AIKEN, S.C. - Workers have poured more than 1 million gallons of a cement-like grout into two underground radioactive waste tanks, moving the Savannah River Site (SRS) nearer to closing the massive structures. SRS and liquid waste contractor Savannah River Remediation are working to fill the 1.3-million-gallon Tanks 18 and 19 with grout, a project that began April 2. Grouting of the tanks, ancillary piping and equipment is scheduled for completion in late summer.

Development of a model for predicting transient hydrogen venting in 55-gallon drums  

DOE Green Energy (OSTI)

Remote drum venting was performed on a population of unvented high activity drums (HAD) in the range of 63 to 435 plutonium equivalent Curies (PEC). These 55-gallon Transuranic (TRU) drums will eventually be shipped to the Waste Isolation Pilot Plant (WIPP). As a part of this process, the development of a calculational model was required to predict the transient hydrogen concentration response of the head space and polyethylene liner (if present) within the 55-gallon drum. The drum and liner were vented using a Remote Drum Venting System (RDVS) that provided a vent sampling path for measuring flammable hydrogen vapor concentrations and allow hydrogen to diffuse below lower flammability limit (LFL) concentrations. One key application of the model was to determine the transient behavior of hydrogen in the head space, within the liner, and the sensitivity to the number of holes made in the liner or number of filters. First-order differential mass transport equations were solved using Laplace transformations and numerically to verify the results. the Mathematica 6.0 computing tool was also used as a validation tool and for examining larger than two chamber systems. Results will be shown for a variety of configurations, including 85-gallon and 110-gallon overpack drums. The model was also validated against hydrogen vapor concentration assay measurements.

The following 200-gram Pu drum criticality safety controls are applicable to RHWM drum storage operations: (1) Mass (Fissile/Pu) - each 55-gallon drum or its equivalent shall be limited to 200 gram Pu or Pu equivalent; (2) Moderation - Hydrogen materials with a hydrogen density greater than that (0.133 g H/cc) of polyethylene and paraffin are not allowed and hydrogen materials with a hydrogen density no greater than that of polyethylene and paraffin are allowed with unlimited amounts; (3) Interaction - a spacing of 30-inches (76 cm) is required between arrays and 200-gram Pu drums shall be placed in arrays for 200-gram Pu drums only (no mingling of 200-gram Pu drums with other drums not meeting the drum controls associated with the 200-gram limit); (4) Reflection - no beryllium and carbon/graphite (other than the 50-gram waiver amount) is allowed, (note that Nat-U exceeding the waiver amount is allowed when its U-235 content is included in the fissile mass limit of 200 grams); and (5) Geometry - drum geometry, only 55-gallon drum or its equivalent shall be used and array geometry, 55-gallon drums are allowed for 2-high stacking. Steel waste boxes may be stacked 3-high if constraint.

The purpose of the project was to design, fabricate, and evaluate a small scale continuous ethanol plant. The scope of the study was to satisfy four specific objectives. The first objective was to design a small scale continuous distillation unit capable of producing 10 to 15 gallons per hour of 170 to 190 proof ethanol. A second objective was to economically fabricate the distillation unit. A third objective was to thoroughly evaluate the unit with emphasis on production potential, operation considerations, and energy balance. The fourth objective was to work with the Farm Bureau in identifying an organization that would place the unit in a production environment. The results of the study indicate that the distillation unit is capable of producing and average of 9 to 14 gallons per hour (based on alcohol percent in beer) of 174 proof ethanol. The energy ratio for distillation is a positive 3:1. Once the unit has reached steady state very little operator attention is required with the exception of periodically refluxing. Material cost of the plate column is approximately $5000. The unit could be built by an individual provided he is trained in welding and has the necessary shop equipment. 39 figures, 12 tables.

