    The primary objective of this study is to evaluate the effects of introducing a boron tracking capability to the COBRA-TF / NEM code coupling. The Pennsylvania State University (PSU) versions of COBRA-TF - CTF, and Nodal Expansion Method (NEM) codes are utilized. Previous implementations of the CTF / NEM coupled code had no capability to model soluble boron feedback effects due to boron transport. This study builds upon the validation and qualification efforts of the boron tracking model implementation in CTF by modeling the boron feedback calculated by the CTF boron tracking model in NEM. The core model chosen for this study is the Purdue MOX/UO{sub 2} core model used in the 2007 OECD/NRC code benchmark study. Following the implementation of an explicit online coupling scheme and accompanying k-search routine, the newly coupled CTF / NEM code version with boron tracking is compared to prior results of the non-boron tracking CTF / NEM code version at steady-state hot full power and hot zero power conditions. It was found that the boron tracking model exhibited little influence on the hot zero power result as expected due to a smaller heat flux, which does not significantly change the moderator density and boron concentration as the moderator travels up the axial core length. Meanwhile the boron tracking model had a much greater impact on the hot full power results, predicting the critical inlet boron concentration to be 9.9 ppm below the non-boron tracking result due to greater and more rapid changes in boron concentration corresponding to the reduction in moderator density from being more rapidly heated.     In the CTF3 accelerator, the RF produced by each of ten 3 GHz klystrons goes through waveguides, RF pulse compressors and splitters. The RF phase and power transformation of these devices depend on their temperature. The quantitative effect of the room temperature variation on the RF was measured. It is the major source of undesired changes during the CTF3 operation. An RF phaseloop and a compressor temperature stabilization are developed to suppress the phase fluctuation and the power profile change due to the temperature variation. The implementation is transparent for operators, it does not limit anyhow the flexibility of RF manipulations. Expected and measured suppression characteristics will be given.

    Global climate change is a serious environmental concern, and the US has developed An Action Agenda'' to deal with it. At the heart of the US effort is the US Global Change Research Program (USGCRP), which has been developed by the Committee on Earth and Environmental Sciences (CEES) of the Federal Coordinating Council for Sciences, Engineering, and Technology (FCCSET). The USGCRP will provide the scientific basis for sound policy making on the climate-change issue. The DOE contribution to the USGCRP is the Carbon Dioxide Research Program, which now places particular emphasis on the rapid improvement of the capability to predict global and regional climate change. DOE's Carbon Dioxide Research Program has been addressing the carbon dioxide-climate change connection for more than twelve years and has provided a solid scientific foundation for the USGCRP. The expansion of the DOE effort reflects the increased attention that the Department has placed on the issue and is reflected in the National Energy Strategy (NES) that was released in 1991. This Program Summary describes projects funded by the Carbon Dioxide Research Program during FY 1991 and gives a brief overview of objectives, organization, and accomplishments. The Environmental Sciences Division of the Office of Health and Environmental Research, Office of Energy Research supports a Carbon Dioxide Research Program to determine the scientific linkage between the rise of greenhouse gases in the atmosphere, especially carbon dioxide, and climate and vegetation change.     The Test Beam Line (TBL) of the CLIC Test Facility 3 (CTF3) aims to validate the drive beam deceleration concept of CLIC, in which the RF power requested to boost particles to multi-TeV energies is obtained via deceleration of a high current and low energy drive beam (DB). Despite a TBL beam energy (150-80 MeV) significantly lower than the minimum nominal energy of the CLIC DB (250 MeV), the pulse time structure of the TBL provides the opportunity to measure beam losses with CLIC-like DB timing conditions. In this contribution, a simulation study on the detection of beam losses along the TBL for the commissioning of the recently installed beam loss monitoring system is presented. The most likely loss locations during stable beam conditions are studied by considering the beam envelope defined by the FODO lattice as well as the emittance growth due to the deceleration process.     Preliminary investigations are summarized on the possible use of the CTF3 facility for extended beam-dynamics studies and advanced accelerator R&D, which would exploit its unique properties and beam availability. The key element of these considerations is the possible addition of a test beam-delivery system comprising a compact final focus and advanced collimation concepts, scaled from 3 TeV down to low energy and having a short total length. Operational experience, verification of critical questions (octupole tail folding, beam halo transport, etc.), diagnostics (e.g., rf BPMs) and stabilization could all be explored in such a facility, which would benefit not only the CLIC study, but all linear collider projects.     The pulse compressor is located after the klystron to increase the power peak by storing the energy at the beginning and releasing it near the end of klystron output pulse. In the CTF3 pulse compressors a doubling of the peak power is achieved according to our needs and the machine parameters. The magnitude of peak power, pulse length and flatness can be controlled by using a phase modulator for the input signal of klystrons. A C++ code is written to simulate the pulse compressor behaviour according to the klystron output pulse power. By manually changing the related parameters in the code for the best match, the quality factor and the filling time of pulse compressor cavities can be determined. This code also calculates and sends the suitable phase to the phase modulator according to the klystron output pulse power and the desired pulse length and peak power

