    Hybrid Band{trademark} (H-band) is a Lockheed Martin Missiles and Fire Control (LMMFC) designation for a specific RF modulation that causes disruption of select electronic components and circuits. H-Band enables conventional high-power microwave (HPM) effects (with a center frequency of 1 to 2 GHz, for example) using a higher frequency carrier signal. The primary technical objective of this project was to understand the fundamental physics of Hybrid Band{trademark} Radio Frequency effects on electronic systems. The follow-on objective was to develop and validate a Hybrid Band{trademark} effects analysis process.

    This edition of the Lockheed Martin Energy Systems, Inc., (Energy Systems) Groundwater Program Annual Report summarizes the work carried out by the Energy Systems Groundwater Program Office (GWPO) for fiscal year (FY) 1994. The GWPO is responsible for coordination and oversight for all components of the groundwater programs at the three Oak Ridge facilities [Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant, and the Oak Ridge K-25 Site], as well as the Paducah and Portsmouth Gaseous Diffusion Plants (PGDP and PORTS, respectively.) This report describes the administrative framework of the GWPO including staffing, organization, and funding sources. In addition, summaries are provided of activities involving the Technical Support staff at the five facilities. Finally, the results of basic investigations designed to improve our understanding of the major processes governing groundwater flow and contaminant migration on the Oak Ridge Reservation (ORR) are reported. These investigations are conducted as part of the Oak Ridge Reservation Hydrology and Geology Studies (ORRHAGS) program. The relevance of these studies to the overall remediation responsibilities of Energy Systems is discussed.

    ABB CE is evaluating alternate methods of coal feed across a pressure barrier for its pressurized coal gasification process. The Lockheed Kinetic Extruder has shown to be one of the most promising such developments. In essence, the Kinetic Extruder consists of a rotor in a pressure vessel. Coal enters the rotor and is forced outward to the surrounding pressure vessel by centrifugal force. The force on the coal passing across the rotor serves as a pressure barrier. Should this technology be successfully developed and tested, it could reduce the cost of IGCC technology by replacing the large lockhoppers conventionally used with a much smaller system. This will significantly decrease the size of the gasifier island. Kinetic Extruder technology needs testing over an extended period of time to develop and prove the long term reliability and performance needed in a commercial application. Major issues to be investigated in this program are component design for high temperatures, turn-down, scale-up factors, and cost. Such a test would only be economically feasible if it could be conducted on an existing plant. This would defray the cost of power and feedstock. Such an installation was planned for the CE IGCC Repowering Project in Springfield, Illinois. Due to budgetary constraints, however, this provision was dropped from the present plant design. It is believed that, with minor design changes, a small scale test version of the Kinetic Extruder could be installed parallel to an existing lockhopper system without prior space allocation. Kinetic Extruder technology represents significant potential cost savings to the IGCC process. For this reason, a test program similar to that specified for the Springfield project would be a worthwhile endeavor.

    The Western Area Power Administration (Western) is proposing to rebuild, operate, and maintain a 115-kilovolt (kV) transmission line between the Big George and Carter Mountain Substations in northwest Wyoming (Park and Hot Springs Counties). This environmental assessment (EA) was prepared in compliance with the National Environmental Policy Act (NEPA) and the regulations of the Council on Environmental Quality (CEQ) and the Department of Energy (DOE). The existing Big George to Carter Mountain 69-kV transmission line was constructed in 1941 by the US Department of Interior, Bureau of Reclamation, with 1/0 copper conductor on wood-pole H-frame structures without an overhead ground wire. The line should be replaced because of the deteriorated condition of the wood-pole H-frame structures. Because the line lacks an overhead ground wire, it is subject to numerous outages caused by lightning. The line will be 54 years old in 1995, which is the target date for line replacement. The normal service life of a wood-pole line is 45 years. Under the No Action Alternative, no new transmission lines would be built in the project area. The existing 69-kV transmission line would continue to operate with routine maintenance, with no provisions made for replacement.

    The George Kuzmycz Training Center for Physical Protection, Control and Accounting (GKTC) was established in 1998 in a collaborative endeavor of the State Nuclear Regulatory Administration of Ukraine, the Ukrainian Academy of Sciences, and the U.S. Department of Energy. Located at the Institute for Nuclear Research in Kyiv, the GKTC provides theoretical and practical training in physical protection, control, and accounting techniques and systems that are employed to reduce the risk of unauthorized use, theft, or diversion of weapons-usable nuclear material. Participants in GKTC workshops and courses include nuclear facility specialists as well as officials of the State's regulatory authorities. Recently, the training scope has been broadened to include students from other nations in the region.

