    2007-07-14T23:59:59.000Z

We present a new estimate of the lithium abundance in the atmosphere of the brown dwarf LP 944-20. Our analysis is based on a self-consistent analysis of low, intermediate and high resolution optical and near-infrared spectra. We obtain log N(Li) = 3.25 +/-0.25 using fits of our synthetic spectra to the Li I resonance line doublet profiles observed with VLT/UVES and AAT/SPIRAL. This lithium abundance is over two orders of magnitude larger than previous estimates in the literature. In order to obtain good fits of the resonance lines of K I and Rb I and better fits to the TiO molecular absorption around the Li I resonance line, we invoke a semi-empirical model atmosphere with the dusty clouds located above the photosphere. The lithium abundance, however, is not changed by the effects of the dusty clouds. We discuss the implications of our estimate of the lithium abundance in LP 944-20 for the understanding of the properties of this benchmark brown dwarf.

We present optical spectroscopy, astrometry, radio, and X-ray observations of the runaway binary LP 400-22. We refine the orbital parameters of the system based on our new radial velocity observations. Our parallax data indicate that LP 400-22 is significantly more distant (3 sigma lower limit of 840 pc) than initially predicted. LP 400-22 has a tangential velocity in excess of 830 km/s; it is unbound to the Galaxy. Our radio and X-ray observations fail to detect a recycled millisecond pulsar companion, indicating that LP 400-22 is a double white dwarf system. This essentially rules out a supernova runaway ejection mechanism. Based on its orbit, a Galactic center origin is also unlikely. However, its orbit intersects the locations of several globular clusters; dynamical interactions between LP 400-22 and other binary stars or a central black hole in a dense cluster could explain the origin of this unusual binary.

With increasing operational hours of power plants, many utilities may find it necessary to replace turbine components, i.e., low pressure turbines. In order to decide between different technical and economic solutions, the utility often takes the opportunity to choose between an OEM or non-OEM supplier. This paper will deal with the retrofitting of LP turbines. Depending on the scope of supply the contract must define the amount of improvement and specifically how to verify this improvement. Unfortunately, today`s Test Codes, such as ASME PTC 6 and 6.1, do not satisfactorily cover these cases. The methods used by Florida Power and Light (FP and L) and its supplier to verify the improvement of the low pressure turbine retrofit at the Martin No. 1 and Sanford No. 4 units will be discussed and the experience gained will be presented. In particular the influence of the thermal cycle on the applicability of the available methods will be analyzed and recommendations given.

LHC searches for fermionic top partners $T$ focus on three decay topologies: $T\\to bW$, $T\\to tZ$, and $T\\to th$. However, top partners may carry new conserved quantum numbers that forbid these decays. The simplest possibility is a conserved parity, under which the top partner is odd and all SM states are even. In this case, decays of top partners may involve new particle-odd scalars, leading to signal topologies more commonly associated with supersymmetry, either with or without R-parity conservation. We study a simplified model in which this possibility is realized, and estimate the bounds on the top partner mass in this model implied by LHC searches for supersymmetry. We find that the bounds can be significantly weaker than in the conventional top partner decay scenario. For example, if the new parity is exact, a 500 GeV top partner is allowed as long as the lightest parity-odd scalar mass is between 325 and 500 GeV. The lower allowed top partner mass reduces the need for fine-tuning in the Higgs mass parameter, compared to the conventional decay scenario. We also present an explicit model, the Oddest Little Higgs, which exhibits this phenomenology.

A series of 18 continuous experimental runs were made wherein a solution of LP XM46 and water was injected into a bed of molten salt comprising the carbonates of sodium, potassium and lithium, along with air. The purpose of these initial Phase 1 runs was to collect information on the applicability of the Molten Salt Destruction Process for the destruction of LP XM46, identify the key technical uncertainties, and to plan future runs. The tentative results from these experiments, described in detail in the main body of this report, indicate that: (1) LP XM46 can be safely and completely destroyed in a bed of molten salt at temperatures well below those needed for incineration; and (2) under optimum operating conditions, less than 1% of the chemically bound nitrogen in the LP XM46 is converted to NOx, and less than 1% carbon is converted to CO.

