    Section 211(m) of the Clean Air Act (42 U.S.C. 7401-7671q) requires that gasoline containing at least 2.7% oxygen by weight is to be used in the wintertime in those areas of the county that exceed the carbon monoxide National Ambient Air Quality Standards (NAAQS). The winter oxygenated gasoline program applies to all gasoline sold in the larger of the Consolidated Metropolitan Statistical Area (CMSA) or Metropolitan Statistical Area (MSA) in which the nonattainment area is located.

    The safeguards R and D program at Los Alamos will be outlined briefly, from its formal beginning in December 1966 to the present. From the start, an important factor in the success and ongoing achievements of the Los Alamos program has been a close technical liaison between safeguards researchers and the materials processing experts in the Laboratory's extensive nuclear material processing facilities. Some of the major contributions of the program to safeguards technology development and its effective implementation will be highlighted, together with a brief overview of the several ongoing safeguards training courses at Los Alamos for IAEA inspectors and safeguards professionals from the United States as well as many advanced and developing countries around the world.

    Over the past fifty years, the Los Alamos National Laboratory has developed an extensive capability to handle significant quantities of nuclear materials as part of its role in support of DOE Defense Program activities. The goals and objectives of these activities are met through a base program in nuclear materials technology research, development, and demonstration as well as through additional programs (such as the Neutron Source Reclamation Program) aimed at specific, often near-term goals.     Over the years the Los Alamos safeguards program has developed, tested, and implemented a broad range of passive and active nondestructive analysis (NDA) instruments (based on gamma and x-ray detection and neutron counting) that are now widely employed in safeguarding nuclear materials of all forms. Here very briefly, the major categories of gamma ray and neutron based NDA techniques, give some representative examples of NDA instruments currently in use, and cite a few notable instances of state-of-the-art NDA technique development.     During the term of the above mentioned agreement, the Los Angeles Department of Water and Power (LADWP), a municipal utility serving the citizens of Los Angeles, marked its tenth year of involvement in testing and promoting electric vehicles as part of Los Angeles` overall air quality improvement program, and as a means of improving the regions` economic competitiveness through the creation of new industries. LADWP maintained and operated twenty electric vehicles (EVs) during the test period. These vehicles consisted of six G-Vans, four Chrysler TEVans, five U.S. Electricar pickup trucks, and five U.S. Electricar Prizms.     The blending of methyl tertiary butyl ether (MTBE) into motor gasoline has increased dramatically since it was first produced 20 years ago. MTBE usage grew in the early 1980's in response to octane demand resulting initially from the phaseout of lead from gasoline and later from rising demand for premium gasoline. The oxygenated gasoline program stimulated an increase in MTBE production between 1990 and 1994. MTBE demand increased from 83,000 in 1990 to 161,000 barrels per day in 1994. The reformulated gasoline (RFG) program provided a further boost to oxygenate blending. The MTBE contained in motor gasoline increased to 269,000 barrels per day by 1997.

    Analytical data for 2401 samples of motor gasoline, from service stations throughout the country, were collected and analyzed under agreement between the Bartlesville Energy Technology Center and the American Petroleum Institute. The samples represent the products of 48 companies, large and small, which manufacture and supply gasoline. These data are tabulated by groups according to brands (unlabeled) and grades for 17 marketing areas and districts into which the country is divided. A map included in this report, shows marketing areas, districts and sampling locations. The report also includes charts indicating the trends of selected properties of motor fuels since 1949. Twelve octane distribution percent charts for areas 1, 2, 3, and 4 for unleaded, regular, and premium grades of gasoline are presented in this report. The antiknock (octane) index ((R + M)/2) averages of gasoline sold in this country were 88.6, 89.3, and 93.7 unleaded, regular, and premium grades of gasolines, respectively.

