    One of the major objectives of CTF3 (CLIC Test Facility) is the production of 30 GHz power for the high-gradient testing of CLIC accelerating structures. To this end a dedicated beam line, power generating structure and power transfer line have been designed, installed and commissioned. 52 MW of 30 GHz power with a pulse length of 74 ns and a repetition rate of 16 Hz were delivered to the high-gradient test area. This will allow operation of test accelerating structures in the first CTF3 run of 2005 up to the nominal CLIC accelerating gradient of 150 MV/m and beyond the nominal pulse length. The system is described and the performances of the CTF3 linac, beam line and the rf components are reviewed.

    The primary objectives of the Caribbean Tourist Facilities (CTF) project were to develop and publish materials and conduct workshops on solar energy and conservation technologies that would directly address the needs and interests of tourist facilities in the Caribbean basin. Past contacts with the Caribbean and US tourist industries indicated that decision-makers remained unconvinced that renewable technologies could have a significant impact on development and operation costs or that renewable energy products and services suited their needs. In order to assure that the materials and programs developed were responsive to the Caribbean tourist industry and US conservation and renewable energy industries, marketing research with potential end users and the organizations and associations that serve those users was included as an underlying task in the project. The tasks outlined in the CTF Statement of Work included conference planning, gathering of field data, development of educational materials, and conduct of workshop(s). In addition to providing a chronicle of the fulfillment of those tasks, this final report includes suggestions for distributing the documents developed during the project, venues for future workshops, and other technology transfer and market influence strategies. 3 refs.

    The primary objective of this study is to evaluate the effects of introducing a boron tracking capability to the COBRA-TF / NEM code coupling. The Pennsylvania State University (PSU) versions of COBRA-TF - CTF, and Nodal Expansion Method (NEM) codes are utilized. Previous implementations of the CTF / NEM coupled code had no capability to model soluble boron feedback effects due to boron transport. This study builds upon the validation and qualification efforts of the boron tracking model implementation in CTF by modeling the boron feedback calculated by the CTF boron tracking model in NEM. The core model chosen for this study is the Purdue MOX/UO{sub 2} core model used in the 2007 OECD/NRC code benchmark study. Following the implementation of an explicit online coupling scheme and accompanying k-search routine, the newly coupled CTF / NEM code version with boron tracking is compared to prior results of the non-boron tracking CTF / NEM code version at steady-state hot full power and hot zero power conditions. It was found that the boron tracking model exhibited little influence on the hot zero power result as expected due to a smaller heat flux, which does not significantly change the moderator density and boron concentration as the moderator travels up the axial core length. Meanwhile the boron tracking model had a much greater impact on the hot full power results, predicting the critical inlet boron concentration to be 9.9 ppm below the non-boron tracking result due to greater and more rapid changes in boron concentration corresponding to the reduction in moderator density from being more rapidly heated.     Global climate change is a serious environmental concern, and the US has developed An Action Agenda'' to deal with it. At the heart of the US effort is the US Global Change Research Program (USGCRP), which has been developed by the Committee on Earth and Environmental Sciences (CEES) of the Federal Coordinating Council for Sciences, Engineering, and Technology (FCCSET). The USGCRP will provide the scientific basis for sound policy making on the climate-change issue. The DOE contribution to the USGCRP is the Carbon Dioxide Research Program, which now places particular emphasis on the rapid improvement of the capability to predict global and regional climate change. DOE's Carbon Dioxide Research Program has been addressing the carbon dioxide-climate change connection for more than twelve years and has provided a solid scientific foundation for the USGCRP. The expansion of the DOE effort reflects the increased attention that the Department has placed on the issue and is reflected in the National Energy Strategy (NES) that was released in 1991. This Program Summary describes projects funded by the Carbon Dioxide Research Program during FY 1991 and gives a brief overview of objectives, organization, and accomplishments. The Environmental Sciences Division of the Office of Health and Environmental Research, Office of Energy Research supports a Carbon Dioxide Research Program to determine the scientific linkage between the rise of greenhouse gases in the atmosphere, especially carbon dioxide, and climate and vegetation change. One facet is the Core CO{sub 2} Program, a pioneering program that DOE established more than 10 years ago to understand and predict the ways that fossil-fuel burning could affect atmospheric CO{sub 2} concentration, global climate, and the Earth's biosphere. Major research areas are: global carbon cycle; climate detection and models of climate change; vegetation research; resource analysis; and, information and integration.