In principle, paying for waste management services should be easy. Each person should be responsible for paying for his or her share of waste management costs. The price paid should be based on the most equitable, most environmentally sound, and most efficient management method. Everyone knows that life is not that simple. In the real world, decisions about how to pay for waste management services are based upon a variety of factors, including cost, equity, administrative ease, legal restrictions, legislative policies and mandates, historic precedent, and politics. Communities and service providers need to carefully consider these and other factors in developing and implementing a funding approach. This chapter will describe the issues that communities and service providers must address in developing the best strategy for funding waste and recyclable collection programs.

The Army National Guard (ARNG) has over 110,000,000 square feet of heated, cooled and lighted facilities in all 50 States and the District of Columbia, Puerto Rico, the Virgin Islands, and Guam. Facilities mix runs the gamut from aviation hangers to weekend use armories. Utility costs are paid by Federal, State, and local agencies, and sometimes with different agencies sharing costs in the same facility. Facilities ages range from early 1900s converted horse stables to current ultra-modern office buildings. Each ARNG State energy manager has a formidable challenge and many innovative ideas for reducing energy costs have evolved. These ideas can be summed up in a concept referred to as {open_quotes}Partnering.{close_quotes} This concept of partnering at all levels of government has enabled the National Guard to lower its overall utility costs by 10% in the last three years. In its {open_quotes}Road Map to Facilities Energy Management,{close_quotes} an ARNG Handbook developed for Energy Managers, Partnering has a separate chapter with a mission statement of `Developing partnerships is to encourage agencies to work together to maximize energy savings and promote energy conservation awareness.` This presentation will cover how the Army National Guard has partnered with Federal, State, Regional, and local government agencies to achieve its Facility Energy Management Successes. Examples will be presented showing successful partnering with government agencies and partnerships with manufacturers and Energy Service Companies in conducting audits and ESPC contracting. The projects performed range from Eskimo Scout Armories in Alaska, installing Solar Hot Water heating in Colorado, and Waste Oil burners in Maine, developing plans for wind energy generators in Utah. and conducting lighting projects in Mississippi. Inventive partnering has allowed the Army National Guard to really stretch its utility dollars.

    SciTech Connect (OSTI)

    Prahl, D.

    2013-01-01T23:59:59.000Z

High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. In an environment where the builder is the only source of communication between trades and consultants and where relationships are, in general, adversarial as opposed to cooperative, the chances of any one building system to fail are greater. Furthermore, it is much harder for the builder to identify and capitalize on synergistic opportunities. Partnering can help bridge the cross-functional aspects of the systems approach and achieve performance-based criteria. Critical success factors for partnering include support from top management, mutual trust, effective and open communication, effective coordination around common goals, team building, appropriate use of an outside facilitator, a partnering charter progress toward common goals, an effective problem-solving process, long-term commitment, continuous improvement, and a positive experience for all involved.

The Arizona Governors Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013: ? 1,390 Home Area Networks (HANs) were registered. ? 797 new participants installed a HAN. ? Survey respondents are satisfied with the program and found value with a variety of specific program components. ? Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program. ? On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly. ? An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

