    The fuel cell has many potential applications, from power sources for electric hybrid vehicles to small power plants for commercial buildings. The choice of fuel will be critical to the pace of its commercialization. This paper reviews the various liquid fuels being considered as an alternative to direct hydrogen gas for the fuel cell application, presents calculations of the hydrogen and carbon dioxide yields from autothermal reforming of candidate liquid fuels, and reports the product gas composition measured from the autothermal reforming of a synthetic fuel in a micro-reactor. The hydrogen yield for a synthetic paraffin fuel produced by a cobalt-based Fischer-Tropsch process was found to be similar to that of retail gasoline. The advantages of the synthetic fuel are that it contains no contaminants that would poison the fuel cell catalyst, is relatively benign to the environment, and could be transported in the existing fuel distribution system.

    A process for conditioning natural gas containing C.sub.3+ hydrocarbons and/or acid gas, so that it can be used as combustion fuel to run gas-powered equipment, including compressors, in the gas field or the gas processing plant. Compared with prior art processes, the invention creates lesser quantities of low-pressure gas per unit volume of fuel gas produced. Optionally, the process can also produce an NGL product.

    This report presents a methodology for estimating the impacts of events that damage or disrupt liquid fuels infrastructure. The impact of a disruption depends on which components of the infrastructure are damaged, the time required for repairs, and the position of the disrupted components in the fuels supply network. Impacts are estimated for seven stressing events in different regions of the United States, which represent a range of disruption types and liquid fuels infrastructure systems configurations. The impact estimates have two fundamental steps: defining the stressing event and estimating the event's impact in terms of a performance metric. The metric used to evaluate the level of impact is how well the liquid fuels sector performs its mission of providing fuel to consumers during and after a stressing event. The liquid fuels system responded well to each stressing event, though the size and duration of fuel shortage impacts for specific regions and cities varied widely.

    This report documents work performed in Phase I of the project entitled: ''Technologies to Enhance Operation of the Existing Natural Gas Compression Infrastructure''. The project objective is to develop and substantiate methods for operating integral engine/compressors in gas pipeline service, which reduce fuel consumption, increase capacity, and enhance mechanical integrity. The report describes a number of potential enhancements to the existing natural gas compression infrastructure that have been identified and qualitatively demonstrated in tests on three different integral engine/compressors in natural gas transmission service.

    The conclusions of this presentation are: (1) Fuel cells operating on bio-gas offer a pathway to renewable electricity generation; (2) With federal incentives of $3,500/kW or 30% of the project costs, reasonable payback periods of less than five years can be achieved; (3) Tri-generation of electricity, heat, and hydrogen offers an alternative route to solving the H{sub 2} infrastructure problem facing fuel cell vehicle deployment; and (4) DOE will be promoting bio-gas fuel cells in the future under its Market Transformation Programs.

The impact of a disruption depends on which components of the infrastructure are damaged, the time required for repairs, and the position of the disrupted components in the fuels supply network. Impacts are estimated for seven stressing events in regions of the United States, which were selected to represent a range of disruption types. For most of these events the analysis is carried out using the National Transportation Fuels Model (NTFM) to simulate the system-level liquid fuels sector response. Results are presented for each event, and a brief cross comparison of event simulation results is provided.

    As natural gas travels through infrastructure, from well-head to customer meter, small portions are routinely used as fuel, vented, flared, or inadvertently leaked to the atmosphere. This paper describes the analytical and methodological basis for three diagrams that illustrate the natural gas losses and greenhouse gas emissions that result from these processes. The paper examines these emissions in some detail, focusing in particular on the production, processing, transmission and storage, and distribution segments of natural gas infrastructure.

