    At the Los Alamos National Laboratory (LANL) Plutonium Facility, plutonium isotopes and other actinides are handled in a glovebox environment. The spread of radiological contamination, and excursions of contaminants into the worker's breathing zone, are minimized and/or prevented through the use of glovebox technology. Evaluating the glovebox configuration, the glovebox gloves are the most vulnerable part of this engineering control. Recognizing this vulnerability, the Glovebox Glove Integrity Program was developed to minimize and/or prevent unplanned openings in the glovebox environment, e.g., glove failures and breaches. In addition, LANL implement the 'Lean Six Sigma (LSS)' program that incorporates the practices of Lean Manufacturing and Six Sigma technologies and tools to effectively improve administrative and engineering controls and work processes. One tool used in LSS is the use of control charts, which is an effective way to characterize data collected from unplanned openings in the glovebox environment. The benefit management receives from using this tool is two-fold. First, control charts signal the absence or presence of systematic variations that result in process instability, in relation to glovebox glove breaches and failures. Second, these graphical representations of process variation determine whether an improved process is under control. Further, control charts are used to identify statistically significant variations (trends) that can be used in decision making to improve processes. This paper discusses performance indicators assessed by the use control charts, provides examples of control charts, and shows how managers use the results to make decisions. This effort contributes to LANL Continuous Improvement Program by improving the efficiency, cost effectiveness, and formality of glovebox operations. (authors)

    Recent developments in radiation therapy have immensely impacted the way the radiation dose is delivered to patients undergoing radiation treatments. However, the fundamental quality assurance (QA) issues underlying the radiation therapy still remain the accuracy of the radiation dose and the radiation safety. One of the major duties of clinical medical physicists in the radiation therapy departments still revolves around ensuring the accuracy of dose delivery to the planning target volume (PTV), the reduction of unintended radiation to normal organs and minimization of the radiation exposure to the medical personnel based on ALARA (as low as reasonably achievable) principle. Many of the errors in radiation therapy can be minimized through a comprehensive program of periodic checks. One of the QA procedures on the patient comes in the form of chart reviews which could be in either electronic or paper-based format. We present the quality assurance procedures that have to be performed on the patient records from the beginning and periodically to the end of the treatment, based on the guidelines from the American Association of Physicists in Medicine (AAPM) and American College of Physicians (ACP)

    European singles charts are important part of the music industry responsible for creating popularity of songs. After modeling and exploring dynamics of global album sales in previous papers, we investigate patterns of hit singles popularity according to all data (1966-2015) from weekly charts (polls) in 12 Western European countries. The dynamics of building popularity in various national charts is more than the economy because it depends on spread of information. In our research we have shown how countries may be affected by their neighbourhood and influenced by technological era. We have also computed correlations with geographical and cultural distances between countries in analog, digital and Internet era. We have shown that time delay between the single premiere and the peak of popularity has become shorter under the influence of technology and the popularity of songs depends on geographical distances in analog (1966-1987) and Internet (2004-2015) era.     The Chart of Nuclides is a software product that allows users to search and plot nuclear structure and nuclear decay data interactively. The Chart of Nuclides was developed by the National Nuclear Data Center (NNDC). It provides an interface between web users and several databases containing nuclear structure, nuclear decay and some neutron-induced nuclear reaction information. Using the Chart of Nuclides, it is possible to search for nuclear level properties (energy, half-life, spin-parity), gamma-ray information (energy, intensity, multipolarity, coincidences),radiation information following nuclear decay (energy, intensity, dose), and neutron-induced reaction data from the BNL-325 book (thermal cross section and resonance integral).     Chart is an interactive graphics program that can be used to create tables of data and to display this data as a table or as a graph. Several different graphic forms are available, including bar charts, line graphs, and pie charts. Chart is interactive; this means that commands are typed by the user at a terminal and their effects are seen in a few seconds. It is easy to experiment with different display formats and then choose the one that displays your data most effectively. Chart also makes it easy to start with a simple table and then gradually add additional features such as titles, footnotes, and complex column headings in gradual steps. Each step gives the user a clearer idea of what the final published table or graph should look like in order to best communicate the meaning of the data. This manual provides an introduction to using Chart and at the end of the course you will be able to produce tables and graphic displays like those shown in Figures 1 through 4. The Introduction to Chart course assumes that the user has taken the Introduction to the Distributed Computer Network course or can demonstrate knowledge of the topics covered in that course.

