MEPS revisions, and the likely improvement at each revision step considering the technical limitation of the technology. The 'Best Practice Scenario' (BPS) examined the potential of an achievement of international best practice MEPS in 2014. This paper concludes that under the 'CIS' of regularly scheduled MEPS revisions to 2030, cumulative electricity consumption could be reduced by 9503 TWh, and annual CO{sub 2} emissions would be 16% lower than in the frozen efficiency scenario. Under a 'BPS' scenario for a subset of products, cumulative electricity savings would be 5450 TWh and annual CO{sub 2} emissions reduction would be 35% lower than in the frozen scenario.

    Coal fired, low emission sources are a major factor in the air quality problems facing eastern European cities. These sources include: stoker-fired boilers which feed district heating systems and also meet local industrial steam demand, hand-fired boilers which provide heat for one building or a small group of buildings, and masonary tile stoves which heat individual rooms. Global Environmental Systems is marketing through Global Environmental Systems of Polane, Inc. catalysts to improve the combustion of coal, wood or fuel oils in these combustion systems. PCCL-II Combustion Catalysts promotes more complete combustion, reduces or eliminates slag formations, soot, corrosion and some air pollution emissions and is especially effective on high sulfur-high vanadium residual oils. Glo-Klen is a semi-dry powder continuous acting catalyst that is injected directly into the furnace of boilers by operating personnel. It is a multi-purpose catalyst that is a furnace combustion catalyst that saves fuel by increasing combustion efficiency, a cleaner of heat transfer surfaces that saves additional fuel by increasing the absorption of heat, a corrosion-inhibiting catalyst that reduces costly corrosion damage and an air pollution reducing catalyst that reduces air pollution type stack emissions. The reduction of sulfur dioxides from coal or oil-fired boilers of the hand fired stoker design and larger, can be controlled by the induction of the Glo-Klen combustion catalyst and either hydrated lime or pulverized limestone.

  20. Waste management activities and carbon emissions in Africa

    This paper summarizes research into waste management activities and carbon emissions from territories in sub-Saharan Africa with the main objective of quantifying emission reductions (ERs) that can be gained through viable improvements to waste management in Africa. It demonstrates that data on waste and carbon emissions is poor and generally inadequate for prediction models. The paper shows that the amount of waste produced and its composition are linked to national Gross Domestic Product (GDP). Waste production per person is around half that in developed countries with a mean around 230 kg/hd/yr. Sub-Saharan territories produce waste with a biogenic carbon content of around 56% (+/-25%), which is approximately 40% greater than developed countries. This waste is disposed in uncontrolled dumps that produce large amounts of methane gas. Greenhouse gas (GHG) emissions from waste will rise with increasing urbanization and can only be controlled through funding mechanisms from developed countries.

    A hydrogen peroxide injection system was designed and installed in the stack of a 5,274 million J/hr industrial pilot plant scale combustion chamber using natural gas as fuel. The concentration of peroxide in the gas stream was precisely controlled by continuous injection using an electromagnetic dosage pump, the liquid 50% peroxide solution was finely dispersed into the gases by a water cooled custom designed delivery system with a spray nozzle at the tip. Residence times between 0.1 and 1.8 seconds and concentrations of H{sub 2}O{sub 2} between 280 ppm and 4,000 ppm were used during the test runs. CEMS for total hydrocarbons, carbon monoxide, nitrogen oxides, as well as an ultrasonic gas flow monitor were used to measure the effect of hydrogen peroxide in reducing the emissions of these pollutants. Destruction removal efficiencies between 25% and 100% were observed for hydrocarbons, and concentrations of CO, as well as NO{sub x}. were reduced about 50%. The results indicate that this labscale proved technology yields similar results in reducing combustion emissions in pilot applications, and also a reliable injection system has been developed and tested successfully.

