FIFTY-FIVE GALLON DRUM STANDARD STUDY

Fifty-five gallon drums are routinely used within the U.S. for the storage and eventual disposal of fissionable materials as Transuranic or low-level waste. To support these operations, criticality safety evaluations are required. A questionnaire was developed and sent to selected Endusers at Hanford, Idaho National Laboratory, Lawrence Livermore National Laboratory, Oak Ridge and the Savannah River Site to solicit current practices. This questionnaire was used to gather information on the kinds of fissionable materials packaged into drums, the models used in performing criticality safety evaluations in support of operations involving these drums, and the limits and controls established for the handling and storage of these drums. The completed questionnaires were reviewed and clarifications solicited through individual communications with each Enduser to obtain more complete and consistent responses. All five sites have similar drum operations involving thousands to tens of thousands of fissionable material waste drums. The primary sources for these drums are legacy (prior operations) and decontamination and decommissioning wastes at all sites except Lawrence Livermore National Laboratory. The results from this survey and our review are discussed in this paper.

SRS and liquid waste contractor Savannah River Remediation are working to fill the 1.3-million-gallon Tanks 18 and 19 with grout, a project that began April 2. Neutron Screening Measurements of 110 gallon drums at T Plant

The Pacific Northwest National Laboratory (PNNL) Nondestructive Assay (NDA) Service Center was contracted to develop and demonstrate a simple and inexpensive method of assaying 110 gallon drums at the Hanford Site抯 T-Plant. The drums contained pucks of crushed old drums used for storage of transuranic (TRU) waste. The drums were to be assayed to determine if they meet the criteria for TRU or Low Level Waste (LLW). Because of the dense matrix (crushed steel drums) gamma measurement techniques were excluded and a mobile, configurable neutron system, consisting of four sequentially connected slab detectors was chosen to be used for this application. An optimum measurement configuration was determined through multiple test measurements with californium source. Based on these measurements the initial calibration of the system was performed applying the isotopic composition for aged weapon-grade plutonium. A series of background and blank puck drum measurements allowed estimating detection limits for both total (singles) and coincidence (doubles) counting techniques. It was found that even conservative estimates for minimum detection concentration using singles count rate were lower than the essential threshold of 100 nCi/g. Whereas the detection limit of coincidence counting appeared to be about as twice as high of the threshold. A series of measurements intended to verify the technique and revise the initial calibration obtained were performed at the Waste Receiving and Processing (WRAP) facility with plutonium standards. Standards with a total mass of 0.3 g of plutonium (which is estimated to be equivalent of 100 nCi/g for net waste weight of 300 kg) loaded in the test puck drum were clearly detected. The following measurements of higher plutonium loadings verified the calibration factors obtained in the initial exercise. The revised and established calibration factors were also confirmed within established uncertainties by additional measurements of plutonium standards in various locations in the test drum. Due to necessity to dispense the blank test drum an alternative method of baseline determination was established during field measurements. Count rates of ambient background were corrected by the differences between observed background and blank test drum count rates which were previously determined over a series of measurements. Only 31 drums out of 352 counted during the intensive measurement campaign at T-Plant were determined to be Suspect TRU. 25 of these drums were re-measured at the WRAP facility using the SuperHENC. Of the 25 drums measured, 21 were confirmed to be TRU and the remaining four LLW.

Remote drum venting was performed on a population of unvented high activity drums (HAD) in the range of 63 to 435 plutonium equivalent Curies (PEC). These 55-gallon Transuranic (TRU) drums will eventually be shipped to the Waste Isolation Pilot Plant (WIPP). As a part of this process, the development of a calculational model was required to predict the transient hydrogen concentration response of the head space and polyethylene liner (if present) within the 55-gallon drum. The drum and liner were vented using a Remote Drum Venting System (RDVS) that provided a vent sampling path for measuring flammable hydrogen vapor concentrations and allow hydrogen to diffuse below lower flammability limit (LFL) concentrations. One key application of the model was to determine the transient behavior of hydrogen in the head space, within the liner, and the sensitivity to the number of holes made in the liner or number of filters. First-order differential mass transport equations were solved using Laplace transformations and numerically to verify the results. the Mathematica 6.0 computing tool was also used as a validation tool and for examining larger than two chamber systems. Results will be shown for a variety of configurations, including 85-gallon and 110-gallon overpack drums. The model was also validated against hydrogen vapor concentration assay measurements.

