    This report summarizes the comprehensive siting, permitting, engineering, design, and costing activities completed by the FutureGen Industrial Alliance, the Department of Energy, and associated supporting subcontractors to develop a first of a kind near zero emissions integrated gasification combined cycle power plant and carbon capture and storage project (IGCC-CCS). With the goal to design, build, and reliably operate the first IGCC-CCS facility, FutureGen would have been the lowest emitting pulverized coal power plant in the world, while providing a timely and relevant basis for coal combustion power plants deploying carbon capture in the future. The content of this report summarizes key findings and results of applicable project evaluations; modeling, design, and engineering assessments; cost estimate reports; and schedule and risk mitigation from initiation of the FutureGen project through final flow sheet analyses including capital and operating reports completed under DOE award DE-FE0000587. This project report necessarily builds upon previously completed siting, design, and development work executed under DOE award DE-FC26- 06NT4207 which included the siting process; environmental permitting, compliance, and mitigation under the National Environmental Policy Act; and development of conceptual and design basis documentation for the FutureGen plant. For completeness, the report includes as attachments the siting and design basis documents, as well as the source documentation for the following: • Site evaluation and selection process and environmental characterization • Underground Injection Control (UIC) Permit Application including well design and subsurface modeling • FutureGen IGCC-CCS Design Basis Document • Process evaluations and technology selection via Illinois Clean Coal Review Board Technical Report • Process flow diagrams and heat/material balance for slurry-fed gasifier configuration • Process flow diagrams and heat/material balance for dry-fed gasifier configuration • Full capital cost report and cost category analysis (CAPEX) • Full operating cost report and assumptions (OPEX) Comparative technology evaluations, value engineering exercises, and initial air permitting activities are also provided; the report concludes with schedule, risk, and cost mitigation activities as well as lessons learned such that the products of this report can be used to support future investments in utility scale gasification and carbon capture and sequestration. Collectively, the FutureGen project enabled the comprehensive site specific evaluation and determination of the economic viability of IGCC-CCS. The project report is bound at that determination when DOE formally proposed the FutureGen 2.0 project which focuses on repowering a pulverized coal power plant with oxy-combustion technology including CCS.

    After years of political wrangling, Democrats may green-light the experimental clean coal power plants. The article relates how the project came to be curtailed, how Senator Dick Durbin managed to protect $134 million in funding for FutureGen in Mattoon, and how once Obama was in office a $2 billion line item to fund a 'near zero emissions power plant(s)' was placed in the Senate version of the Stimulus Bill. The final version of the legislation cut the funding to $1 billion for 'fossil energy research and development'. In December 2008 the FutureGen Alliance and the City of Mattoon spent $6.5 billion to purchase the plants eventual 440 acre site. A report by the Government Accountability Office (GAO) said that Bush's inaction may have set back clean coal technology in the US by as much as a decade. If additional funding comes through construction of the plant could start in 2010. 1 fig., 1 photo.

    This presentation will highlight the U.S. Department of Energy's FutureGen Initiative. The nearly $1 billion government-industry project is a stepping-stone toward future coal-fired power plants that will produce hydrogen and electricity with zero-emissions, including carbon dioxide. The 275-megawatt FutureGen plant will initiate operations around 2012 and employ advanced coal gasification technology integrated with combined cycle electricity generation, hydrogen production, and carbon capture and sequestration. The initiative is a response to a presidential directive to develop a hydrogen economy by drawing upon the best scientific research to address the issue of global climate change. The FutureGen plant will be based on cutting-edge power generation technology as well as advanced carbon capture and sequestration systems. The centerpiece of the project will be coal gasification technology that can eliminate common air pollutants such as sulfur dioxide and nitrogen oxides and convert them to useable by-products. Gasification will convert coal into a highly enriched hydrogen gas, which can be burned much more cleanly than directly burning the coal itself. Alternatively, the hydrogen can be used in a fuel cell to produce ultra-clean electricity, or fed to a refinery to help upgrade petroleum products. Carbon sequestration will also be a key feature that will set the Futuregen plant apart from other electric power plant projects. The initial goal will be to capture 90 percent of the plant's carbon dioxide, but capture of nearly 100 percent may be possible with advanced technologies. Once captured, the carbon dioxide will be injected as a compressed fluid deep underground, perhaps into saline reservoirs. It could even be injected into oil or gas reservoirs, or into unmineable coal seams, to enhance petroleum or coalbed methane recovery. The ultimate goal for the FutureGen plant is to show how new technology can eliminate environmental concerns over the future use of coal--the most abundant fossil fuel in the United States with supplies projected to last 250 years. FutureGen's co-production of power and hydrogen will also serve as a stepping-stone to an environmentally sustainable energy future.

