  3. Updated NGNP Fuel Acquisition Strategy

    A Next Generation Nuclear Plant (NGNP) fuel acquisition strategy was first established in 2007. In that report, a detailed technical assessment of potential fuel vendors for the first core of NGNP was conducted by an independent group of international experts based on input from the three major reactor vendor teams. Part of the assessment included an evaluation of the credibility of each option, along with a cost and schedule to implement each strategy compared with the schedule and throughput needs of the NGNP project. While credible options were identified based on the conditions in place at the time, many changes in the assumptions underlying the strategy and in externalities that have occurred in the interim requiring that the options be re-evaluated. This document presents an update to that strategy based on current capabilities for fuel fabrication as well as fuel performance and qualification testing worldwide. In light of the recent Pebble Bed Modular Reactor (PBMR) project closure, the Advanced Gas Reactor (AGR) fuel development and qualification program needs to support both pebble and prismatic options under the NGNP project. A number of assumptions were established that formed a context for the evaluation. Of these, the most important are: • Based on logistics associated with the on-going engineering design activities, vendor teams would start preliminary design in October 2012 and complete in May 2014. A decision on reactor type will be made following preliminary design, with the decision process assumed to be completed in January 2015. Thus, no fuel decision (pebble or prismatic) will be made in the near term. • Activities necessary for both pebble and prismatic fuel qualification will be conducted in parallel until a fuel form selection is made. As such, process development, fuel fabrication, irradiation, and testing for pebble and prismatic options should not negatively influence each other during the period prior to a decision on reactor type

    Sampling Methodology The respondents reporting to the weekly diesel price survey represent a stratified probability proportional to size (PPS) sample selected from a frame list of retail outlets. The outlet sampling frame was constructed using commercially available lists from several sources in order to provide comprehensive coverage of truck stops and service stations that sell on-highway diesel fuel in the United States. The frame includes about 62,000 service stations and 4,000 truck stops.

    Second generation uranium molybdenum fuel has shown excellent in-reactor irradiation performance. This metallic fuel type is capable of being fabricated at much higher loadings than any presently used research reactor fuel. Due to the broad range of fuel types this alloy system encompasses—fuel powder to monolithic foil and binary fuel systems to multiple element additions—significant amounts of research and development have been conducted on the fabrication of these fuels. This paper presents an update of the US RERTR effort to develop fabrication techniques and the fabrication methods used for the RERTR-9A miniplate test.

    Efforts to develop a viable monolithic research reactor fuel plate have continued at Idaho National Laboratory. These efforts have concentrated on both fabrication process refinement and scale-up to produce full sized fuel plates. Advancements have been made in the production of U-Mo foil including full sized foils. Progress has also been made in the friction stir welding and transient liquid phase bonding fabrication processes resulting in better bonding, more stable processes and the ability to fabricate larger fuel plates.

Progress at INL has led to fabrication of hot isostatic pressed uranium-molybdenum bearing monolithic fuel plates. These miniplates are part of the RERTR-8 miniplate irradiation test. Further progress has also been made on friction stir weld processing which has been used to fabricate full size fuel plates which will be irradiated in the ATR and OSIRIS reactors.

    This Campaign Implementation Plan provides summary level detail describing how the Used Fuel Disposition Campaign (UFDC) supports achievement of the overarching mission and objectives of the Department of Energy Office of Nuclear Energy Fuel Cycle Technologies Program The implementation plan begins with the assumption of target dates that are set out in the January 2013 DOE Strategy for the Management and Disposal of Used Nuclear Fuel and High-Level Radioactive Waste (http://energy.gov/downloads/strategy-management-and-disposal-used-nuclear-fuel-and-high-level-radioactive-waste). These target dates and goals are summarized in section III.   5. UPDATE ON MECHANICAL ANALYSIS OF MONOLITHIC FUEL PLATES

    Results on the relative bond strength of the fuel-clad interface in monolithic fuel plates have been presented at previous RRFM conferences. An understanding of mechanical properties of the fuel, cladding, and fuel / cladding interface has been identified as an important area of investigation and quantification for qualification of monolithic fuel forms. Significant progress has been made in the area of mechanical analysis of the monolithic fuel plates, including mechanical property determination of fuel foils, cladding processed by both hot isostatic pressing and friction bonding, and the fuel-clad composite. In addition, mechanical analysis of fabrication induced residual stress has been initiated, along with a study to address how such stress can be relieved prior to irradiation. Results of destructive examinations and mechanical tests are presented along with analysis and supporting conclusions. A brief discussion of alternative non-destructive evaluation techniques to quantify not only bond quality, but also bond integrity and strength, will also be provided. These are all necessary steps to link out-of-pile observations as a function of fabrication with in-pile behaviours.

