    The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the greening of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing the mainstream by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ? Mainstreaming is witnessing a revival over the last few years and a comeback amongst environmental appraisal communities. ? Mainstreaming efforts through environmental appraisal have failed to challenge the deeply rooted belief in economic growth. ? Recent mainstreaming efforts are incorporated in green deals following ecological modernisation discourses. ? Environmental appraisal is urged to embrace ecosystem service approaches prompting a rethink of its advocacy role and purpose.

    The Plug-in Hybrid electric Vehicle (PHEV) Market Introduction Study Final Report identified a range of policies, incentives and regulations designed to enhance the probability of success in commercializing PHEVs as they enter the automotive marketplace starting in 2010. The objective of the comprehensive PHEV Value Proposition study, which encompasses the PHEV Market Introduction Study, is to better understand the value proposition that PHEVs (as well as other plug-in electric vehicle platforms - PEVs) provide to the auto companies themselves, to the consumer and to the public at large as represented by the government and its public policies. In this report we use the more inclusive term PEVs, to include PHEVs, BEVs (battery electric vehicles that operate only on battery) and EREVs (extended range electric vehicles that combine battery electric vehicles with an internal combustion engine that charges the battery as needed). The objective of Taratec's contribution to Phase 2 of the PHEV Value Proposition Study is to develop a clear understanding of the benefits of PEVs to three stakeholders - auto original equipment manufacturers (OEMs), utilities, and the government - and of the technical and commercial challenges and risks to be overcome in order to achieve commercial success for these vehicles. The goal is to understand the technical and commercial challenges in moving from the 'early adopters' at the point of market introduction of these vehicles to a 'sustainable' mainstream market in which PEVs and other PEVs represent a normal, commercially available and attractive vehicle to the mainstream consumer. For the purpose of this study, that sustainable market is assumed to be in place in the 2030 timeframe. The principal focus of the study is to better understand the technical and commercial challenges in the transition from early adopters to a sustainable mainstream consumer market. Effectively, that translates to understanding the challenges to be overcome during the transition period - basically the middle years as the second and third generation of these vehicles are developed and come to market. The concern is to understand those things that in the near term would delay that transition. The study looked at identifying and then quantifying these technical and commercial risks and benefits from three perspectives: (1) The auto industry original equipment manufacturers (OEMs) themselves; (2) The utilities who will provide the electric 'fuel' that will fully or partially power the vehicles; and (3) The government, representing public policy interest in PEV success. By clarifying and quantifying these benefits and the technical and commercial risks that could delay the transition to a sustainable mainstream market, the study provides the basis for developing recommendations for government policies and support for PHEV and PEV development.

    Disclosed is a method for gender determination of avian embryos. During the embryo incubation process, the outer hard shells of eggs are drilled and samples of allantoic fluid are removed. The allantoic fluids are directly introduced into an ion mobility spectrometer (IMS) for analysis.     A small diameter, 20 mm to 50 mm, guided projectile is used in antiaircraft defense. A pulsing laser designator illuminates the target aircraft. Energy reflected from the aircraft is received by the guided projectile. The guided projectile is fired from a standard weapon but the spining caused by the riflings are removed before active tracking and guidance occurs. The received energy is focused by immersion optics onto a bridge cell. AC coupling and gating removes background and allows steering signals to move extended vanes by means of piezoelectric actuators in the rear of the guided projectile.

