Introduction and Background Large amounts of methane in well water is a wide spread problem in North America. Methane gas from decaying biomass and oil and gas deposits escape into water wells typically through cracks or faults in otherwise non-porous rock strata producing saturated water systems. This methane saturated water can pose several problems in the delivery of drinking water. The problems range from pumps vapor locking (cavitating), to pump houses exploding. The City of Marsing requested Idaho National Laboratory (INL) to assist with some water analyses as well as to provide some engineering approaches to methane capture through the INL Technical Assistance Program (TAP). There are several engineering approaches to the removal of methane and natural gas from water sources that include gas stripping followed by compression and/or dehydration; membrane gas separators coupled with dehydration processes, membrane water contactors with dehydration processes.

Emission and Chemistry of Organic Carbon in the Gas and Aerosol Phase at a Sub-Urban Site Near Mexico City in March 2006 During the MILAGRO Study

Volatile organic compounds (VOCs) and carbonaceous aerosol were measured at a sub-urban site near Mexico City in March of 2006 during the MILAGRO study (Megacity Initiative: Local and Global Research Objectives). Diurnal variations of hydrocarbons, elemental carbon (EC) and hydrocarbon-like organic aerosol (HOA) were dominated by a high peak in the early morning when local emissions accumulated in a shallow boundary layer, and a minimum in the afternoon when the emissions were diluted in a significantly expanded boundary layer and, in case of the reactive gases, removed by OH. In comparison, diurnal variations of species with secondary sources such as the aldehydes, ketones, oxygenated organic aerosol (OOA) and water-soluble organic carbon (WSOC) stayed relatively high in the afternoon indicating strong photochemical formation. Emission ratios of many hydrocarbon species relative to CO were higher in Mexico City than in the U.S., but we found similar emission ratios for most oxygenated VOCs and organic aerosol. Secondary formation of acetone may be more efficient in Mexico City than in the U.S., due to higher emissions of alkane precursors from the use of liquefied petroleum gas. Secondary formation of organic aerosol was similar between Mexico City and the U.S. Combining the data for all measured gas and aerosol species, we describe the budget of total observed organic carbon (TOOC), and find that the enhancement ratio of TOOC relative to CO is conserved between the early morning and mid afternoon despite large compositional changes. Finally, the influence of biomass burning is investigated using the measurements of acetonitrile, which was found to correlate with levoglucosan in the particle phase. Diurnal variations of acetonitrile indicate a contribution from local burning sources. Scatter plots of acetonitrile versus CO suggest that the contribution of biomass burning to the enhancement of most gas and aerosol species was not dominant and perhaps not dissimilar from observations in the U.S.

We investigate the dynamics of an N -level quantum system weakly coupled to a thermal reservoir. For any fixed temperature of the bath there exists a natural reference state: the equilibrium state of the system. Among all quantum operations on the system one distinguishes Davies maps, they pre- serve the equilibrium state, satisfy the detailed balance condition and belong to a semi-group. A complete characterization of the three dimensional set of qubit Davies maps is given. We analyze these maps and find their mini- mum output entropy. A characterization of Davies maps for qutrits is also provided.

A demonstration of Gas Reburning-Sorbent Injection (GR-SI) has been completed at a cyclone-fired utility boiler. The Energy and Environmental Research Corporation (EER) has designed, retrofitted and tested a GR-SI system at City Water Light and Power`s 33 MWe Lakeside Station Unit 7. The program goals of 60% NO{sub x} emissions reduction and 50% SO{sub 2} emissions reduction were exceeded over the long-term testing period; the NO{sub x} reduction averaged 63% and the SO{sub 2} reduction averaged 58%. These were achieved with an average gas heat input of 22% and a calcium (sorbent) to sulfur (coal) molar ratio of 1.8. GR-SI resulted in a reduction in thermal efficiency of approximately 1% at full load due to firing natural gas which forms more moisture in flue gas than coal and also results in a slight increase in air heater exit gas temperature. Minor impacts on other areas of unit performance were measured and are detailed in this report. The project at Lakeside was carried out in three phases, in which EER designed the GR-SI system (Phase 1), completed construction and start-up activities (Phase 2), and evaluated its performance with both short parametric tests and a long-term demonstration (Phase 3). This report contains design and technical performance data; the economics data for all sites are presented in Volume 5.