The price paid should be based on the most equitable, most environmentally sound, and most efficient management method. Everyone knows that life is not that simple. In the real world, decisions about how to pay for waste management services are based upon a variety of factors, including cost, equity, administrative ease, legal restrictions, legislative policies and mandates, historic precedent, and politics. Communities and service providers need to carefully consider these and other factors in developing and implementing a funding approach.     Scientific and public interest in greenhouse gases, climate warming, and global change virtually exploded in 1988. The Department's focused research on atmospheric CO{sub 2} contributed sound and timely scientific information to the many questions produced by the groundswell of interest and concern. Research projects summarized in this document provided the data base that made timely responses possible, and the contributions from participating scientists are genuinely appreciated. In the past year, the core CO{sub 2} research has continued to improve the scientific knowledge needed to project future atmospheric CO{sub 2} concentrations, to estimate climate sensitivity, and to assess the responses of vegetation to rising concentrations of CO{sub 2} and to climate change. The Carbon Dioxide Research Program's goal is to develop sound scientific information for policy formulation and governmental action in response to changes of atmospheric CO{sub 2}. The Program Summary describes projects funded by the Carbon Dioxide Research Program during FY 1990 and gives a brief overview of objectives, organization, and accomplishments.

    'Money makes the world go round', as the song says. It definitely influences decommissioning decision-making and financial assurance for future decommissioning. This paper will address two money-related decommissioning topics. The first is the evaluation of whether to continue or to halt decommissioning activities at Fermi 1. The second is maintaining adequacy of financial assurance for future decommissioning of operating plants. Decommissioning costs considerable money and costs are often higher than originally estimated. If costs increase significantly and decommissioning is not well funded, decommissioning activities may be deferred. Several decommissioning projects have been deferred when decision-makers determined future spending is preferable than current spending, or when costs have risen significantly. Decommissioning activity timing is being reevaluated for the Fermi 1 project. Assumptions for waste cost-escalation significantly impact the decision being made this year on the Fermi 1 decommissioning project. They also have a major impact on the estimated costs for decommissioning currently operating plants. Adequately funding full decommissioning during plant operation will ensure that the users who receive the benefit pay the full price of the nuclear-generated electricity. Funding throughout operation also will better ensure that money is available following shutdown to allow decommissioning to be conducted without need for additional funds.

    Currently, pay lines for National Institutes of Health (NIH) grants are at a historical low. In this climate of fierce competition, knowledge about the funding situation in a small field like radiation oncology becomes very important for career planning and recruitment of faculty. Unfortunately, these data cannot be easily extracted from the NIH's database because it does not discriminate between radiology and radiation oncology departments. At the start of fiscal year 2013 we extracted records for 952 individual grants, which were active at the time of analysis from the NIH database. Proposals originating from radiation oncology departments were identified manually. Descriptive statistics were generated using the JMP statistical software package. Our analysis identified 197 grants in radiation oncology. These proposals came from 134 individual investigators in 43 academic institutions. The majority of the grants (118) were awarded to principal investigators at the full professor level, and 122 principal investigators held a PhD degree. In 79% of the grants, the research topic fell into the field of biology, 13% in the field of medical physics. Only 7.6% of the proposals were clinical investigations. Our data suggest that the field of radiation oncology is underfunded by the NIH and that the current level of support does not match the relevance of radiation oncology for cancer patients or the potential of its academic work force.

