    The aim of commissioning new buildings is to ensure that they deliver, if not exceed, the performance and energy savings promised by their design. When applied to existing buildings, commissioning identifies the almost inevitable 'drift' from where things should be and puts the building back on course. In both contexts, commissioning is a systematic, forensic approach to quality assurance, rather than a technology per se. Although commissioning has earned increased recognition in recent years - even a toehold in Wikipedia - it remains an enigmatic practice whose visibility severely lags its potential. Over the past decade, Lawrence Berkeley National Laboratory has built the world's largest compilation and meta-analysis of commissioning experience in commercial buildings. Since our last report (Mills et al. 2004) the database has grown from 224 to 643 buildings (all located in the United States, and spanning 26 states), from 30 to 100 million square feet of floorspace, and from $17 million to $43 million in commissioning expenditures. The recorded cases of new-construction commissioning took place in buildings representing $2.2 billion in total construction costs (up from 1.5 billion). The work of many more commissioning providers (18 versus 37) is represented in this study, as is more evidence of energy and peak-power savings as well as cost-effectiveness. We now translate these impacts into avoided greenhouse gases and provide new indicators of cost-effectiveness. We also draw attention to the specific challenges and opportunities for high-tech facilities such as labs, cleanrooms, data centers, and healthcare facilities. The results are compelling. We developed an array of benchmarks for characterizing project performance and cost-effectiveness. The median normalized cost to deliver commissioning was $0.30/ft2 for existing buildings and $1.16/ft2 for new construction (or 0.4% of the overall construction cost). The commissioning projects for which data are available revealed over 10,000 energy-related problems, resulting in 16% median whole-building energy savings in existing buildings and 13% in new construction, with payback time of 1.1 years and 4.2 years, respectively. In terms of other cost-benefit indicators, median benefit-cost ratios of 4.5 and 1.1, and cash-on-cash returns of 91% and 23% were attained for existing and new buildings, respectively. High-tech buildings were particularly cost-effective, and saved higher amounts of energy due to their energy-intensiveness. Projects with a comprehensive approach to commissioning attained nearly twice the overall median level of savings and five-times the savings of the least-thorough projects. It is noteworthy that virtually all existing building projects were cost-effective by each metric (0.4 years for the upper quartile and 2.4 years for the lower quartile), as were the majority of new-construction projects (1.5 years and 10.8 years, respectively). We also found high cost-effectiveness for each specific measure for which we have data. Contrary to a common perception, cost-effectiveness is often achieved even in smaller buildings. Thanks to energy savings valued more than the cost of the commissioning process, associated reductions in greenhouse gas emissions come at 'negative' cost. In fact, the median cost of conserved carbon is negative - -$110 per tonne for existing buildings and -$25/tonne for new construction - as compared with market prices for carbon trading and offsets in the +$10 to +$30/tonne range. Further enhancing the value of commissioning, its non-energy benefits surpass those of most other energy-management practices. Significant first-cost savings (e.g., through right-sizing of heating and cooling equipment) routinely offset at least a portion of commissioning costs - fully in some cases. When accounting for these benefits, the net median commissioning project cost was reduced by 49% on average, while in many cases they exceeded the direct value of the energy savings. Here we report on possible effects for considering a finite system size for such matter in the framework of the Hadron Resonance Gas model. The bulk thermodynamic variables as well as the fluctuations of conserved charges are considered. We find that the finite size effects are insignificant once the observables are scaled with the respective volumes. The only substantial effect is found in the fluctuations of electric charge which may therefore be used to extract information about the volume of fireball created in heavy-ion collision experiments.

