    This article will compare the natural gas transmission systems in the U.S. and Russia and review experience with methane mitigation technologies in the two countries. Russia and the United States (U.S.) are the world's largest consumers and producers of natural gas, and consequently, have some of the largest natural gas infrastructure. This paper compares the natural gas transmission systems in Russia and the U.S., their methane emissions and experiences in implementing methane mitigation technologies. Given the scale of the two systems, many international oil and natural gas companies have expressed interest in better understanding the methane emission volumes and trends as well as the methane mitigation options. This paper compares the two transmission systems and documents experiences in Russia and the U.S. in implementing technologies and programs for methane mitigation. The systems are inherently different. For instance, while the U.S. natural gas transmission system is represented by many companies, which operate pipelines with various characteristics, in Russia predominately one company, Gazprom, operates the gas transmission system. However, companies in both countries found that reducing methane emissions can be feasible and profitable. Examples of technologies in use include replacing wet seals with dry seals, implementing Directed Inspection and Maintenance (DI&M) programs, performing pipeline pump-down, applying composite wrap for non-leaking pipeline defects and installing low-bleed pneumatics. The research methodology for this paper involved a review of information on methane emissions trends and mitigation measures, analytical and statistical data collection; accumulation and analysis of operational data on compressor seals and other emission sources; and analysis of technologies used in both countries to mitigate methane emissions in the transmission sector. Operators of natural gas transmission systems have many options to reduce natural gas losses. Depending on the value of gas, simple, low-cost measures, such as adjusting leaking equipment components, or larger-scale measures, such as installing dry seals on compressors, can be applied.

    It is asserted that oil companies claim to be generally receptive to gas development proposals; however, the lack of potential markets for gas, problems of foreign exchange convertibility, and lack of a legal framework often hinders their engagement. Governments, on the other hand, need to secure domestic energy supply and, if possible, gain some export earnings or royalties. An extensive discussion on the principles of pricing and fiscal regimes, potential points of disagreement is provided. A course of action is outlined from the managerial point of view to circumvent the most common pitfalls in planning and financing a gas project. Eight very detailed case studies are presented for Argentina, Egypt, Malaysia, Nigeria, Pakistan, Tanzania, Tunisia and Thailand.

    Tucson Electric Power Company (TEP) has applied to the U.S. Department of Energy (DOE) for a Presidential Permit to construct and operate a double-circuit, 345,000-volt (345-kV) electric transmission line across the United States border with Mexico. Under Executive Order (EO) 10485 of September 3, 1953, as amended by EO 12038 of February 3, 1978, a Presidential Permit is required to construct, connect, operate, or maintain facilities at the U.S. international border for the transmission of electric energy between the United States and a foreign country. DOE has determined that the issuance of a Presidential Permit to TEP for the proposed project would constitute a major Federal action that may have a significant impact on the environment within the meaning of the ''National Environmental Policy Act of 1969'' (NEPA) 42 United States Code (U.S.C.) {section}4321 et seq. For this reason, DOE has prepared this Draft Environmental Impact Statement (EIS) to evaluate potential environmental impacts from the proposed Federal action (granting a Presidential Permit for the proposed transmission facilities) and reasonable alternatives, including the No Action Alternative. This EIS was prepared in accordance with Section 102(2)(c) of NEPA, Council of Environmental Quality (CEQ) regulations (40 Code of Federal Regulations [CFR] 1500-1508), and DOE NEPA Implementing Procedures (10 CFR 1021). DOE is the lead Federal Agency, as defined by 40 CFR 1501.5. The U.S. Department of Agriculture Forest Service (USFS), the Bureau of Land Management (BLM) of the U.S. Department of the Interior, and the U.S. Section of the International Boundary and Water Commission, U.S. and Mexico (USIBWC), are cooperating agencies. Each of these organizations will use the EIS for its own NEPA purposes, as described in the Federal Agencies' Purpose and Need and Authorizing Actions section of this summary. The 345-kV double-circuit transmission line would consist of twelve transmission line wires, or conductors, and two neutral ground wires that would provide both lightning protection and fiber optic communications, on a single set of support structures. The transmission line would originate at TEP's existing South Substation (which TEP would expand), in the vicinity of Sahuarita, Arizona, and interconnect with the Citizens Communications (Citizens) system at a Gateway Substation that TEP would construct west of Nogales, Arizona. The double-circuit transmission line would continue from the Gateway Substation south to cross the U.S.-Mexico border and extend approximately 60 miles (mi) (98 kilometers [km]) into the Sonoran region of Mexico, connecting with the Comision Federal de Electricidad (CFE, the national electric utility of Mexico) at CFE's Santa Ana Substation.

