Natural gas cavern storage regulation

Investigation of an incident at an LPG storage facility in Texas by U.S. Department of Transportation resulted in recommendation that state regulation of natural gas cavern storage might be improved. Interstate Oil & Gas Compact Commission has established a subcommittee to analyze the benefits and risks associated with natural gas cavern storage, and to draft a regulation model which will suggest engineering and performance specifications. The resulting analysis and regulatory language will be reviewed by I.O.G.C.C., and if approved, distributed to member states (including New York) for consideration. Should the states desire assistance in modifying the language to reflect local variables, such as policy and geology, I.O.G.C.C. may offer assistance. The proposed presentation will review the I.O.G.C.C. product (if published at that date), and discuss implications of its application in New York.

Regulation and deregulation of natural gas in the US: 1938-1985

Public policy towards natural gas has swung first towards, and then away from regulation in this century. In 1906, the Congress specifically excluded natural gas from the jurisdiction of the Interstate Commerce Commission. Three decades later, a New Deal Congress passed the Natural Gas Act of 1938 bringing pipelines under the control of the Federal Power Commission (FDC). Forty years thereafter, the Congress passed a phased decontrol bill, the Natural Gas Policy Act (NGPA) of 1978, as part of the Carter Administration's National Energy Plan. Recently, the Congress has backed off from New Deal legislation in other markets - notably aviation and trucking. In this study, the rise and fall of economic regulation in the natural gas industry are examined to understand: (1) why public policy has followed a pendulum's path, and (2) the economic consequences of regulation and deregulation. The main part of the analysis is directed toward the Natural Gas Policy Act of 1978. Widely viewed as a deregulation measure, the author finds that the Act is more restrictive and burdensome than the pricing policies it superceded. The path toward deregulation in natural gas and perhaps other markets is not as direct or simple as might be expected.

The Supreme Court overruled a prior decision in the Attleboro Gap case, which had identified an area where state regulation would be a burden on interstate commerce and opened the way for federal regulation in Parts II and III of the Federal Power Act and the Natural Gas Act of 1938. In Arkansas Electric Cooperative Corporation (AECC) v. Arkansas Public Service Commission, the Court decided that there is a ''bright line'' between the point where state regulation of wholesale rates will be a burden on interstate commerce and where it will be tolerable. In shifting the emphasis from whether there is to whether there could be an interference with interstate commerce, the decision raises the question of who must make that determination and how it will affect administrative proceedings. There is not likely to be a major impact, but this will depend on state legislatures, commissions, regulated industries, and consumers. 19 references.

American politics and policies in the regulation of Mexican natural gas imports

Regulation of natural gas imports from Mexico has been dominated by the industry's domestic regulatory-issue agenda throughout the 30-year trade history. Three distinct phases are identified. In the 1950's, Mexican imports were assessed in terms of their effect on a domestic industry experiencing rapid growth and inter-fuel competition. In the 1960's and thereafter, preservation of domestic price regulation was the overriding criterion for determination of the public interest in Mexican import applications. In the most recent phase, national security considerations activated by the energy crisis have increased the salience of foreign economic policy in the regulation of Mexican natural gas imports. Notwithstanding, domestic issues have continued to predominate. The increasing importance of foreign economic policy in determination of the public interest in Mexican imports is apparent in the transformation of regulatory practice. An administrative process in which the Federal Power Commission interpreted a vague Congressional mandate for the public interest in adversarial public hearings was transformed in the Carter Administration. Explicit policy guidelines were enunciated and interpreted in the Department of Energy under the jurisdiction of its Secretary. Policy consistency and containment of pluralist participatory politics were explicit objectives of a new Congressional mandate that greatly modified regulatory procedures initiated by the Natural Gas Act in 1938.