    Scientific and public interest in greenhouse gases, climate warming, and global change virtually exploded in 1988. The Department's focused research on atmospheric CO{sub 2} contributed sound and timely scientific information to the many questions produced by the groundswell of interest and concern. Research projects summarized in this document provided the data base that made timely responses possible, and the contributions from participating scientists are genuinely appreciated. In the past year, the core CO{sub 2} research has continued to improve the scientific knowledge needed to project future atmospheric CO{sub 2} concentrations, to estimate climate sensitivity, and to assess the responses of vegetation to rising concentrations of CO{sub 2} and to climate change. The Carbon Dioxide Research Program's goal is to develop sound scientific information for policy formulation and governmental action in response to changes of atmospheric CO{sub 2}. The Program Summary describes projects funded by the Carbon Dioxide Research Program during FY 1990 and gives a brief overview of objectives, organization, and accomplishments.

    The GEWEX Continental International Project (GCIP), which started in 1995 and completed in 2001, held its grand finale conference in New Orleans, LA in May 2002. Participants at this conference along with the scientists funded through the GCIP program are invited to contribute a paper to a special issue of Journal of Geophysical Research (JGR). This special JGR issue (called GCIP3) will serve as the final report on scientific research conducted by GCIP investigators. Papers are solicited on the following topical areas, but are not limited to, (1) water energy budget studies; (2) warm season precipitation; (3) predictability and prediction system; (4) coupled land-atmosphere models; (5) climate and water resources applications. The research areas cover observations, modeling, process studies and water resources applications.

    The primary objective of Project Activity ORD-FY04-012, “Yucca Mountain Climate Technical Support Representative,” was to provide the Office of Civilian Radioactive Waste Management (OCRWM) with expertise on past, present, and future climate scenarios and to support the technical elements of the Yucca Mountain Project (YMP) climate program. The Climate Technical Support Representative was to explain, defend, and interpret the YMP climate program to the various audiences during Site Recommendation and License Application. This technical support representative was to support DOE management in the preparation and review of documents, and to participate in comment response for the Final Environmental Impact Statement, the Site Recommendation Hearings, the NRC Sufficiency Comments, and other forums as designated by DOE management. Because the activity was terminated 12 months early and experience a 27% reduction in budget, it was not possible to complete all components of the tasks as originally envisioned. Activities not completed include the qualification of climate datasets and the production of a qualified technical report. The following final report is an unqualified summary of the activities that were completed given the reduced time and funding.

    Through the ARM Program, the DOE funded the development of several highly instrumented ground stations for studying cloud formation processes and their influence on radiative transfer, and for measuring other parameters that determine the radiative properties of the atmosphere. This scientific infrastructure, and resultant data archive, is a valuable national and international asset for advancing scientific knowledge of Earth systems. In fiscal year (FY) 2003, the DOE designated ARM sites as a national scientific user facility: the ARM Climate Research (ACRF). The ACRF has enormous potential to contribute to a wide range interdisciplinary science in areas such as meteorology, atmospheric aerosols, hydrology, biogeochemical cycling, and satellite validation, to name only a few.

    This Analysis/Model Report (AMR) documents an analysis that was performed to estimate climatic variables for the next 10,000 years by forecasting the timing and nature of climate change at Yucca Mountain (YM), Nevada (Figure l), the site of a potential repository for high-level radioactive waste. The future-climate estimates are based on an analysis of past-climate data from analog meteorological stations, and this AMR provides the rationale for the selection of these analog stations. The stations selected provide an upper and a lower climate bound for each future climate, and the data from those sites will provide input to the infiltration model (USGS 2000) and for the total system performance assessment for the Site Recommendation (TSPA-SR) at YM. Forecasting long-term future climates, especially for the next 10,000 years, is highly speculative and rarely attempted. A very limited literature exists concerning the subject, largely from the British radioactive waste disposal effort. The discussion presented here is one method, among many, of establishing upper and lower bounds for future climate estimates. The method used here involves selecting a particular past climate from many past climates, as an analog for future climate. Other studies might develop a different rationale or select other past climates resulting in a different future climate analog.

