    This report provides a baseline assessment of the current state of energy efficiency-related education and training programs and analyzes training and education needs to support expected growth in the energy efficiency services workforce. In the last year, there has been a significant increase in funding for 'green job' training and workforce development (including energy efficiency), through the American Recovery and Reinvestment Act (ARRA). Key segments of the energy efficiency services sector (EESS) have experienced significant growth during the past several years, and this growth is projected to continue and accelerate over the next decade. In a companion study (Goldman et al. 2009), our research team estimated that the EESS will increase two- to four-fold by 2020, to 220,000 person-years of employment (PYE) (low-growth scenario) or up to 380,000 PYE (high-growth scenario), which may represent as many as 1.3 million individuals. In assessing energy efficiency workforce education and training needs, we focus on energy-efficiency services-related jobs that are required to improve the efficiency of residential and nonresidential buildings. Figure ES-1 shows the market value chain for the EESS, sub-sectors included in this study, as well as the types of market players and specific occupations. Our assessment does not include the manufacturing, wholesale, and retail distribution subsectors, or energy efficiency-focused operations and maintenance performed by facility managers.

    In order to enhance the resilience of the Nation and its ability to protect itself in the face of natural and human-caused hazards, the ability of the critical infrastructure (CI) system to withstand specific threats and return to normal operations after degradation must be determined. To fully analyze the resilience of a region and the CI that resides within it, both the actual resilience of the individual CI and the capability of the Emergency Services Sector (ESS) to protect against and respond to potential hazards need to be considered. Thus, a regional resilience approach requires the comprehensive consideration of all parts of the CI system as well as the characterization of emergency services. This characterization must generate reproducible results that can support decision making with regard to risk management, disaster response, business continuity, and community planning and management. To address these issues, Argonne National Laboratory, in collaboration with the U.S. Department of Homeland Security (DHS) Sector Specific Agency - Executive Management Office, developed a comprehensive methodology to create an Emergency Services Sector Capabilities Index (ESSCI). The ESSCI is a performance metric that ranges from 0 (low level of capabilities) to 100 (high). Because an emergency services program has a high ESSCI, however, does not mean that a specific event would not be able to affect a region or cause severe consequences. And because a program has a low ESSCI does not mean that a disruptive event would automatically lead to serious consequences in a region. Moreover, a score of 100 on the ESSCI is not the level of capability expected of emergency services programs; rather, it represents an optimal program that would rarely be observed. The ESSCI characterizes the state of preparedness of a jurisdiction in terms of emergency and risk management. Perhaps the index's primary benefit is that it can systematically capture, at a given point in time, the

    The energy efficiency services sector (EESS) is poised to become an increasingly important part of the U.S. economy. Climate change and energy supply concerns, volatile and increasing energy prices, and a desire for greater energy independence have led many state and national leaders to support an increasingly prominent role for energy efficiency in U.S. energy policy. The national economic recession has also helped to boost the visibility of energy efficiency, as part of a strategy to support economic recovery. We expect investment in energy efficiency to increase dramatically both in the near-term and through 2020 and beyond. This increase will come both from public support, such as the American Recovery and Reinvestment Act (ARRA) and significant increases in utility ratepayer funds directed toward efficiency, and also from increased private spending due to codes and standards, increasing energy prices, and voluntary standards for industry. Given the growing attention on energy efficiency, there is a concern among policy makers, program administrators, and others that there is an insufficiently trained workforce in place to meet the energy efficiency goals being put in place by local, state, and federal policy. To understand the likelihood of a potential workforce gap and appropriate response strategies, one needs to understand the size, composition, and potential for growth of the EESS. We use a bottom-up approach based upon almost 300 interviews with program administrators, education and training providers, and a variety of EESS employers and trade associations; communications with over 50 sector experts; as well as an extensive literature review. We attempt to provide insight into key aspects of the EESS by describing the current job composition, the current workforce size, our projections for sector growth through 2020, and key issues that may limit this growth.

In the residential sector, a proliferation of consumer electronics and information technology equipment has driven much of the growth. In the commercial sector, telecommunications and network equipment and new advances in medical imaging have contributed to recent growth in miscellaneous electricity use.

    This volume, the second of two such volumes, contains sector-specific guidance in support of the General Guidelines for the voluntary reporting of greenhouse gas emissions and carbon sequestration. This voluntary reporting program was authorized by Congress in Section 1605(b) of the Energy Policy Act of 1992. The General Guidelines, bound separately from this volume, provide the overall rationale for the program, discuss in general how to analyze emissions and emission reduction/carbon sequestration projects, and address programmatic issues such as minimum reporting requirements, time parameters, international projects, confidentiality, and certification. Together, the General Guidelines and the guidance in these supporting documents will provide concepts and approaches needed to prepare the reporting forms. This second volume of sector-specific guidance covers the transportation sector, the forestry sector, and the agricultural sector.

  2. Analysis of energy use in building services of the industrial sector in California: A literature review and a preliminary characterization

    Energy use patterns in many of California's fastest-growing industries are not typical of those in the mix of industries elsewhere in the US. Many California firms operate small and medium-sized facilities, often in buildings used simultaneously or interchangeably for commercial (office, retail, warehouse) and industrial activities. In these industrial subsectors, the energy required for building services'' to provide occupant comfort and necessities (lighting, HVAC, office equipment, computers, etc.) may be at least as important as the more familiar process energy requirements -- especially for electricity and on-peak demand. In this report, published or unpublished information on energy use for building services in the industrial sector have been compiled and analyzed. Seven different sources of information and data relevant to California have been identified. Most of these are studies and/or projects sponsored by the Department of Energy, the California Energy Commission, and local utilities. The objectives of these studies were diverse: most focused on industrial energy use in general, and, in one case, the objective was to analyze energy use in commercial buildings. Only one of these studies focused directly on non-process energy use in industrial buildings. Our analysis of Northern California data for five selected industries shows that the contribution of total electricity consumption for lighting ranges from 9.5% in frozen fruits to 29.1% in instruments; for air-conditioning, it ranges from nonexistent in frozen fruits to 35% in instrument manufacturing. None of the five industries selected had significant electrical space heating. Gas space heating ranges from 5% in motor vehicles facilities to more than 58% in the instrument manufacturing industry. 15 refs., 15 figs., 9 tabs.

    In March 1995, the Department awarded a cost-plus-award-fee contract to DynCorp valued at approximately $246 million over 5 years for ADP support services at Headquarters. The performance period for the contract was a 3-year base period with two 1-year options.     Minimum Efficiency Performance Standards (MEPS) have been chosen as part of Chile's national energy efficiency action plan. As a first MEPS, the Ministry of Energy has decided to focus on a regulation for lighting that would ban the sale of inefficient bulbs, effectively phasing out the use of incandescent lamps. Following major economies such as the US (EISA, 2007) , the EU (Ecodesign, 2009) and Australia (AS/NZS, 2008) who planned a phase out based on minimum efficacy requirements, the Ministry of Energy has undertaken the impact analysis of a MEPS on the residential lighting sector. Fundacion Chile (FC) and Lawrence Berkeley National Laboratory (LBNL) collaborated with the Ministry of Energy and the National Energy Efficiency Program (Programa Pais de Eficiencia Energetica, or PPEE) in order to produce a techno-economic analysis of this future policy measure. LBNL has developed for CLASP (CLASP, 2007) a spreadsheet tool called the Policy Analysis Modeling System (PAMS) that allows for evaluation of costs and benefits at the consumer level but also a wide range of impacts at the national level, such as energy savings, net present value of savings, greenhouse gas (CO2) emission reductions and avoided capacity generation due to a specific policy. Because historically Chile has followed European schemes in energy efficiency programs (test procedures, labelling program definitions), we take the Ecodesign commission regulation No 244/2009 as a starting point when defining our phase out program, which means a tiered phase out based on minimum efficacy per lumen category. The following data were collected in order to perform the techno-economic analysis: (1) Retail prices, efficiency and wattage category in the current market, (2) Usage data (hours of lamp use per day), and (3) Stock data, penetration of efficient lamps in the market.     Laminated root rot, caused by Phellinus weirii (Murr.) Gib., is a serious root disease affecting Douglas-fir and other commercially important species of conifers in northwestern North America. This report gives an overview of the disease as it occurs in the Pacific Northwest in Canada and the United States. Information on recognizing crown symptoms and signs of the disease is presented. The disease cycle of laminated root rot, from initiation to intensification and distribution within infected stands, is described. Finally, disease management strategies during stand development and at stand regeneration are discussed. Features on mechanical approaches also are included. The report is intended as a general reference for a wide audience.