    A technical description of NEXT-MM and its commissioning and first performance is reported. Having an active volume of ~35 cm drift $\\times$ 28 cm diameter, it constitutes the largest Micromegas-read TPC operated in Xenon ever constructed, made by a sectorial arrangement of the 4 largest single wafers manufactured with the Microbulk technique to date. It is equipped with a suitably pixelized readout and with a sufficiently large sensitive volume (~23 l) so as to contain long (~20 cm) electron tracks. First results obtained at 1 bar for Xenon and trimethylamine (Xe-(2 %)TMA) mixture are presented. The TPC can accurately reconstruct extended background tracks. An encouraging full-width half-maximum of 11.6 % was obtained for ~29 keV gammas without resorting to any data post-processing.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    At the request of the U.S. Department of Energy (DOE), Oak Ridge National Laboratory (ORNL), with assistance from the District of Columbia Energy Office (DCEO) performed an evaluation of part of the DCEO Residential Conservation Assistance Program (RCAP). The primary objective of the evaluation was to evaluate the effectiveness of the DCEO weatherization program. Because Weatherization Assistance Program (WAP) funds are used primarily for weatherization of single-family homes and because evaluating the performance of multi-family residences would be more complex than the project budget would support, ORNL and DCEO focused the study on gas-heated single-family homes. DCEO provided treatment information and arranged for the gas utility to provide billing data for 100 treatment houses and 434 control houses. The Princeton Scorkeeping Method (PRISM) software package was used to normalize energy use for standard weather conditions. The houses of the initial treatment group of 100 houses received over 450 measures costing a little over $180,000, including labor and materials. The average cost per house was $1,811 and the median cost per house was $1,674. Window replacement was the most common measure and accounted for about 35% of total expenditures. Ceiling and floor insulation was installed in 61 houses and accounts for almost 22% of the expenditures. Twenty-seven houses received replacement doors at an average cost of $620 per house. Eight houses received furnace or boiler replacements at an average cost of about $3,000 per house. The control-adjusted average measured savings are about 20 therms/year. The 95% confidence interval is approximately +20 to +60 therms/year. The average pre-weatherization energy consumption of the houses was about 1,100 therm/year. Consequently, the adjusted average savings is approximately 2% ({+-}4%)-not significantly different than zero. Most RCAP expenditures appear to go to repairs. While some repairs may have energy benefits, measures selected to meet repair needs generally have smaller energy benefits per unit cost than measures selected for energy conservation purposes. To the extent that extensive repairs are necessary or desirable, expectations of energy savings need to be adjusted. Since 2002, the DCEO has implemented a number of program improvements it believes enhance program performance. In 2003, DCEO published formal guidance for weatherization in RCAP (DCEO 2003). Consequently, the results of this study may not adequately represent the current performance of the program. DCEO should re-examine current RCAP weatherization patterns and energy savings to assess the effects of program changes.

    The project is titled 'Identification, Verification, and Compilation of Produced Water Management Practices for Conventional Oil and Gas Production Operations'. The Interstate Oil and Gas Compact Commission (IOGCC), headquartered in Oklahoma City, Oklahoma, is the principal investigator and the IOGCC has partnered with ALL Consulting, Inc., headquartered in Tulsa, Oklahoma, in this project. State agencies that also have partnered in the project are the Wyoming Oil and Gas Conservation Commission, the Montana Board of Oil and Gas Conservation, the Kansas Oil and Gas Conservation Division, the Oklahoma Oil and Gas Conservation Division and the Alaska Oil and Gas Conservation Commission. The objective is to characterize produced water quality and management practices for the handling, treating, and disposing of produced water from conventional oil and gas operations throughout the industry nationwide. Water produced from these operations varies greatly in quality and quantity and is often the single largest barrier to the economic viability of wells. The lack of data, coupled with renewed emphasis on domestic oil and gas development, has prompted many experts to speculate that the number of wells drilled over the next 20 years will approach 3 million, or near the number of current wells. This level of exploration and development undoubtedly will draw the attention of environmental communities, focusing their concerns on produced water management based on perceived potential impacts to fresh water resources. Therefore, it is imperative that produced water management practices be performed in a manner that best minimizes environmental impacts. This is being accomplished by compiling current best management practices for produced water from conventional oil and gas operations and to develop an analysis tool based on a geographic information system (GIS) to assist in the understanding of watershed-issued permits. That would allow management costs to be kept in line with the specific projects and regions, which increases the productive life of wells and increases the ultimate recoverable reserves in the ground. A case study was conducted in Wyoming to validate the applicability of the GIS analysis tool for watershed evaluations under real world conditions. Results of the partnered research will continue to be shared utilizing proven methods, such as on the IGOCC Web site, preparing hard copies of the results, distribution of documented case studies, and development of reference and handbook components to accompany the interactive internet-based GIS watershed analysis tool. Additionally, there have been several technology transfer seminars and presentations. The goal is to maximize the recovery of our nation's energy reserves and to promote water conservation.

