    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

    Throughout the past several years, States have been receiving settlement monies distributed from escrow accounts maintained by the Department of Energy and various courts. These monies are paid by oil companies for alleged violations of the petroleum pricing regulations of the 1970`s. These funds, commonly referred to as Petroleum Violation Escrow (PVE) or Oil Overcharge funds, have been an important tool in supporting energy efficiency programs and technologies at the State level. The aim of this publication is to highlight some of the many interesting, replicable projects funded with PVE monies and to serve as a resource for successful, energy efficiency programs in planning, technology application and education. By capturing a number of these innovative State-level programs, this document will expand the information network on renewable energy and energy efficiency and serve as a point of departure for others pursuing similar goals. Projects referenced throughout this publication reflect some of the program areas in which the Department of Energy takes an active interest, and fall into the following categories: (1) Alternative fuels; (2) Industrial efficiency and waste minimization; (3) Electric power production from renewable resources; (4) Building efficiency; (5) Integrated resource planning; and (6) Energy education.

    Over the last two decades, utility ratepayer funding for energy efficiency programs - and the associated energy savings - has seen both booms and busts. Currently, about 35 states implement ratepayer-funded energy efficiency programs, with a total U.S. budget of $3.1 billion in 2008, approximately 80% of which is concentrated in just ten states (CEE 2008).2 However, a proliferation of new state-level policies enacted over the past several years suggests that the next decade may see a dramatic and sustained increase in overall funding levels, and a fundamental re-drawing of the energy efficiency map. These new state energy efficiency policies reflect a variety of concerns, including the increasing cost and siting challenges of building new generation and transmission, fuel cost and supply risks, and the potential cost of future carbon regulations. Within the past three years, for example, eleven states have adopted energy efficiency portfolio (or resource) standards (EEPS or EERS) that establish specific long-term savings targets that utilities are obligated to meet, and at least three other states are currently considering the same. A growing number of states have recently established laws requiring utilities to acquire all available cost-effective energy efficiency. Regulators in several Western states have also recently revised integrated resource planning (IRP) and demand-side management (DSM) planning rules to require more robust analysis of the resource potential and benefits of energy efficiency, which has resulted in increased savings targets for their energy efficiency portfolios (Hopper et al. 2008). Finally, regulators and utilities in many states are beginning to look more closely at regulatory incentive mechanisms to better align utility financial interests with improvements in customer energy efficiency. We examined energy efficiency policies on the books or in the pipeline in all 50 states, along with recent IRPs and DSM plans, and developed low, medium and high projections of future energy efficiency spending and savings. Depending on how aggressively and effectively states implement these policies, we estimate that spending on ratepayer-funded energy efficiency could increase from $3.1 billion in 2008 to more than $12 billion (nominal dollars) per year by 2020 in our high case, a growth rate in spending of about 12% per year. Annual electricity savings nationally could triple from an estimated 0.3% of retail electricity sales in 2008 to 0.9% of retail electricity sales in 2020. In the low and medium scenarios, ratepayer funding for electric and gas energy efficiency in the U.S. would increase to $5.4 and $7.5 billion, respectively, by 2020. What are the implications of such a scale-up of ratepayer-funded energy efficiency activity for national energy policy, such as a national EEPS or future carbon regulations? Can a ramp-up of this scale be achieved, and what practical constraints might slow these efforts? This paper addresses these questions by first providing an overview of recent trends in state policies pertaining to ratepayer-funded energy efficiency programs in the U.S. The paper then presents our set of projections of future spending and savings from such programs, highlighting key themes. Projected energy savings are compared to what might be required under a future national EEPS (or broader clean energy standard that includes energy efficiency), in order to gauge the potential incremental impact of such policies. In addition, the carbon emission reductions associated with our projection of energy savings from ratepayer-funded programs is compared to the total emission reductions that might be required under the American Clean Energy and Security Act of 2009 (aka, the Waxman-Markey bill), which was passed by the U.S. House of Representatives in June 2009 and would establish a cap on total greenhouse gas emission for many sectors of the U.S. economy.     End-use energy efficiency is increasingly being relied upon as a resource for meeting electricity and natural gas utility system needs within the United States. There is a direct connection between the maturation of energy efficiency as a resource and the need for consistent, high-quality data and reporting of efficiency program costs and impacts. To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole. This study is the first technical report of the LBNL CSE Project and provides an overview of the project scope, approach, and initial findings, including: • Providing a proof of concept that the program-level cost and savings data can be collected, organized, and analyzed in a systematic fashion; • Presenting initial program, sector, and portfolio level results for the program administrator CSE for a recent time period (2009-2011); and • Encouraging state and regional entities to establish common reporting definitions and formats that would make the collection and comparison of CSE data more reliable. The LBNL DSM Program Impacts Database includes the program results reported to state regulators by more than 100 program administrators in 31 states, primarily for the years 2009–2011. In total, we have compiled cost and energy savings data on more than 1,700 programs over one or more program-years for a total of more than 4,000 program-years’ worth of data, providing a rich dataset for analyses. We use the information to report costs-per-unit of electricity and natural gas savings for utility customer-funded, end-use energy efficiency programs. The program administrator CSE values are presented at national, state, and regional levels by market sector (e.g., commercial, industrial, residential) and by program type (e.g., residential whole home programs, commercial new construction, commercial/industrial custom rebate programs). In this report, the focus is on gross energy savings and the costs borne by the program administrator—including administration, payments to implementation contractors, marketing, incentives to program participants (end users) and both midstream and upstream trade allies, and evaluation costs. We collected data on net savings and costs incurred by program participants. However, there were insufficient data on participant cost contributions, and uncertainty and variability in the ways in which net savings were reported and defined across states (and program administrators).

