    Achieving the Department of Energy target of an 80% reduction in greenhouse gas emissions by 2050 depends on transportation-related strategies combining technology innovation, market adoption, and changes in consumer behavior. This study examines expanding low-carbon transportation fuel infrastructure to achieve deep GHG emissions reductions, with an emphasis on fuel production facilities and retail components serving light-duty vehicles. Three distinct low-carbon fuel supply scenarios are examined: Portfolio: Successful deployment of a range of advanced vehicle and fuel technologies; Combustion: Market dominance by hybridized internal combustion engine vehicles fueled by advanced biofuels and natural gas; Electrification: Market dominance by electric drive vehicles in the LDV sector, including battery electric, plug-in hybrid, and fuel cell vehicles, that are fueled by low-carbon electricity and hydrogen. A range of possible low-carbon fuel demand outcomes are explored in terms of the scale and scope of infrastructure expansion requirements and evaluated based on fuel costs, energy resource utilization, fuel production infrastructure expansion, and retail infrastructure expansion for LDVs. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored transportation-related strategies for abating GHGs and reducing petroleum dependence.

  7. Alternative Energy Development and China's Energy Future

    In addition to promoting energy efficiency, China has actively pursued alternative energy development as a strategy to reduce its energy demand and carbon emissions. One area of particular focus has been to raise the share of alternative energy in China’s rapidly growing electricity generation with a 2020 target of 15% share of total primary energy. Over the last ten years, China has established several major renewable energy regulations along with programs and subsidies to encourage the growth of non-fossil alternative energy including solar, wind, nuclear, hydro, geothermal and biomass power as well as biofuels and coal alternatives. This study thus seeks to examine China’s alternative energy in terms of what has and will continue to drive alternative energy development in China as well as analyze in depth the growth potential and challenges facing each specific technology. This study found that despite recent policies enabling extraordinary capacity and investment growth, alternative energy technologies face constraints and barriers to growth. For relatively new technologies that have not achieved commercialization such as concentrated solar thermal, geothermal and biomass power, China faces technological limitations to expanding the scale of installed capacity. While some alternative technologies such as hydropower and coal alternatives have been slowed by uneven and often changing market and policy support, others such as wind and solar PV have encountered physical and institutional barriers to grid integration. Lastly, all alternative energy technologies face constraints in human resources and raw material resources including land and water, with some facing supply limitations in critical elements such as uranium for nuclear, neodymium for wind and rare earth metals for advanced solar PV.   8. Alternative future scenarios for the SPS comparative assessment

    The objective of the comparative assessment is to develop an initial understanding of the SPS with respect to a limited set of energy alternatives. A comparative methodology report describes the multi-step process in the comparative assessment. The first step is the selection and characterization of alternative energy systems. Terrestrial alternatives are selected, and their cost, performance, and environmental and social attributes are specified for use in the comparison with the SPS in the post-2000 era. Data on alternative technologies were sought from previous research and from other comparisons. The object of this study is to provide a futures framework for evaluating SPS (i.e., factor prices, primary energy prices, and energy demands for the US from 1980 to 2030). The economic/energy interactions are discussed, and a number of specific modelling schemes that have been used for long-range forecasting purposes are described. This discussion provides the rationale for the choice of a specific model and methodology, which is described. Long-range cost assumptions used in the forecast are detailed, and the basis for the selection of specific scenarios follows. Results of the analysis are detailed. (WHK)

    Recently, many industrial, regulatory, and community leaders have expressed concern that the current environmental regulatory structure disregards multimedia environmental impacts, provides few incentives to develop and use new technologies, and fails to consider site-specific conditions. For the US petroleum refining industry, faced with the need to produce higher-quality fuels from poorer-quality feedstocks, such criticisms are expected to increase. This article offers two alternative environmental regulatory approaches for existing petroleum refineries to use in the future. These alternative approaches are multimedia in scope, provide for new technology development and use, and allow flexibility in the means for meeting environmental goals. They have been reviewed and critiqued by various stakeholders, including industry representatives, regulators, and local and national community and environmental organizations. The integration of stakeholder comments and findings of ongoing national and international regulatory reinvention efforts in the development of these approaches positions them for potential use by other industries in addition to petroleum refineries.