Brochure describes the Clean Cities program and includes the contact information for its 85 coalitions. Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

This paper discusses the construction of high-performance ground-based gamma-ray Cherenkov telescopes with a Davies-Cotton reflector. For the design of such telescopes, usually physics constrains the field-of-view, while the photo-sensor size is defined by limited options. Including the effect of light-concentrators in front of the photo sensor, it is demonstrated that these constraints are enough to mutually constrain all other design parameters. The dependability of the various design parameters naturally arises once a relationship between the value of the point-spread functions at the edge of the field-of-view and the pixel field-of-view is introduced. To be able to include this constraint into a system of equations, an analytical description for the point-spread function of a tessellated Davies-Cotton reflector is derived from Taylor developments and ray-tracing simulations. Accident investigation of the electrical shock incident at the PG and E PVUSA site Davis, California

This report summarizes the findings of the Accident Investigation Team (Team) assembled in response to a request from Pacific Gas and Electric Company (PG and E) to the US Department of Energy (DOE) to understand the events surrounding the electric shock of a worker at the PVUSA site in Davis, California and to provide recommendations to prevent such events from recurring. The report gives complete details on the sequence of events surrounding the accident and identifies 27 facts related to accident itself. Four technical deficiencies in the electrical systems which require further investigation were identified. The Team believes that the root cause of this accident was related to the absence of a proactive organizational entity responsible for overall health and safety on the site. Two contributing factors were identified. First, the prototype nature and associated operational difficulties of the electrical inverter resulted in large maintenance demands. Second, several of the injured employee`s co-workers noted that he occasionally failed to use appropriate personal protective equipment, but they never reported this practice to management. The direct cause of this accident was the failure of the injured employee to wear appropriate personal protective equipment (i.e., rubber gloves). Based on the review of the facts established in this investigation, five recommendations are presented to the funding agencies to reduce the possibility of future accidents at the PVUSA site.

Quantum Linear Gravity in de Sitter Universe II: On Bunch-Davies vacuum state

In de Sitter ambient space formalism, the linear gravity can be written in terms of a minimally coupled scalar field and a polarization tensor. In this formalism, the minimally coupled massless scalar field can be quantized on Bunch-Davies vacuum state, that preserves the de Sitter invariant, the analyticity and removes the infrared divergence. The de Sitter quantum linear gravity is then constructed on Bunch-Davis vacuum state, which is also covariant, analytic and free of any infrared divergence. We conclude that the unique Bunch-Davies vacuum states can be used for construction of quantum field theory in de Sitter universe.

Lower bounds to the spectral gap of Davies generators

We construct lower bounds to the spectral gap of a family of Lindblad generators known as Davies maps. These maps describe the thermalization of quantum systems weakly coupled to a heat bath. The steady state of these systems is given by the Gibbs distribution with respect to the system Hamiltonian. The bounds can be evaluated explicitly, when the eigenbasis and the spectrum of the Hamiltonian is known. A crucial assumption is that the spectrum of the Hamiltonian is non-degenerate. Furthermore, we provide a counterexample to the conjecture, that the convergence rate is always determined by the gap of the associated Pauli master equation. We conclude that the full dynamics of the Lindblad generator has to be considered. Finally, we present several physical example systems for which the bound to the spectral gap is evaluated.

This paper reports that the Forest City basin is a shallow cratonic depression located in northeastern Kansas, southeastern Nebraska, southern Iowa and northern Missouri. Historically, the Forest City basin in northeastern Kansas has been a shallow oil and gas province with minor coal production. The Iowa and Missouri portion has had minor oil production and moderate coal mining. In recent years there has been little coal mining in the Forest City in Iowa and Kansas and only minor production in Missouri. Before 1940, gas was produced from coal beds and shales in the Kansas portion of the Forest City basin. The Cherokee group (Altokan and Desmoinesian age) includes section containing the largest number of actively mined coals and has the greatest available data for coalbed methane evaluation.