Interactions between amphiphilic block copolymers and lipids are of medical interest for applications such as drug delivery and the restoration of damaged cell membranes. A series of monodisperse poly(ethylene oxide)-poly(butylene oxide) (EOBO) block copolymers were obtained with two ratios of hydrophilic/hydrophobic block lengths. We have explored the surface activity of EOBO at a clean interface and under 1,2-dipalmitoyl-sn-glycero-3-phosphocholine (DPPC) monolayers as a simple cell membrane model. At the same subphase concentration, EOBO achieved higher equilibrium surface pressures under DPPC compared to a bare interface, and the surface activity was improved with longer poly(butylene oxide) blocks. Further investigation of the DPPC/EOBO monolayers showed that combined films exhibited similar surface rheology compared to pure DPPC at the same surface pressures. DPPC/EOBO phase separation was observed in fluorescently doped monolayers, and within the liquid-expanded liquid-condensed coexistence region for DPPC, EOBO did not drastically alter the liquid-condensed domain shapes. Grazing incidence X-ray diffraction (GIXD) and X-ray reflectivity (XRR) quantitatively confirmed that the lattice spacings and tilt of DPPC in lipid-rich regions of the monolayer were nearly equivalent to those of a pure DPPC monolayer at the same surface pressures.

The following 200-gram Pu drum criticality safety controls are applicable to RHWM drum storage operations: (1) Mass (Fissile/Pu) - each 55-gallon drum or its equivalent shall be limited to 200 gram Pu or Pu equivalent; (2) Moderation - Hydrogen materials with a hydrogen density greater than that (0.133 g H/cc) of polyethylene and paraffin are not allowed and hydrogen materials with a hydrogen density no greater than that of polyethylene and paraffin are allowed with unlimited amounts; (3) Interaction - a spacing of 30-inches (76 cm) is required between arrays and 200-gram Pu drums shall be placed in arrays for 200-gram Pu drums only (no mingling of 200-gram Pu drums with other drums not meeting the drum controls associated with the 200-gram limit); (4) Reflection - no beryllium and carbon/graphite (other than the 50-gram waiver amount) is allowed, (note that Nat-U exceeding the waiver amount is allowed when its U-235 content is included in the fissile mass limit of 200 grams); and (5) Geometry - drum geometry, only 55-gallon drum or its equivalent shall be used and array geometry, 55-gallon drums are allowed for 2-high stacking. Steel waste boxes may be stacked 3-high if constraint.

Criticality Safety Analysis on the Mixed Be, Nat-U, and C (Graphite) Reflectors in 55-Gallon Waste Drums and Their Equivalents for HWM Applications

The objective of this analysis is to develop and establish the technical basis on the criticality safety controls for the storage of mixed beryllium (Be), natural uranium (Nat-U), and carbon (C)/graphite reflectors in 55-gallon waste containers and/or their equivalents in Hazardous Waste Management (HWM) facilities. Based on the criticality safety limits and controls outlined in Section 3.0, the operations involving the use of mixed-reflector drums satisfy the double-contingency principle as required by DOE Order 420.1 and are therefore criticality safe. The mixed-reflector mass limit is 120 grams for each 55-gallon drum or its equivalent. a reflector waiver of 50 grams is allowed for Be, Nat-U, or C/graphite combined. The waived reflectors may be excluded from the reflector mass calculations when determining if a drum is compliant. The mixed-reflector drums are allowed to mix with the typical 55-gallon one-reflector drums with a Pu mass limit of 120 grams. The fissile mass limit for the mixed-reflector container is 65 grams of Pu equivalent each. The corresponding reflector mass limits are 300 grams of Be, and/or 100 kilograms of Nat-U, and/or 110 kilograms of C/graphite for each container. All other unaffected control parameters for the one-reflector containers remain in effect for the mixed-reflector drums. For instance, Superior moderators, such as TrimSol, Superla white mineral oil No. 9, paraffin, and polyethylene, are allowed in unlimited quantities. Hydrogenous materials with a hydrogen density greater than 0.133 gram/cc are not allowed. Also, an isolation separation of no less than 76.2 cm (30-inch) is required between a mixed array and any other array. Waste containers in the action of being transported are exempted from this 76.2-cm (30-inch) separation requirement. All deviations from the CS controls and mass limits listed in Section 3.0 will require individual criticality safety analyses on a case-by-case basis for each of them to confirm their criticality safety prior to their deployment and implementation.