    The purpose of this audit was to review the Department`s acquisition and use of support service contractors and subcontractors. The audit objectives were to determine if the Department (1) paid fees to both support service contractors and subcontractors for services exclusively performed by subcontractors, (2) used support service contractors to perform inherent government functions, and (3) rolled over unearned award fees to subsequent evaluation periods and had adequate management controls to ensure that contractor performance would be evaluated. The Department did not always obtain support services in the most economical and effective manner. The Department negotiated and paid four of six support service contractors an estimated $5.1 million in fees for services exclusively provided by subcontractors because the Department did not have a policy which addressed the inclusion, at the pre-award phase, of subcontract labor in the support service contractors` fee determinations. Furthermore, while the authors found no instances where support service contractors performed inherent government functions, they did note that the Department maintained minimal administration over major portions of contracted-for services on three of six support service contracts. This occurred because contractors subcontracted extensively for support services. Consequently, the Department may have decreased their ability to control cost growth on these three contracts. As discussed in Part 4, the Department`s process was sufficient in five of six cases to evaluate support service contractor performance. However, one of six cost-plus-award-fee contractors received award fees that exceeded its performance ratings by $89,000 because one Departmental office elected to rollover unearned portions of fees from prior evaluation periods and make them available in the next evaluation period.

    This report documents the findings of an on-site audit of the U.S. Customs Cargo Inspection Facility (CIF) in Detroit, Michigan. The federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy-efficiency opportunities that, once implemented, would reduce electrical and gas consumption and increase the operational efficiency of the building.     This report documents the findings from an onsite audit of the John Seiberling Federal building located in Akron, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would reduce in either electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    Coal is our largest domestic energy resource with recoverable reserves estimated at 268 billion short tons or 5.896 quads Btu equivalent. This is approximately 95 percent of US fossil energy resources. It is relatively inexpensive to mine, and on a per Btu basis it is generally much less costly to produce than other energy sources. Its chief drawbacks are the environmental, health and safety concerns that must be addressed in its production and consumption. Historically, coal has played a major role in US energy markets. Coal fueled the railroads, heated the homes, powered the factories. and provided the raw materials for steel-making. In 1920, coal supplied over three times the amount of energy of oil, gas, and hydro combined. From 1920 until the mid 1970s, coal production remained fairly constant at 400 to 600 million short tons a year. Rapid increases in overall energy demands, which began during and after World War II were mostly met by oil and gas. By the mid 1940s, coal represented only half of total energy consumption in the US. In fact, post-war coal production, which had risen in support of the war effort and the postwar Marshall plan, decreased approximately 25 percent between 1945 and 1960. Coal demand in the post-war era up until the 1970s was characterized by increasing coal use by the electric utilities but decreasing coal use in many other markets (e.g., rail transportation). The oil price shocks of the 1970s, combined with natural gas shortages and problems with nuclear power, returned coal to a position of prominence. The greatly expanded use of coal was seen as a key building block in US energy strategies of the 1970s. Coal production increased from 613 million short tons per year in 1970 to 950 million short tons in 1988, up over 50 percent.

    This report presents the results of a preliminary investigation into opportunities for gas conservation in Long Island Lighting Company's commercial sector. It focusses on gas-fired heating equipment. Various sources of data are examined in order to characterize the commercial buildings and equipment in the service territory. Several key pieces of information necessary to predict savings potential are identified. These include the efficiencies and size distribution of existing equipment. Twenty-one specific conservation measures are identified and their applicability is discussed in terms of equipment size. Recommendations include improving the characterization of existing buildings and equipment, and developing a greater understanding of the savings and costs of conservation measures, and their interactions, especially in the middle size range of buildings and equipment.

    Supersymmetric scenarios incorporating thermal leptogenesis as the origin of the observed matter-antimatter asymmetry generically predict abundances of the primordial elements which are in conflict with observations. In this paper we propose a simple way to circumvent this tension and accommodate naturally thermal leptogenesis and primordial nucleosynthesis. We postulate the existence of a light hidden sector, coupled very weakly to the Minimal Supersymmetric Standard Model, which opens up new decay channels for the next-to-lightest supersymmetric particle, thus diluting its abundance during nucleosynthesis. We present a general model-independent analysis of this mechanism as well as two concrete realizations, and describe the relevant cosmological and astrophysical bounds and implications for this dark matter scenario. Possible experimental signatures at colliders and in cosmic-ray observations are also discussed.

    We analyse three cosmological scenarios with interaction in the dark sector, which are particular cases of a general expression for the energy flux from vacuum to matter. In the first case the interaction leads to a transition from an unstable de Sitter phase to a radiation dominated universe, avoiding in this way the initial singularity. In the second case the interaction gives rise to a slow-roll power-law inflation. Finally, the third scenario is a concordance model for the late-time universe, with the vacuum term decaying into cold dark matter. We identify the physics behind these forms of interaction and show that they can be described as particular types of the modified Chaplygin gas.

    An important commitment in the UN Framework Convention on Climate Change is to conduct mitigation analysis and to communicate climate change measures and policies. In major part reducing CO{sub 2} as well as the other greenhouse gas emissions in Kazakstan, can be a side-product of measures addressed to increasing energy efficiency. Since such measures are very important for the national economy, mitigation strategies in the energy sector of Kazakstan are directly connected with the general national strategy of the energy sector development. This paper outlines the main measures and technologies in energy sector of Kazakstan which can lead to GHG emissions reduction and presents the results of current mitigation assessment. The mitigation analysis is addressed to energy production sector. A baseline and six mitigation scenarios were developed to evaluate the most attractive mitigation options, focusing on specific technologies which have been already included in sustainable energy programs. According to the baseline projection, Kazakstan`s CO{sub 2} emissions will not exceed their 1990 level until 2005. The potential for CO{sub 2} emission reduction is estimated to be about 11 % of the base line emission level by the end of considered period (in 2020). The main mitigation options in the energy production sector in terms of mitigation potential and technical and economical feasibility include rehabilitation of thermal power plants aimed to increasing efficiency, use of nuclear energy and further expansion in the use of hydro energy based on small hydroelectric power plants.

    This article describes how the organization of the electric energy sector in Argentina has changed dramatically from a sector in which state-owned companies worked under a central planning to one in which private companies make their own decisions. The way that the electrical system used to work can be shown by these statements: demand growth estimated by central planning team; projects to be developed and the timetable determined by the same team; unit operations ruled by central dispatch, and under state-owned companies responsibility; integration with neighbor countries focused on physical projects, such as Salto Grande with Uruguay and Yacyreta with Paraguay. Today the electrical system works under these rules: the system has been vertically separated and the companies cannot be integrated; electric energy is considered as an ordinary wealth and the value that consumers give it is taken into account, (the distribution companies pay consumers a penalty for the energy that they cannot supply, the penalty is worth the economic damage consumers suffer due to its lack); producers have to compete for demand. They can sell in two ways: sell under private agreements or sell to the system. Both ways of selling compete with each other because the system buys giving priority to lower costs and, as a consequence, some of the producers do not sell at all.

Proponents of outsourcing collection to the private sector argue that in contrast to the public sector, it is more effective and efficient in delivering services. This essay is a comparative case study of efficiency and effectiveness attributes between the public and the formal private sector, in relation to the collection of commercial waste in Gaborone. The paper is based on analysis of secondary data and key informant interviews. It was found that while, the private sector performed comparatively well in most of the chosen indicators of efficiency and effectiveness, the public sector also had areas where it had a competitive advantage. For instance, the private sector used the collection crew more efficiently, while the public sector was found to have a more reliable workforce. The study recommends that, while formal private sector participation in waste collection has some positive effects in terms of quality of service rendered, in most developing countries, it has to be enhanced by building sufficient capacity within the public sector on information about services contracted out and evaluation of performance criteria within the contracting process.