    In the summer of 2000, the U.S. Department of Energy (DOE) funded a project to perform an experimental “end-to-end” assessment of the effects of climate change on the western United States. The project was intended both to demonstrate and test a methodology for performing quantitative assessments of climate-driven environmental impacts. A second objective was to provide useful information to regional, state, and local decision-makers, whose job it will be to deal with the conflicting demands that climate change, population increases, and economic growth will place on the water resources of the West. The third objective was to demonstrate the potential value of an Accelerated Climate Prediction Initiative (ACPI). The ACPI was a DOE initiative to accelerate the development, improvement, and application of U.S. climate models and to provide the advanced computational facilities that would be needed to carry out this work. Although the ACPI was not funded, some of its spirit lives on in various DOE and other federal agency projects and programs designed to advance “ultra-scale” computing and the science of climate simulation. In this volume, we hope to demonstrate what can be achieved if a highly qualified group of scientists are brought together, under relatively light management reins, to take an in-depth look at how future climate change might affect issues of real importance to the citizens of the United States.

    The major goal of this project was fostering, integrating, synthesizing, and disseminating experimental, observational, and modeling research on predicted climate change in the western region of the U.S. and the impacts of that change on the structure, productivity, and climatic interactions of the region's natural and managed ecological systems. This was accomplished through administering a competitive grants program developed in collaboration with the other four regional centers of the NICCR. The activities supported included efforts to synthesize research on climate change in the western U.S. through meta-analysis studies, model comparisons, and data synthesis workshops. Results from this work were disseminated to the scientific and public media. This project also supported the development of the NICCR web site, hosted at NAU, which was used as the means to accept pre-proposal and proposal submissions for each funding cycle, and served as a clearing house for public outreach for results from NICCR-funded research

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    The Earth System Grid (ESG) II project, funded by the Department of Energy’s Scientific Discovery through Advanced Computing program, has transformed climate data into community resources. ESG II has accomplished this goal by creating a virtual collaborative environment that links climate centers and users around the world to models and data via a computing Grid, which is based on the Department of Energy’s supercomputing resources and the Internet. Our project’s success stems from partnerships between climate researchers and computer scientists to advance basic and applied research in the terrestrial, atmospheric, and oceanic sciences. By interfacing with other climate science projects, we have learned that commonly used methods to manage and remotely distribute data among related groups lack infrastructure and under-utilize existing technologies. Knowledge and expertise gained from ESG II have helped the climate community plan strategies to manage a rapidly growing data environment more effectively. Moreover, approaches and technologies developed under the ESG project have impacted datasimulation integration in other disciplines, such as astrophysics, molecular biology and materials science.

    ParVis was a project funded under LAB 10-05: “Earth System Modeling: Advanced Scientific Visualization of Ultra-Large Climate Data Sets”. Argonne was the lead lab with partners at PNNL, SNL, NCAR and UC-Davis. This report covers progress from January 1st, 2013 through Dec 1st, 2014. Two previous reports covered the period from Summer, 2010, through September 2011 and October 2011 through December 2012, respectively. While the project was originally planned to end on April 30, 2013, personnel and priority changes allowed many of the institutions to continue work through FY14 using existing funds. A primary focus of ParVis was introducing parallelism to climate model analysis to greatly reduce the time-to-visualization for ultra-large climate data sets. Work in the first two years was conducted on two tracks with different time horizons: one track to provide immediate help to climate scientists already struggling to apply their analysis to existing large data sets and another focused on building a new data-parallel library and tool for climate analysis and visualization that will give the field a platform for performing analysis and visualization on ultra-large datasets for the foreseeable future. In the final 2 years of the project, we focused mostly on the new data-parallel library and associated tools for climate analysis and visualization.

