    At first glance the story of the Intense Pulsed Neutron Source (IPNS) at Argonne National Laboratory (ANL) appears to have followed a puzzling course. When researchers first proposed their ideas for an accelerator-driven neutron source for exploring the structure of materials through neutron scattering, the project seemed so promising that both Argonne managers and officials at the laboratory's funding agency, the Department of Energy (DOE), suggested that it be made larger and more expensive. But then, even though prototype building, testing, and initial construction went well a group of prominent DOE reviewers recommended in fall 1980 that it be killed, just months before it had been slated to begin operation, and DOE promptly accepted the recommendation. In response, Argonne's leadership declared the project was the laboratory's top priority and rallied to save it. In late 1982, thanks to another review panel led by the same scientist who had chaired the panel that had delivered the death sentence, the project was granted a reprieve. However, by the late 1980s, the IPNS was no longer top priority within the international materials science community, at Argonne, or within the DOE budget because prospects for another, larger materials science accelerator emerged. At just this point, the facility started to produce exciting scientific results. For the next two decades, the IPNS, its research, and its experts became valued resources at Argonne, within the U.S. national laboratory system, and within the international materials science community. Why did this Argonne project prosper and then almost suffer premature death, even though it promised (and later delivered) good science? How was it saved and how did it go on to have a long, prosperous life for more than a quarter of a century? In particular, what did an expert assessment of the quality of IPNS science have to do with its fate? Getting answers to such questions is important. The U.S. government spends a lot of money to produce science and technology at multipurpose laboratories like Argonne. For example, in the mid-1990s, about the time the IPNS's fortunes were secured, DOE spent more than $6 billion a year to fund nine such facilities, with Argonne's share totaling $500 million. And an important justification for funding these expensive laboratories is that they operate expensive but powerful scientific tools like the IPNS, generally considered too large to be built and managed by universities. Clearly, 'life and death' decision making has a lot to tell us about how the considerable U.S. federal investment in science and technology at national laboratories is actually transacted and, indeed, how a path is cleared or blocked for good science to be produced. Because forces within Argonne, DOE, and the materials science community obviously dictated the changing fortunes of the IPNS, it makes sense to probe the interactions binding these three environments for an understanding of how the IPNS was threatened and how it survived. In other words, sorting out what happened requires analyzing the system that includes all three environments. In an attempt to find a better way to understand its twists and turns, I will view the life-and-death IPNS story through the lens of an ecological metaphor. Employing the ideas and terms that ecologists use to describe what happens in a system of shared resources, that is, an ecosystem, I will describe the IPNS as an organism that vied with competitors for resources to find a niche in the interrelated environments of Argonne, DOE, and the materials science community. I will start with an explanation of the Argonne 'ecosystem' before the advent of the IPNS and then describe how the project struggled to emerge in the 1970s, how it scratched its way to a fragile niche in the early 1980s, and how it adapted and matured through the turn of the 21st century. The paper will conclude with a summary of what the ecosystem perspective shows about the life and death struggle of the IPNS and reflect on what that perspective reveals about how researc

