    Given a social network, who is the best person to introduce you to, say, Chris Ferguson, the poker champion? Or, given a network of people and skills, who is the best person to help you learn about, say, wavelets? The goal is to find a small group of 'gateways': persons who are close enough to us, as well as close enough to the target (person, or skill) or, in other words, are crucial in connecting us to the target. The main contributions are the following: (a) we show how to formulate this problem precisely; (b) we show that it is sub-modular and thus it can be solved near-optimally; (c) we give fast, scalable algorithms to find such gateways. Experiments on real data sets validate the effectiveness and efficiency of the proposed methods, achieving up to 6,000,000x speedup.

    Disclosed is a system of sending and receiving gateways interconnects high speed data interfaces, e.g., HIPPI interfaces, through fiber optic links, e.g., a SONET network. An electronic stripe distributor distributes bytes of data from a first interface at the sending gateway onto parallel fiber optics of the fiber optic link to form transmitted data. An electronic stripe collector receives the transmitted data on the parallel fiber optics and reforms the data into a format effective for input to a second interface at the receiving gateway. Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame. A credit-based flow control system provides for continuously updating the sending gateway on the available buffer capacity at the receiving gateway. 7 figs.

    A digital system provides sending and receiving gateways for HIPPI interfaces. Electronic logic circuitry formats data signals and overhead signals in a data frame that is suitable for transmission over a connecting fiber optic link. Multiplexers route the data and overhead signals to a framer module. The framer module allocates the data and overhead signals to a plurality of 9-byte words that are arranged in a selected protocol. The formatted words are stored in a storage register for output through the gateway.

    The Technology Information System (TIS) is an Intelligent Gateway Processor (IGP) capable of interconnecting heterogeneous information resources at geographically distributed locations in an automated, unified, and controlled manner. It augments the capabilities of personal computers and workstations of scientists and engineers by providing a shared directory to worldwide bibliographic and numeric resources and a library of self-guided procedures by which test, data, and graphs can be downloaded, reformatted, aggregated, analyzed, and shared among users and different host machines. The TIS link capability is used routinely for transcontinental tutorials and as a proactical means for the audiovisual linking of TIS users with experts at their respective locations. The IGP universal user interface permits changes and additions of available resources while running non-stop. The TIS/IGP at th Lawrence Livermore National Laboratory (LLNL) serves as the host system for several different communities of users who develop integrated information systems for personal and shared programmatic resources. The TIS local area network utilizes a 10 Mbps Ethernet which serves as a testbed for high-technology hardware and software.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

    The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities. In exchange, substantial annual savings (from reduced maintenance and energy use) would be complemented by improved quantity and quality of illumination. Although advanced lighting controls could offer additional savings, it is unclear whether such a system would prove cost-effective; this topic may be explored in future work.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures. The Facilities Energy RDTandS program insures that the Army will be able to rapidly utilize the latest state-of-the-art energy technology.

    Entropic forces have recently attracted considerable attention as ways to reformulate, retrodict, and perhaps even "explain'" classical Newtonian gravity from a rather specific thermodynamic perspective. In this article I point out that if one wishes to reformulate classical Newtonian gravity in terms of an entropic force, then the fact that Newtonian gravity is described by a conservative force places significant constraints on the form of the entropy and temperature functions. (These constraints also apply to entropic reinterpretations of electromagnetism, and indeed to any conservative force derivable from a potential.)     The subject under study is an open subsystem of a larger linear and conservative system and the way in which it is coupled to the rest of system. Examples are a model of crystalline solid as a lattice of coupled oscillators with a finite piece constituting the subsystem, and an open system such as the Helmholtz resonator as a subsystem of a larger conservative oscillatory system. Taking the view of an observer accessing only the open subsystem we ask, in particular, what information about the entire system can be reconstructed having such limited access. Based on the unique minimal conservative extension of an open subsystem, we construct a canonical decomposition of the conservative system describing, in particular, its parts coupled to and completely decoupled from the open subsystem. The coupled one together with the open system constitute the unique minimal conservative extension. Combining this with an analysis of the spectral multiplicity, we show, for the lattice model in particular, that only a very small part of all possible oscillatory motion of the entire crystal, described canonically by the minimal extension, is coupled to the finite subsystem.

