    On July 21, the Higher Administrative Court in the German state of Hesse declared illegal three of the first four partial construction licenses for the plutonium section of the Siemens fuel fabrication complex at Hanau. The licenses were issued in the late 1980s by the former Christian Democrat administration of Hesse, but final licensing of the plant - now 90 percent complete - has been held up by the Social Democrat/Green Party coalition government that is now in power. The court ruling came as a result of four cases, and a so-called urgent application, initiated by antinuclear groups in the area.

    In forecasting costs of final disposal for radioactive waste, the determined disposal concept and operational aspects such as the necessary amount for personnel to operate the repository are important. Even for the German deep geological concept, there are large differences resulting from the assessment to select an already existing mine or a completely new formation as a disposal site. Based on actual planning, the expected total costs of the running waste repository projects in the Federal Republic of Germany are presented including their distribution to single aspects like project management, underground investigation, licensing work and construction. Moreover, the actual expenditures for the different waste repositories are given and as far as possible the prices per m{sup 3}.

    A neutron diffraction study at 4 K of the Mn doped lanthanum germanate apatite-type oxide ion conductor of nominal starting composition 'La{sub 9.5}Mn{sub 0.5}(GeO{sub 4}){sub 6}O{sub 2.75}' is reported. The structure was refined in space group P6{sub 3}/m, although high thermal displacement parameters were observed for the oxide ion sites (particularly O3, and O4). Reduced thermal displacement parameters were obtained by splitting the O3 site, and allowing the O4 oxygen to move off site, which may indicate local regions of lower symmetry within the structure. In addition, the data suggested ambi-site substitution of Mn, with it being present on both the Ge site and the La site. Assuming no change in La:Mn:Ge ratio, a composition of La{sub 9.18}Mn{sub 0.28}(GeO{sub 4}){sub 5.8}(MnO{sub 4}){sub 0.2}O{sub 2} was determined. As such there are nominally no interstitial oxide ions, but rather cation vacancies on the La site. Therefore, the high conductivity for this sample is most likely related to the introduction of Frenkel-type defects at higher temperature, as previously proposed for other apatite-type systems containing vacancies on the La site.

Comparison is made with US General Design Criteria (GDCs) in 10CFR50 Appendix A and with German light water reactor (LWR) criteria. Implications for the HTR design relative to the US design and safety approach are indicated. Both inherent characteristics and design features of the steam cycle, gas turbine, and process heat concepts are taken into account as well as generic design options such as a pebble bed or prismatic core.

    As many raw materials like crude oil, natural gas, mineral sands, phosphor ores and others are contaminated by radionuclides from the Uranium and/or Thorium decay chain (NORM), also plants for processing these materials became contaminated during operation. When plants are shut down, large quantities of pipes, valves, pumps and other components have to be scrapped. As scrap yards and steel mills are equipped by large detector systems to avoid an input of radioactivity into the steel cycle, decontamination is required before recycling. Siempelkamp is operating a melting plant for processing NORM and/or chemically/ toxically contaminated steel scrap. Beside the decontaminated steel as output, residues like slag and filter dust have to be managed within the range of licensed values. Based on the European Safety Standard the European member states have to implement radiation exposure from work activities with NORM in their Radiation Protection Ordinances (RPO). The German government revised the RPO in July 2001. Part 3 describes exposure limits for workers and for the public. Exposures from residues management have to meet 1 mSv/year. Brenk Systemplanung has performed calculations for assessing the radiation exposure from residues of the Siempelkamp melting plant. These calculations have been based on the input of metal from different origins and include all relevant exposure pathways in a number of scenarios. The calculations have been based on the dose criterion of 1 mSv/y as required by the German RPO. The methods and results will be presented.