    Researchers at Argonne National Laboratory expanded the Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREET) model and incorporated the fuel economy and electricity use of alternative fuel/vehicle systems simulated by the Powertrain System Analysis Toolkit (PSAT) to conduct a well-to-wheels (WTW) analysis of energy use and greenhouse gas (GHG) emissions of plug-in hybrid electric vehicles (PHEVs). The WTW results were separately calculated for the blended charge-depleting (CD) and charge-sustaining (CS) modes of PHEV operation and then combined by using a weighting factor that represented the CD vehicle-miles-traveled (VMT) share. As indicated by PSAT simulations of the CD operation, grid electricity accounted for a share of the vehicle's total energy use, ranging from 6% for a PHEV 10 to 24% for a PHEV 40, based on CD VMT shares of 23% and 63%, respectively. In addition to the PHEV's fuel economy and type of on-board fuel, the marginal electricity generation mix used to charge the vehicle impacted the WTW results, especially GHG emissions. Three North American Electric Reliability Corporation regions (4, 6, and 13) were selected for this analysis, because they encompassed large metropolitan areas (Illinois, New York, and California, respectively) and provided a significant variation of marginal generation mixes. The WTW results were also reported for the U.S. generation mix and renewable electricity to examine cases of average and clean mixes, respectively. For an all-electric range (AER) between 10 mi and 40 mi, PHEVs that employed petroleum fuels (gasoline and diesel), a blend of 85% ethanol and 15% gasoline (E85), and hydrogen were shown to offer a 40-60%, 70-90%, and more than 90% reduction in petroleum energy use and a 30-60%, 40-80%, and 10-100% reduction in GHG emissions, respectively, relative to an internal combustion engine vehicle that used gasoline.     Research is underway to evaluate the Hydrocarb process for conversion of carbonaceous raw material to clean carbon and methanol products. These products are valuable in the market either as fuel or as chemical commodities. As fuel, methanol and carbon can be used economically, either independently or in slurry form, in efficient heat energies (turbines and internal combustion engines) for both mobile and stationary single and combined cycle power plants. When considering CO{sub 2} emission control in the utilization of fossil fuels, the copressing of those fossil fuels with biomass (which may include, wood, municipal solid waste and sewage sludge) is a viable mitigation approach. By coprocessing both types of feedstock to produce methanol and carbon while sequestering all or part of the carbon, a significant net CO{sub 2} reduction is achieved if the methanol is substituted for petroleum fuels in the transportation sector. The Hydrocarb process has the potential, if the R&D objectives are achieved, to produce alternative transportation fuel from indigenous resources at lower cost than any other biomass conversion process. These comparisons suggest the resulting fuel can significantly displace gasoline at a competitive price while mitigating CO{sub 2} emissions and reducing ozone and other toxics in urban atmospheres.

  6. Reduction of Non-CO2 Gas Emissions Through The In Situ Bioconversion of Methane

    The primary objectives of this research were to seek previously unidentified anaerobic methanotrophs and other microorganisms to be collected from methane seeps associated with coal outcrops. Subsurface application of these microbes into anaerobic environments has the potential to reduce methane seepage along coal outcrop belts and in coal mines, thereby preventing hazardous explosions. Depending upon the types and characteristics of the methanotrophs identified, it may be possible to apply the microbes to other sources of methane emissions, which include landfills, rice cultivation, and industrial sources where methane can accumulate under buildings. Finally, the microbes collected and identified during this research also had the potential for useful applications in the chemical industry, as well as in a variety of microbial processes. Sample collection focused on the South Fork of Texas Creek located approximately 15 miles east of Durango, Colorado. The creek is located near the subsurface contact between the coal-bearing Fruitland Formation and the underlying Pictured Cliffs Sandstone. The methane seeps occur within the creek and in areas adjacent to the creek where faulting may allow fluids and gases to migrate to the surface. These seeps appear to have been there prior to coalbed methane development as extensive microbial soils have developed. Our investigations screened more than 500 enrichments but were unable to convince us that anaerobic methane oxidation (AMO) was occurring and that anaerobic methanotrophs may not have been present in the samples collected. In all cases, visual and microscopic observations noted that the early stage enrichments contained viable microbial cells. However, as the levels of the readily substrates that were present in the environmental samples were progressively lowered through serial transfers, the numbers of cells in the enrichments sharply dropped and were eliminated.     Many projects have been proposed to promote and demonstrate renewable energy technologies (RETs) in developing countries on the basis of their potential to reduce carbon emissions. However, no uniform methodology has been developed for evaluating RETs in terms of their future carbon emissions reduction potential. This study outlines a methodology for identifying RETs that have the potential for achieving large carbon emissions reductions in the future, while also meeting key criteria for commercialization and acceptability in developing countries. In addition, this study evaluates the connection between technology identification and the selection of projects that are designed to demonstrate technologies with a propensity for carbon emission reductions (e.g., Global Environmental Facility projects). Although this report applies the methodology to Mexico in a case study format, the methodology is broad based and could be applied to any developing country, as well as to other technologies. The methodology used in this report is composed of four steps: technology screening, technology identification, technology deployment scenarios, and estimates of carbon emissions reductions. The four technologies with the highest ranking in the technology identification process for the on-grid category were geothermal, biomass cogeneration, wind, and micro-/mini-hydro. Compressed natural gas (CNG) was the alternative that received the highest ranking for the transportation category.

