    This paper reports on the first U.S. tanker converted to a floating production, storage, and offloading (FPSO) unit which takes up station in Gombe-Beta field off Gabon by Dec. 1. FPSO Ocean Producer will work under a 3 year, day rate contract let late in 1990 by Amoco-Gabon Bombe Marin co., a unit of Amoco Production Co. (OGJ, Dec. 24, 1990, p. 27). Gombe-Beta field is in the Atlantic Ocean about 70 miles south of Port Gentil, Gabon. Ocean Producer will be moored in 50 ft of water 3.7 miles off Gabon, with Bombe-Beta's unmanned production platform about 820 ft astern. The vessel will be held in position by a disconnectable, asymmetric, six point, spread mooring system, It is owned and operated by Oceaneering International Services Ltd. (OISL). Affiliate Oceaneering Production Systems (OPS) converted the 78,061 dwt oil tanker MT Baltimore Sea at a capital cost of $25 million at Gulf Copper Manufacturing Corp.'s Port Arthur, Tex., shipyard. Both companies are units of Oceaneering International Inc., Houston. OPS the Ocean Producer's use in Gombe-Beta field is the shallowest water FPSO application in the world. Amoco-Gabon chose an FPSO production system for Gombe-Beta because it expects the remote field to have a short economic life, and the oil requires extensive processing.

    Two LNG projects in the Middle East, one in Oman and the other in Yemen, are due on stream at the turn of the century--each the largest single project ever put together in its country. Officials described their projects at a yearend 1996 conference in Paris by Institut Francais du Petrole and Petrostrategies. The Oman project develops gas reserves, does gas processing, and transports the gas 360 km to a liquefaction plant to be built on the coast. The Yemen project involves a liquefaction plant and an export terminal.

    Since 1985, Petroleum Development Oman (PDO) has been exploring for gas on behalf of the Government of Oman under a ten-year agreement signed in June 1984. The aim of the one-rig programme was to find additional non-associated gas reserves (3 TCF) to meet domestic energy requirements for a minimum of 40 years, for which the available reserves at that time (5.6 TCF) were insufficient. Initial results of the campaign, which principally targeted the Permian Khuff Formation, were disappointing, analogues to the major accumulations of the Arabian Gulf failing to materialise. During the second half of the programme, therefore, the strategy was revised to address the prospectivity of higher risk/higher reward plays recognised at greater depths. Well Saih Nihayda-24, drilled in 1989, found gas/condensate-bearing reservoirs in Cambro/Ordovician sandstones of the Andam Formation below 4000 metres. This discovery, in a seismically poorly defined anticline, sparked an intensive effort of 2D, and later 3D, long cable seismic acquisition. This led in 1991 to additional major gas/condensate finds in Saih Rawl and Barik, and a dedicated two-year two-rig appraisal campaign has since proven up sufficient reserves to support an LNG gas export scheme. The ten-year programme has more than tripled Oman`s non-associated gas expectation reserves to some 22 TCF, exceeding-the target more than five-fold. Significant potential for further gas discoveries identified in both North and South Oman provides encouragement for continued successful gas exploration in the future.

    The Hawasina napper of the Oman Mountains yielded Permian radiolarians from cherts stratigraphically overlying a thick volcanic basement (Al Jil Formation) at the base of the Hamrat Duru Group. This fauna represents the first Permian radiolarians and radiolarites in the central and western Tethyan realm. A Permain age for pelagic sequences within the Hawasina Complex of Oman has major significance for regional paleogeographic reconstruction. A clear differentiation between platform (reefal sediments) and basin (radiolarites) from the base of the Late Permian (255 Ma) is implied. It suggests a flexure of the platform during Permian time; the present data implies that a zone of rifting was already developed adjacent to the northeast Gondwana platform margin during the Late Permian. The Hamrat Duru Basin corresponds to an opening intracontinental rift area (sphenochasm) between Arabia and northeast Gondwana, a reentrant of the paleo-Tethys.

