Effect of Energy Efficiency Standards on Natural Gas Prices

A primary justification for the establishment of energy efficiency standards for home appliances is the existence of information deficiencies and externalities in the market for appliances. For example, when a long-term homeowner purchases a new gas-fired water heater, she will maximize the value of her purchase by comparing the life-cycle cost of ownership of available units, including both total installed cost - purchase price plus installation costs - and operating cost in the calculus. Choice of the appliance with the lowest life-cycle costs leads to the most economically efficient balance between capital cost and fuel cost. However, if the purchaser's expected period of ownership is shorter than the useful life of the appliance, or the purchaser does not pay for the fuel used by the appliance, as is often the case with rental property, fuel cost will be external to her costs, biasing her decision toward spending less on fuel efficiency and resulting in the purchase of an appliance with greater than optimal fuel usage. By imposing an efficiency standard on appliances, less efficient appliances are made unavailable, precluding less efficient purchases and reducing fuel usage. The reduction in fuel demanded by residential users affects the total demand for such fuels as natural gas, for example. Reduced demand implies that residential customers are willing to purchase less gas at each price level. That is, the demand curve, labeled D{sub 0} in Figure 1, shifts to the left to D{sub 1}. If there is no change in the supply function, the supply curve will intersect the demand curve at a lower price. Residential demand is only one component of the total demand for natural gas. It is possible that total demand will decline very little if demand in other sectors increases substantially in response to a decline in the price. If demand does decrease, modeling studies generally confirm the intuition that reductions in demand for natural gas will result in reductions in its price as seen at the wellhead (Wiser 2007). The magnitude of the effect on price relative to the demand reduction, and the mechanism through which it occurs, is less well established. This report attempts to quantify the potential effects of reduced demand for natural gas in the residential sector, in response to the implementation of an energy efficiency standard for water heaters.

There is a multiplicity of development pathways in which low energy sector emissions are not necessarily associated with low economic growth. However, changes in development pathways can rarely be imposed from the top. On this basis, examples of energy efficiency opportunities to change development pathways toward lower emissions are presented in this paper. We review opportunities at the sectoral and macro level. The potential for action on nonclimate policies that influence energy use and emissions are presented. Examples are drawn from policies already adopted and implemented in the energy sector. The paper discusses relationships between energy efficiency policies and their synergies and tradeoffs with sustainable development and greenhouse gas emissions. It points to ways that energy efficiency could be mainstreamed into devel?opment choices.

Quantifying the value that energy efficiency and renewable energy provide as a hedge against volatile natural gas prices

Advocates of energy efficiency and renewable energy have long argued that such technologies can mitigate fuel price risk within a resource portfolio. Such arguments--made with renewed vigor in the wake of unprecedented natural gas price volatility during the winter of 2000/2001--have mostly been qualitative in nature, however, with few attempts to actually quantify the price stability benefit that these sources provide. In evaluating this benefit, it is important to recognize that alternative price hedging instruments are available--in particular, gas-based financial derivatives (futures and swaps) and physical, fixed-price gas contracts. Whether energy efficiency and renewable energy can provide price stability at lower cost than these alternative means is therefore a key question for resource acquisition planners. In this paper we evaluate the cost of hedging gas price risk through financial hedging instruments. To do this, we compare the price of a 10-year natural gas swap (i.e., what it costs to lock in prices over the next 10 years) to a 10-year natural gas price forecast (i.e., what the market is expecting spot natural gas prices to be over the next 10 years). We find that over the past two years natural gas users have had to pay a premium as high as $0.76/mmBtu (0.53/242/kWh at an aggressive 7,000 Btu/kWh heat rate) over expected spot prices to lock in natural gas prices for the next 10 years. This incremental cost to hedge gas price risk exposure is potentially large enough - particularly if incorporated by policymakers and regulators into decision-making practices - to tip the scales away from new investments in variable-price, natural gas-fired generation and in favor of fixed-price investments in energy efficiency and renewable energy.

