    This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

    This report provides key information concerning the German experience with integrating of 25 gigawatts of wind and 7 gigawatts of solar power capacity and mitigating its impacts on the electric power system. The report has been prepared based on information provided by the Amprion GmbH and 50Hertz Transmission GmbH managers and engineers to the Bonneville Power Administration (BPA) and Pacific Northwest National Laboratory representatives during their visit to Germany in October 2009. The trip and this report have been sponsored by the BPA Technology Innovation office. Learning from the German experience could help the Bonneville Power Administration engineers to compare and evaluate potential new solutions for managing higher penetrations of wind energy resources in their control area. A broader dissemination of this experience will benefit wind and solar resource integration efforts in the United States.

    Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

    Solar thermal technologies are capable of providing heat across a wide range of temperatures, making them potentially attractive for meeting energy requirements for industrial process heat applications and institutional heating. The energy savings that could be realized by solar thermal heat are quite large, potentially several quads annually. Although technologies for delivering heat at temperatures above 100{degrees}C currently exit within industry, only a fairly small number of commercial systems have been installed to date. The objective of this paper is to investigate and discuss the prospects for near-term solar heat sales to federal facilities as a mechanism for providing an early market niche to the aid the widespread development and implementation of the technology. The specific technical focus is on mid-temperature (100{degrees}--350{degrees}C) heat demands that could be met with parabolic trough systems. Federal facilities have several relative to private industry that may make them attractive for solar heat applications relative to other sectors. Key features are specific policy mandates for conserving energy, a long-term planning horizon with well-defined decision criteria, and prescribed economic return criteria for conservation and solar investments that are generally less stringent than the investment criteria used by private industry. Federal facilities also have specific difficulties in the sale of solar heat technologies and strategies to mitigate these difficulties will be important. For the baseline scenario developed in this paper, the solar heat application was economically competitive with heat provided by natural gas. The system levelized energy cost was $5.9/MBtu for the solar heat case, compared to $6.8/MBtu for the life-cycle fuel cost of a natural gas case. A third-party ownership would also be attractive to federal users, since it would guarantee energy savings and would not need initial federal funds. 11 refs., 2 figs., 3 tabs.

    A model for the violation of the equivalence principle (VEP) on solar and reactor neutrinos is investigated. New limits for the VEP are obtained considering the mass-flavor mixing hypothesis and the VEP model. Our analysis shows two solutions were the VEP effects practically don't change the solar sector. In a first case, the mass scale of the reactor sector remains the same and in a second situation this scale falls slightly, becoming closer to the solar solution without VEP. The combined solution points to the following set of parameters: a ``higher VEP'' $|\\phi\\Delta\\gamma|=9,12^{+0,97}_{-0,78}\\times10^{-21}$, $\\tan^2\\theta=0,478^{+0,040}_{-0,038}$ and $\\Delta m^2=6,63\\pm0,31\\times10^{-5} eV^2$ ($77,7%$ C.L.) and a ``lower VEP'' $|\\phi\\Delta\\gamma|=1,91^{+0,84}_{-0,61}\\times10^{-21}$, $\\tan^2\\theta=0,478^{+0,040}_{-0,038}$ e $\\Delta m^2=7,73^{+0,17}_{-0,20}\\times10^{-5} eV^2$ ($77,7%$ C.L.).     This report summarizes the findings of an investigation into financing solar energy systems for the Federal sector. The objectives of the investigation were (1) to identify the barriers that impede companies from using Energy Savings Performance Contracts (ESPCs) to develop solar energy projects for Federal facilities, and (2) to clarify the impacts of Federal contracting requirements on energy service companies' use of ESPCs. Twenty-four representatives of energy service companies agreed to be interviewed. Their responses indicate that these are the primary barriers to greater use of ESPCs: the relatively long payback periods for investments in solar technologies; the length of the ESPC process; the cost of certain contractual requirements regarding wages and financing; and a lack of knowledge about the actual cost and reliability of solar systems. The report proposes a number of actions the government could take to remove these barriers, including (1) streamlining and shortening the ESPC process and (2) doing more to inform both government agencies and energy service companies about the costs and benefits of solar systems.

    Because solar power is a rapidly growing component of the electricity system, robust representations of solar technologies should be included in capacity-expansion models. This is a challenge because modeling the electricity system--and, in particular, modeling solar integration within that system--is a complex endeavor. This report highlights the major challenges of incorporating solar technologies into capacity-expansion models and shows examples of how specific models address those challenges. These challenges include modeling non-dispatchable technologies, determining which solar technologies to model, choosing a spatial resolution, incorporating a solar resource assessment, and accounting for solar generation variability and uncertainty.