    This study focused on creating a new tristructural isotropic (TRISO) coated particle fuel performance model and demonstrating the integration of this model into an existing system of neutronics and heat transfer codes, creating a user-friendly option for including fuel performance analysis within system design optimization and system-level trade-off studies. The end product enables both a deeper understanding and better overall system performance of nuclear energy systems limited or greatly impacted by TRISO fuel performance. A thorium-fueled hybrid fusion-fission Laser Inertial Fusion Energy (LIFE) blanket design was used for illustrating the application of this new capability and demonstrated both the importance of integrating fuel performance calculations into mainstream design studies and the impact that this new integrated analysis had on system-level design decisions. A new TRISO fuel performance model named TRIUNE was developed and verified and validated during this work with a novel methodology established for simulating the actual lifetime of a TRISO particle during repeated passes through a pebble bed. In addition, integrated self-consistent calculations were performed for neutronics depletion analysis, heat transfer calculations, and then fuel performance modeling for a full parametric study that encompassed over 80 different design options that went through all three phases of analysis. Lastly, side studies were performed that included a comparison of thorium and depleted uranium (DU) LIFE blankets as well as some uncertainty quantification work to help guide future experimental work by assessing what material properties in TRISO fuel performance modeling are most in need of improvement. A recommended thorium-fueled hybrid LIFE engine design was identified with an initial fuel load of 20MT of thorium, 15% TRISO packing within the graphite fuel pebbles, and a 20cm neutron multiplier layer with beryllium pebbles in flibe molten salt coolant. It operated at a system power level of 2000 MW{sub th}, took about 3.5 years to reach full plateau power, and was capable of an End of Plateau burnup of 38.7 %FIMA if considering just the neutronic constraints in the system design; however, fuel performance constraints led to a maximum credible burnup of 12.1 %FIMA due to a combination of internal gas pressure and irradiation effects on the TRISO materials (especially PyC) leading to SiC pressure vessel failures. The optimal neutron spectrum for the thorium-fueled blanket options evaluated seemed to favor a hard spectrum (low but non-zero neutron multiplier thicknesses and high TRISO packing fractions) in terms of neutronic performance but the fuel performance constraints demonstrated that a significantly softer spectrum would be needed to decrease the rate of accumulation of fast neutron fluence in order to improve the maximum credible burnup the system could achieve.

    The Buildings Technologies Office (BTO), within the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), is initiating a new program in Sensor and Controls. The vision of this program is: Buildings operating automatically and continuously at peak energy efficiency over their lifetimes and interoperating effectively with the electric power grid. Buildings that are self-configuring, self-commissioning, self-learning, self-diagnosing, self-healing, and self-transacting to enable continuous peak performance. Lower overall building operating costs and higher asset valuation. The overarching goal is to capture 30% energy savings by enhanced management of energy consuming assets and systems through development of cost-effective sensors and controls. One step in achieving this vision is the publication of this Sensor Characteristics Reference Guide. The purpose of the guide is to inform building owners and operators of the current status, capabilities, and limitations of sensor technologies. It is hoped that this guide will aid in the design and procurement process and result in successful implementation of building sensor and control systems. The PINS Spectrum Identification Guide is intended as a reference for technical professionals responsible for the interpretation of PINS gamma-ray spectra. The guide is divided into two parts. The three chapters that constitute Part I cover the science and technology of PINS. Neutron activation analysis is the focus of Chapter 1. Chapter 2 explores PINS hardware, software, and related operational issues. Gamma-ray spectral analysis basics are introduced in Chapter 3. The six chapters of Part II cover the identification of PINS spectra in detail. Like the PINS decision tree logic, these chapters are organized by chemical element: phosphorus-based chemicals, chlorine-based chemicals, etc. These descriptions of hazardous, toxic, and/or explosive chemicals conclude with a chapter on the identification of the inert chemicals, e.g. sand, used to fill practice munitions.

    A non-spinning projectile that is self-guided to a laser designated target and is configured to be fired from a small caliber smooth bore gun barrel has an optical sensor mounted in the nose of the projectile, a counterbalancing mass portion near the fore end of the projectile and a hollow tapered body mounted aft of the counterbalancing mass. Stabilizing strakes are mounted to and extend outward from the tapered body with control fins located at the aft end of the strakes. Guidance and control electronics and electromagnetic actuators for operating the control fins are located within the tapered body section. Output from the optical sensor is processed by the guidance and control electronics to produce command signals for the electromagnetic actuators. A guidance control algorithm incorporating non-proportional, "bang-bang" control is used to steer the projectile to the target.

    We introduce a self-learning tomographic technique in which the experiment guides itself to an estimate of its own state. Self-guided quantum tomography (SGQT) uses measurements to directly test hypotheses in an iterative algorithm which converges to the true state. We demonstrate through simulation on many qubits that SGQT is a more efficient and robust alternative to the usual paradigm of taking a large amount of informationally complete data and solving the inverse problem of post-processed state estimation.