Energy efficiency improvements in domestic refrigerator/freezers, are directly influenced by the overall thermal performance of the cabinet and doors. An advanced system for reducing heat gain is Gas-Filled Panel thermal insulation technology. Gas-Filled Panels contain a low-conductivity, inert gas at atmospheric pressure and employ a reflective baffle to suppress radiation and convection within the gas. This paper presents energy use test results for a 1993 model 500 liter top mount refrigerator/freezer operated with its original doors and with a series of alternative prototype doors. Gas-Filled Panel technology was used in two types of prototype refrigerator/freezer doors. In one design, panels were used in composite with foam in standard metal door pans; this design yielded no measurable energy savings. In the other design, special polymer door pans were fitted with panels that fill nearly all of the available insulation volume; this design yielded a 6.5% increase in energy efficiency for the entire refrigerator/freezer. The EPA Refrigerator Analysis computer program has been used to predict the change in daily energy consumption with the alternative doors. The computer model also projects a 25% energy efficiency improvement for a refrigerator/freezer that would use Gas-Filled Panel insulation throughout the cabinet as well as the doors.

Incentives for Methane Mitigation and Energy-Efficiency Improvements in Case of Ukraine’s Natural Gas Transmission System

Reducing methane losses is a concern for climate change policy and energy policy. The energy sector is the major source of methane emissions into the atmosphere. Reducing methane emissions and avoiding combustion can be very cost-effective, but various barriers prevent such energy-efficiency measures from taking place. To date, few examples of industry-wide improvements exist. One example of substantial investments into upgrading natural gas transmission system comes from Ukraine. The Ukrainian transmission company, Ukrtransgaz, reduced its own system’s natural gas consumption by 68 percent in 2011 compared to the level in 2005. Evaluating reductions in methane emissions is challenging because of lack of accurate data and gaps in accounting methodologies. At the same time, Ukraine’s transmission system has undergone improvements that, at the very least, have contained methane emissions, if not substantially reduced them. In this paper, we describe recent developments in Ukraine’s natural gas transmission system and analyze the incentives that forced the sector to pay close attention to its methane losses. Ukraine is one of most energy-intensive countries, among the largest natural gas consumers in the world, and a significant emitter of methane. The country is also dependent on imports of natural gas. A combination of steep increases in the price of imported natural gas, and comprehensive domestic environmental and energy policies, regional integration policy, and international environmental agreements has created conditions for successful methane emission and combustion reductions. Learning about such case studies can help us design better policies elsewhere.

Energy efficiency for greenhouse gas emission reduction in China: The case of the cement industry

A project at LBNL has combined two different approaches to investigate changes in efficiency in China`s cement industry, which currently accounts for over 6% of China`s total commercial energy use and over 1% of global carbon emissions. Cement output has doubled over the past five years, and will double again within 15 years. Addressing cement industry carbon emissions will be a key element of any program to control China`s carbon emissions. Macro-level analysis was used to investigate industry-wide trends, and detailed case studies of individual plants illuminated key issues in technology choice that fundamentally affect efficiency. In general, enterprises adopted technologies that increased output and improved quality, and had little regard for energy efficiency, though most new technologies and practices did improve efficiency. Changes in energy prices were a surprisingly weak factor in adoption of efficient technologies. Unexpectedly, many enterprises developed a strong preference for the least fuel-efficient technology, which allows power generation with kiln waste heat. This preference was motivated in a large part by the desire to achieve security in electricity supply, and by some reforms. This alternative has become increasingly popular, and threatens to reverse some progress made in reducing the carbon-intensiveness of China`s cement industry. Foreign technical assistance and more importantly, greater participation in China`s cement industry of foreign cement companies would speed the adoption of large scale very efficient precalciner plants. Paradoxically, improving energy efficiency in China`s cement industry is also a supply-side issue, improved reliability in China`s power network will make the more fuel-efficient alternative more attractive.