    Germany's total national (i.e., combined public and private sector) funding for R&D stood at $42 billion in 1997. The private sector accounted for nearly 62% ($24 billion) of the total, while the public sector accounted for approximately 38%. Since the late 1970s, when the public and private sectors each funded roughly half of Germany's R&D, the private sector has steadily assumed a larger and larger role as the dominant supporter of R&D activity, while overall government funding has remained essentially flat for much of the past two decades. In addition to declining relative to private R&D expenditures, public R&D expenditures in Germany declined by 4% in real terms between 1991 and 1997, to approximately $15 billion. The reduction in R&D investments in the public sector can be attributed in large part to the financial challenges associated with German reunification and related shifts in social priorities including efforts to address high unemployment and to rebuild basic infrastructure in the eastern states. R&D expenditures have also declined as a percentage of the total public budget, from a peak of 3.4% in 1985 to 2.7% in 1996. Energy R&D has been the hardest hit of all major socioeconomic areas of R&D expenditure funded by the German government. Between 1981 and 1997, public energy R&D fell from approximately $1.6 billion to $400 million--a 75% real decline. The $850 million reduction in Germany's fission R&D budget (which constituted two-thirds of government R&D investment in 1985) explains some 90% of the funding decline. Negative public perceptions regarding the safety and environmental impacts of nuclear energy have reduced nuclear power's viability as a long-term energy option for Germany. Discussions of a complete nuclear phaseout are now under way. At the same time, the German government has slashed its investments in fossil energy R&D by more than 90%. While energy efficiency and renewable energy technologies have fared relatively well in comparison with other energy technology areas, government support for all areas of energy R&D has declined in absolute terms since 1990. Remaining public and private sector energy R&D investments focus increasingly technology demonstration and commercialization efforts with relatively short time horizons.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    2010 marked the emergence of the utility sector photovoltaic market. Utility sector photovoltaic installations quadrupled over 2009 installations. The share of utility sector installations of all U.S. grid-connected PV installations grew from virtually none in 2006 to 15 percent in 2009 and 32 percent in 2010. In addition, 2010 saw installation of a 75 MWAC concentrating solar power plant, the largest installed in the U.S. since 1991. In 2010, annual distributed grid-connected PV installations in the United States grew by 62 percent, to 606 MWDC. Photovoltaic arrays were installed at more than 50,000 sites in 2010, a 45 percent increase over the number of installations in 2009. Solar water heating installations increased by 6 percent in 2010, compared with 2009. Solar water heating has shown only two years of higher growth in the last 10 years. Solar pool heating installations increased by 13 percent in 2010, the largest growth in five years.

    A hybrid hydrogen-carbon (H{sub 2}CAR) process for the production of liquid hydrocarbon fuels is proposed wherein biomass is the carbon source and hydrogen is supplied from carbon-free energy. To implement this concept, a process has been designed to co-feed a biomass gasifier with H{sub 2} and CO{sub 2} recycled from the H{sub 2}-CO to liquid conversion reactor. Modeling of this biomass to liquids process has identified several major advantages of the H{sub 2}CAR process. The land area needed to grow the biomass is <40% of that needed by other routes that solely use biomass to support the entire transportation sector. Whereras the literature estimates known processes to be able to produce {approx}30% of the United States transportation fuel from the annual biomass of 1.366 billion tons, the H{sub 2}CAR process shows the potential to supply the entire United States transportation sector from that quantity of biomass. The synthesized liquid provides H{sub 2} storage in an open loop system. Reduction to practice of the H{sub 2}CAR route has the potential to provide the transportation sector for the foreseeable future, using the existing infrastructure. The rationale of using H{sub 2} in the H{sub 2}CAR process is explained by the significantly higher annualized average solar energy conversion efficiency for hydrogen generation versus that for biomass growth. For coal to liquids, the advantage of H{sub 2}CAR is that there is no additional CO{sub 2} release to the atmosphere due to the replacement of petroleum with coal, thus eliminating the need to sequester CO{sub 2}.

Although a study of solar resale in Davis, Ca, indicates that those particular homes have been appreciating in value faster than nonsolar market comparables, no study has been made that would confirm this conclusion for markets in other geograhical locations with supporting tests of statistical significance. The data to undertake such an analysis is available through numerous local sources; however, case by case data collection is prohibitively expensive. A recommended alternative approach is to make use of real estate market data firms who compile large data bases and provide multi-variate statistical analysis packages.