    This report presents available historic data on most commercial and research reactor spent fuel shipments in the United States from 1964 through 1989. Data include sources of the spent fuel shipped, types of shipping casks used, number of fuel assemblies shipped, and number of shipments made. This report also addresses the shipment of spent research reactor fuel. These shipments have not been documented as well as commercial power reactor spent fuel shipment activity. Available data indicate that the greatest number of research reactor fuel shipments occurred in 1986. The largest campaigns in 1986 were from the Brookhaven National Laboratory, Brooklyn, New York, to the Idaho Chemical Processing Plant (ICPP) and from the Oak Ridge National Laboratory's High Flux Isotope Reactor (HFIR) in Tennessee and the Rockwell International Reactor in California to the Savannah River Plant near Aiken, South Carolina. For all years addressed in this report, DOE facilities in Idaho Falls and Savannah River were the major recipients of research reactor spent fuel. In 1989, 10 shipments were received at the Idaho facilities. These originated from universities in California, Michigan, and Missouri. 9 refs., 12 figs., 7 tabs.

    The Fuel Cycle Research and Development program is currently devoting resources to study of numerous fuel types with the aim of furthering understanding applicable to a range of reactors and fuel cycles. In FY11, effort within the ceramic fuels campaign focused on planning and preparation for a series of rabbit irradiations to be conducted at the High Flux Isotope Reactor located at Oak Ridge National Laboratory. The emphasis of these planned tests was to study the evolution of thermal conductivity in uranium dioxide and derivative compositions as a function of damage induced by neutron damage. Current fiscal realities have resulted in a scenario where completion of the planned rabbit irradiations is unlikely. Possibilities for execution of irradiation testing within the ceramic fuels campaign in the next several years will thus likely be restricted to avenues where strong synergies exist both within and outside the Fuel Cycle Research and Development program. Opportunities to augment the interests and needs of modeling, advanced characterization, and other campaigns present the most likely avenues for further work. These possibilities will be pursued with the hope of securing future funding. Utilization of synthetic microstructures prepared to better understand the most relevant actors encountered during irradiation of ceramic fuels thus represents the ceramic fuel campaign's most efficient means to enhance understanding of fuel response to burnup. This approach offers many of the favorable attributes embraced by the Separate Effects Testing paradigm, namely production of samples suitable to study specific, isolated phenomena. The recent success of xenon-imbedded thick films is representative of this approach. In the coming years, this strategy will be expanded to address a wider range of problems in conjunction with use of national user facilities novel characterization techniques to best utilize programmatic resources to support a science-based research program.

    FRAPCON-3.4a and FRAPTRAN 1.4 are the most recent versions of the U.S. Nuclear Regulatory Commission (NRC) steady-state and transient fuel performance codes, respectively. These codes have been assessed against separate effects data and integral assessment data and have been determined to provide a best estimate calculation of fuel performance. Recent updates included in FRAPCON-3.4a include updated material properties models, models for new fuel and cladding types, cladding finite element analysis capability, and capability to perform uncertainty analyses and calculate upper tolerance limits for important outputs. Recent updates included in FRAPTRAN 1.4 include: material properties models that are consistent with FRAPCON-3.4a, cladding failure models that are applicable for loss-of coolant-accident and reactivity initiated accident modeling, and updated heat transfer models. This paper briefly describes these code updates and data assessments, highlighting the particularly important improvements and data assessments. This paper also discusses areas of improvements that will be addressed in upcoming code versions.

    The object of this project, which is supported by the U.S. Department of Energy (DOE) through the National Renewable Energy Laboratory (NREL), is to provide a comprehensive comparison of heavy-duty urban transit buses operating on alternative fuels and diesel fuel. Final reports from this project were produced in 1996 from data collection and evaluation of 11 transit buses from eight transit sites. With the publication of these final reports, three issues were raised that needed further investigation: (1) the natural gas engines studied were older, open-loop control engines; (2) propane was not included in the original study; and (3) liquefied natural gas (LNG) was found to be in the early stages of deployment in transit applications. In response to these three issues, the project has continued by emissions testing newer natural gas engines and adding two new data collection sites to study the newer natural gas technology and specifically to measure new technology LNG buses.

    The objective of the the Direct Coal-Fueled 80 MW Combustion Turbine Program is to establish the technology required for private sector use of an advanced coal-fueled combustion turbine power system. Under this program the technology for a direct coal-fueled 80 MW combustion turbine is to be developed. This unit would be an element in a 207 MW direct coal-fueled combustion turbine combined cycle which includes two combustion turbines, two heat recovery steam generators and a steam turbine. Key to meeting the program objectives is the development of a successful high pressure slagging combustor that burns coal, while removing sulfur, particulates, and corrosive alkali matter from the combustion products. Westinghouse and Textron (formerly AVCO Research Laboratory/Textron) have designed and fabricated a subscale slagging combustor. This slagging combustor, under test since September 1988, has been yielding important experimental data, while having undergone several design iterations.