    Increased interest by state (and federal) policymakers and regulatory agencies in pursuing aggressive energy efficiency efforts could deliver significant utility bill savings for customers while having long-term implications for ratepayers (e.g. potential rate impacts). Equity and distributional concerns associated with the authorized recovery of energy efficiency program costs may necessitate the pursuit of alternative program funding approaches. In 2008, Massachusetts passed the Green Communities Act which directed its energy efficiency (EE) program administrators to obtain all cost-effective EE resources. This goal has translated into achieving annual electric energy savings equivalent to a 2.4% reduction in retail sales from energy efficiency programs in 2012. Representatives of electricity consumer groups supported the new portfolio of EE programs (and the projected bill savings) but raised concerns about the potential rate impacts associated with achieving such aggressive EE goals, leading policymakers to seek out alternative funding sources which can potentially mitigate these effects. Utility administrators have also raised concerns about under-recovery of fixed costs when aggressive energy efficiency programs are pursued and have proposed ratemaking policies (e.g. decoupling) and business models that better align the utility's financial interests with the state's energy efficiency public policy goals. Quantifying these concerns and identifying ways they can be addressed are crucial steps in gaining the support of major stakeholder groups - lessons that can apply to other states looking to significantly increase savings targets that can be achieved from their own ratepayer-funded energy efficiency programs. We use a pro-forma utility financial model to quantify the bill and rate impacts on electricity customers when very aggressive annual energy efficiency savings goals ({approx}2.4%) are achieved over the long-term and also assess the impact of different cost recovery approaches that integrate alternative revenue sources. We also analyze alternative lost fixed cost recovery approaches to better understand how to mitigate the erosion of utility shareholder returns in states that have adopted (and achieved) very aggressive savings targets.

    This paper describes the costs and savings of commissioning of energy- efficiency measures in 16 buildings. A total of 46 EEMs were commissioned for all 16 buildings and 73 deficiencies were corrected. On average, commissioning was marginally cost effective on energy savings alone, although the results were mixed among all 16 buildings. When considered as a stand-alone measure, the median simple payback time of 6.5 years under the low energy prices in the Pacific Northwest. Under national average prices the median payback time is about three years. In estimating the present value of the energy savings from commissioning we considered low and high lifetimes for the persistence of savings from deficiency corrections. Under the low- lifetime case the average present value of the energy savings ($0. 21/ft{sup 2}) were about equal to the average commissioning costs ($0. 23/ft{sup 2}). Under the high-lifetime case the savings ($0.51/ft{sup 2}) were about twice the costs. Again, the savings would be about twice as large under national average prices. The results are subject to significant uncertainty because of the small sample size and lack of metered data in the evaluation. However, the findings suggest that investments in commissioning pay off. Building owners want buildings that work as intended, and are comfortable, healthy, and efficient. It is likely that the non-energy benefits, which are difficult to quantify, are larger than the energy-savings benefits.

    Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

    The energy efficiency upgrades project at Hardin County General Hospital did not include research nor was it a demonstration project. The project enabled the hospital to replace outdated systems with modern efficient models. Hardin County General Hospital is a 501c3, nonprofit hospital and the sole community provider for Hardin and Pope Counties of Illinois. This project provided much needed equipment and facility upgrades that would not have been possible through locally generated funding. Task 1 was a reroofing of the hospital. The hospital architect designed the replacement to increase the energy efficiency of the hospital roof/ceiling structure. Task 2 was replacement and installation of a new more efficient CT scanner for the hospital. Included in the project was replacement of HVAC equipment for the entire radiological suite. Task 5 was a replacement and installation of a new higher capacity diesel-fueled emergency generator for the hospital replacing a 50+ year old gas-fired generator. Task 7 was the replacement of 50+ year-old walk-in cooler/freezer with a newer, energy efficient model. Task 8 was the replacement of 10+ year-old washing machines in the hospital laundry with higher capacity, energy efficient models. Task 9 was replacement of 50-year old single pane curtain window system with double-pane insulated windows. Additionally, insulation was added around ventilation systems and the curtain wall system.

    The Department of Energy funded the Alliance to Save Energy to promote the efficient use of energy under a multiyear cooperative agreement. This funding allowed the Alliance to be innovative and flexible in its program development, and to initiate and enhance projects it would otherwise not have been able to pursue. The program period was 1999 through 2004. The mission of the Alliance to Save Energy is to promote energy efficiency domestically and worldwide. The Alliance followed this mission by working closely with consumers, government, policy makers, and energy efficient product and service providers. The projects that were initiated by the Alliance included communication and consumer education, policy analysis and research, the promotion of interaction among the energy efficiency industry, and international energy efficiency programs. The funding from the Department of Energy allowed the Alliance to study new issues in energy efficiency, draw public attention to those issues, and create targeted programs, such as the Efficient Windows Collaborative or the Green Schools program, which now function on their own to promote energy efficiency in important areas.

    Electrotek is an engineering services company specializing in energy-related programs. Clients are most utilities, large energy users, and the U.S. Electric Power Research Institute. Electrotek has directed energy projects for the U.S. Agency for International Development and the U.S. Department of Energy in Poland and other countries of Central Europe. The objective is to assist the host country organizations to identify and implement appropriate energy efficiency and pollution reduction technologies, to transfer technical and organizational knowledge, so that further implementations are market-driven, without needed continuing foreign investment. Electrotek has worked with the Silesian Power Distribution Company to design an energy efficiency program for industrial customers that has proven to be profitable for the company and for its customers. The program has both saved energy and costs, and reduced pollution. The program is expanding to include additional customers, without needing more funding from the U.S. government.

    This report summarizes energy-efficiency testing activities during the first and second quarters of fiscal year 1990 applying the Mobile Energy Laboratory (MEL) testing capabilities. Four MELs, developed by the US Department of Energy (DOE) Federal Energy Management Program (FEMP), are administered by Pacific Northwest Laboratory (PNL) for energy testing and program support functions at federal facilities. The using agencies principally fund MEL applications, while DOE/FEMP funds program administration and capability enhancement activities. This report fulfills the requirements established in the MEL Use Plan (PNL-6861) for semiannual reporting on energy-efficiency testing activities using the MEL capabilities. The MEL Use Committee, formally established in 1989, developed the MEL Use Plan and meets semiannually to establish priorities for energy-efficient testing applications using the MEL capabilities.

    Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year�¢����s average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

    Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California. Finally, a research ''roadmap'' was developed through extensive participation with data center professionals, examination of case study findings, and participation in data center industry meetings and workshops. Industry partners enthusiastically provided valuable insight into current practice, and helped to identify areas where additional public interest research could lead to significant efficiency improvement. This helped to define and prioritize the research agenda. The interaction involved industry representatives with expertise in all aspects of data center facilities, including specialized facility infrastructure systems and computing equipment. In addition to the input obtained through industry workshops, LBNL's participation in a three-day, comprehensive design ''charrette'' hosted by the Rocky Mountain Institute (RMI) yielded a number of innovative ideas for future research.

    This survey reviews efforts by CESA member clean energy funds to promote the use of biomass as a renewable energy source. For each fund, details are provided regarding biomass eligibility for support, specific programs offering support to biomass projects, and examples of supported biomass projects (if available). For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.

