    The Materials and Fuels Complex (MFC) facilities MFC-799, “Sodium Processing Facility” (a single building consisting of two areas: the Sodium Process Area and the Carbonate Process Area); MFC-799A, “Caustic Storage Area;” and MFC-770C, “Nuclear Calibration Laboratory,” have been declared excess to future Department of Energy (DOE) Office of Nuclear Energy(NE) mission requirements. Transfer of these facilities from NE to the DOE Office of Environmental Management (EM), and an associated schedule for doing so, have been agreed upon by the two offices. This report documents the completion of pre-transfer stabilization actions, as identified in DOE Guide 430.1-5, “Transition Implementation Guide,” for buildings MFC-799/799A and 770C, and indicates that these facilities are ready for transfer from NE to EM. The facilities are in a known, safe condition and information is provided to support efficient decommissioning and demolition (D&D) planning while minimizing the possibility of encountering unforeseen circumstances during the D&D activities.

    The Materials & Fuel Complex (MFC) facilities 799 Sodium Processing Facility (a single building consisting of two areas: the Sodium Process Area (SPA) and the Carbonate Process Area (CPA), 799A Caustic Storage Area, and 770C Nuclear Calibration Laboratory have been declared excess to future Department of Energy mission requirements. Transfer of these facilities from Nuclear Energy to Environmental Management, and an associated schedule for doing so, have been agreed upon by the two offices. The prerequisites for this transfer to occur are the removal of nonexcess materials and chemical inventory, deinventory of the calibration source in MFC-770C, and the rerouting and/or isolation of utility and service systems. This report provides a description of the current physical condition and any hazards (material, chemical, nuclear or occupational) that may be associated with past operations of these facilities. This information will document conditions at time of transfer of the facilities from Nuclear Energy to Environmental Management and serve as the basis for disposition planning. The process used in obtaining this information included document searches, interviews and facility walk-downs. A copy of the facility walk-down checklist is included in this report as Appendix A. MFC-799/799A/770C are all structurally sound and associated hazardous or potentially hazardous conditions are well defined and well understood. All installed equipment items (tanks, filters, etc.) used to process hazardous materials remain in place and appear to have maintained their integrity. There is no evidence of leakage and all openings are properly sealed or closed off and connections are sound. The pits appear clean with no evidence of cracking or deterioration that could lead to migration of contamination. Based upon the available information/documentation reviewed and the overall conditions observed during the facilities walk-down, it is concluded that these facilities may be disposed of

  3. Hazardous Materials Verification and Limited Characterization Report on Sodium and Caustic Residuals in Materials and Fuel Complex Facilities MFC-799/799A

    This report is a companion to the Facilities Condition and Hazard Assessment for Materials and Fuel Complex Sodium Processing Facilities MFC-799/799A and Nuclear Calibration Laboratory MFC-770C (referred to as the Facilities Condition and Hazards Assessment). This report specifically responds to the requirement of Section 9.2, Item 6, of the Facilities Condition and Hazards Assessment to provide an updated assessment and verification of the residual hazardous materials remaining in the Sodium Processing Facilities processing system. The hazardous materials of concern are sodium and sodium hydroxide (caustic). The information supplied in this report supports the end-point objectives identified in the Transition Plan for Multiple Facilities at the Materials and Fuels Complex, Advanced Test Reactor, Central Facilities Area, and Power Burst Facility, as well as the deactivation and decommissioning critical decision milestone 1, as specified in U.S. Department of Energy Guide 413.3-8, “Environmental Management Cleanup Projects.” Using a tailored approach and based on information obtained through a combination of process knowledge, emergency management hazardous assessment documentation, and visual inspection, this report provides sufficient detail regarding the quantity of hazardous materials for the purposes of facility transfer; it also provides that further characterization/verification of these materials is unnecessary.

    Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure.   The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard.   This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.

  5. Analysis of Flood Hazards for the Materials and Fuels Complex at the Idaho National Laboratory Site

    Researchers at Pacific Northwest National Laboratory conducted a flood hazard analysis for the Materials and Fuels Complex (MFC) site located at the Idaho National Laboratory (INL) site in southeastern Idaho. The general approach for the analysis was to determine the maximum water elevation levels associated with the design-basis flood (DBFL) and compare them to the floor elevations at critical building locations. Two DBFLs for the MFC site were developed using different precipitation inputs: probable maximum precipitation (PMP) and 10,000 year recurrence interval precipitation. Both precipitation inputs were used to drive a watershed runoff model for the surrounding upland basins and the MFC site. Outflows modeled with the Hydrologic Engineering Centers Hydrologic Modeling System were input to the Hydrologic Engineering Centers River Analysis System hydrodynamic flood routing model.

    This Process Knowledge Summary Report summarizes the information collected to satisfy the transportation and waste acceptance requirements for the transfer of transuranic (TRU) waste between the Materials and Fuels Complex (MFC) and the Advanced Mixed Waste Treatment Project (AMWTP). The information collected includes documentation that addresses the requirements for AMWTP and the applicable portion of their Resource Conservation and Recovery Act permits for receipt and treatment of TRU debris waste in AMWTP. This report has been prepared for contact-handled TRU debris waste generated by the Idaho National Laboratory at MFC. The TRU debris waste will be shipped to AMWTP for purposes of supercompaction. This Process Knowledge Summary Report includes information regarding, but not limited to, the generation process, the physical form, radiological characteristics, and chemical contaminants of the TRU debris waste, prohibited items, and packaging configuration. This report, along with the referenced supporting documents, will create a defensible and auditable record for waste originating from MFC.

    This report presents the results of flood hazards analyses performed for the Materials and Fuels Complex (MFC) and the adjacent Transient Reactor Experiment and Test Facility (TREAT) located at Idaho National Laboratory. The requirements of these analyses are provided in the U.S. Department of Energy Order 420.1B and supporting Department of Energy (DOE) Natural Phenomenon Hazard standards. The flood hazards analyses were performed by Battelle Energy Alliance and Pacific Northwest National Laboratory. The analyses addressed the following: • Determination of the design basis flood (DBFL) • Evaluation of the DBFL versus the Critical Flood Elevations (CFEs) for critical existing structures, systems, and components (SSCs).

