  11. Assessment of LED Technology in Ornamental Post-Top Luminaires (Host Site: Sacramento, CA)

    The DOE Municipal Solid-State Street Lighting Consortium has evaluated four different LED replacements for existing ornamental post-top street lights in Sacramento, California. The project team was composed of the City and its consultant, PNNL (representing the Consortium), and the Sacramento Municipal Utility District. Product selection was finalized in March 2011, yielding one complete luminaire replacement and three lamp-ballast retrofit kits. Computer simulations, field measurements, and laboratory testing were performed to compare the performance and cost-effectiveness of the LED products relative to the existing luminaire with 100 W high-pressure sodium lamp. After it was confirmed the LED products were not equivalent to HPS in terms of initial photopic illumination, the following parameters were scaled proportionally to enable equitable (albeit hypothetical) comparisons: light output, input wattage, and pricing. Four replacement scenarios were considered for each LED product, incorporating new IES guidance for mesopic multipliers and lumen maintenance extrapolation, but life cycle analysis indicated cost effectiveness was also unacceptable. Although LED efficacy and pricing continue to improve, this project serves as a timely and objective notice that LED technology may not be quite ready yet for such applications.

    The present invention provides an improved dissolution process for ZrO.sub.2 -UO.sub.2 -CaO-type pressurized water reactor fuels. The zirconium cladding is dissolved with hydrofluoric acid, immersing the ZrO.sub.2 -UO.sub.2 -CaO fuel wafers in the resulting zirconium-dissolver-product in the dissolver vessel, and nitric acid is added to the dissolver vessel to facilitate dissolution of the uranium from the ZrO.sub.2 -UO.sub.2 -CaO fuel wafers.

    The Sacramento Area Office (SAO) of the Western Area Power Administration (Western) needs to increase the security of operations, to eliminate overcrowding at the current leased location of the existing facilities, to provide for future growth, to improve efficiency, and to reduce operating costs. The proposed action is to construct an approximate 40,000-square foot building and adjacent parking lot with a Solar Powered Electric Vehicle Charging Station installed to promote use of energy efficient transportation. As funding becomes available and technology develops, additional innovative energy-efficient measures will be incorporated into the building.     The Western Area Power Administration's Central Valley Project transmission system forms an integral part of the interconnected Sacramento area transmission grid. Western is contractually responsible to oversee that the system is operated in accordance with strict reliability standards. Growth in the greater Sacramento, California area and power imported from generation outside the region, have increased the demand on the interconnected electric transmission system, leading to transmission system overloads and reducing the reliability and security of the area power system. Western has prepared this Sacramento Area Voltage Support (SVS) Draft Environmental Impact Statement (EIS) in compliance with Federal laws, regulations and guidelines, principally the ''National Environmental Policy Act'' (NEPA). This Draft EIS evaluates the potential environmental effects of physical improvements to the area's power system. Enhancements are needed to improve system reliability and provide voltage support for the Sacramento area. The results of public scoping meetings, workshops, meetings with agencies, and earlier studies by Western and area utilities helped to develop a range of alternatives for analysis. The Proposed Action involves: Constructing a new double-circuit, 230-kV transmission line paralleling the existing double-circuit, 230-kV line from the O'Banion Substation to the Elverta Substation; Realigning a portion of the existing Cottonwood-Roseville single-circuit, 230-kV transmission line north of Elverta Substation; and Reconductoring the existing double-circuit, 230-kV transmission line from the Elverta Substation to the Tracy Substation. Public Hearings on the Draft EIS will be held between December 9-12, 2002. Comments on this Draft EIS are encouraged and should be sent to Ms. Loreen McMahon (above). Comments must be received by December 30, 2002.