Galaxy Zoo and ALFALFA: Atomic Gas and the Regulation of Star Formation in Barred Disc Galaxies

We study the observed correlation between atomic gas content and the likelihood of hosting a large scale bar in a sample of 2090 disc galaxies. Such a test has never been done before on this scale. We use data on morphologies from the Galaxy Zoo project and information on the galaxies' HI content from the ALFALFA blind HI survey. Our main result is that the bar fraction is significantly lower among gas rich disc galaxies than gas poor ones. This is not explained by known trends for more massive (stellar) and redder disc galaxies to host more bars and have lower gas fractions: we still see at fixed stellar mass a residual correlation between gas content and bar fraction. We discuss three possible causal explanations: (1) bars in disc galaxies cause atomic gas to be used up more quickly, (2) increasing the atomic gas content in a disc galaxy inhibits bar formation, and (3) bar fraction and gas content are both driven by correlation with environmental effects (e.g. tidal triggering of bars, combined with strangu...

This document is the final report of the Fusion Policy Advisory Committee. The report conveys the Committee's views on the matters specified by the Secretary in his charge and subsequent letters to the Committee, and also satisfies the provisions of Section 7 of the Magnetic Fusion Energy Engineering Act of 1980, Public Law 96-386, which require a triennial review of the conduct of the national Magnetic Fusion Energy program. Three sub-Committee's were established to address the large number of topics associated with fusion research and development. One considered magnetic fusion energy, a second considered inertial fusion energy, and the third considered issues common to both. For many reasons, the promise of nuclear fusion as a safe, environmentally benign, and affordable source of energy is bright. At the present state of knowledge, however, it is uncertain that this promise will become reality. Only a vigorous, well planned and well executed program of research and development will yield the needed information. The Committee recommends that the US commit to a plan that will resolve this critically important issue. It also outlines the first steps in a development process that will lead to a fusion Demonstration Power Plant by 2025. The recommended program is aggressive, but we believe the goal is reasonable and attainable. International collaboration at a significant level is an important element in the plan.

A critique of the performance of EIA within the offshore oil and gas sector

The oil and gas sector is a key driver of the offshore economy. Yet, it is also associated with a number of unwanted environmental impacts which potentially threaten the long term economic and environmental viability of marine ecosystems. Environmental Impact Assessment (EIA) can potentially make a significant contribution to the identification and management of adverse impacts through the promotion of evidence based decision making. However, the extent to which EIA has been embraced by key stakeholders is poorly understood. On this basis, this paper provides an initial evaluation of EIA performance within the oil and gas sector. The methodology adopted for the paper consisted of the structured review of 35 Environmental Statements (ESs) along with interviews with regulators, operators, consultants and advisory bodies. The findings reveal a mixed picture of EIA performance with a significant number of ESs falling short of satisfactory quality and a tendency for the process to be driven by compliance rather than best practice. -- Highlights: Concerns identified relating to impacts of offshore oil and gas industry. Research assesses performance of EIA in addressing impacts. Findings highlight weak quality standards and procedural deficiencies. Institutional reforms identified in order to improve practice.

A pressure reducing regulator that controls its downstream or outlet pressure to a fixed fraction of its upstream or inlet pressure. The regulator includes a housing which may be of a titanium alloy, within which is located a seal or gasket at the outlet end which may be made of annealed copper, a rod, and piston, each of which may be made of high density graphite. The regulator is insensitive to temperature by virtue of being without a spring or gas sealed behind a diaphragm, and provides a reference for a system in which it is being used. The rod and piston of the regulator are constructed, for example, to have a 1/20 ratio such that when the downstream pressure is less than 1/20 of the upstream pressure the regulator opens and when the downstream pressure exceeds 1/20 of the upstream pressure the regulator closes.