This study examines expanding low-carbon transportation fuel infrastructure to achieve deep GHG emissions reductions, with an emphasis on fuel production facilities and retail components serving light-duty vehicles. Three distinct low-carbon fuel supply scenarios are examined: Portfolio: Successful deployment of a range of advanced vehicle and fuel technologies; Combustion: Market dominance by hybridized internal combustion engine vehicles fueled by advanced biofuels and natural gas; Electrification: Market dominance by electric drive vehicles in the LDV sector, including battery electric, plug-in hybrid, and fuel cell vehicles, that are fueled by low-carbon electricity and hydrogen. A range of possible low-carbon fuel demand outcomes are explored in terms of the scale and scope of infrastructure expansion requirements and evaluated based on fuel costs, energy resource utilization, fuel production infrastructure expansion, and retail infrastructure expansion for LDVs. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored transportation-related strategies for abating GHGs and reducing petroleum dependence.

    Pipeline natural gas is being considered as the fuel of choice for utilization in fuel cell-based distributed generation systems because of its abundant supply and the existing supply infrastructure (1). For effective utilization in fuel cells, pipeline gas requires efficient removal of sulfur impurities (naturally occurring sulfur compounds or sulfur bearing odorants) to prevent the electrical performance degradation of the fuel cell system. Sulfur odorants such as thiols and sulfides are added to pipeline natural gas and to LPG to ensure safe handling during transportation and utilization. The odorants allow the detection of minute gas line leaks, thereby minimizing the potential for explosions or fires.

    The Texas Hydrogen Highway project has showcased a hydrogen fuel cell transit bus and hydrogen fueling infrastructure that was designed and built through previous support from various public and private sector entities. The aim of this project has been to increase awareness among transit agencies and other public entities on these transportation technologies, and to place such technologies into commercial applications, such as a public transit agency. The initial project concept developed in 2004 was to show that a skid-mounted, fully-integrated, factory-built and tested hydrogen fueling station could be used to simplify the design, and lower the cost of fueling infrastructure for fuel cell vehicles. The approach was to design, engineer, build, and test the integrated fueling station at the factory then install it at a site that offered educational and technical resources and provide an opportunity to showcase both the fueling station and advanced hydrogen vehicles. The two primary technology components include: Hydrogen Fueling Station: The hydrogen fueling infrastructure was designed and built by Gas Technology Institute primarily through a funding grant from the Texas Commission on Environmental Quality. It includes hydrogen production, clean-up, compression, storage, and dispensing. The station consists of a steam methane reformer, gas clean-up system, gas compressor and 48 kilograms of hydrogen storage capacity for dispensing at 5000 psig. The station is skid-mounted for easy installation and can be relocated if needed. It includes a dispenser that is designed to provide temperaturecompensated fills using a control algorithm. The total station daily capacity is approximately 50 kilograms. Fuel Cell Bus: The transit passenger bus built by Ebus, a company located in Downey, CA, was commissioned and acquired by GTI prior to this project. It is a fuel cell plug-in hybrid electric vehicle which is ADA compliant, has air conditioning sufficient for Texas operations

    Hydrogen fuel, used in an internal combustion engine optimized for maximum efficiency and as part of a hybrid-electric vehicle, will give excellent performance and range with emissions below one-tenth the ultra-low emission vehicle standards being considered in California as Equivalent Zero Emission Vehicles. These vehicles can also be manufactured with increased but not excessive cost. Hydrogen-fueled engines have demonstrated indicated efficiencies of more than 50% under lean operation. Combining optimized engines and other advanced components, the overall vehicle efficiency should approach 40%, compared with 13% for a conventional vehicle in the urban driving cycle. The optimized engine-generator unit is the mechanical equivalent of the fuel cell but at a cost competitive with today`s engines. The increased efficiency of hybrid-electric vehicles now makes hydrogen fuel competitive with today`s conventional vehicles. Conservative analysis of the infrastructure options to support a transition to a hydrogen-fueled light-duty fleet indicates that hydrogen may be utilized at a total cost comparable to the 3.1 cents/km U.S. vehicle operators pay today while using conventional automobiles. Both on-site production by electrolysis or reforming of natural gas and liquid hydrogen distribution offer the possibility of a smooth transition by taking advantage of existing large-scale energy infrastructures. Eventually, renewable sources of electricity and scalable methods of making hydrogen will have lower costs than today. With a hybrid-electric propulsion system, the infrastructure to supply hydrogen and the vehicles to use it can be developed today and thus be in place when fuel cells become economical for vehicle use.