    Ideal Eulerian flow may develop singularities in vorticity w. Navier-Stokes viscosity provides a dissipative regularization. We find a local, conservative regularization - lambda^2 w times curl(w) of compressible flow and compressible MHD: a three dimensional analogue of the KdV regularization of the one dimensional kinematic wave equation. The regulator lambda is a field subject to the constitutive relation lambda^2 rho = constant. Lambda is like a position-dependent mean-free path. Our regularization preserves Galilean, parity and time-reversal symmetries. We identify locally conserved energy, helicity, linear and angular momenta and boundary conditions ensuring their global conservation. Enstrophy is shown to remain bounded. A swirl velocity field is identified, which transports w/rho and B/rho generalizing the Kelvin-Helmholtz and Alfven theorems. A Hamiltonian and Poisson bracket formulation is given. Formulas are presented for a constrained optimum in which the initial investment is limited. A global optimum procedure is also described in which life-cycle cost is minimized.     We treat energy-momentum conservation laws as particular gauge conservation laws when generators of gauge transformations are horizontal vector fields on fibre bundles. In particular, the generators of general covariant transformations are the canonical horizontal prolongations of vector fields on a world manifold. This is the case of the energy-momentum conservation laws in gravitation theories. We find that, in main gravitational models, the corresponding energy-momentum flows reduce to the generalized Komar superpotential. We show that the superpotential form of a conserved flow is the common property of gauge conservation laws if generators of gauge transformations depend on derivatives of gauge parameters. At the same time, dependence of conserved flows on gauge parameters make gauge conservation laws form-invariant under gauge transformations.

Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    Optical forces have been fruitfully applied in a broad variety of areas that not only span the traditional scientific fields such as physics, chemistry, and biology, but also in more applied fields. It is customary and useful to split the optical force into the (conservative) gradient force and the (non-conservative) scattering and absorption force. These forces are different in attributes. The ability to tailor them will open great potential in fundamental optics and practical applications. Here, we present an analytical and a numerical approach to calculate these forces, and, with these tools, we create a fairly general class of 2D conservative optical force field. In general, particles immersed in an optical force do not obey equilibrium statistical mechanics, making the analysis complicated. With conservative forces, these issues are resolved.

    We investigate coupled stochastic differential equations governing N non-negative continuous random variables that satisfy a conservation principle. In various fields a conservation law requires that a set of fluctuating variables be non-negative and (if appropriately normalized) sum to one. As a result, any stochastic differential equation model to be realizable must not produce events outside of the allowed sample space. We develop a set of constraints on the drift and diffusion terms of such stochastic models to ensure that both the non-negativity and the unit-sum conservation law constraint are satisfied as the variables evolve in time. We investigate the consequencesmore »of the developed constraints on the Fokker-Planck equation, the associated system of stochastic differential equations, and the evolution equations of the first four moments of the probability density function. We show that random variables, satisfying a conservation law constraint, represented by stochastic diffusion processes, must have diffusion terms that are coupled and nonlinear. The set of constraints developed enables the development of statistical representations of fluctuating variables satisfying a conservation law. We exemplify the results with the bivariate beta process and the multivariate Wright-Fisher, Dirichlet, and Lochner’s generalized Dirichlet processes.« less

    Using the recent formulation of Noether's theorem for the problems of the calculus of variations with fractional derivatives, the Lagrange multiplier technique, and the fractional Euler-Lagrange equations, we prove a Noether-like theorem to the more general context of the fractional optimal control. As a corollary, it follows that in the fractional case the autonomous Hamiltonian does not define anymore a conservation law. Instead, it is proved that the fractional conservation law adds to the Hamiltonian a new term which depends on the fractional-order of differentiation, the generalized momentum, and the fractional derivative of the state variable.

