    Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

    In principle, paying for waste management services should be easy. Each person should be responsible for paying for his or her share of waste management costs. The price paid should be based on the most equitable, most environmentally sound, and most efficient management method. Everyone knows that life is not that simple. In the real world, decisions about how to pay for waste management services are based upon a variety of factors, including cost, equity, administrative ease, legal restrictions, legislative policies and mandates, historic precedent, and politics. Communities and service providers need to carefully consider these and other factors in developing and implementing a funding approach. This chapter will describe the issues that communities and service providers must address in developing the best strategy for funding waste and recyclable collection programs.

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    Where public environmental funds support development of wastewater infrastructure, funding institutions ensure the economic use of funds, while the beneficiaries minimize their own costs. In rural areas, there is often a choice between decentralized or centralized (multi-village) systems: if the centralized system is most economic, then only this system is eligible for public funding. However, its implementation requires a voluntary cooperation of the concerned communities, who need to organize themselves to develop and run the infrastructure. The paper analyzes the social determinants of collaboration in a generic case study, using the following variables: method of (economic) assessment, modeled by the social discount rate, funding policy, modeled by the funding rate, and users' self-organization, modeled by cost sharing. In a borderline situation, where the centralized system turns out to be most economic, but this assessment is contingent on the assessment method, collective action may fail: the advantages of collective action from funding are too small to outweigh organizational deficiencies. Considering in this situation sanitation as a human right, authors recommend using innovative forms of organization and, if these fail, reassessing either the amount of funding or the eligibility for funding of more acceptable alternatives. - Highlights: Black-Right-Pointing-Pointer A generic case study models collective action and funding in wastewater management.     The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

    Implementing solar energy projects at federal facilities is a process. The project planning phase of the process includes determining goals, building a team, determining site feasibility and selecting the appropriate project funding tool. This fact sheet gives practical guidance to assist decision-makers with understanding and selecting the funding tool that would best address their site goals. Because project funding tools are complex, federal agencies should seek project assistance before making final decisions. High capital requirements combined with limits on federal agency energy contracts create challenges for funding solar projects. Solar developers typically require long-term contracts (15-20) years to spread out the initial investment and to enable payments similar to conventional utility bill payments. In the private sector, 20-year contracts have been developed, vetted, and accepted, but the General Services Administration (GSA) contract authority (federal acquisition regulation [FAR] part 41) typically limits contract terms to 10 years. Payments on shorter-term contracts make solar economically unattractive compared with conventional generation. However, in several instances, the federal sector has utilized innovative funding tools that allow long-term contracts or has created a project package that is economically attractive within a shorter contract term.

    This paper presents a general method for forecasting oilfield economic performance that integrates cost data with operational, reservoir, and financial information. Practices are developed for determining economic limits for an oil field and its components. The economic limits of marginal wells and the role of underground competition receive special attention.     'Money makes the world go round', as the song says. It definitely influences decommissioning decision-making and financial assurance for future decommissioning. This paper will address two money-related decommissioning topics. The first is the evaluation of whether to continue or to halt decommissioning activities at Fermi 1. The second is maintaining adequacy of financial assurance for future decommissioning of operating plants. Decommissioning costs considerable money and costs are often higher than originally estimated. If costs increase significantly and decommissioning is not well funded, decommissioning activities may be deferred. Several decommissioning projects have been deferred when decision-makers determined future spending is preferable than current spending, or when costs have risen significantly. Decommissioning activity timing is being reevaluated for the Fermi 1 project. Assumptions for waste cost-escalation significantly impact the decision being made this year on the Fermi 1 decommissioning project. They also have a major impact on the estimated costs for decommissioning currently operating plants. Adequately funding full decommissioning during plant operation will ensure that the users who receive the benefit pay the full price of the nuclear-generated electricity. Funding throughout operation also will better ensure that money is available following shutdown to allow decommissioning to be conducted without need for additional funds.