    ABSTRACT This renewal application for the Industrial Wastewater Reuse Permit (IWRP) WRU-I-0160-01 at Idaho National Laboratory (INL), Materials and Fuels Complex (MFC) Industrial Waste Ditch (IWD) and Industrial Waste Pond (IWP) is being submitted to the State of Idaho, Department of Environmental Quality (DEQ). This application has been prepared in compliance with the requirements in IDAPA 58.01.17, Recycled Water Rules. Information in this application is consistent with the IDAPA 58.01.17 rules, pre-application meeting, and the Guidance for Reclamation and Reuse of Municipal and Industrial Wastewater (September 2007). This application is being submitted using much of the same information contained in the initial permit application, submitted in 2007, and modification, in 2012. There have been no significant changes to the information and operations covered in the existing IWRP. Summary of the monitoring results and operation activity that has occurred since the issuance of the WRP has been included. MFC has operated the IWP and IWD as regulated wastewater land treatment facilities in compliance with the IDAPA 58.01.17 regulations and the IWRP. Industrial wastewater, consisting primarily of continuous discharges of nonhazardous, nonradioactive, routinely discharged noncontact cooling water and steam condensate, periodic discharges of industrial wastewater from the MFC facility process holdup tanks, and precipitation runoff, are discharged to the IWP and IWD system from various MFC facilities. Wastewater goes to the IWP and IWD with a permitted annual flow of up to 17 million gallons/year. All requirements of the IWRP are being met. The Operations and Maintenance Manual for the Industrial Wastewater System will be updated to include any new requirements.

  11. Cultural Resource Investigation for the Materials and Fuels Complex Wastewater System Upgrade at the Idaho National Laboratory

    The Materials and Fuels Complex (MFC) located in Bingham County at the Idaho National Laboratory (INL) in southeastern Idaho is considering several alternatives to upgrade wastewater systems to meet future needs at the facility. In April and May of 2010, the INL Cultural Resource Management Office conducted archival searches, archaeological field surveys, and coordination with the Shoshone-Bannock Tribes to identify cultural resources that may be adversely affected by the proposed construction and to provide recommendations to protect any resources listed or eligible for listing on the National Register of Historic Places. These investigations showed that one National Register-eligible archaeological site is located on the boundary of the area of potential effects for the wastewater upgrade. This report outlines protective measures to help ensure that this resource is not adversely affected by construction.

  12. Nuclear Materials Characterization in the Materials and Fuels Complex Analytical Hot Cells

    As energy prices skyrocket and interest in alternative, clean energy sources builds, interest in nuclear energy has increased. This increased interest in nuclear energy has been termed the “Nuclear Renaissance”. The performance of nuclear fuels, fuels and reactor materials and waste products are becoming a more important issue as the potential for designing new nuclear reactors is more immediate. The Idaho National Laboratory (INL) Materials and Fuels Complex (MFC) Analytical Laboratory Hot Cells (ALHC) are rising to the challenge of characterizing new reactor materials, byproducts and performance. The ALHC is a facility located near Idaho Falls, Idaho at the INL Site. It was built in 1958 as part of the former Argonne National Laboratory West Complex to support the operation of the second Experimental Breeder Reactor (EBR-II). It is part of a larger analytical laboratory structure that includes wet chemistry, instrumentation and radiochemistry laboratories. The purpose of the ALHC is to perform analytical chemistry work on highly radioactive materials. The primary work in the ALHC has traditionally been dissolution of nuclear materials so that less radioactive subsamples (aliquots) could be transferred to other sections of the laboratory for analysis. Over the last 50 years though, the capabilities within the ALHC have also become independent of other laboratory sections in a number of ways. While dissolution, digestion and subdividing samples are still a vitally important role, the ALHC has stand alone capabilities in the area of immersion density, gamma scanning and combustion gas analysis. Recent use of the ALHC for immersion density shows that extremely fine and delicate operations can be performed with the master-slave manipulators by qualified operators. Twenty milligram samples were tested for immersion density to determine the expansion of uranium dioxide after irradiation in a nuclear reactor.     Reformed hydrocarbon and coal (syngas) fuels present an opportunity to integrate solid oxide fuel cells into the existing fuel infrastructure. However, these fuels often contain impurities or additives that may lead to cell degradation through sulfur poisoning or coking. Achieving high performance and sulfur tolerance in SOFCs operating on these fuels would simplify system balance of plant and sequestration of anode tail gas. NexTech Materials, Ltd., has developed a suite of materials and components (cells, seals, interconnects) designed for operation in sulfur-containing syngas fuels. These materials and component technologies have been integrated into an SOFC stack for testing on simulated propane, logistic fuel reformates and coal syngas. Details of the technical approach, cell and stack performance is reported.

    Full-size/prototypic U10Mo monolithic fuel-foils and aluminum clad fuel plates are being developed at the Idaho National Laboratory’s (INL) Materials and Fuels Complex (MFC). These efforts are focused on realizing Low Enriched Uranium (LEU) high density monolithic fuel plates for use in High Performance Research and Test Reactors. The U10Mo fuel foils under development afford a fuel meat density of ~16 gU/cc and thus have the potential to facilitate LEU conversions without any significant reactor-performance penalty. An overview is provided of the ongoing monolithic UMo fuel development effort, including application of a zirconium barrier layer on fuel foils, fabrication scale-up efforts, and development of complex/graded fuel foils. Fuel plate clad bonding processes to be discussed include: Hot Isostatic Pressing (HIP) and Friction Bonding (FB).

  20. Development of inexpensive metal macrocyclic complexes for use in fuel cells

    Several metal macrocyclic complexes were synthesized for use as catalysts in fuel cells. An initial evaluation of their ability to catalyze the fuel cell reactions were completed. Based on this initial evaluation, one metal macrocyclic catalyst was selected and long-term stability testing in a fuel cell was initiated. The fuel cell employing this catalyst was operated continuously for one year with little signs of catalyst degradation. The effect of synthetic reformates on the performance of the catalyst in the fuel cell environment also demonstrated high tolerance of this catalyst for common contaminants and poisons.

  1. Microbial Community Analysis of a Single Chamber Microbial Fuel Cell Using Potato Wastewater

    Microbial fuel cells (MFCs) convert chemical energy to electrical energy via bioelectrochemical reactions mediated by microorganisms. We investigated the diversity of the microbial community in an air cathode single chamber MFC that utilized potato-process wastewater as substrate. Terminal Restriction Fragment Length Polymorphism (T-RFLP) results indicated that the bacterial communities on the anode, cathode, control electrode, and MFC bulk fluid were similar, but differed dramatically from that of the anaerobic domestic sludge and potato wastewater inoculum. The 16S rDNA sequencing results showed that microbial species detected on the anode were predominantly within the phyla of Proteobacteria, Firmicutes, and Bacteroidetes. Fluorescent microscopy results indicated that there was a clear enhancement of biofilm formation on the anode. Results of this study could help improve understanding of the complexity of microbial communities and optimize the microbial composition for generating electricity by MFCs that utilize potato wastewater.

