Future prospects for radioactive nuclear beams in North America

In 1989 this author proposed the construction of a dedicated, flexible, radioactive nuclear beams facility that would provide intense beams of nearly all elements for a program of scientific studies in nuclear structure, nuclear reaction dynamics, astrophysics, high-spin physics, nuclei far from stability, material- and surface science, and atomic- and hyperfine-interaction physics. The initial name proposed for the new facility was ``IsoSpin Factory`` to underscore the key feature of this new physics tool; it was later changed to ``IsoSpin Laboratory`` (ISL). The ISL is now supported by a broad base of nuclear scientists and has been identified in the US Long Range Plan on Nuclear Science as one of the new potential construction projects for the second part of this decade. Since 1989 a number of conferences and workshops has been held in which the scientific and technical case for RNB facilities has been made. The purpose of this paper is to focus on the North American plan for the ISL, which was initially summarized in a ``White Paper`` but has since evolved in its scientific and technical scop.

Preamble The Blue Ribbon Commission on America’s Nuclear Future (BRC) was formed by the Secretary of Energy at the request of the President to conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle and recommend a new strategy. It was co-chaired by Rep. Lee H. Hamilton and Gen. Brent Scowcroft. Other Commissioners are Mr. Mark H. Ayers, the Hon. Vicky A. Bailey, Dr. Albert Carnesale, Sen. Pete Domenici, Ms. Susan Eisenhower, Sen. Chuck Hagel, Mr. Jonathan Lash, Dr. Allison M. Macfarlane, Dr. Richard A. Meserve, Dr. Ernest J. Moniz, Dr. Per Peterson, Mr. John Rowe, and Rep. Phil Sharp. The Commission and its subcommittees met more than two dozen times between March 2010 and January 2012 to hear testimony from experts and stakeholders, to visit nuclear waste management facilities in the United States and abroad, and to discuss the issues identified in its Charter. Additionally, in September and October 2011, the Commission held five public meetings, in different regions of the country, to hear feedback on its draft report. A wide variety of organizations, interest groups, and individuals provided input to the Commission at these meetings and through the submission of written materials. Copies of all of these submissions, along with records and transcripts of past meetings, are available at the BRC website (www.brc.gov). This report highlights the Commission’s findings and conclusions and presents recommendations for consideration by the Administration and Congress, as well as interested state, tribal and local governments, other stakeholders, and the public.

Following the decision to withdraw the Yucca Mountain license application, the Department of Energy created a Blue Ribbon Commission (BRC) on America's Nuclear Future, tasked with recommending a national strategy to manage the back end of the nuclear fuel cycle. The BRC issued its final report in January 2012, with recommendations covering transportation, storage and disposal of spent nuclear fuel (SNF); potential reprocessing; and supporting institutional measures. The BRC recommendations on disposal of SNF and high-level waste (HLW) are relevant to the U.S. Environmental Protection Agency (EPA), which shares regulatory responsibility with the Nuclear Regulatory Commission (NRC): EPA issues 'generally applicable' performance standards for disposal repositories, which are then implemented in licensing. For disposal, the BRC endorses developing one or more geological repositories, with siting based on an approach that is adaptive, staged and consent-based. The BRC recommends that EPA and NRC work cooperatively to issue generic disposal standards-applying equally to all sites-early in any siting process. EPA previously issued generic disposal standards that apply to all sites other than Yucca Mountain. However, the BRC concluded that the existing regulations should be revisited and revised. The BRC proposes a number of general principles to guide the development of future regulations. EPA continues to review the BRC report and to assess the implications for Agency action, including potential regulatory issues and considerations if EPA develops new or revised generic disposal standards. This review also involves preparatory activities to define potential process and public engagement approaches. (authors)

Established in 1951, Camp Desert Rock served as the training ground for America's 'Atomic Army'. For the next six years, U.S. ground troops traveled to the Nevada desert to participate in military maneuvers during atmospheric atomic weapons testing. Nearly 60,000 soldiers received physical and psychological training in atomic warfare. Abandoned when atmospheric testing ended, Camp Desert Rock was dismantled and its buildings moved to other locations. Today, the camp appears as a sterile expanse of desert marked by rock-lined tent platforms, concrete foundations, and trash scatters. Although visually unimposing, the site is rich with the history of America's nuclear testing program.