  10. Global Climate Change and the Transportation Sector: An Update on Issues and Mitigation Options

    It is clear from numerous energy/economic modeling exercises that addressing the challenges posed by global climate change will eventually require the active participation of all industrial sectors and all consumers on the planet. Yet, these and similar modeling exercises indicate that large stationary CO2 point sources (e.g., refineries and fossil-fired electric power plants) are often the first targets considered for serious CO2 emissions mitigation. Without participation of all sectors of the global economy, however, the challenges of climate change mitigation will not be met. Because of its operating characteristics, price structure, dependence on virtually one energy source (oil), enormous installed infrastructure, and limited technology alternatives, at least in the near-term, the transportation sector will likely represent a particularly difficult challenge for CO2 emissions mitigation. Our research shows that climate change induced price signals (i.e., putting a price on carbon that is emitted to the atmosphere) are in the near term insufficient to drive fundamental shifts in demand for energy services or to transform the way these services are provided in the transportation sector. We believe that a technological revolution will be necessary to accomplish the significant reduction of greenhouse gas emissions from the transportation sector. This paper presents an update of ongoing research into a variety of technological options that exist for decarbonizing the transportation sector and the various tradeoffs among them.

    Government facilities and services are often the largest energy users and major purchasers of energy-using equipment within a country. In developing as well as industrial countries, government ''leadership by example'' can be a powerful force to shift the market toward energy efficiency, complementing other elements of a national energy efficiency strategy. Benefits from more efficient energy management in government facilities and operations include lower government energy bills, reduced greenhouse gas emissions, less demand on electric utility systems, and in many cases reduced dependence on imported oil. Even more significantly, the government sector's buying power and example to others can generate broader demand for energy-efficient products and services, creating entry markets for domestic suppliers and stimulating competition in providing high-efficiency products and services. Despite these benefits, with the exception of a few countries government sector actions have often lagged behind other energy efficiency policies. This is especially true in developing countries and transition economies - even though energy used by public agencies in these countries may represent at least as large a share of total energy use as the public sector in industrial economies. This paper summarizes work in progress to inventory current programs and policies for government sector energy efficiency in developing countries, and describes successful case studies from Mexico's implementation of energy management in the public sector. We show how these policies in Mexico, begun at the federal level, have more recently been extended to state and local agencies, and consider the applicability of this model to other developing countries.

  12. Energy Demand: Limits on the Response to Higher Energy Prices in the End-Use Sectors (released in AEO2007)

    Energy consumption in the end-use demand sectorsresidential, commercial, industrial, and transportationgenerally shows only limited change when energy prices increase. Several factors that limit the sensitivity of end-use energy demand to price signals are common across the end-use sectors. For example, because energy generally is consumed in long-lived capital equipment, short-run consumer responses to changes in energy prices are limited to reductions in the use of energy services or, in a few cases, fuel switching; and because energy services affect such critical lifestyle areas as personal comfort, medical services, and travel, end-use consumers often are willing to absorb price increases rather than cut back on energy use, especially when they are uncertain whether price increases will be long-lasting. Manufacturers, on the other hand, often are able to pass along higher energy costs, especially in cases where energy inputs are a relatively minor component of production costs. In economic terms, short-run energy demand typically is inelastic, and long-run energy demand is less inelastic or moderately elastic at best.

    The Oak Ridge National Laboratory recently completed work on a report commissioned by the US Congress from the Department of Energy entitled A Compendium of Options for Government Policy to Encourage Private Sector Responses to Potential Climate Change'' (US DOE 1989). Four classes of incentives (regulatory, fiscal, informational, and RD D) were surveyed in the context of greenhouse-related activities in five economic sectors as depicted in Figure 1. As the example shows, for each activity general policies and specific options were considered. The paper presented here does not summarize the DOE study but identifies some of the lessons ORNL staff learned during the study about policies to deal with potential global warming. 21 refs., 1 fig.

    A study on the economy of Taiwan, with special reference to the energy sector, revealed the following: Taiwan's rapid export-driven economic growth in the 1970s and 1980s has earned them the rank of ''Newly Industrialized Countries.'' Coal reserves measure less than 1 billion tons, and annual output has declined to below 2 million tons per year. Marginal amounts of crude are produced. Natural gas resources have been exploited both on- and offshore, through production amounts to little more than 1 billion cubic meters per year. Domestic hydrocarbon production is forecast to decline. Taiwan prssesses an estimated 5300 mW of exploitable hydropower capacity, of which 2564 mW had been installed by 1986. Taiwan has undertaken a massive program of nuclear power construction in response to the rapid rise in oil prices during the 1970s. Energy demand has risen an average of 9.0 percent per year since 1954, while real GNP has grown 8.6 percent per year. Sine 1980, oil has provided a lower share of total energy demand. Oil demand for transport has continued to grow rapidly. Declining production of domestic natural gas has led Taiwan to initiate LNG imports from Indonesia beginning in 1990. Coal has regained some of its earlier importance in Taiwan's energy structure. With declining domestic production, imports now provide nearly 90 percent of total coal demand. Taiwan is basically self-sufficient in refining capacity. Energy demand is expected to grow 5.4 percent per year through the yeat 2000. With declining output of domestic resources, energy dependency on imports will rise from its current 90 percent level. Government policy recognizes this external dependency and has directed it efforts at diversification of suppliers. 18 refs., 11 figs., 40 tabs.

    Based on extensive experience of the US Agency for International Development (USAID) with power sector liberalization in developing countries over the past decade, it has become clear that liberalization is a powerful tool for helping achieve sustainable and environmentally sound social and economic development. The basic driving forces for liberalization are: The need for additional energy to support sustainable economic and social development; the lack of public sector financial resources for system improvement; the inefficiency of existing power generation, transmission, distribution and end use; and the poor environmental performance of public sector power utilities. Power sector liberalization has brought the benefits of greater efficiency in the power sector, increased investment, more economic pricing, greater independence from political interference, increased competition and dampening of tariff increase, and better environmental protection. Care needs to be taken, however, to insure that progress in the areas of energy efficiency, renewable energy, and rural electrification are not compromised in the drive to liberalize. USAID firmly believes that power sector liberalization offers a fundamental opportunity to all countries to improve the sustainable supply and use of energy for productive purposes for this and future generations. All nations should seriously consider energy sector liberalization and one or more of the various approaches.

    The transportation fuel and energy use estimates developed a Oak Ridge National Laboratory (ORNL) for the End Use Energy Consumption Data Base are documented. The total data base contains estimates of energy use in the United States broken down into many categories within all sectors of the economy: agriculture, mining, construction, manufacturing, commerce, the household, electric utilities, and transportation. The transportation data provided by ORNL generally cover each of the 10 years from 1967 through 1976 (occasionally 1977 and 1978), with omissions in some models. The estimtes are broken down by mode of transport, fuel, region and State, sector of the economy providing transportation, and by the use to which it is put, and, in the case of automobile and bus travel, by the income of the traveler. Fuel types include natural gas, motor and aviation gasoline, residual and diesel oil, liuqefied propane, liquefied butane, and naphtha- and kerosene-type jet engine fuels. Electricity use is also estimated. The mode, fuel, sector, and use categories themselves subsume one, two, or three levels of subcategories, resulting in a very detailed categorization and definitive accounting.

    These studies describe how fuel shares have changed over time; determine what factors are important in promoting fuel share changes; and project fuel shares to the year 1995 in the industrial sector. A general characterization of changes in fuel shares of four fuel types - coal, natural gas, oil and electricity - for the industrial sector is as follows. Coal as a major fuel source declined rapidly from 1958 to the early 1970s, with oil and natural gas substituting for coal. Coal's share of total fuels stabilized after the oil price shock of 1972-1973, and increased after the 1979 price shock. In the period since 1973, most industries and the industrial sector as a whole appear to freely substitute natural gas for oil, and vice versa. Throughout the period 1958-1981, the share of electricity as a fuel increased. These observations are derived from analyzing the fuel share patterns of more than 20 industries over the 24-year period 1958 to 1981.

