    The topic of part load operation of the MHD power plant is assessed. Current and future planned MHD research is reviewed in terms of addressing topping and bottoming cycle integration needs. The response of the MHD generator to turn up and down scenarios is reviewed. The concept of turning the MHD power to met changes in plant load is discussed. The need for new ideas and focused research to study MHD plant integration and problems of plant turn down and up is cited. 7 refs., 5 figs., 1 tab.

    The Spallation Neutron Source (SNS) at Oak Ridge National Laboratory is nearing completion. The cold section of the Linac consists of 81 superconducting radio frequency cavities cooled to 2.1K by a 2400 watt cryogenic refrigeration system. The 2.1K cold box consists of four stages of centrifugal compressors with LN2-cooled variable speed electric motors and magnetic bearings. The cryogenic system successfully supported the Linac beam commissioning at both 4.2K and 2.1K and has been fully operational since June 2005. This paper describes the control principles utilized and the experimental results obtained for the SNS cold compressors turn-down capability to about 30% of the design flow, and possible limitation of the frequency dependent power factor of the cold compressor electric motors, which was measured for the first time during commissioning. These results helped to support the operation of the Linac over a very broad and stable cold compressor operating flow range (refrigeration capacity) and pressure. This in turn helped to optimize the cryogenic system operating parameters, minimizing the utilities and improving the system reliability and availability.

    A new research initiative will be undertaken to investigate the critical cutting depth concepts for single point diamond turning of brittle, amorphous materials. Inorganic glasses and a brittle, thermoset polymer (organic glass) are the principal candidate materials. Interrupted cutting tests similar to those done in earlier research are Ge and Si crystals will be made to obtain critical depth values as a function of machining parameters.     In fast ramping synchrotrons like the Fermilab Booster the conventional methods of betatron tune evaluation from the turn-by-turn data may not work due to rapid changes of the tunes (sometimes in a course of a few dozens of turns) and a high level of noise. We propose a technique based on phasing of signals from a large number of BPMs which significantly increases the signal to noise ratio. Implementation of the method in the Fermilab Booster control system is described and some measurement results are presented.

    A device is provided for turning a solar collector about the polar axis so that the collector is directed toward the sun as the sun tracks the sky each day. It includes two heat-expansive elements and a shadow plate. In the morning a first expansive element is heated, expands to turn the collector to face the sun, while the second expansive element is shaded by the plate. In the afternoon the second element is heated, expands to turn the collector to face the sun, while the first is shaded by the plate.

    A dynamometer has been designed and built to measure forces in diamond turning. The design includes a 3-component, piezoelectric transducer. Initial experiments with this dynamometer system included verification of its predicted dynamic characteristics as well as a detailed study of cutting parameters. Many cutting experiments have been conducted on OFHC Copper and 6061-T6 Aluminum. Tests have involved investigation of velocity effects, and the effects of depth and feedrate on tool forces. Velocity has been determined to have negligible effects between 4 and 21 m/s. Forces generally increase with increasing depth of cut. Increasing feedrate does not necessarily lead to higher forces. Results suggest that a simple model may not be sufficient to describe the forces produced in the diamond turning process.

    The standard controller for a Pnuemo ASG 2500 Diamond Turning Machine, an Allen Bradley 8200, has been replaced with a custom high-performance design. This controller consists of four major components. Axis position feedback information is provided by a Zygo Axiom 2/20 laser interferometer with 0.1 micro-inch resolution. Hardware interface logic couples the computers digital and analog I/O channels to the diamond turning machine`s analog motor controllers, the laser interferometer, and other machine status and control information. It also provides front panel switches for operator override of the computer controller and implement the emergency stop sequence. The remaining two components, the control computer hardware and software, are discussed in detail below.

    Single point diamond turning studies were made using a series of thermoplastic polymers with different glass transition temperatures. Variations in surface morphology and surface roughness were observed as a function of cutting speed. Lower glass transition temperatures facilitate smoother surface cuts and better surface finish. This can be attributed to the frictional heating that occurs during machining. Because of the very low glass transition temperatures in polymeric compared to inorganic glasses, the precision machining response can be very speed sensitive.

    A novel MOS-conmore » trolled SiC thyristor device, the SiC emitter turn-off thyristor (ETO) is a promising technology for future high-voltage switching applications because it integrates the excellent current conduction capability of a SiC thyristor with a simple MOS-control interface. Through unity-gain turn-off, the SiC ETO also achieves excellent Safe Operation Area (SOA) and faster switching speeds than silicon ETOs. The world's first 4.5-kV SiC ETO prototype shows a forward voltage drop of 4.26 V at 26.5  A / cm 2 current density at room and elevated temperatures. Tested in an inductive circuit with a 2.5 kV DC link voltage and a 9.56-A load current, the SiC ETO shows a fast turn-off time of 1.63 microseconds and a low 9.88 mJ turn-off energy. The low switching loss indicates that the SiC ETO could operate at about 4 kHz if 100  W / cm 2 conduction and the 100  W / cm 2 turn-off losses can be removed by the thermal management system. This frequency capability is about 4 times higher than 4.5-kV-class silicon power devices. The preliminary demonstration shows that the SiC ETO is a promising candidate for high-frequency, high-voltage power conversion applications, and additional developments to optimize the device for higher voltage (>5 kV) and higher frequency (10 kHz) are needed.« less

    A transmission system in a downhole component comprises a data transmission element in both ends of the downhole component. Each data transmission element houses an electrically conducting coil in a MCEI circular trough. The electrically conducting coil comprises at least two generally fractional loops. In the preferred embodiment, the transmission elements are connected by an electrical conductor. Preferably, the electrical conductor is a coaxial cable. Preferably, the MCEI trough comprises ferrite. In the preferred embodiment, the fractional loops are connected by a connecting cable. In one aspect of the present invention, the connecting cable is a pair of twisted wires. In one embodiment the connecting cable is a shielded pair of twisted wires. In another aspect of the present invention, the connecting cable is a coaxial cable. The connecting cable may be disposed outside of the MCEI circular trough.