Hadron Therapy in Latin America

The use of proton and heavy ion beams for radiotherapy is a well established cancer treatment modality in the first world, which is becoming increasingly widespread, due to its clear advantages over conventional photon-based treatments. This strategy is suitable when the tumor is spatially well localized. Also the use of neutrons has tradition. Here Boron Neutron Capture Therapy (BNCT) stands out, though on a much smaller scale, being a promising alternative for tumors which are diffuse and infiltrating. On this sector, so far only nuclear reactors have been used as neutron sources. In this paper we briefly describe the situation in Latin America and in particular we discuss the present status of an ongoing project to develop a folded Tandem-ElectroStatic-Quadrupole (TESQ) accelerator for Accelerator-Based (AB)-Boron Neutron Capture Therapy (BNCT) at the Atomic Energy Commission of Argentina. The project goal is a machine capable of delivering 30 mA of 2.4 MeV protons to be used in conjunction with a neutron production target based on the {sup 7}Li(p,n){sup 7}Be reaction. These are the specifications needed to produce sufficiently intense and clean epithermal neutron beams to perform BNCT for deep-seated tumors in less than an hour. The machine being currently designed and constructed is a folded TESQ with a terminal at 0.6 MV as a smaller scale prototype. Since the concept is modular the same structure will be used for the 1.2 MV final accelerator.

Nuclear materials and facilities must be protected from hostile acts which could possibly impact public health and safety or national defense and security. The US Nuclear Regulatory Commission (NRC) is responsible for regulating the safeguards of commercial nuclear facilities within the United States of America, and it issues and enforces requirements for safeguards at privately owned and operated nuclear facilities. The US Department of Energy (DOE) performs these functions for government-owned nuclear facilities. Domestic safeguards includes (1) physical protection measures to control access to nuclear material and facilities and (2) material control and accounting procedures to ensure that only authorized activities take place, to account for materials, and to conform with the US-IAEA Treaty. Physical protection measures (the focus of this article) contain the sensitive materials and activities within concentric physical barriers controlled by armed guards, who grant access to authorized individuals and prevent access by force or stealth.

Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Strategic Nuclear Research Collaboration - FY99 Annual Report

The Idaho National Engineering and Environmental Laboratory (INEEL) has created the Strategic Nuclear Research Collaboration. The SNRC brings together some of America's finest laboratory and university nuclear researchers in a carefully focused research program intended to produce ''breakthrough'' solutions to the difficult issues of nuclear economics, safety, non-proliferation, and nuclear waste. This integrated program aims to address obstacles that stand in the way of nuclear power development in the US These include fuel cycle concerns related to waste and proliferation, the need for more efficient regulatory practices, and the high cost of constructing and operating nuclear power plants. Funded at an FY99 level of $2.58M, the SNRC is focusing the efforts of scientists and engineers from the INEEL and the Massachusetts Institute of Technology to solve complex nuclear energy challenges in a carefully chosen, integrated portfolio of research topics. The result of this collaboration will be research that serves as a catalyst for future direct-funded nuclear research and technology development and which preserves and enhances the INEEL's role as America's leading national laboratory for nuclear power research. In its first year, the SNRC has focused on four research projects each of which address one or more of the four issues facing further nuclear power development (economics, safety, waste disposition and proliferation-resistance). This Annual Report describes technical work and accomplishments during the first year of the SNRC's existence.

