It can be extended up to the maximum of one year (total 24 months). After the first year, the appointment allows eligibility for health benefits coverage. The employee pays the full cost for the health benefits. Reasons for making a temporary appointment include but are not limited to: short term position (less than 1 year), reorganization, contracting of function, anticipated reduction in funding, or the need to place permanent employees who would otherwise be displaced from other parts of the organization. An agency can not fill a position by temporary appointment if that position has previously been filled by temporary appointment(s) for a period of 2

This was the first comprehensive doctoral dissertation on the George Bush Presidential Library Center at Texas A&M University. The Bush Presidential Library and Museum was the focal point. The purpose was to describe the global significance, work and educational contributions of the Bush Presidential Library while exploring its partnership with Texas A&M University. The primary data sources were: archival records, museum exhibits, interviews and my field work experiences. Beyond being a descriptive dissertation, this study offered unique hypotheses and conclusions. It examined the higher educational aspects of the Bush Presidential Library Center's operating context within Texas A&M University. These included the educational value of George Bush's career, the Bush Presidential Library's contents, and its benefits and technology use in educational programming. This study answered two unique hypotheses: how President Bush's liberation of Kuwait increased the Middle Eastern funding of presidential libraries and the Corps of Cadets' influence on President Bush's selection of Texas A&M University. George Bush's global presidency, distinguished international public service career and his world-changing, historical presidential achievements gave the Bush Presidential Library and Museum an extraordinary educational value. The data showed the educational value of, benefits of and technology's role in educational programming at the Bush Presidential Library and Museum. The global changes mirrored President Bush's career and his effort to combat terrorism. China's emergence as a world power was attributed to President Bush's career. The Bush Presidential Library and Museum is the core asset of the center. The data showed President Bush's liberation of Kuwait directly influenced the funding of his presidential library and the subsequent ones. The data showed the Texas A&M University Corps of Cadets' influence on President Bush's selection of Texas A&M University as the site for his presidential library. Texas A&M University is the best place for the George Bush Presidential Library Center. A university environment is the best place to host a presidential library.

Program George is an IBM 704 ccde that combines standard ANPD reactor analysis methcds for computing multiplication constant and spatial distribution of flux and power, as well as other nuclear parameters, in aircraft (heterogeneous) reactors. The elapsed time and the chance for human error between initial input and final output are greatly reduced in Program George. A matched set of reflector savings for a reflected, cylindrical core, which was formerly obtained by hand, is now computed by the program. In the C/sub 2/ pcrtion of Program George, the ccde computes the neutron slowingdown density and flux at 19 lethargy levels plus a thermal group in bare, homogeneous compositions with normal mode, ene ngy-dependent bucklings. The diffusion coefficient contains a transport correction as well as a Behrens correction for heterogeneous structure. Flux-depression factors at thermal and two epithermal levels are computed in annular, cylindrical geometry by one-energy, P/sub 3/ transport theory approximation in the I/sub 2/ pontion of the program, or they may be given as input. Flux weighting of various cross sections, transmission factors, and other parameters are computed in a multigroup representation. Two-energy-group constants from the regional compositions are supplied in the F/sub 2/ portion of the program, in which a two-energy group, one-space-dimensional, multiregion diffusion calculation yields multiplication constant, normalized fission density, fast flux, and slow flux in each onedimensional reactor pontrayed. If a reactivity match is requested, the reflector savings of the specified compositions are adjusted until the multiplication constant i n the radial F/sub 2/, longitudinal F/sub 2/, and the reference bare equivalent core of a cylindrical reflected reactor converge to the same value. The Western Area Power Administration (Western) is proposing to rebuild, operate, and maintain a 115-kilovolt (kV) transmission line between the Big George and Carter Mountain Substations in northwest Wyoming (Park and Hot Springs Counties). This environmental assessment (EA) was prepared in compliance with the National Environmental Policy Act (NEPA) and the regulations of the Council on Environmental Quality (CEQ) and the Department of Energy (DOE). The existing Big George to Carter Mountain 69-kV transmission line was constructed in 1941 by the US Department of Interior, Bureau of Reclamation, with 1/0 copper conductor on wood-pole H-frame structures without an overhead ground wire. The line should be replaced because of the deteriorated condition of the wood-pole H-frame structures. Because the line lacks an overhead ground wire, it is subject to numerous outages caused by lightning. The line will be 54 years old in 1995, which is the target date for line replacement. The normal service life of a wood-pole line is 45 years. Under the No Action Alternative, no new transmission lines would be built in the project area. The existing 69-kV transmission line would continue to operate with routine maintenance, with no provisions made for replacement.

