    Uruguay is in the midst of making critical decisions affecting the design of its future energy supply system. Momentum for change is expected to come from several directions, including recent and foreseeable upgrades and modifications to energy conversion facilities, the importation of natural gas from Argentina, the possibility for a stronger interconnection of regional electricity systems, the country's membership in MERCOSUR, and the potential for energy sector reforms by the Government of Uruguay. The objective of this study is to analyze the effects of several fuel diversification strategies on Uruguay's energy supply system. The analysis pays special attention to fuel substitution trends due to potential imports of natural gas via a gas pipeline from Argentina and increasing electricity ties with neighboring countries. The Government of Uruguay has contracted with Argonne National Laboratory (ANL) to study several energy development scenarios with the support of several Uruguayan institutions. Specifically, ANL was asked to conduct a detailed energy supply and demand analysis, develop energy demand projections based on an analysis of past energy demand patterns with support from local institutions, evaluate the effects of potential natural gas imports and electricity exchanges, and determine the market penetration of natural gas under various scenarios.

    State renewable portfolio standard (RPS) policies require utilities and load-serving entities (LSEs) to procure renewable energy generation. Utility procurement options may be a function of state policy and regulatory preferences, and in some cases, may be dictated by legislative authority. Utilities and LSEs commonly use competitive solicitations or bilateral contracting to procure renewable energy supply to meet RPS mandates. However, policymakers and regulators in several states are beginning to explore the use of alternatives, namely feed-in tariffs (FITs) and auctions to procure renewable energy supply. This report evaluates four procurement strategies (competitive solicitations, bilateral contracting, FITs, and auctions) against four main criteria: (1) pricing; (2) complexity and efficiency of the procurement process; (3) impacts on developers access to markets; and (4) ability to complement utility decision-making processes. These criteria were chosen because they take into account the perspective of each group of stakeholders: ratepayers, regulators, utilities, investors, and developers.

    Public energy policy which acknowledges the gas option as having significant potential will increase supply incentives while decreasing demand restraints. The arguments developed by the Mellon Institute and others confirm the need to reject the Title II incremental pricing and the need to implement the Building Energy Performance Standards (BEPS). Positive evidence that proved reserves are higher than was thought has prompted the gas industry to fight incremental pricing as a barrier to a least-cost national energy strategy. BEPS, on the other hand, encourages more efficient use without eliminating industrial use. (DCK)

Compared to the Annual Energy Outlook 2004 reference case, the no Alaska pipeline case has the least impact; the low liquefied natural gas case has more impact; the low unconventional gas recovery case has even more impact; and the combined case has the most impact.

    President Clinton, in 1993, established a goal for the United States to return emissions of greenhouse gases to 1990 levels by the year 2000. One effort established to help meet this goal was a three part Environmental Protection Agency state grant program. Washington State completed part one of this program with the release of the 1990 greenhouse gas emissions inventory and 2010 projected inventory. This document completes part two by detailing alternative greenhouse gas mitigation options. In part three of the program EPA, working in partnership with the States, may help fund innovative greenhouse gas reduction strategies. The greenhouse gas control options analyzed in this report have a wide range of greenhouse gas reductions, costs, and implementation requirements. In order to select and implement a prudent mix of control strategies, policy makers need to have some notion of the potential change in climate, the consequences of that change and the uncertainties contained therein. By understanding the risks of climate change, policy makers can better balance the use of scarce public resources for concerns that are immediate and present against those that affect future generations. Therefore, prior to analyzing alternative greenhouse gas control measures, this report briefly describes the phenomenon and uncertainties of global climate change, and then projects the likely consequences for Washington state.

    The symposium on Oil and Gas Supply Modeling, held at the Department of Commerce, Washington, DC (June 18-20, 1980), was funded by the Energy Information Administration of the Department of Energy and co-sponsored by the National Bureau of Standards' Operations Research Division. The symposium was organized to be a forum in which the theoretical and applied state-of-the-art of oil and gas supply models could be presented and discussed. Speakers addressed the following areas: the realities of oil and gas supply, prediction of oil and gas production, problems in oil and gas modeling, resource appraisal procedures, forecasting field size and production, investment and production strategies, estimating cost and production schedules for undiscovered fields, production regulations, resource data, sensitivity analysis of forecasts, econometric analysis of resource depletion, oil and gas finding rates, and various models of oil and gas supply. This volume documents the proceedings (papers and discussion) of the symposium. Separate abstracts have been prepared for individual papers for inclusion in the Energy Data Base.

    The restricted natural gas supply case provides an analysis of the energy-economic implications of a scenario in which future gas supply is significantly more constrained than assumed in the reference case. Future natural gas supply conditions could be constrained because of problems with the construction and operation of large new energy projects, and because the future rate of technological progress could be significantly lower than the historical rate. Although the restricted natural gas supply case represents a plausible set of constraints on future natural gas supply, it is not intended to represent what is likely to happen in the future.

    The recoverable natural gas available for sale in the developed and known undeveloped fields on the Alaskan North Slope (ANS) total about 26 trillion cubic feet (TCF), including 22 TCF in the Prudhoe Bay Unit (PBU) and 3 TCF in the undeveloped Point Thomson Unit (PTU). No significant commercial use has been made of this large natural gas resource because there are no facilities in place to transport this gas to current markets. To date the economics have not been favorable to support development of a gas transportation system. However, with the declining trend in ANS oil production, interest in development of this huge gas resource is rising, making it important for the U.S. Department of Energy, industry, and the State of Alaska to evaluate and assess the options for development of this vast gas resource. The purpose of this study was to assess whether gas-to-liquids (GTL) conversion technology would be an economic alternative for the development and sale of the large, remote, and currently unmarketable ANS natural gas resource, and to compare the long term economic impact of a GTL conversion option to that of the more frequently discussed natural gas pipeline/liquefied natural gas (LNG) option. The major components of the study are: an assessment of the ANS oil and gas resources; an analysis of conversion and transportation options; a review of natural gas, LNG, and selected oil product markets; and an economic analysis of the LNG and GTL gas sales options based on publicly available input needed for assumptions of the economic variables. Uncertainties in assumptions are evaluated by determining the sensitivity of project economics to changes in baseline economic variables.

