    A prototypical office building meeting the prescriptive requirements of the 2008 California building energy efficiency standards (Title 24) was used in EnergyPlus simulations to calculate the energy savings potential of demand controlled ventilation (DCV) in five typical California climates per three design occupancy densities and two minimum ventilation rates. The assumed minimum ventilation rates in offices without DCV, based on two different measurement methods employed in a large survey, were 38 and 13 L/s per occupant. The results of the life cycle cost analysis show DCV is cost effective for office spaces if the typical minimum ventilation rate without DCV is 38 L/s per person, except at the low design occupancy of 10.8 people per 100 m2 in climate zones 3 (north coast) and 6 (south Coast). DCV was not found to be cost effective if the typical minimum ventilation rate without DCV is 13 L/s per occupant, except at high design occupancy of 21.5 people per 100 m2 in climate zones 14 (desert) and 16 (mountains). Until the large uncertainties about the base case ventilation rates in offices without DCV are reduced, the case for requiring DCV in general office spaces will be a weak case. Under the Title 24 Standards office occupant density of 10.8 people per 100 m2, DCV becomes cost effective when the base case minimum ventilation rate is greater than 42.5, 43.0, 24.0, 19.0, and 18.0 L/s per person for climate zone 3, 6, 12, 14, and 16 respectively.

    Detailed computer simulation programs require lengthy inputs, and cannot directly provide an insight to relationship between the window energy performance and the key window design parameters. Hence, several window energy rating systems (WERS) for residential houses and small buildings have been developed in different countries. Many studies showed that utilization of daylight through elaborate design and operation of windows leads to significant energy savings in both cooling and lighting in office buildings. However, the current WERSs do not consider daylighting effect, while most of daylighting analyses do not take into account the influence of convective and infiltration heat gains. Therefore, a generalized WERS for typical office buildings has been presented, which takes all primary influence factors into account. The model includes embodied and operation energy uses and savings by a window to fully reflect interactions among the influence parameters. Reference locations selected for artificial lighting and glare control in the current common simulation practice may cause uncompromised conflicts, which could result in over- or under-estimated energy performance. Widely used computer programs, DOE2 and ADELINE, for hourly daylighting and cooling simulations have their own weaknesses, which may result in unrealistic or inaccurate results. An approach is also presented for taking the advantages of the both programs and avoiding their weaknesses. The model and approach have been applied to a typical office building of Hong Kong as an example to demonstrate how a WERS in a particular location can be established and how well the model can work. The energy effect of window properties, window-to-wall ratio (WWR), building orientation and lighting control strategies have been analyzed, and can be indicated by the localized WERS. An application example also demonstrates that the algebraic WERS derived from simulation results can be easily used for the optimal design of

    This FY 1996 Office of Inspector General (OIG) Annual Work Plan is a summary and distillation of information contained in annual work plans, and includes audits and inspections that are carried over from FY 1995 as well as audits and inspections scheduled to start during FY 1996. Audits and inspections included in this consolidated OIG Annual Work Plan will be performed by OIG staff. Specialized expertise available through a Certified Public Accounting firm will be used to assist in auditing the Department`s financial statements. As part of the OIG Cooperative Audit Strategy, additional audit coverage of the Department`s programs is provided by internal auditors of the Department`s integrated contractors. Through the Cooperative Audit Strategy, the OIG ensures that the internal auditors satisfy audit standards, provides planning guidance to the internal auditors, coordinates work to avoid duplication, and tracks the work of internal auditors to ensure that needed audits are performed. Applicable portions of the four annual work plans issued for Fiscal Year 1996 by the Deputy/Assistant Inspectors General have been combined to form a major part of this overall OIG Annual Work Plan. Also included are portions of the most recent OIG Semiannual Reports to Congress to give an overview of the OIG`s mission/organization, resource status, and the environment in which the OIG currently operates. The OIG Annual Work Plan also lists ongoing and planned audits and inspections, and it presents investigative statistics which have been previously reported in the two OIG Semiannual Reports to Congress which cover Fiscal Year 1995. Furthermore, included in this work plan are descriptions of several innovations developed by the OIG to streamline its operations and to conserve as much efficiency and economy as possible in a time of resource reductions.