    Friction Bonding (FB), formerly referred to as Friction Stir Welding, is an alternative plate fabrication technique to encapsulate monolithic U-Mo fuel foils inside 6061-T6 aluminum alloy cladding. Over the past year, significant progress has been made in the area of FB, including improvements in tool material, tool design, process parameters, cooling capability and capacity and modeling, all of which improve and enhance the quality of fabricated fuel plates, reproducibility of the fabrication process and bond quality of the fuel plates. Details of this progress and how it relates to the observed improvements and enhancements are discussed. In addition, details on how these improvements have been implemented into the last two RERTR mini-plate irradiation campaigns are also discussed.

    On November 8, 2005, the Environmental Protection Agency (EPA) Administrator signed a direct final rule that will shift the retail compliance date for offering ultra-low sulfur diesel (ULSD) for highway use from September 1, 2006, to October 15, 2006. The change will allow more time for retail outlets and terminals to comply with the new 15 parts per million (ppm) sulfur standard, providing time for entities in the diesel fuel distribution system to flush higher sulfur fuel out of the system during the transition. Terminals will have until September 1, 2006, to complete their transitions to ULSD. The previous deadline was July 15, 2006.

    At an operating cost of only 4 cents/mile, methane vehicles are cheaper than gasoline, propane, or electric ones, claims the American Gas Association. The payback period for the natural gas - CNG (compressed natural gas) or LNG - vehicle would be 1-3.4 years depending on the location, conversion and station costs, fleet size, fuel cost, and mileage. The typical cost of converting a 100-vehicle fleet could be $1550/vehicle; a slow-fill station is a $100,000-200,000 investment. Widespread use of gas-powered cars would lower traffic emissions while increasing the use of pipeline capacity. It would not place a strain on gas supplies because vehicle demand is projected at 0.4-1.9 trillion CF by the year 2000, only 2-6% of expected supplies.

    In 2008, the National Renewable Energy Laboratory (NREL), under contract to the US Department of Energy (DOE), conducted a manufacturing readiness assessment (MRA) of fuel cell systems and fuel cell stacks for back-up power and material handling applications (MHE). To facilitate the MRA, manufacturing readiness levels (MRL) were defined that were based on the Technology Readiness Levels previously established by the US Department of Energy (DOE). NREL assessed the extensive existing hierarchy of MRLs developed by Department of Defense (DoD) and other Federal entities, and developed a MRL scale adapted to the needs of the Fuel Cell Technologies Program (FCTP) and to the status of the fuel cell industry. The MRL ranking of a fuel cell manufacturing facility increases as the manufacturing capability transitions from laboratory prototype development through Low Rate Initial Production to Full Rate Production. DOE can use MRLs to address the economic and institutional risks associated with a ramp-up in polymer electrolyte membrane (PEM) fuel cell production. In 2010, NREL updated this assessment, including additional manufacturers, an assessment of market developments since the original report, and a comparison of MRLs between 2008 and 2010.

    This poster is one of two complementary posters. The Next Generation Safeguards Initiative (NGSI) of the U.S. DOE has initiated a multi-lab/university collaboration to quantify the plutonium (Pu) mass in, and detect the diversion of pins from, spent nuclear fuel assemblies with non-destructive assay (NDA). This research effort has the goal of quantifying the capability of 14 NDA techniques as well as training a future generation of safeguards practitioners. By November of 2010, we will be 1.5 years into the first phase (2.5 years) of work. This first phase involves primarily Monte Carlo modelling while the second phase (also 2.5 years) will focus on experimental work. The goal of phase one is to quantify the detection capability of the various techniques for the benefit of safeguard technology developers, regulators, and policy makers as well as to determine what integrated techniques merit experimental work, We are considering a wide range of possible technologies since our research horizon is longer term than the focus of most regulator bodies. The capability of all of the NDA techniques will be determined for a library of 64 17 x 17 PWR assemblies [burnups (15, 30, 45, 60 GWd/tU), initial enrichments (2, 3, 4, 5%) and cooling times (1, 5, 20, 80 years)]. The burnup and cooling time were simulated with each fuel pin being comprised of four radial regions. In this paper an overview of the purpose will be given as well as a technical update on the following 6 neutron techniques: {sup 252}Cf Interrogation with Prompt Neutron Detection, Delayed Neutrons, Differential Die-Away, Differential Die-Away Self-Interrogation, Passive Neutron Albedo Reactivity, Self-Integration Neutron Resonance Densitometry. The technical update will quantify the anticipated performance of each technique for the 64 assemblies of the spent fuel library.