A system for controlling the emission of associated gas produced from a reservoir. In an embodiment, the system comprises a gas compressor including a gas inlet in fluid communication with an associated gas source and a gas outlet. The gas compressor adjusts the pressure of the associated gas to produce a pressure-regulated associated gas. In addition, the system comprises a gas cleaner including a gas inlet in fluid communication with the outlet of the gas compressor, a fuel gas outlet, and a waste product outlet. The gas cleaner separates at least a portion of the sulfur and the water from the associated gas to produce a fuel gas. Further, the system comprises a gas turbine including a fuel gas inlet in fluid communication with the fuel gas outlet of the gas cleaner and an air inlet. As part of the Belowground Carbon Cycling Processes at the Molecular Scale workshop, an EMSL Science Theme Advisory Panel meeting held in February 2013, attendees discussed critical biogeochemical processes that regulate carbon cycling in soil. The meeting attendees determined that as a national scientific user facility, EMSL can provide the tools and expertise needed to elucidate the molecular foundation that underlies mechanistic descriptions of biogeochemical processes that control carbon allocation and fluxes at the terrestrial/atmospheric interface in landscape and regional climate models. Consequently, the workshop's goal was to identify the science gaps that hinder either development of mechanistic description of critical processes or their accurate representation in climate models. In part, this report offers recommendations for future EMSL activities in this research area. The workshop was co-chaired by Dr. Nancy Hess (EMSL) and Dr. Gordon Brown (Stanford University).

Pipeline safety. Information on gas distribution system operators reporting unaccounted for gas

According to Department of Transportation records, 92 of the 1491 gas distribution system operators reported high levels of unaccounted for gas (unaccounted for gas is the difference between the amount of gas purchased and sold) for 1984, the latest year for which data were available. Of the 92 gas system operators, 64 were municipals (gas systems owned by a governmental entity, such as a city or county) and 28 were nonmunicipals. Based on the data we reviewed, these 92 gas systems did not report any accidents during calendar year 1984. Part I provides more details on the unaccounted for gas of municipal gas systems. Federal and industry officials consider that unaccounted for gas in excess of 15% of gas purchases high and worthy of investigation. High levels of unaccounted for gas can occur for a number of reasons, including errors in metering and billing, not accounting for gas used by city or company facilities, and leaking gas pipelines. While it may, a leak does not always indicate a safety problem. For example, a slow leak in an open area may not be a safety hazard. The Secretary has the authority to regulate any liquid deemed hazardous when transported by pipeline, and therefore could regulate hazardous liquids not currently regulated including methanol and carbon dioxide. However, the Department of Transportation has no plans to regulate any additional liquids. Part II provides more details. 4 figs., 2 tabs.

Natural gas repowering experience

Gas Research Institute has led a variety of projects in the past two years with respect to repowering with natural gas. These activities, including workshops, technology evaluations, and market assessments, have indicated that a significant opportunity for repowering exists. It is obvious that the electric power industry`s restructuring and the actual implementation of environmental regulations from the Clean Air Act Amendments will have significant impact on repowering with respect to timing and ultimate size of the market. This paper summarizes the results and implications of these activities in repowering with natural gas. It first addresses the size of the potential market and discusses some of the significant issues with respect to this market potential. It then provides a perspective on technical options for repowering which are likely to be competitive in the current environment. Finally, it addresses possible actions by the gas industry and GRI to facilitate development of the repowering market.

DOE's Environmental Management Site-Specific Advisory Board: The Roles, Work, and Assessment of the Constituent Local Boards - 13587