    The possible range of future (LPG) export availabilities is huge, but actual production levels depend on factors, many of which are beyond our direct control - world demand for crude oil and gas, developments in technology, and the price of both energy in general and LPG specifically. Although these factors limit some of the potential developments, a substantial increase in LPG supply is certain, and this is likely to depress its price relative to other products. Over the last few years, a dramatic expansion has taken place in the industry. From 1980 to 1987, non-Communist world production of LPG increased by close to 35%, to a total of 115 million tonnes. If this is set against the general energy scene, LPG represented 3.7% of crude oil production by weight in 1980, rising to 5.4% in 1987. This growth reflects rise in consciousness around the world of the value of the product. LPG is no longer regarded as a byproduct, which is flared or disposed of at low value, but increasingly as a co-product, and much of the growth in production has been due to the installation of tailored recovery systems. LPG markets historically developed around sources of supply, constrained by the costs of transportation. The major exceptions, of course, were the Middle East, the large exporter, and Japan, the large importer.

    The purpose of this report is to define the objectives of the Oil and Gas Supply Model (OGSM), to describe the model`s basic approach, and to provide detail on how the model works. This report is intended as a reference document for model analysts, users, and the public. Projected production estimates of US crude oil and natural gas are based on supply functions generated endogenously within National Energy Modeling System (NEMS) by the OGSM. OGSM encompasses domestic crude oil and natural gas supply by both conventional and nonconventional recovery techniques. Nonconventional recovery includes enhanced oil recovery (EOR), and unconventional gas recovery (UGR) from tight gas formations, Devonian/Antrim shale and coalbeds. Crude oil and natural gas projections are further disaggregated by geographic region. OGSM projects US domestic oil and gas supply for six Lower 48 onshore regions, three offshore regions, and Alaska. The general methodology relies on forecasted profitability to determine exploratory and developmental drilling levels for each region and fuel type. These projected drilling levels translate into reserve additions, as well as a modification of the production capacity for each region. OGSM also represents foreign trade in natural gas, imports and exports by entry region. Foreign gas trade may occur via either pipeline (Canada or Mexico), or via transport ships as liquefied natural gas (LNG). These import supply functions are critical elements of any market modeling effort.

    The purpose of this report is to define the objectives of the Oil and Gas Supply Model (OGSM), to describe the model`s basic approach, and to provide detail on how the model works. This report is intended as a reference document for model analysts, users, and the public. It is prepared in accordance with the Energy Information Administration`s (EIA) legal obligation to provide adequate documentation in support of its statistical and forecast reports (Public Law 93-275, Section 57(b)(2)). Projected production estimates of U.S. crude oil and natural gas are based on supply functions generated endogenously within National Energy Modeling System (NEMS) by the OGSM. OGSM encompasses domestic crude oil and natural gas supply by both conventional and nonconventional recovery techniques. Nonconventional recovery includes enhanced oil recovery (EOR), and unconventional gas recovery (UGR) from tight gas formations, Devonian shale and coalbeds. Crude oil and natural gas projections are further disaggregated by geographic region.     The U.S. Department of Energy (DOE), Office of Heavy Vehicle Technologies (OHVT) is promoting the use of natural gas as a fuel option in the transportation energy sector through its natural gas vehicle program [1]. The goal of this program is to eliminate the technical and cost barriers associated with displacing imported petroleum. This is achieved by supporting research and development in technologies that reduce manufacturing costs, reduce emissions, and improve vehicle performance and consumer acceptance for natural gas fueled vehicles. In collaboration with Brookhaven National Laboratory, projects are currently being pursued in (1) liquefied natural gas production from unconventional sources, (2) onboard natural gas storage (adsorbent, compressed, and liquefied), (3) natural gas delivery systems for both onboard the vehicle and the refueling station, and (4) regional and enduse strategies. This paper will provide an overview of these projects highlighting their achievements and current status. In addition, it will discuss how the individual technologies developed are being integrated into an overall program strategic plan.

    The purposes of this work was to assess the effect of applying new technology to the economics of a proposed natural gas-to-liquids (GTL) plant, to evaluate the potential of a slower-paced, staged deployment of GTL technology, and to evaluate the effect of GTL placement of economics. Five scenarios were economically evaluated and compared: a no-major-gas-sales scenario, a gas-pipeline/LNG scenario, a fast-paced GTL development scenario, a slow-paced GTL development scenario, and a scenario which places the GTL plant in lower Alaska, instead of on the North Slope. Evaluations were completed using an after-tax discounted cash flow analysis. Results indicate that the slow-paced GTL scenario is the only one with a rate of return greater than 10 percent. The slow-paced GTL development would allow cost saving on subsequent expansions. These assumed savings, along with the lowering of the transportation tariff, combine to distinquish this option for marketing the North Slope gas from the other scenarios. Critical variables that need further consideration include the GTL plant cost, the GTL product premium, and operating and maintenance costs.

    The purpose of this report is to define the objectives of the Oil and Gas Supply Model (OGSK, to describe the model`s basic approach, and to provide detail on how the model works. This report is intended as a reference document for model analysts, users, and the public. It is prepared in accordance with the Energy Information Administration`s (EIA) legal obligation to provide adequate documentation in support of its statistical and forecast reports (Public Law 93-275, Section 57(b)(2). OGSM is a comprehensive framework with which to analyze oil and gas supply potential and related issues. Its primary function is to produce forecast of crude oil, natural gas production, and natural gas imports and exports in response to price data received endogenously (within NEMS) from the Natural Gas Transmission and Distribution Model (NGTDM) and the Petroleum Market Model (PMM). To accomplish this task, OGSM does not provide production forecasts per se, but rather parameteres for short-term domestic oil and gas production functions and natural gas import functions that reside in PMM and NGTDM.

  1. Kalimantan field development hikes gas supply for LNG export

    This paper reports on the development of Tambora and Tunu gas fields in Kalimantan that have increased available gas supply for the export of liquefied natural gas (LNG) from Indonesia. The demand for LNG is increasing in the energy thirsty Far East market. And Indonesia, the world's largest exporter, is keeping pace by expanding the Bontang liquefaction plant in East Kalimantan. A fifth train, with a capacity of around 2.5 million tons/year, began operating in January 1990. Start-up of a sixth train, of identical capacity, is planned for January 1994. The Bontang plant is operated by PT Badak on behalf of Pertamina, the Indonesian state oil and gas mining company. The feed to the fifth train comes primarily from the first-phase development of Total Indonesie's two gas fields, Tambora and Tunu. The sixth train will be fed by a second-phase development of the Tunu field.

