    The Miami Science Museum energy model has been used during DD to test the building’s potential for energy savings as measured by ASHRAE 90.1-2007 Appendix G. This standard compares the designed building’s yearly energy cost with that of a code-compliant building. The building is currently on track show 20% or better improvement over the ASHRAE 90.1-2007 Appendix G baseline; this performance would ensure minimum compliance with both LEED 2.2 and current Florida Energy Code, which both reference a less strict version of ASHRAE 90.1. In addition to being an exercise in energy code compliance, the energy model has been used as a design tool to show the relative performance benefit of individual energy conservation measures (ECMs). These ECMs are areas where the design team has improved upon code-minimum design paths to improve the energy performance of the building. By adding ECMs one a time to a code-compliant baseline building, the current analysis identifies which ECMs are most effective in helping the building meet its energy performance goals.

    A low-cost, broadband, astigmatism-corrected Czerny-Turner arrangement with a fixed plane grating is proposed. A wedge cylindrical lens is used to correct astigmatism over a broadband spectral range. The principle and method of astigmatism correction are described in detail. We compare the performance of this modified Czerny-Turner arrangement with that of the traditional Czerny-Turner arrangement by using a practical Czerny-Turner imaging spectrometer example.

The principle and method of aberration correction are described in detail.     The objective of this project was to complete the specifications and drawings for a variable speed kitchen exhaust system and the boiler heating system which when implemented will improve the heating efficiency of the building. The design work was focused in two key areas: kitchen ventilation and heating for the Ernie Turner Center building (ETC). RSA completed design work and issued a set of 100% drawings. RSA also worked with a cost estimator to put together a detailed cost estimate for the project. The design components are summarized.

    WILDCAT is a conceptual design of a catalyzed D-D, tokamak, commercial, fusion reactor. WILDCAT utilizes the beneficial features of no tritium breeding, while not extrapolating unnecessarily from existing D-T designs. The reactor is larger and has higher magnetic fields and plasma pressures than typical D-T devices. It is more costly, but eliminates problems associated with tritium breeding and has tritium inventories and throughputs approximately two orders of magnitude less than typical D-T reactors. There are both a steady-state version with Alfven-wave current drive and a pulsed version. Extensive comparison with D-T devices has been made, and cost and safety analyses have been included. All of the major reactor systems have been worked out to a level of detail appropriate to a complete, conceptual design.

    Dense Plasma Focii (DPF), which utilize deuterium gas to produce 2.45 MeV neutrons, may in fact also produce DT fusion neutrons at 14.1 MeV due to the triton production in the DD reaction. If beam-target fusion is the primary producer of fusion neutrons in DPFs, it is possible that ejected tritons from the first pinch will interact with the second pinch, and so forth. The 2 MJ DPF at National Security Technologies Losee Road Facility is able to, and has produced, over 1E12 DD neutrons per pulse, allowing an accurate measurement of the DT/DD ratio. The DT/DD ratio was experimentally verified by using the (n,2n) reaction in a large piece of praseodymium metal, which has a threshold reaction of 8 MeV, and is widely used as a DT yield measurement system1. The DT/DD ratio was experimentally determined for over 100 shots, and then compared to independent variables such as tube pressure, number of pinches per shot, total current, pinch current and charge voltage.

  15. Observation of d-d fusion neutrons during degassing of deuterium-loaded palladium

    Experiments with two massive deuterium-loaded palladium samples designed to search for deuteron-deuteron (d-d) fusion during thermal degassing are described. In the heavier of the two samples, which has a total mass of [approximately] 0.5 kg, during deuterium expulsion from the metal, a significant neutron excess count rate was detected by two independent NE-213 scintillation neutron detectors. The maximum time-dependent excess count rate corresponds to a d-d reaction rate of (3 [+-] 1) [times] 10[sup [minus]25] per deuteron pair per second. From detector pulse height spectra, the energy of the neutrons is determined to be [approximately] 2.5 MeV, as expected for d-d fusion neutrons. 10 refs., 10 figs., 2 tabs.

