    The formation of paramagnetic species upon low-temperature radiolysis of a polycarbonate-poly(butylene terephthalate) (PC-PBTP) system was studied by ESR spectroscopy. The radiation-chemical yields of paramagnetic species in pure polymers and their blends with various blending times were measured. The decrease of G values for samples with a long blending time was explained by the suppression of formation of neutral radicals from the PC units. The formation of CO-separated radical pairs, which result from the PC fragments, is suppressed efficiently as the blending time increases. It is concluded that the spectral parameters of the radical pairs are the most sensitive features to the change in the microenvironment of the radiolysis products.

    The Pacific Northwest National Laboratory (PNNL) Nondestructive Assay (NDA) Service Center was contracted to develop and demonstrate a simple and inexpensive method of assaying 110 gallon drums at the Hanford Site’s T-Plant. The drums contained pucks of crushed old drums used for storage of transuranic (TRU) waste. The drums were to be assayed to determine if they meet the criteria for TRU or Low Level Waste (LLW). Because of the dense matrix (crushed steel drums) gamma measurement techniques were excluded and a mobile, configurable neutron system, consisting of four sequentially connected slab detectors was chosen to be used for this application. An optimum measurement configuration was determined through multiple test measurements with californium source. Based on these measurements the initial calibration of the system was performed applying the isotopic composition for aged weapon-grade plutonium. A series of background and blank puck drum measurements allowed estimating detection limits for both total (singles) and coincidence (doubles) counting techniques. It was found that even conservative estimates for minimum detection concentration using singles count rate were lower than the essential threshold of 100 nCi/g. Whereas the detection limit of coincidence counting appeared to be about as twice as high of the threshold. A series of measurements intended to verify the technique and revise the initial calibration obtained were performed at the Waste Receiving and Processing (WRAP) facility with plutonium standards. Standards with a total mass of 0.3 g of plutonium (which is estimated to be equivalent of 100 nCi/g for net waste weight of 300 kg) loaded in the test puck drum were clearly detected. The following measurements of higher plutonium loadings verified the calibration factors obtained in the initial exercise. The revised and established calibration factors were also confirmed within established uncertainties by additional measurements of plutonium standards in various locations in the test drum. Due to necessity to dispense the blank test drum an alternative method of baseline determination was established during field measurements. Count rates of ambient background were corrected by the differences between observed background and blank test drum count rates which were previously determined over a series of measurements. Only 31 drums out of 352 counted during the intensive measurement campaign at T-Plant were determined to be Suspect TRU. 25 of these drums were re-measured at the WRAP facility using the SuperHENC. Of the 25 drums measured, 21 were confirmed to be TRU and the remaining four LLW.

    Remote drum venting was performed on a population of unvented high activity drums (HAD) in the range of 63 to 435 plutonium equivalent Curies (PEC). These 55-gallon Transuranic (TRU) drums will eventually be shipped to the Waste Isolation Pilot Plant (WIPP). As a part of this process, the development of a calculational model was required to predict the transient hydrogen concentration response of the head space and polyethylene liner (if present) within the 55-gallon drum. The drum and liner were vented using a Remote Drum Venting System (RDVS) that provided a vent sampling path for measuring flammable hydrogen vapor concentrations and allow hydrogen to diffuse below lower flammability limit (LFL) concentrations. One key application of the model was to determine the transient behavior of hydrogen in the head space, within the liner, and the sensitivity to the number of holes made in the liner or number of filters. First-order differential mass transport equations were solved using Laplace transformations and numerically to verify the results. the Mathematica 6.0 computing tool was also used as a validation tool and for examining larger than two chamber systems. Results will be shown for a variety of configurations, including 85-gallon and 110-gallon overpack drums. The model was also validated against hydrogen vapor concentration assay measurements.