    The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

Growing public concern about global warming and CO2 emissions also casts doubt on future consumption of fossil fuels -- particularly coal, which releases the largest amount of CO2 per unit of energy produced.     Results of the 1993 Greenhouse Gas Emissions Inventory of The Gambia showed net CO{sub 2} emissions of over (1.66 x 10{sup 6} tons) and 1% was due to uptake by plantations (0.01 x 10{sup 6} tons). This is a clear indication that there is need to identify changes in the land-use policy, law and tenure that discourages forest clearing at the same time significantly influencing the sustainable distribution of land among forestry, rangeland and livestock, and agriculture. About 11% of the total area of The Gambia is either fallow or barren flats that once supported vegetation and hence is still capable of supporting vegetation. The US Country Study Programme has provided the Government of The Gambia through the National Climate Committee funds to conduct Assessment of Mitigation Options to Reduce Greenhouse Gas Emissions. The Forestry Sector is one area for which assessment is being conducted. The assessment is expected to end in September 1996. The Comprehensive Mitigation Analysis Process (COMAP) is one of the Models supplied to the National Climate Committee by the Lawrence Berkeley Laboratory, on behalf of the US Country Study Programme, and is being used to conduct the analysis in The Gambia.

    Over the last 20 years, the government of Indonesia has undertaken an extensive program to provide electricity to the population of that country. The electrification of rural areas has been partially achieved through the use of isolated diesel systems, which account for about 20% of the country`s generated electricity. Due to many factors related to inefficient power production with diesels, the National Renewable Energy Laboratory, in conjunction with PLN, the Indonesian national utility, Community Power Corporation, and Idaho Power Company, analyzed options for retrofitting existing diesel power systems. This study considered the use of different combinations of advanced diesel control, the addition of wind generators, photovoltaics and batteries to reduce the systems of overall cost and fuel consumption. This analysis resulted in a general methodology for retrofitting diesel power systems. This paper discusses five different retrofitting options to improve the performance of diesel power systems. The systems considered in the Indonesian analysis are cited as examples for the options discussed.

    A net-zero energy building (NZEB) is a residential or commercial building with greatly reduced energy needs. In such a building, efficiency gains have been made such that the balance of energy needs can be supplied with renewable energy technologies. Past work has developed a common NZEB definition system, consisting of four well-documented definitions, to improve the understanding of what net-zero energy means. For this paper, we created a classification system for NZEBs based on the renewable sources a building uses.

    RealGasBrine v1.0 is a numerical code that for the simulation of the behavior of gas-bearing porous and/fractured geologic media. It is an option of TOUGH+ v1.5 [Moridis, 2014], a successor to the TOUGH2 [Pruess et al., 1999; 2012] family of codes for multi-component, multiphase ?uid and heat ?ow developed at the Lawrence Berkeley National Laboratory. RealGasBrine v1.0 needs the TOUGH+ v1.5 core code in order to compile and execute. It is written in standard FORTRAN 95/2003, and can be run on any computational platform (workstation, PC, Macintosh) for which such compilers are available. RealGasBrine v1.0 describes the non-isothermal two- (for pure water) or three-phase (for brine) flow of an aqueous phase and a real gas mixture in a gas-bearing medium, with a particular focus in ultra-tight (such as tight-sand and shale gas) systems. Up to 12 individual real gases can be tracked, and salt can precipitate as solid halite. The capabilities of the code include coupled flow and thermal effects, real gas behavior, Darcy and non-Darcy flow, several isotherm options of gas sorption onto the grains of the porous media, complex fracture descriptions, gas solubility into water, and geomechanical effects on flow properties.     Considering the prospect for new natural gas discoveries, the world gas reserves to production ratio is expected to exceed 100 years by 2000 and will still be about 80 years in 2020. World natural gas reserves were estimated at 327 trillion cu m in 1989, of which 118 trillion cu m were considered proved. Only 15% of world gas reserves lie in the Middle East, J. Balazuc, Gaz de France production and transport manager, told the World Energy Council meeting in Berlin. World gas reserves continue to grow, with the strongest growth in Africa and the Asia-Pacific region, Balazuc said. World gas production, estimated to have been 2 trillion cu m in 1989, is expected to grow to 2.5 trillion cu m in 2000 and 2.8-3.0 trillion cu m in 2020, depending on the price.

    The purpose of this report is to define the objectives of the Oil and Gas Supply Model (OGSM), to describe the model`s basic approach, and to provide detail on how the model works. This report is intended as a reference document for model analysts, users, and the public. Projected production estimates of US crude oil and natural gas are based on supply functions generated endogenously within National Energy Modeling System (NEMS) by the OGSM. OGSM encompasses domestic crude oil and natural gas supply by both conventional and nonconventional recovery techniques. Nonconventional recovery includes enhanced oil recovery (EOR), and unconventional gas recovery (UGR) from tight gas formations, Devonian shale and coalbeds. Crude oil and natural gas projects are further disaggregated by geographic region. OGSM projects US domestic oil and gas supply for six Lower 48 onshore regions, three offshore regions, and Alaska. The general methodology relies on forecasted drilling expenditures and average drilling costs to determine exploratory and developmental drilling levels for each region and fuel type. These projected drilling levels translate into reserve additions, as well as a modification of the production capacity for each region. OGSM also represents foreign trade in natural gas, imports and exports by entry region.

    RealGasBrine v1.0 is a numerical code that for the simulation of the behavior of gas-bearing porous and/fractured geologic media. It is an option of TOUGH+ v1.5 [Moridis, 2014], a successor to the TOUGH2 [Pruess et al., 1999; 2012] family of codes for multi-component, multiphase ?uid and heat ?ow developed at the Lawrence Berkeley National Laboratory. RealGasBrine v1.0 needs the TOUGH+ v1.5 core code in order to compile and execute. It is written in standard FORTRANmore » 95/2003, and can be run on any computational platform (workstation, PC, Macintosh) for which such compilers are available. RealGasBrine v1.0 describes the non-isothermal two- (for pure water) or three-phase (for brine) flow of an aqueous phase and a real gas mixture in a gas-bearing medium, with a particular focus in ultra-tight (such as tight-sand and shale gas) systems. Up to 12 individual real gases can be tracked, and salt can precipitate as solid halite.     This report describes the options that can reasonably be considered for disposal of high-temperature gas-cooled reactor (HTGR) fuel in a repository. The options include whole-block disposal, disposal with removal of graphite (either mechanically or by burning), and reprocessing of spent fuel to separate the fuel and fission products. The report summarizes what is known about the options without extensively projecting or analyzing actual performance of waste forms in a repository. The report also summarizes the processes involved in convert spent HTGR fuel into the various waste forms and projects relative schedules and costs for deployment of the various options. Fort St. Vrain Reactor fuel, which utilizes highly-enriched {sup 235}U (plus thorium) and is contained in a prismatic graphite block geometry, was used as the baseline for evaluation, but the major conclusions would not be significantly different for low- or medium-enriched {sup 235}U (without thorium) or for the German pebble-bed fuel. Future US HTGRs will be based on the Fort St. Vrain (FSV) fuel form. The whole block appears to be a satisfactory waste form for disposal in a repository and may perform better than light-water reactor (LWR) spent fuel. From the standpoint of process cost and schedule (not considering repository cost or value of fuel that might be recycled), the options are ranked as follows in order of increased cost and longer schedule to perform the option: (1) whole block, (2a) physical separation, (2b) chemical separation, and (3) complete chemical processing.