    This environmental impact statement analyzes the protential impacts of the Coyote Springs Cogeneration Project, a proposed natural gas-fired cogeneration power plant near Boardman, Oregon. The proposed power plant would be built on a 22-acre site in the Port of Morrow Industrial Park. The plant would have two combustion turbines that would generate 440 average megawatts of energy when completed.

    The Federal Energy Regulatory Commission (FERC) is analyzing the potential environmental impacts of a proposal to construct and operate natural gas liquefaction and export facilities at the existing Golden Pass liquefied natural gas terminal in Jefferson County, Texas. The proposal includes three new compressor stations in Jefferson and Orange Counties, Texas, and Calcasieu Parish, Louisiana; a new 3-mile long pipeline in Calcasieu Parish; and modifications to 11 existing interconnections with other pipeline systems.     FutureGen 2.0 site will be the first near-zero emission power plant with fully integrated long-term storage in a deep, non-potable saline aquifer in the United States. The proposed FutureGen 2.0 CO2 storage site is located in northeast Morgan County, Illinois, U.S.A., forty-eight kilometres from the Meredosia Energy Center where a large-scale oxy-combustion demonstration will be conducted. The demonstration will involve > 90% carbon capture, which will produce more than one million metric tons (MMT) of CO2 per year. The CO2 will be compressed at the power plant and transported via pipeline to the storage site. To examine CO2 storage potential of the site, a 1,467m characterization well (FGA#1) was completed in December 2011. The target reservoir for CO2 storage is the Mt. Simon Sandstone and Elmhurst Sandstone Member of the lower Eau Claire Formation for a combined thickness of 176 m. Confining beds of the overlying Lombard and Proviso Members (upper Eau Claire Formation) reach a thickness of 126 m. Characterization of the target injection zone and the overlying confining zone was based on wellbore data, cores, and geophysical logs, along with surface geophysical (2-D seismic profiles, magnetic and gravity), and structural data collected during the initial stage of the project . Based on this geological model, 3D simulations of CO2 injection and redistribution were conducted using STOMP-CO2, a multiphase flow and transport simulator. After this characterization stage, it appears that the injection site is a suitable geologic system for CO2 sequestration and that the injection zone is sufficient to receive up to 33 MMT of CO2 at a rate of 1.1 MMT/yr.     The Bonneville Power Administration is proposing to fund the restoration of approximately 500 feet of streambank along the Yakima River at river mile 8, upstream of the Van Giesen Bridge on SR 224, in and between Richland and West Richland, Washington. This project will also result in the acquisition of Fox Island, a 12-acre island directly across the river from the restoration area. There is no development planned for the island. The proposed project includes: The installation of a bio-engineered streambank that incorporates barbs to capture silt and deflect flow, roughened rock or log toes, a riparian buffer, soil reinforcement, and bank grading. Long-term photo-point and plot sampling will also be implemented to evaluate the effectiveness and success of the restoration project. The NEPA compliance checklist for this project was completed by Darrel Sunday, a contractor with Sunday and Associates, Inc. (April 4, 2004), and meets the standards and guidelines for the Watershed Management Program Environmental Impact Statement (EIS) and Record of Decision (ROD). The Endangered Species Act (ESA) listed species that may occur in the general vicinity of the project area are the pygmy rabbit, bald eagle, bull trout, Ute ladies'-tresses, and mid-Columbia Steelhead. The pygmy rabbit, bald eagle, and Ute ladies'Tresses are not known to occur in the immediate project vicinity, and it was determined that the proposed restoration project would have no effect on these species. It is difficult to determine if bull trout occur within the Tapteal project area and Dave Carl of the Washington Department of Fish & Wildlife was contacted and concurred with this assumption. It was determined that the project may affect, but is not likely to adversely affect bull trout, and the U.S. Fish & Wildlife Service has concurred with that determination (July 28, 2004). For the mid-Columbia Steelhead, an anadromous fish species, BPA has determined that if conducted in accordance with the applicable terms and conditions identified in the ESA Consultation Biological Opinion (BO) and Magnuson-Stevens Fishery Conservation and Management Act Essential Fish Habitat Consultation, for BPA's Habitat Improvement Program (HIP), the Tapteal Bend Restoration Project meets the requirements of consistency and no further consultation is required. ESA listed fish may be present in the project vicinity but will not be affected because the project does not involve instream work. In complying with the requirements of Section 106 of the National Historic Preservation Act, BPA contracted with the Cultural Resources Protection Program of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) for cultural resource survey work. Shawn Steinmetz prepared a report (December 15, 2002) concluding that there were only two isolated finds in the project area. BPA and the Washington Office of Archaeology and Historic Preservation have concurred with the conclusions and recommendations set out in the report and the determination that no historic properties will be affected by the current project as proposed (January 31, 2003). It was recommended that a cultural resource monitor be present during ground disturbing activities. In the unlikely event that archaeological material is discovered during project implementation, an archaeologist should be notified immediately and work halted in the vicinity of the finds until they can be inspected and assessed. Standard water quality protection procedures and Best Management Practices should be followed during the implementation of the Tapteal Bend Restoration project. No construction is authorized to begin until the proponent has obtained all applicable local, state, and federal permits and approvals.