    Recent developments in the US and Germany [1-3] have precipitated renewed efforts in salt repository investigations and related studies. Both the German rock salt repository activities and the US waste management programs currently face challenges that may adversely affect their respective current and future state-of-the-art core capabilities in rock salt repository science and technology. The research agenda being pursued by our respective countries leverages collective efforts for the benefit of both programs. The topics addressed by the US/German salt repository collaborations align well with the findings and recommendations summarized in the January 2012 US Blue Ribbon Commission on America's Nuclear Future (BRC) report [4] and are consistent with the aspirations of the key topics of the Strategic Research Agenda of the Implementing Geological Disposal of Radioactive Waste Technology Platform (IGD-TP) [5]. Against this background, a revival of joint efforts in salt repository investigations after some years of hibernation has been undertaken to leverage collective efforts in salt repository research, design, operations, and related issues for the benefit of respective programs and to form a basis for providing an attractive, cost-effective insurance against the premature loss of virtually irreplaceable scientific expertise and institutional memory.     Two new alkaline earth copper(II) germanates were hydrothermally synthesized: CaCuGeO4 center dot H2O (1) and BaCu2Ge3O9 center dot H2O (2), and their structures determined by single crystal X-ray diffraction. Compound (1) crystallizes in space group P2(1)/c with a=5.1320(2) angstrom, b=16.1637(5) angstrom, c=5.4818(2) angstrom, beta=102.609(2)degrees, V=443.76(3) angstrom(3) and Z=4. This copper germanate contains layers of composition [CuGeO4](infinity)(2-) comprising CuO4 square planes and GeO4 tetrahedra with calcium and water molecules in the inter-layer space. Compound (2) crystallizes in the Cmcm space group with a=5.5593(3) angstrom, b=10.8606(9) angstrom, c=13.5409(8) angstrom, V=817.56(9) angstrom(3) and Z=4. This structure contains GeO6 and CuO6 octahedra as well as GeO4 tetrahedra, forming a three-dimensional network of interconnecting six-membered ring channels. The magnetic susceptibility for both samples can be interpreted as S=1/2 chains, in agreement with the copper topology observed in the crystal structure. The susceptibility of (1) exhibits a Bonner-Fisher type behavior, resulting from antiferromagnetic intra-chain interactions without three-dimensional ordering down to 5 K-the lowest measured temperature. This observation, together with the absence of super-exchange paths between the copper chains, make this system particularly promising for the study of low dimensional magnetism. The magnetic properties of (2) show a very weak ferromagnetic near-neighbor interaction along the chain. In this compound a peak the chi T plot seems to indicate the onset of interchain antiferromagentic correlations. However, no ordering temperature is detected in the susceptibility data.

    The German government has determined a phase out of nuclear power. With respect to the management of spent fuel it was decided to terminate transports to reprocessing plants by 2005 and to set up interim storage facilities on power plant sites. This paper gives an overview of the German concept for spent fuel management focused on the new on-site interim storage concept and the applied interim storage facilities. Since the end of the year 1998, the utilities have applied for permission of on-site interim storage in 13 storage facilities and 5 storage areas; one application for the interim storage facility Stade was withdrawn due to the planned final shut down of Stade nuclear power plant in autumn 2003. In 2001 and 2002, 3 on-site storage areas and 2 on-site storage facilities for spent fuel were licensed by the Federal Office for Radiation Protection (BfS). A main task in 2002 and 2003 has been the examination of the safety and security of the planned interim storage facilities and the verification of the licensing prerequisites. In the aftermath of September 11, 2001, BfS has also examined the attack with a big passenger airplane. Up to now, these aircraft crash analyses have been performed for three on-site interim storage facilities; the fundamental results will be presented. It is the objective of BfS to conclude the licensing procedures for the applied on-site interim storage facilities in 2003. With an assumed construction period for the storage buildings of about two years, the on-site interim storage facilities could then be available in the year 2005.

    This report provides an overview of the fire safety experiments performed under the sponsorship of the German government in the containment building of the decommissioned pilot nuclear power plant known as HDR. This structure is a highly complex, multi-compartment, multi-level building which has been used as the test bed for a wide range of nuclear power plant operation safety experiments. These experiments have included numerous fire tests. Test fire fuel sources have included gas burners, wood cribs, oil pools, nozzle release oil fires, and cable in cable trays. A wide range of ventilation conditions including full natural ventilation, full forced ventilation, and combined natural and forced ventilation have been evaluated. During most of the tests, the fire products mixed freely with the full containment volume. Macro-scale building circulation patterns which were very sensitive to such factors as ventilation configuration were observed and characterized. Testing also included the evaluation of selective area pressurization schemes as a means of smoke control for emergency access and evacuation stairwells.