    Institutional barriers to the use of natural gas as a fuel for motor vehicle fleets were identified and assessed. Recommendations for barrier removal were then developed. The research technique was a combination of literature review and interviews of knowledgeable persons in government and industry, including fleet operators and marketers of natural gas vehicles and systems. Eight types of institutional barriers were identified and assessed. The most important were two safety-related barriers: (1) lack of a national standard for the safety design and certification of natural gas vehicles and refueling stations; and (2) excessively conservative or misapplied state and local regulations, including bridge and tunnel restrictions, restrictions on types of vehicles that may be fueled by natural gas, zoning regulations that prohibit operation of refueling stations, parking restrictions, application of LPG standards to LNG vehicles, and unintentionally unsafe vehicle or refueling station requirements. Other barriers addressed include: (3) need for clarification of EPA's tampering enforcement policy; (4) the US hydrocarbon standard; (5) uncertainty concerning state utility commission jurisdiction; (6) sale-for-resale prohibitions imposed by natural gas utility companies or state utility commissions; (7) uncertainty of the effects of conversions to natural gas on vehicle manufacturers warranties; and (8) need for a natural gas to gasoline-equivalent-units conversion factor for use in calculation of state road use taxes. Insurance on natural gas vehicles, and state emissions and anti-tampering regulations were also investigated as part of the research but were not found to be barriers.

    Commissioning California's houses can result in better performing systems and houses. In turn, this will result in more efficient use of energy, carbon emission reductions, and improved occupant comfort. In particular, commissioning houses can save a significant amount of HVAC-related energy (15 to 30% in existing houses, 10 to 20% in new conventional houses, and up to 8% in advanced energy efficiency houses). The process that we considered includes corrective measures that could be implemented together during construction or during a single site visit (e.g., air tightening, duct sealing, and refrigerant and air handler airflow corrections in a new or existing house). Taking advantage of additional, more complex opportunities (e.g., installing new windows in an existing house, replacing the heating and air conditioning system in a new or existing house) can result in additional HVAC-related energy savings (60 to 75% in existing houses, and 50 to 60% in new conventional houses). The commissioning-related system and house performance improvements and energy savings translate to additional benefits throughout California and beyond. By applying commissioning principles to their work, the building community (builders and contractors) benefit from reduced callbacks and lower warranty costs. HERS raters and inspectors will have access to an expanded market sector. As the commissioning process rectifies construction defects and code problems, building code officials benefit from better compliance with codes. The utilities benefit from reduced peak demand, which can translate into lower energy acquisition costs. As houses perform closer to expectations, governmental bodies (e.g., the California Energy Commission and the Air Resources Board) benefit from greater assurance that actual energy consumption and carbon emissions are closer to the levels mandated in codes and standards, resulting in better achievement of state energy conservation and environmental goals. California residents' quality of life is improved through better indoor environmental comfort and lower energy bills. Lower energy bills free up money for residents to spend on other needs or goals, such as additional education and health and welfare. With an expansion of existing industries and the development of new commissioning-related industries, related jobs and tax revenues will increase, further increasing the quality of life for California.

    The ATLAS experiment at the Large Hadron Collider (LHC) will face the challenge of efficiently selecting interesting candidate events in $pp$ collisions at 14 TeV centre-of-mass energy, whilst rejecting the enormous number of background events. Therefore it is equipped with a three level trigger system. The first level is is hardware based and uses coarse granularity calorimeter information and fast readout muon chambers. The second and third level triggers, which are software based, will need to reduce the first level trigger output rate of ~ 75 kHz to ~ 200 Hz written out to mass storage.     The SSC, with an energy of 20 TeV/Beam, requires a sequence of individual accelerators of increasing energy in the injector chain. These are the Linac, Low Energy Booster, Medium Energy Booster, and High Energy Booster. Each accelerator system must be completed in sequence in order to provide beam to the next higher energy accelerator. The collider itself is comprised of ten sectors, each of which in terms of superconducting magnet bending strength, is equivalent to two HEB injectors. The completion of all injectors and collider sectors is required before stored beams can circulate in preparation for colliding beam operation. Four experimental halls are planned for the detector systems. Each major detector will be assembled in one of the halls by a world-wide collaboration of scientists. In addition, above ground facilities provide shops and test facilities for accelerator technical systems, superconducting magnet and materials research and development, and for detector assembly and operations. The purpose of this report is to present a plan for the sequential commissioning and operation of these individual accelerators and other technical facilities of the SSC. A central objective of this plan is to describe the activities at the SSCL that are not included as part of the construction project TPC, even though they occur during the overall project construction time-frame. Examples of such activities include the operation of general laboratory facilities and services not specifically related to construction, the operating costs for the individual accelerators in the injector chain once these facilities have been commissioned, and the costs of SSCL physics research groups. The Department of Energy has provided the following decision with regard to these operations categories for the SSCL.