    This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here.     A typical linear open system is often defined as a component of a larger conservative one. For instance, a dielectric medium, defined by its frequency dependent electric permittivity and magnetic permeability is a part of a conservative system which includes the matter with all its atomic complexity. A finite slab of a lattice array of coupled oscillators modelling a solid is another example. Assuming that such an open system is all one wants to observe, we ask how big a part of the original conservative system (possibly very complex) is relevant to the observations, or, in other words, how big a part of it is coupled to the open system? We study here the structure of the system coupling and its coupled and decoupled components, showing, in particular, that it is only the system's unique minimal extension that is relevant to its dynamics, and this extension often is tiny part of the original conservative system. We also give a scenario explaining why certain degrees of freedom of a solid do not contribute to its specific heat.

    The theoretical foundations of the phenomenon known as super-radiance still continues to attract considerable attention. Despite many valiant attempts at pedagogically clear presentations, the effect nevertheless still continues to generate some significant confusion. Part of the confusion arises from the fact that super-radiance in a quantum field theory [QFT] context is not the same as super-radiance (super-fluorescence) in some condensed matter contexts; part of the confusion arises from traditional but sometimes awkward normalization conventions, and part is due to sometimes unnecessary confusion between fluxes and probabilities. We shall argue that the key point underlying the effect is flux conservation, (and, in the presence of dissipation, a controlled amount of flux non-conservation), and that attempting to phrase things in terms of reflection and transmission probabilities only works in the absence of super-radiance.     This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.

    An economic and energy analysis of ice rinks was made to examine the areas in which energy could be profitably conserved. The areas where new equipment could make a major reduction in energy use are: the use of waste heat for space heating, the installation of a low emissivity false ceiling to reduce radiant heat, the use of a load cycling controller to reduce refrigeration costs, and the installation of more efficient lighting systems. Changes in rink operating procedure that could cut energy use are: higher refrigerant temperatures, thinner ice, the use of colder resurfacing water, turning the compressors and pumps off at night, and reducing ventilation.

Contrary to usual regularization schemes (such as a vanishing viscosity limit), which attempt to control defects by making them smoother, our schemes result in defects which are \\textit{more singular}, and we thus refer to such schemes as "irregularizations". In particular, we seek to produce \\textit{delta shock} defects which satisfy a condition of \\textit{stationarity}. We are motivated to pursue such exotic defects by a physical example arising from dislocation dynamics in materials physics, which we describe.

    In ionic nanocrystals the cationic sub-lattice can be replaced with a different metal ion via a fast, simple, and reversible place-exchange, allowing post-synthetic modification of the composition of the nanocrystal, while preserving its size and shape. Here, we demonstrate for the first time that during such an exchange, the anionic framework of the crystal is preserved. When applied to nanoheterostructures, this phenomenon ensures that compositional interfaces within the heterostructure are conserved throughout the transformation. For instance, a morphology composed of a CdSe nanocrystal embedded in a CdS rod (CdSe/CdS) was exchanged to a PbSe/PbS nanorod via a Cu2Se/Cu2S structure. During every exchange cycle, the seed size and position within the nanorod were preserved, as evident by excitonic features, Z-contrast imaging, and elemental line-scans. Anionic framework conservation extends the domain of cation exchange to the design of more complex and unique nanostructures.

    The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules.     We apply the sum-over-states approach to calculate partial contributions to the parity non-conservation (PNC) in cesium [Porsev {\\em et al}, Phys. Rev. D {\\bf 82}, 036008 (2010)]. We have found significant corrections to two non-dominating terms coming from the contribution of the core and highly excited states ($n>9$, the so called {\\em tail}). When these differences are taken into account the result of Porsev {\\em et al}, $E_{\\rm PNC} = 0.8906\\,(24) \\times 10^{-11}i(-Q_W/N)$ changes to $0.8977\\,(40)$, coming into good agreement with our previous calculations, $0.8980\\,(45)$. The interpretation of the PNC measurements in cesium still indicates reasonable agreement with the standard model ($1.5\\,\\sigma$), however gives new constraints on physics beyond it.