    The design for this energy-efficient house was developed to suit a benign climate with much rain, wind, and fog. The building's basic construction guarantees the most limited energy-use possible. This is achieved through a unique houseform, which encloses and warms the living spaces with a thick thermal coat: walls = 6'' semi-rigid glass fiber boards, R-19; roof = 10'' foil faced fiber glass, R = 30. Windows are located only on the south side, to ensure optimal sun-ray capture. The housefront consists of a ''sun-porch'' (Sonnenhof), which is a further development of the well-known German ''Wintergarten'' (winter garden). In this climate region, one can only expect a yearly average of five days with a summer temperature of over 25/sup 0/C (77/sup 0/F); however, with a ''sun-porch'' the summer can make itself at home. In winter, the ''sun-porch'' protects against storms and always offers temperatures above the 7/sup 0/C (45/sup 0/F) minimum, a product of the compact roof and double glass with selective coating. On sunny winter days, one may even dine on the balconies. The estimation technique represented here is based on a procedure devised at the Los Alamos Scientific Laboratory, New Mexico, (Passive Solar Handbook, Vol. 2, J.D. Balcomb). ''Towering Oak's'' solar savings fraction = 49.0%; heating load = 2.56 BTU/sq. ft. Better results have yet to be achieved in Germany. In the USA, this could be increased to a solar fraction of up to 90%. Some modifications would, however, be necessary to suit the local climate (sun control devices, etc.).

    Since 1956, nuclear research and development (R and D) in Germany has been supported by the Federal Government. The goal was to help German industry to become competitive in all fields of nuclear technology. National research centers were established and demonstration plants were built. In the meantime, all these facilities were shut down and are now in a state of decommissioning and dismantling (D and D). Meanwhile, Germany is one of the leading countries in the world in the field of D and D. Two big demonstration plants, the Niederaichbach Nuclear Power Plant (KKN) a heavy-water cooled pressure tube reactor with carbon-dioxide cooling and the Karlstein Superheated Steam Reactor (HDR) a boiling light water reactor with a thermal power of 100 MW, are totally dismantled and 'green field' is reached. Another big project was finished in 2008. The Forschungs-Reaktor Juelich 1 (FRJ1), a research reactor with a thermal power of 10 MW was completely dismantled and in September 2008 an oak tree was planted on a green field at the site, where the FRJ1 was standing before. This is another example for German success in the field of D and D. Within these projects a lot of new solutions and innovative techniques were tested, which were developed at German universities and in small and medium sized companies mostly funded by the Federal Ministry of Education and Research (BMBF). Some examples are underwater-cutting technologies like plasma arc cutting and contact arc metal cutting. This clearly shows that research on the field of D and D is important for the future. Moreover, these research activities are important to save the know-how in nuclear engineering in Germany and will enable enterprises to compete on the increasing market of D and D services. The author assumes that an efficient decommissioning of nuclear installations will help stabilize the credibility of nuclear energy. Some critics of nuclear energy are insisting that a return to 'green field sites' is not possible. The successful completion of two big D and D projects (HDR and KKN), which reached green field conditions, are showing quite the contrary. Moreover, research on D and D technologies offers the possibility to educate students on a field of nuclear technology, which will be very important in the future. In these days D and D companies are seeking for a lot of young engineers and this will not change in the coming years. (authors)

    Neutron detection and multiplicity counting has been investigated using a boron-loaded plastic scintillator/bismuth germanate phoswich detector array. Boron-loaded plastic combines neutron moderation (H) and detection ({sup 10}B) at the molecular level, thereby physically coupling increasing detection efficiency and decreasing die-away time with detector volume. Both of these characteristics address a fundamental limitation of thermal-neutron multiplicity counters, where {sup 3}He proportional counters are embedded in a polyethylene matrix. Separation of the phoswich response into its plastic scintillator and bismuth germanate components was accomplished on a pulse-by-pulse basis using custom integrator and timing circuits. In addition, a custom time-tag module was used to provide a time for each detector event. Analysis of the combined energy and time event stream was performed by calibrating each detector`s response and filtering based on the presence of a simultaneous energy deposition corresponding to the {sup 10}B(n,alpha) reaction products in the plastic scintillator (93 keV{sub ee}) and the accompanying neutron-capture gamma ray in the bismuth germanate (478 keV). Time-correlation analysis was subsequently performed on the filtered event stream to obtain shift-register-type singles and doubles count rates. Proof-of-principle measurements were conducted with a variety of gamma-ray and neutron sources including {sup 137}Cs, {sup 54}Mn, AmLi, and {sup 252}Cf. Results of this study indicate that a neutron-capture probability of {approximately}10% and a die-away time of {approximately}10 {micro}s are possible with a 4-detector array with a detector volume of 1600 cm{sup 3}. Simulations were performed that indicate neutron-capture probabilities on the order of 50% and die-away times of less than 4 {micro}s are realistically achievable. While further study will be required for practical application of such a detection system, the results obtained in this investigation are encouraging and may lead to a new class of high-efficiency, short die-away time neutron multiplicity counters capable of extending current nondestructive assay methods for special nuclear materials.