  13. Clean coal technology: selective catalytic reduction (SCR) technology for the control of nitrogen oxide emissions from coal-fired boilers

    The report discusses a project carried out under the US Clean Coal Technology (CCT) Demonstration Program which demonstrated selective catalytic reduction (SCR) technology for the control of NOx emissions from high-sulphur coal-fired boilers under typical boilers conditions in the United States. The project was conducted by Southern Company Services, Inc., who served as a co-funder and as the host at Gulf Power Company's Plant Crist. The SCR process consists of injecting ammonia (NH{sub 3}) into boiler flue gas and passing the flue gas through a catalyst bed where the Nox and NH{sub 3} react to form nitrogen and water vapor. The results of the CCTDP project confirmed the applicability of SCR for US coal-fired power plants. In part as a result of the success of this project, a significant number of commercial SCR units have been installed and are operating successfully in the United States. By 2007, the total installed SCR capacity on US coal-fired units will number about 200, representing about 100,000 MWe of electric generating capacity.   14. China's Pathways to Achieving 40% ~ 45% Reduction in CO{sub 2} Emissions per Unit of GDP in 2020: Sectoral Outlook and Assessment of Savings Potential

    Achieving China’s goal of reducing its carbon intensity (CO{sub 2} per unit of GDP) by 40% to 45% percent below 2005 levels by 2020 will require the strengthening and expansion of energy efficiency policies across the buildings, industries and transport sectors. This study uses a bottom-up, end-use model and two scenarios -- an enhanced energy efficiency (E3) scenario and an alternative maximum technically feasible energy efficiency improvement (Max Tech) scenario – to evaluate what policies and technical improvements are needed to achieve the 2020 carbon intensity reduction target. The findings from this study show that a determined approach by China can lead to the achievement of its 2020 goal. In particular, with full success in deepening its energy efficiency policies and programs but following the same general approach used during the 11th Five Year Plan, it is possible to achieve 49% reduction in CO{sub 2} emissions per unit of GDP (CO{sub 2} emissions intensity) in 2020 from 2005 levels (E3 case). Under the more optimistic but feasible assumptions of development and penetration of advanced energy efficiency technology (Max Tech case), China could achieve a 56% reduction in CO{sub 2} emissions intensity in 2020 relative to 2005 with cumulative reduction of energy use by 2700 Mtce and of CO{sub 2} emissions of 8107 Mt CO{sub 2} between 2010 and 2020. Energy savings and CO{sub 2} mitigation potential varies by sector but most of the energy savings potential is found in energy-intensive industry. At the same time, electricity savings and the associated emissions reduction are magnified by increasing renewable generation and improving coal generation efficiency, underscoring the dual importance of end-use efficiency improvements and power sector decarbonization.