Neutral lipid transport in mammals is complicated involving many types of apolipoprotein. The exchangeable apolipoproteins mediate the transfer of hydrophobic lipids between tissues and particles, and bind to cell surface receptors. Amphipathic a-helices form a common structural motif that facilitates their lipid binding and exchangeability. ApoLp-III, the only exchangeable apolipoprotein found in insects, is a model amphipathic a:helix bundle protein and its three dimensional structure and function mimics that of the mammalian proteins apoE and apoAI. Even the intracellular exchangeable lipid droplet protein TIP47/perilipin 3 contains an a-helix bundle domain with high structural similarity to that of apoE and apoLp-III. Here, we investigated the interaction of apoLp-III from Locusta migratoria with lipid monolayers. Consistent with earlier work we find that insertion of apoLp-III into fluid lipid monolayers is highest for diacylglycerol. We observe a preference for saturated and more highly ordered lipids, suggesting a new mode of interaction for amphipathic a-helix bundles. X-ray reflectivity shows that apoLp-III unfolds at a hydrophobic interface and flexible loops connecting the amphipathic cc-helices stay in solution. X-ray diffraction indicates that apoLp-III insertion into diacylglycerol monolayers induces additional ordering of saturated acyl-chains. These results thus shed important new insight into the protein-lipid interactions of a model exchangeable apolipoprotein with significant implications for its mammalian counterparts. The cleanup and re-industrialization of the East Tennessee Technology Park (ETTP) hinges on a collaborative working relationship between the cleanup contractor and the U.S. Department of Energy's (DOE)-Oak Ridge Office (ORO). A Partnering Framework document was signed on June 30, 2011, with an ultimate goal of completing the contract scope of work ahead of schedule and under budget. This partnering process was the first time that DOE and its contractor, jointly developed and signed such an agreement before the contractor assumed management responsibilities of the Site. A strong desire of both parties to utilize a partnering approach in the performance of their respective responsibilities is evident. The Partnering Framework was modeled after a partnering process employed by the California Department of Transportation, Division of Construction. This partnering process has been used successfully by the California Department of Transportation and its major contractors for many years with great success. The partnering process used at ETTP was a phased approach. First, a Partnering Framework document was developed and signed June 30, 2011, by the Partnering Sponsors, the two leaders of the ETTP cleanup and re-industrialization project, the DOE-ORO Assistant Manager for Environmental Management and the contractor's President and Program Manager. In this way the partnering process could begin when the contactor assumed ETTP Site management responsibilities on August 1, 2011. The Partnering Framework then set the stage for the second phase of the partnering process which would be development of the Partnering Agreement and the kick-off of the first of a number of facilitated Partnering Workshops. Key elements of the Partnering Framework document include: (1) a statement of commitment which affirms the desire of both parties to work collaboratively toward the cleanup and re-industrialization of the ETTP Site; (2) a vision which describes both parties ultimate goal of safe, efficient cleanup, and (3) an implementation section which describes how the partnering process will be conducted, as well as how disputes will be managed. The signed Partnering Framework and Partnering Agreement provide the needed foundation of the safe and cost-effective cleanup and re-industrialization of the ETTP Site. The benefits of partnering have already been observed as the Partnering Teams effectively addressed a number of early contract and project challenges such as funding reductions and progress in resolving Material Differences. Based, in part of the successes achieved as a result of the partnering between UCOR and DOE-ORO, UCOR and DOE-ORO are extending this partnering approach to a number of the ETTP Site stakeholders. For example, DOE-ORO, UCOR and CROET signed a Partnering Agreement on November 3, 2011. This Partnering Agreement affirms the parties' commitment to work collaboratively to re-industrialize the ETTP Site. Both DOE-ORO and UCOR are looking to extend this partnering approach with other Site stakeholders such as its employees, its subcontractors, the Oak Ridge National Laboratory and the Y-12 Security Complex in the future. An important point in analysing the dynamics of a given stellar or planetary system is the reliable identification of the chaotic or regular behaviour of its orbits. We introduce here the program LP-VIcode, a fully operational code which efficiently computes a suite of ten variational chaos indicators for dynamical systems in any number of dimensions. The user may choose to simultaneously compute any number of chaos indicators among the following: the Lyapunov Exponents, the Mean Exponential Growth factor of Nearby Orbits, the Slope Estimation of the largest Lyapunov Characteristic Exponent, the Smaller ALignment Index, the Generalized ALignment Index, the Fast Lyapunov Indicator, the Othogonal Fast Lyapunov Indicator, the dynamical Spectra of Stretching Numbers, the Spectral Distance, and the Relative Lyapunov Indicator. They are combined in an efficient way, allowing the sharing of differential equations whenever this is possible, and the individual stopping of their computation when any of them saturates.