  17. Case studies from Oman for coiled tubing deployed completion techniques

    Although the use of ultra-large coiled tubing to complete wells is relatively new, it is gaining widespread industry application. This paper will detail the equipment necessary to perform an operation of this type and will present information from several case studies in Oman in which an operator has successfully deployed completion equipment on 3-1/2-inch-OD coiled tubing. In addition to a discussion of the equipment required to perform the necessary operations, the trial parameters that were established by this operator will be given. The information presented has been selected to allow an initial evaluation to be made of coiled tubing completions in general and will help to determine whether this method can prove to be less expensive than traditional rig-based completions. The topics presented have been chosen to provide the reader with a thorough understanding of the techniques and preparation needed to execute a coiled tubing completion. The summary of experiences will conclude that this innovative completion technique can be a viable method for completing wells. Although long-term advantages regarding production and well maintenance cannot yet be determined, the operator`s experiences to date have confirmed his initial belief that use of coiled tubing in ultra-large continuous-pipe applications can be cost effective.

In the past years have determined the necessity to formulate and apply the integrated management program for radioactive sealed sources to assure harmless and ecological rational management of disused sealed sources in Egypt. The waste management system in Egypt comprises operational and regulatory capabilities. Both of these activities are performed under legislations. The Hot Laboratories and Waste Management Center HLWMC, is considered as a centralized radioactive waste management facility in Egypt by law 7/2010. (authors)

  4. Benchmarking performance: Environmental impact statements in Egypt

    Environmental impact assessment (EIA) was formally introduced in Egypt in 1994. This short paper evaluates 'how well' the EIA process is working in practice in Egypt, by reviewing the quality of 45 environmental impact statements (EISs) produced between 2000 and 2007 for a variety of project types. The Lee and Colley review package was used to assess the quality of the selected EISs. About 69% of the EISs sampled were found to be of a satisfactory quality. An assessment of the performance of different elements of the EIA process indicates that descriptive tasks tend to be performed better than scientific tasks. The quality of core elements of EIA (e.g., impact prediction, significance evaluation, scoping and consideration of alternatives) appears to be particularly problematic. Variables that influence the quality of EISs are identified and a number of broad recommendations are made for improving the effectiveness of the EIA system.

    The Integrated Human Futures Project provides a set of analytical and quantitative modeling and simulation tools that help explore the links among human social, economic, and ecological conditions, human resilience, conflict, and peace, and allows users to simulate tradeoffs and consequences associated with different future development and mitigation scenarios. In the current study, we integrate five distinct modeling platforms to simulate the potential risk of social unrest in Egypt resulting from the Grand Ethiopian Renaissance Dam (GERD) on the Blue Nile in Ethiopia. The five platforms simulate hydrology, agriculture, economy, human ecology, and human psychology/behavior, and show how impacts derived from development initiatives in one sector (e.g., hydrology) might ripple through to affect other sectors and how development and security concerns may be triggered across the region. This approach evaluates potential consequences, intended and unintended, associated with strategic policy actions that span the development-security nexus at the national, regional, and international levels. Model results are not intended to provide explicit predictions, but rather to provide system-level insight for policy makers into the dynamics among these interacting sectors, and to demonstrate an approach to evaluating short- and long-term policy trade-offs across different policy domains and stakeholders. The GERD project is critical to government-planned development efforts in Ethiopia but is expected to reduce downstream freshwater availability in the Nile Basin, fueling fears of negative social and economic impacts that could threaten stability and security in Egypt. We tested these hypotheses and came to the following preliminary conclusions. First, the GERD will have an important short-term impact on water availability, food production, and hydropower production in Egypt, depending on the short- term reservoir fill rate. The first completion was for Well GS 373-2, a previously drilled and tested exploration well located in the south portion of the gulf of Suez. Subsea technology was used to economically justify development of this one-well marginal field, which was discovered in 1978. Traditional methods proved to be too costly for development, therefore application of a low-cost subsea tree was used to capture the resources. In the Gulf of Suez, many fields have been discovered but have not been developed because of low reserves. These marginal projects can have a profound impact on the revenue and shareholder value if an economic method is used to exploit these opportunities. Platform installation was not feasible because of reserve size, hence the well has remained abandoned until recently. This paper presents a summarized look at subsea completion technology. The cost comparison of traditional development methods will be made, given the local cost structure in Egypt. The application of this technology has some limitations and constraints that will be discussed in the paper. Furthermore, the actual field installation of Egypt`s first subsea tree will be summarized. Also included is a discussion on simple remote controls and offshore installation operations.

