    The BITBUS Universal Gateway (BUG) provides a unique, cost effective solution to many different computer interface problems. Each BUG node, utilizing ``on board`` intelligence, has the ability to provide a communication link between BITBUS protocol and other computer-signal interfaces. Among them, IEEE-488, RS232, and raw analog and binary signal 1/0. BITBUS is a multidrop, multinode link with the ability to communicate over great distances. By using this method of signal transfer, along with the communication conversion ability of the BUG, one could accomplish such things as the ability to run IEEE-488 instruments over great distances, extend a multidrop links to RS232 instruments, and provide a convenient interface point for remote analog and binary 1/0 signals, all on one homogeneous network. The BUG not only provides this through the wired ``twisted pair`` standard of BITBUS, but extends the ability to fiber optic communications for signal transfer over extreme distances and through electrically ``noisy`` environments.

    Given a social network, who is the best person to introduce you to, say, Chris Ferguson, the poker champion? Or, given a network of people and skills, who is the best person to help you learn about, say, wavelets? The goal is to find a small group of 'gateways': persons who are close enough to us, as well as close enough to the target (person, or skill) or, in other words, are crucial in connecting us to the target. The main contributions are the following: (a) we show how to formulate this problem precisely; (b) we show that it is sub-modular and thus it can be solved near-optimally; (c) we give fast, scalable algorithms to find such gateways. Experiments on real data sets validate the effectiveness and efficiency of the proposed methods, achieving up to 6,000,000x speedup.

An electronic stripe distributor distributes bytes of data from a first interface at the sending gateway onto parallel fiber optics of the fiber optic link to form transmitted data. An electronic stripe collector receives the transmitted data on the parallel fiber optics and reforms the data into a format effective for input to a second interface at the receiving gateway. Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame. A credit-based flow control system provides for continuously updating the sending gateway on the available buffer capacity at the receiving gateway.

The intent of the study was to determine whether simple statistical techniques might be useful in tracking performance of this critical node in the Central Computing Network.     Towns in the vicinity of base metal smelters are subject to contamination from atmospheric fallout containing heavy metals. Many smelters have been in operation for decades, and have resulted in substantial accumulation of metals in the surrounding soils. Metal contamination of edible vegetation near mines and smelters has been the source of health concerns in a number of countries. One smelter that has operated for more than half a century is located at Flin Flon, Manitoba. Many Flin Flon residents utilize home vegetable gardens year after year. However little is known regarding heavy metal contamination of locally grown garden produce. Since food can contribute as much as 90% of total body uptake of metals it is important to identify any sources which may account for the disproportionate share. The objective of the present study was to examine concentrations of cadmium, copper and lead in soils and garden produce in the vicinity of the Flin Flon smelter.

The applicant has requested that the expansion take place on the west side of the substation, within the existing property line, instead of on the north side as originally proposed.     The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities. In exchange, substantial annual savings (from reduced maintenance and energy use) would be complemented by improved quantity and quality of illumination. Although advanced lighting controls could offer additional savings, it is unclear whether such a system would prove cost-effective; this topic may be explored in future work.

    Purpose: Graphics Processing Unit (GPU) has become increasingly important in radiotherapy. However, it is still difficult for general clinical researchers to access GPU codes developed by other researchers, and for developers to objectively benchmark their codes. Moreover, it is quite often to see repeated efforts spent on developing low-quality GPU codes. The goal of this project is to establish an infrastructure for testing GPU codes, cross comparing them, and facilitating code distributions in radiotherapy community. Methods: We developed a system called Gateway for GPU Computing in Cancer Radiotherapy Research (GCR2). A number of GPU codes developed by our group and other developers can be accessed via a web interface. To use the services, researchers first upload their test data or use the standard data provided by our system. Then they can select the GPU device on which the code will be executed. Our system offers all mainstream GPU hardware for code benchmarking purpose. After the code running is complete, the system automatically summarizes and displays the computing results. We also released a SDK to allow the developers to build their own algorithm implementation and submit their binary codes to the system. The submitted code is then systematically benchmarked using a variety of GPU hardware and representative data provided by our system. The developers can also compare their codes with others and generate benchmarking reports. Results: It is found that the developed system is fully functioning. Through a user-friendly web interface, researchers are able to test various GPU codes. Developers also benefit from this platform by comprehensively benchmarking their codes on various GPU platforms and representative clinical data sets. Conclusion: We have developed an open platform allowing the clinical researchers and developers to access the GPUs and GPU codes. This development will facilitate the utilization of GPU in radiation therapy field.

    Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.