    Will County, Illinois officials yesterday formally broke ground on a new $7 million project (that includes $1 million of Energy Efficiency Conservation Block Grant funds) to turn methane gas from the Prairie View Landfill into electricity in a partnership with Waste Management. Will County will receive revenue from the sale of the gas created from decomposing garbage which will be harnessed and converted to generate 4.8 megawatts of green electrical power and used to power up to 8,000 homes. The future revenue generated from the sale of the gas and the sale of the electricity could reach $1 million annually.

    It is reported that Corning and Kroger intend to build a 35,000 sq. ft. plant in Winchester, Ky., that will turn whey into bakers' yeast. The plant will convert whey from Kroger's dairies into bakers' yeast, supplying about 60% of the yeast needed for nine Kroger bakeries. It will also produce syrups and whey protein concentrate for use in other food processing activities. In addition to making useful products, the project will convert the whey to glucose and galactose. The protein component of the whey will be concentrated and used in various foods and feeds.

    Coherent transverse beam oscillations in the Tevatron were analyzed with the model-independent analysis (MIA) technique. This allowed one to obtain the model-independent values of coupled betatron amplitudes, phase advances, and dispersion function around the ring from a single dipole kick measurement. In order to solve the MIA mode mixing problem which limits the accuracy of determination of the optical functions, we have developed a new technique of rotational MIA mode untangling. The basic idea is to treat each beam position monitor (BPM) as two BPMs separated in a ring by exactly one turn. This leads to a simple criterion of MIA mode separation: the betatron phase advance between any BPM and its counterpart shifted by one turn should be equal to the betatron tune and therefore should not depend on the BPM position in the ring. Furthermore, we describe a MIA-based technique to locate vibrating magnets in a storage ring.

  6. Maximizing Operational Efficiencies in Waste Management on the Hanford Plateau Remediation Contract in a Down-turned Market - 13484

    Recent changes in DOE priorities and funding have pressed DOE and its contractors to look for innovative methods to sustain critical operations at sites across the Complex. At the Hanford Site, DOE Richland Operations and its prime contractor, CH2M Hill Plateau Remediation Company (CHPRC), have completed in-depth assessments of the Plateau Remediation Contract (PRC) operations that compared available funding to mission and operational objectives in an effort to maintain requisite safety and compliance margins while realizing cost savings that meet funding profiles. These assessments included confirmation of current baseline activities, identification of potential efficiencies, barriers to implementation, and potential increased risks associated with implementation. Six operating PRC waste management facilities were evaluated against three possible end-states: complete facility closure, maintaining base operations, and performing minimum safe surveillance and maintenance activities. The costs to completely close evaluated facilities were determined to be prohibitively high and this end-state was quickly dropped from consideration. A summary of the analysis of remaining options by facility, efficiencies identified, impact to risk profiles, and expected cost savings is provided in Table I. The expected cost savings are a result of: - right-sizing and cross-training work crews to address maintenance activities across facilities; - combining and sequencing 'like-moded' operational processes; - cross-cutting emergency planning and preparedness staffing; - resource redistribution and optimization; - reducing areas requiring routine surveillance and inspection. For the efficiencies identified, there are corresponding increases in risk, including a loss of breadth and depth of available resources; lengthened response time to emergent issues; inability to invest in opportunities for improvement (OFIs); potential single-point failures or non-compliancies due to resource scarcity; limited cross-training capability; and reduced capability to respond to changes in DOE priorities. Finally, there are many challenges to achieving these cost savings. With a workforce nearing retirement effective succession planning becomes critical to success and requires establishing a balance between the cost of hiring and training and cost-saving activities. With six active waste management facilities spread across nearly 15 square miles, scheduling and deploying cross-trained surveillance and maintenance teams is a logistical challenge, particularly as the loss of funding has not diminished emphasis by regulatory agencies placed on the safe and compliant performance of DOE and its contractors. As reflected in Table I, efficiencies are currently being implemented on the Hanford Plateau Remediation Contract (PRC) that deliver cost savings that align with the current site budget while maintaining critical capabilities. It is currently estimated that these efficiencies will result in a cost savings of approximately $9 million for FY13 in base and minimum safe operations on the PRC - a cost reduction of more than 13 percent over FY12 and nearly 30 percent over FY09 levels.     The apparatus described in this paper can image the evolution of the transverse profile of a single bunch, isolated from a full PEP-II ring of 1500 bunches. Using this apparatus there are two methods of single bunch imaging; bunch-by-bunch beam profiling can image every bunch in the ring a single bunch at a time with the images of sequential bunches being in order, allowing one to see variations in beam size along a train. Turn-by-turn beam profiling images a single bunch on each successive turn it makes around the ring. This method will be useful in determining the effect that an injected bunch has on a stable bunch as the oscillations of the injected bunch damp out. Turn-by-turn imaging of the synchrotron light uses a system of lenses and mirrors to image many turns of both the major and minor axis of a single bunch across the photocathode of a gateable camera. The bunch-by-bunch method is simpler: because of a focusing mirror used in porting the light from the ring, the synchrotron light from the orbiting electrons becomes an image at a certain distance from the mirror; and since the camera does not use a lens, the photocathode is set exactly at this image distance. Bunch-by-bunch profiling has shown that in the Low Energy Ring (LER) horizontal bunch size decreases along a train. Turn-by-turn profiling has been able to image 100 turns of a single bunch on one exposure of the camera. The turn-by-turn setup has also been able to image 50 turns of the minor axis showing part of the damping process of an oscillating injected charge during a LER fill. The goal is to image the damping of oscillations of injected charge for 100 turns of both the major and minor axis throughout the damping process during trickle injection. With some changes to the apparatus this goal is within reach and will make turn-by-turn imaging a very useful tool in beam diagnostics.

    Distinct locking and sampling light beams are used in a cavity ring-down spectroscopy (CRDS) system to perform multiple ring-down measurements while the laser and ring-down cavity are continuously locked. The sampling and locking light beams have different frequencies, to ensure that the sampling and locking light are decoupled within the cavity. Preferably, the ring-down cavity is ring-shaped, the sampling light is s-polarized, and the locking light is p-polarized. Transmitted sampling light is used for ring-down measurements, while reflected locking light is used for locking in a Pound-Drever scheme.

