  14. An Analysis of Residential PV System Price Differences between the United States and Germany

    Residential photovoltaic (PV) systems were twice as expensive in the United States as in Germany (median of $5.29/W vs. $2.59/W) in 2012. This price discrepancy stems primarily from differences in non-hardware or "soft" costs between the two countries, which can only be explained in part by differences in cumulative market size and associated learning. A survey of German PV installers was deployed to collect rough data on PV soft costs in Germany to compare to results of a similar survey of U.S. PV installers. Non-module hardware costs and all analyzed soft costs are lower in Germany, especially for customer acquisition, installation labor, and profit/overhead costs, but also for expenses related to permitting, interconnection, and inspection procedures. Additional costs occur in the United States due to state and local sales taxes, smaller average system sizes, and longer project development times. To reduce the identified additional costs of residential PV systems, the United States could introduce policies that enable a robust and lasting market while minimizing market fragmentation.

    Scientists, engineers, elected officials, and industry regulators from the United, States and Germany met in Albuquerque, New Mexico, August 16--20, 1993, in the first joint international workshop to discuss uranium tailings remediation. Entitled ``Workshop on Uranium Production Environmental Restoration: An Exchange between the US and Germany,`` the meeting was hosted by the US Department of Energy`s (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. The goal of the workshop was to further understanding and communication on the uranium tailings cleanup projects in the US and Germany. Many communities around the world are faced with an environmental legacy -- enormous quantities of hazardous and low-level radioactive materials from the production of uranium used for energy and nuclear weapons. In 1978, the US Congress passed the Uranium Mill Tailings Radiation Control Act. Title I of the law established a program to assess the tailings at inactive uranium processing sites and provide a means for joint federal and state funding of the cleanup efforts at sites where all or substantially all of the uranium was produced for sale to a federal agency. The UMTRA Project is responsible for the cleanup of 24 sites in 10 states. Germany is facing nearly identical uranium cleanup problems and has established a cleanup project. At the workshop, participants had an opportunity to interact with a broad cross section of the environmental restoration and waste disposal community, discuss common concerns and problems, and develop a broader understanding of the issues. Abstracts are catalogued individually for the data base.

    Ecofuel (Milan), an ENI company, is evaluating construction of a new methyl tert-butyl ether (MTBE) plant in Italy, but has shelved plans for a world-scale MTBE unit in Mexico. The Italian unit is tied to ethylene expansion now under way. Later this year EniChem (Milan), a sister company, is due to complete construction of a 360,000-m.t./year cracker at Brindisi. The C{sub 4} stream available there and from the existing cracker at Priolo in Sicily should provide enough feed for a unit of up to 100,000 m.t./year of MTBE capacity. Some of the feedstock could also come from the Ravenna cracker.

    This report provides key information concerning the German experience with integrating of 25 gigawatts of wind and 7 gigawatts of solar power capacity and mitigating its impacts on the electric power system. The report has been prepared based on information provided by the Amprion GmbH and 50Hertz Transmission GmbH managers and engineers to the Bonneville Power Administration (BPA) and Pacific Northwest National Laboratory representatives during their visit to Germany in October 2009. The trip and this report have been sponsored by the BPA Technology Innovation office. Learning from the German experience could help the Bonneville Power Administration engineers to compare and evaluate potential new solutions for managing higher penetrations of wind energy resources in their control area. A broader dissemination of this experience will benefit wind and solar resource integration efforts in the United States.

    Germany's total national (i.e., combined public and private sector) funding for R&D stood at $42 billion in 1997. The private sector accounted for nearly 62% ($24 billion) of the total, while the public sector accounted for approximately 38%. Since the late 1970s, when the public and private sectors each funded roughly half of Germany's R&D, the private sector has steadily assumed a larger and larger role as the dominant supporter of R&D activity, while overall government funding has remained essentially flat for much of the past two decades. In addition to declining relative to private R&D expenditures, public R&D expenditures in Germany declined by 4% in real terms between 1991 and 1997, to approximately $15 billion. The reduction in R&D investments in the public sector can be attributed in large part to the financial challenges associated with German reunification and related shifts in social priorities including efforts to address high unemployment and to rebuild basic infrastructure in the eastern states. R&D expenditures have also declined as a percentage of the total public budget, from a peak of 3.4% in 1985 to 2.7% in 1996. Energy R&D has been the hardest hit of all major socioeconomic areas of R&D expenditure funded by the German government. Between 1981 and 1997, public energy R&D fell from approximately $1.6 billion to $400 million--a 75% real decline. The $850 million reduction in Germany's fission R&D budget (which constituted two-thirds of government R&D investment in 1985) explains some 90% of the funding decline. Negative public perceptions regarding the safety and environmental impacts of nuclear energy have reduced nuclear power's viability as a long-term energy option for Germany. Discussions of a complete nuclear phaseout are now under way. At the same time, the German government has slashed its investments in fossil energy R&D by more than 90%. While energy efficiency and renewable energy technologies have fared relatively well in comparison with other energy technology areas, government support for all areas of energy R&D has declined in absolute terms since 1990. Remaining public and private sector energy R&D investments focus increasingly technology demonstration and commercialization efforts with relatively short time horizons.