    Energy Savings Performance Contracts (ESPCs) allow governments to tap private capital to finance energy efficiency improvements; the debt service on the financing is paid from the energy and energy-related cost savings generated by the efficiency projects themselves. Since 1998 about 43% of the funding for energy efficiency upgrades in US federal buildings has come from ESPC and other similar programs. This paper describes the balance sheet for an ESPC project as currently implemented by US federal agencies, and shows how parameters such as the cost of the project, the interest rate for financing, level of savings, energy escalation rates, and others combine to determine the project cash flow. The paper also examines the sensitivity of project economics to changes in each of these parameters.

    The Advanced Liquid Metal Reactor (ALMR) has the potential to extend the economic life of the nuclear option and of reducing the number of high level waste repositories which will eventually be needed in an expanding nuclear economy. This paper reports on an analysis which models and evaluates the economics of the use of ALMRs as a component of this country`s future electricity generation mix. The ALMR concept has the ability to utilize as fuel the fissile material contained in previously irradiated nuclear fuel (i.e., spent fuel) or from surplus weapons grade material. While not a requirement for the successful deployment of ALMR power plant technology, the reprocessing of spent fuel from light water reactors (LWR) is necessary for any rapid introduction of ALMR power plants. In addition, the reprocessing of LWR spent fuel may reduce the number of high level waste repositories needed in the future by burning the long-lived actinides produced in the fission process. With this study, the relative economics of a number of potential scenarios related to these issues are evaluated. While not encompassing the full range of all possibilities, the cases reported here provide an indication of the potential costs, timings, and relative economic attractiveness of ALMR deployment.

    One of the most challenging issues facing the Department of Energy`s Office of Environmental Management is the cleanup of the three gaseous diffusion plants. In October 1992, Congress passed the Energy Policy Act of 1992 and established the Uranium Enrichment Decontamination and Decommissioning Fund to accomplish this task. This mission is being undertaken in an environmentally and financially responsible way by: devising cost-effective technical solutions; producing realistic life-cycle cost estimates, based on practical assumptions and thorough analysis; generating coherent long-term plans which are based on risk assessments, land use, and input from stakeholders; and, showing near-term progress in the cleanup of the gaseous diffusion facilities at Oak Ridge.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at the former Alba Craft Laboratory Site Properties, Oxford, Ohio. The survey was performed in July and September of 1992. The purpose of the survey was to determine whether the property was contaminated with radioactive residues, primarily [sup 238]U, from uranium machining operations conducted for National Lead of Ohio, a prime Atomic Energy Commission contractor. The survey included scan measurement of direct radiation levels inside and outside the former laboratory, outdoors on eight properties adjoining the former laboratory, and the city right-of-way adjacent to the surveyed properties. Radionuclide concentrations were determined in outdoor surface and subsurface soil samples taken from each property and the exterior of the laboratory. Fixed surface residual radioactivity was measured inside the laboratory and outside the building. Air samples were collected, direct exposure was measured, and samples were collected to measure transferable radioactivity inside the building. Results of the survey indicate areas where surface and soil contamination level s are above the DOE guidelines for uncontrolled areas.