    In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

    Reducing methane losses is a concern for climate change policy and energy policy. The energy sector is the major source of methane emissions into the atmosphere. Reducing methane emissions and avoiding combustion can be very cost-effective, but various barriers prevent such energy-efficiency measures from taking place. To date, few examples of industry-wide improvements exist. One example of substantial investments into upgrading natural gas transmission system comes from Ukraine. The Ukrainian transmission company, Ukrtransgaz, reduced its own system’s natural gas consumption by 68 percent in 2011 compared to the level in 2005. Evaluating reductions in methane emissions is challenging because of lack of accurate data and gaps in accounting methodologies. At the same time, Ukraine’s transmission system has undergone improvements that, at the very least, have contained methane emissions, if not substantially reduced them. In this paper, we describe recent developments in Ukraine’s natural gas transmission system and analyze the incentives that forced the sector to pay close attention to its methane losses. Ukraine is one of most energy-intensive countries, among the largest natural gas consumers in the world, and a significant emitter of methane. The country is also dependent on imports of natural gas. A combination of steep increases in the price of imported natural gas, and comprehensive domestic environmental and energy policies, regional integration policy, and international environmental agreements has created conditions for successful methane emission and combustion reductions. Learning about such case studies can help us design better policies elsewhere.

    The Natural Gas Transmission and Distribution Model (NGTDM) is the component of the National Energy Modeling System (NEMS) that is used to represent the domestic natural gas transmission and distribution system. NEMS was developed in the Office of integrated Analysis and Forecasting of the Energy information Administration (EIA). NEMS is the third in a series of computer-based, midterm energy modeling systems used since 1974 by the EIA and its predecessor, the Federal Energy Administration, to analyze domestic energy-economy markets and develop projections. The NGTDM is the model within the NEMS that represents the transmission, distribution, and pricing of natural gas. The model also includes representations of the end-use demand for natural gas, the production of domestic natural gas, and the availability of natural gas traded on the international market based on information received from other NEMS models. The NGTDM determines the flow of natural gas in an aggregate, domestic pipeline network, connecting domestic and foreign supply regions with 12 demand regions. The methodology employed allows the analysis of impacts of regional capacity constraints in the interstate natural gas pipeline network and the identification of pipeline capacity expansion requirements. There is an explicit representation of core and noncore markets for natural gas transmission and distribution services, and the key components of pipeline tariffs are represented in a pricing algorithm. Natural gas pricing and flow patterns are derived by obtaining a market equilibrium across the three main elements of the natural gas market: the supply element, the demand element, and the transmission and distribution network that links them. The NGTDM consists of four modules: the Annual Flow Module, the Capacity F-expansion Module, the Pipeline Tariff Module, and the Distributor Tariff Module. A model abstract is provided in Appendix A.

    The goal of this project is to develop a Virtual Pipeline System Testbed (VPST) for natural gas transmission. This study uses a fully implicit finite difference method to analyze transient, nonisothermal compressible gas flow through a gas pipeline system. The inertia term of the momentum equation is included in the analysis. The testbed simulate compressor stations, the pipe that connects these compressor stations, the supply sources, and the end-user demand markets. The compressor station is described by identifying the make, model, and number of engines, gas turbines, and compressors. System operators and engineers can analyze the impact of system changes on the dynamic deliverability of gas and on the environment.

    A transaxle driveline for a wheeled vehicle has a high speed turbine engine and a torque splitting gearset that includes a traction drive unit and a torque converter on a common axis transversely arranged with respect to the longitudinal centerline of the vehicle. The drive wheels of the vehicle are mounted on a shaft parallel to the turbine shaft and carry a final drive gearset for driving the axle shafts. A second embodiment of the final drive gearing produces an overdrive ratio between the output of the first gearset and the axle shafts. A continuously variable range of speed ratios is produced by varying the position of the drive rollers of the traction unit. After starting the vehicle from rest, the transmission is set for operation in the high speed range by engaging a first lockup clutch that joins the torque converter impeller to the turbine for operation as a hydraulic coupling.

    A gas mixing manifold system that is capable of delivering a stable pressure stream of a desired composition of gases into an environmental transmission electron microscope has been developed. The system is designed to provide a stable imaging environment upon changes of either the composition of the gas mixture or upon switching from one gas to another.     The Natural Gas Transmission and Distribution Model (NGTDM) is the component of the National Energy Modeling System (NEMS) that is used to represent the domestic natural gas transmission and distribution system. NEMS was developed in the Office of Integrated Analysis and Forecasting of the Energy Information Administration (EIA). NEMS is the third in a series of computer-based, midterm energy modeling systems used since 1974 by the EIA and its predecessor, the Federal Energy Administration, to analyze domestic energy-economy markets and develop projections. From 1982 through 1993, the Intermediate Future Forecasting System (IFFS) was used by the EIA for its analyses, and the Gas Analysis Modeling System (GAMS) was used within IFFS to represent natural gas markets. Prior to 1982, the Midterm Energy Forecasting System (MEFS), also referred to as the Project Independence Evaluation System (PIES), was employed. NEMS was developed to enhance and update EIA`s modeling capability by internally incorporating models of energy markets that had previously been analyzed off-line. In addition, greater structural detail in NEMS permits the analysis of a broader range of energy issues. The time horizon of NEMS is the midterm period (i.e., through 2015). In order to represent the regional differences in energy markets, the component models of NEMS function at regional levels appropriate for the markets represented, with subsequent aggregation/disaggregation to the Census Division level for reporting purposes.

The principal environmental impacts of the construction and operation of the transmission line would be incremental in nature and would include the conversion of forested uplands (mostly commercial timberlands) and wetlands to right-of-way (small trees, shrubs, and herbaceous vegetation). The proposed line would also result in localized minor to moderate visual impacts and would contribute a minor incremental increase in the exposure of some individuals to electromagnetic fields.     Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.