    Installations of solar photovoltaic (PV) systems have been growing at a rapid pace in recent years. In 2009, approximately 7,500 megawatts (MW) of PV were installed globally, up from approximately 6,000 MW in 2008, consisting primarily of grid-connected applications. With 335 MW of grid-connected PV capacity added in 2009, the United States was the world's fourth largest PV market in 2009, behind Germany, Italy, and Japan. The market for PV in the United States is driven by national, state, and local government incentives, including up-front cash rebates, production-based incentives, requirements that electricity suppliers purchase a certain amount of solar energy, and federal and state tax benefits. These programs are, in part, motivated by the popular appeal of solar energy, and by the positive attributes of PV - modest environmental impacts, avoidance of fuel price risks, coincidence with peak electrical demand, and the possible deployment of PV at the point of use. Given the relatively high cost of PV, however, a key goal of these policies is to encourage cost reductions over time. Therefore, as policy incentives have become more significant and as PV deployment has accelerated, so too has the desire to track the installed cost of PV systems over time, by system characteristics, by system location, and by component. Despite the significant year-on-year growth, however, the share of global and U.S. electricity supply met with PV remains small, and annual PV additions are currently modest in the context of the overall electric system. To address this need, Lawrence Berkeley National Laboratory initiated a report series focused on describing trends in the installed cost of grid-connected PV systems in the United States. The present report, the third in the series, describes installed cost trends from 1998 through 2009, and provides preliminary cost data for systems installed in 2010. The analysis is based on project-level cost data from approximately 78,000 residential and non-residential PV systems in the U.S., all of which are installed at end-use customer facilities (herein referred to as 'customer-sited' systems). The combined capacity of systems in the data sample totals 874 MW, equal to 70% of all grid-connected PV capacity installed in the United States through 2009 and representing one of the most comprehensive sources of installed PV cost data for the U.S. The report also briefly compares recent PV installed costs in the United States to those in Germany and Japan. Finally, it should be noted that the analysis presented here focuses on descriptive trends in the underlying data, serving primarily to summarize the data in tabular and graphical form; later analysis may explore some of these trends with more-sophisticated statistical techniques. The report begins with a summary of the data collection methodology and resultant dataset (Section 2). The primary findings of the analysis are presented in Section 3, which describes trends in installed costs prior to receipt of any financial incentives: over time and by system size, component, state, system ownership type (customer-owned vs. third party-owned), host customer segment (residential vs. commercial vs. public-sector vs. non-profit), application (new construction vs. retrofit), and technology type (building-integrated vs. rack-mounted, crystalline silicon vs. thin-film, and tracking vs. fixed-axis). Section 4 presents additional findings related to trends in PV incentive levels over time and among states (focusing specifically on state and utility incentive programs as well as state and federal tax credits), and trends in the net installed cost paid by system owners after receipt of such incentives. Brief conclusions are offered in the final section, and several appendices provide additional details on the analysis methodology and additional tabular summaries of the data.

    The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia).     This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid.     Large quantities of lead and other heavy metals are deposited in the environment of weapons ranges during training exercises. This study was conducted to determine the type, degree, and extent of heavy-metal contamination on selected handgun, rifle, and hand-grenade ranges at Grafenwoehr Training Area, Germany. Soil, vegetation, and surface-water samples were collected and analyzed using the inductively-coupled plasma atomic-emission spectroscopy (ICP-AES) method and the toxic characterization leaching procedure (TCLP). The ICP-AES results show that above-normal levels of lead and copper are in the surface soil at the handgun range, high concentrations of lead and copper are in the berm and soil surface at the rifle range, and elevated levels of cadmium and above-normal concentrations of arsenic, copper, and zinc are present in the surface soil at the hand-grenade range. The TCLP results show that surface soils can be considered hazardous waste because of lead content at the rifle range and because of cadmium concentration at the hand-grenade range. Vegetation at the handgun and rifle ranges has above-normal concentrations of lead. At the hand-grenade range, both vegetation and surface water have high levels of cadmium. A hand-held X-ray fluorescence (XRF) spectrum analyzer was used to measure lead concentrations in soils in a field test of the method. Comparison of XRF readings with ICP-AES results for lead indicate that the accuracy and precision of the hand-held XRF unit must improve before the unit can be used as more than a screening tool. Results of this study show that heavy-metal contamination at all three ranges is limited to the surface soil; heavy metals are not being leached into the soil profile or transported into adjacent areas.