Analytical data for the 1571 motor gasoline and 206 motor gasoline/alcohol blend samples were submitted to the National Institute for Petroleum and Energy Research (NIPER), Bartlesville, Oklahoma, for reporting. This work is jointly funded by the American Petroleum Institute (API) and the United States Department of Energy (DOE), Bartlesville Project Office (DOE cooperative agreement No. FC22-83FE60149). The data are representative of the products of 62 marketers, large and small, which manufacture and supply gasoline. They are tabulated by groups according to brands (unlabeled) and grades for 17 marketing districts into which the country is divided. A map shows the marketing areas, districts, and sampling locations. The report includes trend charts of selected properties of motor fuels over the last twenty-five years. Twelve octane distribution graphs for leaded and unleaded grades of gasoline are presented for areas 1, 2, 3, and 4. The average antiknock (octane) index (R + M)/2 of gasoline sold in the United States during June, July, and August 1985 was 87.4 for unleaded below 90.0, 91.7 for unleaded 90.0 and above, and 88.8 for leaded below 93.0 grades of gasoline. Analyses of motor gasoline containing various alcohols are reported in separate tables beginning with this report. The average antiknock (octane) index (R + M)/2 of gasoline containing alcohols was 88.6 for unleaded below 90.0, 91.4 for unleaded 90.0 and above, and 90.2 for leaded below 93.0 grades of gasoline. 16 figs., 8 tabs.

    This status report is for calendar year 1993. It summarizes the annual activities and accomplishments of the Los Alamos National Laboratory (Los Alamos) Yucca Mountain Site Characterization Project (YMP or Project) quality assurance program. By identifying the accomplishments of the quality program, we establish a baseline that will assist in decision making, improve administrative controls and predictability, and allow us to annually identify long term trends and to evaluate improvements. This is the third annual status report (Bolivar, 1992; Bolivar, 1994). This report is divided into two primary sections: Program Activities and Trend Analysis. Under Program Activities, programmatic issues occurring in 1993 are discussed. The goals for 1993 are also listed, followed by a discussion of their status. Lastly, goals for 1994 are identified. The Trend Analysis section is a summary of 1993 quarterly trend reports and provides a good overview of the quality assurance issues of the Los Alamos YMP.

    The Energy Policy Act requires the Secretary of Energy to determine the feasibility of producing sufficient replacement fuels to replace at least 30 percent of the projected consumption of motor fuels by light duty vehicles in the year 2010. The Act also requires the Secretary to determine the greenhouse gas implications of the use of replacement fuels. A replacement fuel is a non-petroleum portion of gasoline, including certain alcohols, ethers, and other components. The Oak Ridge National Laboratory Refinery Yield Model has been used to study the cost and refinery impacts for production of {open_quotes}low petroleum{close_quotes} gasolines, which contain replacement fuels. The analysis suggests that high oxygenation is the key to meeting the replacement fuel target, and a major contributor to cost increase is investment in processes to produce and etherify light olefins. High oxygenation can also increase the costs of control of vapor pressure, distillation properties, and pollutant emissions of gasolines. Year-round low petroleum gasoline with near-30 percent non-petroleum components might be produced with cost increases of 23 to 37 cents per gallon of gasoline, and with greenhouse gas emissions changes between a 3 percent increase and a 16 percent decrease. Crude oil reduction, with decreased dependence on foreign sources, is a major objective of the low petroleum gasoline program. For year-round gasoline with near-30 percent non-petroleum components, crude oil use is reduced by 10 to 12 percent, at a cost $48 to $89 per barrel. Depending upon resolution of uncertainties about extrapolation of the Environmental Protection Agency Complex Model for pollutant emissions, availability of raw materials and other issues, costs could be lower or higher.

    The springs of 1996 and 1997 provide an excellent example of contrasting gasoline market dynamics. In spring 1996, tightening crude oil markets pushed up gasoline prices sharply, adding to the normal seasonal gasoline price increases; however, in spring 1997, crude oil markets loosened and crude oil prices fell, bringing gasoline prices down. This pattern was followed throughout the country except in California. As a result of its unique reformulated gasoline, California prices began to vary significantly from the rest of the country in 1996 and continued to exhibit distinct variations in 1997. In addition to the price contrasts between 1996 and 1997, changes occurred in the way in which gasoline markets were supplied. Low stocks, high refinery utilizations, and high imports persisted through 1996 into summer 1997, but these factors seem to have had little impact on gasoline price spreads relative to average spread.

    Effective on March 15, 1990, the Environmental Protection Agency established regulations controlling the emission of radionuclides to the air from Department of Energy facilities to limit the dose to the public to 10 mrem/yr. These regulations are detailed in 40 CFR 61, Subpart H, {open_quotes}National Emission Standards for Emissions of Radionuclides Other Than Radon from Department of Energy Facilities{close_quotes}. Part of these regulations require the operation of sampling systems on stacks meeting certain requirements. Although Los Alamos National Laboratory has a long history of stack sampling, the systems in place at the time the regulation became effective did not meet the specific design requirements of the new regulation. In addition, certain specific program elements did not exist or were not adequately documented. The Los Alamos National Laboratory has undertaken a major effort to upgrade its compliance program to meet the requirements of USEPA. This effort involved: developing new and technically superior sampling methods and obtaining approval from the Environmental Protection Agency for their use; negotiating specific methodologies with the Environmental Protection Agency to implement certain requirements of the regulation: implementing a complete, quality assured, compliance program; and upgrading sampling systems. After several years of effort, Los Alamos National Laboratory now meets all requirements of the USEPA.

