    Safety Analysis Reports for Packaging (SARP) document why the transportation of radioactive material is safe in Type A(F) and Type B shipping containers. The content evaluation of certain actinide materials require that the gas generation characteristics be addressed. Most packages used to transport actinides impose extremely restrictive limits on moisture content and oxide stabilization to control or prevent flammable gas generation. These requirements prevent some users from using a shipping container even though the material to be shipped is fully compliant with the remaining content envelope including isotopic distribution. To avoid these restrictions, gas generation issues have to be addressed on a case by case basis rather than a one size fits all approach. In addition, SARP applicants and review groups may not have the knowledge and experience with actinide chemistry and other factors affecting gas generation, which facility experts in actinide material processing have obtained in the last sixty years. This paper will address a proposal to create a Gas Generation Evaluation Committee to evaluate gas generation issues associated with Safety Analysis Reports for Packaging material contents. The committee charter could include reviews of both SARP approved contents and new contents not previously evaluated in a SARP.

    Natural gas was not widely used until the 1930s when the development of seamless pipe enabled gas to be delivered at high compression to markets far from the wellhead. Now the availability and relatively low cost of natural gas have resulted in its widespread use in both home heating and industry. Regulation of this important fuel is consequently a hotly debated issue. The scope and fundamental purpose of the Natural Gas and Policy Act of 1978 (NGPA) was recently the subject of the Supreme Court's opinion in Transcontinental Gas Pipeline Corp v. Oil and Gas Board of Mississippi (Transcontinental). In a five-to-four decision, the Court held that the NGPA pre-empted the enforcement of a state ratable-take requirement. This Note examines Justice Blackmun's majority opinion and the persuasive dissent presented by Justice Rehnquist in the court's decision. The effects of the decision, the Court's first interpretation of NPGA, will undoubtedly be quite significant.

    The basic design of a cogeneration facility implies much more than looking for a gas turbine generating set that matches the steam host heat demand, and making an economical evaluation of the project. Tractebel Energy Engineering (TEE) has designed, built and commissioned since the early nineties 350 MW of cogeneration facilities, mainly producing electricity and steam with natural gas fired gas turbines, which is the present most common option for industrial combined heat and power production. A standardized cogeneration design does not exist. Each facility has to be carefully adapted to the steam host's particular situation, and important technical issues have to be addressed at an early stage of plant design. Unexpected problems, expensive modifications, delays during execution of the project and possible long term operational limitations or drawbacks may result if these questions are left unanswered.     The objective of this project is to develop a modeling system to allow operators and regulators to plan all aspects of water management activities associated with shale gas development in the target project area of New York, Pennsylvania, and West Virginia (target area ), including water supply, transport, storage, use, recycling, and disposal and which can be used for planning, managing, forecasting, permit tracking, and compliance monitoring. The proposed project is a breakthrough approach to represent the entire shale gas water lifecycle in one comprehensive system with the capability to analyze impacts and options for operational efficiency and regulatory tracking and compliance, and to plan for future water use and disposition. It will address all of the major water-related issues of concern associated with shale gas development in the target area, including water withdrawal, transport, storage, use, treatment, recycling, and disposal. It will analyze the costs, water use, and wastes associated with the available options, and incorporate constraints presented by permit requirements, agreements, local and state regulations, equipment and material availability, etc. By using the system to examine the water lifecycle from withdrawals through disposal, users will be able to perform scenario analysis to answer "what if" questions for various situations. The system will include regulatory requirements of the appropriate state and regional agencies and facilitate reporting and permit applications and tracking. These features will allow operators to plan for more cost effective resource production. Regulators will be able to analyze impacts of development over an entire area. Regulators can then make informed decisions about the protections and practices that should be required as development proceeds. This modeling system will have myriad benefits for industry, government, and the public. For industry, it will allow planning all water management operations for a