    Decommissioning and dismantling of the former German Pilot Reprocessing Plant Karlsruhe (WAK) including the Vitrification Facility (VEK) is being executed in different Project steps related to the reprocessing, HLLW storage and vitrification complexes /1/. While inside the reprocessing building the total inventory of process equipment has already been dismantled and disposed of, the HLLW storage and vitrification complex has been placed out of operation since vitrification and tank rinsing procedures where finalized in year 2010. This paper describes the progress made in dismantling of the shielded boxes of the highly contaminated laboratory as a precondition to get access to the hot cells of the HLLW storage. The major challenges of the dismantling of this laboratory were the high dose rates up to 700 mSv/h and the locking technology for the removal of the hot cell installations. In parallel extensive prototype testing of different carrier systems and power manipulators to be applied to dismantle the HLLW-tanks and other hot cell equipment is ongoing. First experiences with the new manipulator carrier system and a new master slave manipulator with force reflection will be reported. (authors)

    Strategic Environmental Assessment (SEA) seeks to better integrate environmental considerations into the preparation and decision-making process of plans and programmes with a view to promoting sustainable development. Further to application of the European Directive 2001/42/EC (SEA Directive) in 2004, the body of practical SEA experience, and parallel research, has increased steadily. Yet there is a crucial element of SEA which cannot build on much experience but whose importance will grow over time - namely that of SEA monitoring. The paper explores the application of SEA monitoring for English Regional Spatial Strategies (RSSs). It briefly introduces the role of SEA monitoring and its legal requirements, the English approach of integrating SEA into Sustainability Appraisal (SA) and the nature of the current English Regional Planning context. The main part presents the research findings and discusses how practitioners cope with the challenges of SEA/SA monitoring - with guiding questions: why, what, who, how, when, and with what outcomes? Reflecting that monitoring is just about to start, the paper draws on measures envisaged for monitoring in the SA reports prepared for RSS, and on expert interviews. It identifies monitoring trends and highlights workable approaches as well as shortcomings. For a critical reflection the findings are mirrored briefly with SEA monitoring approaches of German Regional Plans. Although it is still early days for such monitoring, the findings indicate that there is a danger that some of the specific requirements and objectives of SEA/SA monitoring are not fully met, mainly due to insufficient databases, inappropriate institutional conditions and limited personnel and financial resources. Some recommendations are offered in conclusion.

    High quality immersion gratings for infrared applications have been demonstrated in silicon and germanium. To extend this technology to shorter wavelengths other materials must be investigated. We selected three materials, zinc selenide, gallium phosphide and bismuth germanate (Bi{sub 4}Ge{sub 3}O{sub 12}), based on high refractive index, good visible transmission and commercial availability in useful sizes. Crystal samples were diamond turned on an ultra-precision lathe to identify preferred cutting directions. Using this information we diamond-flycut test gratings over a range of feed rates to determine the optimal cutting conditions. For both ZnSe and GaP good surface quality was achieved at feed rates up to 1.0 cm/minute using a special compound angle diamond tool with negative rake angles on both cutting surfaces. The surface roughness of the groove facets was about 4 nm. A Zygo interferometer measured grating wavefront errors in reflection. For the ZnSe the RMS error was < {lambda}/20 at 633nm. More extensive testing was performed with a HeNe laser source and a cooled CCD camera. These measurements demonstrated high relative diffraction efficiency (> 80%), low random groove error (2.0 nm rms), and Rowland ghost intensities at < 0.1%. Preliminary tests on bismuth germanate show high tool wear.