Handling and Segregating System for 55-Gallon Drums Project-Current Progress on Testing and Integration at the Western Environmental Technology Office

The Savannah River Site (SRS) along with other U.S. Department of Energy (DOE) sites have thousands of drums of mixed transuranic (TRU) waste that are being stored awaiting transfer to the Waste Isolation Pilot Plant (WIPP). The SRS drums contain noncompliant items that must meet WIPP waste acceptance criteria (WAC) before being accepted. A system is being developed by the DOE Transuranic and Mixed Waste Focus Area (TMFA) under the Robotics Crosscut Program to repackage drummed, mixed TRU waste to meet WIPP WAC. This system, the Handling and Segregating System for 55-gallon drums (HANDSS-55), will economically and remotely open, sort, and segregate noncompliant components of the waste inside the drums and repackage the compliant components in a new drum suitable for shipment and acceptance by WIPP in New Mexico. HANDSS-55 is scheduled to be deployed for operation at the SRS Solid Waste Division by September 30, 2004. Other versions of HANDSS-55 may later be deployed at other DOE sites. MSE Technology Applications, Inc. (MSE) was selected to integrate and demonstrate the HANDSS-55 modules being developed by the Idaho National Engineering and Environmental Laboratory (INEEL) and the Savannah River Technology Center (SRTC). This paper reports progress on integration and testing to date.

Blending of Radioactive Salt Solutions in Million Gallon Tanks - 13002

Research was completed at Savannah River National Laboratory (SRNL) to investigate processes related to the blending of radioactive, liquid waste, salt solutions in 4920 cubic meter, 25.9 meter diameter storage tanks. One process was the blending of large salt solution batches (up to 1135 - 3028 cubic meters), using submerged centrifugal pumps. A second process was the disturbance of a settled layer of solids, or sludge, on the tank bottom. And a third investigated process was the settling rate of sludge solids if suspended into slurries by the blending pump. To investigate these processes, experiments, CFD models (computational fluid dynamics), and theory were applied. Experiments were performed using simulated, non-radioactive, salt solutions referred to as supernates, and a layer of settled solids referred to as sludge. Blending experiments were performed in a 2.44 meter diameter pilot scale tank, and flow rate measurements and settling tests were performed at both pilot scale and full scale. Blending Of Radioactive Salt Solutions In Million Gallon Tanks

Research was completed at Savannah River National Laboratory (SRNL) to investigate processes related to the blending of radioactive, liquid waste, salt solutions in 4920 cubic meter, 25.9 meter diameter storage tanks. One process was the blending of large salt solution batches (up to 1135 ? 3028 cubic meters), using submerged centrifugal pumps. A second process was the disturbance of a settled layer of solids, or sludge, on the tank bottom. And a third investigated process was the settling rate of sludge solids if suspended into slurries by the blending pump. To investigate these processes, experiments, CFD models (computational fluid dynamics), and theory were applied. Experiments were performed using simulated, non-radioactive, salt solutions referred to as supernates, and a layer of settled solids referred to as sludge. Blending experiments were performed in a 2.44 meter diameter pilot scale tank, and flow rate measurements and settling tests were performed at both pilot scale and full scale. The mercury-contaminated rinse solution (INEL waste ID{number_sign} 123; File 8 waste) was successfully treated at the Idaho National Engineering Laboratory (INEL). This waste was generated during the decontamination of the Heat Transfer Reactor Experiment 3 (HTRE-3) reactor shield tank. Approximately 1,800 gal of waste was generated and was placed into 33 drums. Each drum contained precipitated sludge material ranging from 1--10 in. in depth, with the average depth of about 2.5 in. The pH of each drum varied from 3--11. The bulk liquid waste had a mercury level of 7.0 mg/l, which exceeded the Resource Conservation and Recovery Act (RCRA) limit of 0.2 mg/l. The average liquid bulk radioactivity was about 2.1 pCi/ml, while the average sludge contamination was about 13,800 pci/g. Treatment of the waste required separation of the liquid from the sludge, filtration, pH adjustment, and ion exchange. Because of difficulties in processing, three trials were required to reduce the mercury levels to below the RCRA limit. In the first trial, insufficient filtration of the waste allowed solid particulate produced during pH adjustment to enter into the ion exchange columns and ultimately the waste storage tank. In the second trial, the waste was filtered down to 0.1 {mu} to remove all solid mercury compounds. However, before filtration could take place, a solid mercury complex dissolved and mercury levels exceeded the RCRA limit after filtration. In the third trial, the waste was filtered through 0.3-A filters and then passed through the S-920 resin to remove the dissolved mercury. The resulting solution had mercury levels at 0.0186 mg/l and radioactivity of 0.282 pCi/ml. This solution was disposed of at the TAN warm waste pond, TAN782, TSF-10.