    Though its contribution to the global Greenhouse gases emission is relatively small, Egypt has signed and ratified the United Nations Framework Convention on Climate Change (UN FCCC) and has been playing an active role in the international efforts to deal with such environmental challenges. Energy efficiency has been one of the main strategies that Egypt has adopted to improve environmental quality and enhance economic competitiveness. This paper highlights three initiatives currently underway to improve energy efficiency of the Egyptian industry. The first is a project that has been recently completed by OECP to assess potential GHG mitigation options available in Egypt`s oil refineries. The second initiative is an assessment of GHG mitigation potential in the Small and Medium size Enterprises (SME) in the Mediterranean city of Alexandria. The third one focuses on identifying demand side management options in some industrial electricity consumers in the same city.

Capturing the experience of Amoco in the Gulf of Mexico and in the Dutch North Sea, GUPCO was able to build a low cost subsea system which would allow for the economic development of the marginal fields discovered in the past. The application of this technology has some limitations and constraints which will be discussed in the paper.     Profiles of the sources of nonmethane organic compounds (NMOCs) were developed for emissions from vehicles, petroleum fuels (gasoline, liquefied petroleum gas (LPG), and natural gas), a petroleum refinery, a smelter, and a cast iron factory in Cairo, Egypt. More than 100 hydrocarbons and oxygenated hydrocarbons were tentatively identified and quantified. Gasoline-vapor and whole-gasoline profiles could be distinguished from the other profiles by high concentrations of the C{sub 5} and C{sub 6} saturated hydrocarbons. The vehicle emission profile was similar to the whole-gasoline profile, with the exception of the unsaturated and aromatic hydrocarbons, which were present at higher concentrations in the vehicle emission profile. High levels of the C{sub 2}-C{sub 4} saturated hydrocarbons, particularly n-butane, were characteristic features of the petroleum refinery emissions. The smelter and cast iron factory emissions were similar to the refinery emissions; however, the levels of benzene and toluene were greater in the former two sources. The LPG and natural gas emissions contained high concentrations of n-butane and ethane, respectively. The NMOC source profiles for Cairo were distinctly different from profiles for U.S. sources, indicating that NMOC source profiles are sensitive to the particular composition of petroleum fuels that are used in a location.

    The ultimate aims of treatment and conditioning is to prepare waste for disposal by ensuring that the waste will meet the waste acceptance criteria of a disposal facility. Hence the purpose of low-level waste disposal is to isolate the waste from both people and the environment. The radioactive particles in low-level waste emit the same types of radiation that everyone receives from nature. Most low-level waste fades away to natural background levels of radioactivity in months or years. Virtually all of it diminishes to natural levels in less than 300 years. In Egypt, The Hot Laboratories and Waste Management Center has been established since 1983, as a waste management facility for LLW and ILW and the disposal site licensed for preoperational in 2005. The site accepts the low level waste generated on site and off site and unwanted radioactive sealed sources with half-life less than 30 years for disposal and all types of sources for interim storage prior to the final disposal. Operational requirements at the low-level (LLRW) disposal site are listed in the National Center for Nuclear Safety and Radiation Control NCNSRC guidelines. Additional procedures are listed in the Low-Level Radioactive Waste Disposal Facility Standards Manual. The following describes the current operations at the LLRW disposal site. (authors)

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays.     In this study, marine surface sediments are collected from nine locations along the Suez Canal in order to investigate the relationship between the morphology of sands in the studied beaches and pollution by oil. Basically, the studied samples were analyzed by three techniques: grains-size analysis, microscopic examination, and gas chromatographic (GC) analysis. This study concluded that medium sand is the major class represented in the studied marine sediments. Pollution in these sand grains increases in the irregular grains more so than in the more rounded grains. Also, deep surface points, pitting, and fissures are considered to be good sites to precipitate oil contamination. Also, the presence of iron oxides may be taken as evidence for tanker ballast washings. The heavy fraction (zircon) shows more contamination than the light fraction (quartz) in these samples. Finally, GC profiles have shown two types of samples: one typical of weathered or highly weathered crude oil patterns and the other for samples with very highly weathered profiles. The relationship obtained between morphology studies and both oil content and GC chromatogram profiles indicates that all of the studied locations are suffering from pollution of oil that is spilled while shipping petroleum through the Suez Canal.