    High temperature gas reactor technology is achieving a renaissance around the world. This technology relies on high quality production and performance of coated particle fuel. Historically, the irradiation performance of TRISO-coated gas reactor particle fuel in Germany has been superior to that in the United States. German fuel generally displayed in-pile gas release values that were three orders of magnitude lower than U.S. fuel. Thus, we have critically examined the TRISO-coated fuel fabrication processes in the U.S. and Germany and the associated irradiation database with a goal of understanding why the German fuel behaves acceptably, why the U.S. fuel has not faired as well, and what process/ production parameters impart the reliable performance to this fuel form. The postirradiation examination results are also reviewed to identify failure mechanisms that may be the cause of the poorer U.S. irradiation performance. This comparison will help determine the roles that particle fuel process/product attributes and irradiation conditions (burnup, fast neutron fluence, temperature, and degree of acceleration) have on the behavior of the fuel during irradiation and provide a more quantitative linkage between acceptable processing parameters, as-fabricated fuel properties and subsequent in-reactor performance.

    During maintenance of nuclear power plants, and during their decommissioning period, a large quantity of radioactive metallic waste will accrue. On the other hand the capacity for final disposal of radioactive waste in Germany is limited as well as that in the US. That is why all procedures related to this topic should be handled with a maximum of efficiency. The German model of consistent recycling of the radioactive metal scrap within the nuclear industry therefore also offers high capabilities for facilities in the US. The paper gives a compact overview of the impressive results of melting treatment, the current potential and further developments. Thousands of cubic metres of final disposal capacity have been saved. The highest level of efficiency and safety by combining general surface decontamination by blasting and nuclide specific decontamination by melting associated with the typical effects of homogenization.     To unite quantum theory and general relativity, in a new access it is shown that from a theory of an abstract quantum information - called Protyposis - the theory of general relativity can be deduced by means of few and physically good founded reasons. "Abstract" quantum information means that primarily no special meaning is connected with it. The resulting cosmology has an isotropic and homogeneous metric and solves the so-called cosmological problems. For the Protyposis it follows an equation of states for energy density and pressure that fulfils all the energy conditions and that also gives an explanation for the dark energy. If it is demanded that the relations between spacetime structure and the material contend also hold for deviations from this ideal cosmology than General relativity results as a description for local inhomogenities.

These fundamental rules containing for example requirements on material, design, calculation, manufacturing and testing procedures are explained and the technical realisation is shown by means of examples. The proof of the quality of these piping systems can be executed by means of fracture mechanics calculations by showing that in every case the leakage monitoring system already detect cracks which are clearly smaller than the critical crack. Thus the leak before break behavior and the break preclusion concept is implicitly affirmed. In order to further diminish conservativities in the fracture mechanics procedures, specific research projects are executed which are explained in this contribution.

    This report presents a summary of testing the affinity of titanosilicates (TSP), germanium-substituted titanosilicates (Ge-TSP) and multiwall carbon nanotubes (MWCNT) for lanthanide ions in dilute nitric acid solution. The K-TSP ion exchanger exhibited the highest affinity for lanthanides in dilute nitric acid solutions. The Ge-TSP ion exchanger shows promise as a material with high affinity, but additional tests are needed to confirm the preliminary results. The MWCNT exhibited much lower affinities than the K-TSP in dilute nitric acid solutions. However, the MWCNT are much more chemically stable to concentrated nitric acid solutions and, therefore, may candidates for ion exchange in more concentrated nitric acid solutions. This technical report serves as the deliverable documenting completion of the FY13 research milestone, M4FT-13SR0303061 – measure actinide and lanthanide distribution values in nitric acid solutions with sodium and potassium titanosilicate materials.