  6. INCREASED FLEXIBILITY OF TURBO-COMPRESSORS IN NATURAL GAS TRANSMISSION THROUGH DIRECT SURGE CONTROL

    This preliminary phase 1 report summarizes the background and the work on the ''Increased Flexibility of Turbo-Compressors in Natural Gas Transmission through Direct Surge Control'' project to date. The importance of centrifugal compressors for natural gas transmission is discussed, and the causes of surge and the consequences of current surge control approaches are explained. Previous technology development, including findings from early GMRC research, previous surge detection work, and selected publications, are presented. The project is divided into three Phases to accomplish the project objectives of verifying near surge sensing, developing a prototype surge control system (sensor and controller), and testing/demonstrating the benefits of direct surge control. Specification for the direct surge control sensor and controller developed with guidance from the industry Oversight Committee is presented in detail. Results of CFD modeling conducted to aid in interpreting the laboratory test results are shown and explained. An analysis of the system dynamics identified the data sampling and handling requirements for direct surge control. A detailed design process for surge detection probes has been developed and explained in this report and has been used to prepare drag probes for the laboratory compressor test and the first field test. The surge detection probes prepared for testing have been bench tested and flow tested to determine and calibrate their sensitivity to flow forces as shown in data presented in this report. The surge detection drag probes have been shown to perform as expected and as required to detect approaching surge. Laboratory test results of surge detection in the SwRI centrifugal compressor demonstrated functionality of the surge detection probes and a change in the impeller inlet flow pattern prior to surge. Although the recirculation cannot be detected because of the specific geometry of this compressor, there are changes that indicate the approach of surge that can be detected. Preparations for a field test had been completed at one point in the project. However, a failure of the surge probe wiring just inside the compressor case has caused a delay in the field testing. Repairs for the wiring in the compressor have been scheduled and the field test will take place shortly after the repairs.

    This annual progress report describes the third year's technical progress in a three-year program. This report introduces the benefits of improved surge detection and summarizes what is known about internal flows as surge precursors in centrifugal compressors. Early research results and findings concerning surge in centrifugal compressors and possible precursors to surge are presented. Laboratory test results in modern compressors with 3D impellers are described in detail and used to show the changes in internal flow patterns that occur as a compressor approaches surge. It was found that older compressors with recessed impeller blading (2D geometry) do not have the same accessible flow patterns. The laboratory test results indicate a large increase in potential operating range for modern compressors. This annual report also presents results from the field testing conducted during the course of this third year. The field test results showed similar changes in the surge probe strain signals and the same type, although of less magnitude, of indication that the compressor is approaching surge. An algorithm for identifying the nearness of surge has been proposed and evaluated with the available data. This project is co-funded by the Gas Machinery Research Council (GMRC) and by Siemens Energy and Automation (Siemens). The results of the project include a step-by-step process for design, sizing, and installation of surge detection probes and for implementation of the direct surge control in centrifugal compressor controllers. This work is considered a step towards the successful implementation of direct surge control for improved flexibility and efficiency in natural gas transmission compressors.

    The objective of this Direct Surge Control project was to develop a new internal method to avoid surge of pipeline compressors. This method will safely expand the range and flexibility of compressor operations, while minimizing wasteful recycle flow at the lower end of the operating envelope. The approach is to sense the onset of surge with a probe that directly measures re-circulation at the impeller inlet. The signals from the probe are used by a controller to allow operation at low flow conditions without resorting to a predictive method requiring excessive margin to activate a recycle valve. The sensor developed and demonstrated during this project was a simple, rugged, and sensitive drag probe. Experiments conducted in a laboratory compressor clearly showed the effectiveness of the technique. Subsequent field demonstrations indicated that the increase in range without the need to recycle flow was on the order of 19% to 25%. The cost benefit of applying the direct surge control technology appears to be as much as $120 per hour per compressor for operation without the current level of recycle flow. This could amount to approximately $85 million per year for the U.S. Natural Gas Transmission industry, if direct surge control systems are applied to most pipeline centrifugal compressors.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.   14. A method for measuring the local gas pressure within a gas-flow stage in situ in the transmission electron microscope

    The development of environmental transmission electron microscopy (TEM) has enabled in situ experiments in a gaseous environment with high resolution imaging and spectroscopy. Addressing scientific challenges in areas such as catalysis, corrosion, and geochemistry can require pressures much higher than the ~20 mbar achievable with a differentially pumped, dedicated environmental TEM. Gas flow stages, in which the environment is contained between two semi-transparent thin membrane windows, have been demonstrated at pressures of several atmospheres. While this constitutes significant progress towards operando measurements, the design of many current gas flow stages is such that the pressure at the sample cannot necessarily be directly inferred from the pressure differential across the system. Small differences in the setup and design of the gas flow stage can lead to very different sample pressures. We demonstrate a method for measuring the gas pressure directly, using a combination of electron energy loss spectroscopy and TEM imaging. This method requires only two energy filtered TEM images, limiting the measurement time to a few seconds and can be performed during an ongoing experiment at the region of interest. This approach provides a means to ensure reproducibility between different experiments, and even between very differently designed gas flow stages.