    This paper, which documents Fluor Hanford's application of Statistical Process Control (SPC) and Dashboards to support planning and decision making, is a sequel to ''Leading with Leading Indicators'' that was presented at WM 05. This year's paper provides more detail on management's use of SPC and control charts and discusses their integration into an executive summary using the popular color-cod3ed dashboard methodology. Fluor Hanford has applied SPC in a non-traditional (that is non-manufacturing) manner. Dr. Shewhart's 75-year-old control-chart methodologies have been updated to modern data processing, but are still founded on his sound, tried and true principles. These methods are playing a key role in safety and quality at what has been called the world's largest environmental cleanup project. The US Department of Energy's (DOE's) Hanford Site played a pivotal role in the nation's defense, beginning in the 1940s when it was established as part of the Manhattan Project. After more than 50 years of producing nuclear weapons, Hanford--which covers 586 square miles in southeastern Washington state--is now focused on three outcomes: (1) restoring the Columbia River corridor for multiple uses; (2) transitioning the central plateau to support long-term waste management; and (3) putting DOE assets to work for the future.

    Decision makers have long recognized the importance of visualizing energy and material flows in a way that distinguishes between resources, transformations and services. Research priorities can be defined in terms of changes to the flows, and the consequences of policy or technology shifts can be traced both upstream and downstream. The usefulness of this top-down view is limited by the level of detail that can be conveyed in a single image. We use two techniques to balance information content with readability. First we employe visualization techniques, such as those embodied in the energy Sankey diagram below (Figure 1), to display both qualitative (relative line weight) and quantitative (listed values) information in a reader-friendly package. The second method is to augment static images with dynamic, scalable digital content containing multiple layers (e.g. energy, carbon and economic data). This transitions the audience from that of a passive reader to an active user of the information. When used in conjunction these approaches enable relatively large, interconnected processes to be described and analyzed efficiently.     G3(MP2)//B3 theory was modified to incorporate compact effective potential (CEP) pseudopotentials, providing a theoretical alternative referred to as G3(MP2)//B3-CEP for calculations involving first-, second-, and third-row representative elements. The G3/05 test set was used as a standard to evaluate the accuracy of the calculated properties. G3(MP2)//B3-CEP theory was applied to the study of 247 standard enthalpies of formation, 104 ionization energies, 63 electron affinities, 10 proton affinities, and 22 atomization energies, comprising 446 experimental energies. The mean absolute deviations compared with the experimental data for all thermochemical results presented an accuracy of 1.4 kcal mol{sup ?1} for G3(MP2)//B3 and 1.6 kcal mol{sup ?1} for G3(MP2)//B3-CEP. Approximately 75% and 70% of the calculated properties are found with accuracy between ±2 kcal mol{sup ?1} for G3(MP2)//B3 and G3(MP2)//B3-CEP, respectively. Considering a confidence interval of 95%, the results may oscillate between ±4.2 kcal mol{sup ?1} and ±4.6 kcal mol{sup ?1}, respectively. The overall statistical behavior indicates that the calculations using pseudopotential present similar behavior with the all-electron theory. Of equal importance to the accuracy is the CPU time, which was reduced by between 10% and 40%.

    The design of Quantum Turbo Codes (QTCs) typically relies on the analysis of their distance spectra, followed by Monte-Carlo simulations. By contrast, in this paper we appropriately adapt the conventional non-binary EXtrinsic Information Transfer (EXIT) charts for quantum turbo codes by exploiting the intrinsic quantum-to-classical isomorphism. The EXIT chart analysis not only allows us to dispense with the time-consuming Monte-Carlo simulations, but also facilitates the design of near-capacity codes without resorting to the analysis of their distance spectra. We have demonstrated that our EXIT chart predictions are in line with the Monte-Carlo simulations results. We have also optimized the entanglement-assisted QTC using EXIT charts, which outperforms the existing distance spectra based QTCs. More explicitly, the performance of our optimized QTC is as close as 0.3 dB to the corresponding hashing bound.

    Currently, electrical power generation uses about 140 billion gallons of water per day accounting for over 39% of all freshwater withdrawals thus competing with irrigated agriculture as the leading user of water. Coupled to this water use is the required pumping, conveyance, treatment, storage and distribution of the water which requires on average 3% of all electric power generated. While water and energy use are tightly coupled, planning and management of these fundamental resources are rarely treated in an integrated fashion. Toward this need, a decision support framework has been developed that targets the shared needs of energy and water producers, resource managers, regulators, and decision makers at the federal, state and local levels. The framework integrates analysis and optimization capabilities to identify trade-offs, and 'best' alternatives among a broad list of energy/water options and objectives. The decision support framework is formulated in a modular architecture, facilitating tailored analyses over different geographical regions and scales (e.g., national, state, county, watershed, NERC region). An interactive interface allows direct control of the model and access to real-time results displayed as charts, graphs and maps. Ultimately, this open and interactive modeling framework provides a tool for evaluating competing policy and technical options relevant to the energy-water nexus.