    E-Print Network [OSTI]

    Stefan Jordan; Susanne Friedrich

    2002-01-09T23:59:59.000Z

We present highly time resolved circular-polarization and flux spectra of the magnetic white dwarf LP790-29 taken with the VLT UT1 in order to test the hypothesis that LP790-29 is a fast rotator with a period of the order of seconds to minutes. Due to low time resolution of former observations this might have been overlooked -- leading to the conclusion that LP790-29 has a rotational period of over 100 years. The optical spectrum exhibits one prominent absorption feature with minima at about 4500, 4950, and 5350 A, which are most likely C2 Swan-bands shifted by about 180 A in a magnetic field between 50MG and 200MG. At the position of the absorption structures the degree of circular polarization varies between -1% and +1%, whereas it amounts to +8 to +10% in the blue and red continuum. With this very high degree of polarization lp790-29 is very well suited to a search for short time variations, since a variation of several percent in the polarization can be expected for a magnetic field oblique to the rotational axis. From our analysis we conclude that variations on time scales from 50 to 2500 seconds must have amplitudes <0.7% in the continuum and <2% in the strongest absorption feature at 4950A. While no short-term variations could be found a careful comparison of our polarization data of LP790-29 with those in the literatures indicates significant variations on time scales of decades with a possible period of about 24-28 years.

In 2008 the US Department of Energy (DOE) launched the Commercial Buildings Partnership (CBP) project to accelerate market adoption of commercially available energy saving technologies into the design process for new and upgraded commercial buildings. The CBP represents a unique collaboration between industry leaders and DOE to develop high performance buildings as a model for future construction and renovation. CBP was implemented in two stages. This paper focuses on lessons learned at Pacific Northwest National Laboratory (PNNL) in the first stage and discusses some partner insights from the second stage. In the first stage, PNNL and the National Renewable Energy Laboratory recruited CBP partners that own large portfolios of buildings. The labs provide assistance to the partners' design teams and make a business case for energy investments.

We construct isospectral partner potentials of a complex PT-invariant potential, viz., V(x) = V_1 sech ^2 x - i V_2 sech x tanh x using Darboux's method. Oneset of isospectral potentials are obatined which can be termed 'Satellite potentials', in the sense that they are pf the same form as the original potential. In a particular case, the supersymmetric partner potential has the same spectrum, including the zero energy ground state, a fact which cannot occur in conventional supersymmetric quantum mechanics with real potential. An explicit example of a non-trivial set of isospectral potential is also obtained.

On 2014 Dec. 9.61, the All-Sky Automated Survey for SuperNovae (ASAS-SN or "Assassin") discovered ASASSN-14lp just $\\sim2$ days after first light using a global array of 14-cm diameter telescopes. ASASSN-14lp went on to become a bright supernova ($V = 11.94$ mag), second only to SN 2014J for the year. We present prediscovery photometry (with a detection less than a day after first light) and ultraviolet through near-infrared photometric and spectroscopic data covering the rise and fall of ASASSN-14lp for more than 100 days. We find that ASASSN-14lp had a broad light curve ($\\Delta m_{15}(B) = 0.796 \\pm 0.001_{\\textrm{stat}}$), a $B$-band maximum at $2457015.823 \\pm 0.030_{\\textrm{stat}}$, a rise time of $16.94^{+ 0.11 }_{- 0.11 }$ days, and moderate host--galaxy extinction ($E(B-V)_{\\textrm{host}} = 0.329 \\pm 0.001_{\\textrm{stat}}$). Using ASASSN-14lp we derive a distance modulus for NGC 4666 of $\\mu = 30.834 \\pm 0.003_{\\textrm{stat}} \\pm 0.16_{\\textrm{syst}}$ corresponding to a distance of $14.68 \\pm 0.02_{\\...

We examine in detail the possibilty of applying Darboux transformation to non Hermitian hamiltonians. In particular we propose a simple method of constructing exactly solvable PT symmetric potentials by applying Darboux transformation to higher states of an exactly solvable PT symmetric potential. It is shown that the resulting hamiltonian and the original one are pseudo supersymmetric partners. We also discuss application of Darboux transformation to hamiltonians with spontaneously broken PT symmetry.