Preliminary Evaluation of Removing Used Nuclear Fuel from Shutdown Sites

This report fulfills the M2 milestone M2FT-13PN0912022, “Stranded Sites De-Inventorying Report.” In January 2013, the U.S. Department of Energy (DOE) issued the Strategy for the Management and Disposal of Used Nuclear Fuel and High-Level Radioactive Waste (DOE 2013). Among the elements contained in this strategy is an initial focus on accepting used nuclear fuel from shutdown reactor sites. This focus is consistent with the recommendations of the Blue Ribbon Commission on America’s Nuclear Future, which identified removal of stranded used nuclear fuel at shutdown sites as a priority so that these sites may be completely decommissioned and put to other beneficial uses (BRC 2012). Shutdown sites are defined as those commercial nuclear power reactor sites where the nuclear power reactors have been shut down and the site has been decommissioned or is undergoing decommissioning. In this report, a preliminary evaluation of removing used nuclear fuel from 12 shutdown sites was conducted. The shutdown sites were Maine Yankee, Yankee Rowe, Connecticut Yankee, Humboldt Bay, Big Rock Point, Rancho Seco, Trojan, La Crosse, Zion, Crystal River, Kewaunee, and San Onofre. These sites have no other operating nuclear power reactors at their sites and have also notified the U.S. Nuclear Regulatory Commission that their reactors have permanently ceased power operations and that nuclear fuel has been permanently removed from their reactor vessels. Shutdown reactors at sites having other operating reactors are not included in this evaluation.

(PTI) engaged in a cooperative agreement, DE-FC26-01NT41107, with the US Department of Energy's (DOE) Rebuild America Program to provide energy efficiency and energy conservation technical assistance to local governments across the United States. The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. This technical report covers the period of October 2001--March 2002. 2006 U.S. Department of Energy Strategic Plan: Discovering the Solutions to Power and Secure America’s Future

The Department of Energy Organization Act, which created DOE, was enacted in 1977 and DOE officially came into existence in October of that year. That law brought together for the first time, not only most of the government’s energy programs, but also science and technology programs and defense responsibilities that included the design, construction, and testing of nuclear weapons. Over its history, DOE has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, DOE stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. These include developing and deploying new energy technologies, reducing our dependence on foreign energy sources, protecting our nuclear weapons stockpile, and ensuring that America remains competitive in the global marketplace. To help achieve these goals, President Bush has launched two key initiatives: the American Competitiveness Initiative (ACI) and the Advanced Energy Initiative (AEI). The President launched these initiatives recognizing that science, technology, and engineering hold the answers to many of the critical challenges our world faces. These new initiatives to spur scientific innovation and technology development expand DOE’s continuing support for the competitive energy markets, both domestically and internationally, and of policies that facilitate continued private investment in the energy sector. In addition, DOE supports the demonstration and deployment of energy technologies through collaborative efforts with the private sector and public sector entities.

The mission of the NNSA/NSO Nuclear Materials Management (NMM) Program is to ensure that nuclear material inventories are accurately assessed and reported, future material needs are adequately planned, and that existing Nevada Test Site (NTS) inventories are efficiently utilized, staged, or dispositioned. The NNSA/NSO understands that the NTS has unique characteristics to serve and benefit the nation with innovative solutions to the complex problems involving Special Nuclear Materials, hazardous materials, and multi-agency, integrated operations. The NNSA/NSO is defining infrastructure requirements for known future missions, developing footprint consolidation strategic action plans, and continuing in the path of facility modernization improvements. The NNSA/NSO is striving for the NTS to be acknowledged as an ideal location towards mission expansion and growth. The NTS has the capability of providing isolated, large scale construction and development locations for nuclear power or alternate energy source facilities, expanded nuclear material storage sites, and for new development in “green” technology.

