    Numerous pre-existing and newly emerging state- and locally-managed revolving loan funds (RLFs) are being used in conjunction with energy savings performance contracts (ESPCs) as an option for financing of energy efficiency projects. This document presents an overview of ESPCs and how they fit within the RLF framework. There are a variety of options available to state and local governments to catalyze the disbursement of available capital from RLFs and increase the number of ESPC projects within their jurisdictions. To demonstrate the implementation of this type of financing program in action, this report concludes with four program case studies of state-sponsored RLFs where ESPCs are an allowed use of funds.

    Federal agencies have had performance contracting authority since 1985, when Congress first authorized agencies to enter into shared energy savings agreements with Public Law 99-272, the Consolidated Omnibus Budget Reconciliation Act. By the end of FY 2001, agencies had used energy savings performance contracts (ESPCs) to attract private-sector investment of over $1 billion to improve the energy efficiency of federal buildings. Executive Order 13123 directs agencies to maximize their use of alternative financing contracting mechanisms such as ESPCs when life-cycle cost effective to reduce energy use and cost in their facilities and operations. Continuing support for ESPCs at the Administration and Congressional levels is evident in the pending comprehensive national energy legislation, which repeals the sunset provision on ESPC authority and extends ESPC authority to water savings projects. Despite the Congressional and Presidential directives to use ESPCs, some agencies have been reluctant to do so. Decision makers in these agencies see no reason to enter into long-term obligations to pay interest on borrowed money out of their own operating budgets if instead Congress will grant them appropriations to pay for the improvements up front. Questions frequently arise about whether pricing in ESPCs, which are negotiated for best value, is as favorable as prices obtained through competitive sourcing, and whether ESPC as a means of implementing energy conservation projects is as life-cycle cost effective as the standard practice of funding these projects through appropriations. The lack of any quantitative analysis to address these issues was the impetus for this study. ESPCs are by definition cost-effective because of their ''pay-from-savings'' requirement and guarantee, but do their interest costs and negotiated pricing extract an unreasonably high price? Appropriations seem to be the least-cost option, because the U.S. Treasury can borrow money at lower interest rates than the private sector, but appropriations for energy projects are scarce. What are the costs associated with requesting funding and waiting for appropriations? And how is the value of an energy project affected if savings that are not guaranteed do not last? The objective of this study was to develop and demonstrate methods to help federal energy managers take some of the guesswork out of obtaining best value from spending on building retrofit energy improvements. We developed a method for comparing all-inclusive prices of energy conservation measures (ECMs) implemented using appropriated funds and through ESPCs that illustrates how agencies can use their own appropriations-funded project experience to ensure fair ESPC pricing. The second method documented in this report is for comparing life-cycle costs. This method illustrates how agencies can use their experience, and their judgment concerning their prospects for appropriations, to decide between financing and waiting.

    An ESPC is a working relationship between a Federal agency and an energy service company (ESCO). The ESCO conducts a comprehensive energy audit for the Federal facility and identifies improvements to save energy. In consultation with the Federal agency, the ESCO designs and constructs a project that meets the agency’s needs and arranges the necessary funding. The ESCO guarantees the improvements will generate energy cost savings sufficient to pay for the project over the term of the contract.     Performance-driven interface contract enforcement research aims to improve the quality of programs built from plug-and-play scientific components. Interface contracts make the obligations on the caller and all implementations of the specified methods explicit. Runtime contract enforcement is a well-known technique for enhancing testing and debugging. However, checking all of the associated constraints during deployment is generally considered too costly from a performance stand point. Previous solutions enforced subsets of constraints without explicit consideration of their performance implications. Hence, this research measures the impacts of different interface contract sampling strategies and compares results with new techniques driven by execution time estimates. Results from three studies indicate automatically adjusting the level of checking based on performance constraints improves the likelihood of detecting contract violations under certain circumstances. Specifically, performance-driven enforcement is better suited to programs exercising constraints whose costs are at most moderately expensive relative to normal program execution.

While the clause applicability is for all new solicitations and contracts issued on or after July 2,201 0, reporting of subcontractor job information is beneficial to the transparency of Recovery Act programs and Contracting Officers are asked to incorporate the revised clause into contracts funded by the Recovery Act as soon as practicable. In addition, contractors should be informed of the change and asked to submit this information for the reports due this month, if possible.