    Measuring the Economic Impacts of Federal Investments in Research evaluates approaches to measuring the returns on federal research investments. This report identifies new methodologies and metrics that can be developed and used for assessing returns on research across a wide range of fields (biomedical, information technology, energy, agriculture, environment, and other biological and physical sciences, etc.), while using one or more background papers that review current methodologies as a starting point for the discussion. It focuses on tools that are able to exploit available data in the relatively near term rather than on methodologies that may require substantial new data collection. Over the last several years, there has been a growing interest in policy circles in identifying the payoffs from federal agency research investments, especially in terms of economic growth, competitiveness, and jobs. The extraordinary increase in research expenditures under the American Recovery and Reinvestment Act (ARRA) of 2009 and the President�������¢����������������s commitment to science and technology (S&T) funding increases going forward have heightened the need for measuring the impacts of research investments. Without a credible analysis of their outcomes, the recent and proposed increases in S&T funding may not be sustained, especially given competing claims for federal funding and pressures to reduce projected federal budget deficits. Motivated by these needs and requirements, Measuring the Economic Impacts of Federal Investments in Research reviews and discusses the use of quantitative and qualitative data to evaluate the returns on federal research and development (R&D) investments. Despite the job-focused mandate of the current ARRA reporting requirements, the impact of S&T funding extend well beyond employment. For instance, federal funding in energy research may lead to innovations that would reduce energy costs at the household level, energy imports at the national level, and greenhouse gas emissions at the global level. In principle, these benefits can be measured as a return on research investments, with appropriate consideration of time lags to research outcomes and attribution to private as well as public expenditure. With appropriate metrics, the same could be true for benefits to public health, environmental quality, and food productivity and security. Federal funding of research leads to the development of human capital that is deployed in a variety of occupations with economic and social impacts. Research also produces information that is used in formal (e.g., regulatory and judicial) and informal (e.g., firm and consumer) decision making processes. In addition to reviewing the range of work (by academics, consultants, and research agencies themselves) that has been done in measuring research outcomes and providing a forum to discuss their methods, this report also considers the different methodologies used across fields of research (e.g., agriculture and energy research) to identifies which are applicable to a range of federal S&T funding.

    Flue gas condensing economizers improve the thermal efficiency of boilers by recovering sensible heat and water vapor latent heat from flue gas exhaust. In addition to improving thermal efficiency, condensing economizers also have the potential to act as control devices for emissions of particulates, SO{sub x}, and air toxics. Both Consolidated Edison of New York and Brookhaven National LaborAtory are currently working on condensing economizer technology with an emphasis on developing their potential for emissions control. Con Edison is currently conducting a condensing economizer demonstration at their oil-fired 74th Street Station in New York. Since installing this equipment in February of 1992 a heat rate improvement of 800 Btu/kWh has been seen. At another location, Ravenswood Station, a two stage condensing economizer has been installed in a pilot test. In this advanced configuration -the ``Integrated Flue Gas Treatment or IFGT system- two heat exchanger sections are installed and sprays of water with and without SO{sub 2} sorbents are included. Detailed studies of the removal of particulates, SO{sub 2}, SO{sub 3}, and selected air toxics have been done for a variety of operating conditions. Removal efficiencies for SO{sub 2} have been over 98% and for SO{sub 3} over 65%. Brookhaven National Laboratory`s studies involve predicting and enhancing particulate capture in condensing economizers with an emphasis on small, coal-fired applications. This work is funded by the Pittsburgh Energy Technology Center of the Department of Energy. Flyash capture efficiencies as high as 97% have been achieved to date with a single stage economizer.

    Each individual investor is different, with different financial goals, different levels of risk tolerance and different personal preferences. From the point of view of investment management, these characteristics are often defined as objectives and constraints. Objectives can be the type of return being sought, while constraints include factors such as time horizon, how liquid the investor is, any personal tax situation and how risk is handled. It's really a balancing act between risk and return with each investor having unique requirements, as well as a unique financial outlook - essentially a constrained utility maximization objective. To analyze how well a customer fits into a particular investor class, one investment house has even designed a structured questionnaire with about two-dozen questions that each has to be answered with values from 1 to 5. The questions range from personal background (age, marital state, number of children, job type, education type, etc.) to what the customer expects from an investment (capital protection, tax shelter, liquid assets, etc.). A fuzzy logic system has been designed for the evaluation of the answers to the above questions. We have investigated the notion of fuzziness with respect to funds allocation.

    The Pacific Northwest National Laboratory has researched how participating countries divide funding obligations under International Energy Agency (IEA) Implementing Agreements (IAs). This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.
