    Cleanup of the Hanford River Corridor has been one of Hanford Site's top priorities since the early 1990's. This urgency is due to the proximity of hundreds of waste sites to the Columbia River and the groundwater that continues to threaten the Columbia River. In April 2005, the U.S. Department of Energy, Richland Operations Office (DOE-RL) awarded the Hanford River Corridor Closure Contract (RCCC), a cost-plus incentive-fee closure contract with a 2015 end date and first of its kind at Hanford Site, to Washington Closure Hanford (WCH), a limited-liability company owned by URS, Bechtel National, and CH2M HILL. WCH is a single-purpose company whose goal is to safely, compliantly, and efficiently accelerate cleanup in the Hanford River Corridor and reduce or eliminate future obligations to DOE-RL for maintaining long-term stewardship over the site. Accelerated performance of the work-scope while keeping a perspective on contract completion presents challenges that require proactive strategies to support the remaining work-scope through the end of the RCCC. This paper outlines the processes to address the challenges of completing work-scope while planning for contract termination. WCH is responsible for cleanup of the River Corridor 569.8 km{sup 2} (220 mi{sup 2}) of the 1,517.7 km{sup 2} (586 mi{sup 2}) Hanford Site's footprint reduction. At the end of calendar year 2011, WCH's closure implementation is well underway. Fieldwork is complete in three of the largest areas within the RCCC scope (Segments 1, 2, and 3), approximately 44.5% of the River Corridor (Figure 3). Working together, DOE-RL and WCH are in the process of completing the 'paper work' that will document the completion of the work-scope and allow DOE-RL to relieve WCH of contractual responsibilities and transition the completed areas to the Long-Term Stewardship Program, pending final action RODs. Within the next 4 years, WCH will continue to complete cleanup of the River Corridor following the completion goals. As field work-scope is completed, progressive reductions of business processes, physical facilities, and staff will occur. Organizations will collapse and flatten commensurate with workload. WCH employees will move on to new endeavors, proud of their accomplishments and the legacy they are leaving behind as being the first and largest environmental cleanup closure contract at Hanford.     Increased competition in bulk power and retail electricity markets is likely to lower electricity prices, but will also result in greater price volatility as the industry moves away from administratively determined, cost-based rates and encourages market-driven prices. Price volatility introduces new risks for generators, consumers, and marketers. Electricity futures and other derivatives can help each of these market participants manage, or hedge, price risks in a competitive electricity market. Futures contracts are legally binding and negotiable contracts that call for the future delivery of a commodity. In most cases, physical delivery does not take place, and the futures contract is closed by buying or selling a futures contract on or near the delivery date. Other electric rate derivatives include options, price swaps, basis swaps, and forward contracts. This report is intended as a primer for public utility commissioners and their staff on futures and other financial instruments used to manage price risks. The report also explores some of the difficult choices facing regulators as they attempt to develop policies in this area.

    The advent of natural gas futures trading presents the natural gas industry with a powerful tool and a formidable challenge. On the one hand, producers, pipelines, local distribution companies (LDCs), end-users, and marketers can use gas futures to hedge against price risk, protecting companies against abnormal price spikes, stabilizing cash flows, enabling companies to write long-term contracts, and facilitating planning. Gas futures can also be used in combination with oil futures to hedge against fuel switching. On the other hand, the introduction of natural gas futures trading will dramatically reshape the natural gas business. Natural gas companies from smaller independent producers to large end-users will be forced to adapt. Short-term price volatility will tend to increase. At the same time, long-term price volatility should decline. Information flows will increase. Oil and gas prices may become more closely linked. Futures prices will become benchmarks for formula-priced contracts. Increased longer-term and mid-month contracting will reduce the current reliance on month-end spot market contracts. And new players will enter the natural gas business. As a result of these trends, natural gas companies will need to adopt new strategies, systems, and organizational structures in order to remain competitive.

