    The key phase seems to be that wood is the ORIGINAL FUEL. Certainly as man discovered fire, it was the most obvious as well as abundantly available fuel and it burned very well because man was smart enough to select the dry wood once he understood the basics of combustion. As the needs started to go beyond the most elementary, designs for burning ideal fuels were pretty well perfected, however, the burning of less ideal fuels still remain a challenge. To provide plant steam requirements by burning waste that must be disposed of anyway can reduce operating cost considerably. For most of us involved in producing steam, the experience we have with fuels such as bark, wood waste, sludge, and miscellaneous forms of solid combustible waste material, are a result of burning these fuels in an existing boiler supposedly designed for wood waste or possibly a combination of wood and other fuels such as coal, oil, or gas. For a supplier of fuel preparation systems, the typical application involves the sizing, cleaning, and drying of wood waste, and sludge from a pulp and/or paper mill. Other forms of combustible waste are dealt with occasionally and after proper preparation fired in the combustion system for the purpose of generating hot gas and/or steam for the plant process.

    A fuel cell having good resistance to compressive creep includes electrodes having a superstructure of porous electrically conductive foam with surface sections adjacent to opposing surfaces of an electrolyte matrix impregnated with electrode catalyst materials. The catalyst materials are affixed in sections contiguous to an inner major surface by sinter bonding, electrochemical bonding or restrictive interstitial spacing. The outer sections of the porous plaque thickness are reserved for gas distribution to the electrode catalyst. Oxidant and fuel gases can be separately manifolded into alternate sides of a fuel cell stack by sealing opposing edges of the porous plaques containing the anode material in one set of opposing side surfaces and sealing opposing edges of the porous plaque containing cathode material in alternate side surfaces of the stack.

    A method of preparing a porous cathode structure for use in a molten carbonate fuel cell begins by providing a porous integral plaque of sintered nickel oxide particles. The nickel oxide plaque can be obtained by oxidizing a sintered plaque of nickel metal or by compacting and sintering finely divided nickel oxide particles to the desired pore structure. The porous sintered nickel oxide plaque is contacted with a lithium salt for a sufficient time to lithiate the nickel oxide structure and thus enhance its electronic conductivity. The lithiation can be carried out either within an operating fuel cell or prior to assembling the plaque as a cathode within the fuel cell.

    The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

Gelation is accomplished by directing droplets of a nuclear fuel broth into a moving volume of hot perchloroethylene (about 85.degree. C.) in a trough. Gelation takes place as the droplets float on the surface of the perchloroethylene and the resultant gel spheres are carried directly into an ager column which is attached to the trough. The aged spheres are disengaged from the perchloroethylene on a moving screen and are deposited in an aqueous wash column.

    An electrolyte compact for fuel cells includes a particulate support material of lithium aluminate that contains a mixture of alkali metal compounds, such as carbonates or hydroxides, as the active electrolyte material. The porous lithium aluminate support structure is formed by mixing alumina particles with a solution of lithium hydroxide and another alkali metal hydroxide, evaporating the solvent from the solution and heating to a temperature sufficient to react the lithium hydroxide with alumina to form lithium aluminate. Carbonates are formed by reacting the alkali metal hydroxides with carbon dioxide gas in an exothermic reaction which may proceed simultaneously with the formation with the lithium aluminate. The mixture of lithium aluminate and alkali metal in an electrolyte active material is pressed or otherwise processed to form the electrolyte structure for assembly into a fuel cell.

  7. Method of preparing a dimensionally stable electrode for use in a molten carbonate fuel cell

    A method is disclosed for preparing a dimensionally stable electrode structure, particularly nickel-chromium anodes, for use in a molten carbonate fuel cell stack. A low-chromium to nickel alloy is provided and oxidized in a mildly oxidizing gas of sufficient oxidation potential to oxidize chromium in the alloy structure. Typically, a steam/H/sub 2/ gas mixture in a ratio of about 100/1 and at a temperature below 800/sup 0/C is used as the oxidizing medium. This method permits the use of less than 5 wt % chromium in nickel alloy electrodes while obtaining good resistance to creep in the electrodes of a fuel cell stack.