    This Analysis/Model Report (AMR) documents an analysis that was performed to estimate climatic variables for the next 10,000 years by forecasting the timing and nature of climate change at Yucca Mountain (YM), Nevada (Figure 1), the site of a potential repository for high-level radioactive waste. The future-climate estimates are based on an analysis of past-climate data from analog meteorological stations, and this AMR provides the rationale for the selection of these analog stations. The stations selected provide an upper and a lower climate bound for each future climate, and the data from those sites will provide input to the infiltration model (USGS 2000) and for the total system performance assessment for the Site Recommendation (TSPA-SR) at YM. Forecasting long-term future climates, especially for the next 10,000 years, is highly speculative and rarely attempted. A very limited literature exists concerning the subject, largely from the British radioactive waste disposal effort. The discussion presented here is one method, among many, of establishing upper and lower bounds for future climate estimates. The method used here involves selecting a particular past climate from many past climates, as an analog for future climate. Other studies might develop a different rationale or select other past climates resulting in a different future climate analog. Revision 00 of this AMR was prepared in accordance with the ''Work Direction and Planning Document for Future Climate Analysis'' (Peterman 1999) under Interagency Agreement DE-AI08-97NV12033 with the U.S. Department of Energy (DOE). The planning document for the technical scope, content, and management of ICN 01 of this AMR is the ''Technical Work Plan for Unsaturated Zone (UZ) Flow and Transport Process Model Report'' (BSC 2001a). The scope for the TBV resolution actions in this ICN is described in the ''Technical Work Plan for: Integrated Management of Technical Product Input Department''. (BSC 2001b, Addendum B, Section 4.1).

    Public agencies like the U.S. National Science Foundation (NSF) and the National Institutes of Health (NIH) award tens of billions of dollars in annual science funding. How can this money be distributed as efficiently as possible to best promote scientific innovation and productivity? The present system relies primarily on peer review of project proposals. In 2010 alone, NSF convened more than 15,000 scientists to review 55,542 proposals. Although considered the scientific gold standard, peer review requires significant overhead costs, and may be subject to biases, inconsistencies, and oversights. We investigate a class of funding models in which all participants receive an equal portion of yearly funding, but are then required to anonymously donate a fraction of their funding to peers. The funding thus flows from one participant to the next, each acting as if he or she were a funding agency themselves.     The major goal of this project was fostering, integrating, synthesizing, and disseminating experimental, observational, and modeling research on predicted climate change in the western region of the U.S. and the impacts of that change on the structure, productivity, and climatic interactions of the region's natural and managed ecological systems. This was accomplished through administering a competitive grants program developed in collaboration with the other four regional centers of the NICCR. The activities supported included efforts to synthesize research on climate change in the western U.S. through meta-analysis studies, model comparisons, and data synthesis workshops. Results from this work were disseminated to the scientific and public media. This project also supported the development of the NICCR web site, hosted at NAU, which was used as the means to accept pre-proposal and proposal submissions for each funding cycle, and served as a clearing house for public outreach for results from NICCR-funded research

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system.     ParVis was a project funded under LAB 10-05: “Earth System Modeling: Advanced Scientific Visualization of Ultra-Large Climate Data Sets”. Argonne was the lead lab with partners at PNNL, SNL, NCAR and UC-Davis. This report covers progress from January 1st, 2013 through Dec 1st, 2014. Two previous reports covered the period from Summer, 2010, through September 2011 and October 2011 through December 2012, respectively. While the project was originally planned to end on April 30, 2013, personnel and priority changes allowed many of the institutions to continue work through FY14 using existing funds. A primary focus of ParVis was introducing parallelism to climate model analysis to greatly reduce the time-to-visualization for ultra-large climate data sets. Work in the first two years was conducted on two tracks with different time horizons: one track to provide immediate help to climate scientists already struggling to apply their analysis to existing large data sets and another focused on building a new data-parallel library and tool for climate analysis and visualization that will give the field a platform for performing analysis and visualization on ultra-large datasets for the foreseeable future. In the final 2 years of the project, we focused mostly on the new data-parallel library and associated tools for climate analysis and visualization.