    Industrial Control Systems (ICS) are commonly used in industries such as oil and natural gas, transportation, electric, water and wastewater, chemical, pharmaceutical, pulp and paper, food and beverage, as well as discrete manufacturing (e.g., automotive, aerospace, and durable goods.) SCADA systems are generally used to control dispersed assets using centralized data acquisition and supervisory control. Originally, ICS implementations were susceptible primarily to local threats because most of their components were located in physically secure areas (i.e., ICS components were not connected to IT networks or systems). The trend toward integrating ICS systems with IT networks (e.g., efficiency and the Internet of Things) provides significantly less isolation for ICS from the outside world thus creating greater risk due to external threats. Albeit, the availability of ICS/SCADA systems is critical to assuring safety, security and profitability. Such systems form the backbone of our national cyber-physical infrastructure. We extend the concept of mean failure cost (MFC) to address quantifying availability to harmonize well with ICS security risk assessment. This new measure is based on the classic formulation of Availability combined with Mean Failure Cost (MFC). The metric offers a computational basis to estimate the availability of a system in terms of the loss that each stakeholder stands to sustain as a result of security violations or breakdowns (e.g., deliberate malicious failures).

    Just as automobiles need fuel to operate, so do nuclear reactors. When fossil fuels such as gasoline are burned to power an automobile, they are consumed immediately and nearly completely in the process. When the fuel is gone, energy production stops. Nuclear reactors are incapable of achieving this near complete burn-up because as the fuel (uranium) that powers them is burned through the process of nuclear fission, a variety of other elements are also created and become intimately associated with the uranium. Because they absorb neutrons, which energize the fission process, these accumulating fission products eventually poison the fuel by stopping the production of energy from it. The fission products may also damage the structural integrity of the fuel elements. Even though the uranium fuel is still present, sometimes in significant quantities, it is unburnable and will not power a reactor unless it is separated from the neutron-absorbing fission products by a method called fuel reprocessing. Construction of the Fuel Reprocessing Complex at the Chem Plant started in 1950 with the Bechtel Corporation serving as construction contractor and American Cyanamid Company as operating contractor. Although the Foster Wheeler Corporation assumed responsibility for the detailed working design of the overall plant, scientists at Oak Ridge designed all of the equipment that would be employed in the uranium separations process. After three years of construction activity and extensive testing, the plant was ready to handle its first load of irradiated fuel.

  6. Accelerating the Computation of Detailed Chemical Reaction Kinetics for Simulating Combustion of Complex Fuels

    Combustion of hydrocarbon fuels has been a very challenging scientific and engineering problem due to the complexity of turbulent flows and hydrocarbon reaction kinetics. There is an urgent need to develop an efficient modeling capability to accurately predict the combustion of complex fuels. Detailed chemical kinetic models for the surrogates of fuels such as gasoline, diesel and JP-8 consist of thousands of chemical species and Arrhenius reaction steps. Oxygenated fuels such as bio-fuels and heavier hydrocarbons, such as from newer fossil fuel sources, are expected to have a much more complex chemistry requiring increasingly larger chemical kinetic models. Such models are beyond current computational capability, except for homogeneous or partially stirred reactor type calculations. The advent of highly parallel multi-core processors and graphical processing units (GPUs) promises a steep increase in computational performance in the coming years. This paper will present a software framework that translates the detailed chemical kinetic models to high- performance code targeted for GPU accelerators.

    The Hot Fuels Examination Facility (HFEF) at the Materials and Fuels Complex (MFC) of the Idaho National Laboratory was constructed in the 1960’s and opened for operation in the 1975 in support of the liquid metal fast breeder reactor research. Specifically the facility was designed to handle spent fuel and irradiated experiments from the Experimental Breeder Reactor EBRII, the Fast Flux Test Facility (FFTF), and the Transient Reactor Test Facility (TREAT). HFEF is a large alpha-gamma facility designed to remotely characterize highly radioactive materials. In the late 1980’s the facility also began support of the US DOE waste characterization including characterizing contact-handled transuranic (CH-TRU) waste. A description of the hot cell as well as some of its primary capabilities are discussed herein.

    Currently geospatial fire behavior analyses are performed with an array of fire behavior modeling systems such as FARSITE, FlamMap, and the Large Fire Simulation System. These systems currently require standard or customized surface fire behavior fuel models as inputs that are often assigned through remote sensing information. The ability to handle hundreds or thousands of measured surface fuelbeds representing the fine scale variation in fire behavior on the landscape is constrained in terms of creating compatible custom fire behavior fuel models. In this study, we demonstrate an objective method for taking ecologically complex fuelbeds from inventory observations and converting those into a set of custom fuel models that can be mapped to the original landscape. We use an original set of 629 fuel inventory plots measured on an 80,000 ha contiguous landscape in the upper Atlantic Coastal Plain of the southeastern United States. From models linking stand conditions to component fuel loads, we impute fuelbeds for over 6000 stands. These imputed fuelbeds were then converted to fire behavior parameters under extreme fuel moisture and wind conditions (97th percentile) using the fuel characteristic classification system (FCCS) to estimate surface fire rate of spread, surface fire flame length, shrub layer reaction intensity (heat load), non-woody layer reaction intensity, woody layer reaction intensity, and litter-lichen-moss layer reaction intensity. We performed hierarchical cluster analysis of the stands based on the values of the fire behavior parameters. The resulting 7 clusters were the basis for the development of 7 custom fire behavior fuel models from the cluster centroids that were calibrated against the FCCS point data for wind and fuel moisture. The latter process resulted in calibration against flame length as it was difficult to obtain a simultaneous calibration against both rate of spread and flame length.     Acetohydroxamic acid (AHA) is a novel complexant for recycle of nuclear-fuel materials. It can be used in ordinary centrifugal extractors, eliminating the need for electro-redox equipment or complex maintenance requirements in a remotely maintained hot cell. In this work, the effect of AHA on Pu(IV) distribution ratios in 30% TBP system was quantified, modeled, and integrated in SIMPSEX code. Two sets of batch experiments involving macro Pu concentrations (conducted at IGCAR) and one high-Pu flowsheet (literature) were simulated for AHA based U-Pu separation. Based on the simulation and validation results, AHA based next-generation reprocessing flowsheets are proposed for co-processing based FBR and thermal-fuel reprocessing as well as evaporator-less macro-level Pu concentration process required for MOX fuel fabrication. Utilization of AHA results in significant simplification in plant design and simpler technology implementations with significant cost savings. (authors)

  14. Development of a Raman spectroscopy technique to detect alternate transportation fuel hydrocarbon intermediates in complex combustion environments.