    Georg Cantor was the genuine discoverer of the Mathematical Infinity, and whatever he claimed, suggested, or even surmised should be taken seriously -- albeit not necessary at its face value. Because alongside his exquisite in beauty ordinal construction and his fundamental powerset description of the continuum, Cantor has also left to us his obsessive presumption that the universe of sets should be subjected to laws similar to those governing the set of natural numbers, including the universal principles of cardinal comparability and well-ordering -- and implying an ordinal re-creation of the continuum. During the last hundred years, the mainstream set-theoretical research -- all insights and adjustments due to Kurt G\\"odel's revolutionary insights and discoveries notwithstanding -- has compliantly centered its efforts on \\emph{ad hoc} axiomatizations of Cantor's intuitive transfinite design. We demonstrate here that the ontological and epistemic \\emph{sustainability} of this design has been irremediably compromised by the underlying it peremptory, Reductionist mindset of the XIXth century's ideology of science.

    The recent advances in our understanding of the phenotype associated with deletion of the DiGeorge Chromosome Region (DGCR) at 22q11.2 are in many ways analogous to the fable about the blind men and the elephant. Originally described as three distinct phenotypes (DiGeorge (DG) syndrome, velocardiofacial (VCF) syndrome, and the conotruncal anomalies face (CTAF) syndrome), it is now clear that there is only a single broad and variable phenotype associated with deletion of the DGCR. As in the fable, distinguished clinicians approached this phenotypic {open_quotes}elephant{close_quotes} from different perspectives and provided three separate, although overlapping descriptions. Our analogy to this fable is not to imply some {open_quotes}blindness{close_quotes} on the part of these clinicians, but rather to point out the well-known difficulty in delineating the indistinct phenotypic boundaries of a syndrome until a genetic or biochemical marker for the condition is available. The recent availability of a fluorescent in situ hybridization (FISH) probe to detect deletion of the DGCR now allows delineation of the broad phenotype of our {open_quotes}elephant{close_quotes} which spans from lethal DG phenotypes through the intermediate VCF and CTAF phenotypes to the newly recognized {open_quotes}mild{close_quotes} phenotype consisting of only developmental delays and subtle facial abnormalities. 33 refs.

    The report documents the U.S. Department of Transportation Specification 7A Type A (DOT-7A) compliance test results of the ARROW-PAK packaging. The ARROW-PAK packaging system consists of Marlex M-8000 Driscopipe (Series 8000 [gas] or Series 8600 [industrial]) resin pipe, manufactured by Phillips-Driscopipe, Inc., and is sealed with two dome-shaped end caps manufactured from the same materials. The patented sealing process involves the use of electrical energy to heat opposing faces of the pipe and end caps, and hydraulic rams to press the heated surfaces together. This fusion process produces a homogeneous bonding of the end cap to the pipe. The packaging may be used with or without the two internal plywood spacers. This packaging was evaluated and tested in October 1995. The packaging configuration described in this report is designed to ship Type A quantities of solid radioactive materials, Form No. 1, Form No. 2, and Form No. 3.

    During intensive/comparative studies with Preston's spectroscopic works (1961, 1962, 1964 & 1965) on RR Lyrae atmospheric phenomena, I unexpectedly found the existence of hypersonic shock waves (Chadid 1996 & 2008), that are strongly connected with the turbulence amplification mechanism (Chadid 1996b) and the Blazhko modulation (1997). Here I will show how the hypersonic shocks are at the origin of helium line formation and connected with the helium emission and line doubling detected by Preston (2009, 2011). I will present new neutral and single ionized helium line data in the hypersonic Blazhko star S Arae. The He II appears as a weak emission and its origin is strongly connected with the hypersonic shock in S Arae. The shock is extremely strong and can reach a Mach number >30. The HeI lines first appear in emission, over ~2% of the pulsation period, followed by the HeI absorption doubling phenomenon occurring simultaneously with the neutral metallic absorption line phenomenon over ~8% of the pulsat...