The charter for the Department of Energy's Environmental Management (EM) Site-Specific Advisory Board (SSAB) was approved under the Federal Advisory Committee Act (FACA) in 1994. With a unique mandate to provide public input on issues associated with the cleanup of nuclear legacy sites in the U.S., the EM SSAB comprises eight local boards, which are based at major EM sites. While each board is unique to the community in which it is located and reflects the diversity of the local population, the boards are governed by FACA, related regulations, and DOE policies that are intended to standardize agency advisory board operations. The EM SSAB local boards are made up of a diverse group of citizens who want to understand the mission and goals of the EM program and to help EM achieve those goals for the benefit of their communities. Some are quite passionate about their mission; others need to be coaxed into active participation. Maintaining productive relationships and a supportive environment for effective board operations is the challenge of board management for DOE EM and the board members themselves. DOE draws on research findings and best practices literature from academics and practitioners in the field of public involvement in its board management practices. The EM SSAB is also evaluated annually under the law to ensure that the investment of taxpayer dollars in the board is warranted in light of the contributions of the board. Further evaluation takes place at the agency and site levels in order to identify what aspects of board functioning the agency and board members find important to its success and to address areas where improvement is needed. Board contributions, compliance factors, and measurable outcomes related to board products and process areas are key to agency commitment to ongoing support of the boards and to participant satisfaction and thus continued member involvement. In addition to evaluation of these factors in improving board effectiveness, the agency draws on the experience of members to create best practices for the EM SSAB, as a unique form of public involvement. Four areas that have been identified by local board Chairpersons as important to their local board operations are - Enhancing communication between technical and non-technical board members; - Building on common ground toward recommendations; - Public involvement in EM SSAB local board activities; - The EM SSAB annual work plan process. The first three areas are addressed below by current or former chairpersons of the EM SSAB: Ralph Phelps, former Chairperson of the Northern New Mexico Citizens' Advisory Board; Susan Leckband, former Chairperson and current Vice Chairperson of the Hanford Advisory Board; and Val Francis, Vice Chairperson of the Portsmouth (PORTS) SSAB. In addition, Eric Roberts, facilitator of the PORTS SSAB, has contributed to the section on public involvement. In a separate paper for this session, Ralph Young, Chairperson of the Paducah Citizens' Advisory Board addresses the EM SSAB annual work plan process. (authors)

The Natural Gas Monthly (NGM) is prepared in the Data Operations Branch of the Reserves and Natural Gas Division, Office of Oil and Gas, Energy Information Administration (EIA), US Department of Energy (DOE). The NGM highlights activities, events, and analyses of interest to public and private sector organizations associated with the natural gas industry. Volume and price data are presented each month for natural gas production, distribution, consumption, and interstate pipeline activities. Producer-related activities and underground storage data are also reported. The data in this publication are collected on surveys conducted by the EIA to fulfill its responsibilities for gathering and reporting energy data. Some of the data are collected under the authority of the Federal Energy Regulatory Commission (FERC), an independent commission within the DOE, which has jurisdiction primarily in the regulation of electric utilities and the interstate natural gas industry. Growth in electricity demand is an average of 10% per year. Energy, emission, and economy are importance of critical concerns for generating systems. Therefore, combined cycle power plant is preferred to Electricity Generating Authority of Thailand (EGAT) new power generating capacity. The various option of available fuel for gas turbine are natural gas, liquid fuel and coal fuel. Particularly with the tremendous price increases in imported and domestic fuel supplies, natural gas is an attractive low cost alternative for power generation. EGAT has researched using heavy fuel instead of natural gas since the year 1991. The problems of various corrosion characteristics have been found. In addition, fuel treatment for gas turbine are needed, and along with it, the environmental consideration are options that provide the limitation of environmental regulation.

The advisory recommends ways Local Emergency Planning Committees (LEPCs) and chemical facilities can reduce risks posed by the presence of hydrogen fluoride (HF) in their communities. Hydrogen fluoride, a strong inorganic acid, is produced and used as a gas or liquid without water (i.e., in anhydrous form), or in a water (aqueous) solution. Inhalation of hydrogen fluoride vapor, either in anhydrous form or from water solutions, can cause irritation if the exposure is mild (i.e., low concentration in air for a short time), or severe damage to the respiratory system or death in the case of exposure to high concentrations. Contact with the liquid or vapor can severely burn the skin, eyes, and other tissue. The largest use of hydrogen fluoride is in the manufacture of fluorine-containing chemicals, particularly chlorofluorocarbons (CFCs). Hydrogen fluoride may be used in some petroleum refinery operations, aluminum production, nuclear applications, glass etching and polishing, and metal treating and cleaning. Hydrogen fluoride's acute toxicity prompted EPA to list it as an extremely hazardous substance (EHS), with a threshold planning quantity (TPQ) of 100 pounds, under Section 302 of the Emergency Planning and Community Right-to-Know Act (commonly known as SARA Title III).