    Radioactive Sealed sources (RSSs) are widely use all over the world in medicine, agriculture, industry, research, etc. The accidental misuse and exposure to RSSs has caused significant environmental contamination, serious injuries and many deaths. The high specific activity of the materials in many RSSs means that the spread of as little as microgram quantities can generate significant risk to human health and inhibit the use of buildings and land. Conditioning of such sources is a must to protect humans and environment from the hazard of ionizing radiation and contamination. Conditioning is also increase the security of these sources by decreasing the probability of stolen and/or use in terrorist attacks. According to the law No.7/2010, Egyptian atomic energy authority represented in the hot laboratories and waste management center (centralized waste facility, HLWMC) has the responsibility of collecting, conditioning, storing and management of all types of radioactive waste from all Egyptian territory including spent radioactive sealed sources (SRSSs). This paper explains the conditioning procedures for two of the most common SRSSs, Cs{sup 137} and Co{sup 60} sources which make up more than 90% of the total spent radioactive sealed sources stored in our centralized waste facility as one of the major activities of hot laboratories and waste management center. Conditioning has to meet three main objectives, be acceptable for storage, enable their safe transport, and comply with disposal requirements. (authors)

    The application of radioisotopes and radiation sources in medical diagnosis and therapy is an important issue. Physicians can use radioisotopes to diagnose and treat diseases. Methods of treatment, conditioning and management of low level radioactive wastes from the use of radiation sources and radioisotopes in hospitals and nuclear medicine application, are described. Solid Radioactive waste with low-level activity after accumulation, minimization, segregation and measurement, are burned or compressed in a compactor according to the international standards. Conditioned drums are transported to the interim storage site at the Egyptian Atomic Energy Authority (EAEA) represented in Hot Labs and Waste Management Center (HLWMC) for storage and monitoring.     Owing to Oman's geographic position and long coastal line, the coastal areas of Oman are particularly vulnerable to oil pollution from normal tanker operations, illegal discharges, and accidental spills as well as local sources of oil input. UNEP carried out a survey on the coasts of Oman to determine the major sources of oil pollution and concluded that the major shoreline pollution problems in Oman arose from operational discharges of oil from passing vessels traffic. The oil, because of the high sea and air temperatures in the area, was subjected to relatively high rates of evaporation and photo-oxidation and tended to arrive at the coast as heavy petroleum particulate residues (tar balls). The aim of the present study was to measure the loads of tar balls in Omani coastal areas and to identify the source of oil pollutants on beaches.

    Significant rightholding changes took place in central and southern Africa during 1987. Angola, Benin, Congo, Gabon, Ghana, Guinea, Guinea Bissau, Mauritania, Seychelles, Somali Republic, Tanzania, Zaire, and Zambia announced awards or acreage open for bidding. Decreases in exploratory rightholdings occurred in Cameroon, Congo, Cote d'Ivoire, Equatorial Guinea, Gabon, Kenya, Namibia, South Africa, and Tanzania. More wells and greater footage were drilled in 1987 than in 1986. Total wells increased by 18% as 254 wells were completed compared to 217 in 1986. Footage drilled during the year increased by 46% as about 1.9 million ft were drilled compared to about 1.3 million ft in 1986. The success rate for exploration wells in 1987 improved slightly to 36% compared to 34% in 1986. Significant discoveries were made in Nigeria, Angola, Congo, and Gabon. Seismic acquisition in 1987 was the major geophysical activity during the year. Total oil production in 1987 was 773 million bbl (about 2.1 million b/d), a decrease of 7%. The decrease is mostly due to a 14% drop in Nigerian production, which comprises 60% of total regional production. The production share of OPEC countries (Nigeria and Gabon) versus non-OPEC countries of 67% remained unchanged from 1986. 24 figs., 5 tabs.