    In order to build an intergrated heading and roofbolting unit, the Austrian firms Voeest Alpine and Boehler Bohr und Dricklufttechnik worked in cooperation. A Boehler all-hydraulic rotary drilling unit as mounted on each side of the slewing gear of the AM 50. Each drilling unit comprised a chain feed carriage for rotary drilling and a hydraulically operated boom to position the drill feed wherever required. The hydraulic drill with hydraulic driven chain feed is only 0.25 meter (10 inches) long. Thus with a chain feed length of 2.62 meters (8.6 feed), 2.25-meter (7.5-foot) holes can be drilled. Maximum drill thrust is 2.5 tons; the total thrust on the drill feed carriage directed against the face is 3 tons. The drill makes 1000 revolutions per minute and the motor can be rotated in both directions. In the non-operating position both drill booms are swung parallel to the AM 50 cutting boom. Since the hydraulic power pack of the AM 50 is not powerful enough to handle the extra drilling equipment Voeest Alpine developed an additional hydraulic unit comprising two pumps, each of 100-liter-per-minute capacity. Because of the extra weight of the modified unit (about 5 tons), the traveling ear of the AM 50 had to be modified to avoid overstraining the traveling motors. It was expected that the drill feed carriages would hinder the AM 50 operator's vision and thus cause difficulties during tunneling. In practice this did not happen. After getting used to the system the AM 50 operator was able to cut the roadway to the desired profile at a satisfactory speed. The additional weight increased the machine's stability.

    During 1973 and 1974, EMC-Services designed and built a physico-chemical treatment plant in Hombourg, in France's Alsatian region. The plant is still in operation. Since then, EMC-Services has developed substantial experience in environmental projects, becoming one of the top companies internationally with experience and practice in designing, building and operating hazardous waste treatment plants. EMC-Services operates in France in Salaise, Strasbourg, Mitry-Mory, and Saint-Vulbas, where eight incinerators treat solid, liquid, highly halogenated and nonhazardous industrial waste. The incinerators, built or updated by EMC-Services, have a total capacity of about 200,000 tons per year. In the new process, incineration of special industrial wastes produces non-volatilized solid residue or slag, which is sent for disposal, in compliance with regulations, to special disposal plants. Future European regulations will incorporate landfilling criteria requiring such slag to be stabilized.

    In 2009, WAK Decommissioning and Waste Management GmbH (WAK) became owner and operator of the waste treatment facilities of Karlsruhe Institute of Technology (KIT) as well as of the prototype reactors, the Compact Sodium-Cooled Fast Reactor (KNK) and Multi-Purpose Reactor (MZFR), both being in an advanced stage of dismantling. Together with the dismantling and decontamination activities of the former WAK reprocessing facility since 1990, the envisaged demolishing of the R and D reactor FR2 and a hot cell facility, all governmentally funded nuclear decommissioning projects on the Karlsruhe site are concentrated under the WAK management. The small space typical of prototype research reactors represented a challenge also during the last phase of activated dismantling, dismantling of the activated biological shield of the MZFR. Successful demolition of the biological shield required detailed planning and extensive testing in the years before. In view of the limited space and the ambient dose rate that was too high for manual work, it was required to find a tool carrier system to take up and control various demolition and dismantling tools in a remote manner. The strategy formulated in the concept of dismantling the biological shield by means of a modified electro-hydraulic demolition excavator in an adaptable working scaffolding turned out to be feasible. The following boundary conditions were essential: - Remote exchange of the dismantling and removal tools in smallest space. - Positioning of various supply facilities on the working platform. - Avoiding of interfering edges. - Optimization of mass flow (removal of the dismantled mass from the working area). - Maintenance in the surroundings of the dismantling area (in the controlled area). - Testing and qualification of the facilities and training of the staff. Both the dismantling technique chosen and the proceeding selected proved to be successful. Using various designs of universal cutters developed on the basis of wall saws, both the activated steel liner and the inner reinforcing layer were cut remotely in one process. This allowed for the efficient execution of the following remote concrete removal steps using mining techniques. The electro-hydraulic demolition excavator that was purchased and then modified turned out to be an ideal tool carrier system with rapid-exchange coupling. Due to the high availability, no major delays occurred. This also was a result of the consistently implemented maintenance and repair concept. With the excavator installed in a modifiable scaffolding suspended from a rotating carrier ring, all dismantling areas could be reached and treated in spite of the small space. Thanks to an optimum organization of work-flows, routine change of dismantling work, and maintenance or repair, the iterative radiological measurement campaigns could be integrated in the whole activity without the dismantling work being disturbed significantly. The ventilation system with pressure grading and pre-filtration units ensured a low contamination level in the dismantling area. It was also possible to manage the dust formed by the milling of concrete surfaces. As it was possible to further cut metal parts and crushed concrete later on, residue flows were optimized. The planned overall period for testing, dismantling the bio-shield and removing the equipment was 36 months. The final duration was 39 months. (authors)