    During the Carbonaceous Aerosols and Radiative Effects Study (CARES) the DOE G-1 aircraft was used to sample aerosol and gas phase compounds in the Sacramento, CA plume and surrounding region. We present data from 66 plume transects obtained during 13 flights in which southwesterly winds transported the plume towards the foothills of the Sierra Nevada Mountains. Plume transport occurred partly over land with high isoprene emission rates. Linear and bilinear correlations between OA, CO, and each of three biogenic tracers, "Bio", for individual plume transects indicate that most of the variance in OA over short time and distance scales can be explained by CO. For each transect and species a plume perturbation, (i.e., ?OA, defined as the difference between 90th and 10th percentiles) was defined and regressions done amongst ? values in order to probe day to day and location dependent variability. Species that predicted the largest fraction of the variance in ?OA were ?O3 and ?CO. Background OA was highly correlated with background methanol and poorly correlated with other tracers. Because background OA was ~ 60 % of peak OA in the urban plume, peak OA should be primarily biogenic and therefore non-fossil. Transects were split into subsets according to the percentile rankings of ?CO and ?Bio, similar to an approach used by Setyan et al. (2012) and Shilling et al. (2013) to determine if anthropogenic-biogenic interactions enhance OA production. As found earlier, ?OA in the data subset having high ?CO and high ?Bio was

    While particulate matter (PM) in the atmosphere can lead to a wide array of negative health effects, the cause of toxicity is largely unknown. One aspect of PM that likely affects health is the chemical composition, in particular the transition metals within the particles. Chromium is one transition metal of interest due to its two major oxidation states, with Cr(III) being much less toxic compared to Cr(VI). Using microfocused X-ray absorption near edge structure (micro-XANES), we analyzed the Cr speciation in fine particles (diameters {le} 2.5 {mu}m) collected at three sites in the Sacramento Valley of northern California: Sacramento, a large urban area, Davis, a small city, and Placerville, a rural area. These are several major stationary sources of Cr within 24 km of the site including chrome-plating plants, power plants and incinerators. The microfocused X-ray beam enables us to look at very small areas on the filter with a resolution of typically 5-7 micrometers. With XANES we are able to not only distinguish between Cr(VI) and Cr(III), but also to identify different types of Cr(III) and more reduced Cr species. At all of our sampling sites the main Cr species were Cr(III), with Cr(OH){sub 3} or a Cr-Fe, chromite-like, phase being the dominant species. Cr(VI)-containing particles were found only in the most urban site. All three sites contained some reduced Cr species, either Cr(0) or Cr{sub 3}C{sub 2}, although these were minor components. This work demonstrates that micro-XANES can be used as a minimally invasive analytical tool to investigate the composition of ambient PM. 32 refs., 6 figs.

    Dissolved-gad supersaturation levels were monitored in the Sacramento River system in central California during 1981-1982. Gas supersaturation was highest in the spring when temperature and flow were increasing rapidly, and was caused primarily by inflows of highly supersaturated water from the American and Feather rivers. During high runoff, air entrained by falls and rapids can produce supersaturation. Rapid heating can produce gas supersaturation because the solubility of gases is reduced at higher temperatures. Entrainment of air at dams does not appear to be responsible for gas supersaturation in these two rivers, although the dams may have an influence on dissolved gas levels in the Sacramento River. Gas supersaturation in the Sacramento-San Joaquin River system may adversely affect the eggs and larvae of wild striped bass Morone saxatilis and salmonids in hatcheries. The siting of salmonid hatcheries below large dams insures that hatchery fish will be exposed to high levels of gas supersaturation. Our objective is to empirically determine whether organic aerosol (OA) can be attributed to anthropogenic or biogenic sources, and to determine whether there is a synergistic effect whereby OA concentrations are enhanced bymore » the simultaneous presence of high concentrations of carbon monoxide (CO) and either isoprene, MVK + MACR (sum of methyl vinyl ketone and methacrolein), or methanol, which are taken as tracers of anthropogenic and biogenic emissions, respectively.     A variety of commercial and experimental starch- and sugar-rich crops were evaluated for their suitability as feedstocks for both small-scale, on-farm and intermediate-scale, off-farm fuel ethanol production in California's Sacramento Valley. Solutions of linear programming models indicated that sweet sorghum is the least-cost feedstock for on-farm production of 50,000 gallons of fuel ethanol per year. Fodder beet proved to be the least-cost feedstock for off-farm production of 1 million gallons of fuel ethanol per year.