    We propose a modification of a recently introduced generalized translation operator, by including a q-exponential factor, which implies in the definition of a Hermitian deformed linear momentum operator p{sup ^}{sub q}, and its canonically conjugate deformed position operator x{sup ^}{sub q}. A canonical transformation leads the Hamiltonian of a position-dependent mass particle to another Hamiltonian of a particle with constant mass in a conservative force field of a deformed phase space. The equation of motion for the classical phase space may be expressed in terms of the generalized dual q-derivative. A position-dependent mass confined in an infinite square potential well is shown as an instance. Uncertainty and correspondence principles are analyzed.

  19. On Variations of Space-heating Energy Use in Office Buildings

    Space heating is the largest energy end use, consuming more than 7 quintillion joules of site energy annually in the U.S. building sector. A few recent studies showed discrepancies in simulated space-heating energy use among different building energy modeling programs, and the simulated results are suspected to be underpredicting reality. While various uncertainties are associated with building simulations, especially when simulations are performed by different modelers using different simulation programs for buildings with different configurations, it is crucial to identify and evaluate key driving factors to space-heating energy use in order to support the design and operation of low-energy buildings. In this study, 10 design and operation parameters for space-heating systems of two prototypical office buildings in each of three U.S. heating climates are identified and evaluated, using building simulations with EnergyPlus, to determine the most influential parameters and their impacts on variations of space-heating energy use. The influence of annual weather change on space-heating energy is also investigated using 30-year actual weather data. The simulated space-heating energy use is further benchmarked against those from similar actual office buildings in two U.S. commercial-building databases to better understand the discrepancies between simulated and actual energy use. In summary, variations of both the simulated and actual space-heating energy use of office buildings in all three heating climates can be very large. However these variations are mostly driven by a few influential parameters related to building design and operation. The findings provide insights for building designers, owners, operators, and energy policy makers to make better decisions on energy-efficiency technologies to reduce space-heating energy use for both new and existing buildings.

Over its history, the Department has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, the Department stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. The responsibility of the Office of Inspector General (OIG) is to ensure that the Department is: Fulfilling its program and operational goals effectively; Using its resources efficiently in this pursuit; Operating within the scope of its legislative mandates; Meeting the President's Management Agenda; and, Addressing Departmental priorities established by the Secretary. The OIG accomplishes this by performing audits, investigations, and inspections of the Department's programs and operations seeking to uncover existing or potential weaknesses that could result in fraud, waste, and abuse.     With the end of the Cold War, the Department of Energy (Department) has greatly reduced the production of nuclear weapons and redirected the capabilities and focus of the weapons complex. As part of this redirection, the Mound Plant was transferred from a Defense Program site to an Environmental Management site with emphasis on accelerated cleanup and transition of facilities and personal property to the local community. This audit was initiated to determine if the shutdown and transition of the Mound Plant was progressing effectively and efficiently. The Department prepared a Nonnuclear Consolidation Plan (NCP) designed to reduce its costs of operation by closing and consolidating facilities. In contrast to the goal of the NCP, the Department plans to keep a portion of the Mound Plant open solely to perform work for other Federal agencies. Specifically, the Department has decided to continue assembling and testing isotopic heat sources and radioisotope thermoelectric generators (HS/RTG) at the Mound Plant despite the transfer or planned transfer of all other production operations.The Office of Nuclear Energy, Science and Technology decided to continue its HS/RTG operations at the Mound Plant without adequately considering the overall economic goals of the Department. As a result, the Department may not achieve the savings envisioned by the NCP. Also, the Department may incur between $4 million and $8.5 million more than necessary each year to continue its HS/RTG operations at the Mound Plant. Additionally, if the HS/RTG operations stay at the Mound Plant, the Department will spend more than $3 million to consolidate these operations into one location.

H{sub 0} is invariant under the unitary operations of a point group G while H{sup ′} is invariant under transformation by elements of a subgroup G{sup ′} of G. If G exhibits irreducible representations of dimension greater than unity, then it is possible that H has complex eigenvalues for sufficiently small nonzero values of g. In the particular case that H is parity-time symmetric then it appears to exhibit real eigenvalues for all 00. We illustrate the main theoretical results and conclusions of this paper by means of two- and three-dimensional Hamiltonians exhibiting a variety of different point-group symmetries. - Highlights: • Space-time symmetry is a generalization of PT symmetry. • The eigenvalues of a space-time Hamiltonian are either real or appear as pairs of complex conjugate numbers. • In some cases all the eigenvalues are real for some values of a potential-strength parameter g. • At some value of g space-time symmetry is broken and complex eigenvalues appear. • Some multidimensional oscillators exhibit broken space-time symmetry for all values of g.