    A table for use in a hot cell or similar controlled environment for use in examining specimens. The table has a movable table top that can be moved relative to a table frame. A shaft is fixedly mounted to the frame for axial rotation.     The mission of the U.S. Department of Energy/National Nuclear Security Administration's (DOE/NNSA's) Office of the Second Line of Defense (SLD) is to strengthen the capability of foreign governments to deter, detect, and interdict the illicit trafficking of special nuclear and other radioactive materials across international borders and through the global maritime shipping system. The goal of this mission is to reduce the probability of these materials being fashioned into a weapon of mass destruction or radiological dispersal device that could be used against the United States or its international partners. This goal is achieved primarily through the installation and operation of radiation detection equipment at border crossings, airports, seaports, and other strategic locations around the world. In order to effectively detect the movement of radioactive material, the response of these radiation detectors to various materials in various configurations must be well characterized. Oak Ridge National Laboratory (ORNL) investigated two aspects of Radiation Portal Monitor (RPM) settings, based on a preliminary investigation done by the Los Alamos National Laboratory (LANL): source-to-detector distance effect on amplifier gain and optimized discriminator settings. This report discusses this investigation. A number of conclusions can be drawn from the ORNL testing. First, for increased distance between the source and the detector, thus illuminating the entire detector rather than just the center of the detector (as is done during detector alignments), an increase in gain may provide a 5-15% increase in sensitivity (Fig. 4). However, increasing the gain without adjusting the discriminator settings is not recommended as this makes the monitor more sensitive to electronic noise and temperature-induced fluctuations. Furthermore, if the discriminators are adjusted in relation to the increase in gain, thus appropriately discriminating against electronic noise, the sensitivity gains are less than 5% (Fig. 6). ORNL does not consider this slight increase in sensitivity to be a worthwhile pursuit. Second, increasing the ULD will increase sensitivity a few percent (Fig. 7); however, it is not clear that the slight increase in sensitivity is worth the effort required to make the change (e.g., reliability, cost, etc.). Additionally, while the monitor would be more sensitive to HEU, it would also be more sensitive to NORM. Third, the sensitivity of the system remains approximately the same whether it is calibrated to a small source on contact or a large source far away (Fig. 6). This affirms that no changes to the existing calibration procedure are necessary.

    In this report, we consider the determination of optimal gains, with respect to a certain performance index, for state feedback controllers where some elements in the gain matrix are constrained to be zero. Two iterative schemes for systematically finding the constrained gain matrix are presented. An example is included to demonstrate the procedures.

    The Table of Tables' application system captures in a set of SYBASE tables the basic design specification for a database schema. Specification of tables, columns (including the related defaults and rules for the stored values) and keys is provided. The feature which makes this application specifically useful for SYBASE is the ability to automatically generate SYBASE triggers. A description field is provided for each database object. Based on the data stored, SQL scripts for creating complete schema including the tables, their defaults and rules, their indexes, and their SYBASE triggers, are written by TOT. Insert, update and delete triggers are generated from TOT to guarantee integrity of data relations when tables are connected by single column foreign keys. The application is written in SYBASE's APT-SQL and includes a forms based data entry system. Using the features of TOT we can create a complete database schema for which the data integrity specified by our design is guaranteed by the SYBASE triggers generated by TOT. 3 refs.

    The diurnal heat capacity method is presented for estimating inside-temperature swings attributable to direct winter solar gain. The procedures are simplified to be suitable for hand analysis, aided by tables of diurnal heat capacity for various materials. The method has been spot checked against computer simulation and has been used successfully by a group of 20 builders in New Mexico to analyze whether temperature swings would be excessive in their designs.

    The gain uniformity of sealed microchannel plate image intensifiers (MCPIs) is improved by selectively scrubbing the high gain sections with a controlled bright light source. Using the premise that ions returning to the cathode from the microchannel plate (MCP) damage the cathode and reduce its sensitivity, a HeNe laser beam light source is raster scanned across the cathode of a microchannel plate image intensifier (MCPI) tube. Cathode current is monitored and when it exceeds a preset threshold, the sweep rate is decreased 1000 times, giving 1000 times the exposure to cathode areas with sensitivity greater than the threshold. The threshold is set at the cathode current corresponding to the lowest sensitivity in the active cathode area so that sensitivity of the entire cathode is reduced to this level. This process reduces tube gain by between 10% and 30% in the high gain areas while gain reduction in low gain areas is negligible. 4 figs.

    The optical gain spectra for GaInNAs/GaAs quantum wells are computed using a microscopic laser theory. From these spectra, the peak gain and carrier radiative decay rate as functions of carrier density are determined. These dependences allow the study of the lasing threshold current density of GaInNAs/GaAs quantum well structures.