    Electric utility power plants account for about one-third of the NO{sub x} and two-thirds of the SO{sub 2} emissions in the US cyclone-fired boilers, while representing about 9% of the US coal-fired generating capacity, emit about 14% of the NO{sub x} produced by coal-fired utility boilers. Given this background, the Environmental Protection Agency, the Gas Research Institute, the Electric Power Research Institute, the Pittsburgh Energy Technology Center, and the Ohio Coal Development Office sponsored a program led by ABB Combustion Engineering, Inc. (ABB-CE) to demonstrate reburning on a cyclone-fired boiler. Ohio Edison provided Unit No. 1 at their Niles Station for the reburn demonstration along with financial assistance. The Niles Unit No. 1 reburn system was started up in September 1990. This reburn program was the first full-scale reburn system demonstration in the US. This report describes work performed during the program. The work included a review of reburn technology, aerodynamic flow model testing of reburn system design concepts, design and construction of the reburn system, parametric performance testing, long-term load dispatch testing, and boiler tube wall thickness monitoring. The report also contains a description of the Niles No. 1 host unit, a discussion of conclusions and recommendations derived from the program, tabulation of data from parametric and long-term tests, and appendices which contain additional tabulated test results.

    This annual progress report describes the second year's technical progress in a three-year program. This report summarizes what is known about internal flows as surge precursors in centrifugal compressors and focuses on accessing factors that affect pre-surge detection. An attempt is made in this analysis to identify and quantify factors concerning compressor design and operations that affect the detection of pre-surge conditions. This progress report presents results from recent laboratory tests conducted during the course of this second year. This project is co-funded by the Gas Machinery Research Council (GMRC) and by Siemens Energy and Automation (Siemens). The most recently available measured pre-surge internal flow data is parameterized to help identify factors that affect the indications that a compressor is approaching surge. Theoretical arguments are applied to access the factors that influence surge precursors and surge initiation in different centrifugal compressors. This work is considered a step in accessing the factors that affect the success or limitations of pre-surge detection in natural gas pipeline compressors.

    The United States relies on natural gas for one-quarter of its energy needs. In 2001 alone, the nation consumed 21.5 trillion cubic feet of natural gas. A large portion of natural gas pipeline capacity within the United States is directed from major production areas in Texas and Louisiana, Wyoming, and other states to markets in the western, eastern, and midwestern regions of the country. In the past 10 years, increasing levels of gas from Canada have also been brought into these markets (EIA 2007). The United States has several major natural gas production basins and an extensive natural gas pipeline network, with almost 95% of U.S. natural gas imports coming from Canada. At present, the gas pipeline infrastructure is more developed between Canada and the United States than between Mexico and the United States. Gas flows from Canada to the United States through several major pipelines feeding U.S. markets in the Midwest, Northeast, Pacific Northwest, and California. Some key examples are the Alliance Pipeline, the Northern Border Pipeline, the Maritimes & Northeast Pipeline, the TransCanada Pipeline System, and Westcoast Energy pipelines. Major connections join Texas and northeastern Mexico, with additional connections to Arizona and between California and Baja California, Mexico (INGAA 2007). Of the natural gas consumed in the United States, 85% is produced domestically. Figure 1.1-1 shows the complex North American natural gas network. The pipeline transmission system--the 'interstate highway' for natural gas--consists of 180,000 miles of high-strength steel pipe varying in diameter, normally between 30 and 36 inches in diameter. The primary function of the transmission pipeline company is to move huge amounts of natural gas thousands of miles from producing regions to local natural gas utility delivery points. These delivery points, called 'city gate stations', are usually owned by distribution companies, although some are owned by transmission companies. Compressor stations at required distances boost the pressure that is lost through friction as the gas moves through the steel pipes (EPA 2000). The natural gas system is generally described in terms of production, processing and purification, transmission and storage, and distribution (NaturalGas.org 2004b). Figure 1.1-2 shows a schematic of the system through transmission. This report focuses on the transmission pipeline, compressor stations, and city gates.

    Under the U.S. Department of Energy's Clean Coal Technology Program (Round 3), a project was completed to demonstrate control of boiler NOX emissions and to a lesser degree, due to coal replacement, SO2 emissions. The project involved combining Gas Reburning with Low NOX Burners (GR-LNB) on a coal-fired electric utility boiler to determine if high levels of NOX reduction (70%) could be achieved. Sponsors of the project included the U.S. Department of Energy, the Gas Research Institute, Public Service Company of Colorado, Colorado Interstate Gas, Electric Power Research Institute, and the Energy and Environmental Research Corporation. The GR-LNB demonstration was performed on Public Service Company of Colorado's (PSCO) Cherokee Unit #3, located in Denver, Colorado. This unit is a 172 MW~ wall-fired boiler that uses Colorado Bituminous, low-sulfur coal. It had a baseline NOX emission level of 0.73 lb/106 Btu using conventional burners. Low NOX burners are designed to yield lower NOX emissions than conventional burners. However, the NOX control achieved with this technique is limited to 30-50%. Also, with LNBs, CO emissions can increase to above acceptable standards. Gas Reburning (GR) is designed to reduce NOX in the flue gas by staged fuel combustion. This technology involves the introduction of natural gas into the hot furnace flue gas stream. When combined, GR and LNBs minimize NOX emissions and maintain acceptable levels of CO emissions. A comprehensive test program was completed, operating over a wide range of boiler conditions. Over 4,000 hours of operation were achieved, providing substantial data. Measurements were taken to quantify reductions in NOX emissions, the impact on boiler equipment and operability and factors influencing costs. The GR-LNB technology achieved good NOX emission reductions and the goals of the project were achieved. Although the performance of the low NOX burners (supplied by others) was less than expected, a NOX reduction of 65% was achieved at an average gas heat input of 18Y0. The performance goal of 70% reduction was met on many test runs, but at a higher reburn gas heat input. S02 emissions, based on coal replacement, were reduced by 18Y0. Toward the end of the program, a Second Generation gas injection system was installed. Higher injector gas pressures were used that eliminated the need for flue gas recirculation as used in the first generation design. The Second Generation GR resulted in similar NOX reduction performance as that for the First Generation. With an improvement in the LNB performance in combination with the new gas injection system , the reburn gas could be reduced to 12.5% of the total boiler heat input to achieve al 64?40 reduction in NO, emissions. In addition, the OFA injectors were modified to provide for better mixing to lower CO emissions.

    Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.

    The Heat-Actuated Heat Pump Centered Integrated Community Energy System (HAHP-ICES) utilizes a gas-fired, engine-driven, heat pump and commercial buildings, and offers several advantages over the more conventional equipment it is intended to supplant. The general non-site-specific application assumes a hypothetical community of one 59,000 ft/sup 2/ office building and five 24-unit, low-rise apartment buildings located in a region with a climate similar to Chicago. This community serves as a starting point - the base case - upon which various sensitivity analyses are performed and through which the performance characteristics of the HAHP are explored. The results of these analyses provided the selection criteria for the site-specific application of the HAHP-ICES concept to a real-world community. The site-specific community consists of 42 townhouses; five 120-unit, low-rise apartment buildings; five 104-unit high-rise apartment buildings; one 124,000 ft/sup 2/ office building; and a single 135,000 ft/sup 2/ retail building located in Monroeville, Pa. The base-case analyses confirmed that the HAHP-ICES has significant potentials for reducing the primary energy consumption and pollutant emissions associated with space conditioning when compared with a conventional system. Primary energy consumption was reduced by 30%, while emission reductions ranged from 39 to 77%. The results of the site-specific analysis indicate that reductions in energy consumption of between 15 and 22% are possible when a HAHP-ICES is selected as opposed to conventional HVAC equipment.

    This report provides an overview of the regulatory frameworks governing natural gas supply chain infrastructure siting, construction, operation, and maintenance. Information was drawn from a number of sources, including published analyses, government reports, in addition to relevant statutes, court decisions and regulatory language, as needed. The scope includes all onshore facilities that contribute to methane emissions from the natural gas sector, focusing on three areas of state and federal regulations: (1) natural gas pipeline infrastructure siting and transportation service (including gathering, transmission, and distribution pipelines), (2) natural gas pipeline safety, and (3) air emissions associated with the natural gas supply chain. In addition, the report identifies the incentives under current regulatory frameworks to invest in measures to reduce leakage, as well as the barriers facing investment in infrastructure improvement to reduce leakage. Policy recommendations regarding how federal or state authorities could regulate methane emissions are not provided; rather, existing frameworks are identified and some of the options for modifying existing regulations or adopting new regulations to reduce methane leakage are discussed.

    Historically, the Argentine gas transmission and distribution industry was owned and operated by the State. In 1992, by government decree, this entire industry was transferred to private owners and operators, and divided into two Gas Transmission Companies (TGN and TGS) and eight Gas Distribution Companies. The pipelines and related facilities had been left in an operating condition, however major capital investments were required to assure that the integrity, reliability and operability of the facilities were intact. These capital expenditures were mandatory in many areas as part of the privatization. Maintenance and rehabilitation tasks were developed for the entire transmission system, with the intent to reduce the number of unscheduled outages, optimize system maintenance costs, increase operation safety, and upgrade the pipeline to ensure compliance with the international code. Transportadora de Gas del Norte (TGN), operated by Nova Gas International of Calgary, Canada, consists of two major pipeline transmission systems. The North Line, which transports gas from Northern Argentina and Bolivia to markets south to Buenos Aires is a 24 inch, 3,000 Km system constructed in 1960. It was constructed using a field applied asphalt coating system. The Center West Line, which transports gas from central Argentina (Neuquen) to markets in the western part of the country and also the Buenos Aires area, is a 30 inch, 1,400 Km system constructed in 1981. It was constructed using a field applied polyethylene tape coating system.

This volume of the model documentation presents the results of {open_quotes}one-at-a-time{close_quotes} sensitivity tests conducted in support of this validation effort. The test results are presented in the following forms: (1) Tables of important model outputs for the years 2000 and 2010 are presented with respect to change in each input from the reference case; (2) Tables of percent changes from base case results for the years 2000 and 2010 are presented for important model outputs; (3) Tables of conditional sensitivities (percent change in output/percent change in input) for the years 2000 and 2010 are presented for important model outputs; (4) Finally, graphs presenting the percent change from base case results for each year of the forecast period are presented for selected key outputs.     A lithium bromide absorption chiller has been successfully used to provide refrigeration for field conditioning of natural gas. The intent of the study was to identify a process that could provide a moderate level of refrigeration necessary to meet the quality restrictions required by natural-gas transmission companies, minimize the initial investment risk, and reduce operating expenses. The technology in the test proved comparatively less expensive to operate than a propane refrigeration plant. Volatile product prices and changes in natural-gas transmission requirements have created the need for an alternative to conventional methods of natural-gas processing. The paper describes the problems with the accumulation of condensed liquids in pipelines, gas conditioning, the lithium bromide absorption cycle, economics, performance, and operating and maintenance costs.