    It is important to understand gender difference on pesticide use knowledge, attitude and practices for identifying pesticide risks by gender and to recommend more gender-sensitive programs. However, very few studies have been conducted so far in Nepal. This study, thus, interviewed a total of 325 males and 109 females during 2005 to assess gender differences on pesticide use knowledge, attitude and practices. More than 50% females had never been to school and only <8% individuals were found trained in Integrated Pest Management (IPM). Almost all males and females did not smoke, drink and eat during pesticides application and also believed that pesticides are harmful to human health, livestock, plant diversity and their environment. However, there were gender differences on household decision on pesticides to be used (p<0.001), care of wind direction during spraying (p=0.032), prior knowledge on safety measures (p=0.016), reading and understanding of pesticides labels (p<0.001), awareness of the labels (p<0.001) and protective covers. Almost all respondents were aware of negative impacts of pesticide use on human health and environment irrespective of gender; however, females were at higher risk due to lower level of pesticide use safety and awareness. It is strongly recommended to initiate gender-sensitive educational and awareness activities, especially on pesticide use practices and safety precautions.

    A guide tube is fixed adjacent opposite ends in outer and inner covers of a nozzle stage segment. The guide tube is serpentine in shape between the outer and inner covers and extends through a nozzle vane. An insert is disposed in the nozzle vane and has apertures to accommodate serpentine portions of the guide tube. Cooling steam is also supplied through chambers of the insert on opposite sides of a central insert chamber containing the guide tube. The opposite ends of the guide tube are fixed to sleeves, in turn fixed to the outer and inner covers.

An attempt has been made to present the terminology of DOE community usage as it currently exists. DOE`s mission is changing with emphasis on environmental cleanup. The terminology or nomenclature that has resulted from this expanded mission is included for the packaging and transportation user for reference purposes. Older terms still in use during the transition have been maintained. The Packaging and Transportation Resource Guide consists of four sections: Sect. 1, Introduction; Sect. 2, Abbreviations and Acronyms; Sect. 3, Definitions; and Sect. 4, References for packaging and transportation of hazardous materials and related activities, and Appendices A and B. Information has been collected from DOE Orders and DOE documents; U.S Department of Transportation (DOT), U.S. Environmental Protection Agency (EPA), and U.S. Nuclear Regulatory Commission (NRC) regulations; and International Atomic Energy Agency (IAEA) standards and other international documents. The definitions included in this guide may not always be a regulatory definition but are the more common DOE usage. In addition, the definitions vary among regulatory agencies. It is, therefore, suggested that if a definition is to be used in a regulatory or a legal compliance issue, the definition should be verified with the appropriate regulation. To assist in locating definitions in the regulations, a listing of all definition sections in the regulations are included in Appendix B. In many instances, the appropriate regulatory reference is indicated in the right-hand margin.

    A guided laser ablation device. The device includes a mulitmode laser ablation fiber that is surrounded by one or more single mode optical fibers that are used to image in the vicinity of the laser ablation area to prevent tissue damage. The laser ablation device is combined with an optical coherence domain reflectometry (OCDR) unit and with a control unit which initializes the OCDR unit and a high power laser of the ablation device. Data from the OCDR unit is analyzed by the control unit and used to control the high power laser. The OCDR images up to about 3 mm ahead of the ablation surface to enable a user to see sensitive tissue such as a nerve or artery before damaging it by the laser.

    As random shotgun metagenomic projects proliferate and become the dominant source of publicly available sequence data, procedures for best practices in their execution and analysis become increasingly important. Based on our experience at the Joint Genome Institute, we describe step-by-step the chain of decisions accompanying a metagenomic project from the viewpoint of a bioinformatician. We guide the reader through a standard workflow for a metagenomic project beginning with pre-sequencing considerations such as community composition and sequence data type that will greatly influence downstream analyses. We proceed with recommendations for sampling and data generation including sample and metadata collection, community profiling, construction of shotgun libraries and sequencing strategies. We then discuss the application of generic sequence processing steps (read preprocessing, assembly, and gene prediction and annotation) to metagenomic datasets by contrast to genome projects. Different types of data analyses particular to metagenomes are then presented including binning, dominant population analysis and gene-centric analysis. Finally data management systems and issues are presented and discussed. We hope that this review will assist bioinformaticians and biologists in making better-informed decisions on their journey during a metagenomic project.