    Truck, rail, water, air, and pipeline modes each serve a distinct share of the freight transportation market. The current allocation of freight by mode is the product of technologic, economic, and regulatory frameworks, and a variety of factors -- price, speed, reliability, accessibility, visibility, security, and safety -- influence mode. Based on a comprehensive literature review, this report considers how analytical methods can be used to project future modal shares and offers insights on federal policy decisions with the potential to prompt shifts to energy-efficient, low-emission modes. There are substantial opportunities to reduce the energy used for freight transportation, but it will be difficult to shift large volumes from one mode to another without imposing considerable additional costs on businesses and consumers. This report explores federal government actions that could help trigger the shifts in modal shares needed to reduce energy consumption and emissions. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.

    The viability of biomass as transportation fuel depends upon the allocation of limited resources for fuel, power, and products. By focusing on mature markets, this report identifies how biomass is projected to be most economically used in the long term and the implications for greenhouse gas (GHG) emissions and petroleum use. In order to better understand competition for biomass between these markets and the potential for biofuel as a market-scale alternative to petroleum-based fuels, this report presents results of a micro-economic analysis conducted using the Biomass Allocation and Supply Equilibrium (BASE) modeling tool. The findings indicate that biofuels can outcompete biopower for feedstocks in mature markets if research and development targets are met. The BASE tool was developed for this project to analyze the impact of multiple biomass demand areas on mature energy markets. The model includes domestic supply curves for lignocellulosic biomass resources, corn for ethanol and butanol production, soybeans for biodiesel, and algae for diesel.     Freight transportation demand is projected to grow to 27.5 billion tons in 2040, and to nearly 30.2 billion tons in 2050. This report describes the current and future demand for freight transportation in terms of tons and ton-miles of commodities moved by truck, rail, water, pipeline, and air freight carriers. It outlines the economic, logistics, transportation, and policy and regulatory factors that shape freight demand, the trends and 2050 outlook for these factors, and their anticipated effect on freight demand. After describing federal policy actions that could influence future freight demand, the report then summarizes the capabilities of available analytical models for forecasting freight demand.     Scenarios of new vehicle technology deployment serve various purposes; some will seek to establish plausibility. This report proposes two reality checks for scenarios: (1) implications of manufacturing constraints on timing of vehicle deployment and (2) investment decisions required to bring new vehicle technologies to market. An estimated timeline of 12 to more than 22 years from initial market introduction to saturation is supported by historical examples and based on the product development process. Researchers also consider the series of investment decisions to develop and build the vehicles and their associated fueling infrastructure. A proposed decision tree analysis structure could be used to systematically examine investors' decisions and the potential outcomes, including consideration of cash flow and return on investment. This method requires data or assumptions about capital cost, variable cost, revenue, timing, and probability of success/failure, and would result in a detailed consideration of the value proposition of large investments and long lead times. The Accelerator and Fusion Research Division's LOASIS program, headed by Wim Leemans, has used 40-trillion-watt laser pulses to deliver billion-electron-volt (1 GeV) electron beams within centimeters.     Planning initiatives in many regions and communities aim to reduce transportation energy use, decrease emissions, and achieve related environmental benefits by changing land use. This report reviews and summarizes findings from existing literature on the relationship between the built environment and transportation energy use and greenhouse gas emissions, identifying results trends as well as potential future actions. The indirect influence of federal transportation and housing policies, as well as the direct impact of municipal regulation on land use are examined for their effect on transportation patterns and energy use. Special attention is given to the 'four D' factors of density, diversity, design and accessibility. The report concludes that policy-driven changes to the built environment could reduce transportation energy and GHG emissions from less than 1% to as much as 10% by 2050, the equivalent of 16%-18% of present-day urban light-duty-vehicle travel.   12. Comparative health and safety assessment of alternative future electrical-generation systems

    The report is an analysis of health and safety risks of seven alternative electrical generation systems, all of which have potential for commercial availability in the post-2000 timeframe. The systems are compared on the basis of expected public and occupational deaths and lost workdays per year associated with 1000 MWe average unit generation. Risks and their uncertainties are estimated for all phases of the energy production cycle, including fuel and raw material extraction and processing, direct and indirect component manufacture, on-site construction, and system operation and maintenance. Also discussed is the potential significance of related major health and safety issues that remain largely unquantifiable. The technologies include: the SPS; a low-Btu coal gasification system with an open-cycle gas turbine combined with a steam topping cycle (CG/CC); a light water fission reactor system without fuel reprocessing (LWR); a liquid metal fast breeder fission reactor system (LMFBR); a central station terrestrial photovoltaic system (CTPV); and a first generation fusion system with magnetic confinement. For comparison with the baseload technologies, risk from a decentralized roof-top photovoltaic system with 6 kWe peak capacity and battery storage (DTPV) was also evaluated.