    Hydrogen production cost conclusions are: (1) Steam Methane Reforming (SMR) is the least-cost production option at current natural gas prices and for initial hydrogen vehicle penetration rates, at high production rates, SMR may not be the least-cost option; (2) Unlike coal and nuclear technologies, the cost of natural gas feedstock is the largest contributor to SMR production cost; (3) Coal- and nuclear-based hydrogen production have significant penalties at small production rates (and benefits at large rates); (4) Nuclear production of hydrogen is likely to have large economies of scale, but because fixed O&M costs are uncertain, the magnitude of these effects may be understated; and (5) Given H2A default assumptions for fuel prices, process efficiencies and labor costs, nuclear-based hydrogen is likely to be more expensive to produce than coal-based hydrogen. Carbon taxes and caps can narrow the gap. Hydrogen delivery cost conclusions are: (1) For smaller urban markets, compressed gas delivery appears most economic, although cost inputs for high-pressure gas trucks are uncertain; (2) For larger urban markets, pipeline delivery is least costly; (3) Distance from hydrogen production plant to city gate may change relative costs (all results shown assume 100 km); (4) Pipeline costs may be reduced with system 'rationalization', primarily reductions in service pipeline mileage; and (5) Liquefier and pipeline capital costs are a hurdle, particularly at small market sizes.     A California Greenhouse Gas Inventory Spreadsheet (GHGIS) model was developed to explore the impact of combinations of state policies on state greenhouse gas (GHG) and regional criteria pollutant emissions. The model included representations of all GHG- emitting sectors of the California economy (including those outside the energy sector, such as high global warming potential gases, waste treatment, agriculture and forestry) in varying degrees of detail, and was carefully calibrated using available data and projections from multiple state agencies and other sources. Starting from basic drivers such as population, numbers of households, gross state product, numbers of vehicles, etc., the model calculated energy demands by type (various types of liquid and gaseous hydrocarbon fuels, electricity and hydrogen), and finally calculated emissions of GHGs and three criteria pollutants: reactive organic gases (ROG), nitrogen oxides (NOx), and fine (2.5 ?m) particulate matter (PM2.5). Calculations were generally statewide, but in some sectors, criteria pollutants were also calculated for two regional air basins: the South Coast Air Basin (SCAB) and the San Joaquin Valley (SJV). Three scenarios were developed that attempt to model: (1) all committed policies, (2) additional, uncommitted policy targets and (3) potential technology and market futures. Each scenario received extensive input from state energy planning agencies, in particular the California Air Resources Board. Results indicate that all three scenarios are able to meet the 2020 statewide GHG targets, and by 2030, statewide GHG emissions range from between 208 and 396 MtCO2/yr. However, none of the scenarios are able to meet the 2050 GHG target of 85 MtCO2/yr, with emissions ranging from 188 to 444 MtCO2/yr, so additional policies will need to be developed for California to meet this stringent future target.     The era of publicly mandated GHG emissions restrictions inthe United States has begun with recent legislation in California andseven northeastern states. Commercial and industrial buildings canimprove the carbon-efficiency of end-use energy consumption by installingtechnologies such as on-site cogeneration of electricity and useful heatin combined heat and power systems, thermally-activated cooling, solarelectric and thermal equipment, and energy storage -- collectively termeddistributed energy resources (DER). This research examines a collectionof buildings in California, the Northeast, and the southern United Statesto demonstrate the effects of regional characteristics such as the carbonintensity of central electricity grid, the climate-driven demand forspace heating and cooling, and the availability of solar insolation. Theresults illustrate that the magnitude of a realistic carbon tax ($100/tC)is too small to incent significant carbon-reducing effects oneconomically optimal DER adoption. In large part, this is because costreduction and carbon reduction objectives are roughly aligned, even inthe absence of a carbon tax.

  20. Co-benefits of mitigating global greenhouse gas emissions for future air quality and human health

    Reducing greenhouse gas (GHG) emissions also influences air quality. We simulate the co-benefits of global GHG reductions on air quality and human health via two mechanisms: a) reducing co-emitted air pollutants, and b) slowing climate change and its effect on air quality. Relative to a reference scenario, global GHG mitigation in the RCP4.5 scenario avoids 0.50.2, 1.30.6, and 2.21.6 million premature deaths in 2030, 2050, and 2100, from changes in fine particulate matter and ozone. Global average marginal co-benefits of avoided mortality are $40-400 (ton CO2)-1, exceeding marginal abatement costs in 2030 and 2050, and within the low range of costs in 2100. East Asian co-benefits are 10-80 times the marginal cost in 2030. These results indicate that transitioning to a low-carbon future might be justified by air quality and health co-benefits.

  1. 180 MW demonstration of advanced tangentially-fired combustion techniques for the reduction of nitrogen oxide (NO{sub x}) emissions from coal-fired boilers. Final report

    This report provides the key findings of the Innovative Clean Coal Technology (ICCT) demonstration project at Gulf Power`s Lansing Smith Unit No. 2 and the implications for other tangentially-fired boilers. L. Smith Unit No. 2 is a 180 MW tangentially-fired boiler burning Eastern Bituminous coal, which was retrofitted with Asea Brown Boveri/Combustion Engineering Services` (ABB/CE) LNCFS I, II, and III technologies. An extensive test program was carried-out with US Department of Energy, Southern Company and Electric Power Research Institute (EPRI) funding. The LNCFS I, II, and III achieved 37 percent, 37 percent, and 45 percent average long-term NO{sub x} emission reduction at full load, respectively (see following table). Similar NO{sub x} reduction was achieved within the control range (100--200 MW). However, below the control point (100 MW), NO{sub x} emissions with the LNCFS technologies increased significantly, reaching pre-retrofit levels at 70 MW. Short-term testing proved that low load NO{sub x} emissions could be reduced further by using lower excess O{sub 2} and burner tilt, but with adversed impacts on unit performance, such as lower steam outlet temperatures and, potentially, higher CO emissions and LOI.