    The objective of this analysis is to develop and establish the technical basis on the criticality safety controls for the storage of mixed beryllium (Be), natural uranium (Nat-U), and carbon (C)/graphite reflectors in 55-gallon waste containers and/or their equivalents in Hazardous Waste Management (HWM) facilities. Based on the criticality safety limits and controls outlined in Section 3.0, the operations involving the use of mixed-reflector drums satisfy the double-contingency principle as required by DOE Order 420.1 and are therefore criticality safe. The mixed-reflector mass limit is 120 grams for each 55-gallon drum or its equivalent. a reflector waiver of 50 grams is allowed for Be, Nat-U, or C/graphite combined. The waived reflectors may be excluded from the reflector mass calculations when determining if a drum is compliant. The mixed-reflector drums are allowed to mix with the typical 55-gallon one-reflector drums with a Pu mass limit of 120 grams. The fissile mass limit for the mixed-reflector container is 65 grams of Pu equivalent each. The corresponding reflector mass limits are 300 grams of Be, and/or 100 kilograms of Nat-U, and/or 110 kilograms of C/graphite for each container. All other unaffected control parameters for the one-reflector containers remain in effect for the mixed-reflector drums. For instance, Superior moderators, such as TrimSol, Superla white mineral oil No. 9, paraffin, and polyethylene, are allowed in unlimited quantities. Hydrogenous materials with a hydrogen density greater than 0.133 gram/cc are not allowed. Also, an isolation separation of no less than 76.2 cm (30-inch) is required between a mixed array and any other array. Waste containers in the action of being transported are exempted from this 76.2-cm (30-inch) separation requirement. All deviations from the CS controls and mass limits listed in Section 3.0 will require individual criticality safety analyses on a case-by-case basis for each of them to confirm their criticality safety prior to their deployment and implementation.

The Imperial Valley Ethanol Refinery (refinery) will use hot geothermal fluid from geothermal resources at the East Mesa area as the source of process energy. In order to evaluate the economic viability of the proposed Project, exhaustive engineering, cost analysis, and financial studies have been undertaken. This report presents the results of feasibility studies undertaken in geothermal resource, engineering, marketing financing, management, environment, and permits and approvals. The conclusion of these studies is that the Project is economically viable. US Alcohol Fuels is proceeding with its plans to construct and operate the Refinery.

    As part of the Integral Fast Reactor (IFR) Project at Argonne National Laboratory West (ANL-W), it was necessary to strengthen an existing 400,000 gallon flat-bottom water storage tank to meet UCRL-15910 (currently formulated as DOE Standard DOE-STD-1020-92, Draft) high hazard natural phenomena requirements. The tank was constructed in 1988 and preliminary calculations indicated that the existing base anchorage was insufficient to prevent buckling and potential failure during a high hazard seismic event. General design criteria, including ground motion input, load combinations, etc., were based upon the requirements of UCRL-15910 for high hazard facilities. The analysis and capacity assessment criteria were based on the Generic Implementation Procedure developed by the Seismic Qualification Utilities Group (SQUG). Upgrade modifications, consisting of increasing the size of the Generic Implementation Procedure developed by the Seismic Qualification Utilities Group (SQUG). Upgrade modifications, consisting of increasing the size of the foundation and installing additional anchor bolts and chairs, were necessary to increase the capacity of the tank anchorage/support system. The construction of the upgrades took place in 1992 while the tank remained in service to allow continued operation of the EBR-II reactor. The major phases of construction included the installation and testing of 144 1/14in. {times} 15in., and 366 1in. {times} 16in. epoxied concrete anchors, placement of 220 cubic yards of concrete heavily reinforced, and installation of 24 1-1/2in. {times} 60in. tank anchor bolts and chairs. A follow-up inspection of the tank interior by a diver was conducted to determine if the interior tank coating had been damaged by the chair welding. The project was completed on schedule and within budget.

    Research was completed at Savannah River National Laboratory (SRNL) to investigate processes related to the blending of radioactive, liquid waste, salt solutions in 4920 cubic meter, 25.9 meter diameter storage tanks. One process was the blending of large salt solution batches (up to 1135 ? 3028 cubic meters), using submerged centrifugal pumps. A second process was the disturbance of a settled layer of solids, or sludge, on the tank bottom. And a third investigated process was the settling rate of sludge solids if suspended into slurries by the blending pump. To investigate these processes, experiments, CFD models (computational fluid dynamics), and theory were applied. Experiments were performed using simulated, non-radioactive, salt solutions referred to as supernates, and a layer of settled solids referred to as sludge. Blending experiments were performed in a 2.44 meter diameter pilot scale tank, and flow rate measurements and settling tests were performed at both pilot scale and full scale. A summary of the research is presented here to demonstrate the adage that, ?One good experiment fixes a lot of good theory?. Experimental testing was required to benchmark CFD models, or the models would have been incorrectly used. In fact, CFD safety factors were established by this research to predict full-scale blending performance. CFD models were used to determine pump design requirements, predict blending times, and cut costs several million dollars by reducing the number of required blending pumps. This research contributed to DOE missions to permanently close the remaining 47 of 51 SRS waste storage tanks.