    Analyzing whole building interval data is an inexpensive but effective way to identify and improve building operations, and ultimately save money. Utilizing the Energy Charting and Metrics Tool (ECAM) add-in for Microsoft Excel, building operators and managers can begin implementing changes to their Building Automation System (BAS) after trending the interval data. The two data components needed for full analyses are whole building electricity consumption (kW or kWh) and outdoor air temperature (OAT). The chart raises concerns that the conventional power system will be unable to accommodate the ramp rate and range needed to fully utilize solar energy, particularly on days characterized by the duck shape. This could result in "overgeneration"" and curtailed renewable energy, increasing its costs and reducing its environmental benefits. This paper explores the duck chart in detail, examining how much PV might need to be curtailed if additional grid flexibility measures are not taken, and how curtailment rates can be decreased by changing grid operational practices. It finds that under business-as-usual types of assumptions and corresponding levels of grid flexibility in California, solar penetrations as low as 20 percent of annual energy could lead to marginal curtailment rates that exceed 30 percent. However, by allowing (or requiring) distributed PV and storage (including new installations that are part of the California storage mandate) to provide grid services, system flexibility could be greatly enhanced. Doing so could significantly reduce curtailment and allow much greater penetration of variable generation resources in achieving a 50 percent renewable portfolio standard. Overall, the work described in this paper points to the need to fully integrate distributed resources into grid system planning and operations to allow maximum use of the solar resource.

    Decision making is critical in our daily lives and for society in general and is finding evermore practical applications in information and communication technologies. Herein, we demonstrate experimentally that single photons can be used to make decisions in uncertain, dynamically changing environments. Using a nitrogen-vacancy in a nanodiamond as a single-photon source, we demonstrate the decision-making capability by solving the multi-armed bandit problem. This capability is directly and immediately associated with single-photon detection in the proposed architecture, leading to adequate and adaptive autonomous decision making. This study makes it possible to create systems that benefit from the quantum nature of light to perform practical and vital intelligent functions.

    The mining of data streams for online condition monitoring is a challenging task in several domains including (electric) power grid system, intelligent manufacturing, and consumer science. Considering a power grid application in which thousands of sensors, called the phasor measurement units, are deployed on the power grid network to continuously collect streams of digital data for real-time situational awareness and system management. Depending on design, each sensor could stream between ten and sixty data samples per second. The myriad of sensory data captured could convey deeper insights about sequence of events in real-time and before major damages are done. However, the timely processing and analysis of these high-velocity and high-volume data streams is a challenge. Hence, a new data processing and transformation approach, based on the concept of control charts, for representing sequence of data streams from sensors is proposed. In addition, an application of the proposed approach for enhancing data mining tasks such as clustering using real-world power grid data streams is presented. The results indicate that the proposed approach is very efficient for data streams storage and manipulation.

    Effective contaminated land management requires a number of decisions addressing a suite of technical, economic, and social concerns. These concerns include human health risks, ecological risks, economic costs, technical feasibility of proposed remedial actions, and the value society places on clean-up and re-use of formerly contaminated lands. Decision making, in the face of uncertainty and multiple and often conflicting objectives, is a vital and challenging role in environmental management that affects a significant economic activity. Although each environmental remediation problem is unique and requires a site-specific analysis, many of the key decisions are similar in structure. This has led many to attempt to develop standard approaches. As part of the standardization process, attempts have been made to codify specialist expertise into decision support tools. This activity is intended to facilitate reproducible and transparent decision making. The process of codifying procedures has also been found to be a useful activity for establishing and rationalizing management processes. This study will have two primary objectives. The first is to develop taxonomy for Decision Support Tools (DST) to provide a framework for understanding the different tools and what they are designed to address in the context of environmental remediation problems. The taxonomy will have a series of subject areas for the DST. From these subjects, a few key areas will be selected for further study and software in these areas will be identified. The second objective, will be to review the existing DST in the selected areas and develop a screening matrix for each software product.