Greenhouse Gas Reductions: SF6

Argonne National Laboratory is leading the way in greenhouse gas reductions, particularly with the recapture and recycling of sulfur hexafluoride (SF6). SF6 is a gas used in industry as an anti-arcing agent. It is an extremely potent greenhouse gas ? one pound of SF6 is equivalent to 12 tons of carbon dioxide. While the U.S. does not currently regulate SF6 emissions, Argonne is proactively and voluntarily recovering and recycling to reduce SF6 emissions. Argonne saves over 16,000 tons of SF6 from being emitted into the atmosphere each year, and by recycling the gas rather than purchasing it new, we save taxpayers over $208,000 each year.

On October 18 and 19, 1993, the 13 members of the National Advisory Council on Environmental Policy and Technology (NACEPT) Subcommittee on Radiation Site Cleanup Regulations met in Washington D.C. at the invitation of EPA. The Subcommittee discussed a variety of topics relevant to the cleanup of sites contaminated with radiation, and to the regulations which EPA will promulgate to establish cleanup levels for radioactive sites. This Interim Progress Report: condenses and summarizes the major themes, issues, and concerns brought up during the NACEPT Subcommittee meeting in October; Provides a brief description of current Agency thinking regarding each of the major topic areas discussed by the NACEPT Subcommittee; and Serves as a discussion guide for NACEPT Subcommittee members. Four major topics were discussed by the NACEPT Subcommittee members during their first meeting in October 1993: Common Themes; Risk (or Cleanup Levels and Risk Levels); Future Land Use and Local Statutes; and Site-Specific Public Involvement.

Lessons learned from the Three Mile Island Unit 2 Advisory Panel

In response to public concern about the cleanup of the Three Mile Island, Unit 2 (TMI-2) facility after an accident on March 28, 1979 involving a loss of reactor coolant and subsequent damage to the reactor fuel, twelve citizens were asked to serve on an independent Advisory Panel to consult with the Nuclear Regulatory Commission (NRC) on the decontamination and cleanup of the facility. The panel met 78 times over a period of thirteen years, holding public meetings in the vicinity of TMI-2 and meeting regularly with NRC Commissioners in Washington, DC. This report describes the results of a project designed to identify and describe the lessons learned from the Advisory Panel and place those lessons in the context of what we generally know about citizen advisory groups. A summary of the empirical literature on citizen advisory panels is followed by a brief history of the TMI-2 Advisory Panel. The body of the report contains the analysis of the lessons learned, preliminary conclusions about the effectiveness of the Panel, and implications for the NRC in the use of advisory panels. Data for the report include meeting transcripts and interviews with past and present Panel participants.

Gas stream cleanup

This report describes the current status and recent accomplishments of gas stream cleanup (GSCU) projects sponsored by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The primary goal of the Gas Stream Cleanup Program is to develop contaminant control strategies that meet environmental regulations and protect equipment in advanced coal conversion systems. Contaminant control systems are being developed for integration into seven advanced coal conversion processes: Pressurized fludized-bed combustion (PFBC), Direct coal-fueled turbine (DCFT), Intergrated gasification combined-cycle (IGCC), Gasification/molten carbonate fuel cell (MCFC), Gasification/solid oxide fuel cell (SOFC), Coal-fueled diesel (CFD), and Mild gasification (MG). These advanced coal conversion systems present a significant challenge for development of contaminant control systems because they generate multi-contaminant gas streams at high-pressures and high temperatures. Each of the seven advanced coal conversion systems incorporates distinct contaminant control strategies because each has different contaminant tolerance limits and operating conditions. 59 refs., 17 figs., 5 tabs.