Producers, transmission and distribution companies, marketers, and end users all benefit directly from the load balancing function of storage. The unbundling process has fundamentally changed the way storage is used and valued. As an unbundled service, the value of storage is being recovered at rates that reflect its value. Moreover, the marketplace has differentiated between various types of storage services and has increasingly rewarded flexibility, safety, and reliability. The size of the natural gas market has increased and is projected to continue to increase towards 30 trillion cubic feet over the next 10 to 15 years. Much of this increase is projected to come from electric generation, particularly peaking units. Gas storage, particularly the flexible services that are most suited to electric loads, is crucial in meeting the needs of these new markets. To address the gas storage needs of the natural gas industry, an industry-driven consortium was created--the Gas Storage Technology Consortium (GSTC). The objective of the GSTC is to provide a means to accomplish industry-driven research and development designed to enhance the operational flexibility and deliverability of the nation's gas storage system, and provide a cost-effective, safe, and reliable supply of natural gas to meet domestic demand. This report addresses the activities for the quarterly period of April 1, 2007 through June 30, 2007. Key activities during this time period included: (1) Organizing and hosting the 2007 GSTC Spring Meeting; (2) Identifying the 2007 GSTC projects, issuing award or declination letters, and begin drafting subcontracts; (3) 2007 project mentoring teams identified; (4) New NETL Project Manager; (5) Preliminary planning for the 2007 GSTC Fall Meeting; (6) Collecting and compiling the 2005 GSTC project final reports; and (7) Outreach and communications.

    Crude oil from Norte de Monagas field, in Venezuela, contains large amounts of asphaltenes. Some of them are very unstable with a tendency to precipitate. Because liquid is carried over from the separation process in the flow stations, asphaltenes are also present in the gas gathering and transmission lines, precipitating on the inner wall of pipelines. The gas gathering and transmission lines contain gas with high partial pressures of CO{sub 2}, some H{sub 2}S and are water saturated; therefore, inhibitors are used to control internal corrosion. There is uncertainty on how inhibitors perform in the presence of asphaltene deposition. The purpose of this paper is to describe the causes that enhance asphaltene deposition in gas pipelines and present some results from an ongoing research project carried out by the Venezuelan Oil Companies.

    Dynamic transmission electron microscopy (DTEM) combines the benefits of high spatial resolution electron microscopy with the high temporal resolution of ultrafast lasers. The incorporation of these two components into a single instrument provides a perfect platform for in situ observations of material processes. However, previous DTEM applications have focused on observing structural changes occurring in samples exposed to high vacuum. Therefore, in order to expand the pump-probe experimental regime to more natural environmental conditions, in situ gas and liquid chambers must be coupled with Dynamic TEM. This chapter describes the current and future applications of in situ liquid DTEM to permit time-resolved atomic scale observations in an aqueous environment, Although this chapter focuses mostly on in situ liquid imaging, the same research potential exists for in situ gas experiments and the successful integration of these techniques promises new insights for understanding nanoparticle, catalyst and biological protein dynamics with unprecedented spatiotemporal resolution.

    This study evaluates the business case for additional bulk electric energy storage in the Southern Company service territory for the year 2020. The model was used to examine how system operations are likely to change as additional storage is added. The storage resources were allowed to provide energy time shift, regulation reserve, and spinning reserve services. Several storage facilities, including pumped hydroelectric systems, flywheels, and bulk-scale batteries, were considered. These scenarios were tested against a range of sensitivities: three different natural gas price assumptions, a 15% decrease in coal-fired generation capacity, and a high renewable penetration (10% of total generation from wind energy). Only in the elevated natural gas price sensitivities did some of the additional bulk-scale storage projects appear justifiable on the basis of projected production cost savings. Enabling existing peak shaving hydroelectric plants to provide regulation and spinning reserve, however, is likely to provide savings that justify the project cost even at anticipated natural gas price levels. Transmission and distribution applications of storage were not examined in this study. Allowing new storage facilities to serve both bulk grid and transmission/distribution-level needs may provide for increased benefit streams, and thus make a stronger business case for additional storage.

The combination of both real-time historical weather and environmental data is being used to model, validate, and recommend possibilities for dynamic operations of the transmission lines for power and energy carrying capacity. The planned results can also be used to influence decisions about proposed design criteria for or upgrades to certain sections of the transmission lines.

    A power transmission having three planetary assemblies, each having its own carrier and its own planet, sun, and ring gears. A speed-varying module is connected in driving relation to the input shaft and in driving relationship to the three sun gears, all of which are connected together. The speed-varying means may comprise a pair of hydraulic units hydraulically interconnected so that one serves as a pump while the other serves as a motor and vice versa, one of the units having a variable stroke and being connected in driving relation to the input shaft, the other unit, which may have a fixed stroke, being connected in driving relation to the sun gears. The input shaft also drives the carrier of the third planetary assembly. A brake grounds the first carrier in the first range and in reverse and causes drive to be delivered to the output through the first ring gear in a hydrostatic mode. The carrier of the third planetary assembly drives the ring gear of the second planetary assembly, and a first clutching means connects the second carrier with the output in a second range, the brake for grounding the first carrier then being released. A second clutching means enables the third ring gear to drive the output shaft in a third range.