    The increased amount of decontamination and decommissioning (D&D) being performed throughout the world not only strains nuclear cleanup budgets, but places severe demands on the capacities of nuclear waste disposal sites. Although budgets and waste disposal sites have been able to accommodate the demand thus far, the increasing number of large facilities being decommissioned will cause major impacts to the waste disposal process. It is thus imperative that new and innovative technologies are applied within the D&D industry to reduce costs and waste disposal requirements for the decommissioning of our inventory of large and aging nuclear facilities. One of the most significant problems reactor owner’s deal with is the accurate determination of the types and volumes of wastes that will be generated during decommissioning of their facilities. Waste disposal costs, restrictions, and transportation issues can account for as much as 30% of the total costs to decommission a facility and thus it is very important to have accurate waste volume estimates. The use of simulation technologies to estimate and reduce decommissioning waste volumes provides a new way to manage risks associated with this work. Simulation improves the process by allowing facility owners to obtain accurate estimates of the types and amounts of waste prior to starting the actual D&D work. This reduces risk by permitting earlier and better negotiations with the disposal sites, and more time to resolve transportation issues. While simulation is a tool to be used by the D&D contractors, its real value is in reducing risks and costs to the reactor owners.

However, the high cost of communication relative to that of computation is a concern for the scalability of traditional implementations of AMG on emerging architectures. This paper introduces two new algebraic multilevel algorithms, algebraic multigrid domain decomposition (AMG-DD) and algebraic multigrid range decomposition (AMG-RD), that replace traditional AMG V-cycles with a fully overlapping domain decomposition approach. While the methods introduced here are similar in spirit to the geometric methods developed by Brandt and Diskin [Multigrid solvers on decomposed domains, in Domain Decomposition Methods inmore » Science and Engineering, Contemp. Math. 157, AMS, Providence, RI, 1994, pp. 135--155], Mitchell [Electron. Trans. Numer. Anal., 6 (1997), pp. 224--233], and Bank and Holst [SIAM J. Sci. Comput., 22 (2000), pp. 1411--1443], they differ primarily in that they are purely algebraic: AMG-RD and AMG-DD trade communication for computation by forming global composite “grids” based only on the matrix, not the geometry.   3. TFTR D&D Project: Final Examination and Testing of the TFTR TF-Coils

    In operation for nearly 15 years, TFTR (Tokamak Fusion Test Reactor) was not only a fusion science milestone, but a milestone of achievement in engineering as well. The TFTR D&D (Decommissioning and Decontamination) program provided a rare opportunity to examine machine components that had been exposed to a unique performance environment of greater than 100,000 mechanical and thermal load cycles. In particular, the possible examination of the TFTR toroidal-field (TF) coils, which met, then exceeded, the 5.2 Tesla magnetic field machine specification, could supply the answers to many questions that have been asked and debated since the coils were originally designed and built. A test program conducted in parallel with the D&D effort was the chance to look inside and examine, in detail, the TFTR TF coils for the first time since they were delivered encased to PPPL (Princeton Plasma Physics Laboratory). The results from such a program would provide data and insight that would not only be nefit PPPL and the fusion community, but the broader scientific community as well.

  4. ORNL Soils Remediation and Slabs Removal The Bridge from D&D to Redevelopment

    The landscape of the Oak Ridge National Laboratory (ORNL) has dramatically changed over the past 2 years with demolition of aging facilities in the Central Campus. Removal of these infrastructure legacies was possible due to an influx of DOE-Environmental Management funding through the American Recovery and Reinvestment Act of 2009 (ARRA). Facility D&D traditionally removes everything down to the building slab, and the Soils and Sediments Program is responsible for slabs, below-grade footers, abandoned waste utilities, and soils contaminated above certain risk levels that must be removed before the site can be considered for redevelopment. , DOE-EM has used a combination of base and ARRA funding to facilitate the clean-up process in ORNL s 2000 Area. Demolition of 13 buildings in the area was funded by the ARRA. Characterization of the remaining slabs, underground pipelines and soils was funded by DOE-EM base funding. Additional ARRA funding was provided for the removal of the slabs, pipelines and contaminated soils. Removal work is in progress and consists of removing and disposing of approximately 10,000 cubic yards (CY) of concrete, 2,500 CY of debris, and 500 CY of contaminated soil. The completion of this work will allow the site to be available for redevelopment and site reuse efforts at ORNL.