    Spontaneous Raman spectra for important hydrocarbon fuels and combustion intermediates were recorded over a range of low-to-moderate flame temperatures using the multiscalar measurement facility located at Sandia/CA. Recorded spectra were extrapolated to higher flame temperatures and then converted into empirical spectral libraries that can readily be incorporated into existing post-processing analysis models that account for crosstalk from overlapping hydrocarbon channel signal. Performance testing of the developed libraries and reduction methods was conducted through an examination of results from well-characterized laminar reference flames, and was found to provide good agreement. The diagnostic development allows for temporally and spatially resolved flame measurements of speciated hydrocarbon concentrations whose parent is more chemically complex than methane. Such data are needed to validate increasingly complex flame simulations.

  15. Design of an Online Fission Gas Monitoring System for Post-irradiation Examination Heating Tests of Coated Fuel Particles for High-Temperature Gas-Cooled Reactors

    A new Fission Gas Monitoring System (FGMS) has been designed at the Idaho National Laboratory (INL) for use of monitoring online fission gas-released during fuel heating tests. The FGMS will be used with the Fuel Accident Condition Simulator (FACS) at the Hot Fuels Examination Facility (HFEF) located at the Materials and Fuels Complex (MFC) within the INL campus. Preselected Advanced Gas Reactor (AGR) TRISO (Tri-isotropic) fuel compacts will undergo testing to assess the fission product retention characteristics under high temperature accident conditions. The FACS furnace will heat the fuel to temperatures up to 2,000ºC in a helium atmosphere. Released fission products such as Kr and Xe isotopes will be transported downstream to the FGMS where they will accumulate in cryogenically cooledcollection traps and monitored with High Purity Germanium (HPGe) detectors during the heating process. Special INL developed software will be used to monitor the accumulated fission products and will report data in near real-time. These data will then be reported in a form that can be readily available to the INL reporting database. This paper describes the details of the FGMS design, the control and acqusition software, system calibration, and the expected performance of the FGMS. Preliminary online data may be available for presentation at the High Temperature Reactor (HTR) conference.

  16. Enhancement in current density and energy conversion efficiency of 3-dimensional MFC anodes using pre-enriched consortium and continuous supply of electron donors

    Using a pre-enriched microbial consortium as the inoculum and continuous supply of carbon source, improvement in performance of a three-dimensional, flow-through MFC anode utilizing ferricyanide cathode was investigated. The power density increased from 170 W/m3 (1800 mW/m2) to 580 W/m3 (6130 mW/m2), when the carbon loading increased from 2.5 g/l-day to 50 g/l-day. The coulombic efficiency (CE) decreased from 90% to 23% with increasing carbon loading. The CEs are among the highest reported for glucose and lactate as the substrate with the maximum current density reaching 15.1 A/m2. This suggests establishment of a very high performance exoelectrogenic microbial consortium at the anode. A maximum energy conversion efficiency of 54% was observed at a loading of 2.5 g/l-day. Biological characterization of the consortium showed presence of Burkholderiales and Rhodocyclales as the dominant members. Imaging of the biofilms revealed thinner biofilms compared to the inoculum MFC, but a 1.9-fold higher power density.

  17. Investigating Microbial Fuel Cell Bioanode Performance Under Different Cathode Conditions

    A compact, three-in-one, flow-through, porous, electrode design with minimal electrode spacing and minimal dead volume was implemented to develop a microbial fuel cell (MFC) with improved anode performance. A biofilm-dominated anode consortium enriched under a multimode, continuous-flow regime was used. The increase in the power density of the MFC was investigated by changing the cathode (type, as well as catholyte strength) to determine whether anode was limiting. The power density obtained with an air-breathing cathode was 56 W/m3 of net anode volume (590 mW/m2) and 203 W/m3 (2160 mW/m2) with a 50-mM ferricyanide- based cathode. Increasing the ferricyanide concentration and ionic strength further increased the power density, reaching 304 W/m3 (3220 mW/m2, with 200 mM ferricyanide and 200 mM buffer concentration). The increasing trend in the power density indicated that the anode was not limiting and that higher power densities could be obtained using cathodes capable of higher rates of oxidation. The internal solution resistance for the MFC was 5 6 X, which supported the improved performance of the anode design. A new parameter defined as the ratio of projected surface area to total anode volume is suggested as a design parameter to relate volumetric and area-based power densities and to enable comparison of various MFC configurations.

    Bioelectrochemical systems have been shown to treat low-value biorefinery streams while recovering energy, however, low current densities and anode conversion efficiencies (ACE) limit their application. A bioanode was developed via enrichment of electroactive biofilm under fed-batch and continuous feeding conditions using corn stover-derived waste stream. The continuously-fed MFC exhibited a current density of 5.8±0.06 A/m2 and an ACE of 39%±4. The fed-batch MFC achieved a similar current density and an ACE of 19.2%, however, its performance dropped after 36 days of operation to 1.1 A/m2 and 0.5%, respectively. In comparison, the ACE of the continuously-fed MFC remained stable achieving anmore » ACE of 30% ± 3 after 48 days of operation. An MFC treating a biorefinery stream post fuel separation achieved a current density of 10.7±0.1 A/m2 and an ACE of 57% ± 9 at an organic loading of 12.5 g COD/L-day. Characterization of the microbial communities indicate higher abundance of Firmicutes and Proteobacteria and lower abundance of Bacteriodetes and a higher level of Geobacter spp. (1.4% vs. 0.2%) in continuously-fed MFC vs. fed-batch MFC. Finally, the results demonstrate that limiting substrate to the equivalent maximum current that the anode can generate, maintains MFC performance over a long term for high strength wastewaters, such as those generated in the biorefinery.« less

    Impedance changes of the anode, cathode and solution were examined for a microbial fuel cell (MFC) under varying conditions in order to improve its performance. An MFC inoculated with a pre-enriched microbial culture resulted in a startup time of ten days. Over this period, the anode impedance decreased below the cathode impedance, suggesting a cathode limited power output. Decreasing the anode flow rate did not impact the anode impedance significantly, while it increased the cathode impedance by 65% . Reducing the anode-medium ionic strength from 100% to 10% increased the cathode impedance by 48%.

    Microbial fuel cells (MFC) hold promise as a green technology for bioenergy production. The challenge is to improve the engineering design while exploiting the ability of microbes to generate and transfer electrons directly to electrodes. A strategy using a combination of improved anode design and an enrichment processwas formulated to improve power densities. The designwas based on a flow-through anode with minimal dead volume and a high electrode surface area per unit volume. The strategy focused on promoting biofilm formation via a combination of forced flow through the anode, carbon limitation, and step-wise reduction of external resistance. The enrichment process resulted in development of exoelectrogenic biofilm communities dominated by Anaeromusa spp. This is the first report identifying organisms fromthe Veillonellaceae family in MFCs. The power density of the resulting MFC using a ferricyanide cathode reached 300Wm?3 net anode volume (3220mWm?2), which is about a third of what is estimated to be necessary for commercial consideration. The operational stability of the MFC using high specific surface area electrodes was demonstrated by operating the MFC for a period of over four months.