    Figure 7 summarizes the carbon selectivities observed towards the main products. During Period IV, the main products observed were the heavy hydrocarbons, with selectivity for MTBE being less than 3--5%. The only time that high MTBE selectivity was noted was during period III, when the i-butylene feed was shut-off. The large amounts of heavy products and the low selectivity to MTBE were surprising in view of our previous experiments in the gas phase and the high methanol-to-i-butylene ratio used in these runs. In the gas-phase and with methanol/i-butylene = 0.5, over 95% selectivity to MTBE was observed with this catalyst at this temperature. The higher level of methanol used here would be expected to further improve the MTBE selectivity. Perhaps one reason for the poor MTBE selectivity relates to the relative solubilities of the reactants in the Synfluid changing the effective methanol/i-butylene ratio. Figure 8 shows the relative molar concentration of i-butylene during Period III. At 180 minutes, the gas supply of that reactant was shut-off, yet the analyses show that i-butylene continued to elute from the reactor for at least an additional 2 hours. It seems reasonable that the i-butylene is highly soluble in the Synfluid since they are both nonpolar hydrocarbons. Likewise, one would expect the methanol to not be quite as soluble and thus the methanol/i-butylene ratio in the liquid medium may be very low, favoring the oligomerization of i-butylene. Indeed, the only time that MTBE selectivity was high was after the i-butylene supply was shut-off. We intend to quantify these solubilities in future experiments.

During the seventh quarter we continued the shake down experiments for the SBCR and conducted an initial aborted run.     In this work, we develop a theoretical approach to evaluate maturation process of kerogen-like material, involving molecular dynamic reactive modeling with a reactive force field to simulate the thermal stress. The Morwell coal has been selected to study the thermal evolution of terrestrial organic matter. To achieve this, a structural model is first constructed based on models from the literature and analytical characterization of our samples by modern 1-and 2-D NMR, FTIR, and elemental analysis. Then, artificial maturation of the Morwell coal is performed at low conversions in order to obtain, quantitative and qualitative, detailed evidences of structural evolution of the kerogen upon maturation. The observed chemical changes are a defunctionalization of the carboxyl, carbonyl and methoxy functional groups coupling with an increase of cross linking in the residual mature kerogen.     The initial work on the synthesis of MTBE during CO hydrogenation shows that MTBE cannot be formed directly on metal sites and likely requires the presence of an acid site. However, MTBE can be made successfully when an acid site, provided by the zeolites, is present in the vicinity of the methanol-synthesis metal sites. When i-butylene was added during CO hydrogenation over a composite catalyst consisting of Li-Pd/SiO{sub 2} and a hydrogen-zeolite, MTBE was formed in measurable amounts. The major by-product of this reaction scheme was isobutane and the dimer of i-butylene. In general, ZSM-5 was found to be superior to LZ210-12 HY zeolite. CO hydrogenation over a bifunctional PdNaY catalyst shows that branched hydrocarbons as well as MEOH can be made successfully at the same time. Addition of i-butylene over this catalyst only (i.e. without other zeolite) results in the formation of trace amounts of MTBE.

    The need for used oil conservation, recycling, and ultimate nonpolluting disposal has been a matter of increasing concern since the early 1960s. The oil embargo of 1974, the energy crisis which emerged in 1979, and as much as a tenfold increase in the price of imported crude oil have even more strongly emphasized the need for oil conservation and recycling. The U.S. Environmental Protection Agency (EPA) estimates that the U.S. annually generates approximately 1.O billion gallons of recoverable used oil (Table I). * Approximately 70 million gallons are rerefined as lubricating oils. An estimated 60 million gallons are reprocessed for use as metalworking oils and other industrial oils and an estimated 150 million gallons are sprayed on roads and for other uses. Approximately 500 million gallons are used as fuel, usually mixed with virgin residual and distillate fuels.