    The Los Alamos National Laboratory, operated by the University of California, encompasses more than forty-three square miles of mesas and canyons in northern New Mexico. A Department of Energy national laboratory, Los Alamos is one of the largest multidisciplinary, multiprogram laboratories in the world. Our mission, to apply science and engineering capabilities to problems of national security, has expanded to include a broad array of programs. We conduct extensive research in energy, nuclear safeguards and security, biomedical science, computational science, environmental protection and cleanup, materials science, and other basic sciences. The Energy Technology Programs Office is responsible for overseeing and developing programs in three strategic areas: energy systems and the environment, transportation and infrastructure, and integrated chemicals and materials processing. Our programs focus on developing reliable, economic and environmentally sound technologies that can help ensure an adequate supply of energy for the nation. To meet these needs, we are involved in programs that range from new and enhanced oil recovery technologies and tapping renewable energy sources, through efforts in industrial processes, electric power systems, clean coal technologies, civilian radioactive waste, high temperature superconductivity, to studying the environmental effects of energy use.

    The National Teacher Enhancement program (NTEP) is a three-year, multi-laboratory effort funded by the National Science Foundation and the Department of Energy to improve elementary school science programs. The Los Alamos National Laboratory targets teachers in northern New Mexico. FY96, the third year of the program, involved 11 teams of elementary school teachers (grades 4-6) in a three-week summer session, four two-day workshops during the school year and an on-going planning and implementation process. The teams included twenty-one teachers from 11 schools. Participants earned a possible six semester hours of graduate credit for the summer institute and two hours for the academic year workshops from the University of New Mexico. The Laboratory expertise in the earth and environmental science provided the tie between the Laboratory initiatives and program content, and allowed for the design of real world problems.

  17. Los Alamos National Laboratory Yucca Mountain Site Characterization Project 1992 quality program status report

    This status report summarizes the activities and accomplishments of the Los Alamos Yucca Mountain Site Characterization Project`s quality assurance program for calendar year 1992. The report includes major sections on Program Activities and Trend Analysis. Program Activities are discussed periodically at quality meetings. The most significant issue addressed in 1992 has been the timely revision of quality administrative procedures. The procedure revision process was streamlined from 55 steps to 7. The number of forms in procedures was reduced by 38%, and the text reduced by 29%. This allowed revision in 1992 of almost half of all implementing procedures. The time necessary to complete the revision process (for a procedure) was reduced from 11 months to 3 months. Other accomplishments include the relaxation of unnecessarily strict training requirements, requiring quality assurance reviews only from affected organizations, and in general simplifying work processes. All members of the YMP received training to the new Orientation class Eleven other training classed were held. Investigators submitted 971 records to the Project and only 37 were rejected. The software program has 115 programs approved for quality-affecting work. The Project Office conducted 3 audits and 1 survey of Los Alamos activities. We conducted 14 audits and 4 surveys. Eight corrective action reports were closed, leaving only one open. Internally, 22 deficiencies were recognized. This is a decrease from 65 in 1991. Since each deficiency requires about 2 man weeks to resolve, the savings are significant. Problems with writing acceptable deficiency reports have essentially disappeared. Trend reports for 1992 were examined and are summarized herein. Three adverse trends have been closed; one remaining adverse trend will be closed when the affected procedures are revised. The number of deficiencies issued to Los Alamos compared to other participants is minimal.