    This report summarizes energy-efficiency testing activities applying the Mobile Energy Laboratory (MEL) testing capabilities during the first and second quarters of fiscal year (FY) 1991. The MELs, developed by the US Department of Energy (DOE) Federal Energy Management Program (FEMP), are administered by Pacific Northwest Laboratory (PNL) and the Naval Energy and Environmental Support Activity (NEESA) for energy testing and energy conservation program support functions at federal facilities. The using agencies principally fund MEL applications, while DOE/FEMP funds program administration and capability enhancement activities. This report fulfills the requirements established in Section 8 of the MEL Use Plan (PNL-6861) for semiannual reporting on energy-efficiency testing activities using the MEL capabilities. The MEL Use Committee, formally established in 1989, developed the MEL Use Plan and meets semiannually to establish priorities for energy-efficient testing applications using the MEL capabilities.     Over the last several years, many U.S. states have established clean energy funds to help support the growth of renewable energy markets. Most often funded by system-benefits charges (SBC), the 15 states that have established such funds are slated to collect nearly $3.5 billion from 1998 to 2012 for renewable energy investments. These clean energy funds are expected to have a sizable impact on the energy future of the states in which the funds are being collected and used. For many of the organizations tapped to administer these funds, however, this is a relatively new role that presents the challenge of using public funds in the most effective and innovative fashion possible. Fortunately, each state is not alone in its efforts; many other U.S. states and a number of countries are undertaking similar efforts. Early lessons are beginning to be learned by clean energy funds about how to effectively target public funds towards creating and building renewable energy markets. A number of innovative programs have already been developed that show significant leadership by U.S. states in supporting renewable energy. It is important that clean energy fund administrators learn from this emerging experience.

    An energy efficient distillation method is provided which is particularly adapted for use on a dairy farm, and which comprises a distilland evaporating receptacle, a distillate condensing receptacle, and a conduit interconnecting the evaporating receptacle and the condensing receptacle. A vacuum pump is provided for drawing a partial vacuum within the evaporating receptacle, and a vapor compression refrigeration system is provided which includes condenser coils disposed to heat and vaporize the distilland while it is within the evaporating receptacle, and evaporator coils for cooling and condensing the vaporized distilland in the condensing receptacle. A cooling distribution system is also provided whereby a variable portion of the cooling potential of the refrigeration system may be selectively directed to each of the condensing receptacle, a distillate receiver tank, or to a bulk milk container as utilized on a dairy farm or the like.

    This is the fourth quarterly technical report for the RP-5 Renewable Energy Efficiency Project. The report summarizes the work progress, effort and activities that took place during the period of April 1, 2003 to June 30, 2003. However, IEUA is preparing a Supplemental report that will be mailed to the Department of Energy (DOE) by August 1, 2003, that provides additional information regarding IEUA's plan to expedite certain project activities. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings, discussions, and engineering and design activities that took place to finalize the project scope of work and complete the Request for Proposal (RFP) for the RP-5 Renewable Energy Efficiency Project. IEUA has decided to invite three more consulting engineering firms besides CH2M Hill, the Public Interest Energy Research (PIER) Consultant, to submit proposals for the design of the energy efficiency project. The proposals are currently in the evaluation phase and a decision is expected by the end of July. IEUA moved to its new headquarters building on June 13, 2003. The central plant is the system that supplies cooling and heating water to the headquarters building, and it primarily consists of equipment listed in the cooperative agreement under ''Chiller and Heater''. The central plant equipment was successfully installed and started. Other activities include gas analysis of three sources of low quality digester gas and foul air which could be used as fuel for an innovative flex microturbine. IEUA is also working with Stirling Energy Systems to determine if the Agency should be a host site for their equipment for testing the engine's operation on digester and natural gas. A matching funds update is also included in the Results and Discussion section, which presents the work effort performed by the PIER Consultant and the associated costs that serve as matching funds for the RP-5 Project during this report period.