    An improved shut-down heat removal system for a liquid metal nuclear reactor of the type having a vessel for holding hot and cold pools of liquid sodium is disclosed herein. Generally, the improved system comprises a redan or barrier within the reactor vessel which allows an auxiliary heat exchanger to become immersed in liquid sodium from the hot pool whenever the reactor pump fails to generate a metal-circulating pressure differential between the hot and cold pools of sodium. This redan also defines an alternative circulation path between the hot and cold pools of sodium in order to equilibrate the distribution of the decay heat from the reactor core. The invention may take the form of a redan or barrier that circumscribes the inner wall of the reactor vessel, thereby defining an annular space therebetween. In this embodiment, the bottom of the annular space communicates with the cold pool of sodium, and the auxiliary heat exchanger is placed in this annular space just above the drawn-down level that the liquid sodium assumes during normal operating conditions. Alternatively, the redan of the invention may include a pair of vertically oriented, concentrically disposed standpipes having a piston member disposed between them that operates somewhat like a pressure-sensitive valve. In both embodiments, the cessation of the pressure differential that is normally created by the reactor pump causes the auxiliary heat exchanger to be immersed in liquid sodium from the hot pool. Additionally, the redan in both embodiments forms a circulation flow path between the hot and cold pools so that the decay heat from the nuclear core is uniformly distributed within the vessel.

  18. LX-17 Corner-Turning and Reactive Flow Failure

    We have performed a series of highly-instrumented experiments examining corner-turning of detonation. A TATB booster is inset 15 mm into LX-17 (92.5% TATB, 7.5% kel-F) so that the detonation must turn a right angle around an air well. An optical pin located at the edge of the TATB gives the start time of the corner-turn. The breakout time on the side and back edges is measured with streak cameras. Three high-resolution X-ray images were taken on each experiment to examine the details of the detonation. We have concluded that the detonation cannot turn the corner and subsequently fails, but the shock wave continues to propagate in the unreacted explosive, leaving behind a dead zone. The detonation front farther out from the corner slowly turns and eventually reaches the air well edge 180{sup o} from its original direction. The dead zone is stable and persists 7.7 {micro}s after the corner-turn, although it has drifted into the original air well area. Our regular reactive flow computer models sometimes show temporary failure but they recover quickly and are unable to model the dead zones. We present a failure model that cuts off the reaction rate below certain detonation velocities and reproduces the qualitative features of the corner-turning failure.

    Single-point diamond turning studies have been completed on Si and Ge crystals. A new process model was developed for diamond turning which is based on a critical depth of cut for plastic flow-to-brittle fracture transitions. This concept, when combined with the actual machining geometry for single-point turning, predicts that {open_quotes}ductile{close_quotes} machining is a combined action of plasticity and fracture. Interrupted cutting experiments also provide a meant to directly measure the critical depth parameter for given machining conditions.

    Diamond turned OFHC copper samples have been observed within the past few months using the Scanning Tunneling Microscope. Initial results have shown evidence of artifacts which may be used to better understand the diamond turning process. The STM`s high resolution capability and three dimensional data representation allows observation and study of surface features unobtainable with conventional profilometry systems. Also, the STM offers a better quantitative means by which to analyze surface structures than the SEM. This paper discusses findings on several diamond turned OFHC copper samples having different cutting conditions. Each sample has been cross referenced using STM and SEM.

    We propose a method to simultaneously correct linear optics errors and linear coupling for storage rings using turn-by-turn (TbT) beam position monitor (BPM) data. The independent component analysis (ICA) method is used to isolate the betatron normal modes from the measured TbT BPM data. The betatron amplitudes and phase advances of the projections of the normal modes on the horizontal and vertical planes are then extracted, which, combined with dispersion measurement, are used to fit the lattice model. Furthermore, the fitting results are used for lattice correction. Our method has been successfully demonstrated on the NSLS-II storage ring.

    The present invention includes an apparatus and method for telemetry communication with oil-well monitoring and recording instruments located in the vicinity of the bottom of gas or oil recovery pipes. Such instruments are currently monitored using electrical cabling that is inserted into the pipes; cabling has a short life in this environment, and requires periodic replacement with the concomitant, costly shutdown of the well. Modulated reflectance, a wireless communication method that does not require signal transmission power from the telemetry package will provide a long-lived and reliable way to monitor down-hole conditions. Normal wireless technology is not practical since batteries and capacitors have to frequently be replaced or recharged, again with the well being removed from service. RF energy generated above ground can also be received, converted and stored down-hole without the use of wires, for actuating down-hole valves, as one example. Although modulated reflectance reduces or eliminates the loss of energy at the sensor package because energy is not consumed, during the transmission process, additional stored extra energy down-hole is needed.

    This report documents the progress that has been completed in the first half of FY2012 in the MPACT-funded Lead Slowing Down Spectrometer project. Significant progress has been made on the algorithm development. We have an improve understanding of the experimental responses in LSDS for fuel-related material. The calibration of the ultra-depleted uranium foils was completed, but the results are inconsistent from measurement to measurement. Future work includes developing a conceptual model of an LSDS system to assay plutonium in used fuel, improving agreement between simulations and measurement, design of a thorium fission chamber, and evaluation of additional detector techniques.

    The MPACT-funded Lead Slowing Down Spectrometry (LSDS) project has been evaluating the feasibility of using LSDS techniques to assay fissile isotopes in used nuclear fuel assemblies. The approach has the potential to provide considerable improvement in the assay of fissile isotopic masses in fuel assemblies compared to other non-destructive techniques in a direct and independent manner. The LSDS collaborations suggests that the next step to in empirically testing the feasibility is to conduct measurements on fresh fuel assemblies to understand investigate self-attenuation and fresh mixed-oxide (MOX) fuel rodlets so we may betterto understand extraction of masses for 235U and 239Pu. While progressing toward these goals, the collaboration also strongly suggests the continued development of enabling technology such as detector development and algorithm development, thatwhich could provide significant performance benefits.