    The waste management program at Los Alamos National Laboratory (LANL) is undergoing significant transition to establish a lean highly functioning waste management program that will succeed the large environmental cleanup waste management program. In the coming years, the environmental cleanup activities will be mostly completed and the effort will change to long-term stewardship. What will remain in waste management is a smaller program focused on direct off-site shipping to cost-effectively enable the enduring mission of the laboratory in support of the national nuclear weapons program and fundamental science and research. It is essential that LANL implement a highly functioning efficient waste management program in support of the core missions of the national weapons program and fundamental science and research - and LANL is well on the way to that goal. As LANL continues the transition process, the following concepts have been validated: - Business drivers including the loss of onsite disposal access and completion of major environmental cleanup activities will drive large changes in waste management strategies and program. - A well conceived organizational structure; formal management systems; a customer service attitude; and enthusiastic managers are core to a successful waste management program. - During times of organizational transition, a project management approach to managing change in a complex work place with numerous complex deliverables is successful strategy. - Early and effective engagement with waste generators, especially Project Managers, is critical to successful waste planning. - A well-trained flexible waste management work force is vital. Training plans should include continuous training as a strategy. - A shared fate approach to managing institutional waste decisions, such as the LANL Waste Management Recharge Board is effective. - An efficient WM program benefits greatly from modern technology and innovation in managing waste data and

    On June 20, 1983, the Los Alamos National Laboratory, the US Department of Energy, and the Instituto Mexicano del Petroleo (IMP) signed a Memorandum of Understanding (MOU) that established a program of cooperation between the Los Alamos National Laboratory and the IMP. This report describes the work done under Annex II of the MOU, which set up a program in the area of process simulation using the ASPEN flowsheet simulator. As a part of this program, two IMP engineers were trained at Los Alamos: one as an ASPEN system administrator and the other as an ASPEN applications engineer. After returning to Mexico, these engineers installed ASPEN on the IMP VAX computer and trained 30 other IMP engineers and scientists to use ASPEN. To date, IMP used ASPEN to simulate four major process plants. In addition, engineers from Los Alamos and IMP worked together during the summer of 1986 to develop an implementation of the UNIFAC method for predicting liquid-phase activity coefficients. The code was written and installed in ASPEN and has passed a series of initial test cases. The UNIFAC model will be released to the public domain when testing is complete. IMP has also developed and shared with Los Alamos some enhancements to a computer code that predicts physical property correlation constants for petroleum fractions. The success of the Los Alamos/IMP cooperative program for the ASPEN flowsheet simulator demonstrates that technology transfer can work in both directions. 18 refs.

    The effects of microbial activity on the performance of the proposed underground nuclear waste repository, the Waste Isolation Pilot Plant (WIPP) at Carlsbad, New Mexico are being studied at Los Alamos National Laboratory (LANL) as part of an ex situ large-scale experiment. Actual actinide-containing waste is being used to predict the effect of potential brine inundation in the repository in the distant future. The study conditions are meant to simulate what might exist should the underground repository be flooded hundreds of years after closure as a result of inadvertent drilling into brine pockets below the repository. The Department of Energy (DOE) selected LANL to conduct the Actinide Source-Term Waste Test Program (STTP) to confirm the predictive capability of computer models being developed at Sandia National Laboratory.

    The Los Alamos National Laboratory (LANL) has full capability to characterize transuranic (TRU) waste for shipment to and disposal at the Waste Isolation Pilot Plant (WIPP) for its projected opening. LANL TRU waste management operations also include facilities to repackage both drums of waste found not to be certifiable for WIPP and oversized boxes of waste that must be size reduced for shipment to WIPP. All characterization activities and repackaging are carried out under a quality assurance program designed to meet Carlsbad Area Office (CAO) requirements. The flow of waste containers through characterization operations, the facilities used for characterization, and the electronic data management system used for data package preparation and certification of TRU waste at LANL are described.

    One year ago, a panel of industry experts were interviewed in the November/December 1994 issue of Fuel Reformulation (Vol. 4, No. 6). With the focus then and now on refinery investments, the panelists were asked to forecast which refining processes would grow in importance. It is apparent from their response, and from other articles and discussions throughout the year, that hydroprocessing and catalytic conversion processes are synergistic in the overall refinery design, with flexibility and process objectives varying on a unit-by-unit case. To an extent, future refinery investments in downstream petrochemicals, such as for paraxylene production, are based on available catalytic reforming feedstock. Just a importantly, hydroprocessing units (hydrotreating, hydrocracking) needed for clean fuel production (gasoline, diesel, aviation fuel), are heavily dependent on hydrogen production from the catalytic reformer. Catalytic reforming`s significant influence in the refinery hydrogen balance, as well as its status as a significant naphtha conversion route to higher-quality fuels, make this unit a high-priority issue for engineers and planners striving for flexibility.