    A pilot project now under development in Folsom, California, incorporates an anaerobic digestion/aerobic composting process that could eventually supply enough biogas to a fuel cell. The Sacramento Municipal Utility District (SMUD) has two fuel cells in operation and is participating in the research project. Recently, the California Prison Industry Authority (PIA) began operating a processing facility at the Folsom prison, designed for 100 tons/day of mixed waste from the City of Folsom. The 35,000 square foot Correctional Resource Recovery Facility (CRRF) uses minimum security inmates from Folsom`s Return to Custody Facility to manually separate recyclables and compostable materials from the waste stream. The PIA will be using a new technology, high solids anaerobic digestion, to compost the organic fraction (representing approximately 60 to 70 percent of the waste stream). Construction began in June on a 40-foot wide by 120-foot long and 22-foot deep anaerobic digester. Once the vessel is operational in 1995, the composting process and the gradual breakdown of organic material will produce biogas, which SMUD hopes to use to power an adjacent two megawatt fuel cell. The electricity generated will serve SMUD customers, including the waste facility and nearby correctional institutions. 1 fig.

    In 1997, the U.S. Environmental Protection Agency (EPA) established the ''Heat Island Reduction Initiative'' to quantify the potential benefits of Heat-Island Reduction (HIR) strategies (i.e., shade trees, reflective roofs, reflective pavements and urban vegetation) to reduce cooling-energy use in buildings, lower the ambient air temperature and improve urban air quality in cities, and reduce CO2 emissions from power plants. Under this initiative, the Urban Heat Island Pilot Project (UHIPP) was created with the objective of investigating the potential of HIR strategies in residential and commercial buildings in three initial UHIPP cities: Baton Rouge, LA; Sacramento, CA; and Salt Lake City, UT. Later two other cities, Chicago, IL and Houston, TX were added to the UHIPP. In an earlier report we summarized our efforts to calculate the annual energy savings, peak power avoidance, and annual CO2 reduction obtainable from the introduction of HIR strategies in the initial three cities. This report summarizes the results of our study for Chicago and Houston. In this analysis, we focused on three building types that offer the highest potential savings: single-family residence, office and retail store. Each building type was characterized in detail by vintage and system type (i.e., old and new building constructions, and gas and electric heat). We used the prototypical building characteristics developed earlier for each building type and simulated the impact of HIR strategies on building cooling- and heating-energy use and peak power demand using the DOE-2.1E model. Our simulations included the impact of (1) strategically-placed shade trees near buildings [direct effect], (2) use of high-albedo roofing material on the building [direct effect], (3) urban reforestation with high-albedo pavements and building surfaces [indirect effect] and (4) combined strategies 1, 2, and 3 [direct and indirect effects].     Peat cores were collected in 4 remnant marsh islands and 4 drained, farmed islands throughout the Sacramento - San Joaquin Delta of California in order to characterize the peat accretion history of this region. Radiocarbon age determination of marsh macrofossils at both marsh and farmed islands showed that marshes in the central and western Delta started forming between 6030 and 6790 cal yr BP. Age-depth models for three marshes were constructed using cubic smooth spline regression models. The resulting spline fit models were used to estimate peat accretion histories for the marshes. Estimated accretion rates range from 0.03 to 0.49 cm yr{sup -1} for the marsh sites. The highest accretion rates are at Browns Island, a marsh at the confluence of the Sacramento and San Joaquin rivers. Porosity was examined in the peat core from Franks Wetland, one of the remnant marsh sites. Porosity was greater than 90% and changed little with depth indicating that autocompaction was not an important process in the peat column. The mean contribution of organic matter to soil volume at the marsh sites ranges from 6.15 to 9.25% with little variability. In contrast, the mean contribution of inorganic matter to soil volume ranges from 1.40 to 8.45% with much greater variability, especially in sites situated in main channels. These results suggest that marshes in the Delta can be viewed as largely autochthonous vs. allochthonous in character. Autochthonous sites are largely removed from watershed processes, such as sediment deposition and scour, and are dominated by organic production. Allochthonous sites have greater fluctuations in accretion rates due to the variability of inorganic inputs from the watershed. A comparison of estimated vertical accretion rates with 20th century rates of global sea-level rise shows that currently marshes are maintaining their positions in the tidal frame, yet this offers little assurance of sustainability under scenarios of increased sea-level rise in