    The steady increase of wind power on the grid presents new challenges for power system operators charged with making sure the grid stays up and running. "We need to ensure that we are going down a path that will lead to better reliability [with wind power]," said Bob Zavadil, an executive vice president at EnerNex Corporation in Knoxville, Tenn., a firm specializing in renewable energy grid interconnection and integration. "If this piece isn't done, there will be problems." EnerNex has spent the last decade perfecting wind turbine and plant models that test a wind plant's influence on the grid and its ability to provide grid support.     As Europe negotiates caps and allocations for Phase 2 emissions trading (for 2008-2012) the United States' first mandatory cap and trade initiative is gathering steam in the northeast. The Regional Greenhouse Gas Initiative (RGGI) is designed to stabilise CO{sub 2} emissions from regulated power plants in seven states at approximately 1990 levels from 2009 to 2014 and then reduce them by a total of 10% during a second five-year period. The states included are: Connecticut, Delaware, Maine, New Hampshire, New Jersey, New York and Vermont. Meanwhile, a variety of other regional and state-level initiatives are taking shape over a total of 30 states, targeting the electric power, automotive, oil and gas, real estate and financial services sectors. Emissions targets have been set by several utilities such as American Electric Power, Cinergy and DTE Energy. Several have joined the Chicago Climate Exchange (CCX) to trade emissions allowances. Decentralised initiatives are seen by David Victor, director of the Program in Energy and Sustainable Development at Stamford University, as a necessary development, coined a Madisonian approach. Several legislation proposals aimed at reducing greenhouse gas emissions have been introduced. Regardless of what Congress eventually turns into law, successful development of advanced technology will, in the authors' opinion, be the requisite for making them work. 5 figs.

    A future nuclear energy system is under development to turn spent fuels produced by PWRs into fuels for a SFR (Sodium Fast Reactor) through the pyrochemical process. The knowledge of the isotopic fissile content of the new fuel is very important for fuel safety. A lead slowing down spectrometer (LSDS) is under development to analyze the fissile material content (Pu{sup 239}, Pu{sup 241} and U{sup 235}) of the fuel. The LSDS requires a neutron source, the neutrons will be slowed down through their passage in a lead medium and will finally enter the fuel and will induce fission reactions that will be analysed and the isotopic content of the fuel will be then determined. The issue is that the spent fuel emits intense gamma rays and neutrons by spontaneous fission. The threshold fission detector screens the prompt fast fission neutrons and as a result the LSDS is not influenced by the high level radiation background. The energy resolution of LSDS is good in the range 0.1 eV to 1 keV. It is also the range in which the fission reaction is the most discriminating for the considered fissile isotopes. An electron accelerator has been chosen to produce neutrons with an adequate target through (e{sup -},γ)(γ,n) reactions.

The reduced dispersion results from contraction and expansion regions that reduce the cross-sectional area over some portion of the turn or junction. By carefully designing the geometries of these regions, sample dispersion in turns and junctions is reduced to levels comparable to the effects of ordinary diffusion. The low dispersion features are particularly suited for microfluidic devices and systems using either electromotive force, pressure, or combinations thereof as the principle of fluid transport.     Motors use no energy when turned off. Reducing motor operating time by just 10% usually saves more energy than replacing a standard efficiency motor with a NEMA Premium® efficiency motor. In fact, given that 97% of the life cycle cost of purchasing and operating a motor is energy-related, turning a motor off 10% of the time could reduce energy costs enough to purchase three new motors.

    The performance of microchannel devices is improved by providing turns, wyes, tees, and other junctions that produce little dispersions of a sample as it traverses the turn or junction. The reduced dispersion results from contraction and expansion regions that reduce the cross-sectional area over some portion of the turn or junction. By carefully designing the geometries of these regions, sample dispersion in turns and junctions is reduced to levels comparable to the effects of ordinary diffusion. A numerical algorithm was employed to evolve low-dispersion geometries by computing the electric or pressure field within candidate configurations, sample transport through the turn or junction, and the overall effective dispersion. These devices should greatly increase flexibility in the design of microchannel devices by permitting the use of turns and junctions that do not induce large sample dispersion. In particular, the ability to fold electrophoretic and electrochrornatographic separation columns will allow dramatic improvements in the miniaturization of these devices. The low-lispersion devices are particularly suited to electrochromatographic and electrophoretic separations, as well as pressure-driven chromatographic separation. They are further applicable to microfluidic systems employing either electroosrnotic or pressure-driven flows for sample transport, reaction, mixing, dilution or synthesis.

    Background: Top-down mass spectrometry plays an important role in intact protein identification and characterization. Top-down mass spectra are more complex than bottom-up mass spectra because they often contain many isotopomer envelopes from highly charged ions, which may overlap with one another. As a result, spectral deconvolution, which converts a complex top-down mass spectrum into a monoisotopic mass list, is a key step in top-down spectral interpretation. Results: In this paper, we propose a new scoring function, L-score, for evaluating isotopomer envelopes. By combining L-score with MS-Deconv, a new software tool, MS-Deconv+, was developed for top-down spectral deconvolution. Experimental results showed that MS-Deconv+ outperformed existing software tools in top-down spectral deconvolution. Conclusions: L-score shows high discriminative ability in identification of isotopomer envelopes. Using L-score, MS-Deconv+ reports many correct monoisotopic masses missed by other software tools, which are valuable for proteoform identification and characterization.

  18. Top-down and bottom-up definitions of human failure events in human reliability analysis

    In the probabilistic risk assessments (PRAs) used in the nuclear industry, human failure events (HFEs) are determined as a subset of hardware failures, namely those hardware failures that could be triggered by human action or inaction. This approach is top-down, starting with hardware faults and deducing human contributions to those faults. Elsewhere, more traditionally human factors driven approaches would tend to look at opportunities for human errors first in a task analysis and then identify which of those errors is risk significant. The intersection of top-down and bottom-up approaches to defining HFEs has not been carefully studied. Ideally, both approaches should arrive at the same set of HFEs. This question is crucial, however, as human reliability analysis (HRA) methods are generalized to new domains like oil and gas. The HFEs used in nuclear PRAs tend to be top-down—defined as a subset of the PRA—whereas the HFEs used in petroleum quantitative risk assessments (QRAs) often tend to be bottom-up—derived from a task analysis conducted by human factors experts. The marriage of these approaches is necessary in order to ensure that HRA methods developed for top-down HFEs are also sufficient for bottom-up applications.