    The telecommunications sector plays a pivotal role in the system of increasingly connected and interdependent networks that make up national infrastructure. An assessment of the probable structure and function of the bit-moving industry in the twenty-first century must include issues associated with the surety of telecommunications. The term surety, as used here, means confidence in the acceptable behavior of a system in both intended and unintended circumstances. This paper outlines various engineering approaches to surety in systems, generally, and in the telecommunications infrastructure, specifically. It uses the experience and expectations of the telecommunications system of the US as an example of the global challenges. The paper examines the principal factors underlying the change to more distributed systems in this sector, assesses surety issues associated with these changes, and suggests several possible strategies for mitigation. It also studies the ramifications of what could happen if this sector became a target for those seeking to compromise a nation`s security and economic well being. Experts in this area generally agree that the U. S. telecommunications sector will eventually respond in a way that meets market demands for surety. Questions remain open, however, about confidence in the telecommunications sector and the nation`s infrastructure during unintended circumstances--such as those posed by information warfare or by cascading software failures. Resolution of these questions is complicated by the lack of clear accountability of the private and the public sectors for the surety of telecommunications.

    This paper seeks to briefly characterize the evolving role of power sector regulation. Given current global dynamics, regulation of the power sector is undergoing dramatic changes. This transformation is being driven by various factors including technological advances and cost reductions in renewable energy, energy efficiency, and demand management; increasing air pollution and climate change concerns; and persistent pressure for ensuring sustainable economic development and increased access to energy services by the poor. These issues add to the already complex task of power sector regulation, of which the fundamental remit remains to objectively and transparently ensure least-cost service delivery at high quality. While no single regulatory task is trivial to undertake, it is the prioritization and harmonization of a multitude of objectives that exemplifies the essential challenge of power sector regulation. Evolving regulatory roles can be understood through the concept of existing objectives and an additional layer of emerging objectives. Following this categorization, we describe seven existing objectives of power sector regulators and nine emerging objectives, highlighting key challenges and outlining interdependencies. This essay serves as a preliminary installment in the Clean Energy Regulatory Initiative (CERI) series, and aims to lay the groundwork for subsequent reports and case studies that will explore these topics in more depth.

    Dark energy in General Relativity is typically non-interacting with other matter. However, it is possible that the dark energy interacts with the dark matter, and in this case, the dark matter can violate the universality of free fall (the weak equivalence principle). We show that some forms of the dark sector interaction do not violate weak equivalence. For those interactions that do violate weak equivalence, there are no available laboratory experiments to probe this violation for dark matter. But cosmology provides a test for violations of the equivalence principle between dark matter and baryons—via a test for consistency of the observed galaxy velocities with the Euler equation.

The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, and FORTRAN source code. This reference document provides a detailed description for energy analysts, other users, and the public. The NEMS Residential Sector Demand Module is currently used for mid-term forecasting purposes and energy policy analysis over the forecast horizon of 1993 through 2020. The model generates forecasts of energy demand for the residential sector by service, fuel, and Census Division.     This report presents the results of a preliminary investigation into opportunities for gas conservation in Long Island Lighting Company`s commercial sector. It focusses on gas-fired heating equipment. Various sources of data are examined in order to characterize the commercial buildings and equipment in the service territory. Several key pieces of information necessary to predict savings potential are identified. These include the efficiencies and size distribution of existing equipment. Twenty-one specific conservation measures are identified and their applicability is discussed in terms of equipment size. Recommendations include improving the characterization of existing buildings and equipment, and developing a greater understanding of the savings and costs of conservation measures, and their interactions, especially in the middle size range of buildings and equipment.

Despite a slip in refined products demand in recent years, Philippines products demand will rebound sharply by 2000, East-West Center (EWC), Honolulu, predicts. Philippines planned refinery expansions are expected to meet that added demand, EWC Director Fereidun Fesharaki says. Like the rest of the Asia-Pacific region, product specifications are changing, but major refiners in the area expect to meet the changes without major case outlays.     This report documents the objectives, analytical approach and development of the National Energy Modeling System (NEMS) Commercial Sector Demand Module. The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. The NEMS Commercial Sector Demand Module is a simulation tool based upon economic and engineering relationships that models commercial sector energy demands at the nine Census Division level of detail for eleven distinct categories of commercial buildings. Commercial equipment selections are performed for the major fuels of electricity, natural gas, and distillate fuel, for the major services of space heating, space cooling, water heating, ventilation, cooking, refrigeration, and lighting. The algorithm also models demand for the minor fuels of residual oil, liquefied petroleum gas, steam coal, motor gasoline, and kerosene, the renewable fuel sources of wood and municipal solid waste, and the minor services of office equipment. Section 2 of this report discusses the purpose of the model, detailing its objectives, primary input and output quantities, and the relationship of the Commercial Module to the other modules of the NEMS system. Section 3 of the report describes the rationale behind the model design, providing insights into further assumptions utilized in the model development process to this point.     For the industrial sector, the Energy Information Administration's (EIA) analysis and projection efforts generally have focused on the energy-intensive industriesfood, bulk chemicals, refining, glass, cement, steel, and aluminumwhere energy cost averages 4.8% of annual operating cost. Detailed process flows and energy intensity indicators have been developed for narrowly defined industry groups in the energy-intensive manufacturing sector. The non-energy-intensive manufacturing industries, where energy cost averages 1.9% of annual operating cost, previously have received somewhat less attention, however. In Annual Energy Outlook 2006 (AEO), energy demand projections were provided for two broadly aggregated industry groups in the non-energy-intensive manufacturing sector: metal-based durables and other non-energy-intensive. In the AEO2006 projections, the two groups accounted for more than 50% of the projected increase in industrial natural gas consumption from 2004 to 2030.

    Mr. Bajer feels that elimination of many federal conservation programs will have no effect on the US goal of reducing oil imports because the private sector can do a better job of providing these efforts. He notes that many government programs were the result of overreaction to the 1973 oil embargo, when Congress misread the public's willingness to respond. The American people have taken the initiative, however, and have reduced their energy consumption and import rates. Mr. Bajer further notes that, according to the DOE Office of Policy, Planning and Analysis, DOE's conservation programs accounted for less than 5% of reduction of energy use per unit of GNP. He thinks that new policies will allow market forces to continue providing conservation incentives and will remove government intervention and competition with the private sector. (DCK)

    In this new working paper, the authors focus specifically on what would be necessary to achieve High Level Panel-style goals and targets for water, energy and transport, if these were to be eventually adopted by world leaders. In all three cases, much of the advocacy - and the proposed High Level Panel goals - have emphasized the need to strive for universal and sustainable access to at least basic levels of services from these sectors. Many of the proposals for post-2015 goals and targets appear ambitious, but what would it take to achieve them? This paper assesses what is needed to achieve goals for universal and sustainable access to infrastructure, specifically water, energy and transport. Using illustrative goals and targets, the paper reviews the development challenges in each sector, and what will be necessary to overcome the barriers to universal and sustainable access to water, energy and transport infrastructure services, in the areas of governance, finance, capacity development and environmental protection. The paper ends with general conclusions about infrastructure in the post-2015 development agenda.

    As an example of private sector initiatives in energy conservation, Prudential's energy management program is highlighted. In Phase I specific hours of operation were permitted, temperatures were maintained at a prescribed level, and lighting standards were reduced. In Phase II, inefficient HVAC systems were upgraded, timing switches and energy management computers were installed, solar film was applied to windows, and metering utilities were separated. An energy consumption tracking system called PACE was also instrumented to maintain the achieved objectives by monthly measuring.