This report summarizes the results of the work of the Contract Reform Team.     This report addresses the {open_quotes}contracts portfolio{close_quotes} issue of natural gas contracts in support of the Domestic Natural Gas and Oil Initiative (DGOI) published by the U.S. Department of Energy in 1994. The analysis is a result of a collaborative effort with the Public Service Commission of the State of Maryland to consider {open_quotes}reforms that enhance the industry`s competitiveness{close_quotes}. The initial focus of our collaborative effort was on gas purchasing and contract portfolios; however, it became apparent that efficient contracting to purchase and use gas requires a broader consideration of regulatory reform. Efficient portfolios are obtained when the holder of the portfolio is affected by and is responsible for the performance of the portfolio. Natural gas distribution companies may prefer a diversity of contracts, but the efficient use of gas requires that the local distribution company be held accountable for its own purchases. Ultimate customers are affected by their own portfolios, which they manage efficiently by making their own choices. The objectives of the DGOI, particularly the efficient use of gas, can be achieved when customers have access to suppliers of gas and energy services under an improved regulatory framework. The evolution of the natural gas market during the last 15 years is described to account for the changing preferences toward gas contracts. Long-term contracts for natural gas were prevalent before the early 1980s, primarily because gas producers had few options other than to sell to a single pipeline company, and this pipeline company, in turn, was the only seller to a gas distribution company.

    The role of curvature in relation with Lie algebra contractions of the pseudo-ortogonal algebras so(p,q) is fully described by considering some associated symmetrical homogeneous spaces of constant curvature within a Cayley-Klein framework. We show that a given Lie algebra contraction can be interpreted geometrically as the zero-curvature limit of some underlying homogeneous space with constant curvature. In particular, we study in detail the contraction process for the three classical Riemannian spaces (spherical, Euclidean, hyperbolic), three non-relativistic (Newtonian) spacetimes and three relativistic ((anti-)de Sitter and Minkowskian) spacetimes. Next, from a different perspective, we make use of quantum deformations of Lie algebras in order to construct a family of spaces of non-constant curvature that can be interpreted as deformations of the above nine spaces. In this framework, the quantum deformation parameter is identified as the parameter that controls the curvature of such "quantum" spaces.

The flow in network undergoes restrictions of contracts and equipment to be operated. The values of sources and sinks are provided by contracts. The contract models represent (sub-) networks. The simplest contracts represent either nodes or edges. Equipment is modeled by edges. More sophisticated equipment is represented by sub-networks. Examples of such equipment are multi-poles and compressor stations with many entries and exits. The edges can be of different types corresponding to equipment and contracts. On such edges, there are given systems of equation and inequalities simulating the contracts and equipment. On this base, the methods proposed that allow: calculation and control of contract values for booking on future days and for accounting of sales and purchases; simulation and optimization of design and of operation of gas networks.     We consider structure formation and CMB anisotropies in a closed universe, both with and without a cosmological constant. The CMB angular power spectrum and the matter transfer function are presented, along with a discussion of their relative normalization. This represents the first full numerical evolution of density perturbations and anisotropies in a spherical geometry. We extend the likelihood function vs. Omega from the COBE 2-year data to Omega>=1. For large Omega the presence of a very steep rise in the spectrum towards low ell allows us to put an upper limit of Omega<=1.5 (95%CL) for primordial spectra with n<=1. This compares favorably with existing limits on Omega. We show that there are a range of closed models which are consistent with observational constraints while being even older than the currently popular flat models with a cosmological constant. Future constraints from degree scale CMB data may soon probe this region of parameter space. A derivation of the perturbed Einstein, fluid and Boltzmann equations for open and closed geometries is presented in an appendix.

    OAK-B135 This is the final report of work performed by General Atomics on a Gas Turbine Modular Helium Reactor (GT-MHR) commercialization study under contract to the Department of Energy, Oakland Operations Office. The contract work scope covered a series of discrete tasks relating to commercialization of the GT-MHR. During the first year of performance, June 18, 2001--June 30, 2002, the contract covered six tasks, Tasks 1 through 6. Subsequently, four additional tasks were added, Tasks 7,8,10 and 11. With the exception of Task 1, each of the contract Tasks involved the development of one or more discrete deliverable products. Task 1 covered activities performed by General Atomics as part of a several year fuel irradiation testing activity being conducted in cooperation with the European Union. The irradiation testing will not be completed for three or more years into the future. Future work by General Atomics on this irradiation test activity will be covered by a new contract.

    Theoretical background of continuous contractions of finite-dimensional Lie algebras is rigorously formulated and developed. In particular, known necessary criteria of contractions are collected and new criteria are proposed. A number of requisite invariant and semi-invariant quantities are calculated for wide classes of Lie algebras including all low-dimensional Lie algebras. An algorithm that allows one to handle one-parametric contractions is presented and applied to low-dimensional Lie algebras. As a result, all one-parametric continuous contractions for the both complex and real Lie algebras of dimensions not greater than four are constructed with intensive usage of necessary criteria of contractions and with studying correspondence between real and complex cases. Levels and co-levels of low-dimensional Lie algebras are discussed in detail. Properties of multi-parametric and repeated contractions are also investigated.