JUSTIFICATION FOR A LIMIT OF 15 PERCENT HYDROGEN IN A 55 GALLON DRUM

The concentration of 15% hydrogen in air in a waste drum is used as the concentration at which the drum remains intact in the case of a deflagration. The following describes what could happen to the drum if 15% hydrogen or more in air were ignited. Table 2 of the Savannah River report WSRC-TR-90-165 ''TRU Drum Hydrogen Explosion Tests'' provides the results of tests performed in 55-gallon drums filled with hydrogen and air mixtures. The hydrogen-air mixtures were ignited by a hot-wire igniter. The results of the tests are shown in Table 1. They concluded that drums can withstand deflagration involving hydrogen concentration up to 15% hydrogen. Testing was performed at Idaho Falls and documented in a letter from RH Beers, Waste Technology Programs Division, EG&G Idaho, to CP Gertz, Radioactive Waste Technology Branch, DOE dated Sept. 29, 1983. In these tests, 55-gallon drums were filled with hydrogen-air mixtures which were ignited. The results in Table 2.2 showed that ignition for drums containing 11% and 14% hydrogen, the drum lid remained on the drum. Ignition in drum with 30% hydrogen resulted in lid loss. It is concluded from the results of these two tests that, for uncorroded drums, a 15% hydrogen in air mixture will not result in loss of drum integrity (i.e., lid remains on, walls remain intact). The drum walls however, may be thinned due to corrosion. The effect of the deflagration on thinner walls is assessed next. Assume a 15% hydrogen in air mixture exists in a drum. The pressure assuming adiabatic isochoric complete combustion (AICC) conditions is 69 psig (using the same deflagration pressure calculation method as in HNF-19492, ''Revised Hydrogen Deflagration Analysis which got 82 psig for 20% hydrogen in air).

The objective of this analysis is to develop and establish the technical basis on the criticality safety controls for the storage of mixed beryllium (Be), natural uranium (Nat-U), and carbon (C)/graphite reflectors in 55-gallon waste containers and/or their equivalents in Hazardous Waste Management (HWM) facilities. Based on the criticality safety limits and controls outlined in Section 3.0, the operations involving the use of mixed-reflector drums satisfy the double-contingency principle as required by DOE Order 420.1 and are therefore criticality safe. The mixed-reflector mass limit is 120 grams for each 55-gallon drum or its equivalent. a reflector waiver of 50 grams is allowed for Be, Nat-U, or C/graphite combined. The waived reflectors may be excluded from the reflector mass calculations when determining if a drum is compliant. The mixed-reflector drums are allowed to mix with the typical 55-gallon one-reflector drums with a Pu mass limit of 120 grams. The fissile mass limit for the mixed-reflector container is 65 grams of Pu equivalent each. The corresponding reflector mass limits are 300 grams of Be, and/or 100 kilograms of Nat-U, and/or 110 kilograms of C/graphite for each container. All other unaffected control parameters for the one-reflector containers remain in effect for the mixed-reflector drums. For instance, Superior moderators, such as TrimSol, Superla white mineral oil No. 9, paraffin, and polyethylene, are allowed in unlimited quantities. Hydrogenous materials with a hydrogen density greater than 0.133 gram/cc are not allowed. Also, an isolation separation of no less than 76.2 cm (30-inch) is required between a mixed array and any other array. Waste containers in the action of being transported are exempted from this 76.2-cm (30-inch) separation requirement. All deviations from the CS controls and mass limits listed in Section 3.0 will require individual criticality safety analyses on a case-by-case basis for each of them to confirm their criticality safety prior to their deployment and implementation.

The Imperial Valley Ethanol Refinery (refinery) will use hot geothermal fluid from geothermal resources at the East Mesa area as the source of process energy. In order to evaluate the economic viability of the proposed Project, exhaustive engineering, cost analysis, and financial studies have been undertaken. This report presents the results of feasibility studies undertaken in geothermal resource, engineering, marketing financing, management, environment, and permits and approvals. The conclusion of these studies is that the Project is economically viable. US Alcohol Fuels is proceeding with its plans to construct and operate the Refinery.