    SEDS is a stochastic engineering-economics model that forecasts economy-wide energy consumption in the U.S. to 2050. It is the product of multi-laboratory collaboration among the National Renewable Energy Laboratory (NREL), Pacific Northwest National Laboratory (PNNL), Argonne National Laboratory (ANL), Lawrence Berkeley National Laboratory (LBNL), and Lumina Decision Systems. Among national energy models, SEDS is unique, as it is the only model written to explicitly incorporate uncertainty in its inputs and outputs. The primary purpose of SEDS is to estimate the impact of various US Department of Energy (DOE)R&D and policy programs on the performance and subsequent adoption rates of technologies relating to every energy consuming sector of the economy (shown below). It has previously been used to assist DOE in complying with the Government Performance and Results Act of 1993 (GPRA). The focus of LBNL research has been exclusively on develop the buildings model (SBEAM), which is capable of running as a stand-alone forecasting model, or as a part of SEDS as a whole. The full version of SEDS, containing all sectors and interaction is also called the 'integrated' version and is managed by NREL. Forecasts from SEDS are often compared to those coming from National Energy Modeling System (NEMS). The intention of this document is to present new users and developers with a general description of the purpose, functionality and structure of the buildings module within the Stochastic Energy Deployment System (SEDS). The Buildings module, which is capable of running as a standalone model, is also called the Stochastic Buildings Energy and Adoption Model (SBEAM). This document will focus exclusively on SBEAM and its interaction with other major sector modules present within SEDS. The methodologies and major assumptions employed in SBEAM will also be discussed.     Pacific Northwest National Laboratory (PNNL) modeled the employment impacts of a major national initiative to accelerate energy efficiency trends at one of two levels: • 15 percent savings by 2030. In this scenario, efficiency activities save about 15 percent of the Annual Energy Outlook (AEO) Reference Case electricity consumption by 2030. It is assumed that additional energy savings in both the residential and commercial sectors begin in 2015 at zero, and then increase in an S-shaped market penetration curve, with the level of savings equal to about 7.0 percent of the AEO 2014 U.S. national residential and commercial electricity consumption saved by 2020, 14.8 percent by 2025, and 15 percent by 2030. • 10 percent savings by 2030. In this scenario, additional savings begin at zero in 2015, increase to 3.8 percent in 2020, 9.8 percent by 2025, and 10 percent of the AEO reference case value by 2030. The analysis of the 15 percent case indicates that by 2030 more than 300,000 new jobs would likely result from such policies, including an annual average of more than 60,000 jobs directly supporting the installation and maintenance of energy efficiency measures and practices. These are new jobs resulting initially from the investment associated with the construction of more energy-efficient new buildings or the retrofit of existing buildings and would be sustained for as long as the investment continues. Based on what is known about the current level of building-sector energy efficiency jobs, this would represent an increase of more than 10 percent from the current estimated level of over 450,000 such jobs. The more significant and longer-lasting effect comes from the redirection of energy bill savings toward the purchase of other goods and services in the general economy, with its attendant influence on increasing the total number of jobs. This example analysis utilized PNNL’s ImSET model, a modeling framework that PNNL has used over the past two decades to assess

    The industrial sector has accounted for more than 50% of China’s final energy consumption in the past 30 years. Understanding the future emissions and emissions mitigation opportunities depends on proper characterization of the present-day industrial energy use, as well as industrial demand drivers and technological opportunities in the future. Traditionally, however, integrated assessment research has handled the industrial sector of China in a highly aggregate form. In this study, we develop a technologically detailed, service-oriented representation of 11 industrial subsectors in China, and analyze a suite of scenarios of future industrial demand growth. We find that, due to anticipated saturation of China’s per-capita demands of basic industrial goods, industrial energy demand and CO2 emissions approach a plateau between 2030 and 2040, then decrease gradually. Still, without emissions mitigation policies, the industrial sector remains heavily reliant on coal, and therefore emissions-intensive. With carbon prices, we observe some degree of industrial sector electrification, deployment of CCS at large industrial point sources of CO2 emissions at low carbon prices, an increase in the share of CHP systems at industrial facilities. These technological responses amount to reductions of industrial emissions (including indirect emission from electricity) are of 24% in 2050 and 66% in 2095.

    A hybrid hydrogen-carbon (H{sub 2}CAR) process for the production of liquid hydrocarbon fuels is proposed wherein biomass is the carbon source and hydrogen is supplied from carbon-free energy. To implement this concept, a process has been designed to co-feed a biomass gasifier with H{sub 2} and CO{sub 2} recycled from the H{sub 2}-CO to liquid conversion reactor. Modeling of this biomass to liquids process has identified several major advantages of the H{sub 2}CAR process. The land area needed to grow the biomass is <40% of that needed by other routes that solely use biomass to support the entire transportation sector. Whereras the literature estimates known processes to be able to produce {approx}30% of the United States transportation fuel from the annual biomass of 1.366 billion tons, the H{sub 2}CAR process shows the potential to supply the entire United States transportation sector from that quantity of biomass. The synthesized liquid provides H{sub 2} storage in an open loop system. Reduction to practice of the H{sub 2}CAR route has the potential to provide the transportation sector for the foreseeable future, using the existing infrastructure. The rationale of using H{sub 2} in the H{sub 2}CAR process is explained by the significantly higher annualized average solar energy conversion efficiency for hydrogen generation versus that for biomass growth. For coal to liquids, the advantage of H{sub 2}CAR is that there is no additional CO{sub 2} release to the atmosphere due to the replacement of petroleum with coal, thus eliminating the need to sequester CO{sub 2}.

    We investigate the interacting dark sector composed of dark matter, dark energy, and dark radiation for a spatially flat Friedmann-Robertson-Walker (FRW) background by introducing a three-dimensional internal space spanned by the interaction vector Q and solve the source equation for a linear transversal interaction. Then, we explore a realistic model with dark matter coupled to a scalar field plus a decoupled radiation term, analyze the amount of dark energy in the radiation era and find that our model is consistent with the recent measurements of cosmic microwave background anisotropy coming from Planck along with the future constraints achievable by CMBPol experiment.

    Non-residential sectors offer many promising applications for electrical storage (batteries) and photovoltaics (PVs). However, choosing and operating storage under complex tariff structures poses a daunting technical and economic problem that may discourage potential customers and result in lost carbon and economic savings. Equipment vendors are unlikely to provide adequate environmental analysis or unbiased economic results to potential clients, and are even less likely to completely describe the robustness of choices in the face of changing fuel prices and tariffs. Given these considerations, researchers at Lawrence Berkeley National Laboratory (LBNL) have designed the Storage Viability and Optimization Web Service (SVOW): a tool that helps building owners, operators and managers to decide if storage technologies and PVs merit deeper analysis. SVOW is an open access, web-based energy storage and PV analysis calculator, accessible by secure remote login. Upon first login, the user sees an overview of the parameters: load profile, tariff, technologies, and solar radiation location. Each parameter has a pull-down list of possible predefined inputs and users may upload their own as necessary. Since the non-residential sectors encompass a broad range of facilities with fundamentally different characteristics, the tool starts by asking the users to select a load profile from a limited cohort group of example facilities. The example facilities are categorized according to their North American Industry Classification System (NAICS) code. After the load profile selection, users select a predefined tariff or use the widget to create their own. The technologies and solar radiation menus operate in a similar fashion. After these four parameters have been inputted, the users have to select an optimization setting as well as an optimization objective.     The Binding Architecture is an open architecture for building multimedia networks that must guarantee Quality of Service (QOS). In this paper, we explore the notion of a service in the Binding Architecture and propose a conceptual model for building scalable multimedia distribution services based on it. We begin first by examining the relation between resources, their abstractions and the services that can be built from them and use this to derive a general model for binding. Based on this model, we identify a general set of capabilities required for building any multimedia distribution service. We also describe how these capabilities can be incorporated into our view of the service creation process. Finally, we augment our discussion with the description of an example service which we have developed using this paradigm.

    We present an extension of the standard model to dark sector with an unbroken local dark U(1){sub X} symmetry. Including various singlet portal interactions provided by the standard model Higgs, right-handed neutrinos and kinetic mixing, we show that the model can address most of phenomenological issues (inflation, neutrino mass and mixing, baryon number asymmetry, dark matter, direct/indirect dark matter searches, some scale scale puzzles of the standard collisionless cold dark matter, vacuum stability of the standard model Higgs potential, dark radiation) and be regarded as an alternative to the standard model. The Higgs signal strength is equal to one as in the standard model for unbroken U(1){sub X} case with a scalar dark matter, but it could be less than one independent of decay channels if the dark matter is a dark sector fermion or if U(1){sub X} is spontaneously broken, because of a mixing with a new neutral scalar boson in the models.