    The University of Wisconsin has completed fabrication and commissioning of a low frequency (199.6 MHz) superconducting electron gun based on a quarter wave resonator (QWR) cavity. Its concept was optimized to be the source for a CW free electron laser facility. The gun design includes active tuning and a high temperature superconducting solenoid.     The status of the commissioning of the ATLAS experiment as of May 2008 is presented. The sub-detector integration in recent milestone weeks is described. Cosmic commissioning in milestone week M6 included simultaneous data-taking and combined track analysis of the muon detector and inner detector, as well as combined analysis of muon detector and muon trigger. The calorimeters have achieved near-full operation, and are integrated with the calorimeter trigger. The high-level-trigger infrastructure is being installed and algorithms tested in technical runs.

    We report on the successful commissioning of the Francium Trapping Facility at TRIUMF. Large laser-cooled samples of francium are produced from a francium ion beam delivered by the ISAC radioactive ion beam facility. The ion beam is neutralized on an yttrium foil, which is subsequently heated to transfer the atoms into the magneto-optical trapping region. We have successfully trapped $^{207}$Fr, $^{209}$Fr and $^{221}$Fr, with a maximum of $2.5 \\times 10^5$ $^{209}$Fr atoms. The neutral cold atoms will be used in studies of the weak interaction through measurements of atomic parity non-conservation.

    The purpose of this document is to report the first year accomplishments of two coordinated Laboratory Directed Research and Development (LDRD) projects that utilize a hybrid energy testing laboratory that couples various reactors to investigate system reactance behavior. This work is the first phase of a series of hybrid energy research and testing stations - referred to hereafter as HYTEST facilities – that are planned for construction and operation at the Idaho National Laboratory (INL). A HYTEST Phase I facility was set up and commissioned in Bay 9 of the Bonneville County Technology Center (BCTC). The purpose of this facility is to utilize the hydrogen and oxygen that is produced by the High Temperature Steam Electrolysis test reactors operating in Bay 9 to support the investigation of kinetic phenomena and transient response of integrated reactor components. This facility provides a convenient scale for conducting scoping tests of new reaction concepts, materials performance, new instruments, and real-time data collection and manipulation for advance process controls. An enclosed reactor module was assembled and connected to a new ventilation system equipped with a variable-speed exhaust blower to mitigate hazardous gas exposures, as well as contract with hot surfaces. The module was equipped with a hydrogen gas pump and receiver tank to supply high quality hydrogen to chemical reactors located in the hood.

    This document provides the algorithms for CHP system performance monitoring and commissioning verification (CxV). It starts by presenting system-level and component-level performance metrics, followed by descriptions of algorithms for performance monitoring and commissioning verification, using the metric presented earlier. Verification of commissioning is accomplished essentially by comparing actual measured performance to benchmarks for performance provided by the system integrator and/or component manufacturers. The results of these comparisons are then automatically interpreted to provide conclusions regarding whether the CHP system and its components have been properly commissioned and where problems are found, guidance is provided for corrections. A discussion of uncertainty handling is then provided, which is followed by a description of how simulations models can be used to generate data for testing the algorithms. A model is described for simulating a CHP system consisting of a micro-turbine, an exhaust-gas heat recovery unit that produces hot water, a absorption chiller and a cooling tower. The process for using this model for generating data for testing the algorithms for a selected set of faults is described. The next section applies the algorithms developed to CHP laboratory and field data to illustrate their use. The report then concludes with a discussion of the need for laboratory testing of the algorithms on a physical CHP systems and identification of the recommended next steps.