    A compressed gas vehicle fuel storage system comprised of a plurality of compressed gas pressure cells supported by shock-absorbing foam positioned within a shape-conforming container. The container is dimensioned relative to the compressed gas pressure cells whereby a radial air gap surrounds each compressed gas pressure cell. The radial air gap allows pressure-induced expansion of the pressure cells without resulting in the application of pressure to adjacent pressure cells or physical pressure to the container. The pressure cells are interconnected by a gas control assembly including a thermally activated pressure relief device, a manual safety shut-off valve, and means for connecting the fuel storage system to a vehicle power source and a refueling adapter. The gas control assembly is enclosed by a protective cover attached to the container. The system is attached to the vehicle with straps to enable the chassis to deform as intended in a high-speed collision.

    A diffusion flame nozzle gas tip is provided to convert a dual fuel nozzle to a gas only nozzle. The nozzle tip diverts compressor discharge air from the passage feeding the diffusion nozzle air swirl vanes to a region vacated by removal of the dual fuel components, so that the diverted compressor discharge air can flow to and through effusion holes in the end cap plate of the nozzle tip. In a preferred embodiment, the nozzle gas tip defines a cavity for receiving the compressor discharge air from a peripheral passage of the nozzle for flow through the effusion openings defined in the end cap plate.

    The overall objective of the Workshop was to identify opportunities for accelerating the use of both natural gas (NG) and hydrogen (H{sub 2}) as motor fuels and in stationary power applications. Specific objectives of the Workshop were to: (1) Convene industry and other stakeholders to share current status/state-of-the-art of NG and H{sub 2} infrastructure; (2) Identify key challenges (including non-technical challenges, such as permitting, installation, codes, and standards) preventing or delaying the widespread deployment of NG and H{sub 2} infrastructure. Identify synergies between NG and H{sub 2} fuels; and (3) Identify and prioritize opportunities for addressing the challenges identified above, and determine roles and opportunities for both the government and industry stakeholders. Plenary speakers and panel discussions summarized the current status of the NG and H{sub 2} infrastructure, technology for their use in transportation and stationary applications, and some of the major challenges and opportunities to more widespread use of these fuels. Two break-out sessions of three groups each addressed focus questions on: (1) infrastructure development needs; (2) deployment synergies; (3) natural gas and fuel cell vehicles (NGVs, FCVs), specialty vehicles, and heavy-duty trucks; (4) CHP (combined heat and power), CHHP (combined hydrogen, heat, and power), and synergistic approaches; and (5) alternative uses of natural gas.

  20. Assessment of capital requirements for alternative fuels infrastructure under the PNGV program

    This paper presents an assessment of the capital requirements of using six different fuels in the vehicles with tripled fuel economy (3X vehicles) that the Partnership for a new Generation of Vehicles is currently investigating. The six fuels include two petroleum-based fuels (reformulated gasoline and low-sulfur diesel) and four alternative fuels (methanol, ethanol, dimethyl ether, and hydrogen). This study develops estimates of cumulative capital needs for establishing fuels production and distribution infrastructure to accommodate 3X vehicle fuel needs. Two levels of fuel volume-70,000 barrels per day and 1.6 million barrels per day-were established for meeting 3X-vehicle fuel demand. As expected, infrastructure capital needs for the high fuel demand level are much higher than for the low fuel demand level. Between fuel production infrastructure and distribution infrastructure, capital needs for the former far exceed those for the latter. Among the four alternative fuels, hydrogen bears the largest capital needs for production and distribution infrastructure.