In the paper, we consider a multi-dimensional bipolar hydrodynamic model from semiconductor devices and plasmas. This system takes the form of Euler-Poisson with electric field and frictional damping added to the momentum equations. We show the global existence and $L^{p}$ convergence rates of planar diffusion waves for multi-dimensional bipolar Euler-Poisson systems when the initial data are near the planar diffusive waves. A frequency decomposition and approximate Green function based on delicate energy method are used to get the optimal decay rates of the planar diffusion waves. To our knowledge, the $L^p(p\\in[2,+\\infty])$-convergence rate of planar waves improves the previous results about the $L^2$-convergence rates.

'Money makes the world go round', as the song says. It definitely influences decommissioning decision-making and financial assurance for future decommissioning. This paper will address two money-related decommissioning topics. The first is the evaluation of whether to continue or to halt decommissioning activities at Fermi 1. The second is maintaining adequacy of financial assurance for future decommissioning of operating plants. Decommissioning costs considerable money and costs are often higher than originally estimated. If costs increase significantly and decommissioning is not well funded, decommissioning activities may be deferred. Several decommissioning projects have been deferred when decision-makers determined future spending is preferable than current spending, or when costs have risen significantly. Decommissioning activity timing is being reevaluated for the Fermi 1 project. Assumptions for waste cost-escalation significantly impact the decision being made this year on the Fermi 1 decommissioning project. They also have a major impact on the estimated costs for decommissioning currently operating plants. Adequately funding full decommissioning during plant operation will ensure that the users who receive the benefit pay the full price of the nuclear-generated electricity. Funding throughout operation also will better ensure that money is available following shutdown to allow decommissioning to be conducted without need for additional funds.

Warren, C.B. [Environmental Protection Agency, Atlanta, GA (United States)

Before individuals or agencies can effectively work together to solve common problems, they must first agree on exactly what those problems are and establish common goals and methods that will lead to mutually acceptable solutions. Then, they must make a conscientious effort to form a cohesive team that focuses on the established goals and deemphasize traditional roles, which may in some instances be considered adversarial. This kind of teamwork/partnering process can be more difficult, though not impossible, to achieve in cases where there are traditional (real or imagined) adversarial relationships between the parties, i.e. regulator vs. regulated. The US Department of Energy Site Office (DOE) at Paducah, Kentucky, the Kentucky Department of Environmental Protection (KDEP) and the US Environmental Protection Agency, Region IV (EPA) have made t strides toward teamwork and partnering at DOE`s Paducah Gaseous Diffusion Plant. They have accomplished this in a number of ways, which will be discussed in greater detail but first and foremost, the agencies agreed up front that they had mutual goals and interests. These goals are to protect public health and the environment in a cost-effective and timely manner, taking care to make the wisest use of public resources (tax dollars); to evaluate and minimize risks, and to achieve ``Win-Win`` for all parties concerned.

    1994-04-01T23:59:59.000Z

This report summarizes significant technical findings from the LP-FP-2 Experiment sponsored by the Organization of Economic Cooperation and Development (OECD). It was the second, and final, fission product experiment conducted in the Loss-of-Fluid Test (LOFT) facility at the Idaho National Engineering Laboratory. The overall technical objective of the test was to contribute to the understanding of fuel rod behavior, hydrogen generation, and fission product release, transport, and deposition during a V-sequence accident scenario that resulted in severe core damage. An 11 by 11 test bundle, comprised of 100 prepressurized fuel rods, 11 control rods, and 10 instrumented guide tubes, was surrounded by an insulating shroud and contained in a specially designed central fuel module, that was inserted into the LOFT reactor. The simulated transient was a V-sequence loss-of-coolant accident scenario featuring a pipe break in the low pressure injection system line attached to the hot leg of the LOFT broken loop piping. The transient was terminated by reflood of the reactor vessel when the outer wall shroud temperature reached 1517 K. With sustained fission power and heat from oxidation and metal-water reactions, elevated temperatures resulted in zircaloy melting, fuel liquefaction, material relocation, and the release of hydrogen, aerosols, and fission products. A description and evaluation of the major phenomena, based upon the response of on line instrumentation, analysis of fission product data, postirradiation examination of the fuel bundle, and calculations using the SCDAP/RELAP5 computer code, are presented.