    The ReA reaccelerator is being added to the National Superconducting Cyclotron Laboratory (NSCL) fragmentation facility in order to provide exotic rare-isotope beams, not available at the Isotope Separation On-Line facilities, in the several-MeV/u energy range. The first stage of the NSCL reaccelerator complex, consisting of an EBIT charge breeder, a room-temperature radiofrequency quadrupole (RFQ) accelerator, and superconducting linear accelerator modules, has been completed and is being put into operation. Commissioning of the EBIT has started by extracting charge-bred residual gas ions, ions created from a Ne gas jet directed across the EBIT's electron beam and ions captured from an external test ion source. Charge-bred ions from the Ne gas jet have been extracted as a pulse and accelerated through the RFQ and the two cryomodules.

    This paper describes the results from the second season of research to develop and evaluate the performance of new Automated Demand Response (Auto-DR) hardware and software technology in large facilities. Demand Response (DR) is a set of activities to reduce or shift electricity use to improve the electric grid reliability and manage electricity costs. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. We refer to this as Auto-DR. The evaluation of the control and communications must be properly configured and pass through a set of test stages: Readiness, Approval, Price Client/Price Server Communication, Internet Gateway/Internet Relay Communication, Control of Equipment, and DR Shed Effectiveness. New commissioning tests are needed for such systems to improve connecting demand responsive building systems to the electric grid demand response systems.

    The commissioning of the RHIC spin flipper in the RHIC Blue ring during the RHIC polarized proton run in 2009 showed the detrimental effects of global vertical coherent betatron oscillation induced by the 2-AC dipole plus 4-DC dipole configuration. This global orbital coherent oscillation of the RHIC beam in the Blue ring in the presence of collision modulated the beam-beam interaction between the two RHIC beams and affected Yellow beam polarization. The experimental data at injection with different spin tunes by changing the snake current also demonstrated that it was not possible to induce a single isolated spin resonance with the global vertical coherent betatron oscillation excited by the two AC dipoles. Hence, a new design was proposed to eliminate the coherent vertical betatron oscillation outside the spin flipper by adding three additional AC dipoles. This paper presents the experimental results as well as the new design.

    Although this guide focuses on the retrocommissioning process and its advantages, all three types of commissioning--retrocommissioning, commissioning, and recommissioning--play an equally important role in ensuring that buildings perform efficiently and provide comfortable, safe, and productive work environments for owners and occupants. For new construction and retrofit projects, commissioning should be incorporated early, during design, and last throughout the length of the project. For buildings that were never commissioned, the retrocommissioning process can yield a wealth of cost-saving opportunities while enhancing a building's environment. Finally, once a building is commissioned or retrocommissioned, incorporating recommissioning into the organization's O and M program (by periodically reapplying the original diagnostic testing and checklist procedures) helps ensure that cost savings and other benefits gained from the original process persist over time.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify deficiencies or to correct them. Solving this problem requires field performance evaluations using appropriate and agreed upon procedures in the form of a new process called residential commissioning. The purpose of this project is to develop and document these procedures and to demonstrate the value that applying them could provide in both new and existing California houses. This project has four specific objectives: to develop metrics and diagnostics for assessing house performance, to provide information on the potential benefits of commissioning using a whole-house approach, to develop programmatic guidelines for commissioning, and to conduct outreach efforts to transfer project results to industry stakeholders. The primary outcomes from this project are the development of residential commissioning guidelines and the analytical confirmation that there are significant potential benefits associated with commissioning California houses, particularly existing ones. In addition, we have made substantial advances in understanding the accuracy and usability of diagnostics for commissioning houses. In some cases, we have been able to work with equipment manufacturers to improve these aspects of their diagnostic tools. These outcomes provide a solid foundation on which to build a residential commissioning program in California. We expect that a concerted effort will be necessary to integrate such a program with existing building industry efforts and to demonstrate its use in the field.

The Guide provides information on implementing building commissioning projects that will optimize the results of existing building equipment improvements and retrofits projects. It should be used in coordination with Rebuild America`s Community Partnership Handbook. The Handbook describes, in detail, eight important steps necessary for planning and carrying out a community-wide energy-efficiency program. In step number 7 of the Handbook, commissioning is shown to be an integral aspect of implementing a building retrofit. The commissioning process ensures that a facility is safe, efficient, comfortable, and conducive to the presumed activities for which it was constructed. Rebuild America strongly encourages its partners to incorporate commissioning into their retrofit projects. By verifying the correct installation, functioning, operation, and maintenance of equipment, the commissioning process ensures that efficiency measures will continue to deliver benefits over the long term. Although commissioning can take place after the equipment has been installed, it is more effective when it takes place over the entire equipment installation process.

