    The IGCC of the U.S. government was created under the intent of Public Law 93-410 (1974) to serve as a forum for the discussion of Federal plans, activities, and policies that are related to or impact on geothermal energy. Eight Federal Departments were represented on the IGCC at the time of this meeting. The main presentations in this report were on: Department of Energy Geothermal R&D Program, the Ormat binary power plant at East Mesa, CA, Potential for direct use of geothermal at Defense bases in U.S. and overseas, Department of Defense Geothermal Program at China Lake, and Status of the U.S. Geothermal Industry. The IGCC briefing books and minutes provide a historical snapshot of what development and impact issues were important at various time. (DJE 2005)

    The State Scientific Center of the Russian Federation--Institute of Physics and Power Engineering's (SSC RF-IPPE) practice of nuclear material control and accounting (MC&A) has undergone significant changes during the period of cooperation with U.S. national laboratories from 1995 to the present. These changes corresponded with general changes of the Russian system of state control and accounting of nuclear materials resulting from the new Concept of the System for State Regulating and Control of Nuclear Materials (1996) and further regulatory documents, which were developed and implemented to take into account international experience in the MC&A [1]. During the upgrades phase of Russian-U.S. cooperation, an MC&A laboratory was specially created within the SSC RF IPPE for the purpose of guiding the creation of the upgraded MC&A system, coordinating the activities of all units involved in the creation of this system, and implementing a unified technical policy during the transition period. After five years of operation of the MC&A laboratory and the implementation of new components for the upgraded MC&A system, it was decided that a greater degree of attention must be paid to the MC&A system's operation in addition to the coordination activities carried out by the MC&A laboratory. To meet this need, an organization for operation of the nuclear material (NM) control and accounting system was created as part of the Division of NM Transportation and Storage. It was also recognized that a new mechanism was required for effective coordination of MC&A activities in IPPE, including the implementation of a unified MC&A policy in methodological, technical and practical areas. This mechanism should allow the IPPE management to gain an objective evaluation of the MC&A system status and provide leading specialists with objective recommendations on maintenance of MC&A system and on basic directions for further improvements. Preliminary discussions indicated that such a mechanism could be created through the establishment of an MC&A Council at SSC RF-IPPE. The MC&A Council has been created in SSC RF-IPPE as an advisory body without administrative functions. However it is stated in the Council Regulations that if the IPPE Director General or his Deputy responsible for NM control and accounting approves Council recommendations, the recommendations become obligatory. In this paper, the experience of the Council and its initial activities are presented and discussed in, as are possible activities and roles the Council could play in the future.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    Industrial gear box lubricants typically are hydrocarbon based mineral oils with considerable amounts of additives to overcome the lack of base fluid properties like wear protection, oxidation stability, load carrying capacity, low temperature solidification and drop of viscosity at higher temperatures. For today's wind turbine gearboxes, the requirements are more severe and synthetic hydrocarbon oils are used to improve on this, but all such hydrocarbon based lubricants require significant amounts of Extreme Pressure (EP) additives to meet performance requirements. Perfluoropolyether (PFPE) fluids provide load carrying capacity as an inherent property. During the course of the project with the main tasks of 'Establish a Benchmark', 'Lubricant Evaluation', 'Full Scale Gearbox Trial' and 'Economic Evaluation', the PAO Reference oil exhibited significant changes after laboratory gear testing, in service operation in the field and full scale gearbox trial. Four hydrocarbon base oils were selected for comparison in the benchmarking exercise and showed variation with respect to meeting the requirements for the laboratory micro-pitting tests, while the PFPE fluid exceeded the requirements even with the material taken after the full scale gear box trial. This is remarkable for a lubricant without EP additives. Laboratory bearing tests performed on the PFPE fluids before and after the full scale gear box trial showed the results met requirements for the industry standard. The PFPE fluid successfully completed the full scale gear box test program which included baseline and progressive staged load testing. The evaluation of gears showed no micro-pitting or objectionable wear. By the final stage, lubricant film thickness had been reduced to just 21% of its original value, this was by design and resulted in a lambda ratio of well below 1. This test design scenario of a low lambda ratio is a very undesirable lubrication condition for real world but creates the ability to test the lubricating fluids performance under the most extreme conditions. The PAO Reference oil also passed its testing without any noticeable deterioration of the gear surface. However the PAO Reference oil was replaced midway through the progressive loading, as the lubricant was burned in an attempt to raise the sump temperature to the same levels as for the PFPE. Both materials experienced a decrease of viscosity during their respective run times. The viscosity index decreased for the PAO there while there was a slight increase for the PFPE. FZG laboratory gear tests and measurements of the drive motor's current during the full scale gear box trial were made to characterize the relative efficiency between the PFPE fluid and the PAO Reference oil. In the FZG laboratory efficiency test, the PFPE fluids show much higher churning losses due to their higher viscosity and density. The analysis seems to show that the efficiency correlates better to dynamic viscosity than any other of the measured metrics such as film thickness. In load stages where the load, speed and temperature are similar, the PFPE fluid has a greater film thickness and theoretical gear protection, but requires a larger current for the drive motor than the PAO. However in load stages where the film thickness is the same, the PFPE fluid's reduced dynamic viscosity gives it a slight efficiency advantage relative to the PAO reference oil. Ultimately, many factors such as temperature, rotational speed, and fluid viscosity combine in a complex fashion to influence the results. However, the PFPE's much lower change of viscosity with respect to temperature, allows variations in designing an optimum viscosity to balance efficiency versus gear protection. Economic analysis was done using Cost of Energy calculations. The results vary from 5.3% for a 'Likely Case' to 16.8% for a 'Best Case' scenario as potential cost improvement by using PFPE as the gearbox lubricating fluid.     This tenth meeting of specialists in target fabrication for inertial confinement is unique in that it is the first meeting that was completely unclassified. As a result of the new classification, we were able to invite more foreign participation. In addition to participants from the US, UK, and Canada, representatives from France, Japan, and two Russian laboratories attended, about 115 in all. This booklet presents full papers and poster sessions. Indirect and direct drive laser implosions are considered. Typical topics include: polymer or aluminium or resorcinol/formaldehyde shells, laser technology, photon tunneling microscopy as a characterization tool, foams, coatings, hohlraums, and beryllium capsules. Hydrogen, deuterium, tritium, and beryllium are all considered as fuels.