    Battelle, Pacific Northwest Laboratories established a surveillance program for EPRI that documents the integrity of spent light-water reactor fuel and structural materials (spent fuel storage pool liners, racks, piping, etc.) during wet storage. The program involves providing an update on the overall performance of spent fuel in wet storage, monitoring Licensee Event Reports (LERs) for pertinent significant occurrences, identifying lead spent fuel assemblies that are of particular interest to EPRI, monitoring developments in fuel design and performance and assessing their influence on spent fuel storage characteristics, and identifying specific actions or programs that may be needed to maintain the viability of wet storage of spent fuel for extended periods. Experience to date indicates that wet storage is a well-developed technology with no associated major technological problems. Spent fuel storage pools are operated without substantial risk to the public or the plant personnel. A list of lead spent fuel assemblies is presented. Pertinent occurrences from LERs are listed. Very few fuel assemblies have suffered major mechanical damage as a result of handling operations at spent fuel storage pools. Experience to date with handling operations at spent fuel storage pools indicates that failed fuel rods and inadvertent fracturing of fuel rods can be accommodated. Minor problems have occurred with spent fuel storage pool components such as liners, racks, and piping. Surveillance continues to be needed on: (1) possible effects on handling and storage of spent fuel from extended burnup, hydrogen injection at boiling water reactors, and rod consolidation operations; (2) extended pool exposure of neutron-absorbing materials; (3) cracking of spent fuel storage pool piping at pressurized water reactors; and (4) control of impurities in spent fuel pool waters. 120 references, 13 figures, 10 tables.

    A nuclear fuel bundle fuel transfer system includes a transfer pool containing water at a level above a reactor core. A fuel transfer machine therein includes a carriage disposed in the transfer pool and under the water for transporting fuel bundles. The carriage is selectively movable through the water in the transfer pool and individual fuel bundles are carried vertically in the carriage. In a preferred embodiment, a first movable bridge is disposed over an upper pool containing the reactor core, and a second movable bridge is disposed over a fuel storage pool, with the transfer pool being disposed therebetween.     A process is provided for producing near-perfect optical surfaces, for EUV and soft-x-ray optics. The method involves polishing or otherwise figuring the multilayer coating that has been deposited on an optical substrate, in order to correct for errors in the figure of the substrate and coating. A method such as ion-beam milling is used to remove material from the multilayer coating by an amount that varies in a specified way across the substrate. The phase of the EUV light that is reflected from the multilayer will be affected by the amount of multilayer material removed, but this effect will be reduced by a factor of 1-n as compared with height variations of the substrate, where n is the average refractive index of the multilayer.

    The overall purpose of this study is to provide information and guidance to the Office of Environmental Management of the U.S. Department of Energy (DOE) about the level of characterization necessary to dispose of DOE-owned spent nuclear fuel (SNF). The disposal option modeled was codisposal of DOE SNF with defense high-level waste (DHLW). A specific goal was to demonstrate the influence of DOE SNF, expected to be minor, in a predominately commercial repository using modeling conditions similar to those currently assumed by the Yucca Mountain Project (YMP). A performance assessment (PA) was chosen as the method of analysis. The performance metric for this analysis (referred to as the 1997 PA) was dose to an individual; the time period of interest was 100,000 yr. Results indicated that cumulative releases of 99Tc and 237Np (primary contributors to human dose) from commercial SNF exceed those of DOE SNF both on a per MTHM and per package basis. Thus, if commercial SNF can meet regulatory performance criteria for dose to an individual, then the DOE SNF can also meet the criteria. This result is due in large part to lower burnup of the DOE SNF (less time for irradiation) and to the DOE SNF's small percentage of the total activity (1.5%) and mass (3.8%) of waste in the potential repository. Consistent with the analyses performed for the YMP, the 1997 PA assumed all cladding as failed, which also contributed to the relatively poor performance of commercial SNF compared to DOE SNF.

    A pedestal optical substrate that simultaneously provides high substrate dynamic stiffness, provides low surface figure sensitivity to mechanical mounting hardware inputs, and constrains surface figure changes caused by optical coatings to be primarily spherical in nature. The pedestal optical substrate includes a disk-like optic or substrate section having a top surface that is coated, a disk-like base section that provides location at which the substrate can be mounted, and a connecting cylindrical section between the base and optics or substrate sections. The optic section has an optical section thickness.sup.2 /optical section diameter ratio of between about 5 to 10 mm, and a thickness variation between front and back surfaces of less than about 10%. The connecting cylindrical section may be attached via three spaced legs or members. However, the pedestal optical substrate can be manufactured from a solid piece of material to form a monolith, thus avoiding joints between the sections, or the disk-like base can be formed separately and connected to the connecting section. By way of example, the pedestal optical substrate may be utilized in the fabrication of optics for an extreme ultraviolet (EUV) lithography imaging system, or in any optical system requiring coated optics and substrates with reduced sensitivity to mechanical mounts.