Rise Time of the Simulated VERITAS 12 m Davies-Cotton Reflector

The Very Energetic Radiation Imaging Telescope Array System (VERITAS) will utilise Imaging Atmospheric Cherenkov Telescopes (IACTs) based on a Davies-Cotton design with f-number f/1.0 to detect cosmic gamma-rays. Unlike a parabolic reflector, light from the Davies-Cotton does not arrive isochronously at the camera. Here the effect of the telescope geometry on signal rise-time is examined. An almost square-pulse arrival time profile with a rise time of 1.7 ns is found analytically and confirmed through simulation.

Hybrid Taxis Give Fuel Economy a Lift, Clean Cities, Fleet Experiences, April 2009 (Fact Sheet)

Clean Cities helped Boston, San Antonio, and Cambridge create hybrid taxi programs. The hybrid taxis are able to achieve about twice the gas mileage of a conventional taxi while helping cut gasoline use and fuel costs. Tax credits and other incentives are helping both company owners and drivers make the switch to hybrids. Program leaders have learned some important lessons other cities can benefit from including learning a city's taxi structure, relaying benefits to drivers, and understanding the needs of owners.

This is the final report of the UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence which spanned from 2005-2012. The U.S. Department of Energy (DOE) established the Graduate Automotive Technology Education (GATE) Program, to provide a new generation of engineers and scientists with knowledge and skills to create advanced automotive technologies. The UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence established in 2005 is focused on research, education, industrial collaboration and outreach within automotive technology. UC Davis has had two independent GATE centers with separate well-defined objectives and research programs from 1998. The Fuel Cell Center, administered by ITS-Davis, has focused on fuel cell technology. The Hybrid-Electric Vehicle Design Center (HEV Center), administered by the Department of Mechanical and Aeronautical Engineering, has focused on the development of plug-in hybrid technology using internal combustion engines. The merger of these two centers in 2005 has broadened the scope of research and lead to higher visibility of the activity. UC Davis‚??s existing GATE centers have become the campus‚??s research focal points on fuel cells and hybrid-electric vehicles, and the home for graduate students who are studying advanced automotive technologies. The centers have been highly successful in attracting, training, and placing top-notch students into fuel cell and hybrid programs in both industry and government.

Pipeline safety. Information on gas distribution system operators reporting unaccounted for gas

According to Department of Transportation records, 92 of the 1491 gas distribution system operators reported high levels of unaccounted for gas (unaccounted for gas is the difference between the amount of gas purchased and sold) for 1984, the latest year for which data were available. Of the 92 gas system operators, 64 were municipals (gas systems owned by a governmental entity, such as a city or county) and 28 were nonmunicipals. Based on the data we reviewed, these 92 gas systems did not report any accidents during calendar year 1984. Part I provides more details on the unaccounted for gas of municipal gas systems. Federal and industry officials consider that unaccounted for gas in excess of 15% of gas purchases high and worthy of investigation. High levels of unaccounted for gas can occur for a number of reasons, including errors in metering and billing, not accounting for gas used by city or company facilities, and leaking gas pipelines. While it may, a leak does not always indicate a safety problem. For example, a slow leak in an open area may not be a safety hazard. The Secretary has the authority to regulate any liquid deemed hazardous when transported by pipeline, and therefore could regulate hazardous liquids not currently regulated including methanol and carbon dioxide. However, the Department of Transportation has no plans to regulate any additional liquids. Part II provides more details. 4 figs., 2 tabs.

Natural gas pipeline technology overview.

