China will process 1200 tons of Jordanian oil shale at its Fu Shun refinery. If tests are successful, China could build the demonstration plant in Jordan's Lajjun region, where the oil shale resource is estimated at 1.3 billion tons. China plans to send a team to Jordan to conduct a plant design study. A Lajjun oil shale complex could produce as much as 50,000 b/d of shale oil. An earlier 500 ton shipment of shale is said to have yielded promising results.

It is a special case of the Askey-Wilson algebra AW(3). We show how the structure and recurrence relations of the big -1 Jacobi polynomials are obtained from the representations of this algebra. We also present ladder operators for these polynomials and point out that the big -1 Jacobi polynomials satisfy the Hahn property with respect to a generalized Dunkl operator.

    The construction of the only NPP in Hungary - the Paks NPP - started in 1975. The four units of VVER-440/213 were connected to the grid in 1982, 1984, 1986 and 1987. During the construction no simulator has been delivered with the power plant. Moreover, there were no state-of-art simulators in Central and Eastern Europe and in the former Soviet Union; not for the given type, not for civil use. The only simulator for the VVER-440 existing that time was made for the Loviisa NPP in Finland. This plant is not very similar to the Paks NPP; moreover, the pressure suppression system in the hermetical part of the primary circuit, the instrumentation and control systems, the main control room and the secondary circuit are completely different. Anyway, the training of Paks operators on this simulator was out of question - regardless the similarity problems. The design of the Paks NPP was made in the Soviet Union, therefore not too much design information was available in Hungary. During the creation of simulation models the authors had to rely mostly on common theory and measured performance. Besides the efforts to create a basic principle, full-scope replica and compact simulators there was a great need to use verified codes with more detailed models for better understanding the behavior and for evaluation of the safety. Thanks to these great efforts, the simulators were expanded to evaluate the performance of the trainees, for simulation of SBLOCA and LBLOCA events; the authors are checking and validating the operational procedures; soon they start the design of the functions of a new reactor protection system and they participate in international efforts to deliver training simulators to other VVER-440 power plants. The paper gives an overview of all these activities, referring to some key publications for each of them.

    The Jordan algebra structure of the bounded real quantum observables was recognized already in the early days of quantum mechanics. While there are plausible reasons for most parts of this structure, the existence of the distributive nonassociative multiplication operation is hard to justify from a physical or statistical point of view. Considering the non-Boolean extension of classical probabilities, presented in a recent paper, it is shown in this paper that such a multiplication operation can be derived from certain properties of the conditional probabilities and the observables, i.e., from postulates with a clear statistical interpretation. The well-known close relation between Jordan operator algebras and C*-algebras then provides the connection to the quantum-mechanical Hilbert space formalism, thus resulting in a novel axiomatic approach to general quantum mechanics that includes the types II and III von Neumann algebras.

    We present a complete explicit N=1, d=4 supergravity action in an arbitrary Jordan frame with nonminimal scalar-curvature coupling of the form {Phi}(z,z)R. The action is derived by suitably gauge fixing the superconformal action. The theory has a modified Kaehler geometry, and it exhibits a significant dependence on the frame function {Phi}(z,z) and its derivatives over scalars, in the bosonic as well as in the fermionic part of the action. Under certain simple conditions, the scalar kinetic terms in the Jordan frame have a canonical form. We consider an embedding of the next-to-minimal supersymmetric standard model (NMSSM) gauge theory into supergravity, clarifying the Higgs inflation model recently proposed by Einhorn and Jones. We find that the conditions for canonical kinetic terms are satisfied for the NMSSM scalars in the Jordan frame, which leads to a simple action. However, we find that the gauge singlet field experiences a strong tachyonic instability during inflation in this model. Thus, a modification of the model is required to support the Higgs-type inflation.

    South Africa has played a leading role in radio astronomy in Africa with the Hartebeesthoek Radio Astronomy Observatory (HartRAO). It continues to make strides with the current seven-dish MeerKAT precursor array (KAT-7), leading to the 64-dish MeerKAT and the giant Square Kilometer Array (SKA), which will be used for transformational radio astronomy research. Ghana, an African partner to the SKA, has been mentored by South Africa over the past six years and will soon emerge in the field of radio astronomy. The country will soon have a science-quality 32m dish converted from a redundant satellite communication antenna. Initially, it will be fitted with 5 GHz and 6.7 GHz receivers to be followed later by a 1.4 - 1.7 GHz receiver.     This report addresses the oil shale-for-power-production option in Jordan. Under consideration are 20- and 50-MW demonstration units and a 400-MW, commercial-scale plant with, at the 400-MW scale, a mining operation capable of supplying 7.8 million tonnes per year of shale fuel and also capable of disposal of up to 6.1 million tonnes per year of wetted ash. The plant would be a direct combustion facility, burning crushed oil shale through use of circulating fluidized bed combustion technology. The report emphasizes four areas: (1) the need for power in Jordan, (2) environmental aspects of the proposed oil shale-for-power plant(s), (3) the engineering feasibility of using Jordan's oil shale in circulating fluidized bed combustion (CFBC) boiler, and (4) the economic feasibility of the proposed plant(s). A sensitivity study was conducted to determine the economic feasibility of the proposed plant(s) under different cost assumptions and revenue flows over the plant's lifetime. The sensitivity results are extended to include the major extra-firm benefits of the shale-for-power option: (1) foreign exchange savings from using domestic energy resources, (2) aggregate income effects of using Jordan's indigenous labor force, and (3) a higher level of energy security. 14 figs., 47 tabs.