Paper describes the current structure of the sources in electric power sector in the Czech Republic. The importance of coal, oil and gas, nuclear and hydro in electric power generation is compared.     An investment in deep-sea (deep-ocean) hybrid power systems may enable certain off-shore oil and gas exploration and production. Advanced deep-ocean drilling and production operations, locally powered, may provide commercial access to oil and gas reserves otherwise inaccessible. Further, subsea generation of electrical power has the potential of featuring a low carbon output resulting in improved environmental conditions. Such technology therefore, enhances the energy security of the United States in a green and environmentally friendly manner. The objective of this study is to evaluate alternatives and recommend equipment to develop into hybrid energy conversion and storage systems for deep ocean operations. Such power systems will be located on the ocean floor and will be used to power offshore oil and gas exploration and production operations. Such power systems will be located on the oceans floor, and will be used to supply oil and gas exploration activities, as well as drilling operations required to harvest petroleum reserves.     Produced water from oil and gas operations, or brine as it is typically referred, may be characterized as being highly saline, with total dissolved solids greater than 100 g/L. If these bribes are disposed improperly there may be severe adverse environmental effects. Thus, it is important that brine be disposed using environmentally sound methods. Unfortunately, costs for the disposal of brine water are a significant burden to oil and gas producers in New York State. These costs and the relatively low market price of oil and natural gas have contributed to the decline in gas and oil production in New York State during the past 10 years. The objectives of this study were to evaluate new and existing options for brine disposal in New York State, examine the technical and economic merits of these options, and assess environmental impacts associated with each option. Two new disposal options investigated for New York State oil and gas producers included construction of a regional brine treatment facility to treat brine prior to discharge into a receiving water and a salt production facility that utilizes produced water as a feed stock. Both options are technically feasible; however, their economic viability depends on facility size and volume of brine treated.

Three preconference workshops (Downhole Separation Technologies: Is it Applicable for Your Operations, Exploring and developing Naturally Fractured Low-Permeability Gas Reservoirs from the Rocky Mountains to the Austin Chalk, and Software Program Applications) were held. The conference agenda included an opening plenary session, three platform sessions (Sessions 2 and 3 were split into 2 concurrent topics), and a poster presentation reception. The platform session topics were Converting Your Resources Into Reserves (Sessions 1 and 2A), Clarifying Your Subsurface Vision (Session 2B), and High Performance, Cost Effective Drilling, Completion, Stimulation Technologies (Session 3B).     A primary goal of the U.S. National Interagency Gas Hydrates R&D program is to determine the natural gas production potential of marine gas hydrates. In pursuing this goal, four primary areas of effort are being conducted in parallel. First, are wide-ranging basic scientific investigations in both the laboratory and in the field designed to advance the understanding of the nature and behavior of gas hydrate bearing sediments (GHBS). This multi-disciplinary work has wide-ranging direct applications to resource recovery, including assisting the development of exploration and production technologies through better rock physics models for GHBS and also in providing key data for numerical simulations of productivity, reservoir geomechanical response, and other phenomena. In addition, fundamental science efforts are essential to developing a fuller understanding of the role gas hydrates play in the natural environment and the potential environmental implications of gas hydrate production, a critical precursor to commercial extraction. A second area of effort is the confirmation of resource presence and viability via a series of multi-well marine drilling expeditions. The collection of data in the field is essential to further clarifying what proportion of the likely immense in-place marine gas hydrate resource exists in accumulations of sufficient quality to represent potential commercial production prospects. A third research focus area is the integration of geologic, geophysical, and geochemical field data into an effective suite of exploration tools that can support the delineation and characterization commercial gas hydrate prospects prior to drilling. The fourth primary research focus is the development and testing of well-based extraction technologies (including drilling, completion, stimulation and production) that can safely deliver commercial gas production rates from gas hydrate reservoirs in a variety of settings.     To meet Energy Independence and Security Act (EISA) cellulosic biofuel mandates, the United States will require an annual domestic supply of about 242 million Mg of biomass by 2022. To improve the feedstock logistics of lignocellulosic biofuels and access available biomass resources from areas with varying yields, commodity systems have been proposed and designed to deliver on-spec biomass feedstocks at preprocessing “depots”, which densify and stabilize the biomass prior to long-distance transport and delivery to centralized biorefineries. The harvesting, preprocessing, and logistics (HPL) of biomass commodity supply chains thus could introduce spatially variable environmental impacts into the biofuel life cycle due to needing to harvest, move, and preprocess biomass from multiple distances that have variable spatial density. This study examines the uncertainty in greenhouse gas (GHG) emissions of corn stover logisticsHPL within a bio-ethanol supply chain in the state of Kansas, where sustainable biomass supply varies spatially. Two scenarios were evaluated each having a different number of depots of varying capacity and location within Kansas relative to a central commodity-receiving biorefinery to test GHG emissions uncertainty. Monte Carlo simulation was used to estimate the spatial uncertainty in the HPL gate-to-gate sequence. The results show that the transport of densified biomass introduces the highest variability and contribution to the carbon footprint of the logistics HPL supply chain (0.2-13 g CO2e/MJ). Moreover, depending upon the biomass availability and its spatial density and surrounding transportation infrastructure (road and rail), logistics HPL processes can increase the variability in life cycle environmental impacts for lignocellulosic biofuels. Within Kansas, life cycle GHG emissions could range from 24 to 41 g CO2e/MJ depending upon the location, size and number of preprocessing depots constructed. However, this

    A recent report published by the National Petroleum Council (NPC) in the United States predicted a 50-60% growth in total global demand for energy by 2030. Because oil, gas, and coal will continue to be the primary energy sources during this time, the energy industry will have to continue increasing the supply of these fuels to meet this increasing demand. Achieving this goal will require the exploitation of both conventional and unconventional reservoirs of oil and gas in (including coalbed methane) an environmentally acceptable manner. Such efforts will, in turn, require advancements in materials science, particularly in the development of materials that can withstand high-pressure, high-temperature, and high-stress conditions.