    A search for the muon-catalyzed fusion reaction d + d {yields} {sup 4}He + {gamma} in the dd{mu} muonic molecule was performed using the experimental installation TRITON with BGO detectors for {gamma}-quanta. A high-pressure target filled with deuterium was exposed to the negative muon beam of the JINR Phasotron to detect {gamma}-quanta with the energy 23.8 MeV. An experimental estimation for the yield of radiative deuteron capture from the dd{mu} state J = 1 was obtained at the level of {eta}{sub {gamma}} {<=} 8 Multiplication-Sign 10{sup -7} per fusion.

    Low-intensity nuclear emissions (neutrons and charged particles) due to exothermic deuterium desorption from Au/Pd/PdO heterostructure loaded with deuterium by electrolysis have been studied by NE213 neutron detection as well as SSB and CR-39 charged-particle detectors in low-background conditions with large statistics. Similar measurements were performed with the Au/Pd/PdO:H heterostructure as a control. It has been established that in experiments with the Au/Pd/PdO:D system, the excessive 2.45-MeV neutrons and 3.0-MeV protons are better detected than with the Au/Pd/PdO:H system, where those detection rates for n and p did not exceed the cosmic background level. The levels of neutron and proton emissions for 40- to 60-{mu}m-thick samples are found to be close to one another and after subtracting background (Au/Pd/PdO:H count rate) consist of I{sub n} = (19 {+-} 2).10{sup -3} n/s and I{sub p} (4.0 {+-} 1.0).10{sup -3} p/s in a 4{pi} solid angle, respectively. These yields of D-D reaction products in Au/Pd/PdO heterostructure comply with the mean D-D reaction rate of {lambda}{sub dd} {approx} 10{sup -23}s{sup -1} per D-D pair.

To check the DD yield calibration of these detectors, originally calibrated using indium activation systems, which in turn were cross-calibrated to NOVA nTOF detectors in the early 1990s, a direct in situ calibration method using CR-39 range filter proton detectors has been successfully developed. By measuring DD neutron and proton yields from a series of exploding pusher implosions at OMEGA, a yield calibration coefficient of 1.09 0.02 (relative to the previous coefficient) was determined for the 3m nTOF detector. In addition,morecomparison of these and other shots indicates that significant reduction in charged particle flux anisotropies is achieved when bang time occurs significantly (on the order of 500 ps) after the trailing edge of the laser pulse. This is an important observation as the main source of the yield calibration error is due to particle anisotropies caused by field effects. The results indicate that the CR-39-nTOF in situ calibration method can serve as a valuable technique for calibrating and reducing the uncertainty in the DD absolute yield calibration of nTOF detector systems on OMEGA, the National Ignition Facility, and laser megajoule.less

  3. Preliminary design studies for a (D-D) or (D-T) driven cold fusion-fission (hybrid) reactor with metallic uranium

    Based on the possibility of (D,D) fusion at room temperature in a heavy metal (palladium) matrix, a cold fusion-fission (hybrid) reactor design has been evaluated in this paper. The reactor is composed of a number of modular and uniform fuel lattices. The cold fusion neutrons induce fission reactions in the natural metallic uranium fuel, imbedded in the lattice. The neutron spectrum, and consequently the fission power density are nearly constant in the reactor core so that the rector performance becomes almost independent on the reactor size. The energy multiplication for each fusion neutron production in the (D,T) and (D,D) reactors are about 3.3 and 7.0, respectively. The (D,T) reactor mode is self-sufficient in respect to tritium breeding ratio (TBR = 1.2).

    The temperature dependence of the enhancement factor for the dd reaction proceeding in TiD{sub 2} and ZrD{sub 2} is investigated. The experiments were carried out at the Hall pulsed ion accelerator (INP, Polytechnic University, Tomsk, Russia) in the deuteron energy interval 7.0-12.0 keV and at temperatures ranging from 20 to 200 Degree-Sign C. The values obtained for the electron screening potentials indicate that the dd reaction enhancement factor does not depend on the target temperature in the range 20-200 Degree-Sign C. This result contradicts the conclusions drawn by the LUNA Collaboration from their work.