    The Bonneville Power Administration is proposing to fund the installation of a fenced stream crossing over the Pahsimeroi River to enhance a livestock riparian enclosure. This structure would include up to four wood fence posts and two deadman anchors buried in the ground. The goal of this project is to enhance salmon and steelhead rearing and migration habitat by preventing livestock from entering the riparian area via the river. The NEPA compliance checklist for this project was completed by Carl Rudeen with the Custer Soil and Water Conservation District (August 4, 2004) and meets the standards and guidelines for the Watershed Management Program Environmental Impact Statement (EIS) and Record of Decision (ROD). The Endangered Species Act (ESA) listed species that may occur in the general vicinity of the project area are gray wolf, Canada lynx, bald eagle, Ute ladies'Tresses, Snake River chinook salmon, Snake River steelhead trout, and Columbia River Basin bull trout. It was determined that the proposed fence crossing construction project would have no effect on these species. Bald eagle, gray wolf and Canada lynx are not known to occur in the immediate project vicinity. Since the site is used primarily as livestock pasture it does not lend itself to the presence of Ute ladies'Tresses. ESA listed fish may be present in the project vicinity but will not be affected because the project does not involve instream work. Soil disturbance will be limited to the livestock pasture and to two holes that will be used to bury anchors for the suspended portion of the fence. Required river crossings will be made on foot. Requirements associated with Section 106 of the National Historic Preservation Act were handled by the Natural Resource Conservation Service (NRCS), in cooperation with staff from the U.S. Forest Service (Boise National Forest), under their existing Programmatic Agreement with the Idaho State Historic Preservation Office (SHPO). A description of the Pahsimeroi Fence Crossing project and site information was reviewed by a qualified archaeologist and it was determined that an archaeological survey was needed. Bruce Blackmere with NRCS conducted an intensive-complete survey of the project site and cultural resources were not identified (July 30, 2004). Based on these findings, it was recommended that the project proceed as planned. All survey findings were provided to the Idaho SHPO. In the unlikely event that archaeological material is discovered during project implementation, an archaeologist should be notified immediately and work halted in the vicinity of the finds until they can be inspected and assessed. Standard water quality protection procedures and Best Management Practices should be followed during the implementation of the Pahsimeroi Fence Crossing project. No construction is authorized to begin until the proponent has obtained all applicable local, state, and federal permits and approvals. Public involvement has occurred as part of the Pahsimeroi Fence Crossing project. This project was coordinated through the Upper Salmon Basin Technical Team and Advisory Committee composed of representatives from U.S. Fish and Wildlife Service, NOAA Fisheries, Shoshone Bannock Tribe, and Idaho Department of Fish and Game. In addition, the Custer Soil and Water Conservation District holds monthly meetings that are open to the public in which this project was discussed.