    This paper evaluates the issue of non-energy benefits within the context of the U.S. energy services company (ESCO) industry?a growing industry comprised of companies that provide energy savings and other benefits to customers through the use of performance-based contracting. Recent analysis has found that ESCO projects in the public/institutional sector, especially at K-12 schools, are using performance-based contracting, at the behest of the customers, to partially -- but not fully -- offset substantial accumulated deferred maintenance needs (e.g., asbestos removal, wiring) and measures that have very long paybacks (roof replacement). This trend is affecting the traditional economic measures policymakers use to evaluate success on a benefit to cost basis. Moreover, the value of non-energy benefits which can offset some or all of the cost of the non-energy measures -- including operations and maintenance (O&M) savings, avoided capital costs, and tradable pollution emissions allowances-- are not always incorporated into a formal cost-effectiveness analysis of ESCO projects. Nonenergy benefits are clearly important to customers, but state and federal laws that govern the acceptance of these types of benefits for ESCO projects vary widely (i.e., 0-100percent of allowable savings can come from one or more non-energy categories). Clear and consistent guidance on what types of savings are recognized in Energy Savings agreements under performance contracts is necessary, particularly where customers are searching for deep energy efficiency gains in the building sector.

    The US Army, in cooperation with an energy services company (ESCO), used private capital to retrofit 4003 family housing units on the Fort Polk, Louisiana, military base with geothermal heat pumps (GHPs). The project was performed under an energy savings performance contract (ESPC) that provides for the army and the ESCO to share the cost savings realized through the energy retrofit over the 20-year life of the contract. Under the terms of the contract, the ESCO is responsible for maintaining the GHPs and provides ongoing measurement and verification (M&V) to assure cost and energy savings to the Army. An independent evaluation conducted by the Department of Energy's Oak Ridge National Laboratory indicates that the GHPS systems in combination with other energy retrofit measures have reduced annual whole-community electrical consumption by 33%, and natural gas consumption by 100%. These energy savings correspond to an estimated reduction in CO{sub 2} emissions of 22,400 tons per year. Peak electrical demand has been reduced by 43%. The electrical energy and demand savings correspond to an improvement in the whole-community annual electric load factor from 0.52 to 0.62. As a result of the project, Fort Polk saves about $450,000 annually and benefits from complete renewal of the major energy consuming systems in family housing and maintenance of those systems for 20 years. Given the magnitude of the project, the cost and energy savings achieved, and the lessons learned during its design and implementation, the Fort Polk ESPC can provide a model for other housing-related energy savings performance contracts in both the public and private sectors.

    At Fort Polk, Louisiana, the space-conditioning systems of 4,003 military family housing units have been converted to geothermal heat pumps (GHPs) under an energy savings performance contract. At the same time, other efficiency measures, such as compact fluorecent lights, low-flow shower heads, and attic insulation, were installed. An independent evaluation of the Fort Polk energy savings performance contract was carried out. Findings indicate that the project has resulted in a 25.6 million kWh savings in electrical energy use, or 32.4% of the pre-retrofit electrical consumption in family housing, for a typical meteorological year. Peak electrical demand has also been reduced by about 6,761 kW, which is 40.2% of the pre-retrofit peak demand. Natural gas savings are about 260,000 therms per year. In addition, the energy savings performance contract has allowed the Army to effectively cap its future expenditures for family housing HVAC maintenance at about 77% of its previous costs. Given these successful results, the Fort Polk performance contract can provide a model for other contracts in both the public and private sectors. The purpose of this paper is to outline the method by which the contract was engineed and implemented, both from the standpoint of the facility owner (the U.S. Army) and the energy services company that is carrying out the contract. The lessons learned from this experience should be useful to other owners, service companies, and investors in the implementation of future service contracts. It should be noted that the energy savings presented in this document are the 'apparent' energy savings observed in the monitored data and not to be mistaken for the 'contract' energy savings used as the basis for payments. To determine the 'contracted' energy savings, the 'apparent' energy savings may require adjustments for such things as changes in the indoor temperature performance criteria, additions of ceiling fans, and other factors.

    Performance data for July 1995 reflects a 4% unfavorable schedule variance and is an improvement over June 1995. The majority of the behind schedule condition is attributed to EM-30, (Office of Waste Management). The majority of the EM-30 schedule variance is associated with the Tank Waste Remediation System (TWRS) Program. The TWRS schedule variance is attributed to the delay in obtaining key decision 0 (KD-0) for Project W-314, ``Tank Farm Restoration and Safe Operations`` and the Multi-Function Waste Tank Facility (MWTF) workscope still being a part of the baseline. Baseline Change Requests (BCRs) are in process rebaselining Project W-314 and deleting the MWTF from the TWRS baseline. Once the BCR`s are approved and implemented, the overall schedule variance will be reduced to $15.0 million. Seventy-seven enforceable agreement milestones were scheduled FYTD. Seventy-one (92%) of the seventy-seven were completed on or ahead of schedule, two were completed late and four are delinquent. Performance data reflects a continued significant favorable cost variance of $124.3 million (10%). The cost variance is attributed to process improvements/efficiencies, elimination of low-value work, workforce reductions and is expected to continue for the remainder of this fiscal year. A portion of the cost variance is attributed to a delay in billings which should self-correct by fiscal year-end.