The Department of Energy Office of Safeguards and Security is sponsoring production of a comprehensive guide to preparation of NDA standards. The scope of the report includes preparation criteria, current availability of CRMs and WRMs, practical considerations for preparation and characterization, and an extensive bibliography. In preparing the report, based primarily on experience at Los Alamos, we have found that standards preparation is highly dependent on the particular NDA method being applied. We therefore include sections that contain information specific to commonly used neutron and gamma-ray NDA techniques. 16 refs., 4 figs., 2 tabs.

    Andreeva Bay is located near Murmansk in the Russian Federation close to the Norwegian border. The ex-naval site was used to de-fuel nuclear-powered submarines and icebreakers during the Cold War. Approximately 22,000 fuel assemblies remain in three Dry Storage Units (DSUs) which means that Andreeva Bay has one of the largest stockpiles of highly enriched spent nuclear fuel (SNF) in the world. The high contamination and deteriorating condition of the SNF canisters has made improvements to the management of the SNF a high priority for the international community for safety, security and environmental reasons. International Donors have, since 2002, provided support to projects at Andreeva concerned with improving the management of the SNF. This long-term programme of work has been coordinated between the International Donors and responsible bodies within the Russian Federation. Options for the safe and secure management of SNF at Andreeva Bay were considered in 2004 and developed by a number of Russian Institutes with international participation. This consisted of site investigations, surveys and studies to understand the technical challenges. A principal agreement was reached that the SNF would be removed from the site altogether and transported to Russia's reprocessing facility at Mayak in the Urals. The analytical studies provided the information necessary to develop the construction plan for the site. Following design and regulatory processes, stakeholders endorsed the technical solution in April 2007. This detailed the processes, facilities and equipment required to safely remove the SNF and identified other site services and support facilities required on the site. Implementation of this strategy is now well underway with the facilities in various states of construction. Physical works have been performed to address the most urgent tasks including weather protection over one of the DSUs, installation of shielding over the cells, provision of radiation

  12. Casting evaluation of U-Zr alloy system fuel slug for SFR prepared by injection casting method

    Metal fuel slugs of U-Pu-Zr alloys for Sodium-cooled Fast Reactor (SFR) have conventionally been fabricated by a vacuum injection casting method. Recently, management of minor actinides (MA) became an important issue because direct disposal of the long-lived MA can be a long-term burden for a tentative repository up to several hundreds of thousand years. In order to recycle transuranic elements (TRU) retained in spent nuclear fuel, remote fabrication capability in a shielded hot cell should be prepared. Moreover, generation of long-lived radioactive wastes and loss of volatile species should be minimized during the recycled fuel fabrication step. In order to prevent the evaporation of volatile elements such as Am, alternative fabrication methods of metal fuel slugs have been studied applying gravity casting, and improved injection casting in KAERI, including melting under inert atmosphere. And then, metal fuel slugs were examined with casting soundness, density, chemical analysis, particle size distribution and microstructural characteristics. Based on these results there is a high level of confidence that Am losses will also be effectively controlled by application of a modest amount of overpressure. A surrogate fuel slug was generally soundly cast by improved injection casting method, melted fuel material under inert atmosphere.

    The report provides essential information on the design and operation of liquefied natural gas (LNG) fueling stations for fleet vehicles. The report serves to evaluate current practices in LNG fleet vehicle fueling station designs, and provide fleet operators with a tool for use in discussions with permitting agencies, engineering firms, fabricators, and contractors who permit, design, or construct LNG fueling stations. Representative sites (i.e., LNG fueling stations) were evaluated for technical feasibility, customer satisfaction, economics, operating and maintenance history, problems encountered/overcome, and regulatory environment. The compiled information in this report reveals that LNG fueling stations have advanced to the point where LNG is a viable alternative to gasoline and/or diesel fuel.