This report provides a record of the Structural Integrity Program for the 300,000-gal liquid waste storage tanks and associated equipment at the Idaho Nuclear Technology and Engineering Center, as required by U.S. Department of Energy M 435.1-1, 揜adioactive Waste Management Manual. This equipment is known collectively as the Tank Farm Facility. This report is an update, and replaces the previous report by the same title issued April 2003. The conclusion of this report is that the Tank Farm Facility tanks, vaults, and transfer systems that remain in service for storage are structurally adequate, and are expected to remain structurally adequate over the remainder of their planned service life through 2012. Recommendations are provided for continued monitoring of the Tank Farm Facility.

Abstract A high-bandwidth absorption sensing technique for iso-butene (iC4H8) was developed to measure transient species concentration behind reflected shock waves for combustion kinetics studies. Direct measurements of iC4H8 were enabled by monitoring absorption in the infrared near 11.3?m using a novel pulsed external-cavity quantum cascade laser (ECQCL) with a repetition rate of 600爇Hz. Optimal wavelength selection for high-temperature combustion gases was first determined by a spectral survey at 1000燢 near the peak of the absorption band (878燾m?1 to 892燾m?1) using the ECQCL. Absorption cross section measurements of iC4H8 at 881.4燾m?1, the selected high-temperature wavelength, were then conducted from 800燢 to 1800燢 behind reflected shocks to characterize temperature dependence at modest pressures (48燼tm). The species-specific technique was subsequently demonstrated by time-resolved (100爇Hz) measurements of iso-butene decay during thermal decomposition (12801480燢). First-ever shock tube measurements of iC4H8 yields from iso-octane pyrolysis (10701300燢) were also produced, with a detection limit of ?100爌pm. Experimental results were compared to recent kinetic models to illustrate the potential of this diagnostic for analyzing combustion chemistry.

Rotational spectrum, ring-puckering vibration and ab initio calculations on tetrahydrothiophene

The rotational spectra of tetrahydrothiophene, c-C4H8S, in the ground state (including spectra of isotopic species) and several excited vibrational states have been reinvestigated in the centimeter and the millimeter wave range up to 300 GHz. Ab initio calculations were performed for structural and conformational analysis, which confirm the experimental values. The low-lying vibrational states were analyzed within the pseudorotation description and from the pseudorotation dependence of the rotational constants the resulting potential energy function was determined.