    The axial blanket fuel design in this program, which is retrofittable in operating pressurized water reactors, involves replacing the top and bottom of the enriched fuel column with low-enriched (less than or equal to 1.0 wt % /sup 235/U) fertile uranium. This repositioning of the fissile inventory in the fuel rod leads to decreased axial leakage and increased discharge burnups in the enriched fuel. Various axial blanket fuel designs, with blanket thicknesses from 0 to 10 inches and blanket enrichments from 0.2 to 1.0 wt % /sup 235/U, were investigated to determine the relationship between uranium utilization and power peaking. Analyses were preformed to assess the nuclear, mechanical, and thermal-hydraulic effects arising from the use of axial blankets. Four axial blanket lead test assemblies are being fabricated for scheduled irradiation in cycle 5 of Sacramento Municipal Utility District's Rancho Seco pressurized water reactor. Analyses to support licensing cycle 5 are in progress.

    This report describes the results of an analysis to determine the economic and operational value of battery storage to wind and photovoltaic (PV) generation technologies to the Sacramento Municipal Utility District (SMUD) system. The analysis approach consisted of performing a benefit-cost economic assessment using established SMUD financial parameters, system expansion plans, and current system operating procedures. This report presents the results of the analysis. Section 2 describes expected wind and PV plant performance. Section 3 describes expected benefits to SMUD associated with employing battery storage. Section 4 presents preliminary benefit-cost results for battery storage added at the Solano wind plant and the Hedge PV plant. Section 5 presents conclusions and recommendations resulting from this analysis. The results of this analysis should be reviewed subject to the following caveat. The assumptions and data used in developing these results were based on reports available from and interaction with appropriate SMUD operating, planning, and design personnel in 1994 and early 1995 and are compatible with financial assumptions and system expansion plans as of that time. Assumptions and SMUD expansion plans have changed since then. In particular, SMUD did not install the additional 45 MW of wind that was planned for 1996. Current SMUD expansion plans and assumptions should be obtained from appropriate SMUD personnel.

  6. Core description and analysis using X-radiography and cat-scanning: examples from Sacramento and San Joaquin basins, California

    X-radiographs of cores from Forbes deep basin sands, the tar-saturated paralic sands of the Temblor and the Tulare fluvial sands and silts, as well as fractured siliceous units (the Monterey Formation and equivalents) reveal geologic features that are either not visible or barely discernible to the naked eye. These features include changes in grain size, grading, ripple lamination to cross-bedding, cyclic couplets in tidal sequences, bioturbation and burrowing, and fracture patterns and filling. Forbes core x-radiography from the northern Sacramento basin clearly shows a sequence of thinly bedded sand and mudstones that are microripple cross-laminated. Partial Bouma sequences (Ta-b or Tb with Ta-c) are characteristic of the thickly bedded sands below the ripple-laminated units. Cyclic sequences of mud-turbidites and finely laminated, very fine-grained sands to coarse silts characterize a sand-poor sequence that overlies a massive to indistinctly thin-bedded sand. Most of these features described above are barely discernible without x-radiography, yet all provide major input to the interpretation of the depositional environment of the Forbes Formation, as well as information regarding reservoir continuity. Tar or heavy-oil saturation of cores can be a severe problem when cores are examined. In a Tulare Formation core sequence that was x-radiographed, essentially no bedding was visible, even using UV photography. However, extensive fluvial cross-bedding throughout the core was revealed by the x-radiography. A similar, heavy oil masking problem in a Temblor Formation core near East Coalinga was also resolved by the x-ray technique. The reservoir is divided into multiple, thin, tidal couplets (4-6 in.) of oil-saturated sand separated by 1 to 3 in. thick mudstones.