Nuclear physics has a long and productive history of application to astrophysics which continues today. Advances in the accuracy and breadth of astrophysical data and theory drive the need for better experimental and theoretical understanding of the underlying nuclear physics. This paper will review some of the scenarios where nuclear physics plays an important role, including Big Bang Nucleosynthesis, neutrino production by our sun, nucleosynthesis in novae, the creation of elements heavier than iron, and neutron stars. The nucleosynthesis of heavier elements involves a variety of proton-, alpha-, neutron-, and photon-induced reactions, coupled with radioactive decay. The advent of radioactive ion beam facilities has opened an important new avenue for studying these processes, as many involve radioactive species. Nuclear physics also plays an important role in neutron stars: both the nuclear equation of state and cooling processes involving neutrino emission play a very important role. Recent developments and also the interplay between nuclear physics and astrophysics will be highlighted.

PTI TECHNICAL ASSISTANCE TO REBUILD AMERICA

Public Technology Inc. (PTI) engaged in a cooperative agreement, DE-FC26-01NT41107, with the US Department of Energy's (DOE) Rebuild America Program to provide energy efficiency and energy conservation technical assistance to local governments across the United States. The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. The new contractual period (with a no-cost extension) extended from April 2, 2002 until September 30, 2002. This final technical progress report covers the April--September contract period and reports on activities performed, by PTI, during that period. PTI appreciates the support that it has received from Rebuild America and plans to continue, with DOE and Rebuild America support, to serve in a strategic capacity, lending the technical experience of its staff and that of the Energy Task Force on approaches to increasing program efficiencies, furthering program development, and coordinating information sharing to help ensure that energy programs are responsive to the needs of local governments.

Nuclear scales are discussed from the nuclear physics viewpoint. The conventional nuclear potential is characterized as a black box that interpolates nucleon-nucleon (NN) data, while being constrained by the best possible theoretical input. The latter consists of the longer-range parts of the NN force (e.g., OPEP, TPEP, the {pi}-{gamma} force), which can be calculated using chiral perturbation theory and gauged using modern phase-shift analyses. The shorter-range parts of the force are effectively parameterized by moments of the interaction that are independent of the details of the force model, in analogy to chiral perturbation theory. Results of GFMC calculations in light nuclei are interpreted in terms of fundamental scales, which are in good agreement with expectations from chiral effective field theories. Problems with spin-orbit-type observables are noted.

Update 1983: energy funding for Latin America

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

This book focuses on the lineage of America`s production reactors, those three at Hanford and their descendants, the reactors behind America`s nuclear weapons. The work will take only occasional sideways glances at the collateral lines of descent, the reactor cousins designed for experimental purposes, ship propulsion, and electric power generation. Over the decades from 1942 through 1992, fourteen American production reactors made enough plutonium to fuel a formidable arsenal of more than twenty thousand weapons. In the last years of that period, planners, nuclear engineers, and managers struggled over designs for the next generation of production reactors. The story of fourteen individual machines and of the planning effort to replace them might appear relatively narrow. Yet these machines lay at the heart of the nation`s nuclear weapons complex. The story of these machines is the story of arming the winning weapon, supplying the nuclear arms race. With the planned new {gamma}-beam facilities like MEGa-ray at LLNL (USA) or ELI-NP at Bucharest (Romania) with 10{sup 13}{gamma}/s and a band width of {Delta}E{gamma}/E{gamma} Almost-Equal-To 10{sup -3}, a new era of {gamma} beams with energies up to 20MeV comes into operation, compared to the present world-leading HI{gamma}S facility at Duke University (USA) with 10{sup 8}{gamma}/s and {Delta}E{gamma}/E{gamma} Almost-Equal-To 3 Dot-Operator 10{sup -2}. In the long run even a seeded quantum FEL for {gamma} beams may become possible, with much higher brilliance and spectral flux. At the same time new exciting possibilities open up for focused {gamma} beams. Here we describe a new experiment at the {gamma} beam of the ILL reactor (Grenoble, France), where we observed for the first time that the index of refraction for {gamma} beams is determined by virtual pair creation. Using a combination of refractive and reflective optics, efficient monochromators for {gamma} beams are being developed. Thus, we have to optimize the total system: the {gamma}-beam facility, the {gamma}-beam optics and {gamma} detectors. We can trade {gamma} intensity for band width, going down to {Delta}E{gamma}/E{gamma} Almost-Equal-To 10{sup -6} and address individual nuclear levels. The term 'nuclear photonics' stresses the importance of nuclear applications. We can address with {gamma}-beams individual nuclear isotopes and not just elements like with X-ray beams. Compared to X rays, {gamma} beams can penetrate much deeper into big samples like radioactive waste barrels, motors or batteries. We can perform tomography and microscopy studies by focusing down to {mu}m resolution using Nuclear Resonance Fluorescence (NRF) for detection with eV resolution and high spatial resolution at the same time. We discuss the dominating M1 and E1 excitations like the scissors mode, two-phonon quadrupole octupole excitations, pygmy dipole excitations or giant dipole excitations under the new facet of applications. We find many new applications in biomedicine, green energy, radioactive waste management or homeland security. Also more brilliant secondary beams of neutrons and positrons can be produced.