Department of Energy (DOE) Public Meeting on “Enhancing Resilience in Energy Infrastructure and Addressing Vulnerabilities” On Friday, April 11, 2014, at 10 a.m. in room HVC-215 of the U.S. Capitol, the Department of Energy (DOE), acting as the Secretariat for the Quadrennial Energy Review Task Force, will hold a public meeting to discuss and receive comments on issues related to the Quadrennial Energy Review (QER). The meeting will focus on infrastructure vulnerabilities related to the electricity, natural gas and petroleum transmission, storage and distribution systems (TS&D). The meeting will consist of two facilitated panels of experts on identifying and addressing vulnerabilities within the nation’s energy TS&D infrastructure.     Allowing people to refuel natural gas vehicles at home could revolutionize the way we power our cars and trucks. Currently, our nation faces two challenges in enabling natural gas for transportation. The first is improving the way gas tanks are built for natural gas vehicles; they need to be conformable, allowing them to fit tightly into the vehicle. The second challenge is improving the way those tanks are refueled while maintaining cost-effectiveness, safety, and reliability. This video highlights two ARPA-E project teams with innovative solutions to these challenges. REL is addressing the first challenge by developing a low-cost, conformable natural gas tank with an interconnected core structure. Oregon State University and OnBoard Dynamics are addressing the second challenge by developing a self-refueling natural gas vehicle that integrates a compressor into its engine-using one of the engine's cylinders to compress gas eliminates the need for an expensive at-home refueling system. These two distinct technologies from ARPA-E's MOVE program illustrate how the Agency takes a multi-pronged approach to problem solving and innovation.

    Through the Atomic Energy Act, Congress made is possible for the public to get a full and fair hearing on civilian nuclear matters. Individuals who are directly affected by any licensing action involving a facility producing or utilizing nuclear materials may participate in a formal hearing, on the record, before independent judges on the Atomic Safety and Licensing Board Panel (ASLBP or Panel). Frequently, in deciding whether a license, permit, amendment, or extension should be granted to a particular applicant, the Panel members must be more than mere umpires. If appropriate, they are authorized to go beyond the issues the parties place before them in order to identify, explore, and resolve significant questions involving threats to the public health and safety that come to a board`s attention during the proceedings.     We present here a report produced by a workshop on Addressing failures in exascale computing' held in Park City, Utah, 4-11 August 2012. The charter of this workshop was to establish a common taxonomy about resilience across all the levels in a computing system, discuss existing knowledge on resilience across the various hardware and software layers of an exascale system, and build on those results, examining potential solutions from both a hardware and software perspective and focusing on a combined approach. The workshop brought together participants with expertise in applications, system software, and hardware; they came from industry, government, and academia, and their interests ranged from theory to implementation. The combination allowed broad and comprehensive discussions and led to this document, which summarizes and builds on those discussions.

    An address conversion unit is described for use in one processor in a multi-processor data processing system including a common memory, the processors and common memory being interconnected by a common bus including means for transferring address signals defining a common address space. The processor includes private bus means including means for transferring signals including address signals defining a private address space. A processor unit means is connected to the private bus means and includes means for transmitting and receiving signals including address signals over the private bus means for engaging in data transfers thereover. The address conversion unit is connected to the private bus means and common bus means for receiving address signals over the private bus means from the processor unit means in the private address space. The unit comprises: A. pointer storage means for storing a pointer identifying a portion of the common bus memory space; B. pointer generation means connected to receive a common bus address and for generating a pointer in response thereto for storage in the pointer storage means; and C. common bus address generation means connected to the private bus and the pointer storage means for receiving an address from the processor unit means and for generating a common bus address in response thereto. The common bus address is used to initiate transfers between the processor unit means and the common memory over the common bus.

    Interest in liquefied natural gas (LNG) as an alternative vehicle fuel has increased significantly. Its greater storage density relative to compressed natural gas makes it an attractive option for both volume and weight constrained vehicle applications. The public transportation market, specifically transit bus properties, have been very aggressive in pursuing LNG as an alternative vehicle fuel. Naturally, when dealing with the general public and a new transportation fuel, the issue of safety must be addressed. With this in mind, the Gas Research Institute has initiated a number of safety related studies including an investigation of the use of odorants in LNG. This paper presents the preliminary results of an investigation performed by the Institute of Gas Technology to determine both the applicability and effectiveness of odorizing LNG. This includes an overview of the current state-of-the-art in LNG vehicle fueling and safety systems as well as a discussion of an LNG odorization program conducted by San Diego Gas & Electric in the mid 70`s. Finally, the paper discusses the results of the modeling effort to determine whether conventional odorants used in natural gas can be injected and remain soluble in LNG at temperatures and pressures encountered in LNG fueling and on-board storage systems.