    The proposed Keystone XL project consists of a 1,700-mile crude oil pipeline and related facilities that would primarily be used to transport Western Canadian Sedimentary Basin crude oil from an oil supply hub in Alberta, Canada to delivery points in Oklahoma and Texas. This EIS, prepared by the Department of State, evaluates the environmental impacts of the proposed Keystone XL project. DOE’s Western Area Power Administration, a cooperating agency, has jurisdiction over certain proposed transmission facilities (construction and operation of a short 230-kv transmission line and construction of a new substation). The State Department published a notice in the Federal Register on February 3, 2012, regarding the denial of the Keystone XL presidential permit (77 FR 5614).

    The compliance checklist for this project was originally completed by the Burns Paiute Tribe in 2000, and meets the standards and guidelines for the Wildlife Mitigation Program Environmental Impact Statement (EIS) and Record of Decision (ROD), as well as the Watershed Management Program Environmental Impact Statement (EIS) and Record of Decision (ROD). The Logan Valley Wildlife Mitigation Plan, now being implemented, continues to be consistent with the above mentioned EISs and RODs. Pursuant to its obligations under the Endangered Species Act, BPA has made a determination of whether its proposed project will have any effects on any listed species under the jurisdiction of the United States Fish and Wildlife Service (USFWS). A species list was obtained from USFWS on June 12, 2003, identifying bald eagles, Canada lynx, and bull trout as potentially occurring in the project area. A site assessment was conducted on July 15, 2003 to determine if these species were present and the potential effects of project activities. A ''No Effect'' determination was made for all ESA-listed species. There were no listed species under the jurisdiction of NOAA Fisheries present in the project area. As management activities proceed in the future, BPA will annually re-assess potential effects of planned activities on listed species. The Burns-Paiute Tribe conducted a literature search for historic and archaeological sites on the property on January 11, 1999. No known sites were identified. Further site-specific surveys will be conducted for individual ground disturbing activities. The results of these surveys will be sent to the Oregon State Historic Preservation Office and BPA. BPA will annually summarize and submit a report to the State Historic Preservation Office. On December 29, 1999, Fred Walasavage of BPA completed a Phase I Site Assessment and concluded that the site did not reveal any environmental factors that would pose a significant liability for remedial action or cleanup under the Comprehensive Recovery, Compensation and Liability Act. A public meeting was held when the property was initially acquired where the property acquisition and proposed activities were discussed. Subsequent public involvement was conducted on July 23, 2002 for commenting on the proposed Logan Valley Wildlife Mitigation Plan.

    We use public V-band imaging data from the wide-angle surveys conducted by the ESO Imaging Survey project (EIS) to further investigate the nature of the EIS galaxy cluster candidates. These were originally identified by applying a matched-filter algorithm which used positional and photometric data of the galaxy sample extracted from the I-band survey images. In this paper, we apply the same technique to the galaxy sample extracted from V-band data and compare the new cluster detections with the original ones. We find that ~75% of the low-redshift cluster candidates (zEIS clusters with z_I<0.6 are real, making it one of the largest samples of galaxy clusters in this redshift range currently available in the southern hemisphere.