    More than two years have passed since the United Nations (U.N.) Security Council unanimously passed Resolution 1540. This seminal measure requires all U.N. Member States to enact and enforce “effective measures to establish domestic controls to prevent the proliferation of nuclear, chemical, biological weapons and their means of delivery.” Has this Resolution been successful? Did the 1540 Committee established by the Resolution fulfill its mandate? What does the future hold for Resolution 1540? Will it become an integral part of the web of nonproliferation treaties and regimes or will it recede into history as a well-meaning but unfulfilled attempt to prevent proliferation? These questions are timely and important to the nuclear materials management community and a discourse on their answers is needed.

    Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    The U.S. Interagency Geothermal Coordinating Council was a multi-agency group charged with identifying and reducing barriers to geothermal energy development in the U.S. Many of the issues covered related to regulations for and progress in the leasing of Federal lands in the West for power development. The IGCC reports are important sources of historical information. Table 1 lists significant events in the history of use of geothermal energy in the U.S., starting in1884. That is useful for tracking which Federal departments and agencies managed aspects of this work over time. Table 2 gives a complete accounting for all Federal outlays for geothermal energy development for FY 1979 - 1989, including non-DOE outlays. Table 3 shows the status of the U.S. Geothermal Loan Guarantee Program at end of FY 1989: of the $500 million authorized, $285 million was committed to eight projects, and about $40 million had been paid out on project defaults. An additional $101 million had been repaid by the borrowers. (DJE 2005)

    This report is one of four that the Pacific Northwest National Laboratory (PNNL) staff prepared to address Measure 7.1A in the Northwest Power Planning Council's (Council) Fish and Wildlife Program (Program) dated december 1994 (NPPC 1994). Measure 7.1A calls for the Bonneville Power Administration (BPA) to fund an evaluation of salmon survival, ecology, carrying capacity, and limiting factors in freshwater, estuarine, and marine habitats. Additionally, the Measure asks for development of a study plan based on critical uncertainties and research needs identified during the evaluation. This report deals with the evaluation of carrying capacity. It describes the analysis of different views of capacity as it relates to salmon survival and abundance. The report ends with conclusions and recommendations for studying carrying capacity.