    Are climate finance contributor countries, multilateral aid agencies and specialized funds using widely accepted best practices in foreign assistance? How is it possible to measure and compare international climate finance contributions when there are as yet no established metrics or agreed definitions of the quality of climate finance? As a subjective metric, quality can mean different things to different stakeholders, while of donor countries, recipients and institutional actors may place quality across a broad spectrum of objectives. This subjectivity makes the assessment of the quality of climate finance contributions a useful and necessary exercise, but one that has many challenges. This work seeks to enhance the development of common definitions and metrics of the quality of climate finance, to understand what we can about those areas where climate finance information is available and shine a light on the areas where there is a severe dearth of data. Allowing for comparisons of the use of best practices across funding institutions in the climate sector could begin a process of benchmarking performance, fostering learning across institutions and driving improvements when incorporated in internal evaluation protocols of those institutions. In the medium term, this kind of benchmarking and transparency could support fundraising in contributor countries and help build trust with recipient countries. As a feasibility study, this paper attempts to outline the importance of assessing international climate finance contributions while describing the difficulties in arriving at universally agreed measurements and indicators for assessment. In many cases, data are neither readily available nor complete, and there is no consensus on what should be included. A number of indicators are proposed in this study as a starting point with which to analyze voluntary contributions, but in some cases their methodologies are not complete, and further research is required for a robust measurement tool to be created.

    Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

    Emergency preparedness is generally considered to be a good thing, yet there is no plan regarding what we might do should we be faced with a climate emergency. Such an emergency could take the form of a rapid shift in precipitation patterns, a collapse of the great ice sheets, the imminent triggering of strong climate system feedbacks, or perhaps the loss of valuable ecosystems. Over the past decade, we have used climate models to investigate the potential to reverse some of the effects of greenhouse gases in the atmosphere by deflecting some incoming sunlight back to space. This would probably be most cost-effectively achieved with the placement of small particles in or above the stratosphere. Our model simulations indicate that such geoengineering approaches could potentially bring our climate closer to the state is was in prior to the introduction of greenhouse gases. This talk will present much of what is known about such geoengineering approaches, and raise a range of issues likely to stimulate lively discussion. Speaker: Ken Caldeira Ken Caldeira is a scientist at the Carnegie Institution Department of Global Ecology and a Professor (by courtesy) at the Stanford University Department of Environmental and Earth System Sciences. Previously, he worked for 12 years in the Energy and Environment Directorate at the Lawrence Livermore National Laboratory (Department of Energy). His research interests include the numerical simulation of Earth's climate, carbon, and biogeochemistry; ocean acidification; climate emergency response systems; evaluating approaches to supplying environmentally-friendly energy services; ocean carbon sequestration; long-term evolution of climate and geochemical cycles; and marine biogeochemical cycles. Caldeira has a B.A. in Philosophy from Rutgers College and an M.S. and Ph.D. in Atmospheric Sciences from New York University.

    One of the most challenging issues facing the Department of Energy`s Office of Environmental Management is the cleanup of the three gaseous diffusion plants. In October 1992, Congress passed the Energy Policy Act of 1992 and established the Uranium Enrichment Decontamination and Decommissioning Fund to accomplish this task. This mission is being undertaken in an environmentally and financially responsible way by: devising cost-effective technical solutions; producing realistic life-cycle cost estimates, based on practical assumptions and thorough analysis; generating coherent long-term plans which are based on risk assessments, land use, and input from stakeholders; and, showing near-term progress in the cleanup of the gaseous diffusion facilities at Oak Ridge.

    Debating Climate Change explores, both theoretically and empirically, how people argue about climate change and link to each other through various elements in their arguments. As science is a central issue in the debate, the arguments of scientists and the interpretations and responses of non-scientists are important aspects of the analysis. The book first assesses current thinking about the climate change debate and current participants in the debates surrounding the issue, as well as a brief history of various groups’ involvements. Chapters 2 and 3 distill and organize various ways of framing the climate change issue. Beginning in Chapter 4, a modified classical analysis of the elements carried in an argument is used to identify areas and degrees of disagreement and agreement. One hundred documents, drawn from a wide spectrum of sources, map the topic and debate space of the climate change issue. Five elements of each argument are distilled: the authority of the writer, the evidence presented, the formulation of the argument, the worldview presented, and the actions proposed. Then a social network analysis identifies elements of the arguments that point to potential agreements. Finally, the book suggests mechanisms by which participants in the debate can build more general agreements on elements of existing agreement.