    Thermoplastic elastomers such as styrene-butadiene-styrene block copolymer (SBS) and styrene-ethylene/butylene-styrene block copolymer (SEBS) were used successfully as binding materials for metal hydride (MH) electrodes of a nickel-metal hydride battery. These binding materials have a rubber-like nature and are soluble in organic solvents. It was easy to remove the alloy powder from a used electrode for recycling. The battery performance depended on both the kind and amount of binding materials. The best discharge capacity and rate capability were obtained for MH electrodes containing 2--5 weight percent (w/o) SEBS. The particle size distributions for the alloy were examined successfully.

    Twenty potential ingredients were identified for use in developing a 106-AN grout formulation, and 18 were subsequently obtained and tested. Four ingredients-Type II-LA (moderate heat of hydration) Portland cement, Class F fly ash, attapulgite 150 drilling clay, and ground air-cooled blast-furnace slag (GABFS) were selected for developing the 106-AN grout formulations. A mixture experiment was designed and conducted around the following formulation: 2.5 lb of cement per gallon, 1.2 lb of fly ash per gallon, 0.8 lb of attapulgite per gallon, and 3.5 lb of GABFS per gallon. Reduced empirical models were generated from the results of the mixture experiment. These models were used to recommend several grout formulations for 106-AN. Westinghouse Hanford Company selected one of these formulations to be verified for use with 106-AN and a backup formulation in case problems arise with the first choice.

    The disposition of INEEL radioactive wastes is now under a Settlement Agreement between the DOE and the State of Idaho. The Settlement Agreement requires that existing liquid sodium bearing waste (SBW), and other liquid waste inventories be treated by December 31, 2012. This agreement also requires that all HLW, including calcined waste, be disposed or made road ready to ship from the INEEL by 2035. Sodium bearing waste (SBW) is produced from decontamination operations and HLW from reprocessing of SNF. SBW and HLW are radioactive and hazardous mixed waste; the radioactive constituents are regulated by DOE and the hazardous constituents are regulated by the Resource Conservation and Recovery Act (RCRA). Calcined waste, a dry granular material, is produced in the New Waste Calcining Facility (NWCF). Two primary waste tank storage locations exist at the ICPP: Tank Farm Facility (TFF) and the Calcined Solids Storage Facility (CSSF). The TFF has the following underground storage tanks: four 18,400-gallon tanks (WM 100-102, WL 101); four 30,000-gallon tanks (WM 103-106); and eleven 300,000+ gallon tanks. This includes nine 300,000-gallon tanks (WM 182-190) and two 318,000 gallon tanks (WM 180-181). This study analyzes the closure and subsequent use of the eleven 300,000+ gallon tanks. The 18,400 and 30,000-gallon tanks were not included in the work scope and will be closed as a separate activity. This study was conducted to support the HLW Environmental Impact Statement (EIS) waste separations options and addresses closure of the 300,000-gallon liquid waste storage tanks and subsequent tank void uses. A figure provides a diagram estimating how the TFF could be used as part of the separations options. Other possible TFF uses are also discussed in this study.

    Alcohol transformation to transportation fuel range hydrocarbon on HZSM-5 (SiO2 / Al2O3 = 30) catalyst was studied at 360oC and 300psig. Product distributions and catalyst life were compared using methanol, ethanol, 1-propanol or 1-butanol as a feed. The catalyst life for 1-propanol and 1-butanol was more than double compared to that for methanol and ethanol. For all the alcohols studied, the product distributions (classified to paraffin, olefin, napthene, aromatic and naphthalene compounds) varied with time on stream (TOS). At 24 hours TOS, liquid product from 1-propanol and 1-butanol transformation primarily contains higher olefin compounds. The alcohol transformation process to higher hydrocarbon involves a complex set of reaction pathways such as dehydration, oligomerization, dehydrocyclization, and hydrogenation. Compared to ethylene generated from methanol and ethanol, oligomerization of propylene and butylene has a lower activation energy and can readily take place on weaker acidic sites. On the other hand, dehydrocyclization of propylene and butylene to form the cyclic compounds requires the sits with stronger acid strength. Combination of the above mentioned reasons are the primary reasons for olefin rich product generated in the later stage of the time on stream and for the extended catalyst life time for 1 propanol and 1 butanol compared to methanol and ethanol conversion over HZSM-5.