    Alternative-fueled vehicle technologies have been promoted and used for reducing petroleum use, urban air pollution, and greenhouse gas emissions. In this paper, greenhouse gas emission impacts of near-term and long-term light-duty alternative-fueled vehicle technologies are evaluated. Near-term technologies, available now, include vehicles fueled with M85 (85% methanol and 15% gasoline by volume), E85 (85% ethanol that is produced from corn and 15% gasoline by volume), compressed natural gas, and liquefied petroleum gas. Long-term technologies, assumed to be available around the year 2010, include battery-powered electric vehicles, hybrid electric vehicles, vehicles fueled with E85 (ethanol produced from biomass), and fuel-cell vehicles fueled with hydrogen or methanol. The near-term technologies are found to have small to moderate effects on vehicle greenhouse gas emissions. On the other hand, the long-term technologies, especially those using renewable energy (such as biomass and solar energy), have great potential for reducing vehicle greenhouse gas emissions. In order to realize this greenhouse gas emission reduction potential, R and D efforts must continue on the long-term technology options so that they can compete successfully with conventional vehicle technology.

  7. The RealGas and RealGasH2O Options of the TOUGH+ Code for the Simulation of Coupled Fluid and Heat Flow in Tight/Shale Gas Systems

    We developed two new EOS additions to the TOUGH+ family of codes, the RealGasH2O and RealGas . The RealGasH2O EOS option describes the non-isothermal two-phase flow of water and a real gas mixture in gas reservoirs, with a particular focus in ultra-tight (such as tight-sand and shale gas) reservoirs. The gas mixture is treated as either a single-pseudo-component having a fixed composition, or as a multicomponent system composed of up to 9 individual real gases. The RealGas option has the same general capabilities, but does not include water, thus describing a single-phase, dry-gas system. In addition to the standard capabilities of all members of the TOUGH+ family of codes (fully-implicit, compositional simulators using both structured and unstructured grids), the capabilities of the two codes include: coupled flow and thermal effects in porous and/or fractured media, real gas behavior, inertial (Klinkenberg) effects, full micro-flow treatment, Darcy and non-Darcy flow through the matrix and fractures of fractured media, single- and multi-component gas sorption onto the grains of the porous media following several isotherm options, discrete and fracture representation, complex matrix-fracture relationships, and porosity-permeability dependence on pressure changes. The two options allow the study of flow and transport of fluids and heat over a wide range of time frames and spatial scales not only in gas reservoirs, but also in problems of geologic storage of greenhouse gas mixtures, and of geothermal reservoirs with multi-component condensable (H2O and CH4) and non-condensable gas mixtures. The codes are verified against available analytical and semi-analytical solutions.     Recent work found that renewable energy could supply 80% of electricity demand in the contiguous United States in 2050 at the hourly level. This paper explores some of the implications of achieving such high levels of renewable electricity for supply chains and the environment in scenarios with renewable supply up to such levels. Transitioning to high renewable electricity supply would lead to significant reductions in greenhouse gas emissions and water use, with only modest land-use implications. While renewable energy expansion implies moderate growth of the renewable electricity supply chains, no insurmountable long-term constraints to renewable electricity technology manufacturing capacity or materials supply are identified.

  13. Offsite commercial disposal of oil and gas exploration and production waste :availability, options, and cost.

    A survey conducted in 1995 by the American Petroleum Institute (API) found that the U.S. exploration and production (E&P) segment of the oil and gas industry generated more than 149 million bbl of drilling wastes, almost 18 billion bbl of produced water, and 21 million bbl of associated wastes. The results of that survey, published in 2000, suggested that 3% of drilling wastes, less than 0.5% of produced water, and 15% of associated wastes are sent to offsite commercial facilities for disposal. Argonne National Laboratory (Argonne) collected information on commercial E&P waste disposal companies in different states in 1997. While the information is nearly a decade old, the report has proved useful. In 2005, Argonne began collecting current information to update and expand the data. This report describes the new 2005-2006 database and focuses on the availability of offsite commercial disposal companies, the prevailing disposal methods, and estimated disposal costs. The data were collected in two phases. In the first phase, state oil and gas regulatory officials in 31 states were contacted to determine whether their agency maintained a list of permitted commercial disposal companies dedicated to oil. In the second stage, individual commercial disposal companies were interviewed to determine disposal methods and costs. The availability of offsite commercial disposal companies and facilities falls into three categories. The states with high oil and gas production typically have a dedicated network of offsite commercial disposal companies and facilities in place. In other states, such an infrastructure does not exist and very often, commercial disposal companies focus on produced water services. About half of the states do not have any industry-specific offsite commercial disposal infrastructure.     Glycolic acid and sugar are being considered as potential candidates to substitute for much of the formic acid currently being added to the Defense Waste Processing Facility (DWPF) melter feed as a reductant. A series of small-scale melter tests were conducted at the Vitreous State Laboratory (VSL) in January 2011 to collect necessary data for the assessment of the impact of these alternate reductants on the melter off-gas flammability. The DM10 melter with a 0.021 m{sup 2} melt surface area was run with three different feeds which were prepared at SRNL based on; (1) the baseline formic/nitric acid flowsheet, (2) glycolic/formic/nitric acid flowsheet, and (3) sugar/formic/nitric acid flowsheet - these feeds will be called the baseline, glycolic, and sugar flowsheet feeds, respectively, hereafter. The actual addition of sugar to the sugar flowsheet feed was made at VSL before it was fed to the melter. For each feed, the DM10 was run under both bubbled (with argon) and non-bubbled conditions at varying melter vapor space temperatures. The goal was to lower its vapor space temperature from nominal 500 C to less than 300 C at 50 C increments and maintain steady state at each temperature at least for one hour, preferentially for two hours, while collecting off-gas data including CO, CO{sub 2}, and H{sub 2} concentrations. Just a few hours into the first test with the baseline feed, it was discovered that the DM10 vapor space temperature would not readily fall below 350 C simply by ramping up the feed rate as the test plan called for. To overcome this, ambient air was introduced directly into the vapor space through a dilution air damper in addition to the natural air inleakage occurring at the operating melter pressure of -1 inch H{sub 2}O. A detailed description of the DM10 run along with all the data taken is given in the report issued by VSL. The SRNL personnel have analyzed the DM10 data and identified 25 steady state periods lasting from 32 to 92 minutes for all