    Complex tensor contraction expressions arise in accurate electronic structure models in quantum chemistry, such as the coupled cluster method. This paper addresses two complementary aspects of performance optimization of such tensor contraction expressions. Transformations using algebraic properties of commutativity and associativity can be used to significantly decrease the number of arithmetic operations required for evaluation of these expressions. The identification of common subexpressions among a set of tensor contraction expressions can result in a reduction of the total number of operations required to evaluate the tensor contractions. The first part of the paper describes an effective algorithm for operation minimization with common subexpression identification and demonstrates its effectiveness on tensor contraction expressions for coupled cluster equations. The second part of the paper highlights the importance of data layout transformation in the optimization of tensor contraction computations on modern processors. A number of considerations, such as minimization of cache misses and utilization of multimedia vector instructions, are discussed. A library for efficient index permutation of multidimensional tensors is described, and experimental performance data is provided that demonstrates its effectiveness.

    At Fort Polk, LA the space conditioning systems of 4,003 military family housing units have been converted to geothermal heat pumps (GHP) under an energy savings performance contract (ESPC). At the same time, other efficiency measures, such as compact fluorescent lights (CFLs), low-flow shower heads, and attic insulation, were installed. An independent evaluation of the Fort Polk ESPC was carried out. Findings indicate that the project has resulted in a 25.6 million kWh savings in electrical energy use, or 32.4% of the pre-retrofit electrical consumption in family housing, for a typical meteorological year. Peak electrical demand has also been reduced by 6,541 kW, which is 39.6% of the pre-retrofit peak demand. Natural gas savings are about 260,000 therms per year. In addition, the ESPC has allowed the Army to effectively cap its future expenditures for family housing HVAC maintenance at about 77% of its previous costs. Given these successful results, the Fort Polk ESPC can provide a model for other ESPCs in both the public and the private sectors. The purpose of this paper is to outline the method by which the ESPC was engineered and implemented, both from the standpoint of the facility owner (the US Army) and the energy services company (ESCO) which is carrying out the contract. The lessons learned from this experience should be useful to other owners, ESCOs and investors in the implementation of future ESPCs. It should be noted that the energy savings presented in this document are the apparent energy savings observed in the monitored data, and are not to be confused with the contracted energy savings used as the basis for payments. To determine the contracted energy savings, the apparent energy savings may require adjustments for such things as changes in indoor temperature performance criteria, additions of ceiling fans, and other factors.

    This document provides guidance on development and use of the Work Breakdown Structure (WBS) technique. It describes the types of work breakdown structures, their preparation, and their effective use for organizing, planning, and controlling projects and contracts managed by the Department of Energy (DOE). The WBS technique is the preferred management tool for identifying and defining work. It provides an ordered framework for planning and controlling the work efforts to be performed in achieving technical objectives and for summarizing data, and the quantitative and narrative reports used for monitoring cost, schedule and technical performance. A WBS is developed for first identifying the major end items or systems to be produced, followed by their successive subdivision into increasingly detailed and manageable subsidiary products. Most of these subsidiary products are the direct result of work, while others are simply the aggregation of selected products into a logical set for management control purposes. In either case, detailed tasks are eventually identified for each product on the WBS at the level where work will be performed. As a minimum, these detailed tasks or work packages identify the product, describe the effort to be performed, identify the resources to be applied, specify the budget and schedule constraints, and the technical requirements, and identify the organizational element responsible for work accomplishment.

    At Fort Polk, LA the space conditioning systems of an entire city (4,003 military family housing units) have been converted to geothermal heat pumps (GHP) under an energy savings performance contract. At the same time, other efficiency measures such as compact fluorescent lights (CFLs), low-flow hot water outlets, and attic insulation were installed. Pre- and post-retrofit data were taken at 15-minute intervals on energy flows through the electrical distribution feeders that serve the family housing areas of the post. 15-minute interval data was also taken on energy use from a sample of the residences. This paper summarizes the electrical energy and demand savings observed in this data. Analysis of feeder-level data shows that for a typical year, the project will result in a 25.6 million kWh savings in electrical energy use, or 32.4% of the pre-retrofit electrical consumption in family housing. Results from analysis of building-level data compare well with this figure. Analysis of feeder-level data also shows that the project has resulted in a reduction of peak electrical demand of 6,541 kW, which is 39.6% of the pre-retrofit peak electrical demand. In addition to these electrical savings, the facility is also saving an estimated 260,000 therms per year of natural gas. It should be noted that the energy savings presented in this document are the apparent energy savings observed in the monitored data, and are not to be confused with the contracted energy savings used as the basis for payments. To determine the contracted energy savings, the apparent energy savings may require adjustments for such things as changes in indoor temperature performance criteria, additions of ceiling fans, and other factors.