    GEW has been operating the first fuel cell in Europe producing heat and electricity from digester gas in an environmentally friendly way. The first 9,000 hours in operation were successfully concluded in August 2001. The fuel cell powered by digester gas was one of the 25 registered ''Worldwide projects'' which NRW presented at the EXPO 2000. In addition to this, it is a key project of the NRW State Initiative on Future Energies. All of the activities planned for the first year of operation were successfully completed: installing and putting the plant into operation, the transition to permanent operation as well as extended monitoring till May 2001.

    Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive, their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.

    This quarterly report documents work performed under Tasks 15, 16, and 18 through 23 of the project entitled: ''Technologies to Enhance the Operation of the Existing Natural Gas Compression Infrastructure''. The project objective is to develop and substantiate methods for operating integral engine/compressors in gas pipeline service, which reduce fuel consumption, increase capacity, and enhance mechanical integrity. The report first documents a survey test performed on an HBA-6 engine/compressor installed at Duke Energy's Bedford Compressor Station. This is one of several tests planned, which will emphasize identification and reduction of compressor losses. Additionally, this report presents a methodology for distinguishing losses in compressor attributable to valves, irreversibility in the compression process, and the attached piping (installation losses); it illustrates the methodology with data from the survey test. The report further presents the validation of the simulation model for the Air Balance tasks and outline of conceptual manifold designs.

  9. Fission gas retention in irradiated metallic fuel

    Theoretical calculations and experimental measurements of the quantity of retained fission gas in irradiated metallic fuel (U-5Fs) are presented. The calculations utilize the Booth method to model the steady-state release of gases from fuel grains and a simplified grain-boundary gas model to predict the gas release from intergranular regions. The quantity of gas retained in as-irradiated fuel was determined by collecting the gases released from short segments of EBR-II driver fuel that were melted in a gas-tight furnace. Comparison of the calculations to the measurements shows quantitative agreement with both the magnitude and the axial variation of the retained gas content.

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

  13. TECHNOLOGIES TO ENHANCE OPERATION OF THE EXISTING NATURAL GAS COMPRESSION INFRASTRUCTURE

    This quarterly report documents work performed under Tasks 10 through 14 of the project entitled: ''Technologies to Enhance Operation of the Existing Natural Gas Compression Infrastructure''. The project objective is to develop and substantiate methods for operating integral engine/compressors in gas pipeline service, which reduce fuel consumption, increase capacity, and enhance mechanical integrity. The report first documents tests performed on a KVG103 engine/compressor installed at Duke's Thomaston Compressor Station. This is the first series of tests performed on a four-stroke engine under this program. Additionally, this report presents results, which complete a comparison of performance before and after modification to install High Pressure Fuel Injection and a Turbocharger on a GMW10 at Williams Station 60. Quarterly Reports 7 and 8 already presented detailed data from tests before and after this modification, but the final quantitative comparison required some further analysis, which is presented in Section 5 of this report. The report further presents results of detailed geometrical measurements and flow bench testing performed on the cylinders and manifolds of the Laboratory Cooper GMVH6 engine being employed for two-stroke engine air balance investigations. These measurements are required to enhance the detailed accuracy in modeling the dynamic interaction of air manifold, exhaust manifold, and in-cylinder fuel-air balance.