    This paper describes new results linking constrained optimization theory and nonlinear contraction analysis. Generalizations of Lagrange parameters are derived based on projecting system dynamics on the tangent space of possibly time-varying constraints. The paper formalizes the intuition that, just as convexity rather than linearity is the key property in optimization, contraction rather than linearity is the key dynamical property in this context.

    This guide outlines the duties of BPA personnel designated as Contracting Officers Technical Representatives (COTRs). The BPA Administrator gives contracting officers (COs) in BPA responsibility and authority for awarding and administering contracts. COs are authorized to designate other BPA employees to act as their representatives for purposes of contract administration, from the time of contract award until final receipt and acceptance of the contracted services. COTRs are the individuals primarily relied upon to perform technical contract administration functions. Similar functions for supply and construction contracts are performed by engineering representatives, construction inspectors, and inspectors. Although this Guide is written primarily with the COTR in mind, the concept and operation of teamwork is essential throughout the entire process of contract administration. The CO administers the contract during performance, but rarely has expertise in all of the relevant technical areas. Therefore, CO decisions rely on input from a team. The COTR is an indispensable member of that team. The instructions in this Guide are designed to facilitate this essential CO-COTR cooperation. COTR duties are usually additional to those required of the COTR in his or her assigned line organization. The COTR is still accountable to the line supervisor for performance of regularly-assigned duties. These duties are to be reflected appropriately in performance appraisals and job descriptions. For contract administration duties, however, the COTR reports directly to, and is accountable only to, the CO. The COTR`s supervisor must allow sufficient time to ensure that the COTR can adequately monitor the contract for technical compliance. This Guide is designed for COTRs who are performing service contract (including intergovernmental contract) administration functions as an adjunct to their normal technical duties.

Following a call for tenders (IT-3235/AT) sent on 4 July 2003 to seven firms, in four Member States, CERN had, by the closing date, received six tenders from six firms in four Member States. The Finance Committee is invited to agree to the negotiation of two blanket contracts for the supply of up to 280 000 kg of high-grade helium with AIR PRODUCTS (FR) and CARBAGAS (CH) for a total maximum amount for both contracts of 5 577 800 US dollars (7 736 400 Swiss francs), not subject to revision, for a period of four years starting 1 January 2004. The rates of exchange used are those stipulated in the tenders. The firms have indicated the following distribution by country of the contract value covered by this adjudication proposal: AIR PRODUCTS : PL - 100%; CARBAGAS : PL - 100%.

    This report documents the results of LBL`s Self-Assessment required by Appendix F to Contract DE ACOO3765F00098. This self assessment covers the performance measures set forth in Appendix F except those requiring an external audit. The performance measures for LBL are in the areas of ES&H Finance, Human Services and Procurement and Property. LBL is a multi-program laboratory operated by the University of California (UC) for DOE. The mission of LBL includes performing research in energy, general, and life sciences. LBL facilities include the main site on 130 acres located in the cities of Berkeley and Oakland; laboratories and offices located in buildings on the UC Berkeley Campus; and three leased buildings in the cities of Berkeley and Emeryville. 1. Involvement of Line Management in the assessment process to provide awareness and ownership. 2. Using existing assessments, audits and appraisals in lieu of a new assessment wherever possible. 3. Conduct of the assessments by individuals with functional responsibility and knowledge of the areas being assessed. 4. Interaction with individuals performing assessments at other Laboratories to enhance our learning process. As anticipated, a number of findings will require corrective action. General corrective actions are identified for key findings in this report. In early May 1993, this Laboratory will begin the development of detailed formal corrective action plans which will be entered into a laboratory automated corrective action tracking system.

    The Wallop Amendment portion of the Deficit Reduction Act of 1984 establishes a new rule that energy project developers involved in cogeneration and alternative energy projects need to understand in order to meet tax requirements. The new rule addresses questions about the distinction between a service contract and a lease of property for tax purposes by establishing four requirements an energy sales contract must meet to be classified as a service contract: The service recipient cannot operate the facility, bear a significant financial burden due to nonperformance, receive a significant financial benefit, or have an option or obligation to purchase at other than a fair market value. The Act will affect the structure of future alternative energy projects, but continues to offer tax benefits as long as conditions are met.