    Accurate and verifiable emission reductions are a function of the degree of transparency and stringency of the protocols employed in documenting project- or program-associated emissions reductions. The purpose of this guide is to provide a background for law and policy makers, urban planners, and project developers working with the many Greenhouse Gas (GHG) emission reduction programs throughout the world to quantify and/or evaluate the GHG impacts of Natural Gas Vehicle (NGVs). In order to evaluate the GHG benefits and/or penalties of NGV projects, it is necessary to first gain a fundamental understanding of the technology employed and the operating characteristics of these vehicles, especially with regard to the manner in which they compare to similar conventional gasoline or diesel vehicles. Therefore, the first two sections of this paper explain the basic technology and functionality of NGVs, but focus on evaluating the models that are currently on the market with their similar conventional counterparts, including characteristics such as cost, performance, efficiency, environmental attributes, and range. Since the increased use of NGVs, along with Alternative Fuel Vehicle (AFVs) in general, represents a public good with many social benefits at the local, national, and global levels, NGVs often receive significant attention in the form of legislative and programmatic support. Some states mandate the use of NGVs, while others provide financial incentives to promote their procurement and use. Furthermore, Federal legislation in the form of tax incentives or procurement requirements can have a significant impact on the NGV market. In order to implement effective legislation or programs, it is vital to have an understanding of the different programs and activities that already exist so that a new project focusing on GHG emission reduction can successfully interact with and build on the experience and lessons learned of those that preceded it.     Climate change impacts on water resources in the U.S. are likely to be far-reaching and substantial, because the water sector spans many parts of the economy, from supply and demand for agriculture, industry, energy production, transportation and municipal use to damages from natural hazards. This paper provides impact and damage estimates from five water resource-related models in the CIRA frame work, addressing drought risk, flooding damages, water supply and demand, and global water scarcity. The four models differ in the water system assessed, their spatial scale, and the units of assessment, but together they provide a quantitative and descriptive richness in characterizing water resource sector effects of climate change that no single model can capture. The results also address the sensitivity of these estimates to greenhouse gas emission scenarios, climate sensitivity alternatives, and global climate model selection. While calculating the net impact of climate change on the water sector as a whole may be impractical, because each of the models applied here uses a consistent set of climate scenarios, broad conclusions can be drawn regarding the patterns of change and the benefits of GHG mitigation policies for the water sector. Two key findings emerge: 1) climate mitigation policy substantially reduces the impact of climate change on the water sector across multiple dimensions; and 2) the more managed the water resources system, the more tempered the climate change impacts and the resulting reduction of impacts from climate mitigation policies.

    An initial version of a Systems Dynamics (SD) modeling framework was developed for the analysis of a broad range of energy technology and policy questions. The specific question selected to demonstrate this process was 'what would be the carbon and import implications of expanding nuclear electric capacity to provide power for plug in hybrid vehicles?' Fifteen SNL SD energy models were reviewed and the US Energy and Greenhouse gas model (USEGM) and the Global Nuclear Futures model (GEFM) were identified as the basis for an initial modeling framework. A basic U.S. Transportation model was created to model U.S. fleet changes. The results of the rapid adoption scenario result in almost 40% of light duty vehicles being PHEV by 2040 which requires about 37 GWy/y of additional electricity demand, equivalent to about 25 new 1.4 GWe nuclear plants. The adoption rate of PHEVs would likely be the controlling factor in achieving the associated reduction in carbon emissions and imports.

    The energy efficiency of various piston engine options for series hybrid automobiles are compared with conventional, battery powered electric, and proton exchange membrane (PEM) fuel cell hybrid automobiles. Gasoline, compressed natural gas (CNG), and hydrogen are considered for these hybrids. The engine and fuel comparisons are done on a basis of equal vehicle weight, drag, and rolling resistance. The relative emissions of these various fueled vehicle options are also presented. It is concluded that a highly optimized, hydrogen fueled, piston engine, series electric hybrid automobile will have efficiency comparable to a similar fuel cell hybrid automobile and will have fewer total emissions than the battery powered vehicle, even without a catalyst.

    The US government supplies a major portion of the enriched uranium used to fuel most of the nuclear power plants that furnish electricity in the free world. As manager of the US uranium enrichment concern, the Department of Energy (DOE) is investigating a number of technological choices to improve enrichment service and remain a significant world supplier. The Congress will ultimately select a strategy for federal investment in the uranium enrichment enterprise. A fundamental policy choice between possible future roles - that of the free world's main supplier of enrichment services, and that of a mainly domestic supplier - will underlie any investment decision the Congress makes. The technological choices are gaseous diffusion, gas centrifuge, and atomic vapor laser isotope separation (AVLIS). A base plan and four alternatives were examined by DOE and the Congressional Budget Office.     The goal of the modeling work carried out in this project was to quantify long-term scenarios for the future emission reduction potentials in the iron and steel sector. The main focus of the project is to examine the impacts of carbon reduction options in the U.S. iron and steel sector under a set of selected scenarios. In order to advance the understanding of carbon emission reduction potential on the national and global scales, and to evaluate the regional impacts of potential U.S. mitigation strategies (e.g., commodity and carbon trading), we also included and examined the carbon reduction scenarios in China’s and India’s iron and steel sectors in this project. For this purpose, a new bottom-up energy modeling framework, the Industrial Sector Energy Efficiency Modeling (ISEEM), (Karali et al. 2012) was used to provide detailed annual projections starting from 2010 through 2050. We used the ISEEM modeling framework to carry out detailed analysis, on a country-by-country basis, for the U.S., China’s, and India’s iron and steel sectors. The ISEEM model applicable to iron and steel section, called ISEEM-IS, is developed to estimate and evaluate carbon emissions scenarios under several alternative mitigation options - including policies (e.g., carbon caps), commodity trading, and carbon trading. The projections will help us to better understand emission reduction potentials with technological and economic implications. The database for input of ISEEM-IS model consists of data and information compiled from various resources such as World Steel Association (WSA), the U.S. Geological Survey (USGS), China Steel Year Books, India Bureau of Mines (IBM), Energy Information Administration (EIA), and recent LBNL studies on bottom-up techno-economic analysis of energy efficiency measures in the iron and steel sector of the U.S., China, and India, including long-term steel production in China.     The Savannah River National Laboratory (SRNL) has been working with the Savannah River Remediation (SRR) Defense Waste Processing Facility (DWPF) in the development and implementation of an additional strategy for confidently satisfying the flammability controls for DWPF’s melter operation. An initial strategy for implementing the operational constraints associated with flammability control in DWPF was based upon an analytically determined carbon concentration from antifoam. Due to the conservative error structure associated with the analytical approach, its implementation has significantly reduced the operating window for processing and has led to recurrent Slurry Mix Evaporator (SME) and Melter Feed Tank (MFT) remediation. To address the adverse operating impact of the current implementation strategy, SRR issued a Technical Task Request (TTR) to SRNL requesting the development and documentation of an alternate strategy for evaluating the carbon contribution from antifoam. The proposed strategy presented in this report was developed under the guidance of a Task Technical and Quality Assurance Plan (TTQAP) and involves calculating the carbon concentration from antifoam based upon the actual mass of antifoam added to the process assuming 100% retention. The mass of antifoam in the Additive Mix Feed Tank (AMFT), in the Sludge Receipt and Adjustment Tank (SRAT), and in the SME is tracked by mass balance as part of this strategy. As these quantities are monitored, the random and bias uncertainties affecting their values are also maintained and accounted for. This report documents: 1) the development of an alternate implementation strategy and associated equations describing the carbon concentration from antifoam in each SME batch derived from the actual amount of antifoam introduced into the AMFT, SRAT, and SME during the processing of the batch. 2) the equations and error structure for incorporating the proposed strategy into melter off-gas flammability assessments