    This report presents the methodologies and results of Argonne`s assessment of additional capital needs and the fuel-cycle energy and emissions impacts of using six different fuels in the vehicles with tripled fuel economy (3X vehicles) that the Partnership for a New Generation of Vehicles is currently investigating. The six fuels included in this study are reformulated gasoline, low-sulfur diesel, methanol, ethanol, dimethyl ether, and hydrogen. Reformulated gasoline, methanol, and ethanol are assumed to be burned in spark-ignition, direct-injection engines. Diesel and dimethyl ether are assumed to be burned in compression-ignition, direct-injection engines. Hydrogen and methanol are assumed to be used in fuel-cell vehicles. The authors have analyzed fuels infrastructure impacts under a 3X vehicle low market share scenario and a high market share scenario. The assessment shows that if 3X vehicles are mass-introduced, a considerable amount of capital investment will be needed to build new fuel production plants and to establish distribution infrastructure for methanol, ethanol, dimethyl ether, and hydrogen. Capital needs for production facilities will far exceed those for distribution infrastructure. Among the four fuels, hydrogen will bear the largest capital needs. The fuel efficiency gain by 3X vehicles translates directly into reductions in total energy demand, fossil energy demand, and CO{sub 2} emissions. The combination of fuel substitution and fuel efficiency results in substantial petroleum displacement and large reductions in emissions of nitrogen oxide, carbon monoxide, volatile organic compounds, sulfur oxide, and particulate matter of size smaller than 10 microns.

    In recent years domestic natural gas has experienced a considerable growth in demand particularly in the power generation industry. However, the desire for energy security, lower fuel costs and a reduction in carbon emissions has produced an increase in demand for alternative fuel sources. Current strategies for reducing the environmental impact of natural gas combustion in gas turbine engines used for power generation experience such hurdles as flashback, lean blow-off and combustion dynamics. These issues will continue as turbines are presented with coal syngas, gasified coal, biomass, LNG and high hydrogen content fuels. As it may be impractical to physically test a given turbine on all of the possible fuel blends it may experience over its life cycle, the need to predict fuel interchangeability becomes imperative. This study considers a number of historical parameters typically used to determine fuel interchangeability. Also addressed is the need for improved reaction mechanisms capable of accurately modeling the combustion of natural gas alternatives.

    ConocoPhillips, in conjunction with Nexant Inc., Penn State University, and Cummins Engine Co., joined with the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) in a cooperative agreement to perform a comprehensive study of new ultra clean fuels (UCFs) produced from remote sources of natural gas. The project study consists of three primary tasks: an environmental Life Cycle Assessment (LCA), a Market Study, and a series of Engine Tests to evaluate the potential markets for Ultra Clean Fuels. The overall objective of DOE's Ultra Clean Transportation Fuels Initiative is to develop and deploy technologies that will produce ultra-clean burning transportation fuels for the 21st century from both petroleum and non-petroleum resources. These fuels will: (1) Enable vehicles to comply with future emission requirements; (2) Be compatible with the existing liquid fuels infrastructure; (3) Enable vehicle efficiencies to be significantly increased, with concomitantly reduced CO{sub 2} emissions; (4) Be obtainable from a fossil resource, alone or in combination with other hydrocarbon materials such as refinery wastes, municipal wastes, biomass, and coal; and (5) Be competitive with current petroleum fuels. The objectives of the ConocoPhillips Ultra Clean Fuels Project are to perform a comprehensive life cycle analysis and to conduct a market study on ultra clean fuels of commercial interest produced from natural gas, and, in addition, perform engine tests for Fisher-Tropsch diesel and methanol in neat, blended or special formulations to obtain data on emissions. This resulting data will be used to optimize fuel compositions and engine operation in order to minimize the release of atmospheric pollutants resulting from the fuel combustion. Development and testing of both direct and indirect methanol fuel cells was to be conducted and the optimum properties of a suitable fuel-grade methanol was to be defined.     This project has documented and demonstrated the feasibility of technologies and operational choices for companies who operate the large installed fleet of integral engine compressors in pipeline service. Continued operations of this fleet is required to meet the projected growth of the U.S. gas market. Applying project results will meet the goals of the DOE-NETL Natural Gas Infrastructure program to enhance integrity, extend life, improve efficiency, and increase capacity, while managing NOx emissions. These benefits will translate into lower cost, more reliable gas transmission, and options for increasing deliverability from the existing infrastructure on high demand days. The power cylinders on large bore slow-speed integral engine/compressors do not in general combust equally. Variations in cylinder pressure between power cylinders occur cycle-to-cycle. These variations affect both individual cylinder performance and unit average performance. The magnitude of the variations in power cylinder combustion is dependent on a variety of parameters, including air/fuel ratio. Large variations in cylinder performance and peak firing pressure can lead to detonation and misfires, both of which can be damaging to the unit. Reducing the variation in combustion pressure, and moving the high and low performing cylinders closer to the mean is the goal of engine balancing. The benefit of improving the state of the engine ''balance'' is a small reduction in heat rate and a significant reduction in both crankshaft strain and emissions. A new method invented during the course of this project is combustion pressure ratio (CPR) balancing. This method is more effective than current methods because it naturally accounts for differences in compression pressure, which results from cylinder-to-cylinder differences in the amount of air flowing through the inlet ports and trapped at port closure. It also helps avoid compensation for low compression pressure by the addition of excess fuel