    BPA proposes to fund the acquisition and preservation of approximately 99 acres of native wet prairie and oak woodland habitat in Lane County, Oregon. Title to the land will be held by The Nature Conservancy, who will convey permanent mitigation rights to BPA in the form of a conservation easement. These newly acquired parcels will become part of the existing 330-acre Willow Creek Wildlife Mitigation Area. Passive management practices may take place on the land until a wildlife mitigation and management plan is developed and approved for the property. The compliance checklist for this project was completed by Cathy MacDonald with The Nature Conservancy and meets the standards and guidelines for the Wildlife Mitigation Program Environmental Impact Statement (EIS) and Record of Decision (ROD). A comprehensive wildlife mitigation and management plan will be prepared for the property after it is acquired and will follow the guidelines and mitigation measures detailed in the Wildlife Mitigation Program EIS and ROD. No plant or animal species listed under the Endangered Species Act (ESA) will be affected by the proposed acquisition of the subject property. Through contact with the U.S. Fish and Wildlife Service, the National Marine Fisheries Service, and the Oregon Natural Heritage Program, staff from The Nature Conservancy identified a number of federal and state listed species that have the potential to occur at the project site. ESA Section 7 consultation will be conducted by BPA and The Nature Conservancy, as necessary, prior to the implementation of any restoration or enhancement activities on the site. A cultural resource survey was conducted at the Eugene Wetlands Phase II site on July 9, 2001. No prehistoric or historic cultural materials were observed during the survey and no landforms considered likely to be archaeological sites were noted. The nearest recorded archeological find consists of two prehistoric sites that are located within a mile of the project area along Willow Creek. Based on the findings of this survey, BPA concluded that there would be no effect on prehistoric or historic artifacts associated with the Eugene Wetlands acquisition project. The Oregon State Historic Preservation Office concurred with BPA's determination on September 18, 2001. In the unlikely event that archaeological material is encountered during developments that may occur on the site, an archeologist will immediately be notified and work halted in the vicinity of the finds until they can be inspected and assessed. Phase I Environmental Site Assessments were conducted on the Eugene wetland site by staff from The Nature Conservancy and Hahn and Associates, Inc. The surveys did not reveal evidence of recognized environmental conditions in conjunction with the subject properties. Fred Walasavage an Environmental Specialist with BPA reviewed the Phase I assessments and reported to The Nature Conservancy on May 14, 2001 that he concurred with these findings. Public involvement associated with this project has included written notification and solicitation of comments to interested parties, adjacent landowners, local tribes, government agencies, and non-governmental organizations. Public response from the solicitation indicated general support for the project. Because of initial favorable comments on this project, it was decided that subsequent public meetings and/or workshops were not warranted.

    Air quality monitoring, emission predictions and impact modeling have been performed in support of the regulatory process for the Newberry Geothermal Pilot Project located near Newberry Crater, Oregon. The proposed power plant will generate 33 NM of power utilizing double flash technology. Air emissions from construction activities, well drilling, wellfield testing and operation, power plant operation, and unplanned upsets were evaluated. Wellfield and plant emission rates for hydrogen sulfide and other air pollutants were developed based on expected resource chemistry and operational scenarios. In addition, nitrogen dioxide and particulate emissions were estimated for drill rig diesel engines and construction activities, respectively. Air pollutant impacts at property boundaries, inside the Newberry National Volcanic Monument and at the nearest Class I area (Three Sisters Wilderness) were predicted using U.S. Environmental Protection Agency dispersion models. Cooling tower plume dimensions were predicted using an Electric Power Research Institute model. The deposition and impact of airborne heavy metals and hydrogen sulfide on two nearby watersheds were calculated. The effect of cooling tower plume drift was also evaluated. Preconstruction background air quality was estimated from published data. The results of the studies have demonstrated that good air quality can be expected at the proposed project site.

    BPA proposes to partially fund the acquisition of 7,630 acres of shrub-steppe, riparian, and wetland habitat in northern Franklin County, Washington. Title to the land will be transferred initially to The Conservation Fund and ultimately for inclusion as part of the National Wildlife Refuge System. Passive management practices will take place on the land until an official management plan is developed and approved for the property. Some short-term control of invasive, exotic plant species may occur as necessary prior to the approval of a management plan. The compliance checklist for this project was completed by Randy Hill with the U.S. Fish and Wildlife Service, Columbia National Wildlife Refuge and meets the standards and guidelines for the Wildlife Mitigation Program Environmental Impact Statement (EIS) and Record of Decision (ROD). A comprehensive management plan will be prepared for the property after it is acquired and will follow the guidelines and mitigation measures detailed in the Wildlife Mitigation Program EIS and ROD. No plant or animal species listed under the Endangered Species Act (ESA) will be affected by the fee-title purchase of the subject property. Mark Miller with the Eastern Washington Ecological Services Office of USFWS concurred with this finding on August 3, 2001. Section 7 consultation will be conducted by BPA and USFWS, as necessary, prior to the implementation of any restoration or enhancement activities on the site. In accordance with the National Historic Preservation Act of 1966 (NHPA) and USFWS policy, the addition of the Eagle Lakes property to the National Wildlife Refuge System does not constitute an undertaking as defined by the NHPA, or require compliance with Section 106 of the NHPA. Anan Raymond, Regional Archaeologist with USFWS Region 1 Cultural Resource Team, concurred with this finding on May 4, 2001. Compliance with NHPA, including cultural resources surveys, will be implemented, as necessary, once specific management activities are proposed for the property. In the unlikely event that archaeological material is encountered during developments that might occur prior to a cultural resource survey, an archeologist will immediately be notified and work halted in the vicinity of the finds until they can be inspected and assessed. A Level I Contaminants Survey was completed on April 3, 2000 by Toni Davidson, Environmental Contaminants Specialist with the USFWS Upper Columbia River Basin Field Office. The survey found that overall the lakes, wetlands, and terrestrial habitats on the site appear to be in a healthy condition. The only concern expressed in the survey report was over the presence of two household/farm dumps. As a requirement of the Eagle Lakes sale, the landowner agreed to remove the dumps to the satisfaction of the USFWS contaminant specialist before the title to the land is transferred. A follow-up survey will be conducted to confirm compliance with this requirement of sale. Public involvement associated with this project has included written notification and solicitation of comments to interested parties, adjacent landowners, local tribes, government agencies, non-governmental organizations, and sports clubs. Public response from the mail-out indicated general support for the project, although some questions were raised about the provision of seasonal hunting and fishing on the property. These types of questions will be addressed in the development of a management plan for the Eagle Lakes land. Because of initial favorable comments on this project, it was decided that subsequent public meetings and/or workshops were not warranted.