The barriers are calculated in the macroscopic-microscopic finite-range liquid-drop (FRLDM) with a 2002 set of macroscopic-model parameters. The saddle-point energies are determined from potential-energy surfaces based on more than five million different shapes, defined by five deformation parameters in the three-quadratic-surface shape parametrization: elongation, neck diameter, left-fragment spheroidal deformation, right-fragment spheroidal deformation, and nascent-fragment mass asymmetry. The energy of the ground state is determined by calculating the lowest-energy configuration in both the Nilsson perturbed-spheroid (?) andmore »the spherical-harmonic (?) parametrizations, including axially asymmetric deformations. The lower of the two results (correcting for zero-point motion) is defined as the ground-state energy. The effect of axial asymmetry on the inner barrier peak is calculated in the (?,?) parametrization. We have earlier benchmarked our calculated barrier heights to experimentally extracted barrier parameters and found average agreement to about one MeV for known data across the nuclear chart.     The American Physical Society's part of its centennial celebration in March of 1999 decided to develop a timeline wall chart on the history of 20th century physics. This resulted in eleven consecutive posters, which when mounted side by side, create a 23-foot mural. The timeline exhibits and describes the millstones of physics in images and words. The timeline functions as a chronology, a work of art, a permanent open textbook, and a gigantic photo album covering a hundred years in the life of the community of physicists and the existence of the American Physical Society. Each of the eleven posters begins with a brief essay that places a major scientific achievement of the decade in its historical context. Large portraits of the essays' subjects include youthful photographs of Marie Curie, Albert Einstein, and Richard Feynman among others, to help put a face on science. Below the essays, a total of over 130 individual discoveries and inventions, explained in dated text boxes with accompanying images, form the backbone of the timeline. For ease of comprehension, this wealth of material is organized into five color-coded story lines the stretch horizontally across the hundred years of the 20th century. The five story lines are: Cosmic Scale, relate the story of astrophysics and cosmology; Human Scale, refers to the physics of the more familiar distances from the global to the microscopic; Atomic Scale, focuses on the submicroscopic world of atoms, nuclei and quarks; Living World, chronicles the interaction of physics with biology and medicine; Technology, traces the applications of physic to everyday living. Woven into the bottom border of the timeline are period images of significant works of art, architecture, and technological artifacts such as telephones, automobiles, aircraft, computers, and appliances. The last poster, covering the years since 1995, differs from the others. Its essay concerns the prospect for physics into the next century, and is illustrated with pictures of promising award winning high school students who, it is hoped, will be the leading researchers of physics in the decades ahead. Appropriately the last entries in the timeline are not achievements but open questions to be answered in the future.

    Purpose: In light of concerns regarding the quality of radiation treatment delivery, we surveyed the practice of quality assurance peer review chart rounds at American academic institutions. Methods and Materials: An anonymous web-based survey was sent to the chief resident of each institution across the United States. Results: The response rate was 80% (57/71). The median amount of time spent per patient was 2.7 minutes (range, 0.6-14.4). The mean attendance by senior physicians and residents was 73% and 93%, respectively. A physicist was consistently present at peer review rounds in 66% of departments. There was a close association between attendance by senior physicians and departmental organization: in departments with protected time policies, good attendance was 81% vs. 31% without protected time (p = 0.001), and in departments that documented attendance, attending presence was 69% vs. 29% in departments without documentation (p < 0.05). More than 80% of institutions peer review all external beam therapy courses; however, rates were much lower for other modalities (radiosurgery 58%, brachytherapy 40%-47%). Patient history, chart documentation, and dose prescription were always peer reviewed in >75% of institutions, whereas dosimetric details (beams, wedges), isodose coverage, intensity-modulated radiation therapy constraints, and dose-volume histograms were always peer reviewed in 63%, 59%, 42%, and 50% of cases, respectively. Chart rounds led to both minor (defined as a small multileaf collimator change/repeated port film) and major (change to dose prescription or replan with dosimetry) treatment changes. Whereas at the majority of institutions changes were rare (<10% of cases), 39% and 11% of institutions reported that minor and major changes, respectively, were made to more than 10% of cases. Conclusion: The implementation of peer review chart rounds seems inconsistent across American academic institutions. Brachytherapy and radiosurgical procedures are rarely reviewed. Attendance by senior physicians is variable, but it improves when scheduling clashes are avoided. The potential effect of a more thorough quality assurance peer review on patient outcomes is not known.

There are numerous occasions when the metered data that is received from the building automation system (BAS) isn't in the right format acceptable for ECAM.     To investigate the characteristics of large-scale and long-term evolution of magnetic helicity with solar cycles, we use the method of Local Correlation Tracking to estimate the magnetic helicity evolution over solar cycle 23 from 1996 to 2009 using 795 MDI magnetic synoptic charts. The main results are as follows: the hemispheric helicity rule still holds in general, i.e., the large-scale negative (positive) magnetic helicity dominates the northern (southern) hemisphere. However, the large-scale magnetic helicity fluxes show the same sign in both hemispheres around 2001 and 2005. The global, large-scale magnetic helicity flux over the solar disk changes from a negative value at the beginning of solar cycle 23 to a positive value at the end of the cycle, while the net accumulated magnetic helicity is negative in the period between 1996 and 2009.