    The reverse mode of automatic differentiation is widely used in science and engineering. A severe bottleneck for the performance of the reverse mode, however, is the necessity to recover certain intermediate values of the program in reverse order. Among these values are computed addresses, which traditionally are recovered through forward recomputation and storage in memory. We propose an alternative approach for recovery that uses inverse computation based on dependency information. Address storage constitutes a significant portion of the overall storage requirements. An example illustrates substantial gains that the proposed approach yields, and we show use cases in practical applications.

    We report results from research aimed at developing and demonstrating production of 2-D readout structures for GEM (Gas Electron Multiplier) charged particle tracking chambers at Tech-Etch. Readout boards of two types, bi-planar and single plane, were fabricated and evaluated. The results show that Tech-Etch can produce suitable boards of either type however the single plane board has a number of advantages both in production and use that will likely make it the preferred choice for GEM tracking chambers.

    A multiprocessor system includes nodes. Each node includes a data path that includes a core, a TLB, and a first level cache implementing disambiguation. The system also includes at least one second level cache and a main memory. For thread memory access requests, the core uses an address associated with an instruction format of the core. The first level cache uses an address format related to the size of the main memory plus an offset corresponding to hardware thread meta data. The second level cache uses a physical main memory address plus software thread meta data to store the memory access request. The second level cache accesses the main memory using the physical address with neither the offset nor the thread meta data after resolving speculation. In short, this system includes mapping of a virtual address to a different physical addresses for value disambiguation for different threads.

    GASNet (Global-Address Space Networking) is a language-independent, low-level networking layer that provides network-independent, high-performance communication primitives tailored for implementing parallel global address space SPMD languages such as UPC and Titanium. The interface is primarily intended as a compilation target and for use by runtime library writers (as opposed to end users), and the primary goals are high performance, interface portability, and expressiveness. GASNet is designed specifically to support high-performance, portable implementations of global address spacemore » languages on modern high-end communication networks. The interface provides the flexibility and extensibility required to express a wide variety of communication patterns without sacrificing performance by imposing large computational overheads in the interface. The design of the GASNet interface is partitioned into two layers to maximize porting ease without sacrificing performance: the lower level is a narrow but very general interface called the GASNet core API - the design is basedheavily on Active Messages, and is implemented directly on top of each individual network architecture. The upper level is a wider and more expressive interface called GASNet extended API, which provides high-level operations such as remote memory access and various collective operations. This release implements GASNet over MPI, the Quadrics "elan" API, the Myrinet "GM" API and the "LAPI" interface to the IBM SP switch.     Gas storage is a critical element in the natural gas industry. Producers, transmission and distribution companies, marketers, and end users all benefit directly from the load balancing function of storage. The unbundling process has fundamentally changed the way storage is used and valued. As an unbundled service, the value of storage is being recovered at rates that reflect its value. Moreover, the marketplace has differentiated between various types of storage services, and has increasingly rewarded flexibility, safety, and reliability. The size of the natural gas market has increased and is projected to continue to increase towards 30 trillion cubic feet (TCF) over the next 10 to 15 years. Much of this increase is projected to come from electric generation, particularly peaking units. Gas storage, particularly the flexible services that are most suited to electric loads, is critical in meeting the needs of these new markets. In order to address the gas storage needs of the natural gas industry, an industry driven consortium was created--the Gas Storage Technology Consortium (GSTC). The objective of the GSTC is to provide a means to accomplish industry-driven research and development designed to enhance operational flexibility and deliverability of the Nation's gas storage system, and provide a cost effective, safe, and reliable supply of natural gas to meet domestic demand. This report addresses the activities for the quarterly period of April 1, 2005 through June 30, 2005. During this time period efforts were directed toward (1) GSTC administration changes, (2) participating in the American Gas Association Operations Conference and Biennial Exhibition, (3) issuing a Request for Proposals (RFP) for proposal solicitation for funding, and (4) organizing the proposal selection meeting.