    Residential heat pump water heaters (HPWHs) have recently reemerged on the U.S. market. These units have the potential to provide homeowners significant cost and energy savings. However, actual in use performance of a HPWH will vary significantly with climate, installation location, HVAC equipment, and hot water use. To determine what actual in use energy consumption of a HPWH may be in different regions of the U.S., annual simulations of both 50 and 80 gallon HPWHs as well as a standard electric water heater were performed for over 900 locations across the U.S. The simulations included a benchmark home to take into account interactions between the space conditioning equipment and the HPWH and a realistic hot water draw profile. It was found that the HPWH will always save some source energy when compared to a standard electric resistance water heater, although savings varies widely with location. In addition to looking at source energy savings, the breakeven cost (the net installed cost a HPWH would have to have to be a cost neutral replacement for a standard water heater) was also examined. The highest breakeven costs were seen in cases with high energy savings, such as the southeastern U.S., or high energy costs, such as New England and California. While the breakeven cost is higher for 80 gallon units than 50 gallon units, the higher net installed costs of an 80 gallon unit lead to the 50 gallon HPWHs being more likely to be cost effective.

Under the proposed new structure, NHTSA would establish minimum fuel economy levels for six size categories defined by the vehicle footprint (wheelbase multiplied by track width), as summarized in Table 3. For model years 2008 through 2010, the new CAFE standards would provide manufacturers the option of complying with either the standards defined for each individual footprint category or a proposed average light truck fleet standard of 22.5 miles per gallon in 2008, 23.1 miles per gallon in 2009, and 23.5 miles per gallon in 2010. All light truck manufacturers would be required to meet an overall standard based on sales within each individual footprint category after model year 2010.

    The Energy Policy Act 2005 requires that the use of renewable motor fuels be increased from the 2004 level of just over 4 billion gallons to a minimum of 7.5 billion gallons in 2012, after which the requirement grows at a rate equal to the growth of the gasoline pool. The law does not require that every gallon of gasoline or diesel fuel be blended with renewable fuels. Refiners are free to use renewable fuels, such as ethanol and biodiesel, in geographic regions and fuel formulations that make the most sense, as long as they meet the overall standard. Conventional gasoline and diesel can be blended with renewables without any change to the petroleum components, although fuels used in areas with air quality problems are likely to require adjustment to the base gasoline or diesel fuel if they are to be blended with renewables.

    The U.S. Department of Energy (DOE) is evaluating various sorbents to solidify and immobilize hazardous constituents of the organic fraction of plutonium/uranium extraction (PUREX) process waste at the Savannah River Site (SRS).[5] The purpose of the solidification is to provide a cost-effective alternative to incineration of the waste. Incineration at the Consolidated Incinerator Facility (CIF) at SRS is currently identified as the treatment technology for PUREX waste. However, the CIF is not in operation at this time, so SRS is interested in pursuing alternatives to incineration for treatment of this waste. The DOE Western Environmental Technology Office in Butte, MT was designated as the facility for conducting the sorbent testing and evaluation for the organic PUREX waste surrogate. MSE Technology Applications, Inc. tested and evaluated two clay and two polymer sorbents with the capability of solidifying organic PUREX waste. A surrogate organic PUREX waste recipe was utilized, and sorbents were tested and evaluated at bench-scale, 22-liter (5-gallon) scale, and 242-liter (55-gallon) scale. This paper presents experimental results evaluating four sorbent materials including: Imbiber Beads{sup TM} IMB230301-R, Nochar A610 Petrobond{sup TM}, Petroset II{sup TM}, and Petroset II Granular{sup TM}. Previous work at SRS indicated that these products could solidify organic PUREX waste on a bench scale [1]. The sorbents were evaluated using operational criteria and final wasteform properties. Operational criteria included: sorbent capacity; sorption rate; sorbent handling; and mixing requirements. Final wasteform evaluation properties included: ignitability; thermal stability; offgas generation, leachability tests and volumetric expansion. Bench-scale tests, 22-liter (5-gallon) tests, and initial 242-liter (55-gallon) tests are complete. This paper summarizes the results of the bench-scale, 22-liter (5-gallon) scale, and 242-liter (55-gallon) scale tests performed during FY05 with an aqueous/PUREX surrogate. (authors)