    Pilot Project #1—the identification and characterization of human histone H4 proteoforms by top-down MS—is the first project launched by the Consortium for Top-Down Proteomics (CTDP) to refine and validate top-down MS. Within the initial results from seven participating laboratories, all reported the probability-based identification of human histone H4 (UniProt accession P62805) with expectation values ranging from 10-13 to 10-105. Regarding characterization, a total of 74 proteoforms were reported, with 21 done so unambiguously; one new PTM, K79ac, was identified. Inter-laboratory comparison reveals aspects of the results that are consistent, such as the localization of individual PTMs and binary combinations, while other aspects are more variable, such as the accurate characterization of low-abundance proteoforms harboring >2 PTMs. An open-access tool and discussion of proteoform scoring are included, along with a description of general challenges that lie ahead including improved proteoform separations prior to mass spectrometric analysis, better instrumentation performance, and software development.

    We have examined the adsorption of the weakly bound species N{sub 2}, O{sub 2}, CO, and Kr on the (?(37)?(37))R25.3{sup ?} water monolayer on Pt(111) using a combination of molecular beam dosing, infrared reflection absorption spectroscopy, and temperature programmed desorption. In contrast to multilayer crystalline ice, the adsorbate-free water monolayer is characterized by a lack of dangling OH bonds protruding into the vacuum (H-up). Instead, the non-hydrogen-bonded OH groups are oriented downward (H-down) to maximize their interaction with the underlying Pt(111) substrate. Adsorption of Kr and O{sub 2} have little effect on the structure and vibrational spectrum of the ?(37) water monolayer while adsorption of both N{sub 2}, and CO are effective in flipping H-down water molecules into an H-up configuration. This flipping occurs readily upon adsorption at temperatures as low as 20 K and the water monolayer transforms back to the H-down, ?(37) structure upon adsorbate desorption above 35 K, indicating small energy differences and barriers between the H-down and H-up configurations. The results suggest that converting water in the first layer from H-down to H-up is mediated by the electrostatic interactions between the water and the adsorbates.

Protein kinase RNA-like endoplasmic reticulum kinase (PERK) is an ER transmembrane protein which initiates unfolded protein response (UPR) or ER stress signaling when ER homeostasis is disturbed. Here, we report that down-regulation of PERK resulted in increased clonogenic survival, enhanced DNA repair and reduced apoptosis in irradiated cancer cells. Our study demonstrated that PERK has a role in sensitizing cancer cells to IR.

    We study the cosmological FRW flat solutions generated in general massive gravity theories. Such a model are obtained adding to the Einstein General Relativity action a peculiar non derivative potentials, function of the metric components, that induce the propagation of five gravitational degrees of freedom. This large class of theories includes both the case with a residual Lorentz invariance as well as the case with rotational invariance only. It turns out that the Lorentz-breaking case is selected as the only possibility. Moreover it turns out that that perturbations around strict Minkowski or dS space are strongly coupled. The upshot is that even though dark energy can be simply accounted by massive gravity modifications, its equation of state w{sub eff} has to deviate from -1. Indeed, there is an explicit relation between the strong coupling scale of perturbations and the deviation of w{sub eff} from -1. Taking into account current limits on w{sub eff} and submillimiter tests of the Newton's law as a limit on the possible strong coupling scale, we find that it is still possible to have a weakly coupled theory in a quasi dS background. Future experimental improvements on short distance tests of the Newton's law may be used to tighten the deviation of w{sub eff} form -1 in a weakly coupled massive gravity theory.

    An unconventional machining technique has been developed for producing relatively large radii quasi-toroidal surfaces which could not normally be produced by conventional diamond turning technology. The maximum radial swing capacity of a diamond turning lathe is the limiting factor for the rotational radius of any toroid. A typical diamond turned toroidal surface is produced when a part is rotated about the spindle axis while the diamond tool contours the surface with any curved path. Toric surfaces sliced horizontally, have been used in laser resonator cavities. This paper will address the fabrication of a special case of toroids where a rotating tool path is a circle whose center is offset from the rotational axis of the toroid by a distance greater than the minor radius of the tool path. The quasi-toroidal surfaces produced by this technique approximate all asymmetrical combinations of concave/convex section of a torus. Other machine configurations have been reported which offer alternative approaches to the fabrication of concave asymmetric aspheric surfaces. Prototypes of unique lenses each having two quasi-toroidal surfaces were fabricated in the Ultraprecision Manufacturing Technology Center at form key components of a scanned laser focusing system. As an example of the problem faced, the specifications for one of the surfaces was equivalent to a section of a torus with a two meter diameter hole. The lenses were fabricated on a Nanoform 600 diamond turning lathe. This is a numerically controlled two axis T-base lathe with an air bearing spindle and oil hydrostatic slides. The maximum radial swing for this machine is approximately 0.3 meters.

    It has long been known that solar-type stars undergo significant spin-down, via magnetic braking, during their main-sequence lifetimes. However, magnetic braking only operates on the surface layers; it is not yet completely understood how angular momentum is transported within the star and how rapidly the spin-down information is communicated to the deep interior. In this work, we use insight from recent progress in understanding internal solar dynamics to model the interior of other solar-type stars. We assume, following Gough and McIntyre, that the bulk of the radiation zone of these stars is held in uniform rotation by the presence of an embedded large-scale primordial field, confined below a stably stratified, magnetic-free tachocline by large-scale meridional flows downwelling from the convection zone. We derive simple equations to describe the response of this model interior to spin-down of the surface layers, which are identical to the two-zone model of MacGregor and Brenner, with a coupling timescale proportional to the local Eddington-Sweet timescale across the tachocline. This timescale depends both on the rotation rate of the star and on the thickness of the tachocline, and it can vary from a few hundred thousand years to a few Gyr, depending on stellar properties. Qualitative predictions of the model appear to be consistent with observations, although they depend sensitively on the assumed functional dependence of the tachocline thickness on the stellar rotation rate.