The United States relies on natural gas for one-quarter of its energy needs. In 2001 alone, the nation consumed 21.5 trillion cubic feet of natural gas. A large portion of natural gas pipeline capacity within the United States is directed from major production areas in Texas and Louisiana, Wyoming, and other states to markets in the western, eastern, and midwestern regions of the country. In the past 10 years, increasing levels of gas from Canada have also been brought into these markets (EIA 2007). The United States has several major natural gas production basins and an extensive natural gas pipeline network, with almost 95% of U.S. natural gas imports coming from Canada. At present, the gas pipeline infrastructure is more developed between Canada and the United States than between Mexico and the United States. Gas flows from Canada to the United States through several major pipelines feeding U.S. markets in the Midwest, Northeast, Pacific Northwest, and California. Some key examples are the Alliance Pipeline, the Northern Border Pipeline, the Maritimes & Northeast Pipeline, the TransCanada Pipeline System, and Westcoast Energy pipelines. Major connections join Texas and northeastern Mexico, with additional connections to Arizona and between California and Baja California, Mexico (INGAA 2007). Of the natural gas consumed in the United States, 85% is produced domestically. Figure 1.1-1 shows the complex North American natural gas network. The pipeline transmission system--the 'interstate highway' for natural gas--consists of 180,000 miles of high-strength steel pipe varying in diameter, normally between 30 and 36 inches in diameter. The primary function of the transmission pipeline company is to move huge amounts of natural gas thousands of miles from producing regions to local natural gas utility delivery points. These delivery points, called 'city gate stations', are usually owned by distribution companies, although some are owned by transmission companies. Compressor stations at required distances boost the pressure that is lost through friction as the gas moves through the steel pipes (EPA 2000). The natural gas system is generally described in terms of production, processing and purification, transmission and storage, and distribution (NaturalGas.org 2004b). Figure 1.1-2 shows a schematic of the system through transmission. This report focuses on the transmission pipeline, compressor stations, and city gates.

Plug-in electric vehicles made a grand entrance onto U.S. roadways in model year (MY) 2011, and their momentum in the market is poised for continued growth in 2012. Sales of the all-electric Nissan Leaf surpassed 8,000 in the fall of 2011, and the plug-in hybrid Chevy Volt is now available nationwide. Hybrid electric vehicles, which first entered the market just a decade ago, are ubiquitous today. Hybrid technology now allows drivers of all vehicle classes, from SUVs to luxury sedans to subcompacts, to slash fuel use and emissions. Alternative fueling infrastructure is expanding in many regions, making natural gas, propane, ethanol, and biodiesel attractive and convenient choices for many consumers and fleets. And because fuel availability is the most important factor in choosing an alternative fuel vehicle, this growth opens up new possibilities for vehicle ownership. This guide features model-specific information about vehicle specs, manufacturer suggested retail price (MSRP), fuel economy, and emissions. You can use this information to compare vehicles and help inform your buying decisions. This guide includes city and highway fuel economy estimates from the U.S. Environmental Protection Agency (EPA). The estimates are based on laboratory tests conducted by manufacturers in accordance with federal regulations. EPA retests about 10% of vehicle models to confirm manufacturer results. Fuel economy estimates are also available on FuelEconomy.gov. For some newer vehicle models, EPA data was not available at the time of this guide's publication; in these cases, manufacturer estimates are provided, if available.

Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

4 m Davies-Cotton telescope for the Cherenkov Telescope Array

The Cherenkov Telescope Array (CTA) is the next generation very high energy gamma-ray observatory. It will consist of three classes of telescopes, of large, medium and small sizes. The small telescopes, of 4 m diameter, will be dedicated to the observations of the highest energy gamma-rays, above several TeV. We present the technical characteristics of a single mirror, 4 m diameter, Davies-Cotton telescope for the CTA and the performance of the sub-array consisting of the telescopes of this type. The telescope will be equipped with a fully digital camera based on custom made, hexagonal Geiger-mode avalanche photodiodes. The development of cameras based on such devices is an RnD since traditionally photomultipliers are used. The photodiodes are now being characterized at various institutions of the CTA Consortium. Distributed Energy Resource Optimization Using a Software as Service (SaaS) Approach at the University of California, Davis Campus