    The 17 reaction model for the sulfuric acid alkylation of isobutane with propylene as proposed by Langley and Pike has been used to simulate the effluent refrigeration reactor. The simulation conditions selected to minimize the formation of light and heavy by-product were determined to be: Temperature: 9 - 10 {degrees}C,- Isobutane/Olefin Ratio: 8 - 10; % Volume of Acid: 50 %. The reactor effluent composition from the simulation program has been used to compare with several sets of published data with reasonable agreement.     This paper reports that Lyondell Petrochemical Co., Houston, has developed a one step process to convert normal butylenes to isobutylene, a key component of methyl tertiary butyl ether (MTBE). MTBE is expected to become the additive of choice among U.S. refiners to blend oxygenated gasolines required by 1990 amendments to the Clean Air Act. Lyondell Pres. and Chief Executive Officer Bob Gower the the new process could help assure adequate supplies of MTBE to meet U.S. demand for cleaner burning fuels. Lyondell estimates the capital cost of building a grassroots plant to produce isobutylene with the new process would be less than half the cost of a grassroot plant to produce isobutylene with existing technology starting with normal butane.

    The partial oxidation of ethylene, propylene, and butylene in an autothermal reactor at atmospheric pressure with contact times less that {approximately}10 milliseconds leads to high selectivities to mono-olefins over Pt/Al{sub 2}O{sub 3}, synthesis gas over Rh/Al{sub 2}O{sub 3}, and rapid carbon deposition and deactivation over Pd/Al{sub 2}O{sub 3} at complete oxygen conversion and high alkane conversion. In all cases, thermodynamics predicts carbon deposition. We will show how the product distributions vary with choice of catalyst and reaction conditions. We will use an elementary step model based on surface reaction rates on the various metals obtained from the surface science literature to simulate these experimental results. The dominant reaction pathways on the different metals can be explained by the relative preference for {beta} elimination reactions on Pt, nearly even split between {alpha} and {beta} elimination on Rh, and rapid {alpha} elimination on Pd.

    Previous research exploring inorganic materials nucleation behavior on polymers via atomic layer deposition indicates the formation of hybrid organic–inorganic materials that form within the subsurface of the polymer. This has inspired adaptations to the process, such as sequential vapor infiltration, which enhances the diffusion of organometallic precursors into the subsurface of the polymer to promote the formation of a hybrid organic–inorganic coating. This work highlights the fundamental difference in mass uptake behavior between atomic layer deposition and sequential vapor infiltration using in-situ methods. In particular, in-situ quartz crystal microgravimetry is used to compare the mass uptake behavior of trimethyl aluminum in poly(butylene terephthalate) and polyamide-6 polymer thin films. The importance of trimethyl aluminum diffusion into the polymer subsurface and the subsequent chemical reactions with polymer functional groups are discussed.

    The Low Level Waste (LLW) Process Gloveboxes are designed to: receive a 55 gallon drum in an 85 gallon overpack in the Entry glovebox (GBIOI); and open and sort the waste from the 55 gallon drum, place the waste back into drum and relid in the Sorting glovebox (GB 102). In addition, waste which requires further examination is transferred to the LLW RWM Glovebox via the Drath and Schraeder Bagiess Transfer Port (DO-07-201) or sent to the Sample Transfer Port (STC); crush the drum in the Supercompactor glovebox (GB 104); place the resulting puck (along with other pucks) into another 85 gallon overpack in the Exit glovebox (GB 105). The status of the waste items is tracked by the Data Management System (DMS) via the Plant Control System (PCS) barcode interface. As an item is moved from the entry glovebox to the exit glovebox, the Operator will track an items location using a barcode reader and enter any required data on the DMS console. The Operational Test Procedure (OTP) will perform evolution`s (described below) using the Plant Operating Procedures (POP) in order to verify that they are sufficient and accurate for controlled glovebox operation.