    Many organizations have faced the distasteful task of downsizing, but it was probably dressed up in the euphemistic term {open_quotes}rightsizing{close_quotes}. Most of us would agree that our companies are not the correct size, but why is the {open_quotes}right{close_quotes} size always smaller and not larger? Mergers and acquisitions have also had their effects on many of our colleagues, if not us ourselves. Both of these circumstances have led to fundamental changes in organizational structures and power centers. As a business group flattens the hierarchy, there are fewer steps between those who do and those who manage. Work groups may now be constructed into teams based upon products or customers rather than in their functional areas, such as accounting or sales. Employee empowerment may not be the magic pill that many had hoped for, but it has altered how our businesses operate at practically every level. And as our individual businesses change, the very structure of the energy industry is changing as well. I know many people wish for the dust to settle, see who is left to compete with, and put all this uncomfortable change behind us. This is not about to happen any time soon. Utilities will be the next to feel the intense pressure to change.

    On July 13, 1998, the U.S. Department of Energy, Richland Operations Office (DOE-RL) Manager transmitted a letter to Fluor Daniel Hanford, Inc. (FDH) describing several DOE-RL identified failed opportunities for FDH to improve the Quality Assurance (QA) Program and its implementation. In addition, DOE-RL identified specific Quality Program performance deficiencies. FDH was requested to establish a periodic reporting mechanism for the corrective action program. In a July 17, 1998 response to DOE-RL, FDH agreed with the DOE concerns and committed to perform a comprehensive review of the Project Hanford Management Contract (PHMC) QA Program during July and August, 1998. As a result, the Project Hanford Management Contract Quality Improvement Plan (QIP) (FDH-3508) was issued on October 21, 1998. The plan identified corrective actions based upon the results of an in-depth Quality Program Assessment. Immediately following the scheduled October 22, 1998, DOE Office of Enforcement and Investigation (EH-10) Enforcement Conference, FDH initiated efforts to effectively implement the QIP corrective actions. A Quality Improvement Project (QI Project) leadership team was assembled to prepare a Project Management Plan for this project. The management plan was specifically designed to engage a core team and the support of representatives from FDH and the major subcontractors (MSCs) to implement the QIP initiatives; identify, correct, and provide feedback as to the root cause for deficiency; and close out the corrective actions. The QI Project will manage and communicate progress of the process.

    Cross-linked actomyosin bundles retract when severed in vivo by laser ablation, or when isolated from the cell and micromanipulated in vitro in the presence of ATP. We identify the time scale for contraction as a viscoelastic time tau, where the viscosity is due to (internal) protein friction. We obtain an estimate of the order of magnitude of the contraction time tau ~ 10-100 s, consistent with available experimental data for circumferential microfilament bundles and stress fibers. Our results are supported by an exactly solvable, hydrodynamic model of a retracting bundle as a cylinder of isotropic, active matter, from which the order of magnitude of the active stress is estimated.

    The main argument that Universe is currently expanding is observed redshift increase by distance. However, this conclusion may not be correct, because cosmological redshift depends only on the scaling factors, the change in the size of the universe during the time of light propagation and is not related to the speed of observer or speed of the object emitting the light. An observer in expanding universe will measure the same redshift as observer in contracting universe with the same scaling. This was not taken into account in analysing the SN Ia data related to the universe acceleration. Possibility that universe may contract, but that the observed light is cosmologically redshifted allows for completely different set of cosmological parameters $\\Omega_M, \\Omega_{\\Lambda}$, including the solution $\\Omega_M=1, \\Omega_{\\Lambda}=0$. The contracting and in the same time accelerating universe explains observed deceleration and acceleration in SN Ia data, but also gives significantly larger value for the age of the universe, $t_0 = 24$ Gyr. This allows to reconsider classical cosmological models with $\\Lambda =0$. The contracting stage also may explain the observed association of high redshifted quasars to low redshifted galaxies.

    The approximate contraction of a Projected Entangled Pair States (PEPS) tensor network is a fundamental ingredient of any PEPS algorithm, required for the optimization of the tensors in ground state search or time evolution, as well as for the evaluation of expectation values. An exact contraction is in general impossible, and the choice of the approximating procedure determines the efficiency and accuracy of the algorithm. We analyze different previous proposals for this approximation, and show that they can be understood via the form of their environment, i.e. the operator that results from contracting part of the network. This provides physical insight into the limitation of various approaches, and allows us to introduce a new strategy, based on the idea of clusters, that unifies previous methods. The resulting contraction algorithm interpolates naturally between the cheapest and most imprecise and the most costly and most precise method. We benchmark the different algorithms with finite PEPS, and show how the cluster strategy can be used for both the tensor optimization and the calculation of expectation values. Additionally, we discuss its applicability to the parallelization of PEPS and to infinite systems (iPEPS).