    The findings of this study indicate that potential exists in non-building applications to save energy and costs. This potential could save billions of federal dollars, reduce reliance on fossil fuels, increase energy independence and security, and reduce greenhouse gas emissions. The Federal Government has nearly twenty years of experience with achieving similar energy cost reductions, and letting the energy costs savings pay for themselves, by applying energy savings performance contracts (ESPC) inits buildings. Currently, the application of ESPCs is limited by statute to federal buildings. This study indicates that ESPCs can be a compatible and effective contracting tool for achieving savings in non-building applications.

    This report presents an analysis of the technical performance and cost effectiveness of nine small wind energy conversion systems (SWECS) funded during FY 1979 by the U.S. Department of Energy. Chapter 1 gives an analytic framework with which to evaluate the systems. Chapter 2 consists of a review of each of the nine projects, including project technical overviews, estimates of energy savings, and results of economic analysis. Chapter 3 summarizes technical, economic, and institutional barriers that are likely to inhibit widespread dissemination of SWECS technology.

    This paper describes the challenges behind the implementation of the characterization, remediation, and the Site Closure for three 91b Radioactive Wastes under a Performance Based Contract at Lackland Air Force Base, San Antonio, Texas. The Defense Environmental Restoration Program (DERP) was established by Section 211 of the Superfund Amendments and Reauthorization Act of 1986 (SARA). A part of the DERP provides for the cleanup of hazardous substances associated with past Department of Defense (DoD) activities and is consistent with the provisions of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). It is the Air Force Installation Restoration Program (IRP) that has responsibility for the cleanup activities associated with CERCLA. Under contract to the Air Force Center for Environmental Excellence (AFCEE), the ECC Project Team, that included ECC, Cabrera Services, and Malcolm Pirnie, was responsible for the implementation of the actions at three sites. The three IRP (91b) sites included RW015, a 0.02 square kilometer (5.5 acre) site, RW017 a 0.003 square kilometer (0.9 acre) site, and RW033 an 0.356 square kilometer (88 acre) site. Adding to the complexities of the project were issues of archaeological areas of interest, jurisdictional wetlands, land open to hunting, issues of security as well as compliance to the myriad of air force base rules, regulations, and Air Force Instructions (AFI). The award of the project task order was July of 2005, the project plan phase started in July of 2005 followed by the remedy implementation that included characterization and remediation as required reached completion in June of 2006. The project closure including the development and approval final status survey reports, proposed plans, and decision documents that parallel the CERCLA process was initiated in June of 2006 and is expected to reach completion in August of 2007. This paper will focus on the issues of working to achieve radiological and chemical closure under a performance based contract vehicle and the challenges encountered while reaching this goal.     Implementing solar energy projects at federal facilities is a process. The project planning phase of the process includes determining goals, building a team, determining site feasibility and selecting the appropriate project funding tool. This fact sheet gives practical guidance to assist decision-makers with understanding and selecting the funding tool that would best address their site goals. Because project funding tools are complex, federal agencies should seek project assistance before making final decisions. High capital requirements combined with limits on federal agency energy contracts create challenges for funding solar projects. Solar developers typically require long-term contracts (15-20) years to spread out the initial investment and to enable payments similar to conventional utility bill payments. In the private sector, 20-year contracts have been developed, vetted, and accepted, but the General Services Administration (GSA) contract authority (federal acquisition regulation [FAR] part 41) typically limits contract terms to 10 years. Payments on shorter-term contracts make solar economically unattractive compared with conventional generation. However, in several instances, the federal sector has utilized innovative funding tools that allow long-term contracts or has created a project package that is economically attractive within a shorter contract term.

    We consider a simple cosmological model that includes a long ekpyrotic contraction stage and smooth bounce after it. Ekpyrotic behavior is due to a scalar field with a negative exponential potential, whereas the Galileon field produces bounce. We give an analytical picture of how the bounce occurs within the weak gravity regime, and then perform numerical analysis to extend our results to a non-perturbative regime.

    Tensor contractions are extremely compute intensive generalized matrix multiplication operations encountered in many computational science fields, such as quantum chemistry and nuclear physics. Unlike distributed matrix multiplication, which has been extensively studied, limited work has been done in understanding distributed tensor contractions. In this paper, we characterize distributed tensor contraction algorithms on torus networks. We develop a framework with three fundamental communication operators to generate communication-efficient contraction algorithms for arbitrary tensor contractions. We show that for a given amount of memory per processor, our framework is communication optimal for all tensor contractions. We demonstrate performance and scalability of our framework on up to 262,144 cores of BG/Q supercomputer using five tensor contraction examples.