    Diagonal and off-diagonal flavor and conserved charge susceptibilities reveal the prevalent degrees of freedom of heated strongly interacting matter. Results obtained from lattice simulations are compared with various model estimates in an effort to weed down various possible pictures of a quark gluon plasma. We argue that the vanishing of the off-diagonal quark flavor susceptibilities and its derivatives with respect to chemical potential, at temperatures above 1.5Tc, can only be understood in a picture of a gas or liquid composed of quasi-particles which carry the same quantum numbers as quarks and antiquarks. A potential new observable, blind to neutral and non-strange particles, is introduced and related via isospin symmetry to the ratio of susceptibilities of baryonic strangeness to strangeness generated in the excited matter created at RHIC.

    This study relies on extensive, existing survey data and new analyses to develop information that would help design a marketing plan to achieve energy conservation in new manufactured homes. Existing surveys present comprehensive information about regional manufactured home occupants and their homes that are relevant to a potential conservation marketing plan. An independent analysis of the cost-effectiveness of various efficiency improvements provides background information for designing a marketing plan. This analysis focuses on the economic impacts of alternative energy conservation options as perceived by the home owner. Identifying impediments to conservation investments is also very important in designing a marketing plan. A recent report suggests that financial constraints and the need for better information and knowledge about conservation pose the major conservation investment barriers. Since loan interest rates for new manufactured homes typically exceed site-built rates by a considerable amount and the buyers tend to have lower incomes, the economics of manufactured home conservation investments are likely to significantly influence their viability. Conservation information and its presentation directly influences the manufactured home buyer's decision. A marketing plan should address these impediments and their implications very clearly. Dealers express a belief that consumer satisfaction is the major advantage to selling energy efficient manufactured homes. This suggests that targeting dealers in a marketing plan and providing them direct information on consumers' indicated attitudes may be important. 74 refs.

    We use the Lagrange-Noether methods to derive the conservation laws for models in which matter interacts nonminimally with the gravitational field. The nonminimal coupling function can depend arbitrarily on the gravitational field strength. The obtained result generalizes earlier findings. The generalized conservation laws provide the basis for the derivation of the equations of motion for the nonminimally coupled test bodies.

    The Green-Naghdi system is used to model highly nonlinear weakly dispersive waves propagating at the surface of a shallow layer of a perfect fluid. The system has three associated conservation laws which describe the conservation of mass, momentum, and energy due to the surface wave motion. In addition, the system features a fourth conservation law which is the main focus of this note. It is shown how this fourth conservation law can be interpreted in terms of a concrete kinematic quantity connected to the evolution of the tangent velocity at the free surface. The equation for the tangent velocity is first derived for the full Euler equations in both two and three dimensional flows, and in both cases, it gives rise to an approximate balance law in the Green-Naghdi theory which turns out to be identical to the fourth conservation law for this system.

    The purpose of this study is to identify and quantify potential energy savings available through the development and application of biotechnologies. This information is required in support of ECUT research planning efforts as an aid in identifying promising areas needing further consideration and development. It is also intended as background information for a companion ECUT study being conducted by the National Academy of Science to evaluate the use of bioprocessing methods to conserve energy. Several studies have been conducted recently to assess the status and implications of the development of biotechnology. The Office of Technology Assessment (OTA) considered institutional, economic, and scientific problems and barriers. The National Science Foundation sponsored a study to examine regulatory needs for this new and expanding technology. Somewhat in contrast to these studies, this report covers principally the technical issues. It should be emphasized that the practicality of many developments in biotechnology is not evaluated solely on the basis of energy considerations. Bioprocesses must often compete with well-established coal, petroleum, and natural gas technologies. A complete evaluation of the technical, economical, and ecological impacts of the large-scale applications discussed in this report is not possible within the scope of this study. Instead, this report assesses the potential of biotechnology to save energy so that research into all aspects of implementation will be stimulated for those industries with significant energy savings potential. 92 references, 6 figures, 24 tables.