    World carbon dioxide emissions, caused by commercial energy-generation, contribute to about 57% of global warming potential. Central and East European (CEE) countries together with former USSR emitted about 25% of the world carbon dioxide emissions, predominantly because of high energy intensity of their industries and dependence on coal. Energy efficiency improvements can reduce the high level of carbon dioxide emissions per unit of output, which significantly exceeds the levels of the industry in the European Union. CEE countries` most pressing environmental goal is a reduction of local air and water pollution. Therefore, when analyzing potentials for the reduction of greenhouse gases emissions in these countries, they need to concentrate on the activities which would also decrease local pollution. The paper focuses on technologies which would reduce the need for fossil fuel burning by improving energy efficiency in industry. Process industries are very energy intensive. Structure changes of the products are carried out with operations which require input and output of heat. Heat demand is usually met by combustion of fossil fuels, cold is produced with electricity. Technical potentials of absorption heat devices (AHD) and co-generation in process industry as well as their market penetration potentials are analyzed for Slovenia, one of the fastest transforming CEE economies.

Diesel-fueled waste collection vehicle emissions. - Abstract: This research is an in-depth environmental analysis of potential alternative fuel technologies for waste collection vehicles. Life-cycle emissions, cost, fuel and energy consumption were evaluated for a wide range of fossil and bio-fuel technologies. Emission factors were calculated for a typical waste collection driving cycle as well as constant speed. In brief, natural gas waste collection vehicles (compressed and liquid) fueled with North-American natural gas had 610% higher well-to-wheel (WTW) greenhouse gas (GHG) emissions relative to diesel-fueled vehicles; however the pump-to-wheel (PTW) GHG emissions of natural gas waste collection vehicles averaged 6% less than diesel-fueled vehicles. Landfill gas had about 80% lower WTW GHG emissions relative to diesel. Biodiesel waste collection vehicles had between 12% and 75% lower WTW GHG emissions relative to diesel depending on the fuel source and the blend. In 2011, natural gas waste collection vehicles had the lowest fuel cost per collection vehicle kilometer travel. Finally, the actual driving cycle of waste collection vehicles consists of repetitive stops and starts during waste collection; this generates more emissions than constant speed driving.

    To achieve higher energy security and lower emission of greenhouse gases (GHGs) and pollutants, the development of renewable energy has attracted much attention in Taiwan. In addition to its contribution to the enhancement of reliable indigenous resources, the introduction of renewable energy such as photovoltaic (PV) and wind power systems reduces the emission of GHGs and air pollutants by substituting a part of the carbon- and pollutant-intensive power with power generated by methods that are cleaner and less carbon-intensive. To evaluate the reduction potentials, consequential changes in the operation of different types of existing power plants have to be taken into account. In this study, a linear mathematical programming model is constructed to simulate a power mix for a given power demand in a power market sharing a cost-minimization objective. By applying the model, the emission reduction potentials of capacity extension case studies, including the enhancement of PV and wind power introduction at different scales, were assessed. In particular, the consequences of power mix changes in carbon dioxide, nitrogen oxides, sulfur oxides, and particulates were discussed. Seasonally varying power demand levels, solar irradiation, and wind strength were taken into account. In this study, we have found that the synergetic reduction of carbon dioxide emission induced by PV and wind power introduction occurs under a certain level of additional installed capacity. Investigation of a greater variety of case studies on scenario development with emerging power sources becomes possible by applying the model developed in this study. 15 refs., 8 figs., 11 tabs.