    Much recent climate research has focused on the effects of CO{sub 2} and radiatively important trace species, volcanic eruptions, and nuclear exchanges on our future climate. These studies suggest that anthropogenic influence will alter our present climate. The reliability of the climate models are a subject of debate, yet valid information derived from climate models is critical for policy-makers and politicians to make decisions regarding energy use and development and defense strategies. K.Ya. Kondratyev, a leading Soviet climate scientist, addresses the role of the greenhouse effect, nuclear winter, and volcanic eruptions on our climate in a recently published book entitled Climate Shocks: Natural and Anthropogenic. The book provides a detailed survey of the literature on these fields, including the pertinent Soviet literature that is often not surveyed by Western scientists.

    Each individual investor is different, with different financial goals, different levels of risk tolerance and different personal preferences. From the point of view of investment management, these characteristics are often defined as objectives and constraints. Objectives can be the type of return being sought, while constraints include factors such as time horizon, how liquid the investor is, any personal tax situation and how risk is handled. It's really a balancing act between risk and return with each investor having unique requirements, as well as a unique financial outlook - essentially a constrained utility maximization objective. To analyze how well a customer fits into a particular investor class, one investment house has even designed a structured questionnaire with about two-dozen questions that each has to be answered with values from 1 to 5. The questions range from personal background (age, marital state, number of children, job type, education type, etc.) to what the customer expects from an investment (capital protection, tax shelter, liquid assets, etc.). A fuzzy logic system has been designed for the evaluation of the answers to the above questions. We have investigated the notion of fuzziness with respect to funds allocation.

    The Pacific Northwest National Laboratory has researched how participating countries divide funding obligations under International Energy Agency (IEA) Implementing Agreements (IAs). This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas. PNNL asked the U.S. Executive Committee (ExCo) members how the total contribution for their IA and its Annexes were determined, and how the total was then divided between participating countries.

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

    The 140-page published proceedings of the workshop include individual articles and PowerPoint slides for all workshop presentations. The proceedings also contain pertinent background information on the China-US Joint Research Center, partnering organizations, and workshop goals and objectives. Overall, the workshop increased the understanding of the impacts of climate change on energy use and renewable energy production as well as the complex relationships among land use, energy production, and ecological restoration. The workshop served as an international platform for scientists and students of different research backgrounds to develop a unified perspective on energy and climate relationships. Such understanding will benefit future cooperation between China and the US in mitigating global climate change. The workshop’s agenda, which is highly interdisciplinary, explored many potential opportunities for international collaboration in ecosystem management, climate modeling, greenhouse gas emissions, and bioenergy sustainability. International research groups have been suggested in the areas of genomes and biotechnology of energy plants, sustainable management of soil and water resources, carbon sequestration, and microbial processes for ecological cycles. The project has attracted considerable attention from institutes beyond the China-US Joint Research Center partners, and several of them (such as Institute of Qing-Tibet Plateau Research, Institute of Soil and Water Conservation, Institute of Applied Ecology, CAS) have expressed interest in joining the partnership. In addition, the workshop played a significant role in facilitating establishment of private-public partnerships between government and private bioenergy companies (such as L.R. Shugarts and Associates, Inc.), including seed providers (Blade Energy Crops, Thousand Oaks, CA), pilot demonstration projects at coal-producing cities (e.g., Huaibei, Anhui province, China), and the development of methodology for assessment of the sustainable production of biofuels (such as life-cycle analysis, sustainability metrics, and land-use policy). Establishment of two US-China scientific research networks in the area of bioenergy and environmental science is a significant result of the workshop.

    This survey reviews efforts by CESA member clean energy funds to promote the use of biomass as a renewable energy source. For each fund, details are provided regarding biomass eligibility for support, specific programs offering support to biomass projects, and examples of supported biomass projects (if available). For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.