    The Foam Delivery System used in the decontamination and decommissioning (D&D) project for the K-25/K-27 Buildings at the East Tennessee Technology Park (ETTP) is comprised of a trailer-mounted Gusmer{reg_sign} H20/35 Pro-TEC Proportioning Unit and the associated equipment to convey electrical power, air, and foam component material to the unit. This high-pressure, plural-component polyurethane foam pouring system will be used to fill process gas and non-process equipment/piping (PGE/P) within the K-25/K-27 Buildings with polyurethane foam to immobilize contaminants prior to removal. The system creates foam by mixing isocyanate and polyol resin (Resin) component materials. Currently, the project plans to utilize up to six foaming units simultaneously during peak foaming activities. Also included in this system description are the foam component material storage containers that will be used for storage of the component material drums in a staging area outside of the K-25/K-27 Buildings. The Foam Delivery System and foam component material storage enclosures (i.e., Foaming Component Protective Enclosures) used to store polymeric methylene diphenyl diisocyanate (PMDI) component material are identified as Safety Significant (SS) Structures, Systems and Components (SSC) in the Documented Safety Analysis (DSA) for the project, Documented Safety Analysis for the K-25 and K-27 Facilities at the East Tennessee Technology Park, Oak Ridge, Tennessee, DSA-ET-K-25/K-27-0001.

    The paper is devoted to study electron screening effect influence on the rate of d(d, n){sup 3}He reaction in the ultralow deuteron collision energy range in the deuterated polyethylene (CD{sub 2}), frozen heavy water (D{sub 2}O) and deuterated metals (ZrD{sub 2} and TiD{sub 2}). The ZrD{sub 2} and TiD{sub 2} targets were fabricated via magnetron sputtering of titanium and zirconium in gas (deuterium) environment. The experiments have been carried out using high-current plasma pulsed accelerator with forming of inverse Z pinch (HCEIRAS, Russia) and pulsed Hall plasma accelerator (NPI at TPU, Russia). The detection of neutrons with energy of 2.5MeV from dd reaction was done with plastic scintillation spectrometers. As a result of the experiments the energy dependences of astrophysical S factor for the dd reaction in the deuteron collision energy range of 2-7 keV and the values of the electron screening potential U{sub e} of interacting deuterons have been measured for the indicated above target: U{sub e}(CD{sub 2}) Less-Than-Or-Slanted-Equal-To 40 eV; U{sub e}(D{sub 2}O) Less-Than-Or-Slanted-Equal-To 26 eV; U{sub e}(ZrD{sub 2}) = 157 {+-} 43 eV; U{sub e}(TiD{sub 2}) = 125{+-}34 eV. The value of astrophysical S factor, corresponding to the deuteron collision energy equal to zero, in the experiments with D{sub 2}O target is found: S{sub b}(0) = 58.6 {+-} 3.6 keV b. The paper compares our results with other available published experimental and calculated data.

    The authors present a first measurement of CP asymmetries in neutral B decays to D{sup +}D{sup -}, and updated CP asymmetry measurements in decays to D*{sup +}D{sup -} and D*{sup -}D{sup +}. They use fully-reconstructed decays collected in a data sample of (232 {+-} 3) x 10{sup 6} {Upsilon}(4S) {yields} B{bar B} events in the BABAR detector at the PEp-II asymmetric-energy B Factory at SLAC. they determine the time-dependent asymmetry parameters to be S{sub D*{sup +}D{sup -}} = -0.54 {+-} 0.35 {+-} 0.07, C{sub D*{sup +}D{sup -}} = 0.09 {+-} 0.25 {+-} 0.06, S{sub D*{sup -}D{sup +}} = -0.29 {+-} 0.33 {+-} 0.07, C{sub D*{sup -}D{sup +}} = 0.17 {+-} 0.24 {+-} 0.04, S{sub D{sup +}D{sup -}} = -0.29 {+-} 0.63 {+-} 0.06, and C{sub D{sup +}D{sup -}} = 0.11 {+-} 0.35 {+-} 0.06, where in each case the first error is statistical and the second error is systematic.