    Clusters of galaxies are important targets in observationally cosmology, as they can be used both to study the evolution of the galaxies themselves and to constrain cosmological parameters. Here we report on the first results of a major effort to build up a sample of distant galaxy clusters to form the basis for further studies within those fields. We search for simultaneous overdensities in color and space to obtain supporting evidence for the reality of the clusters. We find a confirmation rate for EIS clusters of 66%, suggesting that a total of about 80 clusters with z>=0.6 are within reach using the EIS cluster candidates.

    The Department of Energy (DOE) Office of Civilian Radioactive Waste Management (OCRWM) is proposing to fabricate and deploy a multi-purpose canister (MPC) system for the management of civilian spent nuclear fuel. If implemented, the MPC system could be used for temporary storage and transportation, and eventual disposal of spent nuclear fuel from commercial nuclear power plants. With the MPC system, multiple spent fuel assemblies would be placed inside a metal canister and sealed at the nuclear power plant. The canister would be placed inside other casks or containers designed for the specific purposes of transportation, temporary storage, and disposal. An Environmental Impact Statement (EIS) is being prepared to evaluate the environmental effects of the MPC system technology and several other technologies for managing spent nuclear fuel pursuant to the National Environmental Policy Act (NEPA). NEPA directs Federal agencies to perform environmental evaluations of proposed major projects and emphasizes public involvement during the entire EIS process. Through an initial process called scoping, other Federal and State agencies and the public are given an opportunity to provide comments on environmental issues and recommend alternatives to be addressed in the EIS. This paper describes the approached used by OCRWM to maximize public input on the MPC EIS.

    The imaging data assembled by the recently completed ESO Imaging Survey (EIS) are reviewed and their scientific value briefly assessed. Among the various applications, the imaging data has been used to build a large sample of candidate distant clusters of galaxies in the Southern Hemisphere to be used for follow-up observations with the VLT as well as other space and ground-based facilities. Preliminary results from ongoing work to confirm these candidates are reported and the future prospects discussed.

    Using EFOSC2 at the 3.6m ESO telescope, we obtained redshifts for 68 galaxies in the field of six cluster candidates from the ESO Imaging Survey (EIS). The cluster candidates were selected in the EIS patches C and D and have estimated mean redshifts between z=0.5 and z=0.7. In the six candidate cluster fields, we identify possible systems of galaxies in the redshift space. The likelihoods of these systems are established by comparison with random resamplings of the Canada-France Redshift Surveys, and using the redshift distribution expected from Postman et al.'s luminosity function, with Poggianti's K- and evolutionary-corrections. Four of the six candidate EIS clusters are found to correspond to a real system in the redshift space, with > 95 % probability. Two of them have a mean redshift in agreement with the estimate from the matched filter algorithm, while the other two have a significantly smaller redshift. The independent analysis of the V-I vs. I color-magnitude diagrams for five of our six cluster fields, supports our conclusions based on the spectroscopic data.