    market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site. Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahoma’s new Bio-energy Center. A review of potential alternatives to Pawnee Nation’s current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Team’s broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee

Changes to the single-shell tank (SST) waste retrieval schedule, completion of DST space saving options, and the DST space saving options in progress have delayed the projected shortfall of DST storage space from the 2007-2011 to the 2018-2025 timeframe (ORP-11242, River Protection Project System Plan). This report reevaluates options from Rev. 0 and includes evaluations of new options for alleviating projected restrictions on SST waste retrieval beginning in 2018 because of the lack of DST storage space.

    The seventh annual EPRI Fuel Supply Seminar was held in Baltimore, Maryland, from October 6 to 8, 1987. The major emphasis of the meeting was on identifying fuel market risks and planning concerns in order to cope with inherent uncertainties and make informed fuel supply decisions. Sessions dealt with the natural gas markets including the prospects for continued availability of gas as a boiler fuel, the relationship of gas and oil prices and the relevance of different regulatory issues. Other sessions addressed the political dimensions of world oil supply and the role of oil inventories in price dynamics, the interaction of world trade cycles, interest rates and currency fluctuations on utility fuel planning, and the role of strategic fuel planning in various utilities. The changing coal transportation market was the subject of several presentations, concluding with a review of utility experiences in integrating coal transportation and coal supply procurement. Presentations were made by various specialists including EPRI research contractors reporting on the results of ongoing research, speakers drawn from the utility, coal and natural gas industries, and independent consultants. The principal purpose of the seminar continues to be to provide utility fuel planners and fuel procurement managers with data and insights into the structure, operations and uncertainties of the fuel markets, thereby supporting their development of flexible fuel strategies and contributing to integrated utility decision making. Selected papers have been processed separately for inclusion in the energy data base.

    As increasingly large volumes of sophisticated options (called derivative securities) are traded in world financial markets, determining a fair price for these options has become an important and difficult computational problem. Many valuation codes use the binomial pricing model, in which the stock price is driven by a random walk. In this model, the value of an n-period option on a stock is the expected time-discounted value of the future cash flow on an n-period stock price path. Path-dependent options are particularly difficult to value since the future cash flow depends on the entire stock price path rather than on just the final stock price. Currently such options are approximately priced by Monte carlo methods with error bounds that hold only with high probability and which are reduced by increasing the number of simulation runs. In this paper the authors show that pricing an arbitrary path-dependent option is {number_sign}-P hard. They show that certain types f path-dependent options can be valued exactly in polynomial time. Asian options are path-dependent options that are particularly hard to price, and for these they design deterministic polynomial-time approximate algorithms. They show that the value of a perpetual American put option (which can be computed in constant time) is in many cases a good approximation to the value of an otherwise identical n-period American put option. In contrast to Monte Carlo methods, the algorithms have guaranteed error bounds that are polynormally small (and in some cases exponentially small) in the maturity n. For the error analysis they derive large-deviation results for random walks that may be of independent interest.

    The paper discusses the formation of cyanides in coke oven gas and describes and compares waste processing options. These include desulfurization by aqueous ammonia solution, desulfurization using potash solution, desulfurization in oxide boxes, decomposition of NH{sub 3} and HCN for gas scrubbing. Waste water treatment methods include chemical oxidation, precipitation, ion exchange, reverse osmosis, and biological treatment. It is concluded that biological treatment is the most economical process, safe in operation and requires a minimum of manpower.

The other two, plus the Liquified Petroleum Gas Plant (LPG), are located in the Oriente region (Amazon jungle). The refineries operate at about 85% of their installation capacity. The Petroindustrial and Petropeninsula investment plan for 1991 comtemplates the expansion of the Esmeraldas refinery to 110,000 barrels a day, and the up-grading of the Shushufindi and Libertad refineries located near the city of Guayaquil. The United States is by far the largest supplier of refinery equipment, parts and accessories, controlling about 90% of the total market.

