    This schedule is available for the contract purchase of Firm Power to be used within the Pacific Northwest (PNW). Priority Firm (PF) Power may be purchased by public bodies, cooperatives, and Federal agencies for resale to ultimate consumers, for direct consumption, and for Construction, Test and Start-Up, and Station Service. Rates in this schedule are in effect beginning October 1, 2006, and apply to purchases under requirements Firm Power sales contracts for a three-year period. The Slice Product is only available for public bodies and cooperatives who have signed Slice contracts for the FY 2002-2011 period. Utilities participating in the Residential Exchange Program (REP) under Section 5(c) of the Northwest Power Act may purchase Priority Firm Power pursuant to the Residential Exchange Program. Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. This rate schedule supersedes the PF-02 rate schedule, which went into effect October 1, 2001. Sales under the PF-07 rate schedule are subject to BPA's 2007 General Rate Schedule Provisions (2007 GRSPs). Products available under this rate schedule are defined in the 2007 GRSPs. For sales under this rate schedule, bills shall be rendered and payments due pursuant to BPA's 2007 GRSPs and billing process.

    The Office of Inspector General`s (OIG) April 1995 report found that couriers received too much overtime and incurred too much unproductive time. This finding occurred because the Transportation Safeguards Division (TSD) employed a traditional work schedule that did not meet the demands of the job. The report recommended implementing an alternative work schedule that corresponded more closely to the couriers` actual work requirements. Management agreed to conduct a comparative analysis of work schedules to evaluate potential savings. The objectives of this audit were to (1) follow up on actions taken as a result of the OIG`s previous report, (2) determine if courier work schedules are cost effective, and (3) determine the cost effectiveness of escort vehicle replacements. The authors recommend: (1) implementing an alternative work schedule for courier which would achieve savings in overtime and unproductive time, while efficiently and cost effectively fulfilling TSD`s mission; (2) reexamining and adjusting the staffing level of each courier section in relation to the workload requirements in the area; and (3) discontinuing payment for travel time between courier lodging and temporary duty stations. The Albuquerque Operations Office agreed with the auditor`s findings and recommendations.

    The mission of the Department of Energy (DOE), Richland Operations Office (Richland) is to safely manage legacy wastes, develop and deploy science and technology, and provide stewardship of the Hanford Site (Site). To accomplish its mission, Richland employs five prime contractors: Fluor Daniel Hanford, Inc. (Fluor Daniel); Bechtel Hanford, Inc. (Bechtel); Battelle-Pacific Northwest National Laboratory (Battelle); Hanford Environmental Health Foundation; and BNFL, Inc. Some of these contractors, in turn, have multiple subcontractors. To operate the Site, contractors need to use numerous services, such as telecommunications, copying, and photography. Richland directed certain contractors to provide these and other services, called site services, for the benefit of all contractors and assigned responsibility for optimal utilization of these services to its Site Infrastructure Division (SID). In the past, the Office of Inspector General (OIG) audited several site services, including groundwater monitoring, protective forces, personnel security clearances, railroad services, and fleet management. These audits disclosed that the services were not always efficiently and effectively coordinated. Therefore, the objective of this audit was to examine other site services, principally those provided at least in part by Fluor Daniel, to determine if contractors were acquiring services already available.

    Today?s scientific and business applications generate mas- sive data sets that need to be transferred to remote sites for sharing, processing, and long term storage. Because of increasing data volumes and enhancement in current net- work technology that provide on-demand high-speed data access between collaborating institutions, data handling and scheduling problems have reached a new scale. In this paper, we present a new data scheduling model with ad- vance resource provisioning, in which data movement operations are defined with earliest start and latest comple- tion times. We analyze time-dependent resource assign- ment problem, and propose a new methodology to improve the current systems by allowing researchers and higher-level meta-schedulers to use data-placement as-a-service, so they can plan ahead and submit transfer requests in advance. In general, scheduling with time and resource conflicts is NP-hard. We introduce an efficient algorithm to organize multiple requests on the fly, while satisfying users? time and resource constraints. We successfully tested our algorithm in a simple benchmark simulator that we have developed, and demonstrated its performance with initial test results.

    A method and system for job backfill scheduling dedicated heterogeneous nodes in a multi-node computing environment. Heterogeneous nodes are grouped into homogeneous node sub-pools. For each sub-pool, a free node schedule (FNS) is created so that the number of to chart the free nodes over time. For each prioritized job, using the FNS of sub-pools having nodes useable by a particular job, to determine the earliest time range (ETR) capable of running the job. Once determined for a particular job, scheduling the job to run in that ETR. If the ETR determined for a lower priority job (LPJ) has a start time earlier than a higher priority job (HPJ), then the LPJ is scheduled in that ETR if it would not disturb the anticipated start times of any HPJ previously scheduled for a future time. Thus, efficient utilization and throughput of such computing environments may be increased by utilizing resources otherwise remaining idle.