    The Jordan Schnitzer Museum of Art in Eugene, Oregon, houses a remarkable permanent collection of Asian art and antiquities, modern art, and sculpture, and also hosts traveling exhibitions. In the winter and spring of 2011, a series of digital photographs by artist Chris Jordan, titled "Running the Numbers," was exhibited in the Coeta and Donald Barker Special Exhibitions Gallery. These works graphically illustrate waste (energy, money, health, consumer objects, etc.) in contemporary culture. The Bonneville Power Administration and the Eugene Water and Electricity Board provided a set of Cree 12W light-emitting diode (LED) PAR38 replacement lamps (Cree LRP38) for the museum to test for accent lighting in lieu of their standard Sylvania 90W PAR38 130V Narrow Flood lamps (which draw 78.9W at 120V). At the same time, the museum tested LED replacement lamps from three other manufacturers, and chose the Cree lamp as the most versatile and most appropriate color product for this exhibit. The lamps were installed for the opening of the show in January 2011. This report describes the process for the demonstration, the energy and economic results, and results of a survey of the museum staff and gallery visitors on four similar clusters of art lighted separately by four PAR38 lamps.

    This document is an analysis of options for unilateral and cooperative action to improve the security of Jordan's borders. Sections describe the current political, economic, and social interactions along Jordan's borders. Next, the document discusses border security strategy for cooperation among neighboring countries and the adoption of confidence-building measures. A practical cooperative monitoring system would consist of hardware for early warning, command and control, communications, and transportation. Technical solutions can expand opportunities for the detection and identification of intruders. Sensors (such as seismic, break-wire, pressure-sensing, etc.) can warn border security forces of intrusion and contribute to the identification of the intrusion and help formulate the response. This document describes conceptual options for cooperation, offering three scenarios that relate to three hypothetical levels (low, medium, and high) of cooperation. Potential cooperative efforts under a low cooperation scenario could include information exchanges on military equipment and schedules to prevent misunderstandings and the establishment of protocols for handling emergency situations or unusual circumstances. Measures under a medium cooperation scenario could include establishing joint monitoring groups for better communications, with hot lines and scheduled meetings. The high cooperation scenario describes coordinated responses, joint border patrols, and sharing border intrusion information. Finally, the document lists recommendations for organizational, technical, and operational initiatives that could be applicable to the current situation.

    Actors in the field of international development co-operation supporting the development of EIA legislation in developing countries often do not achieve the results envisaged. The performance of EIA in these countries often remains weak. One reason, we assume, is that often those actors support the establishment of overly ambitious EIA legislation that cannot achieve its objectives in the light of constraining contexts. To provide more effective support we need to better understand the enabling and constraining contextual factors that influence the development of EIA legislation and to which support actors should align itself. In this article a new analysis framework for classifying, characterizing and explaining the development of EIA legislation is described, measured in terms of ambition levels. Ambitions are defined as intentions the EIA authorities aim to fulfill, expressed in formal EIA legislation. Three country cases, Yemen, Georgia and Ghana are used to illustrate the usefulness of our framework and as a first test to refine the framework. We have formulated the following five hypotheses that complement and refine our analysis framework. One, EIA legislation may develop multilinearly in terms of ambition levels. Two, ambitions in EIA legislation seem to be influenced to a great extent by the power and capacity of, on the one hand, the environmental authorities supporting EIA and, on the other hand, the sector authorities hindering the development of EIA. Three, the political system is the most important context factor influencing the rules of policy-making and the power of the different actors involved. Four, the importance of context factors on the development of ambitions is dependent on the phase of EIA system development. Five, some ambitions seem to be influenced by particular factors; for instance the ambitions for the object of study seem to be influenced by the level of environmental awareness of the sector ministries and parliament. The analysis framework may also assist actors involved in the development of EIA legislation in setting ambitions for EIA legislation that are feasible within the context in which it will be developed and implemented. Application of a country-specific EIA model would seem to be the preferred model to develop EIA legislation because by taking capacities of actors and context factors as a starting point, it offers more potential to well-performing EIA systems. - Highlights: Black-Right-Pointing-Pointer EIA systems develop from less to high ambitious and sometimes vice versa.     The new Hungarian National Radioactive Waste Repository was established in the granite of the Moragy Block Mountains (Bataapati) to store low and intermediate level radioactive waste originating from Paks Nuclear Power Plant. Before the start of the operation of the facility the environmental characteristics of the site and its vicinity, i.e. the so-called zero level was determined. The determination of the zero level is inevitable as the evaluation of the measurement data in the course of the operation of nuclear facilities should mainly be related to this zero level. In the course of the monitoring activity environmental elements, i.e. air, soil, water (springs, streams, precipitation, fall-out, wash-out, plant and animal samples were investigated from several points of view. From the samples radiocarbon, tritium, Sr-90, gamma emitters, gross alpha, gross beta, and field gamma measurements were carried out. Results reported show that the state preceding the operation of the facility can approximately be considered as the Hungarian background data. (authors)

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).