    Energy-Efficient Office Technology 1994: An International Seminar has been organized and funded by the Office Technology Efficiency Consortium, a group of utilities, government agencies, and other energy efficiency advocates that has been aggressively championing the need for more efficient computers, displays, printers, faxes, and copiers. The Consortium, organized in late 1992, currently consists of 10 cofunders and numerous other participants. The cofunders are: The Electric Power Research Institute, New York State Energy Research and Development Authority, Consolidated Edison Company of New York, the Swedish National Board for Industrial and Technical Development (NUTEK), Ontario Hydro, Pacific Gas and Electric Company, U.S. Department of Energy, U.S. Environmental Protection Agency, and the Wisconsin Center for Demand-Side Research. The Consortium has been striving to achieve multiple objectives. These objectives are to: (1) Improve office technology user energy efficiency end operating cost (2) Improve end-use equipment`s power quality characteristics (3) Increase equipment immunity to power line disturbances (4) Avoid the need for wiring overloads and upgrades (5) Reduce utility`s peak demand (6) Improve utility load factor. The growth in electricity use in the United States and the need for additional utility capacity has been driven to a great extent by the U.S. shift to a service economy and the coincident increase in the use of office equipment in these service establishments. The initial efforts of the Consortium, which consisted of the cofunders, included holding a workshop in June 1992 to heighten awareness of the importance of the need for more efficient office equipment. The workshop was documented in {open_quotes}Proceedings: Energy-Efficient Office Technologies,{close_quotes} TR-101945, in December 1992.

    Across the United States, as competition in the supply and delivery of electricity has been introduced, states have sought to ensure the continuation of ''public benefits'' programs traditionally administered or funded by electric utilities. Many states have built into their restructuring plans methods of supporting renewable energy sources. One of the most popular policy mechanisms for ensuring such continued support has been the system-benefits charge (SBC), a non-bypassable charge to electricity customers (usually applied on a cents/kWh basis) used to collect funds for public purpose programs. Thus far, at least fourteen states have established SBC funds targeted in part towards renewable energy. This paper discusses the status and performance of these state renewable or ''clean'' energy funds supported by system-benefits charges. As illustrated later, existing state renewable energy funds are expected to collect roughly $3.5 billion through 2012 for renewable energy. Clearly, these funds have the potential to provide significant support for clean energy technologies over at least the next decade. Because the level of funding for renewable energy available under these programs is unprecedented and because fund administrators are developing innovative and new programs to fund renewable projects, a certain number of program failures are unavoidable. Also evident is that states are taking very different approaches to the distribution of these funds and that many lessons are being learned as programs are designed, implemented, and evaluated. Our purpose in this paper is therefore to relay early experience with these funds and provide preliminary lessons learned from that experience. It is our hope that this analysis will facilitate learning across states and help state fund managers develop more effective and more coordinated programs. Central to this paper are case studies that provide information on the SBC-funded renewable energy programs and experiences of 14 states. These case studies are attached as Appendix A. The body of the paper both summarizes and draws lessons from these more detailed state case studies. Section II provides a broad overview of the current status of state SBC funds, including funding level and duration, technology eligibility, and program administration. Section III offers an overview of funding activity and highlights the various renewable energy programs states have established thus far. Section IV provides a summary of results to date. Section V turns to salient observations and preliminary lessons learned from this early experience. Administrative, programmatic, and strategic observations and lessons are emphasized. The paper ends with some brief concluding remarks.

    Since 1989, the U.S. Department of Energy has sponsored the Energy Efficient Industrialized Housing research program (EEIH) to improve the energy efficiency of industrialized housing. Two research centers share responsibility for this program: The Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. Additional funding is provided through the participation of private industry, state governments and utilities. The program is guided by a steering committee comprised of industry and government representatives. This report summarizes Fiscal Year (FY) 1990 activities and progress, and proposed activities for FY 1991 in Task 2.1 Design for Energy Efficiency. This task establishes a vision of energy conservation opportunities in critical regions, market segments, climate zones and manufacturing strategies significant to industrialized housing in the 21st Century. In early FY 1990, four problem statements were developed to define future housing demand scenarios inclusive of issues of energy efficiency, housing design and manufacturing. Literature surveys were completed to assess seven areas of influence for industrialized housing and energy conservation in the future. Fifty-five future trends were identified in computing and design process; manufacturing process; construction materials, components and systems; energy and environment; demographic context; economic context; and planning policy and regulatory context.

    The more than $6 million provided to the Department of Energy by Congress for the installation of solar devices in federal buildings, but used instead for a number of other projects is discussed. The changes were not reported to the Controller, OMB, or the appropriate congressional committees, as required by DOE reprogramming instructions and applicable congressional guidelines. Two programs are affected by the Solar Energy Office's general practice of taxing its various program-approved budgets and using the funds for other purposes. From a continuing review of the practice, IG procedures are established to ensure that reprogramming plans are reported to the Controller, and that the Controller review his controls to ensure that funds are expended for the intended purpose. Issuance in final form of the existing DOE draft order on this subject was also recommended. (PSB)