Upgrade of 400,000 gallon water storage tank at Argonne National Laboratory-West to UCRL-15910 high hazard seismic requirements

As part of the Integral Fast Reactor (IFR) Project at Argonne National Laboratory West (ANL-W), it was necessary to strengthen an existing 400,000 gallon flat-bottom water storage tank to meet UCRL-15910 (currently formulated as DOE Standard DOE-STD-1020-92, Draft) high hazard natural phenomena requirements. The tank was constructed in 1988 and preliminary calculations indicated that the existing base anchorage was insufficient to prevent buckling and potential failure during a high hazard seismic event. General design criteria, including ground motion input, load combinations, etc., were based upon the requirements of UCRL-15910 for high hazard facilities. The analysis and capacity assessment criteria were based on the Generic Implementation Procedure developed by the Seismic Qualification Utilities Group (SQUG). Upgrade modifications, consisting of increasing the size of the Generic Implementation Procedure developed by the Seismic Qualification Utilities Group (SQUG). Upgrade modifications, consisting of increasing the size of the foundation and installing additional anchor bolts and chairs, were necessary to increase the capacity of the tank anchorage/support system. The construction of the upgrades took place in 1992 while the tank remained in service to allow continued operation of the EBR-II reactor. The major phases of construction included the installation and testing of 144 1/14in. {times} 15in., and 366 1in. {times} 16in. epoxied concrete anchors, placement of 220 cubic yards of concrete heavily reinforced, and installation of 24 1-1/2in. {times} 60in. tank anchor bolts and chairs. A follow-up inspection of the tank interior by a diver was conducted to determine if the interior tank coating had been damaged by the chair welding. The project was completed on schedule and within budget.

Research was completed at Savannah River National Laboratory (SRNL) to investigate processes related to the blending of radioactive, liquid waste, salt solutions in 4920 cubic meter, 25.9 meter diameter storage tanks. One process was the blending of large salt solution batches (up to 1135 3028 cubic meters), using submerged centrifugal pumps. A second process was the disturbance of a settled layer of solids, or sludge, on the tank bottom. And a third investigated process was the settling rate of sludge solids if suspended into slurries by the blending pump. To investigate these processes, experiments, CFD models (computational fluid dynamics), and theory were applied. Experiments were performed using simulated, non-radioactive, salt solutions referred to as supernates, and a layer of settled solids referred to as sludge. Blending experiments were performed in a 2.44 meter diameter pilot scale tank, and flow rate measurements and settling tests were performed at both pilot scale and full scale. A summary of the research is presented here to demonstrate the adage that, One good experiment fixes a lot of good theory. Experimental testing was required to benchmark CFD models, or the models would have been incorrectly used. In fact, CFD safety factors were established by this research to predict full-scale blending performance. CFD models were used to determine pump design requirements, predict blending times, and cut costs several million dollars by reducing the number of required blending pumps. This research contributed to DOE missions to permanently close the remaining 47 of 51 SRS waste storage tanks.

The Westinghouse Hanford Company (WHC) authorized Pacific Northwest Laboratory (PNL) to conduct a feasibility study to identify promising nondestructive testing (NDT) methods for detecting general and localized (both pitting and pinhole) corrosion in the 55-gal drums that are used to store solid waste materials at the Hanford Site. This document presents results obtained during a literature survey, identifies the relevant reference materials that were reviewed, provides a technical description of the methods that were evaluated, describes the laboratory tests that were conducted and their results, identifies the most promising candidate methods along with the rationale for these selections, and includes a work plan for recommended follow-on activities. This report contains a brief overview and technical description for each of the following NDT methods: magnetic testing techniques; eddy current testing; shearography; ultrasonic testing; radiographic computed tomography; thermography; and leak testing with acoustic detection.

LLNL demonstration of liquid gun propellant destruction in a 0.1 gallon per minute scale reactor