  5. Mitigation options for methane emissions from rice fields in the Philippines

    The contribution of Philippine rice production to global methane emission and breakthroughs in methane emission studies conducted in the country are presented in this paper. A significant impact in the reduction of GHG emissions from agriculture can be achieved if methane emissions from ricefields can be abated. This study presents the contribution of Philippine rice cultivation to global methane emission and breakthroughs in methane emission studies in the country which address the issue of mitigation. Using the derived emission factors from local measurements, rice cultivation contributes 566.6 Gg of methane emission in the Philippines. This value is 62% of the total methane emitted from the agriculture sector. The emission factors employed which are 78% of the IPCC value for irrigated rice and 95% for rainfed rice were derived from measurements with an automatic system taken during the growth duration in the respective ecosystems. Plots drained for 2 weeks at midtillering and before harvest gave a significant reduction in methane emission as opposed to continuously flooded plots and plots drained before harvest. The cultivar Magat reduced methane emission by 50% as compared to the check variety IR72. The application of ammonium sulfate instead of urea reduced methane emission by 10% to 34%. Addition of 6 t ha{sup {minus}1} phosphogypsum in combination with urea reduced emission by 74% as opposed to plots applied with urea alone. It is also from the results of such measurements that abatement strategies are based as regards to modifying treatments such as water management, fertilization, and choice of rice variety. It is not easy to identify and recommend mitigation strategies that will fit a particular cropping system. However, the identified mitigation options provide focus for the abatement of methane emission from ricefields.

  6. Capital requirements and fuel-cycle energy and emissions impacts of potential PNGV fuels.

    Our study reveals that supplying gasoline-equivalent demand for the low-market-share scenario requires a capital investment of less than $40 billion for all fuels except H{sub 2}, which will require a total cumulative investment of $150 billion. By contrast, cumulative capital investments under the high-market-share scenario are $50 billion for LNG, $90 billion for ethanol, $100 billion for methanol, $160 billion for CNG and DME, and $560 billion for H{sub 2}. Although these substantial capital requirements are spread over many years, their magnitude could pose a challenge to the widespread introduction of 3X vehicles. Fossil fuel use by US light-duty vehicles declines significantly with introduction of 3X vehicles because of fuel-efficiency improvements for 3X vehicles and because of fuel substitution (which applies to the nonpetroleum-fueled alternatives). Petroleum use for light-duty vehicles in 2030 is reduced by as much as 45% relative to the reference scenario. GHG emissions follow a similar pattern. Total GHG emissions decline by 25-30% with most of the propulsion system/fuel alternatives. For those using renewable fuels (i.e., ethanol and H{sub 2} from solar energy), GHG emissions drop by 33% (H{sub 2}) and 45% (ethanol). Among urban air pollutants, urban NOX emissions decline slightly for 3X vehicles using CIDI and SIDI engines and drop substantially for fuel-cell vehicles. Urban CO emissions decline for CIDI and FCV alternatives, while VOC emissions drop significantly for all alternatives except RFG-, methanol-, and ethanol-fueled SIDI engines. With the exception of CIDI engines fueled by RFD, FT50, or B20 (which increase urban PM{sub 10} emissions by over 30%), all propulsion system/fuel alternatives reduce urban PM{sub 10} emissions. Reductions are approximately 15-20% for fuel cells and for methanol-, ethanol-, CNG-, or LPG-fueled SIDI engines.   7. Assessment of Energy Efficiency Improvement and CO2 Emission Reduction Potentials in the Iron and Steel Industry in China

    China’s annual crude steel production in 2010 was 638.7 Mt accounting for nearly half of the world’s annual crude steel production in the same year. Around 461 TWh of electricity and 14,872 PJ of fuel were consumed to produce this quantity of steel in 2010. We identified and analyzed 23 energy efficiency technologies and measures applicable to the processes in the iron and steel industry. The Conservation Supply Curve (CSC) used in this study is an analytical tool that captures both the engineering and the economic perspectives of energy conservation. Using a bottom-up electricity CSC model, the cumulative cost-effective electricity savings potential for the Chinese iron and steel industry for 2010-2030 is estimated to be 251 TWh, and the total technical electricity saving potential is 416 TWh. The CO2 emissions reduction associated with cost-effective electricity savings is 139 Mt CO2 and the CO2 emission reduction associated with technical electricity saving potential is 237 Mt CO2. The FCSC model for the iron and steel industry shows cumulative cost-effective fuel savings potential of 11,999 PJ, and the total technical fuel saving potential is 12,139. The CO2 emissions reduction associated with cost-effective and technical fuel savings is 1,191 Mt CO2 and 1,205 Mt CO2, respectively. In addition, a sensitivity analysis with respect to the discount rate used is conducted to assess the effect of changes in this parameter on the results. The result of this study gives a comprehensive and easy to understand perspective to the Chinese iron and steel industry and policy makers about the energy efficiency potential and its associated cost.