    This report contains an evaluation of the storage conditions required for several key components and/or systems of the Radioisotope Power Systems (RPS) Program at the Idaho National Laboratory (INL). These components/systems (transportation equipment, i.e., type ‘B’ shipping casks and the radioisotope thermo-electric generator transportation systems (RTGTS), the unfueled convertors, i.e., multi-hundred watt (MHW) and general purpose heat source (GPHS) RTGs, and fueled convertors of several types) are currently stored in several facilities at the Materials and Fuels Complex (MFC) site. For various reasons related to competing missions, inherent growth of the RPS mission at the INL and enhanced efficiency, it is necessary to evaluate their current storage situation and recommend the approach that should be pursued going forward for storage of these vital RPS components and systems. The reasons that drive this evaluation include, but are not limited to the following: 1) conflict with other missions at the INL of higher priority, 2) increasing demands from the INL RPS Program that exceed the physical capacity of the current storage areas and 3) the ability to enhance our current capability to care for our equipment, decrease maintenance costs and increase the readiness posture of the systems.

    Unirradiated sodium bonded metal fuel and casting scrap material containing highly enriched uranium (HEU) is stored at the Materials and Fuels Complex (MFC) on the Idaho National Laboratory (INL). This material, which includes intact fuel assemblies and elements from the Fast Flux Test Facility (FFTF) and Experimental Breeder Reactor-II (EBR-II) reactors as well as scrap material from the casting of these fuels, has no current use under the terminated reactor programs for both facilities. The Department of Energy (DOE), under the Sodium-Bonded Spent Nuclear Fuel Treatment Record of Decision (ROD), has determined that this material could be prepared and transferred to an off-site facility for processing and eventual fabrication of fuel for commercial nuclear reactors. A plan is being developed to prepare, package and transfer this material to the DOE High Enriched Uranium Disposition Program Office (HDPO), located at the Y-12 National Security Complex in Oak Ridge, Tennessee. Disposition of the sodium bonded material will require separating the elemental sodium from the metallic uranium fuel. A sodium distillation process known as MEDE (Melt-Drain-Evaporate), will be used for the separation process. The casting scrap material needs to be sorted to remove any foreign material or fines that are not acceptable to the HDPO program. Once all elements have been cut and loaded into baskets, they are then loaded into an evaporation chamber as the first step in the MEDE process. The chamber will be sealed and the pressure reduced to approximately 200 mtorr. The chamber will then be heated as high as 650 ºC, causing the sodium to melt and then vaporize. The vapor phase sodium will be driven into an outlet line where it is condensed and drained into a receiver vessel. Once the evaporation operation is complete, the system is de-energized and returned to atmospheric pressure.   16. Improving Power Production in Acetate-Fed Microbial Fuel Cells via Enrichment of Exoelectrogenic Organisms in Flow-Through Systems

    An exoelectrogenic, biofilm-forming microbial consortium was enriched in an acetate-fed microbial fuel cell (MFC) using a flow-through anode coupled to an air-cathode. Multiple parameters known to improve MFC performance were integrated in one design including electrode spacing, specific electrode surface area, flow-through design, minimization of dead volume within anode chamber, and control of external resistance. In addition, continuous feeding of carbon source was employed and the MFC was operated at intermittent high flows to enable removal of non-biofilm forming organisms over a period of six months. The consortium enriched using the modified design and operating conditions resulted in a power density of 345 W m-3 of net anode volume (3650 mW m-2), when coupled to a ferricyanide cathode. The enriched consortium included -, -, -Proteobacteria, Bacteroidetes and Firmicutes. Members of the order Rhodocyclaceae and Burkholderiaceae (Azospira spp. (49%), Acidovorax spp. (11%) and Comamonas spp. (7%)), dominated the microbial consortium. Denaturing gradient gel electrophoresis (DGGE) analysis based on primers selective for Archaea suggested a very low abundance of methanogens. Limiting the delivery of the carbon source via continuous feeding corresponding to the maximum cathodic oxidation rates permitted in the flow-through, air-cathode MFC resulted in coulombic efficiencies reaching 88 5.7%.

    Fuel cells are being developed to power cleaner, more fuel efficient automobiles. The fuel cell technology favored by many automobile manufacturers is PEM fuel cells operating with H2 from liquid fuels like gasoline and diesel. A key challenge to the commercialization of PEM fuel cell based powertrains is the lack of sufficiently small and inexpensive fuel processors. Improving the performance and cost of the fuel processor will require the development of better performing catalysts, new reactor designs and better integration of the various fuel processing components. These components and systems could also find use in natural gas fuel processing for stationary, distributed generation applications. Prototype fuel processors were produced, and evaluated against the Department of Energy technical targets. Significant advances were made by integrating low-cost microreactor systems, high activity catalysts, π-complexation adsorbents, and high efficiency microcombustor/microvaporizers developed at the University of Michigan. The microreactor system allowed (1) more efficient thermal coupling of the fuel processor operations thereby minimizing heat exchanger requirements, (2) improved catalyst performance due to optimal reactor temperature profiles and increased heat and mass transport rates, and (3) better cold-start and transient responses.

    This research adopted the version control system into the model construction for the single chamber air-cathode microbial fuel cell (MFC) system, to understand the interrelation of biological, chemical, and electrochemical reactions. The anodic steady state model was used to consider the chemical species diffusion and electric migration influence to the MFC performance. In the cathodic steady state model, the mass transport and reactions in a multi-layer, abiotic cathode and multi-bacteria cathode biofilm were simulated. Transport of hydroxide was assumed for cathodic pH change. This assumption is an alternative to the typical notion of proton consumption during oxygen reduction to explainmore » elevated cathode pH. The cathodic steady state model provided the power density and polarization curve performance results that can be compared to an experimental MFC system. Another aspect we considered was the relative contributions of platinum catalyst and microbes on the cathode to the oxygen reduction reaction (ORR). We found simulation results showed that the biocatalyst in a cathode that includes a Pt/C catalyst likely plays a minor role in ORR, contributing up to 8% of the total power calculated by the models.« less