The Lawrence Livermore National Laboratory (LLNL) has built and operated a pilot plant for processing oil shale using recirculating hot solids. This pilot plant, was adapted in 1993 to demonstrate the feasibility of decomposing a liquid gun propellant (LGP), LP XM46, a mixture of 76% HAN (NH{sub 3}OHNO{sub 3}) and 24% TEAN (HOCH{sub 2}CH{sub 2}){sub 3} NHNO{sub 3} diluted 1:3 in water. In the Livermore process, the LPG is thermally treated in a moving packed bed of ceramic spheres, where TEAN and HAN decompose, forming a suite of gases including: methane, carbon monoxide, oxygen, nitrogen oxides, ammonia and molecular nitrogen. The ceramic spheres are circulated and heated, providing the energy required for thermal decomposition. The authors performed an extended one day (8 hour) test of the solids recirculation system, with continuous injection of approximately 0.1 gal/min of LGP, diluted 1:3 in water, for a period of eight hours. The apparatus operated smoothly over the course of the eight hour run during which 144 kg of solution was processed, containing 36 kg of LGP. Continuous on-line gas analysis was invaluable in tracking the progress of the experiment and quantifying the decomposition products. The reactor was operated in two modes, a {open_quotes}Pyrolysis{close_quotes} mode, where decomposition products were removed from the moving bed reactor exit, passing through condensers to a flare, and in a {open_quotes}Combustion{close_quotes} mode, where the products were oxidized in air lift pipe prior to exiting the system. In the {open_quotes}Pyrolysis{close_quotes} mode, driver gases were recycled producing a small, concentrated stream of decomposition products. In the {open_quotes}Combustion mode{close_quotes}, the driver gases were not recycled, resulting in 40 times higher gas flow rates and correspondingly lower concentrations of nitrogen bearing gases.

Computer simulation of mobilization and mixing of kaolin with submerged liquid jets in 25,000-gallon horizontal cylindrical tanks

This report presents and analyzes results of computer model simulation of mobilization and mixing of kaolin using the TEMPEST code. The simulations are conducted in a horizontal cylindrical geometry replicating a 95 m{sup 3} (25,000 gal) test tank at ORNL, which is scaled to approximate Melton Valley Storage tanks, which are 190 m{sup 3} (50,000 gal). Mobilization and mixing is accomplished by two submerged liquid jets. Two configurations are simulated, one with the jets located at the center of the tank lengthwise and one with the jets located 1/4 tank length from one end. Computer simulations of both jet and suction configurations are performed. Total flow rates of 50, 100, and 200 gpm are modeled, corresponding to jet velocities of 1.52, 3.05, 6.10 m/s (5, 10, 20 ft/s). Calculations were performed to a time of 2 h for the center jet location and to a little over 1 h for the quarter jet location. This report presents computer and fluid properties model basis, preliminary numerical testing, and results. The results are presented in form of flow field and sludge layer contours. Degree of mobilization is presented as fraction of initial sludge layer remaining as a function of time. For the center jet location at 200 gpm, the sludge layer is completely mobilized in just over 1 h. For 100 gpm flow, about 5% of the sludge layer remains after 2 h. For 50 gpm flow, nearly 40% of the initial sludge layer remains after 2 h. For the quarter jets at 200 gpm, about 10% of the initial sludge layer remains after 1 h. For 100 gpm, about 40% of the sludge layer remains after 1 h. The boundary of the sludge layer is defined as 98% max packing for the particles. Mixing time estimates for these cases range from between 9.4 h and 16.2 h. A more critical evaluation and comparison of predictions and the test results is needed.

Results of Aging Tests of Vendor-Produced Blended Feed Simulant

The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is procuring through Pacific Northwest National Laboratory (PNNL) a minimum of five 3,500 gallon batches of waste simulant for Phase 1 testing in the Pretreatment Engineering Platform (PEP). To make sure that the quality of the simulant is acceptable, the production method was scaled up starting from laboratory-prepared simulant through 15-gallon vendor prepared simulant and 250-gallon vendor prepared simulant before embarking on the production of the 3500-gallon simulant batch by the vendor. The 3500-gallon PEP simulant batches were packaged in 250-gallon high molecular weight polyethylene totes at NOAH Technologies. The simulant was stored in an environmentally controlled environment at NOAH Technologies within their warehouse before blending or shipping. For the 15-gallon, 250-gallon, and 3500-gallon batch 0, the simulant was shipped in ambient temperature trucks with shipment requiring nominally 3 days. The 3500-gallon batch 1 traveled in a 70-75F temperature controlled truck. Typically the simulant was uploaded in a PEP receiving tank within 24-hours of receipt. The first uploading required longer with it stored outside. Physical and chemical characterization of the 250-gallon batch was necessary to determine the effect of aging on the simulant in transit from the vendor and in storage before its use in the PEP. Therefore, aging tests were conducted on the 250-gallon batch of the vendor-produced PEP blended feed simulant to identify and determine any changes to the physical characteristics of the simulant when in storage. The supernate was also chemically characterized. Four aging scenarios for the vendor-produced blended simulant were studied: 1) stored outside in a 250-gallon tote, 2) stored inside in a gallon plastic bottle, 3) stored inside in a well mixed 5-L tank, and 4) subject to extended temperature cycling under summer temperature conditions in a gallon plastic bottle. The following series of aging tests were conducted to accomplish these objectives.