Part of something larger than ourselves: George H.W. Bush and the rhetoric of the first U.S. war in the Persian Gulf

During Operations Desert Shield and Desert Storm, George H.W. Bush achieved the rhetorical success that had escaped his prior speaking endeavors. If the aforementioned assessments regarded Bush’s Gulf War rhetoric as a rhetorical triumph, in light of prior damning criticism of his rhetorical abilities, then an explanation for that triumph is in order. Bush’s rhetoric differed from his Presidential predecessors by virtue of two factors. First, as the first U.S. president of the Post-Cold War era, Bush’s rhetoric faced different rhetorical constraints than those faced by his predecessors, as he no longer had the narrative framework of the Cold War to explain U.S. foreign policy action. Second, Bush rhetorically juxtaposed American exceptionalism and realism within his rhetoric itself. This differed from the rhetoric of his immediate predecessor, Ronald Reagan, whose rhetoric employed American exceptionalism without reference to realism, although that rhetoric was strategically geared toward achieving realist foreign policy ends. Bush’s success was also considerable in that he faced significant rhetorical constraints created or exacerbated by Reagan. Reagan’s reputation as the “Great Communicator,” contrasted with Bush’s less-than-stellar reputation as an orator, makes Bush’s rhetorical success particularly worth understanding. President George H.W. Bush relied on three particular arguments to facilitate a U.S. military victory during the 1991 Persian Gulf War. These arguments differed considerably from foreign policy arguments offered by the Reagan administration with respect to the manner in which they addressed issues concerning the United Nations and the Vietnam War. First, Bush promoted U.N. diplomacy as a subsidiary of U.S. foreign policy. For Bush, the U.N. served as a venue where world opinion could be galvanized and action serving United States interests would not be constrained so much as legitimized. Second, he compared and contrasted U.S. action in the Gulf to the Vietnam War. In doing so, he combined the moral urgency of prior foreign policy efforts with the hindsight necessary to avoid a repeat of the American experience in Vietnam. Third, in retrospectively assessing the Gulf War, Bush depicted the conflict as a discrete foreign policy event in which he narrowly defined victory. Bush defined victory as the removal of Iraqi forces from Kuwait, in an attempt to shape a historical consensus on the significance of U.S. action.

Smith, President Roberts Mann, Supt. of Conservation TURKEYS George Washington, in the first year of his presidenoy, issued a proclamation recommending November 26, 1789, be kept as a day of national thanksgiving for the establishment of a form of government that made for safety and happiness. In 1863, Abraham Lincoln issued a proclamation in which he "appointed and set aside" the last Thursday in November as a day of national thanksgiving "for the defense against unfriendly designs without and signal victories over the enemy who is of our own household. " Since then each president has observed this cufitom, varied only by Franklin D. Roosevelt. Some time in October or November 1621, by proclamation of Governor Bradford, the Pilgrims in Plymouth Colony celebrated their first official American harvest festival. They recorded that "our harvest heing gotten in, our Governor sent foure men on fowling so that we might after a more special manner rejoyce together after we had gathered the fruit of our labours. They foure in one day killed as much fowle as, with a little help besides, served the Company about a weeke." Apparently the "fowle" were mostly wild ducks and geese but they found also a "great store of Turkies" in the vicinity of Plymouth.

The final link in the Manhattan Project's far-flung network was the bomb research and development laboratory at Los Alamos, located in the mountains of northern New Mexico. Codenamed "Project Y," the laboratory that designed and fabricated the first atomic bombs began to take shape in spring 1942 when James Conant suggested to Vannevar Bush that the Office of Scientific and Research Development and the Army form a committee to study bomb development. Bush agreed and forwarded the recommendation to Vice President Henry Wallace, Secretary of War Henry Stimson, and General George Marshall (the Top Policy Group). By the time of his appointment in late September, Leslie Groves had orders to set up a committee to study military applications of the bomb. Meanwhile, sentiment was growing among the Manhattan Project scientists that research on the bomb project needed to be better coordinated. Robert Oppenheimer, among others, advocated a central facility where theoretical and experimental work could be conducted according to standard scientific protocols. This would insure accuracy and speed progress. Oppenheimer suggested that the bomb design laboratory operate secretly in an isolated area but allow free exchange of ideas among the scientists on the staff. Groves accepted Oppenheimer's suggestion and began seeking an appropriate location. By the end of the year, they had settled on an unlikely site for the laboratory: an isolated boys' school on a mesa high in the Jemez Mountains (map at left).