Low Cost Chemical Feedstocks Using an Improved and Energy Efficient Natural Gas Liquid (NGL) Removal Process, Final Technical Report

The overall objective of this project is to develop a new low-cost and energy efficient Natural Gas Liquid (NGL) recovery process - through a combination of theoretical, bench-scale and pilot-scale testing - so that it could be offered to the natural gas industry for commercialization. The new process, known as the IROA process, is based on U.S. patent No. 6,553,784, which if commercialized, has the potential of achieving substantial energy savings compared to currently used cryogenic technology. When successfully developed, this technology will benefit the petrochemical industry, which uses NGL as feedstocks, and will also benefit other chemical industries that utilize gas-liquid separation and distillation under similar operating conditions. Specific goals and objectives of the overall program include: (i) collecting relevant physical property and Vapor Liquid Equilibrium (VLE) data for the design and evaluation of the new technology, (ii) solving critical R&D issues including the identification of suitable dehydration and NGL absorbing solvents, inhibiting corrosion, and specifying proper packing structure and materials, (iii) designing, construction and operation of bench and pilot-scale units to verify design performance, (iv) computer simulation of the process using commercial software simulation platforms such as Aspen-Plus and HYSYS, and (v) preparation of a commercialization plan and identification of industrial partners that are interested in utilizing the new technology. NGL is a collective term for C2+ hydrocarbons present in the natural gas. Historically, the commercial value of the separated NGL components has been greater than the thermal value of these liquids in the gas. The revenue derived from extracting NGLs is crucial to ensuring the overall profitability of the domestic natural gas production industry and therefore of ensuring a secure and reliable supply in the 48 contiguous states. However, rising natural gas prices have dramatically reduced the economic incentive to extract NGLs from domestically produced natural gas. Successful gas processors will be those who adopt technologies that are less energy intensive, have lower capital and operating costs and offer the flexibility to tailor the plant performance to maximize product revenue as market conditions change, while maintaining overall system efficiency. Presently, cryogenic turbo-expander technology is the dominant NGL recovery process and it is used throughout the world. This process is known to be highly energy intensive, as substantial energy is required to recompress the processed gas back to pipeline pressure. The purpose of this project is to develop a new NGL separation process that is flexible in terms of ethane rejection and can reduce energy consumption by 20-30% from current levels, particularly for ethane recoveries of less than 70%. The new process integrates the dehydration of the raw natural gas stream and the removal of NGLs in such a way that heat recovery is maximized and pressure losses are minimized so that high-value equipment such as the compressor, turbo-expander, and a separate dehydration unit are not required. GTI completed a techno-economic evaluation of the new process based on an Aspen-HYSYS simulation model. The evaluation incorporated purchased equipment cost estimates obtained from equipment suppliers and two different commercial software packages; namely, Aspen-Icarus and Preliminary Design and Quoting Service (PDQ$). For a 100 MMscfd gas processing plant, the annualized capital cost for the new technology was found to be about 10% lower than that of conventional technology for C2 recovery above 70% and about 40% lower than that of conventional technology for C2 recovery below 50%. It was also found that at around 40-50% C2 recovery (which is economically justifiable at the current natural gas prices), the energy cost to recover NGL using the new technology is about 50% of that of conventional cryogenic technology.

This report addresses the {open_quotes}contracts portfolio{close_quotes} issue of natural gas contracts in support of the Domestic Natural Gas and Oil Initiative (DGOI) published by the U.S. Department of Energy in 1994. The analysis is a result of a collaborative effort with the Public Service Commission of the State of Maryland to consider {open_quotes}reforms that enhance the industry`s competitiveness{close_quotes}. The initial focus of our collaborative effort was on gas purchasing and contract portfolios; however, it became apparent that efficient contracting to purchase and use gas requires a broader consideration of regulatory reform. Efficient portfolios are obtained when the holder of the portfolio is affected by and is responsible for the performance of the portfolio. Natural gas distribution companies may prefer a diversity of contracts, but the efficient use of gas requires that the local distribution company be held accountable for its own purchases. Ultimate customers are affected by their own portfolios, which they manage efficiently by making their own choices. The objectives of the DGOI, particularly the efficient use of gas, can be achieved when customers have access to suppliers of gas and energy services under an improved regulatory framework. The evolution of the natural gas market during the last 15 years is described to account for the changing preferences toward gas contracts. Long-term contracts for natural gas were prevalent before the early 1980s, primarily because gas producers had few options other than to sell to a single pipeline company, and this pipeline company, in turn, was the only seller to a gas distribution company.