    The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules. Despite the horizontal geometry of the LHCb detector it was possible to collect over one million useful cosmic events that allowed a first time alignment of the sub-detectors.     The ATLAS pixel detector is a high precision silicon tracking device located closest to the LHC interaction point. It belongs to the first generation of its kind in a hadron collider experiment. It will provide crucial pattern recognition information and will largely determine the ability of ATLAS to precisely track particle trajectories and find secondary vertices. It was the last detector to be installed in ATLAS in June 2007, has been fully connected and tested in-situ during spring and summer 2008. It is currently in a commissioning phase using cosmic-ray events. We present the highlights of the past and future commissioning activities of the ATLAS pixel system.

    In July 2010, the U.S. Department of Energy (DOE) awarded funding to PECI to develop training curriculum in commercial energy auditing and building commissioning. This program was created in response to the high demand for auditing and commissioning services in the U.S. commercial buildings market and to bridge gaps and barriers in existing training programs. Obstacles addressed included: lack of focus on entry level candidates; prohibitive cost and time required for training; lack of hands-on training; trainings that focus on certifications & process overviews; and lack of comprehensive training. PECI organized several other industry players to create a co-funded project sponsored by DOE, PECI, New York State Energy and Research Development Authority (NYSERDA), California Energy Commission (CEC), Northwest Energy Efficiency Alliance (NEEA) and California Commissioning Collaborative (CCC). After awarded, PECI teamed with another DOE awardee, New Jersey Institute of Technology (NJIT), to work collaboratively to create one comprehensive program featuring two training tracks. NJIT’s Center for Building Knowledge is a research and training institute affiliated with the College of Architecture and Design, and provided e-learning and video enhancements. This project designed and developed two training programs with a comprehensive, energy-focused curriculum to prepare new entrants to become energy auditors or commissioning authorities (CxAs). The following are the key elements of the developed trainings, which is depicted graphically in Figure 1: • Online classes are self-paced, and can be completed anywhere, any time • Commissioning Authority track includes 3 online modules made up of 24 courses delivered in 104 individual lessons, followed by a 40 hour hands-on lab. Total time required is between 75 and 100 hours, depending on the pace of the independent learner. • Energy Auditor track includes 3 online modules made up of 18 courses delivered in 72 individual lessons, followed by a 24 hour hands-on lab. Total time required is between 50 and 70 hours, depending on the pace of the independent learner. • Individual courses can be taken for continuing education credits. • Assessments are included for each course, and a score of at least 80% is required for completion. • Completion of Modules 1 through 3 is prerequisite for participating in the laboratory. More experienced participants have the option to test out of Modules 1 and 2 and complete Module 3 to progress to the laboratory.

    The Indian program of the RF based negative ion source has started off with the commissioning of ROBIN, the inductively coupled RF based negative ion source facility under establishment at Institute for Plasma research (IPR), India. The facility is being developed under a technology transfer agreement with IPP Garching. It consists of a single RF driver based beam source (BATMAN replica) coupled to a 100 kW, 1 MHz RF generator with a self excited oscillator, through a matching network, for plasma production and ion extraction and acceleration. The delivery of the RF generator and the RF plasma source without the accelerator, has enabled initiation of plasma production experiments. The recent experimental campaign has established the matching circuit parameters that result in plasma production with density in the range of 0.5-1x10{sup 18}/m{sup 3}, at operational gas pressures ranging between 0.4-1 Pa. Various configurations of the matching network have been experimented upon to obtain a stable operation of the set up for RF powers ranging between 25-85 kW and pulse lengths ranging between 4-20 s. It has been observed that the range of the parameters of the matching circuit, over which the frequency of the power supply is stable, is narrow and further experiments with increased number of turns in the coil are in the pipeline to see if the range can be widened. In this paper, the description of the experimental system and the commissioning data related to the optimisation of the various parameters of the matching network, to obtain stable plasma of required density, are presented and discussed.