    Fuel economy data contained in the 1996 California Air Resources Board (CARB) report with respect to the introduction of California Reformulated Gasoline (CaRFG) has been examined and reanalyzed by two additional statistical methodologies. Additional data has also been analyzed by these two statistical approaches. Within the assumptions of the analysis, point estimates for the reduction in fuel economy using CaRFG as compared to conventional, non-reformulated gasoline were 2-4%, with a 95% upper confidence bound of 6%. Substantial variations in fuel economy are routine and inevitable due to additional factors which affect mileage, even if there is no change in fuel reformulation. This additional analysis confirms the conclusion reached by CARB with respect to the impact of CaRFG on fuel economy.

    container is penetrated by twelve hexagonal control assembly (CA) guide tubes, each of which has 3.0 mm thickness and 69.4 mm flat-to-flat outer distance. The distance between two neighboring CA guide tube is selected to be 26 cm to provide an adequate space for CA driving systems. The fuel container has 18181 penetrating coolant tubes of 6.0 mm inner diameter and 2.0 mm thickness. The coolant tubes are arranged in a triangular lattice with a lattice pitch of 1.21 cm. The fuel, structure, and coolant volume fractions inside the fuel container are 0.386, 0.383, and 0.231, respectively. Separate steel reflectors and B4C shields are used outside of the fuel container. Six gas expansion modules (GEMs) of 5.0 cm thickness are introduced in the radial reflector region. Between the radial reflector and the fuel container is a 2.5 cm sodium gap. The TRU inventory at the beginning of equilibrium cycle (BOEC) is 5081 kg, whereas the TRU inventory at the beginning of life (BOL) was 3541 kg. This is because the equilibrium cycle fuel contains a significantly smaller fissile fraction than the LWR TRU feed. The fuel inventory at BOEC is composed of 34.0 a/o TRU, 41.4 a/o Ce, 23.6 a/o Co, and 1.03 a/o solid fission products. Since uranium-free fuel is used, a theoretical maximum TRU consumption rate of 1.011 kg/day is achieved. The semi-continuous fuel cycle based on the 300-batch, 1- day cycle approximation yields a burnup reactivity loss of 26 pcm/day, and requires a daily reprocessing of 32.5 kg of SLFFR fuel. This yields a daily TRU charge rate of 17.45 kg, including a makeup TRU feed of 1.011 kg recovered from the LWR used fuel. The charged TRU-Ce-Co fuel is composed of 34.4 a/o TRU, 40.6 a/o Ce, and 25.0 a/o Co.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    A process of separating transuranium actinide values from uranium values present in spent nuclear oxide fuels which contain rare earth and noble metal fission products. The oxide fuel is reduced with Ca metal in the presence of CaCl.sub.2 and a U-Fe alloy containing not less than about 84% by weight uranium at a temperature in the range of from about 800.degree. C. to about 850.degree. C. to produce additional uranium metal which dissolves in the U-Fe alloy raising the uranium concentration and having transuranium actinide metals and rare earth fission product metals and the noble metal fission products dissolved therein. The CaCl.sub.2 having CaO and fission products of alkali metals and the alkali earth metals and iodine dissolved therein is separated and electrolytically treated with a carbon electrode to reduce the CaO to Ca metal while converting the carbon electrode to CO and CO.sub.2. The Ca metal and CaCl.sub.2 is recycled to reduce additional oxide fuel. The U-Fe alloy having transuranium actinide metals and rare earth fission product metals and the noble metal fission products dissolved therein is contacted with Mg metal which takes up the actinide and rare earth fission product metals. The U-Fe alloy retains the noble metal fission products and is stored while the Mg is distilled and recycled leaving the transuranium actinide and rare earth fission products isolated.

    This article reports that digester gas from a wastewater treatment plant meets up to 40% of the fuel needs of this cogenerator. Steam is exported for heating the treatment plant`s digesters and for ice production by a second steam host. The Carson Ice-Gen Project promises to enhance the reliability of electric service to the Sacramento Regional Waste water Treatment Plant (SRWTP), to prevent effluent discharges to nearby water ways during power disruptions, and to reduce air emissions associated with flaring of digester gas. The project comprises a 95-MW combined-cycle cogeneration powerplant and a 300-ton/day ice-production plant. The powerplant features twin LM 6000 gas turbines (GTs). One, used as a 53-MW base-load unit, is paired with a heat-recovery steam generator (HRSG) feeding an extraction/condensing steam turbine/generator (STG). The other GT is used as a 42-MW, simple-cycle peaking unit. Primary fuel is natural gas, which is supplemented by digester gas that is currently being flared at the wastewater treatment plant. Export steam extracted from the STG is used to heat the digesters and to drive ammonia compressors at the ice plant. Steam is also used on-site to chill water in absorption chillers that cool the GT inlet air for power augmentation.