  7. Initiating the D&D Project for the EBR-II

    A novel decommissioning project is underway to close the Experimental Breeder Reactor-II (EBR-II) “fast” reactor at the Idaho National Laboratory (INL), Materials and Fuels Complex (MFC) facility near Idaho Falls, ID. The facility was placed in cold shutdown in 1994 and work began on the removal of the metallic sodium coolant. The bulk of the sodium was drained and treated beginning in 2001. The residual sodium heel was chemically passivated to render it less reactive in 2005 using a novel carbon dioxide treatment. Approximately 700 kg of metallic sodium and 3500 kg of sodium bicarbonate remain in the facility. A RCRA Waste Treatment Permit, issued in 2002 by the State of Idaho Department of Environmental Quality, requires annual progress toward closure of the facility, and that all regulated materials be removed or deactivated, and the waste products removed by 2022. The baseline sodium removal technology would result in about 100,000 gallons of low-level waste solution requiring treatment along with separate handling of the large components (intermediate heat exchanger, rotating plug, etc) outside of the primary tank.

    Idaho National Laboratory is experimenting with electrical neutron generators, as potential replacements for californium-252 radioisotopic neutron sources in its PINS prompt gamma-ray neutron activation analysis (PGNAA) system for the identification of military chemical warfare agents and explosives. In addition to neutron output, we have recently measured the x-ray output of the Thermo Scientific P385 deuterium-deuterium neutron generator. X rays are a normal byproduct from neutron generators, but depending on their intensity and energy, x rays can interfere with gamma rays from the object under test, increase gamma-spectrometer dead time, and reduce PGNAA system throughput. The P385 x-ray energy spectrum was measured with a high-purity germanium (HPGe) detector, and a broad peak is evident at about 70 keV. To identify the source of the x rays within the neutron generator assembly, it was scanned by collimated scintillation detectors along its long axis. At the strongest x-ray emission points, the generator also was rotated 60 deg. between measurements. The scans show the primary source of x-ray emission from the P385 neutron generator is an area 60 mm from the neutron production target, in the vicinity of the ion source. Rotation of the neutron generator did not significantly alter the x-ray count rate, and its x-ray emission appears to be axially symmetric. A thin lead shield, 3.2 mm (1/8 inch) thick, reduced the 70-keV generator x rays to negligible levels.

  11. Measurement of the Time-Dependent CP Asymmetry of Partially Reconstructed B0 to D*+D*- Decays

    We present a new measurement of the time-dependent CP asymmetry of B{sup 0} {yields}D*{sup +}D*{sup -} decays using (471 {+-} 5) million B{bar B} pairs collected with the BABAR detector at the PEP-II B Factory at the SLAC National Accelerator Laboratory. Using the technique of partial reconstruction, we measure the time-dependent CP asymmetry parameters S = -0.34 {+-} 0.12 {+-} 0.05 and C = +0:15 {+-} 0.09 {+-} 0.04. Using the value for the CP-odd fraction R{perpendicular} = 0.158 {+-} 0.028 {+-} 0.006, previously measured by BABAR with fully reconstructed B{sup 0} {yields} D{sup *+}D{sup *-} events, we extract the CP-even components S{sub +} = -0.49 {+-} 0.18 {+-} 0.07 {+-} 0.04 and C{sub +} = +0.15 {+-} 0.09 {+-} 0.04. In each case, the first uncertainty is statistical and the second is systematic; the third uncertainty on S{sub +} is the contribution from the uncertainty on R{perpendicular}. The measured value of the CP-even component S{sub +} is consistent with the value of sin 2{beta} measured in b {yields} (c{bar c})s transitions, and with the Standard Model expectation of small penguin contributions.