    This paper discusses the technical progress of a US Department of Energy Innovative Clean Coal Technology project demonstrating advanced wall-fired combustion techniques for the reduction of nitrogen oxide (NOx) emissions from coal-fired boilers. The primary objectives of the demonstration is to determine the long-term NOx reduction performance of advanced overfire air (AOFA), low NOx burners (LNB), and advanced digital control optimization methodologies applied in a stepwise fashion to a 500 MW boiler. The focus of this paper is to report (1) on the installation of three on-line carbon-in-ash monitors and (2) the design and results to date from the advanced digital control/optimization phase of the project.

    Atmospheric mercury emissions from mine-waste enriched soils were measured in order to compare the mercury fluxes of bare soils with those from other soils covered by native grasses. Our research was conducted near Mt. Amiata in central Italy, an area that was one of the largest and most productive mining centers in Europe up into the 1980s. To determine in situ mercury emissions, we used a Plexiglas flux chamber connected to a portable mercury analyzer (Lumex RA-915+). This allowed us to detect, in real time, the mercury vapor in the air, and to correlate this with the meteorological parameters that we examined (solar radiation, soil temperature, and humidity). The highest mercury flux values (8000 ng m{sup −2} h{sup −1}) were observed on bare soils during the hours of maximum insulation, while lower values (250 ng m{sup −2} h{sup −1}) were observed on soils covered by native grasses. Our results indicate that two main environmental variables affect mercury emission: solar radiation intensity and soil temperature. The presence of native vegetation, which can shield soil surfaces from incident light, reduced mercury emissions, a result that we attribute to a drop in the efficiency of mercury photoreduction processes rather than to decreases in soil temperature. This finding is consistent with decreases in mercury flux values down to 3500 ng m{sup −2} h{sup −1}, which occurred under cloudy conditions despite high soil temperatures. Moreover, when the soil temperature was 28 °C and the vegetation was removed from the experimental site, mercury emissions increased almost four-fold. This increase occurred almost immediately after the grasses were cut, and was approximately eight-fold after 20 h. Thus, this study demonstrates that enhancing wild vegetation cover could be an inexpensive and effective approach in fostering a natural, self-renewing reduction of mercury emissions from mercury-contaminated soils. -- Highlights: ► Mercury air/surface exchange

  17. Assessment of China's Energy-Saving and Emission-Reduction Accomplishments and Opportunities During the 11th Five Year Plan

    During the period 1980 to 2002, China experienced a 5% average annual reduction in energy consumption per unit of gross domestic product (GDP). The period 2002-2005 saw a dramatic reversal of the historic relationship between energy use and GDP growth: energy use per unit of GDP increased an average of 3.8% per year during this period (NBS, various years). China's 11th Five Year Plan (FYP), which covers the period 2006-2010, required all government divisions at different levels to reduce energy intensity by 20% in five years in order to regain the relationship between energy and GDP growth experienced during the 1980s and 1990s. This report provides an assessment of selected policies and programs that China has instituted in its quest to fulfill the national goal of a 20% reduction in energy intensity by 2010. The report finds that China has made substantial progress toward its goal of achieving 20% energy intensity reduction from 2006 to 2010 and that many of the energy-efficiency programs implemented during the 11th FYP in support of China's 20% energy/GDP reduction goal appear to be on track to meet - or in some cases even exceed - their energy-saving targets. It appears that most of the Ten Key Projects, the Top-1000 Program, and the Small Plant Closure Program are on track to meet or surpass the 11th FYP savings goals. China's appliance standards and labeling program, which was established prior to the 11th FYP, has become very robust during the 11th FYP period. China has greatly enhanced its enforcement of new building energy standards but energy-efficiency programs for buildings retrofits, as well as the goal of adjusting China's economic structure to reduce the share of energy consumed by industry, do not appear to be on track to meet the stated goals.   18. Ultra-low Sulfur Reduction Emission Control Device/Development of an On-board Fuel Sulfur Trap