The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

The energy efficiency upgrades project at Hardin County General Hospital did not include research nor was it a demonstration project. The project enabled the hospital to replace outdated systems with modern efficient models. Hardin County General Hospital is a 501c3, nonprofit hospital and the sole community provider for Hardin and Pope Counties of Illinois. This project provided much needed equipment and facility upgrades that would not have been possible through locally generated funding. Task 1 was a reroofing of the hospital. The hospital architect designed the replacement to increase the energy efficiency of the hospital roof/ceiling structure. Task 2 was replacement and installation of a new more efficient CT scanner for the hospital. Included in the project was replacement of HVAC equipment for the entire radiological suite. Task 5 was a replacement and installation of a new higher capacity diesel-fueled emergency generator for the hospital replacing a 50+ year old gas-fired generator. Task 7 was the replacement of 50+ year-old walk-in cooler/freezer with a newer, energy efficient model. Task 8 was the replacement of 10+ year-old washing machines in the hospital laundry with higher capacity, energy efficient models. Task 9 was replacement of 50-year old single pane curtain window system with double-pane insulated windows. Additionally, insulation was added around ventilation systems and the curtain wall system.

Erosion-Resistant Nanocoatings for Improved Energy Efficiency in Gas Turbines

The objective of this Stage Gate IV project was to test and substantiate the viability of an erosion?resistant nanocoating for application on compressor airfoils for gas turbines in both industrial power generation and commercial aviation applications. To effectively complete this project, the National Energy Technology Laboratory’s Office of Research & Development teamed with MDS Coating Technologies Inc. (MCT), Delta Air Lines ? Technical Operations Division (Delta Tech Ops), and Calpine Corporation. The coating targeted for this application was MCT’s Next Generation Coating, version 4 (NGC?v4 ? with the new registered trademark name of BlackGold®). The coating is an erosion and corrosion resistant composite nanostructured coating. This coating is comprised of a proprietary ceramic?metallic nano?composite construction which provides enhanced erosion resistance and also retains the aerodynamic geometry of the airfoils. The objective of the commercial aviation portion of the project was to substantiate the coating properties to allow certification from the FAA to apply an erosion?resistant coating in a commercial aviation engine. The goal of the series of tests was to demonstrate that the durability of the airfoils is not affected negatively with the application of the NGC v4 coating. Tests included erosion, corrosion, vibration and fatigue. The results of the testing demonstrated that the application of the coating did not negatively impact the properties of the blades, especially fatigue performance – which is of importance in acceptance for commercial aviation applications. The objective of the industrial gas turbine element of the project was to evaluate the coating as an enabling technology for inlet fogging during the operation of industrial gas turbines. Fluid erosion laboratory scale tests were conducted to simulate inlet fogging conditions. Results of these tests indicated that the application of the erosion resistant NGC?v4 nanocoating improved the resistance to simulated inlet fogging conditions by a factor of 10 times. These results gave confidence for a field trial at Calpine’s power plant in Corpus Christi, TX, which commenced in April 2012. This test is still on?going as of November 2013, and the nanocoated blades have accumulated over 13,000 operational hours on this specific power plant in approximately 19 months of operation.

We also reexamine compressed natural gas, liquified natural gas, liquified petroleum gas, and methanol based on our analysis of vehicle efficiency potential. We compare the results against nonoxygenated gasoline.

Improving Gas Flooding Efficiency

This study focuses on laboratory studies with related analytical and numerical models, as well as work with operators for field tests to enhance our understanding of and capabilities for more efficient enhanced oil recovery (EOR). Much of the work has been performed at reservoir conditions. This includes a bubble chamber and several core flood apparatus developed or modified to measure interfacial tension (IFT), critical micelle concentration (CMC), foam durability, surfactant sorption at reservoir conditions, and pressure and temperature effects on foam systems.Carbon dioxide and N{sub 2} systems have been considered, under both miscible and immiscible conditions. The injection of CO2 into brine-saturated sandstone and carbonate core results in brine saturation reduction in the range of 62 to 82% brine in the tests presented in this paper. In each test, over 90% of the reduction occurred with less than 0.5 PV of CO{sub 2} injected, with very little additional brine production after 0.5 PV of CO{sub 2} injected. Adsorption of all considered surfactant is a significant problem. Most of the effect is reversible, but the amount required for foaming is large in terms of volume and cost for all considered surfactants. Some foams increase resistance to the value beyond what is practical in the reservoir. Sandstone, limestone, and dolomite core samples were tested. Dissolution of reservoir rock and/or cement, especially carbonates, under acid conditions of CO2 injection is a potential problem in CO2 injection into geological formations. Another potential change in reservoir injectivity and productivity will be the precipitation of dissolved carbonates as the brine flows and pressure decreases. The results of this report provide methods for determining surfactant sorption and can be used to aid in the determination of surfactant requirements for reservoir use in a CO{sub 2}-foam flood for mobility control. It also provides data to be used to determine rock permeability changes during CO{sub 2} flooding due to saturation changes, dissolution, and precipitation.

