    A hydrogen production system for use in connection with Stirling engines. The production system generates hydrogen working gas and periodically supplies it to the Stirling engine as its working fluid in instances where loss of such working fluid occurs through usage through operation of the associated Stirling engine. The hydrogen gas may be generated by various techniques including electrolysis and stored by various means including the use of a metal hydride absorbing material. By controlling the temperature of the absorbing material, the stored hydrogen gas may be provided to the Stirling engine as needed.     Natural gas was not widely used until the 1930s when the development of seamless pipe enabled gas to be delivered at high compression to markets far from the wellhead. Now the availability and relatively low cost of natural gas have resulted in its widespread use in both home heating and industry. Regulation of this important fuel is consequently a hotly debated issue. The scope and fundamental purpose of the Natural Gas and Policy Act of 1978 (NGPA) was recently the subject of the Supreme Court's opinion in Transcontinental Gas Pipeline Corp v. Oil and Gas Board of Mississippi (Transcontinental). In a five-to-four decision, the Court held that the NGPA pre-empted the enforcement of a state ratable-take requirement. This Note examines Justice Blackmun's majority opinion and the persuasive dissent presented by Justice Rehnquist in the court's decision. The effects of the decision, the Court's first interpretation of NPGA, will undoubtedly be quite significant.

    While the Court's objections to Mississippi's ratable-take rules as applied to interstate pipelines are clear, conservation lawyers have concerns about the impact of the Transco decision upon state interests in oil and gas conservation and because the decision does not clarify the limits of preemption of state conservation legislation. A variety of state regulatory legislation challenges will likely result in different contexts. These could affect interest on royalties, payment procedures, and could even lead to conflicting regulations.

    The Board on Research Data and Information (BRDI) has planned and undertaken numerous activities regarding data citation, attribution, management, policy, publishing, centers, access, curation, sharing, and infrastructure; and international collaboration and cooperation. Some of these activities resulted in National Research Council reports (For Attribution: Developing Data Attribution and Citation Practices and Standards (2012), The Case for International Scientific Data Sharing: A Focus on Developing Countries (2012), and The Future of Scientific Knowledge Discovery in Open Networked Environments (2012); and a peer-reviewed paper (Out of Cite, Out of Mind: The Current State of Practice, Policy, and Technology for the Citation of Data, 2013). BRDI held symposia, workshops and sessions in the U.S. and abroad on diverse topics such as global scientific data infrastructures, discovery of data online, privacy in a big data world, and data citation principles, among other timely data-related subjects. In addition, BRDI effects the representation of the United States before the International Council for Science’s International Committee on Data for Science and Technology (CODATA).

    We report results from research aimed at developing and demonstrating production of 2-D readout structures for GEM (Gas Electron Multiplier) charged particle tracking chambers at Tech-Etch. Readout boards of two types, bi-planar and single plane, were fabricated and evaluated. The results show that Tech-Etch can produce suitable boards of either type however the single plane board has a number of advantages both in production and use that will likely make it the preferred choice for GEM tracking chambers.

    During the last three years, the Marine Board of the National Research Council (NRC) has published four study reports that focused on enhancing safety in offshore oil and gas activities and in the marine and maritime fields. The objective of these studies was to provide recommendations for actions that will reduce or eliminate deaths and injuries, reduce pollution from accidents and operations, and protect resources and structures from loss. Several recurring themes are woven through many of these reports. The themes deal with using technology already available and demonstrated, using risk analyses to establish priorities for use of resources (such as inspection facilities and personnel) despite the lack of data for decision making, using advanced tools for inspection and monitoring, and using long-term monitoring to gauge performance. One report about improving marine pipeline safety describes the safety challenges associated with designing, regulating, and monitoring over 20,000 miles of underwater pipelines in federal and state waters. The report on the restoration and protection of marine habitats comments on the institutional, regulatory, and managerial impediments to the wider application of the best engineering technologies and practices and the ways to deal with these impediments. The report on assessment techniques for removing offshore structures provides guidance on the use of technologies and their associated hazards and the development of strategies to mitigate environmental damage when offshore structures must be removed. One of the most recent reports describes a concept for using present undersea vehicles technology and systems to perform tasks that respond to the need to monitor the condition of offshore pipelines and seabed facilities. Two studies now underway continue several of the themes noted in aforementioned reports: one theme being a review of the uses of risk assessment opportunities in an effort to find useful experience from other

    This is the eighth edition of the NRC Staff Practice and Procedure Digest. It contains a digest of a number of Commission, Atomic Safety and Licensing Appeal Board, and Atomic Safety and Licensing Board decisions issued during the period from July 1, 1972 to June 1996 interpreting the NRC`s Rules of Practice in 10 CFR Part 2. Although the Appeal Board was abolished in 1991, Appeal Board precedent, to the extent it is consistent with more recent case law and rule changes, may still be cited. This eighth edition of the Digest replaces earlier editions and revisions and includes appropriate changes reflecting the amendments to the Rules of Practice effective through June 1996. The Practice and Procedure Digest was originally prepared by NRC attorneys as an internal research tool. Because of its proven usefulness to those attorneys, it was decided that it might also prove useful to members of the public and practitioners before the NRC. Accordingly, the decision was made to publish the digest and subsequent editions thereof. This current edition of the Digest was prepared by staff members of the Office of General Counsel and the Office of Commission Appellate Adjudication.

    We report the results of an experimental comparison of different airplane boarding methods. This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity, as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.

These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity,more » as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.« less

    Alternative power sources are nowadays the only option to provide a quick response to the current regulations on automotive pollutant emissions. Hydrogen fuel cell is one promising solution, but the nature of the gas is such that the in-vehicle conversion of other fuels into hydrogen is necessary. In this paper, autothermal reforming, for Diesel on-board conversion into a hydrogen-rich gas suitable for PEM fuel cells, has investigated using the simulation tool Aspen Plus. A steady-state model has been developed to analyze the fuel processor and the overall system performance. The components of the fuel processor are: the fuel reforming reactor, two water gas shift reactors, a preferential oxidation reactor and H{sub 2} separation unit. The influence of various operating parameters such as oxygen to carbon ratio, steam to carbon ratio, and temperature on the process components has been analyzed in-depth and results are presented.

    The paper discusses modeling volatile organic compound (VOC) emissions from indoor latex paint applied to gypsum board. An empirical source model for a porous substrate was developed that takes both the wet- and dry-stage emission into consideration. Tests in the U.S. EPA`s Source Characterization Laboratory showed that common interior surfaces such as gypsum board and carpet could absorb significant amounts of latex paint VOCS from the air, and that they were re-emitted very slowly. An indoor air quality model incorporating the source model, an irreversible sink model, and the air movement data obtained from tracer gas tests made satisfactory predictions for the VOC levels in a test house.

    Measurement of a precessional rate of a gas, such as an alkali gas, in a magnetic field is made by promoting a non-uniform precession of the gas in which substantially no net magnetic field affects the gas during a majority of the precession cycle. This allows sensitive gases that would be subject to spin-exchange collision de-phasing to be effectively used for extremely sensitive measurements in the presence of an environmental magnetic field such as the Earth's magnetic field.