    The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

    An experimental program examining the interaction between several fuel and light duty automotive engine combinations is detailed. Combustion systems addressed covered indirect and direct injection diesel and spark ignited stratified charge. Fuels primarily covered D2, naphtha and intermediate broadcut blends. Low ignition quality diesel fuels were also evaluated. The results indicate the baseline fuel tolerance of each combustion system and enable characteristics of the systems to be compared. Performance, gaseous and particulate emissions aspects were assessed. The data obtained assists in the selection of candidate combustion systems for potential future fuels. Performance and environmental penalties as appropriate are highlighted relative to the individual candidates. Areas of further work for increased understanding are also reviewed.

    The US Department of Energy (DOE) has asked Gustavson Associates, Inc. to serve as an Independent Petroleum Consultant under contract DE-AC01-96FE64202. This authorizes a study and recommendations regarding future development of Naval Petroleum Oil Shales Reserves Nos. 1 and 3 (NOSR 1 and 3) in Garfield County, Colorado (Figure 0.1). The report that follows is the Phase II Final Report for that study. Additional details are provided in the Addendum (the Phase 1 Property Description and Fact Finding Report). The key property elements that positively affect the estimated value of NOSR 1 and 3 include the following: working interest income from producing oil and gas leases, income from grazing or leasing of grazing rights, potential income from oil and gas leasing on exploratory (or nonprospective) acreage, potential value of trading surface real estate as ranch land for livestock grazing (56,577 acres). Key elements that negatively impact the estimated value include: environmental assessment costs, gas prices, operating budgets, and lease sale expenses.

    The US Department of Energy (DOE) has asked Gustavson Associates, Inc. to serve as an Independent Petroleum Consultant and authorized a study and recommendations regarding future development of Naval Oil Shale Reserve No. 2 (NOSR-2) in Uintah and Carbon Counties, Utah. The US owns 100% of the mineral rights and about 60% of the surface rights in NOSR-2. The Ute Indian Tribe owns the other 40% of the surface. This 88,890-acre tract was set aside as an oil shale reserve for the US Navy by an Executive Order of President Wilson in 1916. Management of NOSR-2 is the responsibility of DOE. No drilling for oil and gas has occurred on the property and no production has been established. No reserves are present, although the area is hypothesized to overlay gas resources. Mapping by the US Geological Survey and others has resulted in speculative seismic leads for structures that may or may not hold conventional oil and gas. All of the mineral rights (including oil shale) must be considered exploratory and the mineral rights must be valued accordingly. The opinion recommended to maximize value to the US is Option 4, sale of the interest of the US of all or part of NOSR-2. Evaluation of this option results in an estimated value which is more than three times greater than the next highest estimated value, for Option 2, transfer to the Department of the Interior for leasing.

    International safeguards inspectorates (e.g., International Atomic Energy Agency {IAEA}, or Euratom) rely heavily on neutron assay techniques, and in particular, on coincidence counters for the verification of declared nuclear materials under safeguards and for monitoring purposes. While 3He was readily available, the reliability, safety, ease of use, gamma-ray insensitivity, and high intrinsic thermal neutron detection efficiency of 3He-based detectors obviated the need for alternative detector technologies. However, the recent decline of the 3He gas supply has triggered international efforts to develop and field neutron detectors that make use of alternative materials. In response to this global effort, the U.S. Department of Energy’s (DOE) National Nuclear Security Administration (NNSA) and Euratom launched a joint effort aimed at bringing together international experts, technology users and developers in the field of nuclear safeguards to discuss and evaluate the proposed 3He alternative materials and technologies. The effort involved a series of two workshops focused on detailed overviews and viability assessments of various 3He alternative technologies for use in nuclear safeguards applications. The key objective was to provide a platform for collaborative discussions and technical presentations organized in a compact, workshop-like format to stimulate interactions among the participants. The meetings culminated in a benchmark exercise providing a unique opportunity for the first inter-comparison of several available alternative technologies. This report provides an overview of the alternative technology efforts presented during the two workshops along with a summary of the benchmarking activities and results. The workshop recommendations and key consensus observations are discussed in the report, and used to outline a proposed path forward and future needs foreseeable in the area of 3He-alternative

    The importance of developing alternative energy sources to augment supplies of fossil fuels is growing all over the world. Coal, oil shale, tar sands, biomass, solar, geothermal, nuclear, and hydroelectric power have received considerable attention as alternative energy sources. One large energy resource, however, has received little attention until recently. That resource is peat. Although peat is used as an energy source in some countries such as Russia, Ireland, and Finland, it is virtually unexploited in many countries including the United States. This paper provides an understanding of peat: its varieties, abundance, and distribution; its value as an energy alternative; its current and future role as an energy alternative; and the environmental and socioeconomic impacts of large-scale peat utilization.