    Energy service companies have been around for several years. Every year, experts predict their demise. The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

    Utilization of remote gas resources in developing countries continues to offer challenges and opportunities to producers and contractors. The Aguaytia Gas and Power Project is an example where perseverance and creativity resulted in successful utilization of natural gas resources in the Ucayali Region of Central Peru, a country which previously had no natural gas infrastructure. The resource for the project was first discovered by Mobil in 1961, and remained undeveloped for over thirty years due to lack of infrastructure and markets. Maple Gas won a competitively bid contract to develop the Aguaytia gas reserves in March of 1993. The challenges facing Maple Gas were to develop downstream markets for the gas, execute contracts with Perupetro S.A. and other Peruvian government entities, raise financing for the project, and solicit and execute engineering procurement and construction (EPC) contracts for the execution of the project. The key to development of the downstream markets was the decision to generate electric power and transmit the power over the Andes to the main electrical grid along the coast of Peru. Supplemental revenue could be generated by gas sales to a small regional power plant and extraction of LPG and natural gasoline for consumption in the Peruvian market. Three separate lump sum contracts were awarded to Asea Brown Boveri (ABB) companies for the gas project, power project and transmission project. Each project presented its unique challenges, but the commonalities were the accelerated schedule, high rainfall in a prolonged wet season and severe logistics due to lack of infrastructure in the remote region. This presentation focuses on how the gas plant contractor, ABB Randall, working in harmony with the developer, Maple Gas, tackled the challenges to monetize a remote gas resource.

    Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    In-line inspection equipment is commonly used to examine a large portion of the long distance transmission pipeline system that transports natural gas from well gathering points to local distribution companies. A piece of equipment that is inserted into a pipeline and driven by product flow is called a ''pig''. Using this term as a base, a set of terms has evolved. Pigs that are equipped with sensors and data recording devices are called ''intelligent pigs''. Pipelines that cannot be inspected using intelligent pigs are deemed ''unpigable''. But many factors affect the passage of a pig through a pipeline, or the ''pigability''. The pigability pipeline extend well beyond the basic need for a long round hole with a means to enter and exit. An accurate assessment of pigability includes consideration of pipeline length, attributes, pressure, flow rate, deformation, cleanliness, and other factors as well as the availability of inspection technology. All factors must be considered when assessing the appropriateness of ILI to assess specific pipeline threats.

This will be the first unit at a new site and will use Integrated Gasification Combined Cycle (IGCC) technology for power generation. The unit will utilize oxygen-blown entrained-flow coal gasification, along with combined cycle technology, to provide nominal net 26OMW of generation. As part of the environmental features of this process, the sulfur species in the coal will be recovered as a commercial grade sulfuric acid by-product. The sulfur will be removed from the synthesis gas utilizing a cold gas clean-up system (CGCU).

    This paper presents a new value-based reliability planning (VBRP) process proposed for planning Duke Power Company`s (DPC) regional transmission system. All transmission served customers are fed from DPC`s regional transmission system which consists of a 44-kV predominantly radial system and a 100-kV predominantly non-radial system. In the past, any single contingency that could occur during system peak conditions and cause a thermal overload required the overloaded facility to be upgraded, regardless of the costs or the likelihood of the overload occurring. The new VBRP process is based on transmission system reliability evaluation and includes the following important elements: (1) a ten-year historical data base describing the probabilities of forced outages for lines and transformers; (2) a five-year average load duration curve describing the probability of an overload should a contingency occur; (3) a customer outage cost data base; (4) and probabilistic techniques. The new process attempts to balance the costs of improving service reliability with the benefits or value that these improvements bring to these customers. The objective is to provide the customers their required level of reliability while minimizing the Total Cost of their electric service.

    A powertrain system for a hybrid vehicle. The hybrid vehicle includes a heat engine, such as a diesel engine, and an electric machine, which operates as both an electric motor and an alternator, to power the vehicle. The hybrid vehicle also includes a manual-style transmission configured to operate as an automatic transmission from the perspective of the driver. The engine and the electric machine drive an input shaft which in turn drives an output shaft of the transmission. In addition to driving the transmission, the electric machine regulates the speed of the input shaft in order to synchronize the input shaft during either an upshift or downshift of the transmission by either decreasing or increasing the speed of the input shaft. When decreasing the speed of the input shaft, the electric motor functions as an alternator to produce electrical energy which may be stored by a storage device. Operation of the transmission is controlled by a transmission controller which receives input signals and generates output signals to control shift and clutch motors to effect smooth launch, upshift shifts, and downshifts of the transmission, so that the transmission functions substantially as an automatic transmission from the perspective of the driver, while internally substantially functioning as a manual transmission.

    A series transmission line transformer is set forth which includes two or more of impedance matched sets of at least two transmissions lines such as shielded cables, connected in parallel at one end ans series at the other in a cascading fashion. The cables are wound about a magnetic core. The series transmission line transformer (STLT) which can provide for higher impedance ratios and bandwidths, which is scalable, and which is of simpler design and construction.