Together with OSIsoft LLC as its private sector partner and matching sponsor, the Lawrence Berkeley National Laboratory (Berkeley Lab) won an FY09 Technology Commercialization Fund (TCF) grant from the U.S. Department of Energy. The goal of the project is to commercialize Berkeley Lab's optimizing program, the Distributed Energy Resources Customer Adoption Model (DER-CAM) using a software as a service (SaaS) model with OSIsoft as its first non-scientific user. OSIsoft could in turn provide optimization capability to its software clients. In this way, energy efficiency and/or carbon minimizing strategies could be made readily available to commercial and industrial facilities. Specialized versions of DER-CAM dedicated to solving OSIsoft's customer problems have been set up on a server at Berkeley Lab. The objective of DER-CAM is to minimize the cost of technology adoption and operation or carbon emissions, or combinations thereof. DER-CAM determines which technologies should be installed and operated based on specific site load, price information, and performance data for available equipment options. An established user of OSIsoft's PI software suite, the University of California, Davis (UCD), was selected as a demonstration site for this project. UCD's participation in the project is driven by its motivation to reduce its carbon emissions. The campus currently buys electricity economically through the Western Area Power Administration (WAPA). The campus does not therefore face compelling cost incentives to improve the efficiency of its operations, but is nonetheless motivated to lower the carbon footprint of its buildings. Berkeley Lab attempted to demonstrate a scenario wherein UCD is forced to purchase electricity on a standard time-of-use tariff from Pacific Gas and Electric (PG&E), which is a concern to Facilities staff. Additionally, DER-CAM has been set up to consider the variability of carbon emissions throughout the day and seasons. Two distinct analyses of value to UCD are possible using this approach. First, optimal investment choices for buildings under the two alternative objectives can be derived. Second, a week-ahead building operations forecaster has been written that executes DER-CAM to find an optimal operating schedule for buildings given their expected building energy services requirements, electricity prices, and local weather. As part of its matching contribution, OSIsoft provided a full implementation of PI and a server to install it on at Berkeley Lab. Using the PItoPI protocol, this gives Berkeley Lab researchers direct access to UCD's PI data base. However, this arrangement is in itself inadequate for performing optimizations. Additional data not included in UCD's PI database would be needed and the campus was not able to provide this information. This report details the process, results, and lessons learned of this commercialization project.

Clean Cities is a government-industry partnership sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program, which is part of the Office of Energy Efficiency and Renewable Energy. Working with its network of about 100 local coalitions and more than 6,500 stakeholders across the country, Clean Cities delivers on its mission to reduce petroleum consumption in on-road transportation. In its work to reduce petroleum use, Clean Cities focuses on a portfolio of technologies that includes electric drive, propane, natural gas, renewable natural gas/biomethane, ethanol/E85, biodiesel/B20 and higher-level blends, fuel economy, and idle reduction. Over the past 17 years, Clean Cities coalitions have displaced more than 2.4 billion gallons of petroleum; they are on track to displace 2.5 billion gallons of gasoline per year by 2020. This Clean Cities Strategic Plan lays out an aggressive five-year agenda to help DOE Clean Cities and its network of coalitions and stakeholders accelerate the deployment of alternative fuel and advanced technology vehicles, while also expanding the supporting infrastructure to reduce petroleum use. Today, Clean Cities has a far larger opportunity to make an impact than at any time in its history because of its unprecedented $300 million allocation for community-based deployment projects from the American Recovery and Reinvestment Act (ARRA) (see box below). Moreover, the Clean Cities annual budget has risen to $25 million for FY2010 and $35 million has been requested for FY2011. Designed as a living document, this strategic plan is grounded in the understanding that priorities will change annually as evolving technical, political, economic, business, and social considerations are woven into project decisions and funding allocations. The plan does not intend to lock Clean Cities into pathways that cannot change. Instead, with technology deployment at its core, the plan serves as a guide for decision-making at both the national and local levels of Clean Cities over the next five years. The plan recognizes the need for flexibility and sets out a strategic direction that will build on the progress of current technologies and new opportunities presented in emerging fuels and technologies, such as hydrogen and fuel cells, as well as new niche markets such as off-road applications that build additional throughput at existing alternative fuel stations.

Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

Clean Cities: Building Partnerships to Reduce Petroleum Use in Transportation (Brochure)

This fact sheet provides an overview of the U.S. Department of Energy's Clean Cities program, which builds partnerships to reduce petroleum use in transportation in communities across the country. The U.S. Department of Energy's Clean Cities initiative advances the nation's economic, environmental, and energy security by supporting local actions to reduce petroleum consumption in transportation. Clean Cities accomplishes this work through the activities of nearly 100 local coalitions. These coalitions provide resources and technical assistance in the deployment of alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Clean Cities overarching goal is to reduce U.S. petroleum use by 2.5 billion gallons per year by 2020. To achieve this goal, Clean Cities employs three strategies: (1) Replace petroleum with alternative and renewable fuels, including natural gas, propane, electricity, ethanol, biodiesel, and hydrogen; (2) Reduce petroleum consumption through smarter driving practices and fuel economy improvements; and (3) Eliminate petroleum use through idle reduction and other fuel-saving technologies and practices.

Hydrogen-Enhanced Natural Gas Vehicle Program

The project objective is to demonstrate the viability of HCNG fuel (30 to 50% hydrogen by volume and the remainder natural gas) to reduce emissions from light-duty on-road vehicles with no loss in performance or efficiency. The City of Las Vegas has an interest in alternative fuels and already has an existing hydrogen refueling station. Collier Technologies Inc (CT) supplied the latest design retrofit kits capable of converting nine compressed natural gas (CNG) fueled, light-duty vehicles powered by the Ford 5.4L Triton engine. CT installed the kits on the first two vehicles in Las Vegas, trained personnel at the City of Las Vegas (the City) to perform the additional seven retrofits, and developed materials for allowing other entities to perform these retrofits as well. These vehicles were used in normal service by the City while driver impressions, reliability, fuel efficiency and emissions were documented for a minimum of one year after conversion. This project has shown the efficacy of operating vehicles originally designed to operate on compressed natural gas with HCNG fuel incorporating large quantities of exhaust gas recirculation (EGR). There were no safety issues experienced with these vehicles. The only maintenance issue in the project was some rough idling due to problems with the EGR valve and piping parts. Once the rough idling was corrected no further maintenance issues with these vehicles were experienced. Fuel economy data showed no significant changes after conversion even with the added power provided by the superchargers that were part of the conversions. Driver feedback for the conversions was very favorable. The additional power provided by the HCNG vehicles was greatly appreciated, especially in traffic. The drivability of the HCNG vehicles was considered to be superior by the drivers. Most of the converted vehicles showed zero oxides of nitrogen throughout the life of the project using the State of Nevada emissions station.

City of Phoenix - Energize Phoenix Program

Energize Phoenix (EPHX) was designed as an ambitious, large-scale, three-year pilot program to provide energy efficiency upgrades in buildings, along Phoenixís new Light Rail Corridor Ė part of a federal effort to reduce energy consumption and stimulate job growth, while simultaneously reducing the countryís carbon footprint and promoting a shift towards a green economy. The program was created through a 2010 competitive grant awarded to the City of Phoenix who managed the program in partnership with Arizona State University (ASU), the stateís largest university, and Arizona Public Service (APS), the stateís largest electricity provider. The U.S. Department of Energy (DOE) Better Buildings Neighborhood Program (BBNP) and the American Recovery and Reinvestment Act (ARRA) of 2009 provided $25M in funding for the EPHX program. The Light Rail Corridor runs through the heart of downtown Phoenix, making most high-rise and smaller commercial buildings eligible to participate in the EPHX program, along with a diverse mix of single and multi-family residential buildings. To ensure maximum impact and deeper market penetration, Energize Phoenix was subdivided into three unique parts: i. commercial rebate program, ii. commercial financing program, and iii. residential program Each component was managed by the City of Phoenix in partnership with APS. Phoenix was fortunate to partner with APS, which already operated robust commercial and residential rebate programs within its service territory. Phoenix tapped into the existing utility contractor network, provided specific training to over 100 contracting firms, and leveraged the APS rebate program structure (energy efficiency funding) to launch the EPHX commercial and residential rebate programs. The commercial finance program was coordinated and managed through a contract with National Bank of Arizona, NBAZ, which also provided project capital leveraging EPHX finance funds. Working in unison, approved contractors jointly produced more than 161,000 labor hours in pursuit of EPHX goals over the life of the project. Labor hours were spread among electricians, heating, ventilating and air-conditioning (HVAC) technicians, marketing professionals, engineers, sales, and administrative support staff across the approved contractor workforce. Program participants received both the utility rebate along with the EPHX rebate, and depending on project size and utility rebate structure some projects resulted in low to no-cost upgrades for customers. Phoenix also partnered with ASU, a grant sub-recipient, to leverage the institutionís expertise in research and data analysis. In this partnership, ASU accepted marketing responsibilities for the grant and partnered with DRA Communications (DRA), a Phoenix-based marketing firm, to create and communicate the message out to the marketplace. The EPHX program has completed its energy upgrade activities. A review of the work completed by ASU revealed that the EPHX program substantially exceeded the programís stated goals by retrofitting/upgrading over 33 million sq ft of commercial space (30 million sq ft goal exceeded by 11%) and 2,014 residential units (1,700 unit goal exceeded by 18%) along the Light Rail Corridor. The program helped stimulate economic growth by adding $31million to the local economy and enhanced an already robust energy efficiency contractor network. This contractor network will continue to promote utility energy incentives to sustain energy efficiency upgrade activities in the future. Finally, EPHX helped reduce participants annual energy consumption by 135 million kilowatt-hour (kWh) translating into over $12.5 million of annual energy cost avoidance for the community. This also resulted in projected payback period of 4.5 years for total investment by all parties and reduced greenhouse gas emissions by over 95,000 metric tons of carbon dioxide equivalent (CO2e).