    Iulia Concordia is an important Roman settlement known for the production of iron objects and weapons during the Roman Empire. A huge number of well-preserved styli were found in the past century in the bed of an old channel. In order to shed light about the production processes used by Roman for stylus manufacturing, a neutron diffraction residual strain analysis was performed on the POLDI materials science diffractometer at the Paul Scherrer Institut in Switzerland. Here, we present results from our investigation conducted on 11 samples, allowing to define, in a non-invasive way, the residual strain map related to the ancient Roman working techniques. - Highlights: • We examined 11 Roman styli from the settlement of Iulia Concordia, Italy. • We performed a neutron diffraction residual strain analysis on POLDI at PSI (CH). • We identified the production processes used by Roman for stylus manufacturing. • We clarified the way and direction of working applied for different classes of styli.

    This paper consists of two parts and an appendix. In the first part a review is made of the geothermal activity in Italy from 1975 to 1982, including electrical and non-electrical applications. Remarks then follow on the trends that occurred and the operational criteria that were applied in the same period, which can be considered a transitional period of geothermal development in Italy. Information on recent trends and development objectives up to 1990 are given in the second part of the paper, together with a summary on program activities in the various geothermal areas of Italy. The appendix specifically reviews the main reseroir engineering activities carried out in the past years and the problems likely to be faced in the coming years in developing Itallian fields.

    Establishing interconnection to the grid is a recognized barrier to the deployment of distributed energy generation. This report compares interconnection processes for photovoltaic projects in California and Germany. This report summarizes the steps of the interconnection process for developers and utilities, the average length of time utilities take to process applications, and paperwork required of project developers. Based on a review of the available literature, this report finds that while the interconnection procedures and timelines are similar in California and Germany, differences in the legal and regulatory frameworks are substantial.

    Poland and Germany have a long common border which leads to the necessity to cooperate and consult each other in the case of large-scale projects or infrastructure measures likely to cause negative transboundary effects on the environment. There are already binding provisions for transboundary EIA. In the area of the UN Economic Commission for Europe (UNECE), transboundary EIA is intended to be legally binding for the Member States by the Espoo Convention which was ratified by Germany 8.8.2002 and by Poland 12.6.1997. Due to corresponding directives, the same is applicable in the context of the European Union. In German legislation, this issue is regulated by Art. 8 of the Federal EIA Act in regard to transboundary participation of administration and by Art. 9a in respect of transboundary public participation. However, these EIA regulations on transboundary participation do not surpass a certain detail level, as they have to be applied between Germany and all neighbouring states. Therefore both countries decided to agree on more detailed provisions in particular regarding procedural questions. During the 12th German-Polish Environmental Council, Germany and Poland reached an agreement on 11.4.2006 in Neuhardenberg/Brandenburg an agreement upon the implementation of the Espoo Convention, the so called Neuhardenberg Agreement. This article assesses the agreement under consideration of already existing law and discusses major improvements and problems.

The rapid growth of wind power in the U.S. over the past decade (Figure 1) has been driven by a combination of increasingly supportive policies (including the Federal production tax credit (PTC) and a growing number of state renewables portfolio standards), uncertainty over the future fuel costs and environmental liabilities of natural gas and coal-fired power plants, and wind's competitive position among generation resources. This article focuses on just the last of these drivers - i.e., trends in U.S. wind power prices - over the period of strong capacity growth since 1998.