    The legal and institutional issues involved in the use of decentralized solar energy systems are examined for the purpose of advising government planners and policymakers, the solar industry, solar researchers, and prospective solar users of present and potential impediments and incentives to solar commercialization. This information was gathered primarily through a comprehensive literature review, with supplementary data provided through interviews with representatives of organizations active in the solar field. Five major issue areas were identified in the course of this study: (1) prohibitions on the use of solar equipment, (2) regulation of the production and placement of solar systems, (3) access to sunlight, (4) financial incentives and impediments to the use of solar technologies, and (5) the public utility-solar user interface. Each can be important in its impacts on the incidence of solar usage. The major actors involved with the issues identified above represent both the private and public sectors. Important private sector participants include solar manufacturers and installers, labor unions, lending institutions, utility companies, solar users themselves, and other community property owners. In the public sector, local, state, and federal governments are all capable of acting in ways that can influence the solar commercialization effort. Implementation options are available for all levels of government seeking to take an active role in addressing the previously mentioned legal and institutional issues. The appropriate actions will vary from federal to state to local governments, but each level can be important in removing existing barriers and creating new incentives for solar use.

    Recurrent variation of geomagnetic activity at the {approximately}27-day solar rotation period and higher harmonics is a well-documented phenomenon. Auroral radar backscatter data from the Sweden and Britain Radar-Auroral Experiment (SABRE) radar provide a continuous time series from 1981 to the present which is a highly sensitive monitor of geomagnetic activity. In this study, Maximum Entropy Method (MEM) dynamic power spectra of SABRE backscatter data from 1981 to 1989, concurrent interplanetary magnetic field (IMF) and solar wind parameters from 1981 to 1987, and the Kp index since 1932 are examined. Data since 1977 are compared with previously published heliospheric current sheet measurements mapped out from the solar photosphere. Stong periodic behavior is observed in the radar backscatter during the declining phase of solar cycle 21, but this periodicity disappears at the start of solar cycle 22. Similar behavior is observed in earlier solar cycles in the Kp spectra. Details of the radar backscatter, IMF, and solar wind spectra indicate that the solar wind momentum density is the dominant parameter in determining the backscatter periodicity. The temporal evolution of two- and four-sector structures, as predicted by SABRE backscatter spectra, throughout solar cycle 21 generally still agree well with heliospheric current sheet measurements. For one interval, however, there is evidence that evolution of the current sheet has occurred between the photospheric source surface and the Earth.

    A simple Lagrangian with squared covariant divergence of a vector field as a kinetic term turned out an adequate tool for macroscopic description of the dark sector. The zero-mass field acts as the dark energy. Its energy-momentum tensor is a simple additive to the cosmological constant. Massive fields {\\phi}_{I} with {\\phi}^{K}{\\phi}_{K}0 describe two different forms of dark matter. The space-like ({\\phi}^{K}{\\phi}_{K}0) massive field displays repulsive elasticity. In balance with dark energy and ordinary matter it provides a four parametric diversity of regular solutions of the Einstein equations describing different possible cosmological and oscillating non-singular scenarios of evolution of the universe. In particular, the singular big bang turns into a regular inflation-like transition from contraction to expansion with the accelerate expansion at late times. The fine-tuned Friedman-Robertson-Walker singular solution is a particular limiting case at the boundary of existence of regular oscillating solutions in the absence of vector fields. The simplicity of the general covariant expression for the energy-momentum tensor allows to display the main properties of the dark sector analytically and avoid unnecessary model assumptions.

    Thin solar collecting panels are described made from arrays of small rod collectors consisting of a refracting dielectric rod lens with an absorber imbedded within it and a reflecting mirror coated on the back side of the dielectric rod. Non-tracking collector panels on vertical walls or roof tops receive approximately 90% of solar radiation within an acceptance zone 60.degree. in elevation angle by 120.degree. or more in the azimuth sectors with a collector concentration ratio of approximately 3.0. Miniaturized construction of the circular dielectric rods with internal absorbers reduces the weight per area of glass, plastic and metal used in the collector panels. No external parts or insulation are needed as heat losses are low due to partial vacuum or low conductivity gas surrounding heated portions of the collector. The miniature internal absorbers are generally made of solid copper with black selective surface and the collected solar heat is extracted at the collector ends by thermal conductivity along the absorber rods. Heat is removed from end fittings by use of liquid circulants. Several alternate constructions are provided for simplifying collector panel fabrication and for preventing the thermal expansion and contraction of the heated absorber or circulant tubes from damaging vacuum seals. In a modified version of the internal absorber collector, oil with temperature dependent viscosity is pumped through a segmented absorber which is now composed of closely spaced insulated metal tubes. In this way the circulant is automatically diverted through heated portions of the absorber giving higher collector concentration ratios than theoretically possible for an unsegmented absorber.