    The subject under study is an open subsystem of a larger linear and conservative system and the way in which it is coupled to the rest of system. Examples are a model of crystalline solid as a lattice of coupled oscillators with a finite piece constituting the subsystem, and an open system such as the Helmholtz resonator as a subsystem of a larger conservative oscillatory system. Taking the view of an observer accessing only the open subsystem we ask, in particular, what information about the entire system can be reconstructed having such limited access. Based on the unique minimal conservative extension of an open subsystem, we construct a canonical decomposition of the conservative system describing, in particular, its parts coupled to and completely decoupled from the open subsystem. The coupled one together with the open system constitute the unique minimal conservative extension. Combining this with an analysis of the spectral multiplicity, we show, for the lattice model in particular, that only a very small part of all possible oscillatory motion of the entire crystal, described canonically by the minimal extension, is coupled to the finite subsystem.

    A methodology is developed for optimally allocating resources between conservation and solar strategies in building design. Formulas are presented for a constrained optimum in which the initial investment is limited. A global optimum procedure is also described in which life-cycle cost is minimized. The procedure is amenable to hand analysis if tables are available which give the Solar Savings Fraction as a function of the Load Collector Ratio for the locality. A numerical example is given.

    A systematic study of energy conservation for extended magnetohydrodynamic (MHD) models that include Hall terms and electron inertia is performed. It is observed that commonly used models do not conserve energy in the ideal limit, i.e., when viscosity and resistivity are neglected. In particular, a term in the momentum equation that is often neglected is seen to be needed for conservation of energy.

    Optical forces have been fruitfully applied in a broad variety of areas that not only span the traditional scientific fields such as physics, chemistry, and biology, but also in more applied fields. It is customary and useful to split the optical force into the (conservative) gradient force and the (non-conservative) scattering and absorption force. These forces are different in attributes. The ability to tailor them will open great potential in fundamental optics and practical applications. Here, we present an analytical and a numerical approach to calculate these forces, and, with these tools, we create a fairly general class of 2D conservative optical force field. In general, particles immersed in an optical force do not obey equilibrium statistical mechanics, making the analysis complicated. With conservative forces, these issues are resolved.

    Comparison of human sequences with the DNA of other mammals is an excellent means of identifying functional elements in the human genome. Here we describe the utility of high-density oligonucleotide arrays as a rapid approach for comparing human sequences with the DNA of multiple species whose sequences are not presently available. High-density arrays representing approximately 22.5 Mb of nonrepetitive human chromosome 21 sequence were synthesized and then hybridized with mouse and dog DNA to identify sequences conserved between humans and mice (human-mouse elements) and between humans and dogs (human-dog elements). Our data show that sequence comparison of multiple species provides a powerful empiric method for identifying actively conserved elements in the human genome. A large fraction of these evolutionarily conserved elements are present in regions on chromosome 21 that do not encode known genes.

    A study was carried out of the flows of commercial energy in the economy of Kenya. Indications were sought of the extent to which energy conservation, (i.e., increase in efficiency of energy use) has reduced the ratio of energy inputs to economic outputs, in the post-1973 years. An assessment was made of the potential for energy conservation to reduce the growth of Kenyan energy use in the future and of significant barriers to increasing energy efficiency. Consideration was given to the role of government policy and of international assistance in fostering energy conservation in Kenya and other developing countries. The study was performed by analyzing available energy data and statistics from the largest oil companies, the Kenyan electric utility, and the government. These sources were supplemented by conducting personal interviews with personnel of nearly 50 commercial firms in Kenya. Direct consumption of fuel accounts for 94% of the commercial energy use in Kenya, while electricity accounts for 6%. The sectoral division of fuel use is: transportation 53%, industry 21%, energy production 11%, agriculture 9%, buildings and residences 5%, and construction 1%. For electricity the division is: buildings and residences 48%, industry 45%, energy production 4%, agriculture 2%, and construction 1%. Recent progress in conservation is reported.

The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. The success stories summarized in this compendium fall into three general categories: Completed Technology Success Stories, projects that have resulted in new energy-saving technologies that are presently being used in the private sector; Technical Success Stories, projects that have produced or disseminated important scientific/technical information likely to result in future energy savings; Program Success Stories, non-R and D activities that have resulted in nationally significant energy benefits.     A typical linear open system is often defined as a component of a larger conservative one. For instance, a dielectric medium, defined by its frequency dependent electric permittivity and magnetic permeability is a part of a conservative system which includes the matter with all its atomic complexity. A finite slab of a lattice array of coupled oscillators modelling a solid is another example. Assuming that such an open system is all one wants to observe, we ask how big a part of the original conservative system (possibly very complex) is relevant to the observations, or, in other words, how big a part of it is coupled to the open system? We study here the structure of the system coupling and its coupled and decoupled components, showing, in particular, that it is only the system's unique minimal extension that is relevant to its dynamics, and this extension often is tiny part of the original conservative system. We also give a scenario explaining why certain degrees of freedom of a solid do not contribute to its specific heat.

Determining such restrictions, however, has been so far an elusive task, and only partial results are known. In this paper we discuss how constraints on the energy spectrum of a measurement device translate into limitations on the measurements which we can effect on a target system with non-trivial energy operator. We provide efficient algorithms to characterize such limitations and we quantify them exactly when the target is a two-level quantum system. Our work thus identifies the boundaries between what is possible or impossible to measure, i.e., between what we can see or not, when energy conservation is at stake.