    A 1-D coda method was proposed by Mayeda et al. (2003) in order to obtain stable seismic source moment-rate spectra using narrowband coda envelope measurements. That study took advantage of the averaging nature of coda waves to derive stable amplitude measurements taking into account all propagation, site, and Sto-coda transfer function effects. Recently this methodology was applied to micro earthquake data sets from three sub-regions of northern Italy (i.e., western Alps, northern Apennines and eastern Alps). Since the study regions were small, ranging between local-to-near-regional distances, the simple 1-D path assumptions used in the coda method worked very well. The lateral complexity of this region would suggest, however, that a 2-D path correction might provide even better results if the datasets were combined, especially when paths traverse larger distances and complicated regions. The structural heterogeneity of northern Italy makes the region ideal to test the extent to which coda variance can be reduced further by using a 2-D Q tomography technique. The approach we use has been developed by Phillips et al. (2005) and is an extension of previous amplitude ratio techniques to remove source effects from the inversion. The method requires some assumptions such as isotropic source radiation which is generally true for coda waves. Our results are compared against direct Swave inversions for 1/Q and results from both share very similar attenuation features that coincide with known geologic structures. We compare our results with those derived from direct waves as well as some recent results from northern California obtained by Mayeda et al. (2005) which tested the same tomographic methodology applied in this study to invert for 1/Q. We find that 2-D coda path corrections for this region significantly improve upon the 1-D corrections, in contrast to California where only a marginal improvement was observed. We attribute this difference to stronger lateral variations in Q for northern Italy relative to California.

    Industrialized societies which continue to use fossil fuel energy sources are considering adoption of Carbon Capture and Storage (CCS) technology to meet carbon emission reduction targets. Deep geological storage of CO2 onshore faces opposition regarding potential health effects of CO2 leakage from storage sites. There is no experience of commercial scale CCS with which to verify predicted risks of engineered storage failure. Studying risk from natural CO2 seeps can guide assessment of potential health risks from leaking onshore CO2 stores. Italy and Sicily are regions of intense natural CO2 degassing from surface seeps. These seeps exhibit a variety of expressions, characteristics (e.g., temperature/ flux), and location environments. Here we quantify historical fatalities from CO2 poisoning using a database of 286 natural CO2 seeps in Italy and Sicily. We find that risk of human death is strongly influenced by seep surface expression, local conditions (e.g., topography and wind speed), CO2 flux, and human behavior. Risk of accidental human death from these CO2 seeps is calculated to be 10-8 year-1 to the exposed population. This value is significantly lower than that of many socially accepted risks. Seepage from future storage sites is modeled to be less than Italian natural flux rates. With appropriate hazard management, health risks from unplanned seepage at onshore storage sites can be adequately minimized.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for decommissioning at other facilities with similar equipment and labor costs. It also provides techniques for extracting information from limited data using extrapolation and interpolation techniques.

    After the accident in the Japanese Fukushima Dai-ichi nuclear power plant in March 2011 large amounts of radioactivity were released and distributed in the atmosphere. Among them were also radioactive noble gas isotopes which can be used as tracers to test global atmospheric circulation models. This work presents unique measurements of the radionuclide $^{133}$Xe from Fukushima in the upper troposphere above Germany. The measurements involve air sampling in a research jet aircraft followed by chromatographic xenon extraction and ultra-low background gas counting with miniaturized proportional counters. With this technique a detection limit of the order of 100 $^{133}$Xe atoms in litre-scale air samples (corresponding to about 100 mBq/m$^3$) is achievable. Our results provide proof that the $^{133}$Xe-rich ground level air layer from Fukushima was lifted up to the tropopause and distributed hemispherically. Moreover, comparisons with ground level air measurements indicate that the arrival of the radioactive plume at high altitude over Germany occurred several days before the ground level plume.

    After the accident in the Japanese Fukushima Dai-ichi nuclear power plant in March 2011 large amounts of radioactivity were released and distributed in the atmosphere. Among them were also radioactive noble gas isotopes which can be used as tracers to probe global atmospheric circulation models. This work presents unique measurements of the radionuclide $^{133}$Xe from Fukushima in the upper troposphere above Germany. The measurements involve air sampling in a research jet aircraft followed by chromatographic xenon extraction and ultra-low background gas counting with miniaturized proportional counters. With this technique a detection limit of the order of 100 $^{133}$Xe atoms in liter-scale air samples (corresponding to about 100 mBq/m$^3$) is achievable. Our results proof that the $^{133}$Xe-rich ground level air layer from Fukushima was lifted up to the tropopause and distributed hemispherically.     A solar low income multifamily housing project, under construction in Leghorn (Tuscany, Italy), which combines passive and conservative technologies with an active solar energy plant is presented. The working group took into consideration the following items: the local climatic conditions; the Italian housing laws; a specific heating service contract; a minimum required annual energy saving; and a fixed economic budget. In order to meet the above conditions most satisfactorily, it was necessary to use a number of computer programs as design and performance evaluation tools and to develop a special passive solar component. The six-story high building, consisting of 24 flats, with linear typology is described. The south facade has been realized with two different passive systems: direct gain and solar wall. An active solar system provides part of the building hot water requirement. The minimization of thermal loss has been emphasized by means of reduction of surface/volume ratio and an adequate study of the building construction details.