    A fast acting inlet guide vane (IGV) system was developed for the model Siemens V94.2 gas turbine (GT). This system enables the GT to perform larger and faster load changes in the case of electrical grid disturbances. Disturbances in electrical grids are caused by an unbalance between actual power generation and power consumption resulting in grid frequency deviations. In order to reduce such deviations, it is desirable for a GT (connected to the grid), to increase/reduce load as fast as required. This task is achieved by the fast responding IGV system: Basically, the occurring grid frequency deviation is monitored by the IGV system. Depending on this deviation, the compressor air mass flow is adapted to the changing fuel mass flow (which is set approximately proportional to the frequency deviation by the GT controller). The fast IGV actuator plays a main role in this dynamic response, allowing the vanes to open/close very fast. Tests performed on Poolbeg site (Ireland) proved safe and rapid load changes with a typical load ramp of 50 MW within 3 sec.

Using methods and tools from the humanities and social science, we look at all areas, including the natural sciences and technology, science education and research labs. After a short introduction to gender studies, the main focus of my talk will be the presentation of selected research findings on gender and high energy physics. You will hear about an ongoing research project on women in neutrino physics and learn about a study on the world of high energy physicists characterised by "rites of passage" and "male tales" told during a life in physics. I will also present a study on how the HEP community communicates, and research findings on the naming culture in HEP. Getting to know findings from another field on your own might contribute to create a high energy physics culture that is fair and welcoming to all genders.

    This report summarizes the results of the Precision Guided Parachute LDRD, a two year program at Sandia National Laboratories which developed a Global Positioning System (GPS) guided parachute capable of autonomous flight and landings. A detailed computer model of a gliding parachute was developed for software only simulations. A hardware in-the-loop simulator was developed and used for flight package system integration and design validation. Initial parachute drop tests were conducted at Sandia`s Coyote Canyon Cable Facility, followed by a series of airdrops using Ross Aircraft`s Twin Otter at the Burris Ranch Drop Zone. Final flights demonstrated in-flight wind estimation and the capability to fly a commanded heading. In the past, the cost and logistical complexity of an initial navigation system ruled out actively guiding a parachute. The advent of the low-cost, light-weight Global Positioning System (GPS) has eliminated this barrier. By using GPS position and velocity measurements, a guided parachute can autonomously steer itself to a targeted point on the ground through the use of control drums attached to the control lanyards of the parachute. By actively correcting for drop point errors and wind drift, the guidance accuracy of this system should be on the order of GPS position errors. This would be a significant improvement over unguided airdrops which may have errors of a mile or more.

    The RNA-induced silencing complex, comprising Argonaute and guide RNA, mediates RNA interference. Here we report the 3.2 {angstrom} crystal structure of Kluyveromyces polysporus Argonaute (KpAGO) fortuitously complexed with guide RNA originating from small-RNA duplexes autonomously loaded and processed by recombinant KpAGO. Despite their diverse sequences, guide-RNA nucleotides 1-8 are positioned similarly, with sequence-independent contacts to bases, phosphates and 2{prime}-hydroxyl groups pre-organizing the backbone of nucleotides 2-8 in a near-A-form conformation. Compared with prokaryotic Argonautes, KpAGO has numerous surface-exposed insertion segments, with a cluster of conserved insertions repositioning the N domain to enable full propagation of guide-target pairing. Compared with Argonautes in inactive conformations, KpAGO has a hydrogen-bond network that stabilizes an expanded and repositioned loop, which inserts an invariant glutamate into the catalytic pocket. Mutation analyses and analogies to ribonuclease H indicate that insertion of this glutamate finger completes a universally conserved catalytic tetrad, thereby activating Argonaute for RNA cleavage.