    Are climate finance contributor countries, multilateral aid agencies and specialized funds using widely accepted best practices in foreign assistance? How is it possible to measure and compare international climate finance contributions when there are as yet no established metrics or agreed definitions of the quality of climate finance? As a subjective metric, quality can mean different things to different stakeholders, while of donor countries, recipients and institutional actors may place quality across a broad spectrum of objectives. This subjectivity makes the assessment of the quality of climate finance contributions a useful and necessary exercise, but one that has many challenges. This work seeks to enhance the development of common definitions and metrics of the quality of climate finance, to understand what we can about those areas where climate finance information is available and shine a light on the areas where there is a severe dearth of data. Allowing for comparisons of the use of best practices across funding institutions in the climate sector could begin a process of benchmarking performance, fostering learning across institutions and driving improvements when incorporated in internal evaluation protocols of those institutions. In the medium term, this kind of benchmarking and transparency could support fundraising in contributor countries and help build trust with recipient countries. As a feasibility study, this paper attempts to outline the importance of assessing international climate finance contributions while describing the difficulties in arriving at universally agreed measurements and indicators for assessment. In many cases, data are neither readily available nor complete, and there is no consensus on what should be included. A number of indicators are proposed in this study as a starting point with which to analyze voluntary contributions, but in some cases their methodologies are not complete, and further research is required for a robust measurement tool to be created.

    Emergency preparedness is generally considered to be a good thing, yet there is no plan regarding what we might do should we be faced with a climate emergency. Such an emergency could take the form of a rapid shift in precipitation patterns, a collapse of the great ice sheets, the imminent triggering of strong climate system feedbacks, or perhaps the loss of valuable ecosystems. Over the past decade, we have used climate models to investigate the potential to reverse some of the effects of greenhouse gases in the atmosphere by deflecting some incoming sunlight back to space. This would probably be most cost-effectively achieved with the placement of small particles in or above the stratosphere. Our model simulations indicate that such geoengineering approaches could potentially bring our climate closer to the state is was in prior to the introduction of greenhouse gases. This talk will present much of what is known about such geoengineering approaches, and raise a range of issues likely to stimulate lively discussion. Speaker: Ken Caldeira Ken Caldeira is a scientist at the Carnegie Institution Department of Global Ecology and a Professor (by courtesy) at the Stanford University Department of Environmental and Earth System Sciences. Previously, he worked for 12 years in the Energy and Environment Directorate at the Lawrence Livermore National Laboratory (Department of Energy). His research interests include the numerical simulation of Earth's climate, carbon, and biogeochemistry; ocean acidification; climate emergency response systems; evaluating approaches to supplying environmentally-friendly energy services; ocean carbon sequestration; long-term evolution of climate and geochemical cycles; and marine biogeochemical cycles. Caldeira has a B.A. in Philosophy from Rutgers College and an M.S. and Ph.D. in Atmospheric Sciences from New York University.

    To significantly improve the simulation of climate by general circulation models (GCMs), systematic errors in representations of relevant processes must first be identified, and then reduced. This endeavor demands, in particular, that the GCM parameterizations of unresolved processes should be tested over a wide range of time scales, not just in climate simulations. Thus, a numerical weather prediction (NWP) methodology for evaluating model parameterizations and gaining insights into their behavior may prove useful, provied that suitable adaptations are made for implementation in climate GCMs. This method entails the generation of short-range weather forecasts by realistically initialized climate GCM, and the application of six-hourly NWP analyses and observations of parameterized variables to evaluate these forecasts. The behavior of the parameterizations in such a weather-forecasting framework can provide insights on how these schemes might be improved, and modified parameterizations then can be similarly tested. In order to further this method for evaluating and analyzing parameterizations in climate GCMs, the USDOE is funding a joint venture of its Climate Change Prediction Program (CCPP) and Atmospheric Radiation Measurement (ARM) Program: the CCPP-ARM Parameterization Testbed (CAPT). This article elaborates the scientific rationale for CAPT, discusses technical aspects of its methodology, and presents examples of its implementation in a representative climate GCM. Numerical weather prediction methods show promise for improving parameterizations in climate GCMs.