Harnessing science for environmental regulation

An introductory chapter by Graham frames the issues to be discussed; then the following three chapters describe the formation and character of three organizations. These chapters are written by authors who have each had an active management role in the organization they are writing about: Terry F. Yosie, now at the American Petroleum Institute, who staffed the SAB (Science Advisory Board) while he was at EPA; Robert A. Neal, who headed CIIT (Chemical Industry Institute of Toxicology) before leaving for a position at Vanderbilt University; and Thomas P. Grumbly, former executive director of HEI (Health Effects Institute) now president of Clean Sites, Inc. While these chapters are well written and make a vital contribution to the overall development of the book's themes, the most valuable and enjoyable parts of the book are the succeeding five chapters, which present case studies dealing with EPA's regulatory efforts on unleaded gasoline, perchloroethylene, formaldehyde, nitrates in drinking water, and carbon monoxide. Each of these case studies, nominally historical accounts of how one or more of these (three) organizations participated in the regulatory controversy, offer insight into the broader issues of dealing with, and incorporating into regulations scientific information that has high uncertainty. One of the richest aspects of the five case studies is the extensive use of referenced interviews with identified participants from all aspects of the regulatory process. This material illuminates the motivation, emotions, and goals of the different players, helping the reader to understand their positions and other issues, such as why industry pursues, and EPA and the environmental movement appear to resist, good science; what underlies EPA's preferences for one regulatory option over another; and why scientists are histant to give yes-or-no answers in accord with the real time needs of the regulatory agency.

Gas sensor

A gas sensor is described which incorporates a sensor stack comprising a first film layer of a ferromagnetic material, a spacer layer, and a second film layer of the ferromagnetic material. The first film layer is fabricated so that it exhibits a dependence of its magnetic anisotropy direction on the presence of a gas, That is, the orientation of the easy axis of magnetization will flip from out-of-plane to in-plane when the gas to be detected is present in sufficient concentration. By monitoring the change in resistance of the sensor stack when the orientation of the first layer's magnetization changes, and correlating that change with temperature one can determine both the identity and relative concentration of the detected gas. In one embodiment the stack sensor comprises a top ferromagnetic layer two mono layers thick of cobalt deposited upon a spacer layer of ruthenium, which in turn has a second layer of cobalt disposed on its other side, this second cobalt layer in contact with a programmable heater chip.

Four Critical Needs to Change the Hydrate Energy Paradigm from Assessment to Production: The 2007 Report to Congress by the U.S. Federal methane Hydrate Advisory Committee

This work summarizes a two-year study by the U.S. Federal Methane Hydrate Advisory Committee recommending the future needs for federally-supported hydrate research. The Report was submitted to the US Congress on August 14, 2007 and includes four recommendations regarding (a) permafrost hydrate production testing, (b) marine hydrate viability assessment (c) climate effect of hydrates, and (d) international cooperation. A secure supply of natural gas is a vital goal of the U.S. national energy policy because natural gas is the cleanest and most widely used of all fossil fuels. The inherent cleanliness of natural gas, with the lowest CO2 emission per unit of heat energy of any fossil fuel, means substituting gas for coal and fuel oil will reduce emissions that can exacerbate the greenhouse effect. Both a fuel and a feedstock, a secure and reasonably priced supply of natural gas is important to industry, electric power generators, large and small commercial enterprises, and homeowners. Because each volume of solid gas hydrate contains as much as 164 standard volumes of methane, hydrates can be viewed as a concentrated form of natural gas equivalent to compressed gas but less concentrated than liquefied natural gas (LNG). Natural hydrate accumulations worldwide are estimated to contain 700,000 TCF of natural gas, of which 200,000 TCF are located within the United States. Compared with the current national annual consumption of 22 TCF, this estimate of in-place gas in enormous. Clearly, if only a fraction of the hydrated methane is recoverable, hydrates could constitute a substantial component of the future energy portfolio of the Nation (Figure 1). However, recovery poses a major technical and commercial challenge. Such numbers have sparked interest in natural gas hydrates as a potential, long-term source of energy, as well as concerns about any potential impact the release of methane from hydrates might have on the environment. Energy-hungry countries such as India and Japan are outspending the United States on hydrate science and engineering R&D by a factor of 10, and may bring this resource to market as much as a decade before the United States.