  16. Impact of California Phase 2 reformulated gasoline on atmospheric reactivity of exhaust and evaporative emissions

    Phase 2 of California`s reformulated gasoline (RFG) program took effect statewide in the first half of 1996. Changes to gasoline composition required by Phase 2 specifications included: lower vapor pressure; lower olefin, aromatic, benzene, and sulfur content; lower T50 and T90; and a minimum oxygen content. In this paper, impacts of Phase 2 RFG on the atmospheric reactivity of motor vehicle exhaust and evaporative emissions are described. Volatile organic compounds in motor vehicle exhaust were measured at the Caldecott tunnel in summer 1995 and 1996. Aggregate emissions of greater than 8000 vehicles were measured each day. Regular and premium grade gasoline samples were collected from service stations in Berkeley concurrently with tunnel measurements both summers. Liquid gasoline samples and their headspace vapors were analyzed to determine detailed chemical composition. Normalized reactivity was calculated for exhaust and evaporative emissions by applying maximum incremental reactivity values to the detailed speciation profiles. Results indicate that the composition of gasoline in 1996 differed markedly from that of 1995. Changes in liquid gasoline composition led to corresponding changes in the speciation of vehicle exhaust and of gasoline headspace vapors. Benzene concentration in liquid gasoline decreased from 2.0 to 0.6 wt%, which contributed to a 70 and 37% reduction in benzene weight fraction in headspace vapors and vehicle exhaust, respectively. Addition of MTBE and reduction of olefins and aromatics in gasoline led to significant reductions in the atmospheric reactivity of unburned gasoline and gasoline headspace vapors. The normalized reactivity of liquid gasoline and headspace vapors decreased by 23 and 19%, respectively, between 1995 and 1996. The normalized reactivity of non-methane organic compounds in vehicle exhaust decreased by about 8%, but the uncertainty in this change was large.

    Biomass is a renewable energy resource that can be converted into liquid fuel suitable for transportation applications. As a widely available biomass form, lignocellulosic biomass can have a major impact on domestic transportation fuel supplies and thus help meet the Energy Independence and Security Act renewable energy goals (U.S. Congress 2007). With gasification technology, biomass can be converted to gasoline via methanol synthesis and methanol-to-gasoline (MTG) technologies. Producing a gasoline product that is infrastructure ready has much potential. Although the MTG technology has been commercially demonstrated with natural gas conversion, combining MTG with biomass gasification has not been shown. Therefore, a techno-economic evaluation for a biomass MTG process based on currently available technology was developed to provide information about benefits and risks of this technology. The economic assumptions used in this report are consistent with previous U.S. Department of Energy Office of Biomass Programs techno-economic assessments. The feedstock is assumed to be wood chips at 2000 metric ton/day (dry basis). Two kinds of gasification technologies were evaluated: an indirectly-heated gasifier and a directly-heated oxygen-blown gasifier. The gasoline selling prices (2008 USD) excluding taxes were estimated to be $3.20/gallon and $3.68/gallon for indirectly-heated gasified and directly-heated. This suggests that a process based on existing technology is economic only when crude prices are above $100/bbl. However, improvements in syngas cleanup combined with consolidated gasoline synthesis can potentially reduce the capital cost. In addition, improved synthesis catalysts and reactor design may allow increased yield.

The eight module math continuum is structured so that it can successfully identify and correct basic skills and knowledge deficiencies of Los Alamos National Laboratory technician employees. The Laboratory has also designed a training program in chemistry that has been offered since 1981. The chemistry continuum is composed of nine modules that are based on a practical laboratory approach. The target group of chemical technician employees has some deficiencies in basic chemistry skills and knowledge resulting in motivation problems and some implications for laboratory safety. The development and interrelationships of these two programs will be discussed in terms of job performance analysis, task analysis, training design, and performance measures.     Trends in motor gasolines for the years of 1942 through 1981 have been evaluated based upon data contained in surveys that have been prepared and published by the Bartlesville Energy Technology Center (BETC). These surveys have been published twice annually since 1935 describing the properties of motor gasolines from throughout the country. The surveys have been conducted in cooperation with the American Petroleum Institute (API) since 1948. Various companies from throughout the country obtain samples from retail outlets, analyze the samples by the American Society for Testing and Materials (ASTM) procedures, and report data to the Bartlesville center for compilation, tabulation, calculation, analysis and publication. A typical motor gasoline report covers 2400 samples from service stations throughout the country representing some 48 companies that manufacture and supply gasoline. The reports include trend charts, octane plots, and tables of test results from about a dozen different tests. From these data in 77 semiannual surveys, a summary report has thus been assembled that shows trends in motor gasolines throughout the entire era of winter 1942 to 1943 to the present. Trends of physical properties including octane numbers, antiknock ratings, distillation temperatures, Reid vapor pressure, sulfur and lead content are tabulated, plotted and discussed in the current report. Also included are trend effects of technological advances and the interactions of engine design, societal and political events and prices upon motor gasoline evolution during the 40 year period.