In this work, we develop a theoretical approach to evaluate maturation process of kerogen-like material, involving molecular dynamic reactive modeling with a reactive force field to simulate the thermal stress. The Morwell coal has been selected to study the thermal evolution of terrestrial organic matter. To achieve this, a structural model is first constructed based on models from the literature and analytical characterization of our samples by modern 1-and 2-D NMR, FTIR, and elemental analysis. Then, artificial maturation of the Morwell coal is performed at low conversions in order to obtain, quantitative and qualitative, detailed evidences of structural evolution of the kerogen upon maturation. The observed chemical changes are a defunctionalization of the carboxyl, carbonyl and methoxy functional groups coupling with an increase of cross linking in the residual mature kerogen. Agricultural production used approximately 8.5 billion gallons of liquified fuel in 1978. This was up from the nearly 8 billion gallons in 1974. Fuel oil and liquified petroleum (LP) gas usage remained relatively constant between 1974 and 1978. The most dramatic changes were in diesel and gasoline usage. Gasoline use dropped about 0.2 billion gallons and diesel fuel use increased almost 0.7 billion gallons, accounting for the net 0.5 billion gallon increase in liquid fuel usage. On farm business use of natural gas and electricity showed virtually no change between 1974 and 1978.

This paper examines United States Lubricant Demand for Automotive and Industrial Lubricants by year from 1978 to 1992 and 1997. Projected total United States Lubricant Demand for 1988 is 2,725 million (or MM) gallons. Automotive oils are expected to account for 1,469MM gallons or (53.9%), greases 59MM gallons (or 2.2%), and Industrial oils will account for the remaining 1,197MM gallons (or 43.9%) in 1988. This proportional relationship between Automotive and Industrial is projected to remain relatively constant until 1992 and out to 1997. Projections for individual years between 1978 to 1992 and 1997 are summarized.

Ethanol Facts Ethanol Facts In 2005, the U.S. produced about 4 billion gallons of ethanol from corn grain, equaling approximately 2% of the 140 billion gallons of gasoline consumed. Ethanol is widely used as a fuel additive. The oxygen contained in ethanol improves gasoline combustibility. The Energy Policy Act of 2005 has established a renewable fuels standard which requires using 7.5 billion gallons of ethanol by 2012. E85 (85% ethanol and 15% gasoline blend) can be used as a substitute for gasoline in vehicles that have been modified to use E85. Energy content of E85 is 70% that of gasoline, so about 1.4 gallons of E85 are needed to displace one gallon of gasoline. Starch in corn grain is readily degraded into glucose sugar molecules that are fermented to ethanol. The complex structural

5 5 1 Short-Term Energy Outlook June 2005 2005 Summer Motor Fuels Outlook Update (Figure 1) In May, while West Texas Intermediate (WTI) crude oil prices oscillated from the low $50s range to $47 and back again, retail gasoline prices declined steadily from about $2.24 per gallon at the beginning of the month to $2.10 on May 30. On June 6, average retail prices were $2.12 per gallon. Pump gasoline prices for the summer (April-September) are now projected to average $2.17 per gallon, similar to last month's projection but still about 26 cents per gallon above the year-ago level. Crude oil prices are expected to remain high enough to keep monthly average gasoline prices above $2.00 per gallon through 2006. The

The lower price reflects, in part, slightly lower crude oil prices that account for about two-thirds of the cost at the pump. The largest price drops are expected in the Midwest states as refineries serving that region, which had been down for planned and unplanned maintenance, return to operation. For the year as a whole, the annual average retail gasoline price is forecasted to decline from $3.63 a gallon last year to $3.49 a gallon this year...and then drop to $3.37 per gallon in 2014