    Disclosed is an improved method of reforming a gaseous reformable fuel within a solid oxide fuel cell generator, wherein the solid oxide fuel cell generator has a plurality of individual fuel cells in a refractory container, the fuel cells generating a partially spent fuel stream and a partially spent oxidant stream. The partially spent fuel stream is divided into two streams, spent fuel stream I and spent fuel stream II. Spent fuel stream I is burned with the partially spent oxidant stream inside the refractory container to produce an exhaust stream. The exhaust stream is divided into two streams, exhaust stream I and exhaust stream II, and exhaust stream I is vented. Exhaust stream II is mixed with spent fuel stream II to form a recycle stream. The recycle stream is mixed with the gaseous reformable fuel within the refractory container to form a fuel stream which is supplied to the fuel cells. Also disclosed is an improved apparatus which permits the reforming of a reformable gaseous fuel within such a solid oxide fuel cell generator. The apparatus comprises a mixing chamber within the refractory container, means for diverting a portion of the partially spent fuel stream to the mixing chamber, means for diverting a portion of exhaust gas to the mixing chamber where it is mixed with the portion of the partially spent fuel stream to form a recycle stream, means for injecting the reformable gaseous fuel into the recycle stream, and means for circulating the recycle stream back to the fuel cells.

    Four 1978 Honda CVCC vehicles have been in regular use by California Energy Commission staff in Sacramento for 12 months. Three of the unmodified vehicles were fueled with alcohol/gasoline blends (5% methanol, 10% methanol, and 10% ethanol) with the fourth remaining on gasoline as a control. The operators did not know which fuels were in the vehicles. At 90-day intervals the cars were returned to the Univerity of Santa Clara for servicing and for emissions and fuel economy testing in accordance with the Federal Test Procedures. The demonstration and testing have established the following: (1) the tested blends cause no significant degradation in exhaust emissions, fuel economy, and driveability; (2) the tested blends cause significant increases in evaporative emissions; (3) analysis of periodic oil samples shows no evidence of accelerated metal wear; and (4) higher than 10% alcohols will require substantial modification to most existing California motor vehicles for acceptable emissions, performance, and fuel economy. Many aspects of using methanol and ethanol fuels, both straight and in blends, in various engine technologies are discussed.

    In January 1982, the Department of Energy guaranteed a loan for the construction and startup of the Great Plains project. On August 1, 1985, the partnership defaulted on the $1.54 billion loan, and DOE acquired control of, and then title to, the project. DOE continued to operate the plant, through the ANG Coal Gasification Company, and sell synthetic fuel. The DOE's ownership and divestiture of the plant is discussed.

    A process of separating transuranium actinide values from uranium values present in spent nuclear oxide fuels containing rare earth and noble metal fission products as well as other fission products is disclosed. The oxide fuel is reduced with Ca metal in the presence of Ca chloride and a U-Fe alloy which is liquid at about 800.degree. C. to dissolve uranium metal and the noble metal fission product metals and transuranium actinide metals and rare earth fission product metals leaving Ca chloride having CaO and fission products of alkali metals and the alkali earth metals and iodine dissolved therein. The Ca chloride and CaO and the fission products contained therein are separated from the U-Fe alloy and the metal values dissolved therein. The U-Fe alloy having dissolved therein reduced metals from the spent nuclear fuel is contacted with a mixture of one or more alkali metal or alkaline earth metal halides selected from the class consisting of alkali metal or alkaline earth metal and Fe or U halide or a combination thereof to transfer transuranium actinide metals and rare earth metals to the halide salt leaving the uranium and some noble metal fission products in the U-Fe alloy and thereafter separating the halide salt and the transuranium metals dissolved therein from the U-Fe alloy and the metals dissolved therein.