Transportation Energy Futures Series: Effects of Travel Reduction and Efficient Driving on Transportation: Energy Use and Greenhouse Gas Emissions

Since the 1970s, numerous transportation strategies have been formulated to change the behavior of drivers or travelers by reducing trips, shifting travel to more efficient modes, or improving the efficiency of existing modes. This report summarizes findings documented in existing literature to identify strategies with the greatest potential impact. The estimated effects of implementing the most significant and aggressive individual driver behavior modification strategies range from less than 1% to a few percent reduction in transportation energy use and GHG emissions. Combined strategies result in reductions of 7% to 15% by 2030. Pricing, ridesharing, eco-driving, and speed limit reduction/enforcement strategies are widely judged to have the greatest estimated potential effect, but lack the widespread public acceptance needed to accomplish maximum results. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

Industry contributes directly and indirectly (through consumed electricity) about 37% of the global greenhouse gas emissions, of which over 80% is from energy use. Total energy-related emissions, which were 9.9 GtCO2 in 2004, have grown by 65% since 1971. Even so, industry has almost continuously improved its energy efficiency over the past decades. In the near future, energy efficiency is potentially the most important and cost-effective means for mitigating greenhouse gas emissions from industry. Target-setting agreements, also known as voluntary ornegotiated agreements, have been used by a number of governments as amechanism for promoting energy efficiency within the industrial sector. Arecent survey of such target-setting agreement programs identified 23energy efficiency or GHG emissions reduction voluntary agreement programsin 18 countries. International best practice related to target-settingagreement programs calls for establishment of a coordinated set ofpolicies that provide strong economic incentives as well as technical andfinancial support to participating industries. The key program elementsof a target-setting program are the target-setting process,identification of energy-saving technologies and measures usingenergy-energy efficiency guidebooks and benchmarking as well as byconducting energy-efficiency audits, development of an energy-savingsaction plan, development and implementation of energy managementprotocols, development of incentives and supporting policies, monitoringprogress toward targets, and program evaluation. The Gas Turbine-Modular Helium Reactor (GT-MHR) is the result of coupling the evolution of a small passively safe reactor with key technology developments in the US during the last decade: large industrial gas turbines, large active magnetic bearings, and compact, highly effective plate-fin heat exchangers. The GT-MHR is the only reactor concept which provides a step increase in economic performance combined with increased safety. This is accomplished through its unique utilization of the Brayton cycle to produce electricity directly with the high temperature helium primary coolant from the reactor directly driving the gas turbine electrical generator. This cannot be accomplished with another reactor concept. It retains the high levels of passive safety and the standardized modular design of the steam cycle MHTGR, while showing promise for a significant reduction in power generating costs by increasing plant net efficiency to a remarkable 47%.

An energy equivalency analysis of trade-offs between thermal efficiency and standby loss requirements for commercial gas service water heaters

The American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE) Standing Standard Project Committee 90.1 has approved an addendum (90.lb) to ASHRAE/IES Standard 90.1-1989. The addendum specifies an increase in the minimum thermal efficiency requirement (from 77% to 78%), accompanied by an easing of the standby loss requirements, for commercial gas-fired service water heaters. The Pacific Northwest Laboratory performed an energy equivalency analysis to assess the impact of trade-offs between the improved thermal efficiency and the less stringent standby loss requirements. The analysis objective was to estimate whether the energy savings during firing would offset the increased energy losses during standby periods. The primary focus of this report is to summarize the major results of the analysis and provide a recommendation for minimum energy-efficiency commercial gas-fired service water heaters. Limitations to the availability of detailed performance and energy-use data for these commercial water heaters are also pointed out.