  14. Controlling Accumulation of Fermentation Inhibitors in Biorefinery Recycle Water Using Microbial Fuel Cells

    Background Microbial fuel cells (MFC) and microbial electrolysis cells are electrical devices that treat water using microorganisms and convert soluble organic matter into electricity and hydrogen, respectively. Emerging cellulosic biorefineries are expected to use large amounts of water during production of ethanol. Pretreatment of cellulosic biomass results in production of fermentation inhibitors which accumulate in process water and make the water recycle process difficult. Use of MFCs to remove the inhibitory sugar and lignin degradation products from recycle water is investigated in this study. Results Use of an MFC to reduce the levels of furfural, 5-hydroxymethylfurfural, vanillic acid, 4- hydroxybenzaldehyde and 4-hydroxyacetophenone while simultaneously producing electricity is demonstrated here. An integrated MFC design approach was used which resulted in high power densities for the MFC, reaching up to 3700mW/m2 (356W/m3 net anode volume) and a coulombic efficiency of 69%. The exoelectrogenic microbial consortium enriched in the anode was characterized using a 16S rRNA clone library method. A unique exoelectrogenic microbial consortium dominated by -Proteobacteria (50%), along with -Proteobacteria (28%), -Proteobacteria (14%), -Proteobacteria (6%) and others was identified. The consortium demonstrated broad substrate specificity, ability to handle high inhibitor concentrations (5 to 20mM) with near complete removal, while maintaining long-term stability with respect to power production. Conclusions Use of MFCs for removing fermentation inhibitors has implications for: 1) enabling higher ethanol yields at high biomass loading in cellulosic ethanol biorefineries, 2) improved water recycle and 3) electricity production up to 25% of total biorefinery power needs.

Today, coal supplies more than 55% of the electricity, oil more than 97% of the transportation needs, and natural gas 24% of the primary energy used in the US. Even taking into account increased use of renewable fuels and vastly improved powerplant efficiencies, 90% of national energy needs will still be met by fossil fuels in 2020. If advanced technologies that boost efficiency and environmental performance can be successfully developed and deployed, the US can continue to depend upon its rich resources of fossil fuels.

    The U. S. Department of Energy (DOE) has a need to test nuclear fuels under conditions that subject them to short bursts of intense, high-power radiation called ‘transient testing’ in order to gain important information necessary for licensing new nuclear fuels for use in U.S. nuclear power plants, for developing information to help improve current nuclear power plant performance and sustainability, for improving the affordability of new generation reactors, for developing recyclable nuclear fuels, and for developing fuels that inhibit any repurposing into nuclear weapons. To meet this mission need, DOE is considering alternatives for re-use and modification of existing nuclear reactor facilities to support a renewed transient testing program. One alternative under consideration involves restarting the Transient Reactor Test (TREAT) reactor located at the Materials and Fuels Complex (MFC) on the Idaho National Laboratory (INL) site in southeastern Idaho. This report summarizes cultural resource investigations conducted by the INL Cultural Resource Management Office in 2013 to support environmental review of activities associated with restarting the TREAT reactor at the INL. These investigations were completed in order to identify and assess the significance of cultural resources within areas of potential effect associated with the proposed action and determine if the TREAT alternative would affect significant cultural resources or historic properties that are eligible for nomination to the National Register of Historic Places. No archaeological resources were identified in the direct area of potential effects for the project, but four of the buildings proposed for modifications are evaluated as historic properties, potentially eligible for nomination to the National Register of Historic Places.     The nuclear fuel cycle is a very complex system that includes considerable dynamic complexity as well as detail complexity. In the nuclear power realm, there are experts and considerable research and development in nuclear fuel development, separations technology, reactor physics and waste management. What is lacking is an overall understanding of the entire nuclear fuel cycle and how the deployment of new fuel cycle technologies affects the overall performance of the fuel cycle. The Advanced Fuel Cycle Initiatives systems analysis group is developing a dynamic simulation model, VISION, to capture the relationships, timing and delays in and among the fuel cycle components to help develop an understanding of how the overall fuel cycle works and can transition as technologies are changed. This paper is an overview of the philosophy and development strategy behind VISION. The paper includes some descriptions of the model and some examples of how to use VISION.

    The U.S. Department of Energy (DOE) has committed to provide funding to the Idaho National Laboratory (INL) for new post-irradiation examination (PIE) equipment in support of advanced fuels development. This equipment will allow researchers at the INL to accurately characterize the behavior of experimental test fuels after they are removed from an experimental reactor also located at the INL. The accurate and detailed characterization of the fuel from the reactor, when used in conjunction with computer modeling, will allow DOE to more quickly understand the behavior of the fuel and to guide further development activities consistent with the missions of the INL and DOE. Due to the highly radioactive nature of the specimen samples that will be prepared and analyzed by the PIE equipment, shielded enclosures are required. The shielded cells will be located in the existing Analytical Laboratory (AL) basement (Rooms B-50 and B-51) at the INL Material and Fuels Complex (MFC). AL Rooms B-50 and B-51 will be modified to establish an area where sample containment and shielding will be provided for the analysis of radioactive fuels and materials while providing adequate protection for personnel and the environment. The area is comprised of three separate shielded cells for PIE instrumentation. Each cell contains an atmosphere interface enclosure (AIE) for contamination containment. The shielding will provide a work area consistent with the as-low-as-reasonably-achievable (ALARA) concept, assuming a source term of 10 samples in each of the three shielded areas. Source strength is assumed to be a maximum of 3 Ci at 0.75 MeV gamma for each sample. Each instrument listed below will be installed in an individual shielded enclosure: Shielded electron probe micro-analyzer (EPMA) Focused ion beam instrument (FIB) Micro-scale x-ray diffractometer (MXRD).     This work describes experiments and computational simulations to analyze single-chamber, air-cathode microbial fuel cell (MFC) performance and cathodic limitations in terms of current generation, power output, mass transport, biomass competition, and biofilm growth. Steady-state and transient cathode models were developed and experimentally validated. Two cathode gas mixtures were used to explore oxygen transport in the cathode: the MFCs exposed to a helium-oxygen mixture (heliox) produced higher current and power output than the group of MFCs exposed to air or a nitrogen-oxygen mixture (nitrox), indicating a dependence on gas-phase transport in the cathode. Multi-substance transport, biological reactions, and electrochemical reactions inmore » a multi-layer and multi-biomass cathode biofilm were also simulated in a transient model. The transient model described biofilm growth over 15 days while providing insight into mass transport and cathodic dissolved species concentration profiles during biofilm growth. Lastly, simulation results predict that the dissolved oxygen content and diffusion in the cathode are key parameters affecting the power output of the air-cathode MFC system, with greater oxygen content in the cathode resulting in increased power output and fully-matured biomass.« less