    This document provides results and conclusions for Task 15.0--Detailed Analysis of Air Balance & Conceptual Design of Improved Air Manifolds in the ''Technologies to Enhance the Operation of Existing Natural Gas Compression Infrastructure'' project. SwRI{reg_sign} is conducting this project for DOE in conjunction with Pipeline Research Council International, Gas Machinery Research Council, El Paso Pipeline, Cooper Compression, and Southern Star, under DOE contract number DE-FC26-02NT41646. The objective of Task 15.0 was to investigate the perceived imbalance in airflow between power cylinders in two-stroke integral compressor engines and develop solutions via manifold redesign. The overall project objective is to develop and substantiate methods for operating integral engine/compressors in gas pipeline service, which reduce fuel consumption, increase capacity, and enhance mechanical integrity.

    The use of alternative fuels in the transportation industry has gained a strong support in recent years. In this paper an attempt was made to evaluate the use of liquefied petroleum gas (LPG) and compressed natural gas (NG) by 25 LPG-bifuel and 14 NG-bifuel vehicles that are operated by 33 transit systems throughout Nebraska. A set of performance measures such as average fuel efficiency in kilometers per liter, average fuel cost per kilometer, average oil consumption, and average operation and maintenance cost for alternatively fueled vehicles were calculated and compared with similar performance measures of gasoline powered vehicles. The results of the study showed that the average fuel efficiency of gasoline is greater than those of LPG and NG, and the average fuel costs (dollars per kilometer) for LPG and NG are smaller than those for gasoline for most of the vehicles under this study.

  10. Natural Gas Infrastructure Implications of Increased Demand from the Electric Sector

    This report examines the potential infrastructure needs of the U.S. interstate natural gas pipeline transmission system across a range of future natural gas demand scenarios that drive increased electric power sector natural gas use. To perform this analysis, the U.S. Department of Energy commissioned Deloitte MarketPoint to examine scenarios in its North American Integrated Model (NAIM), which simultaneously models the electric power and the natural gas sectors. This study concludes that, under scenarios in which natural gas demand from the electric power sector increases, the incremental increase in interstate natural gas pipeline expansion is modest, relative to historical capacity additions. Similarly, capital expenditures on new interstate pipelines in the scenarios considered here are projected to be significantly less than the capital expenditures associated with infrastructure expansion over the last 15 years.

    An ONSI PC25{trademark}, 200 kW (nominal capacity) phosphoric acid fuel cell operating on landfill gas is installed at the Town of Groton Flanders Road landfill in Groton, Connecticut. This joint project by the Connecticut Light & Power Company (CL&P) which is an operating company of Northeast Utilities, the Town of Groton, International Fuel Cells (IFC), and the US EPA is intended to demonstrate the viability of installing, operating and maintaining a fuel cell operating on landfill gas at a landfill site. The goals of the project are to evaluate the fuel cell and gas pretreatment unit operation, test modifications to simplify the GPU design and demonstrate reliability of the entire system.