In the United States, recent shale gas discoveries have generated renewed interest in using natural gas as a vehicular fuel, primarily in fleet applications, while outside the United States, natural gas vehicle use has expanded significantly in the past decade. In this report for the U.S. Department of Energy's Clean Cities Program - a public-private partnership that advances the energy, economic, and environmental security of the U.S. by supporting local decisions that reduce petroleum use in the transportation sector - we have examined the state of natural gas vehicle technology, current market status, energy and environmental benefits, implications regarding advancements in European natural gas vehicle technologies, research and development efforts, and current market barriers and opportunities for greater market penetration. The authors contend that commercial intracity trucks are a prime area for advancement of this fuel. Therefore, we examined an aggressive future market penetration of natural gas heavy-duty vehicles that could be seen as a long-term goal. Under this scenario using Energy Information Administration projections and GREET life-cycle modeling of U.S. on-road heavy-duty use, natural gas vehicles would reduce petroleum consumption by approximately 1.2 million barrels of oil per day, while another 400,000 barrels of oil per day reduction could be achieved with significant use of natural gas off-road vehicles. This scenario would reduce daily oil consumption in the United States by about 8%.

A gas sensor is described which incorporates a sensor stack comprising a first film layer of a ferromagnetic material, a spacer layer, and a second film layer of the ferromagnetic material. The first film layer is fabricated so that it exhibits a dependence of its magnetic anisotropy direction on the presence of a gas, That is, the orientation of the easy axis of magnetization will flip from out-of-plane to in-plane when the gas to be detected is present in sufficient concentration. By monitoring the change in resistance of the sensor stack when the orientation of the first layer's magnetization changes, and correlating that change with temperature one can determine both the identity and relative concentration of the detected gas. In one embodiment the stack sensor comprises a top ferromagnetic layer two mono layers thick of cobalt deposited upon a spacer layer of ruthenium, which in turn has a second layer of cobalt disposed on its other side, this second cobalt layer in contact with a programmable heater chip.

Dealing with complex environmental issues frequently inhibits redevelopment of industrial sites in urban settings. In 1993, the City of Chicago (City) Department of Planning and Development, Department of Buildings, and Mayor`s Office joined the Department of Environment to investigate reuse of former industrial/commercial properties (brownfields) suspected of environmental or industrial contamination. The collective result is the Brownfield Program, a three-pronged initiative: Brownfield Pilot Program, Brownfield Forum, and Brownfield Research. Black and Veatch Waste Science, Inc. (Waste Science) carried the Brownfield Program forward by performing a Phase 1 environmental site assessment for the City on one of five pilot sites. Waste Science subsequently completed a Phase 2 environmental site assessment and Phase 3 site remediation at the site. Waste oil and PCB-contaminated soil was removed.