    A basic problem in gravitational physics is the resolution of spacetime singularities where general relativity breaks down. The simplest such singularities are conical singularities arising from orbifold identifications of flat space, and the most challenging are spacelike singularities inside black holes (and in cosmology). Topology changing processes also require evolution through classically singular spacetimes. I briefly review how a phase of closed string tachyon condensate replaces, and helps to resolve, basic singularities of each of these types. Finally I discuss some interesting features of singularities arising in the small volume limit of compact negatively curved spaces and the emerging zoology of spacelike singularities.

    A number of space and terrestrial power system designs plan to use nuclear reactors that are coupled to Closed-loop Brayton Cycle (CBC) systems to generate electrical power. Because very little experience exists regarding the operational behavior of these systems, Sandia National Laboratories (through its Laboratory Directed Research and Development program) is developing a closed-loop test bed that can be used to determine the operational behavior of these systems and to validate models for these systems. Sandia has contracted Barber-Nichols Corporation to design, fabricate, and assemble a Closed-loop Brayton Cycle (CBC) system. This system was developed by modifying commercially available hardware. It uses a 30 kWe Capstone C-30 gas-turbine unit (www.capstoneturbine.com) with a modified housing that permits the attachment of an electrical heater and a water cooled chiller that are connected to the turbo-machinery in a closed loop. The test-loop reuses the Capstone turbine, compressor, and alternator. The Capstone system's nominal operating point is 1150 K turbine inlet temperature at 96,000 rpm. The annular recuperator and portions of the Capstone control system (inverter) and starter system are also reused. The rotational speed of the turbo-machinery is controlled either by adjusting the alternator load by either using the electrical grid or a separate load bank. This report describes the test-loop hardware SBL-30 (Sandia Brayton Loop-30kWe). Also presented are results of early testing and modeling of the unit. The SBL-30 hardware is currently configured with a heater that is limited to 80 kWth with a maximum outlet temperature of {approx}1000 K.

    PURPOSE OF REVIEW: Robot-assisted laparoscopic surgery in urology has gained immense popularity with the daVinci system, but a lot of research teams are working on new robots. The purpose of this study is to review current urologic robots and present future development directions. RECENT FINDINGS: Future systems are expected to advance in two directions: improvements of remote manipulation robots and developments of image-guided robots. SUMMARY: The final goal of robots is to allow safer and more homogeneous outcomes with less variability of surgeon performance, as well as new tools to perform tasks on the basis of medical transcutaneous imaging, in a less invasive way, at lower costs.     This is the final report of a four year and ten month contract starting on October 1, 1988 to July 31, 1993 with the US Department of Energy to study and improve Close-Coupled Catalytic Two-Stage Direct Liquefaction of coal by producing high yields of distillate with improved quality at lower capital and production costs in comparison to existing technologies. Laboratory, Bench and PDU scale studies on sub-bituminous and bituminous coals are summarized and referenced in this volume. Details are presented in the three topical reports of this contract; CTSL Process Bench Studies and PDU Scale-Up with Sub-Bituminous Coal-DE-88818-TOP-1, CTSL Process Bench Studies with Bituminous Coal-DE-88818-TOP-2, and CTSL Process Laboratory Scale Studies, Modelling and Technical Assessment-DE-88818-TOP-3. Results are summarized on experiments and studies covering several process configurations, cleaned coals, solid separation methods, additives and catalysts both dispersed and supported. Laboratory microautoclave scale experiments, economic analysis and modelling studies are also included along with the PDU-Scale-Up of the CTSL processing of sub-bituminous Black Thunder Mine Wyoming coal. During this DOE/HRI effort, high distillate yields were maintained at higher throughput rates while quality was markedly improved using on-line hydrotreating and cleaned coals. Solid separations options of filtration and delayed coking were evaluated on a Bench-Scale with filtration successfully scaled to a PDU demonstration. Directions for future direct coal liquefaction related work are outlined herein based on the results from this and previous programs.

    We develop an adiabatic theory for generators of contracting evolution on Banach spaces. This provides a uniform framework for a host of adiabatic theorems ranging from unitary quantum evolutions through quantum evolutions of open systems generated by Lindbladians all the way to classically driven stochastic systems. In all these cases the adiabatic evolution approximates, to lowest order, the natural notion of parallel transport in the manifold of instantaneous stationary states. The dynamics in the manifold of instantaneous stationary states and transversal to it have distinct characteristics: The former is irreversible and the latter is transient in a sense that we explain. Both the gapped and gapless cases are considered. Some applications are discussed.