    The Department prepared the Fiscal Year 1998 Accountability Report to combine critical financial and program performance information in a single report. The Department`s consolidated financial statements and the related audit reports are included as major components of the Accountability Report. The Office of Inspector General audited the Department`s consolidated financial statements as of and for the years ended September 30, 1998 and 1997. In the opinion of the Office of Inspector General, except for the environmental liabilities lines items in Fiscal year 1998, these financial statements present fairly, in all material respects, the financial position of the Department as of September 30, 1998 and 1997, and its consolidated net cost, changes in net position, budgetary resources, financing activities, and custodial activities for the years then ended in conformity with Federal accounting standards. In accordance with Government Auditing Standards, the Office of Inspector General issued a separate report on the Department internal controls.     The Office of Procurement and Assistance Management has proposed changes to the method used to annually calculate and negotiate ``for profit`` management and operating contractor available fees. This proposal will increase contractor fees in exchange for the contractor`s purported assumption of additional risk. In 1991, the Department, through the Accountability Rule, increased contractor fees as an incentive to improve contractor performance and accountability. Despite the lack of measurable benefits of this effort, the Department is crafting a new fee policy which will, depending upon how it is executed, increase fees above the amount provided through the Accountability Rule as an incentive to the Department`s management and operating contractors. The objective of the audit was to determine whether the Department`s proposed change to the fee structure for determining management and operating contractor fees will be cost effective. This report describes the study`s approach, its findings and recommendations, management and auditor comments, and includes appendices with further data.

    The purpose of this audit was to review the Department`s acquisition and use of support service contractors and subcontractors. The audit objectives were to determine if the Department (1) paid fees to both support service contractors and subcontractors for services exclusively performed by subcontractors, (2) used support service contractors to perform inherent government functions, and (3) rolled over unearned award fees to subsequent evaluation periods and had adequate management controls to ensure that contractor performance would be evaluated. The Department did not always obtain support services in the most economical and effective manner. The Department negotiated and paid four of six support service contractors an estimated $5.1 million in fees for services exclusively provided by subcontractors because the Department did not have a policy which addressed the inclusion, at the pre-award phase, of subcontract labor in the support service contractors` fee determinations. Furthermore, while the authors found no instances where support service contractors performed inherent government functions, they did note that the Department maintained minimal administration over major portions of contracted-for services on three of six support service contracts. This occurred because contractors subcontracted extensively for support services. Consequently, the Department may have decreased their ability to control cost growth on these three contracts. As discussed in Part 4, the Department`s process was sufficient in five of six cases to evaluate support service contractor performance. However, one of six cost-plus-award-fee contractors received award fees that exceeded its performance ratings by $89,000 because one Departmental office elected to rollover unearned portions of fees from prior evaluation periods and make them available in the next evaluation period.

    On October 6, 1997, the Department of Energy (DOE) announced it had agreed to sell all of the Government`s interest in Naval Petroleum Reserve Number 1 (NPR-1) to Occidental Petroleum Corporation for $3.65 billion. This report presents the results of the independent certified public accountants` agreed-upon procedures work on the Preliminary Settlement Statement of the Purchase and Sale Agreement between DOE and Occidental. To fulfill their responsibilities, the Office of Inspector General contracted with the independent public accounting firm of KPMG Peat Marwick LLP to conduct the work for them, subject to their review. The work was done in accordance with the Statements on Standards for Attestation Engagements issued by the American Institute of Certified Public Accountants. As such, the independent certified public accountants performed only work that was agreed upon by DOE and Occidental. This report is intended solely for the use of DOE and Occidental and should not be used by those who have not agreed to the procedures and taken responsibility for the sufficiency of the procedures for their purposes. However, this report is a matter of public record, and its distribution is not limited. The independent certified public accountants identified over 20 adjustments to the Preliminary Settlement Statement that would result in a $10.8 million increase in the sale price.