    This report officially releases the compilation of regional 1989 retail customer sector sales data by the Bonneville Power Administration. This report is intended to enable detailed examination of annual regional electricity consumption. It gives statistics covering the time period 1970--1989, and also provides observations based on statistics covering the 1983--1989 time period. The electricity use report is the only information source that provides data obtained from each utility in the region based on the amount of electricity they sell to consumers annually. Data is provided on each retail customer sector: residential, commercial, industrial, direct-service industrial, and irrigation. The data specifically supports forecasting activities, rate development, conservation and market assessments, and conservation and market program development and delivery. All of these activities require a detailed look at electricity use. 25 figs., 34 tabs.

    This report is an update of a report that summarized the current and near-term commercial and disposal of radioactive and mixed waste. This report was capacity for the treatment, storage, dating and written for the Idaho National Engineering Laboratory (INEL) with the objective of updating and expanding the report entitled ``Review of Private Sector Treatment, Storage, and Disposal Capacity for Radioactive Waste``, (INEL-95/0020, January 1995). The capacity to process radioactively-contaminated protective clothing and/or respirators was added to the list of private sector capabilities to be assessed. Of the 20 companies surveyed in the previous report, 14 responded to the request for additional information, five did not respond, and one asked to be deleted from the survey. One additional company was identified as being capable of performing LLMW treatability studies and six were identified as providers of laundering services for radioactively-contaminated protective clothing and/or respirators.

    This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

  15. Utility Sector Impacts of Reduced Electricity Demand

    This report presents a new approach to estimating the marginal utility sector impacts associated with electricity demand reductions. The method uses publicly available data and provides results in the form of time series of impact factors. The input data are taken from the Energy Information Agency's Annual Energy Outlook (AEO) projections of how the electric system might evolve in the reference case, and in a number of side cases that incorporate different effciency and other policy assumptions. The data published with the AEO are used to define quantitative relationships between demand-side electricity reductions by end use and supply-side changes to capacity by plant type, generation by fuel type and emissions of CO2, Hg, NOx and SO2. The impact factors define the change in each of these quantities per unit reduction in site electricity demand. We find that the relative variation in these impacts by end use is small, but the time variation can be significant.

    This report summarizes Detection and Analysis of Threats to the Energy Sector (DATES), a project sponsored by the United States Department of Energy and performed by a team led by SRI International, with collaboration from Sandia National Laboratories, ArcSight, Inc., and Invensys Process Systems. DATES sought to advance the state of the practice in intrusion detection and situational awareness with respect to cyber attacks in energy systems. This was achieved through adaptation of detection algorithms for process systems as well as development of novel anomaly detection techniques suited for such systems into a detection suite. These detection components, together with third-party commercial security systems, were interfaced with the commercial Security Information Event Management (SIEM) solution from ArcSight. The efficacy of the integrated solution was demonstrated on two testbeds, one based on a Distributed Control System (DCS) from Invensys, and the other based on the Virtual Control System Environment (VCSE) from Sandia. These achievements advance the DOE Cybersecurity Roadmap [DOE2006] goals in the area of security monitoring. The project ran from October 2007 until March 2010, with the final six months focused on experimentation. In the validation phase, team members from SRI and Sandia coupled the two test environments and carried out a number of distributed and cross-site attacks against various points in one or both testbeds. Alert messages from the distributed, heterogeneous detection components were correlated using the ArcSight SIEM platform, providing within-site and cross-site views of the attacks. In particular, the team demonstrated detection and visualization of network zone traversal and denial-of-service attacks. These capabilities were presented to the DistribuTech Conference and Exhibition in March 2010. The project was hampered by interruption of funding due to continuing resolution issues and agreement on cost share for four months in 2008

    The purpose of this presentation is to provide an in-depth discussion of the possible evolution of unbundling of services in a competitive environment. The author discusses unbundling from both a technical/engineering and an economic perspective. The main thrust of the talk is threefold: (a) that in the long run the potential for unbundling of services is extremely large from an engineering perspective; (b) that the form of the initial industry structure will have an important impact on the extent of service unbundling; and (c) that unbundling of wholesale related services is where most of the initial demand will be. (A) Engineering Perspectives on Unbundling: A large proportion of ancillary services can be provided in a competitive framework with current technologies. The author discusses those that current technologies may not facilitate such a decentralized approach. (B) The relation between unbundling and industry structure: Not all industry structures provide the same incentives for the independent service operator (ISO) to unbundle its services. Direct access provides incentives to suppliers to provide ancillary services to its own customers. Such incentive is limited by more centralized organizational modes. (C) Different Demand for Wholesale and Retail Unbundling: Lessons from other sectors: The experience with unbundling in telecommunications is illuminating. Wholesale unbundling, when allowed, has turned out to be a key component of competition. Retail unbundling is limited by customer sophistication. Indeed, retail unbundling will evolve in waves: initially retail customers will demand bundled services, as complexity of services may overwhelm customer sophistication. As customer sophistication increases and technology improves, the demand for partial unbundling increases providing opportunities for speicialized firms to provide partially unbundled services.

    This report provides a detailed, bottom-up analysis ofenergy consumption in China. It recalibrates official Chinese governmentstatistics by reallocating primary energy into categories more commonlyused in international comparisons. It also provides an analysis of trendsin sectoral energy consumption over the past decades. Finally, itassesses the future outlook for the critical period extending to 2020,based on assumptions of likely patterns of economic activity,availability of energy services, and energy intensities. The followingare some highlights of the study's findings: * A reallocation of sectorenergy consumption from the 2000 official Chinese government statisticsfinds that: * Buildings account for 25 percent of primary energy, insteadof 19 percent * Industry accounts for 61 percent of energy instead of 69percent * Industrial energy made a large and unexpected leap between2000-2005, growing by an astonishing 50 percent in the 3 years between2002 and 2005. * Energy consumption in the iron and steel industry was 40percent higher than predicted * Energy consumption in the cement industrywas 54 percent higher than predicted * Overall energy intensity in theindustrial sector grew between 2000 and 2003. This is largely due tointernal shifts towards the most energy-intensive sub-sectors, an effectwhich more than counterbalances the impact of efficiency increases. *Industry accounted for 63 percent of total primary energy consumption in2005 - it is expected to continue to dominate energy consumption through2020, dropping only to 60 percent by that year. * Even assuming thatgrowth rates in 2005-2020 will return to the levels of 2000-2003,industrial energy will grow from 42 EJ in 2005 to 72 EJ in 2020. * Thepercentage of transport energy used to carry passengers (instead offreight) will double from 37 percent to 52 percent between 2000 to 2020,.Much of this increase is due to private car ownership, which willincrease by a factor of 15 from 5.1 million in 2000 to 77

  11. Modeling diffusion of electrical appliances in the residential sector

    This paper presents a methodology for modeling residential appliance uptake as a function of root macroeconomic drivers. The analysis concentrates on four major energy end uses in the residential sector: refrigerators, washing machines, televisions and air conditioners. The model employs linear regression analysis to parameterize appliance ownership in terms of household income, urbanization and electrification rates according to a standard binary choice (logistic) function. The underlying household appliance ownership data are gathered from a variety of sources including energy consumption and more general standard of living surveys. These data span a wide range of countries, including many developing countries for which appliance ownership is currently low, but likely to grow significantly over the next decades as a result of economic development. The result is a 'global' parameterization of appliance ownership rates as a function of widely available macroeconomic variables for the four appliances studied, which provides a reliable basis for interpolation where data are not available, and forecasting of ownership rates on a global scale. The main value of this method is to form the foundation of bottom-up energy demand forecasts, project energy-related greenhouse gas emissions, and allow for the construction of detailed emissions mitigation scenarios.