    A Regulated Metals Plan (RMP) was implemented for outdoor work activities involving the removal and disposition of approximately 4,000 deteriorated waste drums containing 236 metric tonnes (260 tons) of lead turnings from various, unspecified machine shop facilities at the Paducah Gaseous Diffusion Plant. Until exposure monitoring could prove otherwise, the work area established for processing the drums was conservatively defined as a Lead Regulated Area (LRA) subject to the Occupational Safety and Health Administration's Lead Standard found in Title 29 of the Code of Federal Regulations, Part 1910.1025. The vast majority of the analytical results for the industrial hygiene breathing zone samples collected and tested for arsenic, beryllium, cadmium, chromium, lead, nickel, selenium, silver, and thallium using the National Institute for Occupational Safety and Health's analytical method 7300 were equivalent to the laboratory detection limits for each analyte. All results were less than 6% of their respective Permissible Exposure Limits (PEL), except for one nickel result that was approximately 17% of its PEL. The results provided justification to eventually down-post the LRA to existing employee protection requirements. In addition to removing the deteriorated drums and accompanying debris, the success of this project was quantified in terms of zero recordable injuries. The primary contributor in achieving this success was the sharing and communication of information between management, safety, and the field teams. Specifically, this was what the employees needed (and wanted) to hear when justifying the suspension of the RMP for the processing of drums containing metal turnings. Daily briefings on the status of the project and field monitoring results were just as important as maintaining budget and schedule milestones. Also, the Environmental, Safety and Health organization maintained its presence by continuing to monitor evolving field conditions to ensure the

    Described are a "Discrete Magic Angle Turning" (DMAT) system, devices, and processes that combine advantages of both magic angle turning (MAT) and magic angle hopping (MAH) suitable, e.g., for in situ magnetic resonance spectroscopy and/or imaging. In an exemplary system, device, and process, samples are rotated in a clockwise direction followed by an anticlockwise direction of exactly the same amount. Rotation proceeds through an angle that is typically greater than about 240 degrees but less than or equal to about 360 degrees at constant speed for a time applicable to the evolution dimension. Back and forth rotation can be synchronized and repeated with a special radio frequency (RF) pulse sequence to produce an isotropic-anisotropic shift 2D correlation spectrum. The design permits tubes to be inserted into the sample container without introducing plumbing interferences, further allowing control over such conditions as temperature, pressure, flow conditions, and feed compositions, thus permitting true in-situ investigations to be carried out.

    In two recent articles, we have examined a generalization of the binomial distribution associated with a sequence of positive numbers, involving asymmetric expressions of probabilities that break the symmetry win-loss. We present in this article another generalization (always associated with a sequence of positive numbers) that preserves the symmetry win-loss. This approach is also based on generating functions and presents constraints of non-negativeness, similar to those encountered in our previous articles.

    The new conceptual design of full turn fast extraction kicker power supply system of the Spallation Neutron Source main ring will be presented in this paper. In this design, the extraction kicker power modulators will be located outside of the tunnel, as requested by the SNS Project. Its purpose is to minimize the components inside of the synchrotron tunnel. The high voltage modulator will use Blumlein pulser and hollow-anode thyratron structure, a parallel termination resistor and two transmission cables. Main advantages include: flexible system configuration for unipolar single drive or push-pull double drive of the kicker magnets, lower charging voltage, lower beam impedance, lower number of high voltage cables, and large design margin for implementation and future upgrade.

  20. Generalized galilean genesis

    The galilean genesis scenario is an alternative to inflation in which the universe starts expanding from Minkowski in the asymptotic past by violating the null energy condition stably. Several concrete models of galilean genesis have been constructed so far within the context of galileon-type scalar-field theories. We give a generic, unified description of the galilean genesis scenario in terms of the Horndeski theory, i.e., the most general scalar-tensor theory with second-order field equations. In doing so we generalize the previous models to have a new parameter (denoted by α) which results in controlling the evolution of the Hubble rate. The background dynamics is investigated to show that the generalized galilean genesis solution is an attractor, similarly to the original model. We also study the nature of primordial perturbations in the generalized galilean genesis scenario. In all the models described by our generalized genesis Lagrangian, amplification of tensor perturbations does not occur as opposed to what happens in quasi-de Sitter inflation. We show that the spectral index of curvature perturbations is determined solely from the parameter α and does not depend on the other details of the model. In contrast to the original model, a nearly scale-invariant spectrum of curvature perturbations is obtained for a specific choice of α.

    This is the third of three papers (in addition to an introductory summary) aimed at providing a framework for evaluating future reductions or modifications of the U.S. nuclear force, first by considering previous instances in which nuclear-force capabilities were eliminated; second by looking forward into at least the foreseeable future at the features of global and regional deterrence (recognizing that new weapon systems currently projected will have expected lifetimes stretching beyond our ability to predict the future); and third by providing examples of past or possible undesirable outcomes in the shaping of the future nuclear force, as well as some closing thoughts for the future. In this paper, we provide one example each of our judgments on what constitutes a box canyon, a roach motel, and a wrong turn: � Wrong Turn: The Reliable Replacement Warhead � Roach Motel: SRAM T vs the B61 � A Possible Box Canyon: A Low-Yield Version of the W76 SLBM Warhead Recognizing that new nuclear missions or weapons are not demanded by current circumstances � a development path that yields future capabilities similar to those of today, which are adequate if not always ideal, and a broader national-security strategy that supports nonproliferation and arms control by reducing the role for, and numbers, of nuclear weapons � we briefly consider alternate, less desirable futures, and their possible effect on the complex problem of regional deterrence. In this regard, we discuss the issues posed by, and possible responses to, three example regional deterrence challenges: in-country defensive use of nuclear weapons by an adversary; reassurance of U.S. allies with limited strategic depth threatened by an emergent nuclear power; and extraterritorial, non-strategic offensive use of nuclear weapons by an adversary in support of limited military objectives against a U.S. ally.

  2. Combined features in the primordial spectra induced by a sudden turn in two-field DBI inflation

    We investigate the features generated by a sharp turn along the inflationary trajectory in a two-field model of Dirac-Born-Infeld inflation, where one of the fields is heavy. Distinct features are generated by two different effects: the mixing of the light and heavy modes during the turn, on the one hand, and the resonance between the oscillations along the heavy direction after the turn, on the other hand. Contrary to models with standard kinetic terms, the resonance effect is not strongly suppressed because the action contains derivative interactions. Working in the potential basis, we study the oscillations after the turn and compute the amplitude of the mixing and resonance features in the power spectrum, as well as in the bispectrum for the latter effect. We find that the amplitudes and positions of these combined features obey specific consistency relations, which could be confronted with cosmological data.