    All fuel cells currently being developed for near term use in vehicles require hydrogen as a fuel. Hydrogen can be stored directly or produced onboard the vehicle by reforming methanol, ethanol or hydrocarbon fuels derived from crude oil (e.g., Diesel, gasoline or middle distillates). The vehicle design is simpler with direct hydrogen storage, but requires developing a more complex refueling infrastructure. In this paper, the authors compare three leading options for fuel storage onboard fuel cell vehicles: compressed gas hydrogen storage; onboard steam reforming of methanol; onboard partial oxidation (POX) of hydrocarbon fuels derived from crude oil. Equilibrium, kinetic and heat integrated system (ASPEN) models have been developed to estimate the performance of onboard steam reforming and POX fuel processors. These results have been incorporated into a fuel cell vehicle model, allowing us to compare the vehicle performance, fuel economy, weight, and cost for various fuel storage choices and driving cycles. A range of technical and economic parameters were considered. The infrastructure requirements are also compared for gaseous hydrogen, methanol and hydrocarbon fuels from crude oil, including the added costs of fuel production, storage, distribution and refueling stations. Considering both vehicle and infrastructure issues, the authors compare hydrogen to other fuel cell vehicle fuels.   13. Electrochemical Processing of Used Nuclear Fuel

    As part of the Department of Energys Fuel Cycle Research and Development Program an electrochemical technology employing molten salts is being developed for recycle of metallic fast reactor fuel and treatment of light water reactor oxide fuel to produce a feed for fast reactors. This technology has been deployed for treatment of used fuel from the Experimental Breeder Reactor II (EBR-II) in the Fuel Conditioning Facility, located at the Materials and Fuel Complex of Idaho National Laboratory. This process is based on dry (non-aqueous) technologies that have been developed and demonstrated since the 1960s. These technologies offer potential advantages compared to traditional aqueous separations including: compactness, resistance to radiation effects, criticality control benefits, compatibility with advanced fuel types, and ability to produce low purity products. This paper will summarize the status of electrochemical development and demonstration activities with used nuclear fuel, including preparation of associated high-level waste forms.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    Fuel cell systems are being deployed in stationary applications for the generation of electricity, heat, and hydrogen. These systems use a variety of fuel cell types, ranging from the low temperature polymer electrolyte fuel cell (PEFC) to the high temperature solid oxide fuel cell (SOFC). Depending on the application and location, these systems are being designed to operate on reformate or syngas produced from various fuels that include natural gas, biogas, coal gas, etc. All of these fuels contain species that can potentially damage the fuel cell anode or other unit operations and processes that precede the fuel cell stack. These detrimental effects include loss in performance or durability, and attenuating these effects requires additional components to reduce the impurity concentrations to tolerable levels, if not eliminate the impurity entirely. These impurity management components increase the complexity of the fuel cell system, and they add to the system's capital and operating costs (such as regeneration, replacement and disposal of spent material and maintenance). This project reviewed the public domain information available on the impurities encountered in stationary fuel cell systems, and the effects of the impurities on the fuel cells. A database has been set up that classifies the impurities, especially in renewable fuels, such as landfill gas and anaerobic digester gas. It documents the known deleterious effects on fuel cells, and the maximum allowable concentrations of select impurities suggested by manufacturers and researchers. The literature review helped to identify the impurity removal strategies that are available, and their effectiveness, capacity, and cost. A generic model of a stationary fuel-cell based power plant operating on digester and landfill gas has been developed; it includes a gas processing unit, followed by a fuel cell system.     The automotive and engine industries are in a period of very rapid change being driven by new emission standards, new types of after treatment, new combustion strategies, the introduction of new fuels, and drive for increased fuel economy and efficiency. The rapid pace of these changes has put more pressure on the need for modeling of engine combustion and performance, in order to shorten product design and introduction cycles. New combustion strategies include homogeneous charge compression ignition (HCCI), partial-premixed combustion compression ignition (PCCI), and dilute low temperature combustion which are being developed for lower emissions and improved fuel economy. New fuels include bio-fuels such as ethanol or bio-diesel, drop-in bio-derived fuels and those derived from new crude oil sources such as gas-to-liquids, coal-to-liquids, oil sands, oil shale, and wet natural gas. Kinetic modeling of the combustion process for these new combustion regimes and fuels is necessary in order to allow modeling and performance assessment for engine design purposes. In this research covered by this CRADA, ORNL developed and supplied experimental data related to engine performance with new fuels and new combustion strategies along with interpretation and analysis of such data and consulting to Reaction Design, Inc. (RD). RD performed additional analysis of this data in order to extract important parameters and to confirm engine and kinetic models. The data generated was generally published to make it available to the engine and automotive design communities and also to the Reaction Design Model Fuels Consortium (MFC).

    Dry (non-aqueous) separations technologies have been used for treatment of used nuclear fuel since the 1960s, and they are still being developed and demonstrated in many countries. Dry technologies offer potential advantages compared to traditional aqueous separations including: compactness, resistance to radiation effects, criticality control benefits, compatibility with advanced fuel types, and ability to produce low purity products. Within the Department of Energys Advanced Fuel Cycle Initiative, an electrochemical process employing molten salts is being developed for recycle of fast reactor fuel and treatment of light water reactor oxide fuel to produce a feed for fast reactors. Much of the development of this technology is based on treatment of used Experimental Breeder Reactor II (EBR-II) fuel, which is metallic. Electrochemical treatment of the EBR-II fuel has been ongoing in the Fuel Conditioning Facility, located at the Materials and Fuel Complex of Idaho National Laboratory since 1996. More than 3.8 metric tons of heavy metal of metallic fast reactor fuel have been treated using this technology. This paper will summarize the status of electrochemical development and demonstration activities with used nuclear fuel, including high-level waste work. A historic perspective on the background of dry processing will also be provided.

Within the Department of Energy's (DOE) Office of Nuclear Energy (DOE-NE), the Fuel Cycle Research and Development Program (FCR&D) develops options to the current commercial fuel cycle management strategy to enable the safe, secure, economic, and sustainable expansion of nuclear energy while minimizing proliferation risks by conducting research and development of advanced fuel cycles, including modified open and closed cycles. The safe management and disposition of used nuclear fuel and/or nuclear waste is a fundamental aspect of any nuclear fuel cycle. Yet, the routine disposal of used nuclear fuel and radioactive waste remains problematic. Advanced fuel cycles will generate different quantities and forms of waste than the current LWR fleet. This study analyzes the quantities and characteristics of potential waste forms including differing waste matrices, as a function of a variety of potential fuel cycle alternatives including: (1) Commercial UNF generated by uranium fuel light water reactors (LWR). Four once through fuel cycles analyzed in this study differ by varying the assumed expansion/contraction of nuclear power in the U.S; (2) Four alternative LWR used fuel recycling processes analyzed differ in the reprocessing method (aqueous vs. electro-chemical), complexity (Pu only or full transuranic (TRU) recovery) and waste forms generated; (3) Used Mixed Oxide (MOX) fuel derived from the recovered Pu utilizing a single reactor pass; and (4) Potential waste forms generated by the reprocessing of fuels derived from recovered TRU utilizing multiple reactor passes.