  12. Overview of mitigation policies and measures in the forestry sector

    In this paper the author addresses questions on how the forestry sector can make a contribution to the general problem of greenhouse gases in the environment. Primarily this is in the form of carbon conservation and sequestering. There is a potential land area for conservation and sequestration estimated to be 700 Mha. The total carbon that could be sequestered and conserved globally by 2050 on this land is 60 - 87 GtC. Slowing deforestation, assisting regeneration, forestation and agroforestry are the primary mitigation measures for carbon conservation and sequestration. For long term success, enforcement to halt deforestation has to be accompained by economic and/or other benefits to the deforesters that equal or exceed their current remuneration. Making plantations a significant fuel for utility electricity generation will require higher biomass yields and thermal efficiency matching that of conventional plants. Significant reduction of global carbon emissions requires national governments to institute measures that provide local, national, economic and other benefits while conserving and sequestering carbon.

    This thesis presents measurements of the oscillations of muon antineutrinos in the atmospheric sector, where world knowledge of antineutrino oscillations lags well behind the knowledge of neutrinos, as well as a search for {nu}{sub {mu}} {yields} {bar {nu}}{sub {mu}} transitions. Differences between neutrino and antineutrino oscillations could be a sign of physics beyond the Standard Model, including non-standard matter interactions or the violation of CPT symmetry. These measurements leverage the sign-selecting capabilities of the magnetized steel-scintillator MINOS detectors to analyze antineutrinos from the NuMI beam, both when it is in neutrino-mode and when it is in antineutrino-mode. Antineutrino oscillations are observed at |{Delta}{bar m}{sub atm}{sup 2}| = (3.36{sub -0.40}{sup +0.46}(stat) {+-} 0.06(syst)) x 10{sup -3} eV{sup 2} and sin{sup 2}(2{bar {theta}}{sub 23}) = 0.860{sub -0.12}{sup +0.11}(stat) {+-} 0.01(syst). The oscillation parameters measured for antineutrinos and those measured by MINOS for neutrinos differ by a large enough margin that the chance of obtaining two values as discrepant as those observed is only 2%, assuming the two measurements arise from the same underlying mechanism, with the same parameter values. No evidence is seen for neutrino-to-antineutrino transitions.

    The Next-to-Minimal Supersymmetric extension of the Standard Model (NMSSM) with a Higgs boson of mass 125 GeV can be compatible with stop masses of order of the electroweak scale, thereby reducing the degree of fine-tuning necessary to achieve electroweak symmetry breaking. Moreover, in an attractive region of the NMSSM parameter space, corresponding to the \\alignment limit" in which one of the neutral Higgs fields lies approximately in the same direction in field space as the doublet Higgs vacuum expectation value, the observed Higgs boson is predicted to have Standard- Model-like properties. We derive analytical expressions for the alignment conditions andmore » show that they point toward a more natural region of parameter space for electroweak symmetry breaking, while allowing for perturbativity of the theory up to the Planck scale. Additionally, the alignment limit in the NMSSM leads to a well defined spectrum in the Higgs and Higgsino sectors, and yields a rich and interesting Higgs boson phenomenology that can be tested at the LHC. Here, we discuss the most promising channels for discovery and present several benchmark points for further study.« less

    With increasing numbers of commercial and government services being considered for electronic delivery, effective vulnerability analysis will become increasingly critical, Organizing sets of proposed electronic services into security taxonomies will be a key part of this work. However, brute force enumeration of services and risks is inefficient, and ad hoc methods require re-invention with each new set of services. Furthermore, both such approaches fail to communicate effectively the tradeoffs between vulnerabilities and features in a set of electronic services, and fail to scale to large sets of service. From our experience advising players considering electronic delivery, we have developed a general, systematic, and scalable methodology that addresses these concerns. In this paper, we present this methodology, and apply it to the example of electronic services offered via kiosks (since kiosk systems are representative of a wide range of security issues in electronic commerce).

    Since 1985, there have been important changes in the Mexican petrochemical sector, including trade liberalization, deregulation and the elimination of subsidies. NAFTA represents another step towards liberalization of the sector. Given the low tariffs currently applied to international trade among the three nations, the authors do not anticipate major impacts of NAFTA on trade flows. Nevertheless, the elimination of restrictions to foreign investment is expected to increase capital flows into the sector and to promote productivity increases. On the other hand, the new barriers to trade in petrochemical feedstocks and the restrictions on private investment in infrastructure may negatively affect the sector`s growth, making it necessary to adjust domestic regulations to improve the performance of Pemex. 12 refs., 4 tabs.

    This report on the California Energy Balance version 2 (CALEB v2) database documents the latest update and improvements to CALEB version 1 (CALEB v1) and provides a complete picture of how energy is supplied and consumed in the State of California. The CALEB research team at Lawrence Berkeley National Laboratory (LBNL) performed the research and analysis described in this report. CALEB manages highly disaggregated data on energy supply, transformation, and end-use consumption for about 40 different energy commodities, from 1990 to 2008. This report describes in detail California's energy use from supply through end-use consumption as well as the data sources used. The report also analyzes trends in energy demand for the "Manufacturing" and "Building" sectors. Decomposition analysis of energy consumption combined with measures of the activity driving that consumption quantifies the effects of factors that shape energy consumption trends. The study finds that a decrease in energy intensity has had a very significant impact on reducing energy demand over the past 20 years. The largest impact can be observed in the industry sector where energy demand would have had increased by 358 trillion British thermal units (TBtu) if subsectoral energy intensities had remained at 1997 levels. Instead, energy demand actually decreased by 70 TBtu. In the "Building" sector, combined results from the "Service" and "Residential" subsectors suggest that energy demand would have increased by 264 TBtu (121 TBtu in the "Services" sector and 143 TBtu in the "Residential" sector) during the same period, 1997 to 2008. However, energy demand increased at a lesser rate, by only 162 TBtu (92 TBtu in the "Services" sector and 70 TBtu in the "Residential" sector). These energy intensity reductions can be indicative of energyefficiency improvements during the past 10 years. Foreign markets account for more than 80 percent of U.S. shipments of oil and gas field machinery. Foreign markets are expected to continue their importance to this industry, in the long term.     This paper reports that Alcorn International Inc., Houston, has disclosed a test of another hefty oil flow off Philippines. Alcorn last month completed its third high flowing delineation well in the West Linapacan area off Palawan Island. Development of West Linapacan field will help boost lagging Philippines oil production, which fell 31% in 1991 from 1990 levels. Philippines Office of Energy Affairs (OEA) also outlined other aspects of the country's oil and gas activity in 1991. Recent drilling successes have redirected the country's focus north to the West Linapacan area from older Northwest Palawan oil fields. Meantime, two geophysical survey and exploration contracts (GSECs) were awarded in 1991, and two service contracts (SCs) were relinquished during the year. Several seismic program were completed last year, and in agreement between Australia and Philippines will yield added seismic data during the next 3 years.

    We develop the generalized Cartan Calculus for the groups G = SL(2,R) × R+, SL(5,R) and SO(5,5). They are the underlying algebraic structures of d=9,7,6 exceptional field theory, respectively. These algebraic identities are needed for the "tensor hierarchy" structure in exceptional field theory. The validity of Poincar\\'e lemmas in this new differential geometry is also discussed. Lastly, we explore some possible extension of the generalized Cartan calculus beyond the exceptional series.

    China faces a significant challenge in the years ahead to continue to provide essential materials and products for a rapidly-growing economy while addressing pressing environmental concerns. China's industrial sector is heavily dependent on the country's abundant, yet polluting, coal resources. While tremendous energy conservation and environmental protection achievements were realized in the industrial sector in the past, there remains a great gulf between the China's level of energy efficiency and that of the advanced countries of the world. Internationally, significant energy efficiency improvement in the industrial sector has been realized in a number of countries using an innovative policy mechanism called Voluntary Agreements. This paper describes international experience with Voluntary Agreements in the industrial sector as well as the development of a pilot program to test the use of such agreements with two steel mills in Shandong Province, China.