  3. Cosmic slowing down of acceleration for several dark energy parametrizations

    We further investigate slowing down of acceleration of the universe scenario for five parametrizations of the equation of state of dark energy using four sets of Type Ia supernovae data. In a maximal probability analysis we also use the baryon acoustic oscillation and cosmic microwave background observations. We found the low redshift transition of the deceleration parameter appears, independently of the parametrization, using supernovae data alone except for the Union 2.1 sample. This feature disappears once we combine the Type Ia supernovae data with high redshift data. We conclude that the rapid variation of the deceleration parameter is independent of the parametrization. We also found more evidence for a tension among the supernovae samples, as well as for the low and high redshift data.

  4. Wet chemical thinning of molybdenum disulfide down to its monolayer

    We report on the preparation of mono- and bi-layer molybdenum disulfide (MoS{sub 2}) from a bulk crystal by facile wet chemical etching. We show that concentrated nitric acid (HNO{sub 3}) effectively etches thin MoS{sub 2} crystals from their edges via formation of MoO{sub 3}. Interestingly, etching of thin crystals on a substrate leaves behind unreacted mono- and bilayer sheets. The flakes obtained by chemical etching exhibit electronic quality comparable to that of mechanically exfoliated counterparts. Our findings indicate that the self-limiting chemical etching is a promising top-down route to preparing atomically thin crystals from bulk layer compounds.

  5. Swing-Down of 21-PWR Waste Package

    The objective of this calculation is to determine the structural response of the waste package (WP) swinging down from a horizontally suspended height. The WP used for that purpose is the 21-Pressurized Water Reactor (PWR) WP. The scope of this document is limited to reporting the calculation results in terms of stress intensities. This calculation is associated with the WP design and was performed by the Waste Package Design group in accordance with the ''Technical Work Plan for: Waste Package Design Description for LA'' (Ref. 13). AP-3.12Q, ''Calculations'' (Ref. 18) is used to perform the calculation and develop the document. The information provided by the sketches attached to this calculation is that of the potential design of the type of 21-PWR WP design considered in this calculation and provides the potential dimensions and materials for the 21-PWR WP design.

  6. Veeco Develops Tools to Drive Down HBLED Costs

    Veeco is working in partnership with Sandia National Laboratories and Philips Lumileds to drive down the cost of high-brightness LEDs by implementing process simulation tools and by improving temperature measurement and control methods to increase MOCVD yield. Veeco is working with Sandia to reduce the cost of ownership (COO) of the deposition equipment by, for example, using a heated flow flange, which reduces the consumption of the expensive precursors (ammonia, nitrogen, hydrogen, and the metal organics) by 40 percent. Two different types of pyrometers developed by Sandia and Veeco are being tested by Philips Lumileds to control the substrate temperature, which helps determine the color of the LED. If all works according to plan, the COO will be reduced by at least 75 percent by improving throughput, growth uniformity, yield, and temperature stabilization.

    On February 15, 1980, the United States Environmental Protection Agency, acting pursuant to Paragraph 113(D) (4) of the Clean Air Act, issued to General Motors an innovative technology order covering fifteen coal-fired spreader-stoker boilers located at six General Motors plants in Ohio. The purpose and effect of this order was to permit General Motors time to develop a new, innovative technique for controlling particulate emissions from the specified boilers before compliance with the federally approved Ohio particulate control regulation was required. This new technology was christened, The Sidestream Separator, by General Motors. It provides a highly cost effective means of reducing particulate emissions below levels currently obtainable with conventionally used high efficiency mechanical collectors. These improvements could prove to be of substantial benefit to many industrial facilities with spreader-stoker coal-fired boilers that cannot be brought into compliance with applicble air pollution regulations except by application of far more expensive and unwieldly electrostatic precipitators (ESP's) or fabric filters (baghouses).

    The Loop Vertex Expansion (LVE) is a quantum field theory (QFT) method which explicitly computes the Borel sum of Feynman perturbation series. This LVE relies in a crucial way on symmetric tree weights which define a measure on the set of spanning trees of any connected graph. In this paper we generalize this method by defining new tree weights. They depend on the choice of a partition of a set of vertices of the graph, and when the partition is non-trivial, they are no longer symmetric under permutation of vertices. Nevertheless we prove they have the required positivity property to lead to a convergent LVE; in fact we formulate this positivity property precisely for the first time. Our generalized tree weights are inspired by the Brydges-Battle-Federbush work on cluster expansions and could be particularly suited to the computation of connected functions in QFT. Several concrete examples are explicitly given.

  15. Air Gaps, Size Effect, and Corner-Turning in Ambient LX-17

    Various ambient measurements are presented for LX-17. The size (diameter) effect has been measured with copper and Lucite confinement, where the failure radii are 4.0 and 6.5 mm, respectively. The air well corner-turn has been measured with an LX-07 booster, and the dead-zone results are comparable to the previous TATB-boosted work. Four double cylinders have been fired, and dead zones appear in all cases. The steel-backed samples are faster than the Lucite-backed samples by 0.6 {micro}s. Bare LX-07 and LX-17 of 12.7 mm-radius were fired with air gaps. Long acceptor regions were used to truly determine if detonation occurred or not. The LX-07 crossed at 10 mm with a slight time delay. Steady state LX-17 crossed at 3.5 mm gap but failed to cross at 4.0 mm. LX-17 with a 12.7 mm run after the booster crossed a 1.5 mm gap but failed to cross 2.5 mm. Timing delays were measured where the detonation crossed the gaps. The Tarantula model is introduced as embedded in 0 reactive flow JWL++ and Linked Cheetah V4, mostly at 4 zones/mm. Tarantula has four pressure regions: off, initiation, failure and detonation. The physical basis of the input parameters is considered.

  16. Vacuum pull down method for an enhanced bonding process

    A process for effectively bonding arbitrary size or shape substrates. The process incorporates vacuum pull down techniques to ensure uniform surface contact during the bonding process. The essence of the process for bonding substrates, such as glass, plastic, or alloys, etc., which have a moderate melting point with a gradual softening point curve, involves the application of an active vacuum source to evacuate interstices between the substrates while at the same time providing a positive force to hold the parts to be bonded in contact. This enables increasing the temperature of the bonding process to ensure that the softening point has been reached and small void areas are filled and come in contact with the opposing substrate. The process is most effective where at least one of the two plates or substrates contain channels or grooves that can be used to apply vacuum between the plates or substrates during the thermal bonding cycle. Also, it is beneficial to provide a vacuum groove or channel near the perimeter of the plates or substrates to ensure bonding of the perimeter of the plates or substrates and reduce the unbonded regions inside the interior region of the plates or substrates.