    We propose a conservation-dissipation formalism (CDF) for coarse-grained descriptions of irreversible processes. This formalism is based on a stability criterion for non-equilibrium thermodynamics. The criterion ensures that non-equilibrium states tend to equilibrium in long time. As a systematic methodology, CDF provides a feasible procedure in choosing non-equilibrium state variables and determining their evolution equations. The equations derived in CDF have a unified elegant form. They are globally hyperbolic, allow a convenient definition of weak solutions, and are amenable to existing numerics. More importantly, CDF is a genuinely nonlinear formalism and works for systems far away from equilibrium. With this formalism, we formulate novel thermodynamics theories for heat conduction in rigid bodies and non-isothermal compressible Maxwell fluid flows as two typical examples. In these examples, the non-equilibrium variables are exactly the conjugate variables of the heat fluxes or stress tensors. The new theory generalizes Cattaneo's law or Maxwell's law in a regularized and nonlinear fashion.

    Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

This predicts the unidenticality of masses, energies and momenta of neutrinos of the different components. Recognizing such a difference in masses, energies, momenta and accepting that the left-handed axial-vector neutrino and the right-handed antineutrino of true neutrality refer to long-lived C-odd leptons, and the right-handed truly neutral neutrino and the left-handed axial-vector antineutrino are of short-lived fermions of C-oddity, we would write a new CP-even Dirac equation taking into account the flavor symmetrical axial-vector mass, energy and momentum matrices. Their presence explains the spontaneous mirror symmetry violation, confirming that an axial-vector current conservation law has never violated. They reflect the availability of a mirror Minkowski space in which a neutrino is characterized by left as well as by right space-time coordinates. Therefore, it is not surprising that whatever the main purposes experiments about a quasielastic axial-vector mass say in favor of an axial-vector mirror Minkowski space-time.

    The University of Miami (UM) has embarked on a very important and worthwhile mission: {open_quotes}To make UM one of the most energy efficient Universities in the Nation by the year 2000.{close_quotes} In order for the University to meet this goal we knew we would need to take advantage of all the available technologies and address the freon issues. In June 1990 the Coral Gables Campus had five chilled Water Production Plants, each representing small independent systems serving from four to ten buildings. Because of energy conservation measures of the past (i.e. elimination, reheat, first generation lighting retrofits, and some diversity), each plant had excess capacity. At that time we also had identified about 600 tons of old falling apart air conditioning equipment. Our Capital Construction Program was beginning design efforts for a new Music Recital Hall and an addition to the Law Library. With all this considered it made sense to develop a common chilled water loop to connect these plants and provide a vehicle to capitalize on available capacity. As this concept took shape it became evident that a master chilled water loop encircling the entire campus would address the next 20 years of campus development. This 20 year plan would require various phases of development. Phase I would connect three chilled water production plants and enable us to supply chilled water to seven existing facilities with approximately 600 tons of old inefficient air conditioning equipment and supply chilled water to the new Law and Music facilities, (approximately 400 tons) without buying any additional chillers.

    Guidance is given on measuring energy consumption in the plant and pinpointing areas where energy-conservation activities can return the most favorable economics. General energy-conservation techniques applicable to most or all segments of the dairy processing industry, including the fluid milk segment, are emphasized. These general techniques include waste heat recovery, improvements in electric motor efficiency, added insulation, refrigeration improvements, upgrading of evaporators, and increases in boiler efficiency. Specific examples are given in which these techniques are applied to dairy processing plants. The potential for energy savings by cogeneration of process steam and electricity in the dairy industry is also discussed. Process changes primarily applicable to specific milk products which have resulted in significant energy cost savings at some facilities or which promise significant contributions in the future are examined. A summary checklist of plant housekeeping measures for energy conservation and guidelines for economic evaluation of conservation alternatives are provided. (MHR)

    In the paper the role of conservation laws in evolutionary processes, which proceed in material systems (in material media) and lead to generation of physical fields, is shown using skew-symmetric differential forms. In present paper the skew-symmetric differential forms on deforming (nondifferentiable) manifolds were used in addition to exterior forms, which have differentiable manifolds as a basis. Such skew-symmetric forms (which were named evolutionary ones since they possess evolutionary properties), as well as the closed exterior forms, describe the conservation laws. But in contrast to exterior forms, which describe conservation laws for physical fields, the evolutionary forms correspond to conservation laws for material systems. The evolutionary forms possess an unique peculiarity, namely, the closed exterior forms are obtained from these forms. It is just this that enables one to describe the process of generation of physical fields, to disclose connection between physical fields and material systems and to resolve many problems of existing field theories.