    A series transmission line transformer is set forth which includes two or more of impedance matched sets of at least two transmissions lines such as shielded cables, connected in parallel at one end ans series at the other in a cascading fashion. The cables are wound about a magnetic core. The series transmission line transformer (STLT) which can provide for higher impedance ratios and bandwidths, which is scalable, and which is of simpler design and construction.

    The U.S. Department of Energy has asked Gustavson Associates, Inc. to serve as an Independent Petroleum Consultant under contract DE-AC01-96FE64202. This authorizes a study and recommendations regarding future development of Naval Petroleum Reserve No. 3 (NPR-3) in Natrona County, Wyoming. The report that follows is the Phase I fact-finding and property description for that study. The United States of America owns 100 percent of the mineral rights and surface rights in 9,321-acre NPR-3. This property comprises the Teapot Dome oil field and related production, processing and other facilities. Discovered in 1914, this field has 632 wells producing 1,807 barrels of oil per day. Production revenues are about $9.5 million per year. Remaining recoverable reserves are approximately 1.3 million barrels of oil. Significant plugging and abandonment (P&A) and environmental liabilities are present.

    The structures of six chirally mixed E/Z-isomers of 5-substituted 2,4-diaminofuro[2,3-d]pyrimidines reveals only one isomer is bound in the active site of human DHFR. The configuration of all but one C9-analogue is observed as the E-isomer. The crystal structures of six human dihydrofolate reductase (hDHFR) ternary complexes with NADPH and a series of mixed E/Z isomers of 5-substituted 5-[2-(2-methoxyphenyl)-prop-1-en-1-yl]furo[2,3-d]pyrimidine-2,4-diamines substituted at the C9 position with propyl, isopropyl, cyclopropyl, butyl, isobutyl and sec-butyl (E2E7, Z3) were determined and the results were compared with the resolved E and Z isomers of the C9-methyl parent compound. The configuration of all of the inhibitors, save one, was observed as the E isomer, in which the binding of the furopyrimidine ring is flipped such that the 4-amino group binds in the 4-oxo site of folate. The Z3 isomer of the C9-isopropyl analog has the normal 2,4-diaminopyrimidine ring binding geometry, with the furo oxygen near Glu30 and the 4-amino group interacting near the cofactor nicotinamide ring. Electron-density maps for these structures revealed the binding of only one isomer to hDHFR, despite the fact that chiral mixtures (E:Z ratios of 2:1, 3:1 and 3:2) of the inhibitors were incubated with hDHFR prior to crystallization. Superposition of the hDHFR complexes with E2 and Z3 shows that the 2?-methoxyphenyl ring of E2 is perpendicular to that of Z3. The most potent inhibitor in this series is the isopropyl analog Z3 and the least potent is the isobutyl analog E6, consistent with data that show that the Z isomer makes the most favorable interactions with the active-site residues. The isobutyl moiety of E6 is observed in two orientations and the resultant steric crowding of the E6 analog is consistent with its weaker activity. The alternative binding modes observed for the furopyrimidine ring in these E/Z isomers suggest that new templates can be designed to probe these binding

    Because the futures market in petroleum products is a relatively recent phenomenon, the implications of public policies formulated for that market have not yet been fully explored. To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE. To perform this analysis, the criteria for a viable futures market was established first. Then, the experience to date with the 18-month-old futures market in No. 2 oil was examined, and the potential for viable futures markets in No. 6 oil, gasoline, jet fuel, and crude oil was assessed. Finally, how existing DOE regulations and prospective actions might affect petroleum futures market development was investigated.

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    Federal Fleets Under the Energy Policy Act (EPAct) of 1992, 75% of new light-duty vehicles acquired by covered federal fleets must be alternative fuel vehicles (AFVs). As amended in January 2008, Section 301 of EPAct 1992 defines AFVs to include hybrid electric vehicles, fuel cell vehicles, and advanced lean burn vehicles.     Alternative Fuel and Special Fuel Definitions The definition of alternative fuel includes liquefied petroleum gas (propane). Special fuel is defined as all combustible gases and liquids that are suitable for powering an internal combustion engine or motor or are used exclusively for heating, industrial, or farm purposes. Special fuels include biodiesel, blended biodiesel, and natural gas products, including liquefied and compressed natural gas. (Reference Indiana Code 6-6-2.5-1 and 6-6-2.5-22