    As part of the NRC-sponsored program to study the implications of Generic Issue 57, Effects of Fire Protection System Actuation on Safety-Related Equipment,'' a subtask was performed to evaluate the applicability of formal decision analysis methods to generic issues cost/benefit-type decisions and to apply these methods to the GI-57 results. In this report, the numerical results obtained from the analysis of three plants (two PWRs and one BWR) as developed in the technical resolution program for GI-57 were studied. For each plant, these results included a calculation of the person-REM averted due to various accident scenarios and various proposed modifications to mitigate the accident scenarios identified. These results were recomputed to break out the benefit in terms of contributions due to random event scenarios, fire event scenarios, and seismic event scenarios. Furthermore, the benefits associated with risk (in terms of person-REM) averted from earthquakes at three different seismic ground motion levels were separately considered. Given this data, formal decision methodologies involving decision trees, value functions, and utility functions were applied to this basic data. It is shown that the formal decision methodology can be applied at several different levels. Examples are given in which the decision between several retrofits is changed from that resulting from a simple cost/benefit-ratio criterion by virtue of the decision-makinger's expressed (and assumed) preferences.

    Participatory modeling has become an important tool in facilitating resource decision making and dispute resolution. Approaches to modeling that are commonly used in this context often do not adequately account for important human factors. Current techniques provide insights into how certain human activities and variables affect resource outcomes; however, they do not directly simulate the complex variables that shape how, why, and under what conditions different human agents behave in ways that affect resources and human interactions related to them. Current approaches also do not adequately reveal how the effects of individual decisions scale up to have systemic level effects in complex resource systems. This lack of integration prevents the development of more robust models to support decision making and dispute resolution processes. Development of integrated tools is further hampered by the fact that collection of primary data for decision-making modeling is costly and time consuming. This project seeks to develop a new approach to resource modeling that incorporates both technical and behavioral modeling techniques into a single decision-making architecture. The modeling platform is enhanced by use of traditional and advanced processes and tools for expedited data capture. Specific objectives of the project are: (1) Develop a proof of concept for a new technical approach to resource modeling that combines the computational techniques of system dynamics and agent based modeling, (2) Develop an iterative, participatory modeling process supported with traditional and advance data capture techniques that may be utilized to facilitate decision making, dispute resolution, and collaborative learning processes, and (3) Examine potential applications of this technology and process. The development of this decision support architecture included both the engineering of the technology and the development of a participatory method to build and apply the technology. Stakeholder interaction with the model and associated data capture was facilitated through two very different modes of engagement, one a standard interface involving radio buttons, slider bars, graphs and plots, while the other utilized an immersive serious gaming interface. The decision support architecture developed through this project was piloted in the Middle Rio Grande Basin to examine how these tools might be utilized to promote enhanced understanding and decision-making in the context of complex water resource management issues. Potential applications of this architecture and its capacity to lead to enhanced understanding and decision-making was assessed through qualitative interviews with study participants who represented key stakeholders in the basin.

    Climate Information Needs for Financial Decision Making (Final Report) This Department of Energy workshop award (grant #DE-SC0008480) provided primary support for the American Meteorological Society’s study on climate information needs for financial decision making. The goal of this study was to help advance societal decision making by examining the implications of climate variability and change on near-term financial investments. We explored four key topics: 1) the conditions and criteria that influence returns on investment of major financial decisions, 2) the climate sensitivity of financial decisions, 3) climate information needs of financial decision makers, and 4) potential new mechanisms to promote collaboration between scientists and financial decision makers. Better understanding of these four topics will help scientists provide the most useful information and enable financial decision makers to use scientific information most effectively. As a result, this study will enable leaders in business and government to make well-informed choices that help maximize long-term economic success and social wellbeing in the United States The outcomes of the study include a workshop, which brought together leaders from the scientific and financial decision making communities, a publication of the study report, and a public briefing of the results to the policy community. In addition, we will present the results to the scientific community at the AMS Annual Meeting in February, 2014. The study results were covered well by the media including Bloomberg News and E&E News. Upon request, we also briefed the Office of Science Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) on the outcomes. We presented the results to the policy community through a public briefing in December on Capitol Hill. The full report is publicly available at www.ametsoc.org/cin. Summary of Key Findings The United States invests roughly $1.5 trillion U.S. dollars (USD) in capital assets each year across the public and private sectors (Orszag 2008; United States Census Bureau 2013). Extreme weather events create and exacerbate risks to these financial investments by contributing to: • Direct physical impacts on the investments themselves • Degradation of critical supporting infrastructure • Changes in the availability of key natural resources • Changes to workforce availability or capacity • Changes in the customer base • Supply chain disruptions • Legal liability • Shifts in the regulatory environment • Reductions in credit ratings Even small changes in weather can impact operations in critical economic sectors. As a result, maximizing returns on financial investments depends on accurately understanding and effectively accounting for these risks. Climate variability and change can either exacerbate existing risks or cause new sources of risk to emerge. Managing these risks most effectively will depend on scientific advances and increases in the capacity of financial decision makers to use the scientific knowledge that results. Barriers to using climate information must also be overcome. This study proposes three predefined levels of certainty for communicating about weather and climate risks: 1) possible (i.e., unknown likelihood or less than 50% chance of occurrence), 2) probable (greater than 50% chance of occurrence), and 3) effectively certain (at least 95% chance of occurrence). For example, it is effectively certain that a change in climate will alter weather patterns. It is probable that climate warming will cause increases in the intensity of some extreme events. It is possible that climate change will cause major and widespread disruptions to key planetary life-support services. Key recommendations of this study: 1) Identify climate-related risks and opportunities for financial decision making. 2) Create a framework to translate scientific information in clear and actionable terms for financial decision makers. 3) Analyze existing climate assessments and translate projected impacts into possible, probable,