The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

The 2009 Linear Collider Workshop of the Americas was held on the campus of the University of New Mexico from 29 September to 3 October, 2009. This was a joint meeting of the American Linear Collider Physics Group and the ILC Global Design Effort. Two hundred fifty people attended. The number of scientific contributions was 333. The complete agenda, with links to all of the presentations, is available at physics.unm.edu/LCWA09/. The meeting brought together international experts as well as junior scientists, to discuss the physics potential of the linear collider and advances in detector technology. The validation of detector designs was announced, and the detector design groups planned the next phase of the effort. Detector R&D teams reported on progress on many topics including calorimetry and tracking. Recent accelerator design considerations were discussed in a special session for experimentalists and theorists.

Nuclear Waffles

The dense neutron-rich matter found in supernovae and neutron stars is expected to form complex nonuniform phases referred to as nuclear pasta. The pasta shapes depend on density, temperature and proton fraction and determine many transport properties in supernovae and neutron star crusts. We use two recently developed hybrid CPU/GPU codes to perform large scale molecular dynamics (MD) simulations with $51200$ and $409600$ nucleons of nuclear pasta. From the output of the MD simulations we characterize the topology and compute two observables, the radial distribution function $g(r)$ and the structure factor $S(q)$, for systems with proton fractions $Y_p=0.10, 0.20, 0.30$ and $0.40$ at about one third of nuclear saturation density and temperatures near $1.0$ MeV. We observe that the two lowest proton fraction systems simulated, $Y_p=0.10$ and $0.20$, equilibrate quickly and form liquid-like structures. Meanwhile, the two higher proton fraction systems, $Y_p=0.30$ and $0.40$, take a longer time to equilibrate and organize themselves in solid-like periodic structures. Furthermore, the $Y_p=0.40$ system is made up of slabs, lasagna phase, interconnected by defects while the $Y_p=0.30$ systems consist of a stack of perforated plates, the nuclear waffle phase. The periodic configurations observed in our MD simulations for proton fractions $Y_p\\ge0.30$ have important consequences for the structure factors $S(q)$ of protons and neutrons, which relate to many transport properties of supernovae and neutron star crust. A detailed study of the waffle phase and how its structure depends on temperature, size of the simulation and the screening length showed that finite-size effects appear to be under control and, also, that the plates in the waffle phase merge at temperatures slightly above $1.0$ MeV and the holes in the plates form an hexagonal lattice at temperatures slightly lower than $1.0$ MeV.