    There is growing state-level interest in the USA in accelerating the development of low-carbon coal technologies, including carbon capture and storage (CCS). Many states have adopted greenhouse gas emission targets and made commitments to low-carbon energy, and believe that these polices will result in job creation, air quality improvements, and reliable low-cost energy supplies. This paper provides an overview of options for states to encourage the deployment of carbon capture and sequestration. It describes actions (including legislation, regulations, and incentives) throughout the country. It also reviews in greater detail the range of policies available to state Public Utility Commissions for advancing deployment of CCS. Many states are adopting meaningful incentives for integrated gasification combined cycle (IGCC) power plants, and, as a handful of states are beginning to demonstrate, a number of these incentives can apply to CCS as well. States also have a number of authorities relevant to advancement of clean coal power, particularly within the domain of state public utility commissions (PUCs). State commissions have a wide array of policy options available to them in pursuing this goal, and will play a crucial role in determining the speed and effectiveness with which such technologies are deployed. States also enjoy major advantages, such as their direct jurisdiction over many critical power plant issues (including siting and retail ratemaking) that federal agencies do not possess. Regardless of the final form of federal greenhouse gas rules, states have the chance to gain experience as first movers and policy innovators, and will play an important role in shaping a low-carbon future. Although national policy is essential, a proactive approach by state policymakers and regulators to drive CCS can reduce future compliance costs, speed the required technological developments, and pave the way for future national policy.

    If CO{sub 2} emissions have to be reduced by 60 or even 80% by the middle of next century and energy supply still has to rely on coal, CO{sub 2} removal has to be considered as an option. Conceivable methods to remove CO{sub 2} from fossil fired power plants are removal from flue gas, combustion in O{sub 2}/CO{sub 2} or removal from a fuel gas after CO shift. If coal is to be used, the IGCC (Integrated Coal Gasification Combined Cycle) power plant with CO shift conversion and physical washing and the IGCC with O{sub 2}/CO{sub 2} firing were found to be the most appropriate options with respect to energy efficiency and economy. However, only the IGCC with CO shift and CO{sub 2} wash could be constructed on the basis of today's technology. Based on a Siemens Model V94.3A gas turbine-generator and proven process engineering components, the overall efficiency only decreases by acceptable 6% points with the need of an approximately 20% higher investment. In this case, the CO{sub 2} stream is of highest purity and therefore suited for both disposal or reuse in chemical processes. The largest potential for reuse of CO{sub 2} for chemical products is the production of methanol as a substitute of oil-based transport fuels. The projected integration of such a methanol synthesis in an IGCC is also briefly addressed.

    This project was sponsored by Department of Energy/Office of Electricity Delivery and Energy Reliability and managed by the National Energy Technology Laboratory. The primary purpose of the project was to analyze the capability of the natural gas production, transmission and supply systems to continue to provide service in the event of a major disruption in capacity of one or more natural gas transmission pipelines. The project was specifically designed to detail the ability of natural gas market to absorb facility losses and efficiently reallocate gas supplies during a significant pipeline capacity disruption in terms that allowed federal and state agencies and interests to develop effective policies and action plans to prioritize natural gas deliveries from a regional and national perspective. The analyses for each regional study were based on four primary considerations: (1) operating conditions (pipeline capacity, storage capacity, local production, power dispatch decision making and end user options); (2) weather; (3) magnitude and location of the disruption; and, (4) normal versus emergency situation. The detailed information contained in the region reports as generated from this project are Unclassified Controlled Information; and as such are subject to disclosure in accordance with the Freedom of Information Act. Therefore, this report defines the regions that were analyzed and the basic methodologies and assumptions used to completing the analysis.

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt.     Liquefied natural gas (LNG) has established a niche for itself by matching remote gas supplies to markets that both lacked indigenous gas reserves and felt threatened in the aftermath of the energy crises of the 1970s and 1980s. It has provided a cost-effective energy source for these markets, while also offering an environmentally friendly fuel long before that was fashionable. The introduction of natural-gas use via LNG in the early years (mostly into France and Japan) has also allowed LNG to play a major role in developing gas infrastructure. Today, natural gas, often supplied as LNG, is particularly well-suited for use in the combined cycle technology used in independent power generation projects (IPPs). Today, LNG players cannot simply focus on monetizing gas resources. Instead, they must adapt their projects to meet the needs of changing markets. The impact of these changes on the LNG industry has been felt throughout the value chain from finding and producing gas, gas treatment, liquefaction, transport as a liquid, receiving terminals and regasification, and finally, to consumption by power producers, industrial users, and households. These factors have influenced the evolution of the LNG industry and have implications for the future of LNG, particularly in the context of worldwide natural gas.

    RAMSGAS, the Research and Development Analysis Modeling System World Natural Gas Model, was developed to support planning of unconventional gaseoues fuels research and development. The model is a scenario analysis tool that can simulate the penetration of unconventional gas into world markets for oil and gas. Given a set of parameter values, the model estimates the natural gas supply and demand for the world for the period from 1980 to 2030. RAMSGAS is based onmore » a supply/demand framwork and also accounts for the non-renewable nature of gas resources. The model has three fundamental components: a demand module, a wellhead production cost module, and a supply/demand interface module. The demand for gas is a product of total demand for oil and gas in each of 9 demand regions and the gas share. Demand for oil and gas is forecast from the base year of 1980 through 2030 for each demand region, based on energy growth rates and price-induced conservation. For each of 11 conventional and 19 unconventional gas supply regions, wellhead production costs are calculated. To these are added transportation and distribution costs estimates associated with moving gas from the supply region to each of the demand regions and any economic rents. Based on a weighted average of these costs and the world price of oil, fuel shares for gas and oil are computed for each demand region. The gas demand is the gas fuel share multiplied by the total demand for oil plus gas. This demand is then met from the available supply regions in inverse proportion to the cost of gas from each region. The user has almost complete control over the cost estimates for each unconventional gas source in each year and thus can compare contributions from unconventional resources under different cost/price/demand scenarios.« less

    The Safeguards Options Study was initiated to aid the International Safeguards Division (ISD) of the DOE Office of Arms Control and Nonproliferation in developing its programs in enhanced international safeguards. The goal was to provide a technical basis for the ISD program in this area. The Safeguards Options Study has been a cooperative effort among ten organizations. These are Argonne National Laboratory, Brookhaven National Laboratory, Idaho National Engineering Laboratory, Lawrence Livermore National Laboratory, Los Alamos National Laboratory, Mound Laboratory, Oak Ridge National Laboratory, Pacific Northwest Laboratories, Sandia National Laboratories, and Special Technologies Laboratory. Much of the Motivation for the Safeguards Options Study is the recognition after the Iraq experience that there are deficiencies in the present approach to international safeguards. While under International Atomic Energy Agency (IAEA) safeguards at their declared facilities, Iraq was able to develop a significant weapons program without being noticed. This is because negotiated safeguards only applied at declared sites. Even so, their nuclear weapons program clearly conflicted with Iraq`s obligations under the Nuclear Nonproliferation Treaty (NPT) as a nonnuclear weapon state.