    To significantly improve the simulation of climate by general circulation models (GCMs), systematic errors in representations of relevant processes must first be identified, and then reduced. This endeavor demands that the GCM parameterizations of unresolved processes, in particular, should be tested over a wide range of time scales, not just in climate simulations. Thus, a numerical weather prediction (NWP) methodology for evaluating model parameterizations and gaining insights into their behavior may prove useful, provided that suitable adaptations are made for implementation in climate GCMs. This method entails the generation of short-range weather forecasts by a realistically initialized climate GCM, and the application of six-hourly NWP analyses and observations of parameterized variables to evaluate these forecasts. The behavior of the parameterizations in such a weather-forecasting framework can provide insights on how these schemes might be improved, and modified parameterizations then can be tested in the same framework. In order to further this method for evaluating and analyzing parameterizations in climate GCMs, the U.S. Department of Energy is funding a joint venture of its Climate Change Prediction Program (CCPP) and Atmospheric Radiation Measurement (ARM) Program: the CCPP-ARM Parameterization Testbed (CAPT). This article elaborates the scientific rationale for CAPT, discusses technical aspects of its methodology, and presents examples of its implementation in a representative climate GCM.

    Each individual investor is different, with different financial goals, different levels of risk tolerance and different personal preferences. From the point of view of investment management, these characteristics are often defined as objectives and constraints. Objectives can be the type of return being sought, while constraints include factors such as time horizon, how liquid the investor is, any personal tax situation and how risk is handled. It's really a balancing act between risk and return with each investor having unique requirements, as well as a unique financial outlook - essentially a constrained utility maximization objective. To analyze how well a customer fits into a particular investor class, one investment house has even designed a structured questionnaire with about two-dozen questions that each has to be answered with values from 1 to 5. The questions range from personal background (age, marital state, number of children, job type, education type, etc.) to what the customer expects from an investment (capital protection, tax shelter, liquid assets, etc.). A fuzzy logic system has been designed for the evaluation of the answers to the above questions. We have investigated the notion of fuzziness with respect to funds allocation.

    The 140-page published proceedings of the workshop include individual articles and PowerPoint slides for all workshop presentations. The proceedings also contain pertinent background information on the China-US Joint Research Center, partnering organizations, and workshop goals and objectives. Overall, the workshop increased the understanding of the impacts of climate change on energy use and renewable energy production as well as the complex relationships among land use, energy production, and ecological restoration. The workshop served as an international platform for scientists and students of different research backgrounds to develop a unified perspective on energy and climate relationships. Such understanding will benefit future cooperation between China and the US in mitigating global climate change. The workshop’s agenda, which is highly interdisciplinary, explored many potential opportunities for international collaboration in ecosystem management, climate modeling, greenhouse gas emissions, and bioenergy sustainability. International research groups have been suggested in the areas of genomes and biotechnology of energy plants, sustainable management of soil and water resources, carbon sequestration, and microbial processes for ecological cycles. The project has attracted considerable attention from institutes beyond the China-US Joint Research Center partners, and several of them (such as Institute of Qing-Tibet Plateau Research, Institute of Soil and Water Conservation, Institute of Applied Ecology, CAS) have expressed interest in joining the partnership. In addition, the workshop played a significant role in facilitating establishment of private-public partnerships between government and private bioenergy companies (such as L.R. Shugarts and Associates, Inc.), including seed providers (Blade Energy Crops, Thousand Oaks, CA), pilot demonstration projects at coal-producing cities (e.g., Huaibei, Anhui province, China), and the development of methodology for assessment of the sustainable production of biofuels (such as life-cycle analysis, sustainability metrics, and land-use policy). Establishment of two US-China scientific research networks in the area of bioenergy and environmental science is a significant result of the workshop.

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.