The pulp and paper industry accounts for over 12% of total manufacturing energy use in the US (US EIA 1997a), contributing 9% to total manufacturing carbon dioxide emissions. In the last twenty-five years primary energy intensity in the pulp and paper industry has declined by an average of 1% per year. However, opportunities still exist to reduce energy use and greenhouse gas emissions in the manufacture of paper in the US This report analyzes the pulp and paper industry (Standard Industrial Code (SIC) 26) and includes a detailed description of the processes involved in the production of paper, providing typical energy use in each process step. We identify over 45 commercially available state-of-the-art technologies and measures to reduce energy use and calculate potential energy savings and carbon dioxide emissions reductions. Given the importance of paper recycling, our analysis examines two cases. Case A identifies potential primary energy savings without accounting for an increase in recycling, while Case B includes increasing paper recycling. In Case B the production volume of pulp is reduced to account for additional pulp recovered from recycling. We use a discount rate of 30% throughout our analysis to reflect the investment decisions taken in a business context. Our Case A results indicate that a total technical potential primary energy savings of 31% (1013 PJ) exists. For case A we identified a cost-effective savings potential of 16% (533 PJ). Carbon dioxide emission reductions from the energy savings in Case A are 25% (7.6 MtC) and 14% (4.4 MtC) for technical and cost-effective potential, respectively. When recycling is included in Case B, overall technical potential energy savings increase to 37% (1215 PJ) while cost-effective energy savings potential is 16%. Increasing paper recycling to high levels (Case B) is nearly cost-effective assuming a cut-off for cost-effectiveness of a simple payback period of 3 years. If this measure is included, then the cost-effective energy savings potential in case B increases to 22%.

Energy efficient data centers

Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California. Finally, a research ''roadmap'' was developed through extensive participation with data center professionals, examination of case study findings, and participation in data center industry meetings and workshops. Industry partners enthusiastically provided valuable insight into current practice, and helped to identify areas where additional public interest research could lead to significant efficiency improvement. This helped to define and prioritize the research agenda. The interaction involved industry representatives with expertise in all aspects of data center facilities, including specialized facility infrastructure systems and computing equipment. In addition to the input obtained through industry workshops, LBNL's participation in a three-day, comprehensive design ''charrette'' hosted by the Rocky Mountain Institute (RMI) yielded a number of innovative ideas for future research.

A vacuum pump is provided for drawing a partial vacuum within the evaporating receptacle, and a vapor compression refrigeration system is provided which includes condenser coils disposed to heat and vaporize the distilland while it is within the evaporating receptacle, and evaporator coils for cooling and condensing the vaporized distilland in the condensing receptacle. This paper reviews the relationship between energy efficiency and demand response and discusses approaches and barriers to coordinating energy efficiency and demand response. The paper is intended to support the 10 implementation goals of the National Action Plan for Energy Efficiency's Vision to achieve all cost-effective energy efficiency by 2025. Improving energy efficiency in our homes, businesses, schools, governments, and industries - which consume more than 70 percent of the nation's natural gas and electricity - is one of the most constructive, cost-effective ways to address the challenges of high energy prices, energy security and independence, air pollution, and global climate change. While energy efficiency is an increasingly prominent component of efforts to supply affordable, reliable, secure, and clean electric power, demand response is becoming a valuable tool in utility and regional resource plans. The Federal Energy Regulatory Commission (FERC) estimated the contribution from existing U.S. demand response resources at about 41,000 megawatts (MW), about 5.8 percent of 2008 summer peak demand (FERC, 2008). Moreover, FERC recently estimated nationwide achievable demand response potential at 138,000 MW (14 percent of peak demand) by 2019 (FERC, 2009).2 A recent Electric Power Research Institute study estimates that 'the combination of demand response and energy efficiency programs has the potential to reduce non-coincident summer peak demand by 157 GW' by 2030, or 14-20 percent below projected levels (EPRI, 2009a). This paper supports the Action Plan's effort to coordinate energy efficiency and demand response programs to maximize value to customers. Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

The efficiency of the internal combustion engine might be enhanced by employing spinning gas. A gas spinning at near sonic velocities has an effectively higher heat capacity, which allows practical fuel cycles, which are far from the Carnot efficiency, to approach more closely the Carnot efficiency. A gain in fuel efficiency of several percent is shown to be theoretically possible for the Otto and Diesel cycles. The use of a flywheel, in principle, could produce even greater increases in the efficiency.