    The Railroad Commission of Texas, LP-Gas Division, is statutorily responsible for the safety aspects of liquefied petroleum gas (LPG) most commonly known as LP-gas or propane, compressed natural gas (CNG) and liquefied natural gas (LNG). This presentation will address the safety issues relating to their use as alternative fuels. The paper discusses the safety of pressure vessels used for storage of the fuels at refueling facilities and the containers mounted in vehicles. Other topics include the lack of odorants in LNG, the use of protective clothing when handling cryogenic fluids, and where to obtain a copy of the safety regulations for handling these three fuels.

This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity, as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.

    The technologies and practices that have enabled the recent boom in shale gas production have also brought attention to the environmental impacts of its use. Using the current state of knowledge of the recovery, processing, and distribution of shale gas and conventional natural gas, we have estimated up-to-date, life-cycle greenhouse gas emissions. In addition, we have developed distribution functions for key parameters in each pathway to examine uncertainty and identify data gaps - such as methane emissions from shale gas well completions and conventional natural gas liquid unloadings - that need to be addressed further. Our base case results show that shale gas life-cycle emissions are 6% lower than those of conventional natural gas. However, the range in values for shale and conventional gas overlap, so there is a statistical uncertainty regarding whether shale gas emissions are indeed lower than conventional gas emissions. This life-cycle analysis provides insight into the critical stages in the natural gas industry where emissions occur and where opportunities exist to reduce the greenhouse gas footprint of natural gas.

    The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future.     This is the ninth Annual Report to the Congress describing Department of Energy (Department) activities in response to formal recommendations and other interactions with the Defense Nuclear Facilities Safety Board (Board). The Board, an independent executive-branch agency established in 1988, provides advice and recommendations to the Secretary of energy regarding public health and safety issues at the Department`s defense nuclear facilities. The Board also reviews and evaluates the content and implementation of health and safety standards, as well as other requirements, relating to the design, construction, operation, and decommissioning of the Department`s defense nuclear facilities. The locations of the major Department facilities are provided. During 1998, Departmental activities resulted in the proposed closure of one Board recommendation. In addition, the Department has completed all implementation plan milestones associated with four other Board recommendations. Two new Board recommendations were received and accepted by the Department in 1998, and two new implementation plans are being developed to address these recommendations. The Department has also made significant progress with a number of broad-based initiatives to improve safety. These include expanded implementation of integrated safety management at field sites, a renewed effort to increase the technical capabilities of the federal workforce, and a revised plan for stabilizing excess nuclear materials to achieve significant risk reduction.

Much of this increase is projected to come from electric generation, particularly peaking units. Gas storage, particularly the flexible services that are most suited to electric loads, is critical in meeting the needs of these new markets. In order to address the gas storage needs of the natural gas industry, an industry-driven consortium was created--the Gas Storage Technology Consortium (GSTC). The objective of the GSTC is to provide a means to accomplish industry-driven research and development designed to enhance operational flexibility and deliverability of the Nation's gas storage system, and provide a cost effective, safe, and reliable supply of natural gas to meet domestic demand.     The Office of Energy Efficiency and Renewable Energy (EERE) has had a longstanding goal of introducing uncertainty into the analysis it routinely conducts in compliance with the Government Performance and Results Act (GPRA) and for strategic management purposes. The need to introduce some treatment of uncertainty arises both because it would be good general management practice, and because intuitively many of the technologies under development by EERE have a considerable advantage in an uncertain world. For example, an expected kWh output from a wind generator in a future year, which is not exposed to volatile and unpredictable fuel prices, should be truly worth more than an equivalent kWh from an alternative fossil fuel fired technology. Indeed, analysts have attempted to measure this value by comparing the prices observed in fixed-price natural gas contracts compared to ones in which buyers are exposed to market prices (see Bolinger, Wiser, and Golove and (2004)). In addition to the routine reasons for exploring uncertainty given above, the history of energy markets appears to have exhibited infrequent, but troubling, regime shifts, i.e., historic turning points at which the center of gravity or fundamental nature of the system appears to have abruptly shifted. Figure 1 below shows an estimate of how the history of natural gas fired generating costs has evolved over the last three decades. The costs shown incorporate both the well-head gas price and an estimate of how improving generation technology has gradually tended to lower costs. The purpose of this paper is to explore scenario analysis as a method for introducing uncertainty into EERE's forecasting in a manner consistent with the preceding observation. The two questions are how could it be done, and what is its academic basis, if any. Despite the interest in uncertainty methods, applying them poses some major hurdles because of the heavy reliance of EERE on forecasting tools that are deterministic in