    Over half of the world crude oil supply is transported from the Arabian Gulf area via tankers through the narrow Strait of Hormuz, which forms the northern boundary of the Sultanate of Oman. Generally, crude oil tanker traffic off the coast of Oman is relatively heavy and all the vessels entering the Gulf to load at various terminals pass by the coastal line of Oman. The present work plays an essential part on the Omani marine monitoring program. The purpose of this program was to establish baseline levels of selected heavy metals, chlorinated and petroleum hydrocarbons in some marine species. This study aims to assess hydrocarbons in seawater, sediment and rocky oysters from the different sites along Omani coastal waters.

    Since 1977 when Aramco and GSI (Geophysical Services International) pioneered the first 3-D seismic survey in the Arabian Gulf, under the guidance of Aramco`s Chief Geophysicist John Hoke, 3-D seismology has been effectively used to map many complex subsurface geological phenomena. By the mid-1990s extensive 3-D surveys were acquired in Abu Dhabi, Oman, Qatar and Saudi Arabia. Also in the mid-1990`s Bahrain, Kuwait and Dubai were preparing to record surveys over their fields. On the structural side 3-D has refined seismic maps, focused faults and fractures systems, as well as outlined the distribution of facies, porosity and fluid saturation. In field development, 3D has not only reduced drilling costs significantly, but has also improved the understanding of fluid behavior in the reservoir. In Oman, Petroleum Development Oman (PDO) has now acquired the first Gulf 4-D seismic survey (time-lapse 3D survey) over the Yibal Field. The 4-D survey will allow PDO to directly monitor water encroachment in the highly-faulted Cretaceous Shu`aiba reservoir. In exploration, 3-D seismology has resolved complex prospects with structural and stratigraphic complications and reduced the risk in the selection of drilling locations. The many case studies from Saudi Arabia, Oman, Qatar and the United Arab Emirates, which are reviewed in this paper, attest to the effectiveness of 3D seismology in exploration and producing, in clastics and carbonates reservoirs, and in the Mesozoic and Paleozoic.

    Specialized equipment enabled successful well completions in Oman with large 3{1/2}-inch coiled tubing. Conventional drilling or completion rigs were not needed. Although the use of 3{1/2}-inch coiled tubing to complete wells is relatively new, it is gaining widespread industry application. One Middle East operating company felt that if downhole completion equipment could be successfully run using coiled tubing, greater cost efficiency, both in initial deployment and in maintenance, could be derived. The paper lists some of the technical considerations for these assumptions. The long-term advantages regarding production and well maintenance cannot yet be determined, but experience in Oman has confirmed the belief that large coiled tubing completions can be technically achieved.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,839,817 km/sup 2/ at the end of 1985, a decrease of 3% from the 1,896,446 km/sup 2/ held at the end of 1984. This decrease mainly is due to significant relinquishments made in Algeria, Egypt, and Tunisia. Morocco, however, had an increase of 18,087 km/sup 2/. Oil discoveries were reported in Algeria (possibly 5), Libya (at least 2), and Egypt (16). Only 1 gas find was made (in Morocco). According to sparse information, development drilling may have decreased markedly during 1985. Oil and condensate production increased by 3.1% to approximately 3,054,000 b/d compared to about 2,963,400 b/d in 1984. No statistics are currently available on gas production in North Africa. 8 figures, 27 tables.

    Genome science and technologies are transforming life sciences globally in many ways and becoming a highly desirable area for international collaboration to strengthen global health. The Genome Science Program at the Los Alamos National Laboratory is leveraging a long history of expertise in genomics research to assist multiple partner nations in advancing their genomics and bioinformatics capabilities. The capability development objectives focus on providing a molecular genomics-based scientific approach for pathogen detection, characterization, and biosurveillance applications. The general approaches include introduction of basic principles in genomics technologies, training on laboratory methodologies and bioinformatic analysis of resulting data, procurement, and installation of next-generation sequencing instruments, establishing bioinformatics software capabilities, and exploring collaborative applications of the genomics capabilities in public health. Genome centers have been established with public health and research institutions in the Republic of Georgia, Kingdom of Jordan, Uganda, and Gabon; broader collaborations in genomics applications have also been developed with research institutions in many other countries.