In this work, we develop a theoretical approach to evaluate maturation process of kerogen-like material, involving molecular dynamic reactive modeling with a reactive force field to simulate the thermal stress. The Morwell coal has been selected to study the thermal evolution of terrestrial organic matter. To achieve this, a structural model is first constructed based on models from the literature and analytical characterization of our samples by modern 1-and 2-D NMR, FTIR, and elemental analysis. Then, artificial maturation of the Morwell coal is performed at low conversions in order to obtain, quantitative and qualitative, detailed evidences of structural evolution of the kerogen upon maturation. The observed chemical changes are a defunctionalization of the carboxyl, carbonyl and methoxy functional groups coupling with an increase of cross linking in the residual mature kerogen. Gasoline pump prices for the summer (April-September) are now projected to average $2.25 per gallon, 8 cents per gallon higher than last month's projection and about 35 cents per gallon above the year-ago level. Crude oil prices are expected to remain high enough to keep quarterly average gasoline prices above $2.20 per gallon through 2006. The projected average for retail diesel this summer is $2.33 per gallon, up about 56 cents per gallon from last summer. Nationally, annual average diesel fuel prices

The North Sea Brent crude oil spot price averaged near $110 per barrel for the fifth consecutive month in November. EIA expects the Brent crude oil price to average $108 per barrel in December and decline gradually to $104 per barrel in 2014. Projected West Texas Intermediate (WTI) crude oil prices average $95 per barrel during 2014.

5 5 1 Short-Term Energy Outlook June 2005 2005 Summer Motor Fuels Outlook Update (Figure 1) In May, while West Texas Intermediate (WTI) crude oil prices oscillated from the low $50s range to $47 and back again, retail gasoline prices declined steadily from about $2.24 per gallon at the beginning of the month to $2.10 on May 30. On June 6, average retail prices were $2.12 per gallon. Pump gasoline prices for the summer (April-September) are now projected to average $2.17 per gallon, similar to last month's projection but still about 26 cents per gallon above the year-ago level. Crude oil prices are expected to remain high enough to keep monthly average gasoline prices above $2.00 per gallon through 2006. The

Ethanol Facts Ethanol Facts In 2005, the U.S. produced about 4 billion gallons of ethanol from corn grain, equaling approximately 2% of the 140 billion gallons of gasoline consumed. Ethanol is widely used as a fuel additive. The oxygen contained in ethanol improves gasoline combustibility. The Energy Policy Act of 2005 has established a renewable fuels standard which requires using 7.5 billion gallons of ethanol by 2012. E85 (85% ethanol and 15% gasoline blend) can be used as a substitute for gasoline in vehicles that have been modified to use E85. Energy content of E85 is 70% that of gasoline, so about 1.4 gallons of E85 are needed to displace one gallon of gasoline. Starch in corn grain is readily degraded into glucose sugar molecules that are fermented to ethanol. The complex structural

5 5 Audit Report: IG-0565 August 27, 2002 Salt Processing Project at the Savannah River Site As a result of Cold War weapons production, the Department of Energy accumulated millions of gallons of high-level waste that now require treatment and final disposal. At the Department's Savannah River Site, there are approximately 38 million gallons of high-level waste, including 35 million gallons of salt waste and 3 million gallons of sludge. To treat the salt waste, the Department originally planned to process the waste through the Savannah River Site's In-Tank Precipitation Facility so that cesium and other radionuclides could be removed. However, in February 1998, the Department suspended operation of the In-Tank Precipitation Facility because it could not be operated safely.

Between April and June 2000, the price (U.S. Gulf Coast waterborne market) of MTBE rose from $1.00 per gallon to over $1.60 per gallon. This represented an increase in the price premium for MTBE over the wholesale price of conventional gasoline from its normal (1995 though 2000 average) $0.26 per gallon to $0.60 per gallon. The MTBE

The annual average regular gasoline retail price is projected to decline from $3.63 per gallon in 2012 to $3.49 per gallon in 2013 and to $3.37 per gallon in 2014. That projection also exceeds the previous (current-dollar) record summer average of $1.35 recorded in 1981. Nominal prices are expected to reach a peak of $1.52 per gallon in April-a new record--and decline steadily to $1.39 per gallon by September due to the impact of increases in world-wide crude oil production. The lower price reflects, in part, slightly lower crude oil prices that account for about two-thirds of the cost at the pump. The largest price drops are expected in the Midwest states as refineries serving that region, which had been down for planned and unplanned maintenance, return to operation. For the year as a whole, the annual average retail gasoline price is forecasted to decline from $3.63 a gallon last year to $3.49 a gallon this year...and then drop to $3.37 per gallon in 2014

There have been multiple projects over time to convert the plant's focus to produce "not from concentrate" orange juice.