    A number of scientific applications are performance-limited by expressions that repeatedly call costly elementary functions. Lookup table (LUT) optimization accelerates the evaluation of such functions by reusing previously computed results. LUT methods can speed up applications that tolerate an approximation of function results, thereby achieving a high level of fuzzy reuse. One problem with LUT optimization is the difficulty of controlling the tradeoff between performance and accuracy. The current practice of manual LUT optimization adds programming effort by requiring extensive experimentation to make this tradeoff, and such hand tuning can obfuscate algorithms. In this paper we describe a methodology andmore » tool implementation to improve the application of software LUT optimization. Our Mesa tool implements source-to-source transformations for C or C++ code to automate the tedious and error-prone aspects of LUT generation such as domain profiling, error analysis, and code generation. We evaluate Mesa with five scientific applications. Our results show a performance improvement of 3.0× and 6.9× for two molecular biology algorithms, 1.4× for a molecular dynamics program, 2.1× to 2.8× for a neural network application, and 4.6× for a hydrology calculation. We find that Mesa enables LUT optimization with more control over accuracy and less effort than manual approaches.« less

    A gain medium operable to amplify light at a gain wavelength and having reduced transverse ASE includes an input surface and an output surface opposing the input surface. The gain medium also includes a central region including gain material and extending between the input surface and the output surface along a longitudinal optical axis of the gain medium. The gain medium further includes an edge cladding region surrounding the central region and extending between the input surface and the output surface along the longitudinal optical axis of the gain medium. The edge cladding region includes the gain material and a dopant operable to absorb light at the gain wavelength.

    The purpose of this Handbook is to establish general training program guidelines for training personnel in developing training for operation, maintenance, and technical support personnel at Department of Energy (DOE) nuclear facilities. TTJA is not the only method of job analysis; however, when conducted properly TTJA can be cost effective, efficient, and self-validating, and represents an effective method of defining job requirements. The table-top job analysis is suggested in the DOE Training Accreditation Program manuals as an acceptable alternative to traditional methods of analyzing job requirements. DOE 5480-20A strongly endorses and recommends it as the preferred method for analyzing jobs for positions addressed by the Order.

    Document provides the results of tests done on Product Cans from the HC-21C sludge stabilization process. Tests included running a simulated Thermogravimetric Analysis, TGA, on the processed material that have received Loss On Ignition (LOI) sample results that show a gain on ignition or a high LOI and reprocessing product cans with high LOIs. Also, boat material temperatures in the furnace were tracked during the testing.

    The Annual Energy Outlook (AEO) Supplemental tables were generated for the reference case of the AEO using the National Energy Modeling System, a computer-based model which produces annual projections of energy markets.     An avalanche drift photodetector (ADP) incorporates extremely low capacitance of a silicon drift photodetector (SDP) and internal gain that mitigates the surface leakage current noise of an avalanche photodetector (APD). The ADP can be coupled with scintillators such as CsI(Tl), NaI(Tl), LSO or others to form large volume scintillation type gamma ray detectors for gamma ray spectroscopy, photon counting, gamma ray counting, etc. Arrays of the ADPs can be used to replace the photomultiplier tubes (PMTs) used in conjunction with scintillation crystals in conventional gamma cameras for nuclear medical imaging.

    We present evidence of strong coupling between the gain material and the metallic metamaterials. It is of vital importance to understand the mechanism of the coupling of metamaterials with the gain medium. Using a four-level gain system, the numerical pump-probe experiments are performed in several configurations (splitring resonators (SRRs), inverse SRRs and fishnets) of metamaterials, demonstrating reduction of the resonator damping in all cases and hence the possibility for loss compensation. We find that the differential transmittance ?T/T can be negative in different SRR configurations, such as SRRs on the top of the gain substrate, gain in the SRR gapmoreand gain covering the SRR structure, while in the fishnet metamaterial with gain ?T/T is positive.less