    The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

    Solar energy is a vast and largely untapped resource. Australia has the highest average solar radiation per square metre of any continent in the world. Solar energy is used mainly in small direct-use applications such as water heating. It accounts for only 0.1 per cent of total primary energy consumption, in Australia as well as globally. Solar energy use in Australia is projected to increase by 5.9 per cent per year to 24 PJ in 202930. The outlook for electricity generation from solar energy depends critically on the commercialisation of large-scale solar energy technologies that will reduce investment costs and risks. Government policy settings will continue to be an important factor in the solar energy market outlook.     As society becomes more and more sensitive to the environment, and energy supplies become more scarce, the application of solar energy is expanding into new areas. The industrial sector is one of the most difficult for solar energy to impact because of its technical diversity and economic requirements. However, the opportunities are still abundant. The Department of Energy's Solar Industrial Program is dedicated to advancing the applications of solar energy in this sector. Research and technology development activities are currently focused in three areas: solar process heat, advanced materials manufacturing, and destruction of chemical wastes. The Solar Energy Research Institute manages these activities for DOE with close interactions with other federal agencies, private industry, and universities. 7 figs.

    Experimental work with solar neutrinos has illuminated the properties of neutrinos and tested models of how the sun produces its energy. Three experiments continue to take data, and at least seven are in various stages of planning or construction. In this review, the current experimental status is summarized, and future directions explored with a focus on the effects of a non-zero theta-13 and the interesting possibility of directly testing the luminosity constraint. Such a confrontation at the few-percent level would provide a prediction of the solar irradiance tens of thousands of years in the future for comparison with the present-day irradiance. A model-independent analysis of existing low-energy data shows good agreement between the neutrino and electromagnetic luminosities at the +/- 20 % level.

    Standard solar models (SSM) are facing nowadays a new puzzle: the solar composition problem. New determinations of solar metal abundances lead SSM calculations to conflict with helioseismological measurements, showing discrepancies that extend from the convection zone to the solar core and can not be easily assigned to deficiencies in the modelling of the solar convection zone. We present updated solar neutrino fluxes and uncertainties for two SSM with high (old) and low (new) solar metallicity determinations. The uncertainties in iron and carbon abundances are the largest contribution to the uncertainties of the solar neutrino fluxes. The uncertainty on the ^14N+p -> ^15O+g rate is the largest of the non-composition uncertainties to the CNO neutrino fluxes. We propose an independent method to help identify which SSM is the correct one. Present neutrino data can not distinguish the solar neutrino predictions of both models but ongoing measurements can help to solve the puzzle.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    The focus of this report is the U.S. solar electricity market, including photovoltaic (PV) and concentrating solar power (CSP) technologies. The report is organized into five chapters. Chapter 1 provides an overview of global and U.S. installation trends. Chapter 2 presents production and shipment data, material and supply chain issues, and solar industry employment trends. Chapter 3 presents cost, price, and performance trends. Chapter 4 discusses policy and market drivers such as recently passed federal legislation, state and local policies, and developments in project financing. Chapter 5 provides data on private investment trends and near-term market forecasts. Highlights of this report include: (1) The global PV industry has seen impressive growth rates in cell/module production during the past decade, with a 10-year compound annual growth rate (CAGR) of 46% and a 5-year CAGR of 56% through 2008. (2) Thin-film PV technologies have grown faster than crystalline silicon over the past 5 years, with a 10-year CAGR of 47% and a 5-year CAGR of 87% for thin-film shipments through 2008. (3) Global installed PV capacity increased by 6.0 GW in 2008, a 152% increase over 2.4 GW installed in 2007. (4) The United States installed 0.34 GW of PV capacity in 2008, a 63% increase over 0.21 GW in 2007. (5) Global average PV module prices dropped 23% from $4.75/W in 1998 to $3.65/W in 2008. (6) Federal legislation, including the Emergency Economic Stabilization Act of 2008 (EESA, October 2008) and the American Recovery and Reinvestment Act (ARRA, February 2009), is providing unprecedented levels of support for the U.S. solar industry. (7) In 2008, global private-sector investment in solar energy technology topped $16 billion, including almost $4 billion invested in the United States. (8) Solar PV market forecasts made in early 2009 anticipate global PV production and demand to increase fourfold between 2008 and 2012, reaching roughly 20 GW of production and demand by 2012. (9) Globally, about 13 GW of CSP was announced or proposed through 2015, based on forecasts made in mid-2009. Regional market shares for the 13 GW are about 51% in the United States, 33% in Spain, 8% in the Middle East and North Africa, and 8% in Australasia, Europe, and South Africa. Of the 6.5-GW project pipeline in the United States, 4.3 GW have power purchase agreements (PPAs). The PPAs comprise 41% parabolic trough, 40% power tower, and 19% dish-engine systems.

We propose to search for this hypothetical hidden photon flux with the Super-Kamiokande and/or upgraded CAST detectors. The proposed experiments are sensitive to mixing strengths as small as 10^-9 for hidden photon masses in the sub eV region and, in the case of non-observation, would improve limits recently obtained from photon regeneration laser experiments in this mass region.