    This report systematically compares, within a consistent framework, the technical and economic characteristics of energy-conserving irrigation systems with those of conventional irrigation systems and to determine total energy savings. Levelized annual costs of owning and operating both energy-conserving and conventional irrigation systems have been developed and compared for all 17 states to account for the differences in energy costs and irrigation conditions in each state. Market penetration of energy-conserving systems is assessed for those systems having lower levelized annual costs than conventional systems performing the same function. Annual energy savings were computed by matching the energy savings per system with an assumed maximum market penetration of 100 percent in those markets where the levelized annual costs of energy-conserving systems are lower than the levelized annual costs of conventional systems.

    Pacific Northwest National Laboratory (PNNL) performed an energy and water evaluation of selected buildings on the Hanford Site during the months of May and June 2012. The audit was performed under the direction of the U.S. Department of Energy, Sustainability Performance Office to identify key energy conservation measures (ECMs) and water conservation measures (WCMs). The evaluations consisted of on-site facility walk-throughs conducted by PNNL staff, interviews with building-operating personnel, and an examination of building designs and layouts. Information on 38 buildings was collected to develop a list of energy and water conservation measures. Table ES.1 is a summary of the ECMs, while table ES.2 is a summary of the WCMs.

    The angular momentum is conserved in fluids with a few exceptions such as ferrofluids. However it can be violated locally in fluid simulations to reduce computational costs. The effects of this violation are investigated using a particle-based simulation method, multi-particle collision dynamics, which can switch on or off angular-momentum conservation. To this end, we study circular Couette flows between concentric and eccentric cylinders, where non-physical torques due to the lack of the angular-momentum conservation are found whereas the velocity field is not affected. In addition, in simulations of fluids with different viscosities in contact and star polymers in solvent, incorrect angular velocities occur. These results quantitatively agree with the theoretical predictions based on the macroscopic stress tensor.

    A higher-order self-consistent energy-conserving gyrokinetic system of equations is derived. It is shown that additional terms appear in the quasineutrality condition. These terms are nonlinear in the electric field. The derivation includes higher-order terms in the gyrokinetic Hamiltonian (needed for the energy conservation) and employs a variational principle that automatically provides all the conservation laws through the Noether theorem. The equations derived here can be applied in certain transition layers such as the stellarator transport barriers caused by the transition between the electron and ion root regimes. The theory may also be of interest for the edge plasma, where the nonlinear terms in the quasineutrality equation could be relevant. The equations derived are simple enough and can readily be used in gyrokinetic codes.

    Nonlinear random vibration under excitations of both Gaussian and Poisson white noises is considered. The model is based on stochastic differential equations, and the corresponding stochastic integrals are defined in such a way that the energy conservation law is satisfied. It is shown that Stratonovich integral and Di Paola-Falsone integral should be used for excitations of Gaussian and Poisson white noises, respectively, in order for the model to satisfy the underlining physical laws (e.g., energy conservation). Numerical examples are presented to illustrate the theoretical results.

    The Bonneville Power Administration (Bonneville) has identified 101 plants in the Pacific Northwest that account for 80% of the region's industrial electricity consumption. These plants offer a precise target for a conservation program. PNL determined that most of these 101 plants were represented by 11 major industries. We then reviewed 36 major conservation technologies used in these 11 industrial settings to determine their potential environmental impacts. Energy efficiency technologies designed for industrial use may result in direct or indirect environmental impacts. Effects may result from the production of the conservation measure technology, changes in the working environment due to different energy and material requirements, or changes to waste streams. Industry type, work-place conditions, worker training, and environmental conditions inside and outside the plant are all key variables that may affect environmental outcomes. To address these issues this report has three objectives: Describe potential conservation measures that Bonneville may employ in industrial programs and discuss potential primary impacts. Characterize industrial systems and processes where the measure may be employed and describe general environmental issues associated with each industry type. Review environmental permitting, licensing, and other regulatory actions required for industries and summarize the type of information available from these sources for further analysis.