    The use of homogeneous charge compression ignition (HCCI) combustion in internal combustion engines is of interest because it has the potential to produce low oxides of nitrogen (NOx) and particulate matter (PM) emissions while providing diesel-like efficiency. In HCCI combustion, a premixed charge of fuel and air auto-ignites at multiple points in the cylinder near top dead center (TDC), resulting in rapid combustion with very little flame propagation. In order to prevent excessive knocking during HCCI combustion, it must take place in a dilute environment, resulting from either operating fuel lean or providing high levels of either internal or external exhaust gas recirculation (EGR). Operating the engine in a dilute environment can substantially reduce the pumping losses, thus providing the main efficiency advantage compared to spark-ignition (SI) engines. Low NOx and PM emissions have been reported by virtually all researchers for operation under HCCI conditions. The precise emissions can vary depending on how well mixed the intake charge is, the fuel used, and the phasing of the HCCI combustion event; but it is common for there to be no measurable PM emissions and NOx emissions <10 ppm. Much of the early HCCI work was done on 2-stroke engines, and in these studies the CO and hydrocarbon emissions were reported to decrease [1]. However, in modern 4-stroke engines, the CO and hydrocarbon emissions from HCCI usually represent a marked increase compared with conventional SI combustion. This literature review does not report on HCCI emissions because the trends mentioned above are well established in the literature. The main focus of this literature review is the auto-ignition performance of gasoline-type fuels. It follows that this discussion relies heavily on the extensive information available about gasoline auto-ignition from studying knock in SI engines.     The United States Department of Energy is required by law to determine the feasibility of producing sufficient replacement fuels to replace 30 percent of the projected United States consumption of motor fuels by light duty vehicles in the year 2010. A replacement fuel is a non-petroleum portion of gasoline, including alcohols, natural gas and certain other components. A linear program has been used to study refinery impacts for production of ``low petroleum`` gasolines, which contain replacement fuels. The analysis suggests that high oxygenation is the key to meeting the replacement fuel target, and major contributors to cost increase can include investment in processes to produce olefins for etherification with alcohols. High oxygenation can increase the costs of control of vapor pressure, distillation properties, and pollutant emissions of gasolines. Year-round low petroleum gasoline with near-30 percent non-petroleum might be produced with cost increases of 23 to 37 cents per gallon, with substantial decreases in greenhouse gas emissions in some cases. Cost estimates are sensitive to assumptions about extrapolation of a national model for pollutant emissions, availability of raw materials and other issues. Reduction in crude oil use, a major objective of the low petroleum gasoline program, is 10 to 17 percent in the analysis.

    Software for predicting the octane number of motor gasoline by proton magnetic resonance (PMR) spectrometry has been formulated. At the same time, a method has been studied to predict the composition of gasoline (in terms of the contents of paraffin, olefin, and aromatic compounds). The formulated program was evaluated by using it to predict the octane numbers of 31 samples of marketed summer gasoline (including 16 regular and 15 premium products), whose octane numbers and compositions were identified according to the ASTM standards. Also, the relationship between the PMR spectrum and gasoline composition was subjected to linear regression analysis by using the 31 samples whose octane numbers were calculated, and the appropriateness of the resultant regression equations was assessed. This report concerns the results of the study in which the octane numbers of the 31 samples were satisfactorily predicted by the formulated program and useful linear regression equation were obtained for the prediction of the composition of gasoline. 9 refs., 9 figs., 3 tabs.

    This report summarizes the authors review and evaluation of the existing seismic hazards program at Los Alamos National Laboratory (LANL). The report recommends that the original program be augmented with a probabilistic analysis of seismic hazards involving assignment of weighted probabilities of occurrence to all potential sources. This approach yields a more realistic evaluation of the likelihood of large earthquake occurrence particularly in regions where seismic sources may have recurrent intervals of several thousand years or more. The report reviews the locations and geomorphic expressions of identified fault lines along with the known displacements of these faults and last know occurrence of seismic activity. Faults are mapped and categorized into by their potential for actual movement. Based on geologic site characterization, recommendations are made for increased seismic monitoring; age-dating studies of faults and geomorphic features; increased use of remote sensing and aerial photography for surface mapping of faults; the development of a landslide susceptibility map; and to develop seismic design standards for all existing and proposed facilities at LANL.