    Nonspecific building-related symptoms among occupants of modern office buildings worldwide are common and may be associated with important reductions in work performance, but their etiology remains uncertain. Most reported research into environmental risk factors for these symptoms has focused on ventilation system-related factors, dampness, and particle removal through filtration and cleaning, with relatively few studies of other potential sources of indoor contaminants. We analyzed data collected by the U.S. Environmental Protection Agency (EPA) from a representative sample of 100 large U.S. office buildings--the Building Assessment and Survey Evaluation (BASE) study--using multivariate-adjusted logistic regression models with generalized estimating equations. We estimated odds ratios (ORs) and 95% confidence intervals (CIs) for associations between seven building-related symptom outcomes and a diverse set of potential indoor and outdoor sources for indoor pollutants. Although most of the investigated risk factors showed no apparent association with building-related symptoms, some interesting associations resulted. Increased prevalence of symptoms was associated with carpets older than one year (lower respiratory symptoms), non-carpeted floors (upper and lower respiratory symptoms), older furniture (eye and skin symptoms), infrequent vacuuming (upper respiratory, eye, and skin symptoms and headache), and masonry exterior walls (cough, eye symptoms, and fatigue/concentration difficulty). For the many potential risk factors assessed, almost none had been investigated previously, and many associations found here may have been by chance. Additional confirmatory research focused on risk factors initially identified here is needed, using more objective measures of health outcomes and risk factors or exposures.

    Recently bulk Randall-Sundrum theories with the gauge group SU(2){sub L}xSU(2){sub R}xU(1){sub B-L} have drawn a lot of interest as an alternative to the electroweak symmetry breaking mechanism. These models are in better agreement with electroweak precision data since custodial isospin symmetry on the IR-brane is protected by the extended bulk gauge symmetry. We comprehensively study, in the S{sup 1}/Z{sub 2}xZ{sub 2}{sup '} orbifold, the bulk gauge and fermion fields with the general boundary conditions as well as the bulk and localized mass terms. Master equations to determine the Kaluza-Klein (KK) mass spectra are derived without any approximation, which is an important basic step for various phenomenologies at high energy colliders. The correspondence between orbifold boundary conditions and localized mass terms is demonstrated not only in the gauge sector but also in the fermion sector. As the localized mass increases, the first KK fermion mass is shown to decrease while the first KK gauge boson mass is shown to increase. The degree of gauge coupling universality violation is computed to be small in most parameter space, and its correlation with the mass difference between the top quark and light quark KK mode is also studied.

    The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

    The Department of Energy`s (DOE) Assistant Secretary for Fossil Energy has overall programmatic responsibility for the Strategic Petroleum Reserve (SPR). The SPR Project Management Office (SPRPMO), located in New Orleans, Louisiana, and under the direction of the Project Manager, manages day-to-day project activities. The SPR currently has five underground crude oil storage facilities, and one marine terminal, on or near the Gulf Coasts of Texas and Louisiana. The purpose of this inspection was to review oversight of M and O and subcontractor laboratories performing analyses on samples taken for SPR environmental compliance and oil quality purposes. During this inspection, the M and O contractor operated on-site environmental laboratories at four of the SPR storage facilities, and oil quality laboratories at two of the facilities. The number of subcontractor laboratories varies depending on the need for analytical support. The objective of this inspection was to determine if the SPRPMO had implemented management systems to provide adequate oversight of M and O contractor analytical laboratory activities, as well as to ensure effective oversight of subcontractor analytical laboratories.

    The Multimegawatt (MMW) Space Reactor Project supports the Strategic Defense Initiative Office requirement to provide reliable, safe, cost-effective, electrical power in the MMW range. Specifically, power may be used for neutral particle beams, free electron lasers, electromagnetic launchers, and orbital transfer vehicles. This power plant technology may also apply to the electrical power required for other uses such as deep-space probes and planetary exploration. The Multimegawatt Space Reactor Project, the Thermionic Fuel Element Verification Program, and Centaurus Program all support the Multimegawatt Space Nuclear Power Program and form an important part of the US Department of Energy's (DOE's) space and defense power systems activities. A major objective of the MMW project is the development of a reference flight system design that provides the desired levels of public safety, health protection, and special nuclear material (SNM) protection when used during its designated missions. The safety requirements for the MMW project are a hierarchy of requirements that consist of safety requirements/regulations, a safety policy, general safety criteria, safety technical specifications, safety design specifications, and the system design. This paper describes the strategy and philosophy behind the development of the safety requirements imposed upon the MMW concept developers. The safety organization, safety policy, generic safety issues, general safety criteria, and the safety technical specifications are discussed.