    The large scale penetration of electric vehicles (EVs) will introduce technical challenges to the distribution grid, but also carries the potential for vehicle-to-grid services. Namely, if available in large enough numbers, EVs can be used as a distributed energy resource (DER) and their presence can influence optimal DER investment and scheduling decisions in microgrids. In this work, a novel EV fleet aggregator model is introduced in a stochastic formulation of DER-CAM [1], an optimization tool used to address DER investment and scheduling problems. This is used to assess the impact of EV interconnections on optimal DER solutions considering uncertainty in EV driving schedules. Optimization results indicate that EVs can have a significant impact on DER investments, particularly if considering short payback periods. Furthermore, results suggest that uncertainty in driving schedules carries little significance to total energy costs, which is corroborated by results obtained using the stochastic formulation of the problem.

    This report documents the findings of an on-site audit of the U.S. Customs Cargo Inspection Facility (CIF) in Detroit, Michigan. The federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy-efficiency opportunities that, once implemented, would reduce electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the future to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    Environmental surveillance of the Hanford Site and surrounding areas is conducted by the Pacific Northwest Laboratory (PNL) for the U.S. Department of Energy (DOE). This document contains the planned 1994 schedules for routine collection of samples for the Surface Environmental Surveillance Project (SESP), Drinking Water Project, and Ground-Water Surveillance Project. Samples are routinely collected for the SESP and analyzed to determine the quality of air, surface water, soil, sediment, wildlife, vegetation, foodstuffs, and farm products at Hanford Site and surrounding communities. The responsibility for monitoring onsite drinking water falls outside the scope of the SESP. PNL conducts the drinking water monitoring project concurrent with the SESP to promote efficiency and consistency, utilize expertise developed over the years, and reduce costs associated with management, procedure development, data management, quality control, and reporting. The ground-water sampling schedule identifies ground-water sampling .events used by PNL for environmental surveillance of the Hanford Site. Sampling is indicated as annual, semi-annual, quarterly, or monthly in the sampling schedule. Some samples are collected and analyzed as part of ground-water monitoring and characterization programs at Hanford (e.g. Resources Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), or Operational). The number of samples planned by other programs are identified in the sampling schedule by a number in the analysis column and a project designation in the Cosample column. Well sampling events may be merged to avoid redundancy in cases where sampling is planned by both-environmental surveillance and another program.

    An AVLIS Production Plant Deployment Schedule for the engineering, procurement, and construction for both the Initial Increment of Production and the fully Activated Plant, has been developed by the project team consisting of Lawrence Livermore National Laboratory, Martin Marietta Energy Systems, Inc. with architect-engineer support from Bechtel National, Inc., Stone and Webster Engineering Corporation, and Westinghouse Corporation. The initial deployment phase consists of six separators modules and the three laser power amplifier modules consistent with the FY84 reference design with a name plate capacity of 5 million separative work units/yr followed by a full plant activation to approximately 13 million separative work units/yr. The AVLIS Production Plant project team's strategy for deployment schedule analysis focused on three schedule options: engineering limited schedule; authorization limited schedule; and funding limited project schedule. The three deployment schedule options developed by AVLIS project team have been classified in ranges such as an optimistic, rapid/moderate, or moderate/pessimistic based on the probability of meeting the individual schedule option's major milestones or program objectives of enriching uranium by the AVLIS process in an effective cost and schedule manner. 47 figures, 7 tables.

    Center-pivot farms located on major river systems generally pump water from the surface source and convey it through a pressurized pipe network to the pivots. Booster pump stations may be placed in the system to add necessary head for water delivery to the pivots. Attempts to improve pump and irrigation scheduling must make sure that soil moisture levels are maintained within desired limits for favorable crop growth. A soil water balance model and a branching pipe network hydraulics analysis model are therefore necessary for simulating system behavior and estimating pumping costs. The objective of this study is to develop a dynamic irrigation scheduling algorithm for achieving minimum pumping cost over a billing period, object to maintaining optimum crop production and adequate system delivery pressures. After investigation of several optimization methods, dynamic programming successive approximations (DPSA) is selected as the best approach to solving this problem. Feasibility in scheduling pivot operations and maintaining favorable soil water levels is always guaranteed during the DPSA analysis. Discrete dynamic programming is also applied for selecting pump combinations in each pump station with consideration of hydraulic interaction between stations to minimize pumping cost during each scheduling period for a specified irrigation strategy. A modified objective function is adopted for commensurating objectives of minimizing energy consumption and peak power demand. A comprehensive, generalized irrigation scheduling algorithm is developed to effectively integrate optimal irrigation decision with optimal pump selection. 116 refs.