    Throughout the U.S. energy services company (ESCO) industry's history, public and institutional sector customers have provided the greatest opportunities for ESCOs to develop projects. Generally speaking, these facilities are large, possess aging infrastructure, and have limited capital budgets for improvements. The convergence of these factors with strong enabling policy support makes performance contracting an attractive and viable option for these customers. Yet despite these shared characteristics and drivers, there is surprising variety of experience among public/institutional customers and projects. This collaborative study examines the public/institutional markets in detail by comparing the overarching models and project performance in the federal government and the ''MUSH'' markets municipal agencies (state/local government), universities/colleges, K-12 schools,and hospitals that have traditionally played host to much of the ESCO industry's activity. Results are drawn from a database of 1634 completed projects held in partnership by the National Association of Energy Services Companies and Lawrence Berkeley National Laboratory (the NAESCO/LBNL database), including 129 federal Super Energy Savings Performance Contracts (ESPC) provided by the Federal Energy Management Program (FEMP) (Strajnic and Nealon 2003). Project data results are supplemented by interviews with ESCOs.

    The United States Department of Energys (DOE) Energy Information Administration (EIA) conducts the Manufacturing Energy Consumption Survey (MECS) to provide detailed data on energy consumption in the manufacturing sector. The survey is a sample of approximately 15,000 manufacturing establishments selected from the Economic Census - Manufacturing Sector. MECS provides statistics on the consumption of energy by end uses (e.g., boilers, process, electric drives, etc.) disaggregated by North American Industry Classification System (NAICS) categories. The manufacturing sector (NAICS Sector 31-33) consists of all manufacturing establishments in the 50 States and the District of Columbia. According to the NAICS, the manufacturing sector comprises establishments engaged in the mechanical, physical, or chemical transformation of materials, substances, or components into new products. The establishments are physical facilities such as plants, factories, or mills. For many of the sectors in the MECS datasets, information is missing because the reported energy use is less than 0.5 units or BTUs, or is withheld to avoid disclosing data for individual establishments, or is withheld because the standard error is greater than 50%. We infer what the missing information likely are using several approximations techniques. First, much of the missing data can be easily calculated by adding or subtracting other values reported by MECS. If this is not possible (e.g. two data are missing), we look at historic MECS reports to help identify the breakdown of energy use in the past and assume it remained the same for the current MECS. Lastly, if historic data is also missing, we assume that 3 digit NAICS classifications predict energy use in their 4, 5, or 6 digit NAICS sub-classifications, or vice versa. Along with addressing data gaps, end use energy is disaggregated beyond the specified MECS allocations using additional industry specific energy consumption data. The result is a completed

    The Department of Energy (DOE), Office of Environmental Management (EM) continues to pursue cost-effective, environmental cleanup of the weapons complex sites with a concomitant emphasis on deployment of innovative technologies as a means to this end. The EM Office of Science and Technology (OST) pursues a strategy that entails identification of technologies that have potential applications throughout the DOE complex: at multiple DOE sites and at multiple facilities on those sites. It further encourages a competitive procurement process for the various applications entailed in the remediation of a given facility. These strategies require a competitive private-sector supplier base to help meet EM needs. OST supports technology development and deployment through investments in partnerships with private industry to enhance the acceptance of their technology products within the DOE market. Since 1992, OST and the National Energy Technology Laboratory (NETL) have supported the re search and development of technology products and services offered by the private sector. During this time, NETL has managed over 140 research and development projects involving industrial and university partners. These projects involve research in a broad range of EM related topics, including deactivation and decommissioning, characterization, monitoring, sensors, waste separation, groundwater remediation, robotics, and mixed waste treatment. Successful partnerships between DOE and Industry have resulted in viable options for EM's cleanup needs, and require continued marketing efforts to ensure that these technology solutions are used at multiple DOE sites and facilities.

    A project to improve and enhance the Industrial Sector Technology Use Model (ISTUM) was originated in the summer of 1983. The project had dix identifiable objectives: update the data base; improve run-time efficiency; revise the reference base case; conduct case studies; provide technical and promotional seminars; and organize a service bureau. This interim report describes which of these objectives have been met and which tasks remain to be completed. The most dramatic achievement has been in the area of run-time efficiency. From a model that required a large proportion of the total resources of a mainframe computer and a great deal of effort to operate, the current version of the model (ISTUM-PC) runs on an IBM Personal Computer. The reorganization required for the model to run on a PC has additional advantages: the modular programs are somewhat easier to understand and the data base is more accessible and easier to use. A simple description of the logic of the model is given in this report. To generate the necessary funds for completion of the model, a multiclient project is proposed. This project will extend the industry coverage to all the industrial sectors, including the construction of process flow models for chemicals and petroleum refining. The project will also calibrate this model to historical data and construct a base case and alternative scenarios. The model will be delivered to clients and training provided. 2 references, 4 figures, 3 tables.

    Trinidad and Tobago's petroleum sector remains at a crossroads. While heavily reliant on oil and gas for domestic energy consumption and hard currency export earnings, the small Caribbean island nation faces some tough choices in reviving its hydrocarbon sector in the 1990s. Exploration and production of crude oil have stagnated in recent years, and domestic refinery utilization remains low at 36%. However, substantial natural gas reserves in Trinidad and Tobago offer the promise of a burgeoning natural gas based economy with an eye to liquefied natural gas and gas based petrochemical exports. Any solutions will involve considerable outlays by the government as well as a sizable infusion of capital by foreign companies. Therein lie some of the hard choices. The article describes the roles of oil and gas, foreign investment prospects, refining status, refining problems, gas sector foreign investment, and outlook for the rest of the 1990's.

    Fulfilling the Commitments on UN FCCC through the U.S. Country Studies Program, Kazakstan has developed the national GHG Inventory, vulnerability and adaptation assessment and estimated the possibility of mitigation measures in certain sectors. Next step is developing National Climate Change Action Plan. That process includes such major steps as setting priorities in mitigation measures and technologies, their comprehensive evaluation, preparation implementation strategies, developing the procedure of incorporation of the National Action Plan into other development plans and programs. This paper presents programs and measures that can reduce GHG emissions in non-energy sector. Measures in land-use change and forestry, agriculture and coal mining are considered. Current situation in non-energy sector of Kazakstan is discussed. The amount of GHG emissions reduction and cost analysis presented in this paper was developed with the use of IPCC recommendations.

    The government of Ukraine, through the State Committee of Energy Conservation (State Committee), is considering the implementation of energy efficiency measures in state and municipal institutional buildings in the city of Kyiv. The State Committee entered into a Memorandum of Cooperation with the US Department of Energy (DOE) to conduct an assessment of the institutional buildings sector efficiency potential. This assessment will be used to support a potential loan by the World Bank for implementing a buildings efficiency improvement program in Kyiv. This report provides an assessment of the options for structuring the lending scenarios and the implementation of the program. Components to the lending structure are options for the disbursement of funds, options for the loan service, and other financial options and considerations. Program implementation includes management structures, reporting, installation activities, and post-installation activities such as training and verification.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    Electricity is the major fuel (over 99%) used in the residential, commercial, and industrial sectors in Bahrain. In 1992, the total annual electricity consumption in Bahrain was 3.45 terawatt-hours (TWh), of which 1.95 TWh (56%) was used in the residential sector, 0.89 TWh (26%) in the commercial sector, and 0.59 TWh (17%) in the industrial sector. Agricultural energy consumption was 0.02 TWh (less than 1%) of the total energy use. In Bahrain, most residences are air conditioned with window units. The air-conditioning electricity use is at least 50% of total annual residential use. The contribution of residential AC to the peak power consumption is even more significant, approaching 80% of residential peak power demand. Air-conditioning electricity use in the commercial sector is also significant, about 45% of the annual use and over 60% of peak power demand. This paper presents a cost/benefit analysis of energy-efficient technologies in the residential sector. Technologies studied include: energy-efficient air conditioners, insulating houses, improved infiltration, increasing thermostat settings, efficient refrigerators and freezers, efficient water heaters, efficient clothes washers, and compact fluorescent lights. We conservatively estimate a 32% savings in residential electricity use at an average cost of about 4 fils per kWh. (The subsidized cost of residential electricity is about 12 fils per kWh. 1000 fils = 1 Bahrain Dinar = US$ 2.67). We also discuss major policy options needed for implementation of energy-efficiency technologies.