It depends on an arbitrary constant which may be interpreted as determining the initial value together with the initial values for the matter field. We discuss this for spherically reduced Einstein-gravity in a diagonal metric and in a Bondi-Sachs metric using the first order formulation of spherically reduced gravity, which allows easy and direct fixations of any type of gauge. The relation of our conserved quantity to the ADM and Bondi mass is investigated. Further possible applications (ideal fluid, black holes in higher dimensions or AdS spacetimes etc.) are straightforward generalizations.

    In this paper we investigate whether conserved currents can be sensibly defined in supersymmetric minisuperspaces. Our analysis deals with k=1 FRW and Bianchi class--A models. Supermatter in the form of scalar supermultiplets is included in the former. Moreover, we restrict ourselves to the first-order differential equations derived from the Lorentz and supersymmetry constraints. The ``square-root'' structure of N=1 supergravity was our motivation to contemplate this interesting research. We show that conserved currents cannot be adequately established except for some very simple scenarios. Otherwise, conservation equations may only be obtained from Wheeler-DeWitt--like equations, which are derived from the supersymmetric algebra of constraints. Two appendices are included. In appendix A we describe some interesting features of quantum FRW cosmologies with complex scalar fields when supersymmetry is present. In particular, we explain how the Hartle-Hawking state can now be satisfactorily identified. In appendix B we initiate a discussion about the retrieval of classical properties from supersymmetric quantum cosmologies.

    The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules.     Almost every aspect of land development has an effect on energy use, from minute architectural details to broad considerations of urban density. Energy-efficiency depends in part on how development is planned and carried out. Conventional development regulations, such as zoning ordinances and subdivision regulations, can be adapted in many ways to promote energy conservation at the community level. This report is about energy-efficient site and neighborhood design. It examines recent experiences of local governments that have adopted new development regulations or amended existing ones to promote energy conservation, more efficient generation and distribution, or a switch to alternative, renewable sources. Although much has been written in recent years about saving energy through community design, actual experience in applying these new ideas is still limited. To date, most communities have focused their efforts on studying the problem, documenting consumption patterns, and writing reports and plans. Only a handful have amended their land-use controls for the express purpose of saving energy. This study identifies 13 of these pioneering communities, after undertaking a survey of over 1400 local, regional, and state planning agencies. It takes a look at their experiences, to learn what has been done, how well it has worked, and what problems have been encountered.

    Under the Energy Policy Act of 1992, the Federal Energy Management Program (FEMP) is required to provide federal facility managers with a clear determination of the impact of water conservation practices on energy consumption. This paper introduces the WATERGY model, which is a spreadsheet model to analyze total energy savings associated with water conservation efforts. The contribution of this effort is the development of a synergistic model based on engineering algorithms as opposed to lumped parameter estimates. The model explicitly details the relationships between direct and indirect water and energy savings. Irrigation, plumbing fixture, appliance, and boiler blowdown savings comprise the direct water component of the model. Reduction in leakage and unaccounted-for water in the distribution system are calculated as indirect water savings. Direct energy savings are calculated for hot water production. Indirect energy savings associated with distribution and collection, electric line losses, and unaccounted-for gas are determined by the model. Data sources, algorithms, and engineering assumptions used in the development of the model are detailed. The model capabilities are demonstrated for a hypothetical federal facility.

    In ionic nanocrystals the cationic sub-lattice can be replaced with a different metal ion via a fast, simple, and reversible place-exchange, allowing post-synthetic modification of the composition of the nanocrystal, while preserving its size and shape. Here, we demonstrate for the first time that during such an exchange, the anionic framework of the crystal is preserved. When applied to nanoheterostructures, this phenomenon ensures that compositional interfaces within the heterostructure are conserved throughout the transformation. For instance, a morphology composed of a CdSe nanocrystal embedded in a CdS rod (CdSe/CdS) was exchanged to a PbSe/PbS nanorod via a Cu2Se/Cu2S structure. During every exchange cycle, the seed size and position within the nanorod were preserved, as evident by excitonic features, Z-contrast imaging, and elemental line-scans. Anionic framework conservation extends the domain of cation exchange to the design of more complex and unique nanostructures.

    We apply the principle of energy conservation to the motion of the test particle in gravitational field by requiring that its energy, gained by gravitation, has to be balanced by decrease of its rest mass. Due to the change of mass in gravitational field Newton's force law between gravitating bodies is modified, too. With this modified force law we build up the the classical field theory of gravitation in which all relevant field quantities are in the definition domain $r\\in [0,\\infty)$ finite and positive. We show that under such circumstances, the energy release at any gravitational collapse is finite. On the other side, the energy conservation leads to an equation which relates the mass change of the test particle due to gravitation and the metric of the corresponding gravitational field. The mass change in Newton's gravitational field lead to a remarkable simple metric which shifts, in contrast to the Schwarzschild metric, the horizon of events to the gravity center of the gravitational collapse.