    A fuel assembly is designed for use in a gas-suspension cooled nuclear fuel reactor. The coolant fluid is an inert gas such as nitrogen or helium with particles such as carbon suspended therein. The fuel assembly is contained within an elongated pressure vessel extending down into the reactor. The fuel portion is at the lower end of the vessel and is constructed of cylindrical segments through which the coolant passes. Turbulence promotors within the passageways maintain the particles in agitation to increase its ability to transfer heat away from the outer walls. Shielding sections and alternating passageways above the fueled portion limit the escape of radiation out of the top of the vessel. (AEC)

  14. Compressed natural gas fueled vehicles: The Houston experience

    The report describes the experience of the City of Houston in defining the compressed natural gas fueled vehicle research scope and issues. It details the ways in which the project met initial expectations, and how the project scope, focus, and duration were adjusted in response to unanticipated results. It provides examples of real world successes and failures in efforts to commercialize basic research in adapting a proven technology (natural gas) to a noncommercially proven application (vehicles). Phase one of the demonstration study investigates, develops, documents, and disseminates information regarding the economic, operational, and environmental implications of utilizing compressed natural gas (CNG) in various truck fueling applications. The four (4) truck classes investigated are light duty gasoline trucks, medium duty gasoline trucks, medium duty diesel trucks and heavy duty diesel trucks. The project researches aftermarket CNG conversions for the first three vehicle classes and original equipment manufactured (OEM) CNG vehicles for light duty gasoline and heavy duty diesel classes. In phase two of the demonstration project, critical issues are identified and assessed with respect to implementing use of CNG fueled vehicles in a large vehicle fleet. These issues include defining changes in local, state, and industry CNG fueled vehicle related codes and standards; addressing vehicle fuel storage limitations; using standardized vehicle emission testing procedures and results; and resolving CNG refueling infrastructure implementation issues and related cost factors. The report identifies which CNG vehicle fueling options were tried and failed and which were tried and succeeded, with and without modifications. The conclusions include a caution regarding overly optimistic assessments of CNG vehicle technology at the initiation of the project.

    Vehicular natural gas consumption is on the rise, totaling nearly 200 million GGEs in 2005, despite declines in total NGV inventory in recent years. This may be attributed to greater deployment of higher fuel use medium- and heavy-duty NGVs as compared to the low fuel use of the natural gas-powered LDVs that exited the market through attrition, many of which were bi-fuel. Natural gas station counts are down to about 1100 from their peak of about 1300. Many of the stations that closed were under-utilized or not used at all while most new stations were developed with greater attention to critical business fundamentals such as site selection, projected customer counts, peak and off-peak fueling capacity needs and total station throughput. Essentially, the nation's NGV fueling infrastructure has been--and will continue--going through a 'market correction'. While current economic fundamentals have shortened payback and improved life-cycle savings for investment in NGVs and fueling infrastructure, a combination of grants and other financial incentives will still be needed to overcome general fleet market inertia to maintain status quo. Also imperative to the market's adoption of NGVs and other alternative fueled vehicle and fueling technologies is a clear statement of long-term federal government commitment to diversifying our nation's transportation fuel use portfolio and, more specifically, the role of natural gas in that policy. Based on the current NGV market there, and the continued promulgation of clean air and transportation policies, the Western Region is--and will continue to be--the dominant region for vehicular natural gas use and growth. In other regions, especially the Northeast, Mid-Atlantic states and Texas, increased awareness and attention to air quality and energy security concerns by the public and - more important, elected officials--are spurring policies and programs that facilitate deployment of NGVs and fueling infrastructure.     A method comprising contacting a carbon and hydrogen-containing solid fuel and a metal-based catalyst in the presence of oxygen to produce hydrogen gas and carbon monoxide gas, wherein the contacting occurs at a temperature sufficiently high to prevent char formation in an amount capable of stopping production of the hydrogen gas and the carbon monoxide gas is provided. In one embodiment, the metal-based catalyst comprises a rhodium-cerium catalyst. Embodiments further include a system for producing syngas. The systems and methods described herein provide shorter residence time and high selectivity for hydrogen and carbon monoxide.