    A transmission line for downhole tools that make up all or part of a tool string for drilling and production of oil, gas, and geothermal wells that can withstand the dynamic gravitational forces and other accelerations associated with downhole excavations. The transmission line has a metal tube, or outer conductor, that houses a coaxial wire inner conductor. A non-metallic dielectric material is interposed between the inner and outer conductors. The outer and inner conductors and the dielectric are sufficiently compressed together so that independent motion between them is abated. Compression of the components of the transmission line may be achieved by drawing the transmission through one or more dies in order to draw down the outer conductor onto the dielectric, or by expanding the inner conductor against the dielectric using a mandrel or hydraulic pressure. Non-metallic bead segments may be used in aid of the compression necessary to resist the dynamic forces and accelerations of drilling.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied. An internal extraction layer comprises two essential components: a light extraction element (LEE) that does the actual extraction of emitted light and a light coupling layer (LCL) that allows the emitted light to interact with the extraction element. Modeling results show that the optical index of the LCL needs to be high, preferably higher than that of the organic layers with an n value of {approx}1.8. In addition, since the OLED structure needs to be built on top of it the LCL needs to be physically and chemically benign. As the project concluded, our focus was on the tandem hybrid device, which proved to be the more efficient architecture. Cost-efficient device fabrication will provide the next challenges with this device architecture in order to allow this architecture to be commercialized.

    Gas storage is a critical element in the natural gas industry. Producers, transmission and distribution companies, marketers, and end users all benefit directly from the load balancing function of storage. The unbundling process has fundamentally changed the way storage is used and valued. As an unbundled service, the value of storage is being recovered at rates that reflect its value. Moreover, the marketplace has differentiated between various types of storage services, and has increasingly rewarded flexibility, safety, and reliability. The size of the natural gas market has increased and is projected to continue to increase towards 30 trillion cubic feet (TCF) over the next 10 to 15 years. Much of this increase is projected to come from electric generation, particularly peaking units. Gas storage, particularly the flexible services that are most suited to electric loads, is critical in meeting the needs of these new markets. In order to address the gas storage needs of the natural gas industry, an industry-driven consortium was created--the Gas Storage Technology Consortium (GSTC). The objective of the GSTC is to provide a means to accomplish industry-driven research and development designed to enhance operational flexibility and deliverability of the Nation's gas storage system, and provide a cost effective, safe, and reliable supply of natural gas to meet domestic demand. This report addresses the activities for the quarterly period of July 1, 2005 through September 30, 2005. During this time period efforts were directed toward (1) receiving proposals in response to the RFP, and (2) organizing and hosting the proposal selection meeting on August 30-31, 2005.

    Since 1939, U.S. utility companies have been required to obtain a Presidential Permit to construct electric transmission lines that cross a U.S. border and connect with a foreign utility. The purpose of this document is to provide Presidential Permit applicants with two types of guidance: (1) on the type of environmental and project descriptive information needed to assess the potential impacts of the proposed and alternative actions and (2) on compliance with applicable federal and state regulations. The main three chapters present information on the purpose and content of this document (Chapter 1); legislative, regulatory, and consultation requirements for transmission line interconnect projects (Chapter 2); and identification of basic transmission system design parameters and environmental data requirements for analysis of potential impacts of the proposed action (Chapter 3). Chapter 3 also includes information on possible techniques or measures to mitigate impacts. Appendix A presents an overview of NEPA requirements and DOE`s implementing procedures. Appendix B summarizes information on legislation that may be applicable to transmission line projects proposed in Presidential Permit applications.

    A transmission system in a downhole component comprises a data transmission element in both ends of the downhole component. Each data transmission element houses an electrically conducting coil in a MCEI circular trough. The electrically conducting coil comprises at least two generally fractional loops. In the preferred embodiment, the transmission elements are connected by an electrical conductor. Preferably, the electrical conductor is a coaxial cable. Preferably, the MCEI trough comprises ferrite. In the preferred embodiment, the fractional loops are connected by a connecting cable. In one aspect of the present invention, the connecting cable is a pair of twisted wires. In one embodiment the connecting cable is a shielded pair of twisted wires. In another aspect of the present invention, the connecting cable is a coaxial cable. The connecting cable may be disposed outside of the MCEI circular trough.

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    Because state-owned oil and gas companies dominate Oil and Gas Journal's list of largest non-US producers, data aren't fully comparable with those of the OGJ300. Many state companies report only production and reserves, with little or no financial data. Companies on the OGJ100, therefore, cannot be ranked by assets or revenues. Instead, they are listed by regions, based on location of corporate headquarters. There was no change in makeup of the top 20 holders of crude oil reserves. These companies' reserves totaled 872.3 billion bbl in 1993. The top 20 non-US companies now control 87.3 % of total world crude oil reserves, according to OGJ estimates. This is up marginally from 87.2 % of total world oil reserves in 1992. The top 20 had 87.7 % of total world reserves in 1991 and 85.5 % in 1990. The table lists company name, total assets, revenues, net income, capital and exploratory expenditures, worldwide oil production, gas production, oil and gas reserves worldwide.