    A current trend in spectrum regulation is to incorporate spectrum sharing through the design of spectrum access rules that support Dynamic Spectrum Access (DSA). This paper develops a decision-theoretic framework for regulators to assess the impacts of different decision rules on both primary and secondary operators. We analyze access rules based on sensing and exclusion areas, which in practice can be enforced through geolocation databases. Our results show that receiver-only sensing provides insufficient protection for primary and co-existing secondary users and overall low social welfare. On the other hand, using sensing information between the transmitter and receiver of a communication link, provides dramatic increases in system performance. The performance of using these link end points is relatively close to that of using many cooperative sensing nodes associated to the same access point and large link exclusion areas. These results are useful to regulators and network developers in understanding in developing rules for future DSA regulation.

    In this paper, we consider uncertainty that arises when the true state x {element_of} E is not accessible to direct observation and remains unknown. Instead, we observe some features {theta} {element_of} {Theta} that carry a certain information about the true state. This information is described by the conditional distribution P({Theta}{vert_bar}E), which we call the linkage distribution. Regarding this distribution we assume that it exists but is unknown. This leads to uncertainty with respect to states from E and the linkage distribution P({Theta}{vert_bar}E), which we denote by NEP. The substantive problem can be stated as follows: from observations of the features {theta}{element_of}{Theta} made at each time instant n = 1,2,...,recognize the state x {element_of} E, identify the linkage distribution P, and use the results of recognition and identification to choose a decision y {element_of} Y so that the decision process is optimal in some sense. State recognition is the subject of diagnostics. The uncertainty NEP thus generates a problem of diagnostics and dynamic decision making.

    Abstract: Motivation -- As indicated by the Blackout of 2003, the North American interconnected electric system is vulnerable to cascading outages and widespread blackouts. Investigations of large scale outages often attribute the causes to the three T’s: Trees, Training and Tools. A systematic approach has been developed to document and understand the mental processes that an expert power system operator uses when making critical decisions. The approach has been developed and refined as part of a capability demonstration of a high-fidelity real-time power system simulator under normal and emergency conditions. To examine naturalistic decision making (NDM) processes, transcripts of operator-to-operator conversations are analyzed to reveal and assess NDM-based performance criteria. Findings/Design -- The results of the study indicate that we can map the Situation Awareness Level of the operators at each point in the scenario. We can also identify clearly what mental models and mental simulations are being performed at different points in the scenario. As a result of this research we expect that we can identify improved training methods and improved analytical and visualization tools for power system operators. Originality/Value -- The research applies for the first time, the concepts of Recognition Primed Decision Making, Situation Awareness Levels and Cognitive Task Analysis to training of electric power system operators. Take away message -- The NDM approach provides an ideal framework for systematic training management and mitigation to accelerate learning in team-based training scenarios with high-fidelity power grid simulators.

    In mid-November 1993, the Idaho National Engineering Laboratory (INEL) Waste Reduction Operations Complex (WROC) Manager requested that the INEL Hazardous Waste Type Manager perform a decision analysis to determine whether or not a new Hazardous Waste Storage Facility (HWSF) was needed to store INEL hazardous waste (HW). In response to this request, a team was formed to perform a decision analysis for recommending the best configuration for storage of INEL HW. Personnel who participated in the decision analysis are listed in Appendix B. The results of the analysis indicate that the existing HWSF is not the best configuration for storage of INEL HW. The analysis detailed in Appendix C concludes that the best HW storage configuration would be to modify and use a portion of the Waste Experimental Reduction Facility (WERF) Waste Storage Building (WWSB), PBF-623 (Alternative 3). This facility was constructed in 1991 to serve as a waste staging facility for WERF incineration. The modifications include an extension of the current Room 105 across the south end of the WWSB and installing heating, ventilation, and bay curbing, which would provide approximately 1,600 ft{sup 2} of isolated HW storage area. Negotiations with the State to discuss aisle space requirements along with modifications to WWSB operating procedures are also necessary. The process to begin utilizing the WWSB for HW storage includes planned closure of the HWSF, modification to the WWSB, and relocation of the HW inventory. The cost to modify the WWSB can be funded by a reallocation of funding currently identified to correct HWSF deficiencies.