    Honeywell has completed working on a multiyear program to develop and demonstrate proof-of-concept for an 'on-vehicle' desulfurization fuel filter for both light duty and heavy-duty diesel engines. Integration of the filter into the vehicle fuel system will reduce the adverse effects sulfur has on post combustion emission control devices such as NOx adsorbers. The NOx adsorber may be required to meet the proposed new EPA Tier II and '2007-Rule' emission standards. The proposed filter concept is based on Honeywell's reactive filtration technology and experience in liquids handling and conditioning. A regeneration and recycling plan for the spent filters was also examined. We have chosen to develop and demonstrate this technology based on criteria set forth for a heavy duty CIDI engine system because it represents a more challenging set of conditions of service intervals and overall fuel usage over light duty systems. In the second phase of the program a light duty diesel engine test was also demonstrated. Further, technology developed under this proposal would also have application for the use of liquid based fuels for fuel cell power generation. The program consisted of four phases. Phase I focused on developing a concept design and analysis and resolution of technical barriers concerning removal of sulfur-containing species in low sulfur fuels. In Phase II concentrated on prototype filter design and preparation followed by qualification testing of this component in a fuel line application. Phase III studied life cycle and regeneration options for the spent filter. Phase IV focused on efficacy and benefits in the desulfation steps of a NOx adsorber on both a heavy and light duty engine. The project team included a number of partners, with Honeywell International as the prime contractor.     Agriculture contributes more or less to anthropogenic emissions of carbon dioxide (CO{sub 2}), methane (CH{sub 4}), and nitrous oxide (N{sub 2}O). China`s agriculture accounts for about 5-15% of total emissions for these gases. Land-use changes related to agriculture are not major contributors in China. Mitigation options are available that could result in significant decrease in CH{sub 4} and N{sub 2}O emissions from agricultural systems. If implemented, they are likely to increase crop and animal productivity. Implementation has the potential to decrease CH{sub 4} emissions from rice, ruminants, and animal waste by 4-40%. The key to decreasing N{sub 2}O emissions is improving the efficiency of plant utilization of fertilizer N. This could decrease N{sub 2}O emissions from agriculture by almost 20%. Using animal waste to produce CH{sub 4} for energy and digested manure for fertilizer may at some time be cost effective. Economic analyses of options proposed should show positive economic as well as environmental benefits.

  1. Investigation of the Potential for Biofuel Blends in Residual Oil-Fired Power Generation Units as an Emissions Reduction Strategy for New York State

    There is a significant amount of oil, about 12.6 million barrels per year, used for power generation in New York State. The majority of it is residual oil. The primary reason for using residual oil probably is economic, as these fuels are cheaper than distillates. However, the stack emissions from the use of such fuels, especially in densely populated urban areas, can be a cause for concern. The emissions of concern include sulfur and nitrogen oxides and particulates, particularly PM 2.5. Blending with distillate (ASTM No.2) fuels may not reduce some or all of these emissions. Hence, a case can be made for blending with biofuels, such as biodiesel, as they tend to have very little fuel bound sulfur and nitrogen and have been shown in prior work at Brookhaven National Laboratory (BNL) to reduce NOx emissions as well in small boilers. Some of the research carried out at CANMET in Canada has shown potential reductions in PM with blending of biodiesel in distillate oil. There is also the benefit obtaining from the renewable nature of biofuels in reducing the net carbon dioxide emitted thus contributing to the reduction of green house gases that would otherwise be emitted to the atmosphere. The present project was conceived to examine the potential for such benefits of blending biofuels with residual oil. A collaboration was developed with personnel at the New York City Poletti Power Plant of the New York Power Authority. Their interest arose from an 800 MW power plant that was using residual oil and which was mandated to be shut down in 2010 because of environmental concerns. A blend of 20% biodiesel in residual oil had also been tested for a short period of about two days in that boiler a couple of years back. In this project, emission measurements including particulate measurements of PM2.5 were made in the commercial boiler test facility at BNL described below. This analysis highlights the expected impacts of 1000 MW of wind power in North Carolina.     Approximately 1.6 billion people worldwide do not have access to electricity, and roughly 2.4 billion people rely on traditional biomass fuels to meet their heating and cooking needs. Lack of access to and use of energy - or energy poverty - has been recognized as a barrier to reaching the Millennium Development Goals (MDGs) and other targeted efforts to improve health and quality of life. Reducing reliance on traditional biomass can substantially reduce indoor air pollution-related morbidity and mortality; increasing access to lighting and refrigeration can improve educational and economic opportunities. Though targeted electrification efforts have had success within Latin America and East Asia (reaching electrification rates above 85%), sub-Saharan Africa has maintained electrification rates below 25% (IEA 2004).