The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

Fact sheet describing NREL's Integrated Biorefinery Research Facility, a biochemical pilot plant and partnership facility containing equipment and lab space for pretreatement, enzymatic hydrolysis, fermentation, compositional analysis, and downstream processing. For more than 30 years, the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) has been at the leading edge of research and technology advancements to develop renewable fuels and bioproducts. NREL works to develop cost-competitive alternatives to conventional transportation fuels and value-added biobased chemicals that can be used to manufacture clothing, plastics, lubricants, and other products. NREL is developing technologies and processes to produce a range of sustainable, energy-dense advanced biofuels that are compatible with our existing transportation fuel infrastructure. As part of that effort, NREL's National Bioenergy Center has entered into more than 90 collaborations in the past five years with companies ranging in size from start-ups to those that appear on Fortune magazine's Fortune 100 list. The new Integrated Biorefinery Research Facility (IBRF) showcases NREL's commitment to collaboration and to meeting the nation's biofuels and bioproducts development and deployment goals. 7. Update 1983: energy funding for Latin America

    SciTech Connect (OSTI)

    Not Available

    1983-07-13T23:59:59.000Z

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

    Graeber, Thomas G.; Eisenberg, David

The Database of Ligand-Receptor Partners (DLRP) is a subset of DIP (Database of Interacting Proteins). The DLRP is a database of protein ligand and protein receptor pairs that are known to interact with each other. By interact we mean that the ligand and receptor are members of a ligand-receptor complex and, unless otherwise noted, transduce a signal. In some instances the ligand and/or receptor may form a heterocomplex with other ligands/receptors in order to be functional. We have entered the majority of interactions in DLRP as full DIP entries, with links to references and additional information (see the DIP User's Guide). DLRP is a web supplement for: Thomas G. Graeber and David Eisenberg. Bioinformatic identification of potential autocrine signaling loops in cancers from gene expression profiles. Nature Genetics, 29(3):295-300 (November 2001). [Quoted from the DLRP homepage at http://dip.doe-mbi.ucla.edu/dip/DLRP.cgi] Also available from this page is the DLRP chemokine subset.

We report the identification of the M9 dwarf SDSS J000649.16-085246.3 as a spectral binary and radial velocity (RV) variable with components straddling the hydrogen-burning mass limit. Low-resolution near-infrared spectroscopy reveals spectral features indicative of a T dwarf companion, and spectral template fitting yields component types of M8.5 {+-} 0.5 and T5 {+-} 1. High-resolution near-infrared spectroscopy with Keck/NIRSPEC reveals pronounced RV variations with a semi-amplitude of 8.2 {+-} 0.4 km s{sup -1}. From these we determine an orbital period of 147.6 {+-} 1.5 days and eccentricity of 0.10 {+-} 0.07, making SDSS J0006-0852AB the third tightest very low mass binary known. This system is also found to have a common proper motion companion, the inactive M7 dwarf LP 704-48, at a projected separation of 820 {+-} 120 AU. The lack of H{alpha} emission in both M dwarf components indicates that this system is relatively old, as confirmed by evolutionary model analysis of the tight binary. LP 704-48/SDSS J0006-0852AB is the lowest-mass confirmed triple identified to date, and one of only seven candidate and confirmed triples with total masses below 0.3 M{sub Sun} currently known. We show that current star and brown dwarf formation models cannot produce triple systems like LP 704-48/SDSS J0006-0852AB, and we rule out Kozai-Lidov perturbations and tidal circularization as a viable mechanism to shrink the inner orbit. The similarities between this system and the recently uncovered low-mass eclipsing triples NLTT 41135AB/41136 and LHS 6343ABC suggest that substellar tertiaries may be common in wide M dwarf pairs.