Cleanroom Energy Efficiency Workshop Proceedings

On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions. This workshop was intended to raise awareness by sharing case study success stories, providing a forum for industry networking on energy issues, contributing LBNL expertise in research to date, determining barriers to implementation and possible solutions, and soliciting input for further research.

China is fueling its phenomenal economic growth with huge quantities of coal. The environmental consequences reach far beyond its borders--China is second only to the United States in greenhouse gas emissions. Expanding its supply of other energy sources, like nuclear power and imported oil, raises trade and security issues. Soaring electricity demand necessitates the construction of 40-70 GW of new capacity per year, creating sustained financing challenges. While daunting, the challenge of meeting China's energy needs presents a wealth of opportunities, particularly in meeting demand through improved energy efficiency and other clean energy technologies. The China Energy Group at the Lawrence Berkeley National Laboratory (LBNL) is committed to understanding these opportunities, and to exploring their implications for policy and business. We work collaboratively with energy researchers, suppliers, regulators, and consumers in China and elsewhere to: better understand the dynamics of energy use in China. Our Research Focus Encompasses Three Major Areas: Buildings, Industry, and Cross-Cutting Activities. Buildings--working to promote energy-efficient buildings and energy-efficient equipment used in buildings. Current work includes promoting the design and use of minimum energy efficiency standards and energy labeling for appliances, and assisting in the development and implementation of building codes for energy-efficient residential and commercial/public buildings. Past work has included a China Residential Energy Consumption Survey and a study of the health impacts of rural household energy use. Industry--understanding China's industrial sector, responsible for the majority of energy consumption in China. Current work includes benchmarking China's major energy-consuming industries to world best practice, examining energy efficiency trends in China's steel and cement industries, implementing voluntary energy efficiency agreements in various industries, and developing a multi-year program for standards and for optimizing the industrial motor systems in China. Past work has included a comprehensive study of China's oil refining sector. Cross-Cutting--analysis and research focused on multisector, policy, and long-term development issues. Current cross-cutting policy and analysis research includes work on government procurement programs; energy service companies; a national energy policy assessment including the National Energy Strategy released by the government in early 2005; energy efficiency policy; an analysis of past trends in energy consumption in China as well as of future scenarios; and our China Energy Databook accompanied by chapter summaries and analysis of recent trends.

Data centers provide mission-critical computing functions vital to the daily operation of top U.S. economic, scientific, and technological organizations. These data centers consume large amounts of energy to run and maintain their computer systems, servers, and associated high-performance components?up to 3% of all U.S. electricity powers data centers. And as more information comes online, data centers will consume even more energy. Data centers can become more energy efficient by incorporating features like power-saving "stand-by" modes, energy monitoring software, and efficient cooling systems instead of energy-intensive air conditioners. These and other efficiency improvements to data centers can produce significant energy savings, reduce the load on the electric grid, and help protect the nation by increasing the reliability of critical computer operations.