    Plug and process loads (PPLs) in commercial buildings account for almost 5% of U.S. primary energy consumption. Minimizing these loads is a primary challenge in the design and operation of an energy-efficient building. PPLs are not related to general lighting, heating, ventilation, cooling, and water heating, and typically do not provide comfort to the occupants. They use an increasingly large fraction of the building energy use pie because the number and variety of electrical devices have increased along with building system efficiency. Reducing PPLs is difficult because energy efficiency opportunities and the equipment needed to address PPL energy use in office spaces are poorly understood.

    This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

    This report documents the findings from an onsite audit of the John Seiberling Federal building located in Akron, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would reduce in either electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    The results of a commerical office photoelectrically controlled, dimmable lighting demonstration in New York City have shown that daylighting can be used to conserve energy and limit peak electrical demand. In this demonstration, three photo-electrically controlled dimming systems were compared side-by-side to test the concept of independent dimming of banks of luminaires controlled with individual photocells.

    Protecting space missions from severe exposures from radiation, in general, and long duration/deep space human missions, in particular, is a critical design driver, and could be a limiting factor. The space radiation environment consists of galactic cosmic rays (GCR), solar particle events (SPE), trapped radiation, and includes ions of all the known elements over a very broad energy range. These ions penetrate spacecraft materials producing nuclear fragments and secondary particles that damage biological tissues and microelectronic devices. One is required to know how every element (and all isotopes of each element) in the periodic table interacts and fragments on every other element in the same table as a function of kinetic energy ranging over many decades. In addition, the accuracy of the input information and database, in general and nuclear data in particular, impacts radiation exposure health assessments and payload penalty. After a brief review of effects of space radiation on materials and electronics, human space missions to Mars is discussed.

    In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. These improvements, when implemented, will benefit the entire Laboratory for many years to come. The complete report is available on the OCFO website (www.lbl.gov/Workplace/CFO). In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In response, the Office of the Chief Financial Officer (OCFO) developed twelve specific initiatives that align completely with these five priorities. We will be very focused on these in the coming fiscal year, but for now, let's review what happened in FY2010. FY2010 was a

    The primary markets for recycled office paper are tissue mills, printing and writing paper, and paperboard packaging. Other uses include exports and newsprint. As recently as 1990, more than half of recovered office paper was exported, primarily to paper mills in Pacific Rim countries. This decade has seen an increase in the number of mills using deinked market pulp made from office paper. North American capacity to produce deinked market pulp skyrocketed in the first half of this decade. However, oversupply in the end markets for office paper led to financial problems and shutdown for several of these new mills.

    SUBJECT: CLOSEOUT OF AWARD NO DE-SC0008494 FINAL REPORT: SUPPORT OF US CLIVAR PROJECT OFFICE 2012 UNIVERSITY CORPORATION FOR ATMOSPHERIC RESEARCH Director of JOSS, supervised the U.S. CLIVAR Project Office Director and helped direct the officer to enhance the goals and objectives of the U.S. CLIVAR Project and budget. Financial Manager of JOSS, worked to complete proposals and monitor compliance with award requirements and funding limitations and ensure the U.S. CLIVAR Project Office complied with UCAR policies and procedures. Project Coordinator administered the funding for the U.S. CLIVAR Project Office and was responsible for coordinating special projects that required additional support from JOSS technical staff. These projects included activities such as website updates, technology upgrades, production of printed reports, and development of graphic elements like logos. Web Developer worked both on web development and graphic work and the work consisted of the following: Maintaining the site ? installing updates to Drupal CMS (Content Management System). Creating new templates for webpages and styling them with CSS and JavaScript/jQuery code. Fixing the styling on webpages that the content contributor/manager (Jenn Mays) created and has had trouble with. Creating new web forms for abstract uploading, subscriptions, and meeting registrations. Created 4 webpages for the ?ASP: Key Uncertainties in the Global Carbon-Cycle? meeting. Developed a document review form, instruction webpages, login redirect, dynamic table with form submissions for the US CLIVAR SSC Science Plan Document Review. This was open to the public from June 12, 2013 until July 10, 2013. During this time the user accounts had to be checked (daily) that were created by the public, to delete any spam ones.