When the Advisory Committee began work in April 1994 we were charged with determining whether the radiation experiments design and administration adequately met the ethical and scientific standards, including standards of informed consent, that prevailed at the time of the experiments and that exist today and also to determine the ethical and scientific standards and criteria by which it shall evaluate human radiation experiments. Although this charge seems straightforward, it is in fact difficult to determine what the appropriate standards should be for evaluating the conduct and policies of thirty or fifty years ago. First, we needed to determine the extent to which the standards of that time are similar to the standards of today. To the extent that there were differences we needed to determine the relative roles of each in making moral evaluations. In Chapter 1 we report what we have been able to reconstruct about government rules and policies in the 1940s and 1950s regarding human experiments. We focus primarily on the Atomic Energy Commission and the Department of Defense. In Chapter 2 we turn from a consideration of government standards to an exploration of the norms and practices of physicians and medical scientists who conducted research with human subjects during this period. Using the results of our Ethics Oral History Project, and other sources, we also examine how scientists of the time viewed their moral responsibilities to human subjects as well as how this translated into the manner in which they conducted their research.

Federal missions on the Oak Ridge Reservation began with the Manhattan Project, and continues today with major facilities supporting the Nation's Science and National Security missions. While most of the land area on the Oak Ridge Reservation is free of environmental impacts from these activities, significant legacy contamination is associated with specific facilities and past waste management areas. In 1989, the Oak Ridge Reservation (ORR) was placed on National Priorities List, and DOE established its Office of Environmental Management that same year. Three years later, in 1992, the Federal Facility Agreement for the reservation was signed. Three years afterward, the Oak Ridge Site Specific Advisory Board was established to augment ongoing public involvement activities related to Oak Ridge Reservation cleanup activities. One of the early and most impactful decisions the board made was to organize the End Use Working Group. This broad-based group of board members, DOE representatives, and members of the public was formed in 1997 to study future uses for contaminated areas of the reservation. The group was instrumental in building consensus in the Oak Ridge community regarding the long-term end state of reservation lands. The group's recommendations were a fundamental input into Record's of Decision subsequently developed to establish cleanup requirements across the ORR, and they continue to influence decisions being made today. In developing its recommendations on end states, the End Use Working Group came to the realization that long-term stewardship of contaminated areas of the reservation would be necessary, in some cases in perpetuity. It was from this concept that the Oak Ridge SSAB's 15-year involvement in stewardship would begin. A stewardship committee formed by the End Use Working Group wrote Volume 1 of the Stakeholder Report on Stewardship. This document-and its companion Volume 2, which was written a year later-form a crucial foundation for stewardship planning in Oak Ridge and have been referenced around the DOE complex as other sites consider stewardship planning. From these two broad-based initiatives, the board's focus has evolved to increasingly hone in on more specific, project-based recommendations and initiatives. The Oak Ridge Reservation Site Specific Advisory Board has been a highly effective forum for soliciting community input on Oak Ridge Reservation cleanup. Experience in Oak Ridge indicates that the utility of Board recommendations is far higher when the Board is asked to focus on broad programmatic issues, and less useful when the Board attempts to provide advice and recommendations on matters related to technical or project management issues. In Oak Ridge the Board has helped shape the program on many levels including definition of end-state cleanup objectives, budget development, program sequencing, waste management, and decisions concerning preservation of history related to missions implemented on the Oak Ridge Reservation. In 1980, the Minnesota Gas Company (Minnegasco) submitted a proposal to the US Department of Energy entitled, A Feasibility Study - High Btu Gas from Peat. The proposed study was designed to assess the overall viability of the design, construction and operation of a commercial facility for the production of high-Btu substitute natural gas (SNG) from Minnesota peat. On September 30, 1980, Minnegasco was awarded a grant by the Department of Energy to perform the proposed study. In order to complete the study, Minnegasco assembled an experienced project team with the wide range of expertise required. In addition, the State of Minnesota agreed to participate in an advisory capacity. The items to be investigated by the project team during the feasibility study include peat harvesting, dewatering, gasification process design, economic and risk assessment, site evaluation, environmental and socioeconomic impact assessment. Ertec (The Earth Technology Corporation) was selected to conduct the site evaluation and environmental assessment portions of the feasibility study. The site evaluation was completed in March of 1981 with the submittal of the first of several reports to Minnegasco. This report describes the existing social and economic conditions of the proposed project area in northern Minnesota. The baseline data presented will be used to assess the significance of potential project impacts in subsequent phases of the feasibility study. Wherever possible, the data base was established using 1980 Bureau of Census statistics. However, where the 1980 data were not yet available, the most recent information is presented. 11 figures, 46 tables.