    Analytical data for 905 samples of motor gasoline, were collected from service stations throughout the country and were analyzed in the laboratories of various refiners, motor manufacturers, and chemical companies. The data were submitted to the Bartlesville Energy Technology Center for study, necessary calculations, and compilation under a cooperative agreement between the Bartlesville Energy Technology Center (BETC) and the American Petroleum Institute (API). The samples represent the products of 30 companies, large and small, which manufacture and supply gasoline. These data are tabulated by groups according to brands (unlabeled) and grades for 17 marketing districts into which the country is divided. A map included in this report, shows marketing areas, districts and sampling locations. The report also includes charts indicating the trends of selected properties of motor fuels since winter 1959-1960 survey for the leaded gasolines, and since winter 1979-1980 survey for the unleaded gasolines. Sixteen octane distribution percent charts for areas 1, 2, 3, and 4 for unleaded antiknock index (R+M)/2 below 90.0, unleaded antiknock index (R+M)/2 90.0 and above, leaded antiknock index (R+M)/2 below 93.0, and leaded antiknock index (R+M)/2 93.0 and above grades of gasoline are presented in this report. The antiknock (octane) index (R+M)/2 averages of gasoline sold in this country were 87.4 for unleaded below 90.0, 91.7 for unleaded 90.0 and above, and 88.9 for leaded below 93.0. Only one sample was reported as 93.0 for leaded gasolines with an antiknock index (R+M)/2 93.0 and above.

    In March of 2012 the Plutonium Sustainment program at LANL completed or addressed the following high-level activities: (1) Delivered Revision 2 of the Plutonium Sustainment Manufacturing Study, which incorporated changes needed due to the release of the FY2013 President's Budget and the delay in the Chemistry and Metallurgy Research Replacement Nuclear Facility (CMRRNF). (2) W87 pit type development activities completed a detailed process capability review for the flowsheet in preparation for the Engineering Development Unit Build. (3) Completed revising the Laser Beam Welding schedule to address scope and resource changes. (4) Completed machining and inspecting the first set of high-fidelity cold parts on Precitech 2 for Gemini. (5) The Power Supply Assembly Area started floor cutting with a concrete saw and continued legacy equipment decommissioning. There are currently no major issues associated with achieving MRT L2 Milestones 4195-4198 or the relevant PBIs associated with Plutonium Sustainment. There are no budget issues associated with FY12 final budget guidance. Table 1 identifies all Baseline Change Requests (BCRs) that were initiated, in process, or completed during the month. The earned value metrics overall for LANL are within acceptable thresholds, so no high-level recovery plan is required. Each of the 5 major LANL WBS elements is discussed in detail.

  10. Ethanol Demand in United States Gasoline Production

    The Oak Ridge National Laboratory (OWL) Refinery Yield Model (RYM) has been used to estimate the demand for ethanol in U.S. gasoline production in year 2010. Study cases examine ethanol demand with variations in world oil price, cost of competing oxygenate, ethanol value, and gasoline specifications. For combined-regions outside California summer ethanol demand is dominated by conventional gasoline (CG) because the premised share of reformulated gasoline (RFG) production is relatively low and because CG offers greater flexibility for blending high vapor pressure components like ethanol. Vapor pressure advantages disappear for winter CG, but total ethanol used in winter RFG remains low because of the low RFG production share. In California, relatively less ethanol is used in CG because the RFG production share is very high. During the winter in California, there is a significant increase in use of ethanol in RFG, as ethanol displaces lower-vapor-pressure ethers. Estimated U.S. ethanol demand is a function of the refiner value of ethanol. For example, ethanol demand for reference conditions in year 2010 is 2 billion gallons per year (BGY) at a refiner value of $1.00 per gallon (1996 dollars), and 9 BGY at a refiner value of $0.60 per gallon. Ethanol demand could be increased with higher oil prices, or by changes in gasoline specifications for oxygen content, sulfur content, emissions of volatile organic compounds (VOCS), and octane numbers.