    The process of redirecting ions through 90o turns and ‘tee’ switches utilizing Structures for Lossless Ion Manipulations (SLIM) was evaluated using theoretical and simulation methods at 4 Torr pressure. SIMION simulations were used to optimize and evaluate conditions for performing turns without loss of signal intensity or ion mobility resolving power. Fundamental considerations indicated that the “race track” effect during ion turns may incur only small losses to the ion mobility resolving power at 4 Torr pressure for the typical plume widths predicted in an optimized SLIM ‘tee’ switch design. The dynamic switching of ions into orthogonal channels was also evaluated using SIMION ion trajectory simulations, and achieved similar performance. Simulation results were in close agreement with experimental results and were used to refine SLIM designs and applied potentials for their use.

  20. Turning point temperature and competition between relativistic and ponderomotive effects in self-focusing of laser beam in plasma

    The propagation characters of Gaussian laser beam in collisionless plasma are investigated by considering the ponderomotive and relativistic nonlinearities. The second-order differential equation of dimensionless beam width parameter is solved numerically, taking into account the effect of electron temperature. The results show that the ponderomotive force does not facilitate the relativistic self-focusing in all intensity ranges. In fact, there exists a certain intensity value that, if below this value, the ponderomotive nonlinearity can contribute to the relativistic self-focusing, or obstruct it, if above. It is also indicated that there is a temperature interval in which self-focusing can occur, while the beam diverges outside of this region. In addition, the results represent the existence of a “turning point temperature” in the mentioned interval that the self-focusing has the strongest power. The value of the turning point is dependent on laser intensity in which higher intensities result in higher turning point.

    As part of high-level waste pretreatment and immobilized low activity waste processing, liquid secondary wastes will be generated that will be transferred to the Effluent Treatment Facility on the Hanford Site for further treatment. These liquid secondary wastes will be converted to stable solid waste forms that will be disposed in the Integrated Disposal Facility. Currently, four waste forms are being considered for stabilization and solidification of the liquid secondary wastes. These waste forms are Cast Stone, Ceramicrete, DuraLith, and Fluidized Bed Steam Reformer. The preferred alternative will be down selected from these four waste forms. Pacific Northwest National Laboratory is developing data packages to support the down selection process. The objective of the data packages is to identify, evaluate, and summarize the existing information on the four waste forms being considered for stabilization and solidification of the liquid secondary wastes. The information included will be based on information available in the open literature and from data obtained from testing currently underway. This data package is for the Ceramicrete waste form. Ceramicrete is a relatively new engineering material developed at Argonne National Laboratory to treat radioactive and hazardous waste streams (e.g., Wagh 2004; Wagh et al. 1999a, 2003; Singh et al. 2000). This cement-like waste form can be used to treat solids, liquids, and sludges by chemical immobilization, microencapsulation, and/or macroencapsulation. The Ceramicrete technology is based on chemical reaction between phosphate anions and metal cations to form a strong, dense, durable, low porosity matrix that immobilizes hazardous and radioactive contaminants as insoluble phosphates and microencapsulates insoluble radioactive components and other constituents that do not form phosphates.     Executive Summary The Lead Slowing Down Spectrometry (LSDS) project, funded by the Materials Protection And Control Technology campaign, has been evaluating the feasibility of using LSDS techniques to assay fissile isotopes in used nuclear fuel assemblies. The approach has the potential to provide considerable improvement in the assay of fissile isotopic masses in fuel assemblies compared to other non-destructive techniques in a direct and independent manner. This report is a high level summary of the progress completed in FY2013. This progress included: • Fabrication of a 4He scintillator detector to detect fast neutrons in the LSDS operating environment. Testing of the detector will be conducted in FY2014. • Design of a large area 232Th fission chamber. • Analysis using the Los Alamos National Laboratory perturbation model estimated the required number of neutrons for an LSDS measurement to be 10 to the 16th source neutrons. • Application of the algorithms developed at Pacific Northwest National Laboratory to LSDS measurement data of various fissile samples conducted in 2012. The results concluded that the 235U could be measured to 2.7% and the 239Pu could be measured to 6.3%. Significant effort is yet needed to demonstrate the applicability of these algorithms for used-fuel assemblies, but the results reported here are encouraging in demonstrating that we are making progress toward that goal. • Development and cost-analysis of a research plan for the next critical demonstration measurements. The plan suggests measurements on fresh fuel sub assemblies as a means to experimentally test self-attenuation and the use of fresh mixed-oxide fuel as a means to test simultaneous measurement of 235U and 239Pu.

  4. Air Gaps, Size Effect, and Corner-Turning in Ambient LX-17

    Various ambient measurements are presented for LX-17. The size (diameter) effect has been measured with copper and Lucite confinement, where the failure radii are 4.0 and 6.5 mm, respectively. The air well corner-turn has been measured with an LX-07 booster, and the dead-zone results are comparable to the previous TATB-boosted work. Four double cylinders have been fired, and dead zones appear in all cases. The steel-backed samples are faster than the Lucite-backed samples by 0.6 {micro}s. Bare LX-07 and LX-17 of 12.7 mm-radius were fired with air gaps. Long acceptor regions were used to truly determine if detonation occurred or not. The LX-07 crossed at 10 mm with a slight time delay. Steady state LX-17 crossed at 3.5 mm gap but failed to cross at 4.0 mm. LX-17 with a 12.7 mm run after the booster crossed a 1.5 mm gap but failed to cross 2.5 mm. Timing delays were measured where the detonation crossed the gaps. The Tarantula model is introduced as embedded in the Linked Cheetah V4.0 reactive flow code at 4 zones/mm. Tarantula has four pressure regions: off, initiation, failure and detonation. A report card of 25 tests run with the same settings on LX-17 is shown, possibly the most extensive simultaneous calibration yet tried with an explosive. The physical basis of some of the input parameters is considered.