The recent dramatic and largely unanticipated growth in the current and expected future production of shale gas, and the related developments in the production of shale oil, have dramatically changed the energy future of the U.S. and potentially of the world compared to what experts were forecasting only a few years ago. These changes would not have been realized as quickly and efficiently absent deregulation of the wellhead price of natural gas, unbundling of gas supplies from pipeline transportation services, the associated development of efficient liquid markets for natural gas, and reforms to the licensing and regulation of prices for gas pipelines charge to move gas from where it is produced to where it is consumed. This economic platform supported the integration of technological advances in vertical drilling, downhole telemetry, horizontal drilling, monitoring and control of deep drilling equipment, and hydraulic fracturing to exploit economically shale gas deposits that were identified long ago, but considered to be uneconomical until recently. Enhanced membrane gas separations

An improved membrane gas separation process is described comprising: (a) passing a feed gas stream to the non-permeate side of a membrane system adapted for the passage of purge gas on the permeate side thereof, and for the passage of the feed gas stream in a counter current flow pattern relative to the flow of purge gas on the permeate side thereof, said membrane system being capable of selectively permeating a fast permeating component from said feed gas, at a feed gas pressure at or above atmospheric pressure; (b) passing purge gas to the permeate side of the membrane system in counter current flow to the flow of said feed gas stream in order to facilitate carrying away of said fast permeating component from the surface of the membrane and maintaining the driving force for removal of the fast permeating component through the membrane from the feed gas stream, said permeate side of the membrane being maintained at a subatmospheric pressure within the range of from about 0.1 to about 5 psia by vacuum pump means; (c) recovering a product gas stream from the non-permeate side of the membrane; and (d) discharging purge gas and the fast permeating component that has permeated the membrane from the permeate side of the membrane, whereby the vacuum conditions maintained on the permeate side of the membrane by said vacuum pump means enhance the efficiency of the gas separation operation, thereby reducing the overall energy requirements thereof.

Advanced Coal-Fueled Gas Turbine Program

The objective of the original Request for Proposal was to establish the technological bases necessary for the subsequent commercial development and deployment of advanced coal-fueled gas turbine power systems by the private sector. The offeror was to identify the specific application or applications, toward which his development efforts would be directed; define and substantiate the technical, economic, and environmental criteria for the selected application; and conduct such component design, development, integration, and tests as deemed necessary to fulfill this objective. Specifically, the offeror was to choose a system through which ingenious methods of grouping subcomponents into integrated systems accomplishes the following: (1) Preserve the inherent power density and performance advantages of gas turbine systems. (2) System must be capable of meeting or exceeding existing and expected environmental regulations for the proposed application. (3) System must offer a considerable improvement over coal-fueled systems which are commercial, have been demonstrated, or are being demonstrated. (4) System proposed must be an integrated gas turbine concept, i.e., all fuel conditioning, all expansion gas conditioning, or post-expansion gas cleaning, must be integrated into the gas turbine system.