    This report documents the National Renewable Energy Laboratory's (NREL's) assessment of the feasibility of making gasoline via the methanol-to-gasoline route using syngas from a 2,000 dry metric tonne/day (2,205 U.S. ton/day) biomass-fed facility. A new technoeconomic model was developed in Aspen Plus for this study, based on the model developed for NREL's thermochemical ethanol design report (Phillips et al. 2007). The necessary process changes were incorporated into a biomass-to-gasoline model using a methanol synthesis operation followed by conversion, upgrading, and finishing to gasoline. Using a methodology similar to that used in previous NREL design reports and a feedstock cost of $50.70/dry ton ($55.89/dry metric tonne), the estimated plant gate price is $16.60/MMBtu ($15.73/GJ) (U.S. $2007) for gasoline and liquefied petroleum gas (LPG) produced from biomass via gasification of wood, methanol synthesis, and the methanol-to-gasoline process. The corresponding unit prices for gasoline and LPG are $1.95/gallon ($0.52/liter) and $1.53/gallon ($0.40/liter) with yields of 55.1 and 9.3 gallons per U.S. ton of dry biomass (229.9 and 38.8 liters per metric tonne of dry biomass), respectively.

    A partial adjustment model is used to investigate how the 1973 to 1974 oil embargo affected the structural stability of gasoline demand and to compute the welfare effects of higher gasoline taxes. A variety of statistical tests are used to demonstrate the structural stability of gasoline demand in spite of higher prices. A case study demonstrates only modest price elasticity in response to increased taxes. Higher excise taxes are felt to be justified, however, as an efficient source of revenue even though their effect on demand is limited. 17 references, 4 tables. (DCK)

    The objective of this program was to develop, implement and demonstrate fuel consumption reduction technologies which are focused on reduction of friction and parasitic losses and on the improvement of thermal efficiency from in-cylinder combustion. The program was executed in two phases. The conclusion of each phase was marked by an on-vehicle technology demonstration. Phase I concentrated on short term goals to achieve technologies to reduce friction and parasitic losses. The duration of Phase I was approximately two years and the target fuel economy improvement over the baseline was 20% for the Phase I demonstration. Phase II was focused on the development and demonstration of a breakthrough low temperature combustion process called Gasoline Direct- Injection Compression Ignition (GDCI). The duration of Phase II was approximately four years and the targeted fuel economy improvement was 35% over the baseline for the Phase II demonstration vehicle. The targeted tailpipe emissions for this demonstration were Tier 2 Bin 2 emissions standards.

    This report examines a recurring question about gasoline markets: why, especially in times of high price volatility, do retail gasoline prices seem to rise quickly but fall back more slowly? Do gasoline prices actually rise faster than they fall, or does this just appear to be the case because people tend to pay more attention to prices when they`re rising? This question is more complex than it might appear to be initially, and it has been addressed by numerous analysts in government, academia and industry. The question is very important, because perceived problems with retail gasoline pricing have been used in arguments for government regulation of prices. The phenomenon of prices at different market levels tending to move differently relative to each other depending on direction is known as price asymmetry. This report summarizes the previous work on gasoline price asymmetry and provides a method for testing for asymmetry in a wide variety of situations. The major finding of this paper is that there is some amount of asymmetry and pattern asymmetry, especially at the retail level, in the Midwestern states that are the focus of the analysis. Nevertheless, both the amount asymmetry and pattern asymmetry are relatively small. In addition, much of the pattern asymmetry detected in this and previous studies could be a statistical artifact caused by the time lags between price changes at different points in the gasoline distribution system. In other words, retail gasoline prices do sometimes rise faster than they fall, but this is largely a lagged market response to an upward shock in the underlying wholesale gasoline or crude oil prices, followed by a return toward the previous baseline. After consistent time lags are factored out, most apparent asymmetry disappears.

    Real fuels are complex mixtures of thousands of hydrocarbon compounds including linear and branched paraffins, naphthenes, olefins and aromatics. It is generally agreed that their behavior can be effectively reproduced by simpler fuel surrogates containing a limited number of components. In this work, a recently revised version of the kinetic model by the authors is used to analyze the combustion behavior of several components relevant to gasoline surrogate formulation. Particular attention is devoted to linear and branched saturated hydrocarbons (PRF mixtures), olefins (1-hexene) and aromatics (toluene). Model predictions for pure components, binary mixtures and multi-component gasoline surrogates are compared with recent experimental information collected in rapid compression machine, shock tube and jet stirred reactors covering a wide range of conditions pertinent to internal combustion engines. Simulation results are discussed focusing attention on the mixing effects of the fuel components.