    We consider the psychological effect of preference reversal and show that it finds a natural explanation in the frame of quantum decision theory. When people choose between lotteries with non-negative payoffs, they prefer a more certain lottery because of uncertainty aversion. But when people evaluate lottery prices, e.g. for selling to others the right to play them, they do this more rationally, being less subject to behavioral biases. This difference can be explained by the presence of the attraction factors entering the expression of quantum probabilities. Only the existence of attraction factors can explain why, considering two lotteries with close utility factors, a decision maker prefers one of them when choosing, but evaluates higher the other one when pricing. We derive a general quantitative criterion for the preference reversal to occur that relates the utilities of the two lotteries to the attraction factors under choosing versus pricing and test successfully its application on experiments by Tversky et al. We also show that the planning paradox can be treated as a kind of preference reversal.

    This paper reports observations and preliminary investigations in the first phase of a research program covering methodologies for making safety-related decisions. The objective has been to gain insight into NRC perceptions of the value of formal decision methods, their possible applications, and how risk is, or may be, incorporated in decision making. The perception of formal decision making techniques, held by various decision makers, and what may be done to improve them, were explored through interviews with NRC staff. An initial survey of decision making methods, an assessment of the applicability of formal methods vis-a-vis the available information, and a review of methods of incorporating risk and uncertainty have also been conducted.

The Library currently uses DOBIS for its automated system, including the Periodicals Control function for periodical check-in. DOBIS performs processing and control functions adequately, but could not meet our reporting needs. Therefore the Library`s Periodicals Decision Team decided that they needed another ``system`` for collection management. A Periodicals Decision Support System was created using information downloaded from DOBIS and uploaded into dBASE IV. The Periodical Decision Support System functions as an information-processing system that has aided us in making collection management decisions for periodicals. It certainly allows us to do interactive ad-hoc analysis; although there are no modeling tools currently incorporated in the system. We hope that these modeling tools will come later. We have been gathering information and developing needed reports to achieve this goal.

    This paper focuses on how electric utility companies can respond in their decision making to uncertain variables. Here we take a mean- variance type of approach. The mean'' value is an expected cost, on a discounted value basis. We assume that management has risk preferences incorporating a tradeoff between the mean and variance in the utility's net income. Decisions that utilities are faced with can be classified into two types: ex ante and ex post. The ex ante decisions need to be made prior to the uncertainty being revealed and the ex post decision can be postponed until after the uncertainty is revealed. Intuitively, we can say that the ex ante decisions provide a hedge against the uncertainties and the ex post decisions allow the negative outcomes of uncertain variables to be partially mitigated, dampening the losses. An example of an ex post decision is how the system is operated i.e., unit dispatch, and in some cases switching among types of fuels, say with different sulfur contents. For example, if gas prices go up, natural gas combined cycle units are likely to be dispatched at lower capacity factors. If SO{sub 2} emission allowance prices go up, a utility may seek to switch into a lower sulfur coal. Here we assume that regulated electric utilities do have some incentive to lower revenue requirements and hence an incentive to lower the electric rates needed for the utility to break even, thereby earning a fair return on invested capital. This paper presents the general approach first, including applications to capacity expansion and system dispatch. Then a case study is presented focusing on the 1990 Clean Air Act Amendments including SO{sub 2} emissions abatement and banking of allowances under uncertainty. It is concluded that the emission banking decisions should not be made in isolation but rather all the uncertainties in demand, fuel prices, technology performance etc., should be included in the uncertainty analysis affecting emission banking.