    Six Midwestern governors and a Canadian premier signed the Midwestern Greenhouse Gas Reduction Accord in November 2007. The governors agreed to begin the process of developing a market-based cap-and-trade program that would reduce GHG emissions (e.g., carbon dioxide, methane, nitrous oxide, hydro-fluorocarbons, perfluorocarbons, and sulfur hexafluoride) to meet reduction targets. Member jurisdictions include Illinois, Iowa, Kansas, Manitoba, Michigan, Minnesota, and Wisconsin. Observer jurisdictions - those who are participating in the program design, but will decide later whether to be full members-include Indiana, Ohio, Ontario, and South Dakota. To date, the advisory group has proposed target ranges for GHG emissions reductions of 15-25% below 2005 levels by 2020 and 60-80% by 2050. The following sectors are currently being considered for the cap-and-trade program: electricity generation and imports (power plants); industrial combustion sources (factories and other industrial facilities); and industrial process sources (to the extent credible measurement and monitoring protocols exist or can be developed prior to inclusion).

    This report describes the work performed to develop and test a new switching system and communications network that is useful for economically switching lighting circuits in existing commercial buildings. The first section of the report provides the general background of the IBECS (Integrated Building Environmental Communications System) research and development work as well as the context for the development of the new switching system. The research and development effort that went into producing the first proof-of-concept (the IBECS Addressable Power Switch or APS) and the physical prototype of that concept is detailed in the second section. In the third section of the report, we detail the refined Powerline Carrier Based IBECS Title 24 Wall Switch system that evolved from the APS prototype. The refined system provided a path for installing IBECS switching technology in existing buildings that may not be already wired for light level switching control. The final section of the report describes the performance of the IBECS Title 24 Switch system as applied to a small demonstration in two offices at LBNL's Building 90. We learned that the new Powerline Carrier control systems (A-10 technology) that have evolved from the early X-10 systems have solved most of the noise problems that dogged the successful application of X-10 technologies in commercial buildings. We found that the new A-10 powerline carrier control technology can be reliable and effective for switching lighting circuits even in electrically noisy office environments like LBNL. Thus we successfully completed the task objectives by designing, building and demonstrating a new switching system that can provide multiple levels of light which can be triggered either from specially designed wall switches or from a digital communications network. By applying commercially available powerline carrier based technologies that communicate over the in-place lighting wiring system, this type of control can be

    This paper represents the Gas Turbine Association's view of the gas turbine industry's R and D needs following the Advanced Turbine Systems (ATS) Program which is funded by the U.S. Department of Energy (DOE). Some of this information was discussed at the workshop Next Generation Gas Turbine Power Systems, which was held in Austin, TX, February 9--10, 1999, sponsored by DOE-Federal Energy Technology Center (FETC), reference 1. The general idea is to establish public-private partnerships to reduce the risks involved in the development of new technologies which results in public benefits. The recommendations in this paper are focused on gas turbines > 30 MW output. Specific GTA recommendations on smaller systems are not addressed here. They will be addressed in conjunction with DOE-Energy Efficiency.

    Gas storage is a critical element in the natural gas industry. Producers, transmission and distribution companies, marketers, and end users all benefit directly from the load balancing function of storage. The unbundling process has fundamentally changed the way storage is used and valued. As an unbundled service, the value of storage is being recovered at rates that reflect its value. Moreover, the marketplace has differentiated between various types of storage services, and has increasingly rewarded flexibility, safety, and reliability. The size of the natural gas market has increased and is projected to continue to increase towards 30 trillion cubic feet (TCF) over the next 10 to 15 years. Much of this increase is projected to come from electric generation, particularly peaking units. Gas storage, particularly the flexible services that are most suited to electric loads, is critical in meeting the needs of these new markets. In order to address the gas storage needs of the natural gas industry, an industry-driven consortium was created-the Gas Storage Technology Consortium (GSTC). The objective of the GSTC is to provide a means to accomplish industry-driven research and development designed to enhance operational flexibility and deliverability of the Nation's gas storage system, and provide a cost effective, safe, and reliable supply of natural gas to meet domestic demand. This report addresses the activities for the quarterly period of July 1, 2006 to September 30, 2006.