    In January 1982, the Department of Energy guaranteed a loan for the construction and startup of the Great Plains project. On August 1, 1985, the partnership defaulted on the $1.54 billion loan, and DOE acquired control of, and then title to, the project. DOE continued to operate the plant, through the ANG Coal Gasification Company, and sell synthetic fuel. The DOE's ownership and divestiture of the plant is discussed.

    This report is an overview of current spent nuclear fuel management in the DOE complex. Sources of information include published literature, internal DOE documents, interviews with site personnel, and information provided by individual sites. Much of the specific information on facilities and fuels was provided by the DOE sites in response to the questionnaire for data for spent fuels and facilities data bases. This information is as accurate as is currently available, but is subject to revision pending results of further data calls. Spent fuel is broadly classified into three categories: (a) production fuels, (b) special fuels, and (c) naval fuels. Production fuels, comprising about 80% of the total inventory, are those used at Hanford and Savannah River to produce nuclear materials for defense. Special fuels are those used in a wide variety of research, development, and testing activities. Special fuels include fuel from DOE and commercial reactors used in research activities at DOE sites. Naval fuels are those developed and used for nuclear-powered naval vessels and for related research and development. Given the recent DOE decision to curtail reprocessing, the topic of main concern in the management of spent fuel is its storage. Of the DOE sites that have spent nuclear fuel, the vast majority is located at three sites-Hanford, INEL, and Savannah River. Other sites with spent fuel include Oak Ridge, West Valley, Brookhaven, Argonne, Los Alamos, and Sandia. B&W NESI Lynchburg Technology Center and General Atomics are commercial facilities with DOE fuel. DOE may also receive fuel from foreign research reactors, university reactors, and other commercial and government research reactors. Most DOE spent fuel is stored in water-filled pools at the reactor facilities. Currently an engineering study is being performed to determine the feasibility of using dry storage for DOE-owned spent fuel currently stored at various facilities.     Within the Reduced Enrichment for Research and Test Reactors (RERTR) program directed by the US Department of Energy (DOE), UMo fuel-foils are being developed in an effort to realize high density monolithic fuel plates for use in high-flux research and test reactors. Namely, targeted are reactors that are not amenable to Low Enriched Uranium (LEU) fuel conversion via utilization of high density dispersion-based fuels, i.e. 8-9 gU/cc. LEU conversion of reactors having a need for >8-9 gU/cc fuel density will only be possible by way of monolithic fuel forms. The UMo fuel foils under development afford fuel meat density of ~16 gU/cc and thus have the potential to facilitate LEU conversions without any significant reactor-performance penalty. Two primary challenges have been established with respect to UMo monolithic fuel development; namely, fuel element fabrication and in-reactor fuel element performance. Both issues are being addressed concurrently at the Idaho National Laboratory. An overview is provided of the ongoing monolithic UMo fuel development effort at the Idaho National Laboratory (INL); including development of complex/graded fuel foils. Fabrication processes to be discussed include: UMo alloying and casting, foil fabrication via hot rolling, fuel-clad interlayer application via co-rolling and thermal spray processes, clad bonding via Hot Isostatic Pressing (HIP) and Friction Bonding (FB), and fuel plate finishing.

    Fuel cells are being considered as alternative power sources for transportation and stationary applications. The degradation of commonly used electrode catalysts (e.g. Pt, Ag, and others) and corrosion of carbon substrates are making commercialization of fuel cells incorporating present day technologies economically problematic. Furthermore, due to the instability of the Pt catalyst, the performance of fuel cells declines on long-term operation. When methanol is used as the fuel, a voltage drop, as well as significant thermal management problems can be encountered, the later being due to chemical oxidation of methanol at the platinized carbon at the cathode. Though extensive work was conducted on platinized electrodes for both the oxidation and reduction reactions, due to the problems mentioned above, fuel cells have not been fully developed for widespread commercial use. Several investigators have previously evaluated metal macrocyclic complexes as alternative catalysts to Pt and Pt/Ru in fuel cells. Unfortunately, though they have demonstrated catalytic activity, these materials were found to be unstable on long term use in the fuel cell environment. In order to improve the long-term stability of metal macrocyclic complexes, we have chemically bonded these complexes to the carbon substrate, thereby enhancing their catalytic activity as well as their chemical stability in the fuel cell environment. We have designed, synthesized, and evaluated these catalysts for O{sub 2} reduction, H{sub 2} oxidation, and direct methanol oxidation in Proton Exchange Membrane (PEM) and aqueous carbonate fuel cells. These catalysts exhibited good catalytic activity and long-term stability. In this paper we confine our discussion to the initial performance results of some of these catalysts in H{sub 2}/O{sub 2} PEM fuel cells, including their long-term performance characteristics as well as CO poisoning effects on these catalysts.

    A catalytic organic fuel processing apparatus, which can be used in a fuel cell power system, contains within a housing a catalyst chamber, a variable speed fan, and a combustion chamber. Vaporized organic fuel is circulated by the fan past the combustion chamber with which it is in indirect heat exchange relationship. The heated vaporized organic fuel enters a catalyst bed where it is converted into a desired product such as hydrogen needed to power the fuel cell. During periods of high demand, air is injected upstream of the combustion chamber and organic fuel injection means to burn with some of the organic fuel on the outside of the combustion chamber, and thus be in direct heat exchange relation with the organic fuel going into the catalyst bed.

    A fuel cell assembly in which fuel cells adapted to internally reform fuel and fuel reformers for reforming fuel are arranged in a fuel cell stack. The fuel inlet ports of the fuel cells and the fuel inlet ports and reformed fuel outlet ports of the fuel reformers are arranged on one face of the fuel cell stack. A manifold sealing encloses this face of the stack and a reformer fuel delivery system is arranged entirely within the region between the manifold and the one face of the stack. The fuel reformer has a foil wrapping and a cover member forming with the foil wrapping an enclosed structure.

    An apparatus and method are disclosed for eliminating the chemical energy of fuel remaining in a pressurized fuel cell generator (10) when the electrical power output of the fuel cell generator is terminated during transient operation, such as a shutdown; where, two electrically resistive elements (two of 28, 53, 54, 55) at least one of which is connected in parallel, in association with contactors (26, 57, 58, 59), a multi-point settable sensor relay (23) and a circuit breaker (24), are automatically connected across the fuel cell generator terminals (21, 22) at two or more contact points, in order to draw current, thereby depleting the fuel inventory in the generator.