    1994-12-31T23:59:59.000Z

One of the most challenging issues facing the Department of Energy`s Office of Environmental Management is the cleanup of the three gaseous diffusion plants. In October 1992, Congress passed the Energy Policy Act of 1992 and established the Uranium Enrichment Decontamination and Decommissioning Fund to accomplish this task. This mission is being undertaken in an environmentally and financially responsible way by: devising cost-effective technical solutions; producing realistic life-cycle cost estimates, based on practical assumptions and thorough analysis; generating coherent long-term plans which are based on risk assessments, land use, and input from stakeholders; and, showing near-term progress in the cleanup of the gaseous diffusion facilities at Oak Ridge.

Top partners--vectorlike quarks which mix predominantly with the top quark, are simple extensions of the standard model present in many theories of new physics such as little Higgs models, topcolor models, and extra dimensions. Through renormalizable mixing with the top quark, these top partners inherit couplings to the Higgs boson. Higgs bosons produced from the decay of top partners are often highly boosted and ideal candidates for analyses based on jet substructure. Using substructure methods, we show that light Higgs bosons decaying to bb can be discovered at the 14 TeV LHC with less than 10 fb{sup -1} for top-partner masses up to 1 TeV.

We have investigated the abundances of heavy neutron-capture elements, including osmium (Os) and iridium (Ir), in the two Carbon-Enhanced Metal-Poor (CEMP) subgiants CS31062-050 and LP625-44. CS31062-050 is known to be a so-called CEMP-r/s star, which exhibits large excesses of s-process elements such as barium (Ba) and lead (Pb), as well as a significant enhancement of europium (Eu) that cannot be explained by conventional s-process production in Asymptotic Giant Branch star models. Our analysis of the high-resolution spectrum for this object has determined, for the first time, the abundances of Ir and Os, elements in the third peak of the r-process nucleosynthesis. They also exhibit significant excesses relative to the predictions of standard s-process calculations. These two elements are not detected in a similar-quality spectrum of LP625-44; the derived upper limits on their abundances are lower than the abundances in CS31062-050. We compare the observed abundance patterns of neutron-capture elements, including Os and Ir, in these two stars with recent model calculations of the s-process, and discuss possible interpretations.

    1995-05-01T23:59:59.000Z

A political trend of shifting government responsibilities from the federal to the state and local level is beginning to take hold in many municipalities this year. Evidence of this shift recently was codified by the passage of Congress`s unfunded mandates bills, which require a panel review of any federal government mandates that create a cost burden of at least $50 million on state and local government. Expecting to be freed from the yoke of the most costly unfunded federal laws, many states are taking a second look at their expensive recycling laws and considering reassessment of how funding mechanisms are structured. This search for ways to raise revenue has renewed the continuing debate over advance disposal fees (ADFs), which are included in the cost of a product to pay for its ultimate disposal or reuse. These ADFs have been used for several years in a majority of US states to help handle scrap tire disposal. Due to concern over fire hazards posed by the nation`s growing scrap tire piles, several states have implemented a $1--$2 fee on each tire to help pay for disposal, most of which have been reasonably successful.

Each individual investor is different, with different financial goals, different levels of risk tolerance and different personal preferences. From the point of view of investment management, these characteristics are often defined as objectives and constraints. Objectives can be the type of return being sought, while constraints include factors such as time horizon, how liquid the investor is, any personal tax situation and how risk is handled. It's really a balancing act between risk and return with each investor having unique requirements, as well as a unique financial outlook - essentially a constrained utility maximization objective. To analyze how well a customer fits into a particular investor class, one investment house has even designed a structured questionnaire with about two-dozen questions that each has to be answered with values from 1 to 5. The questions range from personal background (age, marital state, number of children, job type, education type, etc.) to what the customer expects from an investment (capital protection, tax shelter, liquid assets, etc.). A fuzzy logic system has been designed for the evaluation of the answers to the above questions. We have investigated the notion of fuzziness with respect to funds allocation.

The Pacific Northwest National Laboratory has researched how participating countries divide funding obligations under International Energy Agency (IEA) Implementing Agreements (IAs). This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas. PNNL asked the U.S. Executive Committee (ExCo) members how the total contribution for their IA and its Annexes were determined, and how the total was then divided between participating countries.

Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.