    Scientific applications and experimental facilities generate massive data sets that need to be transferred to remote collaborating sites for sharing, processing, and long term storage. In order to support increasingly data-intensive science, next generation research networks have been deployed to provide high-speed on-demand data access between collaborating institutions. In this paper, we present a practical model for online data scheduling in which data movement operations are scheduled in advance for end-to-end high performance transfers. In our model, data scheduler interacts with reservation managers and data transfer nodes in order to reserve available bandwidth to guarantee completion of jobs that are accepted and confirmed to satisfy preferred time constraint given by the user. Our methodology improves current systems by allowing researchers and higher level meta-schedulers to use data placement as a service where theycan plan ahead and reserve the scheduler time in advance for their data movement operations. We have implemented our algorithm and examined possible techniques for incorporation into current reservation frameworks. Performance measurements confirm that the proposed algorithm is efficient and scalable.

    In this paper, we present an approach to fault tolerant execution of dynamic task graphs scheduled using work stealing. In particular, we focus on selective and localized recovery of tasks in the presence of soft faults. We elicit from the user the basic task graph structure in terms of successor and predecessor relationships. The work stealing-based algorithm to schedule such a task graph is augmented to enable recovery when the data and meta-data associated with a task get corrupted. We use this redundancy, and the knowledge of the task graph structure, to selectively recover from faults with low space and time overheads. We show that the fault tolerant design retains the essential properties of the underlying work stealing-based task scheduling algorithm, and that the fault tolerant execution is asymptotically optimal when task re-execution is taken into account. Experimental evaluation demonstrates the low cost of recovery under various fault scenarios.

However developing software using these hardware accelerators introduces additional challenges for the developer such as exposing additional parallelism, dealing with different hardware designs and using multiple development frameworks in order to use devices from different vendors. The Dynamic Kernel Scheduler (DKS) is being developed in order to provide a software layer between host application and different hardware accelerators. DKS handles the communication between the host and device, schedules task execution, and provides a library of built-in algorithms.     Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

But, if you`re like most mines, you can probably improve your schedule, improvements that will reach all the way to the bottom line. And unlike adding employees, materials, or capital equipment, better scheduling is a cost-free way improve profitability. A good schedule can save millions. A bad schedule will cost money every year. A shift schedule is not a day off pattern or shift length. A shift schedule is a complete system deploying personnel and capital equipment. Most mining schedules are either copied from another operation, based on tradition or the result of a contract negotiation made far from the mine site. Unfortunately, most mine managers don`t give much thought to schedules until a crisis develops; at which point the tendency is to implement the first solution that comes along as quickly as possible. Costly mistakes are made.

    This document describes Dawn use, scheduling, and governance concerns. Users started running full-machine science runs in early April 2009 during the initial open shakedown period. Scheduling Dawn while in the Open Computing Facility (OCF) was controlled and coordinated via phone calls, emails, and a small number of controlled banks. With Dawn moving to the Secure Computing Facility (SCF) in fall of 2009, a more detailed scheduling and governance model is required. The three major objectives are: (1) Ensure Dawn resources are allocated on a program priority-driven basis; (2) Utilize Dawn resources on the job mixes for which they were intended; and (3) Minimize idle cycles through use of partitions, banks and proper job mix. The SCF workload for Dawn will be inherently different than Purple or BG/L, and therefore needs a different approach. Dawn's primary function is to permit adequate access for tri-lab code development in preparation for Sequoia, and in particular for weapons multi-physics codes in support of UQ. A second purpose is to provide time allocations for large-scale science runs and for UQ suite calculations to advance SSP program priorities. This proposed governance model will be the basis for initial time allocation of Dawn computing resources for the science and UQ workloads that merit priority on this class of resource, either because they cannot be reasonably attempted on any other resources due to size of problem, or because of the unavailability of sizable allocations on other ASC capability or capacity platforms. This proposed model intends to make the most effective use of Dawn as possible, but without being overly constrained by more formal proposal processes such as those now used for Purple CCCs.

Moreover, the study sought to understand how the benefits of intra-hour scheduling would change by altering the input assumptions in different scenarios. This report describes results of three separate scenarios with differing key assumptions and comparing the production costs between hourly scheduling and 10-minute scheduling performance. The different scenarios were chosen to provide insight into how the estimated benefits might change by altering input assumptions. Several key assumptions were different in the three scenarios, however most assumptions were similar and/or unchanged among the scenarios.