RP-5 Renewable Energy Efficiency Project

This is the final technical report for the RP-5 Renewable Energy Efficiency Project (REEP). The report summarizes, in a comprehensive manner, all the work performed during the award period extending between July 12, 2002 and June 30, 2007. This report has been prepared in accordance with the Department of Energy (DOE) Guidelines and summarizes all of the activities that occurred during the award period. The RP-5 Renewable Energy Efficiency Project, under development by the Inland Empire Utilities Agency (IEUA), is comprised of a series of full-scale demonstration projects that will showcase innovative combinations of primary and secondary generation systems using methane gas derived from local processing of biosolids, dairy manure and other organic material. The goal of the project is to create renewable energy-based generation systems with energy efficiencies 65% or more. The project was constructed at the 15 MGD Regional Wastewater Treatment Plant No. 5 located in the City of Chino in California where the Agency has constructed its new energy-efficient (platinum-LEED rating) headquarters building. Technologies that were featured in the project include internal combustion engines (ICE), absorption chillers, treatment plant secondary effluent cooling systems, heat recovery systems, thermal energy storage (TES), Organic Rankine Cycle (ORC) secondary power generation system, the integration of a future fuel cell system, gas cleaning requirements, and other state-of-the-art design combinations. The RP-5 REEP biogas source is coming from three manure digesters which are located within the RP-5 Complex and are joined with the RP-5 REEP through gas conveyance pipelines. Food waste is being injected into the manure digesters for digester gas production enhancement. The RP-5 REEP clearly demonstrates the biogas production and power generation viability, specifically when dealing with renewable and variable heating value (Btu) fuel. The RP-5 REEP was challenged with meeting stringent utility, gas, power, and air quality rules and regulations. Coordination with the Southern California Gas Company (SCGC), Southern California Edison (SCE), and South Coast Air Quality Management District (SCAQMD) was continuous and extensive. The interconnecting agreement and the permit to construct and operate were major obstacles despite the early start and coordination with the utility companies and regulatory agencies. The RP-5 REEP is part of a unique RP-5 Complex approach where several facilities are tied and connected with each other; where energy and gas can be transferred from one facility to another (see attached RP-5 Complex Ultimate Energy Balance Diagram). The REEP also incorporated new technologies, such as TES and ORC, along with using heat recovery for the platinum-LEED headquarter buildings heating and cooling via efficient absorption chillers. Through the conceptual design phase, numerous innovative technologies were researched and evaluated, with the most proven and efficient selected to be part of the RP-5 REEP.

This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. Low energy synthesis gas systems - New technology

Natural gas steam reforming today covers more than 70% of synthesis gas production. The gas specific consumption has been largely improved during the last thirty years. It has now reached 32 GJ/metric ton of NH/sub 3/ on HHV, from 45 in the sixties. Ammonia is still the major user of synthesis gas. The successive improvements are: thermal energy recovery from the combustion gases at the outlet of the tubular reformer, where only 40% of the energy input is absorbed by the endothermal reaction; better quality of the reforming and conversion catalysts; better CO/sub 2/ removal processes; improved catalyst for ammonia and methanol synthesis and recovery of the H/sub 2/ from the purge gas. One of these processes has been successfully experimented. It involves the suppression of the tubular steam reforming, replaced by a simpler autothermal catalytic reactor and the new REGATE reheater of reactant gases to 1500/sup 0/C under pressure (air + steam for NH/sub 3/, recycled gas + steam for H/sub 2/ and CH/sub 3/OH). No oxygen is needed. The system is simpler, more efficient (27,0 GJ/metric ton of NH/sub 3/ HHV) and safer.

The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings. In its first Phase, SEEC will provide limited technical and policy support assistance, training, certification and education to a wide spectrum of the building construction, codes and standards, and the consumer marketplace.

No maintenance -- no energy efficiency

Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

Energy-efficient buildings: Does the marketplace work?

For a variety of reasons, U.S. households, businesses, manufacturers, and government agencies all fail to take full advantage of cost-effective, energy-efficiency opportunities. Despite a growing environmental ethic among Americans and a concern for energy independence, consumers in this country are underinvesting in technologies, products, and practices that would cut their energy bills. The result is a large untapped potential for improving energy productivity, economic competitiveness, environmental quality, and energy security. The thesis of this paper is that the marketplace for energy efficiency, in general, is not operating perfectly, and the marketplace for energy-efficient buildings, in particular, is flawed. The reasons for underinvestments in cost-effective, energy efficiency are numerous and complicated. They also vary from sector to sector: the principal causes of energy inefficiencies in agriculture, manufacturing, and transportation are not the same as the causes of inefficiencies in homes and office buildings, although there are some similarities. One of the reasons for these differences is that the structure of marketplace for delivering new technologies and products in each sector differs. Energy-efficiency improvements in the buildings sector is critical to reducing greenhouse gas emissions, since most of the energy consumed in buildings comes from the burning of fossil fuels. This paper therefore begins by describing energy use and energy trends in the U.S. buildings sector. Characteristics of the marketplace for delivering energy efficiency technologies and products are then described in detail, arguing that this marketplace structure significantly inhibits rapid efficiency improvements.