    The development of viable nuclear energy source depends on ensuring structural materials integrity. Structural materials in nuclear reactors will operate in harsh radiation conditions coupled with high level hydrogen and helium production, as well as formation of high density of point defects and defect clusters, and thus will experience severe degradation of mechanical properties. Therefore, the main objective of this work is to develop a capability that predicts aging behavior and in-service lifetime of nuclear reactor components and, thus provide an instrumental tool for tailoring materials design and development for application in future nuclear reactor technologies. Towards this end goal, the long term effort is to develop a physically based multiscale modeling hierarchy, validated and verified, to address outstanding questions regarding the effects of irradiation on materials microstructure and mechanical properties during extended service in the fission and fusion environments. The focus of the current investigation is on modern steels for use in nuclear reactors including high strength ferritic-martensitic steels (Fe-Cr-Ni alloys). The effort is to develop a predicative capability for the influence of irradiation on mechanical behavior. Irradiation hardening is related to structural information crossing different length scales, such as composition, dislocation, and crystal orientation distribution. To predict effective hardening, the influence factors along different length scales should be considered. Therefore, a hierarchical upscaling methodology is implemented in this work in which relevant information is passed between models at three scales, namely, from molecular dynamics to dislocation dynamics to dislocation-based crystal plasticity. The molecular dynamics (MD) was used to predict the dislocation mobility in body centered cubic (bcc) Fe and its Ni and Cr alloys. The results are then passed on to dislocation dynamics to predict the critical resolved shear stress (CRSS) from the evolution of local dislocation and defects. In this report the focus is on the results obtained from large scale dislocation dynamics simulations. The effect of defect density, materials structure was investigated, and evolution laws are obtained. These results will form the bases for the development of evolution and hardening laws for a dislocation-based crystal plasticity framework. The hierarchical upscaling method being developed in this project can provide a guidance tool to evaluate performance of structural materials for next-generation nuclear reactors. Combined with other tools developed in the Nuclear Energy Advanced Modeling and Simulation (NEAMS) program, the models developed will have more impact in improving the reliability of current reactors and affordability of new reactors.

    Linear combination of Gaussian-type orbitals (LCGTO) --local-density-functional (LDF) cluster calculations give the interaction energy of two deuterium atoms in the interstices of titanium and palladium. Octahedral and tetrahedral interstices of the face-centered-cubic (fcc) lattice are modeled by six and four metal atoms, respectively. No short equilibrium separations, compared to the gas-phase equilibrium separation, are found even when expansion of the lattice and loading with additional deuterium and metal atoms are considered. The deuteron affinities of these clusters are in accord with the experimental site preference.

    We present an updated measurement of time-dependent CP asymmetries and the CP-odd fraction in the decay B{sup 0} D*{sup +}D*{sup -} using 232 x 10{sup 6} B{bar B} pairs collected by the BABAR detector at the PEP-II B factory. We determine the CP-odd fraction to be 0.125 {+-} 0.044(stat) {+-} 0.007(syst). The time-dependent CP asymmetry parameters C{sub +} and S{sub +} are determined to be 0.06 {+-} 0.17(stat) {+-} 0.03(syst) and -0.75 {+-} 0.25(stat) {+-} 0.03(syst), respectively. The Standard Model predicts these parameters to be 0 and -sin2{beta}, respectively, in the absence of penguin amplitude contributions.

    This paper describes the unique challenges encountered and subsequent resolutions to accomplish the deactivation and decontamination of a plutonium ash contaminated building. The 232-Z Contaminated Waste Recovery Process Facility at the Plutonium Finishing Plant was used to recover plutonium from process wastes such as rags, gloves, containers and other items by incinerating the items and dissolving the resulting ash. The incineration process resulted in a light-weight plutonium ash residue that was highly mobile in air. This light-weight ash coated the incinerator's process equipment, which included gloveboxes, blowers, filters, furnaces, ducts, and filter boxes. Significant airborne contamination (over 1 million derived air concentration hours [DAC]) was found in the scrubber cell of the facility. Over 1300 grams of plutonium held up in the process equipment and attached to the walls had to be removed, packaged and disposed. This ash had to be removed before demolition of the building could take place.

    The Holdup Measurement System 4 (HMS4) is a portable thallium activated sodium iodide (NaI[Tl]) gamma ray energy spectrometer that, when properly calibrated, is able to make quantifiable assessment of U-235 holdup in the presence of other uranium isotopes and prevailing background radiation. The use and calibration of the HMS4 is based upon the methodologies defined by Russo in La-14206, (Russo 2005), where detection efficiency determination protocols are defined (called Generalized Geometry Holdup [GGH]). The GGH methodology together with attenuation correction algorithms and other modeling parameters are combined in the HMS4 software package to provide a comprehensive tool for conducting in situ gamma-ray measurements. The fundamental principles of these capabilities are discussed.