Building America Industrialized Housing Partnership (BAIHP)

This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

Petroleum geology of Pacific margin of Central America and northern South America, from Guatemala to Ecuador

Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

Simulating Pelletization Strategies to Reduce the Biomass Supply Risk at America’s Biorefineries

Demand for cellulosic ethanol and other advanced biofuels has been on the rise, due in part to federal targets enacted in 2005 and extended in 2007. The industry faces major challenges in meeting these worthwhile and ambitious targets. The challenges are especially severe in the logistics of timely feedstock delivery to biorefineries. Logistical difficulties arise from seasonal production that forces the biomass to be stored in uncontrolled field-side environments. In this storage format physical difficulties arise; transportation is hindered by the low bulk density of baled biomass and the unprotected material can decay leading to unpredictable losses. Additionally, uncertain yields and contractual difficulties can exacerbate these challenges making biorefineries a high-risk venture. Investors’ risk could limit business entry and prevent America from reaching the targets. This paper explores pelletizer strategies to convert the lignocellulosic biomass into a denser form more suitable for storage. The densification of biomass would reduce supply risks, and the new system would outperform conventional biorefinery supply systems. Pelletizer strategies exhibit somewhat higher costs, but the reduction in risk is well worth the extra cost if America is to grow the advanced biofuels industry in a sustainable manner.

This article reviews the nuclear weapons modernization programs underway in the world's nine nuclear weapons states. It concludes that despite significant reductions in overall weapons inventories since the end of the Cold War, the pace of reductions is slowing - four of the nuclear weapons states are even increasing their arsenals, and all the nuclear weapons states are busy modernizing their remaining arsenals in what appears to be a dynamic and counterproductive nuclear competition. The author questions whether perpetual modernization combined with no specific plan for the elimination of nuclear weapons is consistent with the nuclear Non-Proliferation Treaty and concludes that new limits on nuclear modernizations are needed.

The opportunity in Asia for petrochemical companies generally is well known among global players in the industry. Conventional wisdom dictates that most companies at least consider investing in Asia, and for good reason, in most cases. The more aggressive, growth-oriented companies, however, already are attempting to discover the ``next Asia,`` if there is such a thing. Latin America has been nominated as one of the less developed regions that might inherit the Asia/Pacific region`s enviable position. This nomination, however, was made before the Mexican financial crisis and the burgeoning pressure on the currencies of Brazil and Argentina. In light of current events, can Latin America still be considered the next Asia, and, if so, what opportunities will follow the devaluation of the Mexican peso? An analysis of the economic and political factors affecting the petrochemical industry in Latin America indicates that the region still hold excellent prospects for petrochemical companies.

The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a 'moving target'.

Nuclear Structure Aspects in Nuclear Astrophysics

Nuclear Astrophysics as a broad and diverse field of study can be viewed as a magnifier of the impact of microscopic processes on the evolution of macroscopic events. One of the primary goals in Nuclear Astrophysics is the understanding of the nucleosynthesis processes that take place in the cosmos and the simulation of the correlated stellar and explosive burning scenarios. These simulations are strongly dependent on the input from Nuclear Physics which sets the time scale for all stellar dynamic processes--from giga-years of stellar evolution to milliseconds of stellar explosions--and provides the basis for most of the signatures that we have for the interpretation of these events--from stellar luminosities, elemental and isotopic abundances to neutrino flux from distant supernovae. The Nuclear Physics input comes through nuclear structure, low energy reaction rates, nuclear masses, and decay rates. There is a common perception that low energy reaction rates are the most important component of the required nuclear physics input; however, in this article we take a broader approach and present an overview of the close correlation between various nuclear structure aspects and their impact on nuclear astrophysics. We discuss the interplay between the weak and the strong forces on stellar time scales due to the limitations they provide for the evolution of slow and rapid burning processes. The effects of shell structure in nuclei on stellar burning processes as well as the impact of clustering in nuclei is outlined. Furthermore we illustrate the effects of the various nuclear structure aspects on the major nucleosynthesis processes that have been identified in the last few decades. We summarize and provide a coherent overview of the impact of all aspects of nuclear structure on nuclear astrophysics.

The 1992 conference on Latin America`s Energy Industry: New opportunities for growth through international investment and trade

Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.