    Effective decision support for site characterization is key to determining the nature and extent of contamination and the associated human and environmental risks. Site characterization data, however, present particular problems to technical analysts and decision-makers. Such data are four dimensional, incorporating temporal and spatial components. Their sheer volume can be daunting -- sites with hundreds of monitoring wells and thousands of samples sent for laboratory analyses are not uncommon. Data are derived from a variety of sources including laboratory analyses, non-intrusive geophysical surveys, historical information, bore logs, in-field estimates of key physical parameters such as aquifer transmissivity, soil moisture content, depth-to-water table, etc. Ultimately, decisions have to be made based on data that are always incomplete, often confusing, inaccurate, or inappropriate, and occasionally wrong. In response to this challenge, two approaches to environmental decision support have arisen, Data Quality Objectives (DQOS) and the Observational Approach (OA). DQOs establish criteria for data collection by clearly defining the decisions that need to be made, the uncertainty that can be tolerated, and the type and amount of data that needs to be collected to satisfy the uncertainty requirements. In practice, DQOs are typically based on statistical measures. The OA accepts the fact that the process of characterizing and remediating contaminated sites is always uncertain. Decision-making with the OA is based on what is known about a site, with contingencies developed for potential future deviations from the original assumptions about contamination nature, extent, and risks posed.

    The Decision Support System for Agriculture (DSS4Ag) is an expert system being developed by the Site-Specific Technologies for Agriculture (SST4Ag) precision farming research project at the INEEL. DSS4Ag uses state-of-the-art artificial intelligence and computer science technologies to make spatially variable, site-specific, economically optimum decisions on fertilizer use. The DSS4Ag has an open architecture that allows for external input and addition of new requirements and integrates its results with existing agricultural systems’ infrastructures. The DSS4Ag reflects a paradigm shift in the information revolution in agriculture that is precision farming. We depict this information revolution in agriculture as an historic trend in the agricultural decision-making process.

    Risk analysis and decision making is one of the critical objectives of CCSI, which seeks to use information from science-based models with quantified uncertainty to inform decision makers who are making large capital investments. The goal of this task is to develop tools and capabilities to facilitate the development of risk models tailored for carbon capture technologies, quantify the uncertainty of model predictions, and estimate the technical and financial risks associated with the system. This effort aims to reduce costs by identifying smarter demonstrations, which could accelerate development and deployment of the technology by several years.

    This is the final report for a LDRD effort to address human behavior in decision support systems. One sister LDRD effort reports the extension of this work to include actual human choices and additional simulation analyses. Another provides the background for this effort and the programmatic directions for future work. This specific effort considered the feasibility of five aspects of model development required for analysis viability. To avoid the use of classified information, healthcare decisions and the system embedding them became the illustrative example for assessment.

    Postselection is the process of discarding outcomes from statistical trials that are not the event one desires. Postselection can be useful in many applications where the cost of getting the wrong event is implicitly high. However, unless this cost is specified exactly, one might conclude that discarding all data is optimal. Here we analyze the optimal decision rules and quantum measurements in a decision theoretic setting where a pre-specified cost is assigned to discarding data. We also relate our formulation to previous approaches which focus on minimizing the probability of indecision.

    The Demonstration of Decision Support Tools for Sustainable Development project integrated the Bechtel/Nexant Industrial Materials Exchange Planner and the Idaho National Engineering and Environmental Laboratory System Dynamic models, demonstrating their capabilities on alternative fuel applications in the Greater Yellowstone-Teton Park system. The combined model, called the Dynamic Industrial Material Exchange, was used on selected test cases in the Greater Yellow Teton Parks region to evaluate economic, environmental, and social implications of alternative fuel applications, and identifying primary and secondary industries. The test cases included looking at compressed natural gas applications in Teton National Park and Jackson, Wyoming, and studying ethanol use in Yellowstone National Park and gateway cities in Montana. With further development, the system could be used to assist decision-makers (local government, planners, vehicle purchasers, and fuel suppliers) in selecting alternative fuels, vehicles, and developing AF infrastructures. The system could become a regional AF market assessment tool that could help decision-makers understand the behavior of the AF market and conditions in which the market would grow. Based on this high level market assessment, investors and decision-makers would become more knowledgeable of the AF market opportunity before developing detailed plans and preparing financial analysis.

    The aim of this work is to present the structure and the application of a decision support system (DSS) designed to help decision makers of a municipality in the development of incineration, disposal, treatment and recycling integrated programs. Specifically, within a MSW management system, several treatment plants and facilities can generally be found: separators, plants for production of refuse derived fuel (RDF), incinerators with energy recovery, plants for treatment of organic material, and sanitary landfills. The main goal of the DSS is to plan the MSW management, defining the refuse flows that have to be sent to recycling or to different treatment or disposal plants, and suggesting the optimal number, the kinds, and the localization of the plants that have to be active. The DSS is based on a decision model that requires the solution of a constrained non-linear optimization problem, where some decision variables are binary and other ones are continuous. The objective function takes into account all possible economic costs, whereas constraints arise from technical, normative, and environmental issues. Specifically, pollution and impacts, induced by the overall solid waste management system, are considered through the formalization of constraints on incineration emissions and on negative effects produced by disposal or other particular treatments.