    Section 5.1 of the approved Waste Handling Plan for Demolition ofthe K-25 and K-2 7 Building Structures and Remaining Components Located at the East Tennessee Technology Park, Oak Ridge, Tennessee (WHP) includes two Environmental Management Waste Management (EMWMF) waste lots: (1) Asbestos-contaminated roofing/transite; and (2) Construction debris, such as nonasbestos roofing, structural steel/miscellaneous metal/equipment, nonradiological piping, wood, and miscellaneous small quantities of concrete. This concurrence form adds an additional EMWMF waste lot 6.47 for lavatory sink drains. Based on an analysis of the building structure characterization data, the only individual building structure with either an analytic carcinogenic or Hazard Index (HI) sum-of-fractions (SOF) greater than 1 is the lavatory sink drains (Table 1). The HI SOF for the lavatory sink drains is 1.34 (Table 2). When all media are combined with the material of construction calculations, the HI SOF is 1.22 (Table 3). However, when the lavatory sink drains are segregated from all other media, the HI SOF is only 0.256, which is well below the EMWMF waste acceptance criteria SOF limit of 1 (Table 4). Given the large volume (124, 625 cubic yards) of other building structure media with a small HI SOF of 0.256 and the small volume (one cubic yard) of lavatory sink drains with a large HI SOF of 1.34, a separate waste lot for lavatory sink drains is recommended. Lead is the primary contributor to the large HI SOF in the lavatory sink drains. Lead in the lavatory sink drains was shown using the Wilcoxon rank-sum test statistically to have higher concentrations than all other building structure media combined. Other analytes having statistically different median concentrations in the lavatory sink drains compared to all other media are antimony, arsenic, boron, cadmium, selenium, solver, vanadium, zinc, mercury, strontium, and Uranium-233/234 (Table 5). A separate waste lot for the lavatory sink drains minimizes the volume weighted sum-of fractions since a much smaller volume of waste will have the higher HI SOF of 1.34, while a much larger volume of waste will have a small HI SOF of 0.256.

    The Safety Analysis and Engineering Services Group has performed a survey of the Savannah River Technology Center (SRTC) technical capabilities, skills, and experience in Decontamination and Decommissioning (D&D) activities. The goal of this survey is to enhance the integration of the SRTC capabilities with the technical needs of the Environmental Restoration Department D&D program and the DOE Office of Technology Development through the Integrated Demonstration Program. This survey has identified technical capabilities, skills, and experience in the following D&D areas: Characterization, Decontamination, Dismantlement, Material Disposal, Remote Systems, and support on Safety Technology for D&D. This review demonstrates the depth and wealth of technical capability resident in the SRTC in relation to these activities, and the unique qualifications of the SRTC to supply technical support in the area of DOE facility D&D. Additional details on specific technologies and applications to D&D will be made available on request.

    We present a method for integrating the Progressive Hedging (PH) algorithm and the Dual Decomposition (DD) algorithm of Carøe and Schultz for stochastic mixed-integer programs. Based on the correspondence between lower bounds obtained with PH and DD, a method to transform weights from PH to Lagrange multipliers in DD is found. Fast progress in early iterations of PH speeds up convergence of DD to an exact solution. As a result, we report computational results on server location and unit commitment instances.

    Numerical thermalization in collisional one-dimensional (1D) electrostatic (ES) particle-in-cell (PIC) simulations was investigated. Two collision models, the pitch-angle scattering of electrons by the stationary ion background and large-angle collisions between the electrons and the neutral background, were included in the PIC simulation using Monte-Carlo methods. The numerical results show that the thermalization times in both models were considerably reduced by the additional Monte-Carlo collisions as demonstrated by comparisons with Turner's previous simulation results based on a head-on collision model [M. M. Turner, Phys. Plasmas 13, 033506 (2006)]. However, the breakdown of Dawson's scaling law in the collisional 1D ES PIC simulation is more complicated than that was observed by Turner, and the revised scaling law of the numerical thermalization time with numerical parameters are derived on the basis of the simulation results obtained in this study.