    In an effort to create broad access to its optimization software, Lawrence Berkeley National Laboratory (LBNL), in collaboration with the University of California at Davis (UC Davis) and OSISoft, has recently developed a Software as a Service (SaaS) Model for reducing energy costs, cutting peak power demand, and reducing carbon emissions for multipurpose buildings. UC Davis currently collects and stores energy usage data from buildings on its campus. Researchers at LBNL sought to demonstrate that a SaaS application architecture could be built on top of this data system to optimize the scheduling of electricity and heat delivery in the building. The SaaS interface, known as WebOpt, consists of two major parts: a) the investment& planning and b) the operations module, which builds on the investment& planning module. The operational scheduling and load shifting optimization models within the operations module use data from load prediction and electrical grid emissions models to create an optimal operating schedule for the next week, reducing peak electricity consumption while maintaining quality of energy services. LBNL's application also provides facility managers with suggested energy infrastructure investments for achieving their energy cost and emission goals based on historical data collected with OSISoft's system. This paper describes these models as well as the SaaS architecture employed by LBNL researchers to provide asset scheduling services to UC Davis. The peak demand, emissions, and cost implications of the asset operation schedule and investments suggested by this optimization model are analysed.

    The Port Hope Project is part of the larger CAN$1.28 billion Port Hope Area Initiative (PHAI), a community-based program for the development and implementation of a safe, local, long-term management solution for historic Low-Level Radioactive Waste (LLRW) in the Municipalities of Port Hope and Clarington, Ontario, Canada. Atomic Energy of Canada (AECL) is the Project Proponent, Public Works and Government Services (PWGSC) is managing the procurement of services and the MMM Group Limited - Conestoga Rovers and Associates Joint Venture (MMM-CRA Joint Venture) is providing detailed design and construction oversight and administration services for the Project. The Port Hope Project includes the construction of a long-term waste management facility (LTWMF) in the Municipality of Port Hope and the remediation of 18 (eighteen) large-scale LLRW, numerous small-scale sites still being identified and industrial sites within the Municipality. The total volume to be remediated is over one million cubic metres and will come from sites that include temporary storage sites, ravines, beaches, parks, private commercial and residential properties and vacant industrial sites all within the urban area of Port Hope. Challenges that will need to be overcome during this 10 year project include: - Requirements stipulated by the Environmental Assessment (EA) that affect Project logistics and schedule. - Coordination of site remediation with the construction schedule at the LTWMF. - Physical constraints on transport routes and at sites affecting production rates. - Despite being an urban undertaking, seasonal constrains for birds and fish (i.e., nesting and spawning seasons). - Municipal considerations. - Site-specific constraints. - Site interdependencies exist requiring consideration in the schedule.     We consider the class of integrated network design and scheduling problems. These problems focus on selecting and scheduling operations that will change the characteristics of a network, while being speci cally concerned with the performance of the network over time. Motivating applications of INDS problems include infrastructure restoration after extreme events and building humanitarian distribution supply chains. While similar models have been proposed, no one has performed an extensive review of INDS problems from their complexity, network and scheduling characteristics, information, and solution methods. We examine INDS problems under a parallel identical machine scheduling environment where the performance of the network is evaluated by solving classic network optimization problems. We classify that all considered INDS problems as NP-Hard and propose a novel heuristic dispatching rule algorithm that selects and schedules sets of arcs based on their interactions in the network. We present computational analysis based on realistic data sets representing the infrastructures of coastal New Hanover County, North Carolina, lower Manhattan, New York, and a realistic arti cial community CLARC County. These tests demonstrate the importance of a dispatching rule to arrive at near-optimal solutions during real-time decision making activities. We extend INDS problems to incorporate release dates which represent the earliest an operation can be performed and exible release dates through the introduction of specialized machine(s) that can perform work to move the release date earlier in time. An online optimization setting is explored where the release date of a component is not known.

    This paper describes the introduction of stochastic linear programming into Operations DER-CAM, a tool used to obtain optimal operating schedules for a given microgrid under local economic and environmental conditions. This application follows previous work on optimal scheduling of a lithium-iron-phosphate battery given the output uncertainty of a 1 MW molten carbonate fuel cell. Both are in the Santa Rita Jail microgrid, located in Dublin, California. This fuel cell has proven unreliable, partially justifying the consideration of storage options. Several stochastic DER-CAM runs are executed to compare different scenarios to values obtained by a deterministic approach. Results indicate that using a stochastic approach provides a conservative yet more lucrative battery schedule. Lower expected energy bills result, given fuel cell outages, in potential savings exceeding 6percent.