    Mercury (Hg) exposure from dental amalgam fillings and thimerosal in vaccines is not a major health hazard, but adverse health effects cannot be ruled out in a small and more susceptible part of the exposed population. Individual differences in toxicokinetics may explain susceptibility to mercury. Inbred, H-2-congenic A.SW and B10.S mice and their F1- and F2-hybrids were given HgCl{sub 2} with 2.0 mg Hg/L drinking water and traces of {sup 203}Hg. Whole-body retention (WBR) was monitored until steady state after 5 weeks, when the organ Hg content was assessed. Despite similar Hg intake, A.SW males attained a 20-30% significantly higher WBR and 2- to 5-fold higher total renal Hg retention/concentration than A.SW females and B10.S mice. A selective renal Hg accumulation but of lower magnitude was seen also in B10.S males compared with females. Differences in WBR and organ Hg accumulation are therefore regulated by non-H-2 genes and gender. Lymph nodes lacked the strain- and gender-dependent Hg accumulation profile of kidney, liver and spleen. After 15 days without Hg A.SW mice showed a 4-fold higher WBR and liver Hg concentration, but 11-fold higher renal Hg concentration, showing the key role for the kidneys in explaining the slower Hg elimination in A.SW mice. The trait causing higher mercury accumulation was not dominantly inherited in the F1 hybrids. F2 mice showed a large inter-individual variation in Hg accumulation, showing that multiple genetic factors influence the Hg toxicokinetics in the mouse. The genetically heterogeneous human population may therefore show a large variation in mercury toxicokinetics.

    Guiding center simulations are an important means of predicting the effect of resistive and ideal magnetohydrodynamic instabilities on particle distributions in toroidal magnetically confined thermonuclear fusion research devices. Because saturated instabilities typically have amplitudes of ?#14;B/B of a few times 10-4 numerical accuracy is of concern in discovering the effect of mode particle resonances. We develop a means of following guiding center orbits which is greatly superior to the methods currently in use. In the presence of ripple or time dependent magnetic perturbations both energy and canonical momentum are conserved to better than one part in 1014, and the relation between changes in canonical momentum and energy is also conserved to very high order.

    This decision guide has been written for personnel who are responsible for the design, construction, and replacement of Air Force roofs. It provides the necessary information and analytical tools for making prudent and cost-effective decisions regarding the amount of slope to provide in various roofing situations. Because the expertise and experience of the decision makers will vary, the guide contains both basic slope-related concepts as well as more sophisticated technical data. This breadth of information enables the less experienced user to develop an understanding of roof slope issues before applying the more sophisticated analytical tools, while the experienced user can proceed directly to the technical sections. Although much of this guide is devoted to the analysis of costs, it is not a cost-estimating document. It does, however, provide the reader with the relative costs of a variety of roof slope options; and it shows how to determine the relative cost-effectiveness of different options. This guide features model-specific information about vehicle specs, manufacturer suggested retail price (MSRP), fuel economy, and emissions. You can use this information to compare vehicles and help inform your buying decisions. This guide includes city and highway fuel economy estimates from the U.S. Environmental Protection Agency (EPA). The estimates are based on laboratory tests conducted by manufacturers in accordance with federal regulations. EPA retests about 10% of vehicle models to confirm manufacturer results. Fuel economy estimates are also available on FuelEconomy.gov. For some newer vehicle models, EPA data was not available at the time of this guide's publication; in these cases, manufacturer estimates are provided, if available.

    The purpose of the Department of Energy (DOE) Guide to Good Practices for On-the-Job Training (OJT) is to provide DOE contractor organizations with information that can be used to modify existing programs or to develop new programs. This guide replaces the Guide to Good Practices for On-the-Job Training that was distributed to DOE and DOE contractors in 1987. DOE contractors should not feel obligated to adopt all parts of this guide. Rather, they can use the information in this guide to develop programs that apply to their facility. This guide can be used as an aid in the design and development of a facility's OJT programs and to assist the instructors who conduct OJT and performance tests in the areas of facility operations, maintenance, and technical supports.