  19. Final report of the decontamination and decommissioning of the BORAX-V facility turbine building

    The Boiling Water Reactor Experiment (BORAX)-V Facility Turbine Building Decontamination and Decommissioning (D&D) Project is described in this report. The BORAX series of five National Reactor Testing Station (NRTS) reactors pioneered intensive work on boiling water reactor (BWR) experiments conducted between 1953 and 1964. Facility characterization, decision analyses, and D&D plans for the turbine building were prepared from 1979 through 1990. D&D activities of the turbine building systems were initiated in November of 1988 and completed with the demolition and backfill of the concrete foundation in March 1992. Due to the low levels of radioactivity and the absence of loose contamination, the D&D activities were completed with no radiation exposure to the workers. The D&D activities were performed in a manner that no radiological health or safety hazard to the public or to personnel at the Idaho National Engineering Laboratory (INEL) remain.

    This theoretical study is based on the second suggestion of Leaf Turner which was independently developed by Chubb and Chubb. It lead to the selection rule, Bosons In, Bosons Out, which helps to explain the low yield of tritons, protons, neutrons and 3He. The production of the boson 3He has now been correlated with simultaneous production of excess heat.

    The stability and collapse of fundamental unstaggered bright solitons in the discrete Schroedinger equation with the nonpolynomial on-site nonlinearity, which models a nearly one-dimensional Bose-Einstein condensate trapped in a deep optical lattice, are studied in the presence of the long-range dipole-dipole (DD) interactions. The cases of both attractive and repulsive contact and DD interaction are considered. The results are summarized in the form of stability-collapse diagrams in the parametric space of the model, which demonstrate that the attractive DD interactions stabilize the solitons and help to prevent the collapse. Mobility of the discrete solitons is briefly considered too.

    We report on a search for neutrons from {ital dd} fusion in Pd rods loaded electrochemically with deuterium. In a four-week measurement we observe {lt}0.007 {ital n}/(sec g) Pd, compared to 2.6{times}10{sup 3} n/(sec g) Pd, claimed recently by Pons, Fleischmann, and Hawkins. Our result implies {lt}2.2{times}10{sup {minus}24} ({ital ddn}) fusions/(({ital dd} pair) sec), as compared to {similar to}10{sup {minus}23} ({ital ddn}) fusions/(({ital dd} pair) sec) observed by Jones {ital et} {ital al}. in a Ti electrode.

  15. Informal Preliminary Report on Comparisons of Prototype SPN-1 Radiometer to PARSL Measurements

    The prototype SPN-1 has been taking measurements for several months collocated with our PNNL Atmospheric Remote Sensing Laboratory (PARSL) solar tracker mounted instruments at the Pacific Northwest National Laboratory (PNNL) located in Richland, Washington, USA. The PARSL radiometers used in the following comparisons consist of an Eppley Normal Incident Pyrheliometer (NIP) and a shaded Eppley model 8-48 “Black and White” pyrgeometer (B&W) to measure the direct and diffuse shortwave irradiance (SW), respectively. These instruments were calibrated in mid-September by comparison to an absolute cavity radiometer directly traceable to the world standard group in Davos, Switzerland. The NIP calibration was determined by direct comparison, while the B&W was calibrated using the shade/unshade technique. All PARSL data prior to mid-September have been reprocessed using the new calibration factors. The PARSL data are logged as 1-minute averages from 1-second samples. Data used in this report span the time period from June 22 through December 1, 2006. All data have been processed through the QCRad code (Long and Shi, 2006), which itself is a more elaborately developed methodology along the lines of that applied by the Baseline Surface Radiation Network (BSRN) Archive (Long and Dutton, 2004), for quality control. The SPN-1 data are the standard total and diffuse SW values obtained from the analog data port of the instrument. The comparisons use only times when both the PARSL and SPN-1 data passed all QC testing. The data were further processed and analyzed by application of the SW Flux Analysis methodology (Long and Ackerman, 2000; Long and Gaustad, 2004, Long et al., 2006) to detect periods of clear skies, calculate continuous estimates of clear-sky SW irradiance and the effect of clouds on the downwelling SW, and estimate fractional sky cover.