  1. Preparation of low oxygen-to-metal mixed oxide fuels for the advanced fast reactor

    The preparation process for homogeneous mixed oxide pellets with a precise O/M ratio was established. The process was used to prepare pellets for heat treatments in two stages which consisted of the sintering process at high oxygen potential and the annealing process done in the atmosphere of controlled oxygen partial pressure. In the annealing process, it was found that abnormal growth of pores and occurrence of cracks were caused inside the pellet, and it was necessary for prevention of the microstructure change to control the oxygen potential of the atmosphere. Mixed oxide pellets with minor actinides were fabricated by the process and were provided to irradiation tests. (authors)

    The US Department of Energy-Headquarters (DOE-HQ) has issued a Record of Decision (ROD) which identified the plan to be followed in managing spent nuclear fuel (SNF) belonging to the Department. As a result, the aluminum-clad fuels stored at Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee, were directed to be shipped to the Savannah River Site (SRS) near Aiken, South Carolina. The BMI-1 cask was chosen to make the shipments of SNF from dry storage that had to be placed in canisters. However, the Certificate of Compliance (COC) for the BMI-1 cask limited the fissile material loading to 800 g of unirradiated fissile material for the cask configuration chosen. Because about half of the canisters were already filled and sealed with more fissile material than was permitted by the COC, approval to make these shipments in the BMI-1 was requested from the Nuclear Regulatory Commission (NRC). A safety analysis showed that the shipments could be made safely under the conditions identified. The waiver was granted in September 1997 and the three shipments were successfully completed in January 1998.

    A method is given for preparing high-density UO/sub 2/ compacts. An aqueous uranyl fluoride solution is contacted with an aqueous ammonium hydroxide solution at an ammonium to-uranium ratio of 25: 1 to 30:1 to form a precipitate. The precipitate is separated from the- mother liquor, dried, and contacted with steam at a uniform temperature within the range of 400 to 650 deg C to produce U/ sub 3/O/sub 8/. The U/sub 3/O/sub 8/ is red uced to UO/sub 2/ with hydrogen at a uniform temperature within the range of 550 to 600 deg C. The UO/sub 2/ is then compressed into compacts and sintered. High-density compacts are fabricated to close tolerances without use of a binder and without machining or grinding. (AEC)

  5. Comparison of selected foreign plans and practices for spent fuel and high-level waste management

    This report describes the major parameters for management of spent nuclear fuel and high-level radioactive wastes in selected foreign countries as of December 1989 and compares them with those in the United States. The foreign countries included in this study are Belgium, Canada, France, the Federal Republic of Germany, Japan, Sweden, Switzerland, and the United Kingdom. All the countries are planning for disposal of spent fuel and/or high-level wastes in deep geologic repositories. Most countries (except Canada and Sweden) plan to reprocess their spent fuel and vitrify the resultant high-level liquid wastes; in comparison, the US plans direct disposal of spent fuel. The US is planning to use a container for spent fuel as the primary engineered barrier. The US has the most developed repository concept and has one of the earliest scheduled repository startup dates. The repository environment presently being considered in the US is unique, being located in tuff above the water table. The US also has the most prescriptive regulations and performance requirements for the repository system and its components. 135 refs., 8 tabs.

  6. A practical strategy for reducing the future security risk of United States spent nuclear fuel

    Depletion calculations show that advanced oxide (AOX) fuels can be used in existing light water reactors (LWRs) to achieve and maintain virtually any desired level of US (US) reactor-grade plutonium (R-Pu) inventory. AOX fuels are composed of a neutronically inert matrix loaded with R-Pu and erbium. A 1/2 core load of 100% nonfertile, 7w% R-Pu AOX and 3.9 w% UO{sub 2} has a net total plutonium ({sup TOT}Pu) destruction rate of 310 kg/yr. The 20% residual {sup TOT}Pu in discharged AOX contains > 55% {sup 242}Pu making it unattractive for nuclear explosive use. A three-phase fuel-cycle development program sequentially loading 60 LWRs with 100% mixed oxide, 50% AOX with a nonfertile component displacing only some of the {sup 238}U, and 50% AOX, which is 100% nonfertile, could reduce the US plutonium inventory to near zero by 2050.

    This report describes a study of nuclear power economics in Russia. It addresses political and institutional background factors which constrain Russia's energy choices in the short and intermediate run. In the approach developed here, political and institutional factors might dominate short-term decisions, but the comparative costs of Russia's fuel-cycle options are likely to constrain her long-term energy strategy. To this end, the authors have also formulated a set of policy questions which should be addressed using a quantitative decision modeling which analyzes economic costs for all major components of different fuel cycle options, including the evolution of uranium prices.

  8. Planning, Preparation, and Transport of the High-Enriched Uranium Spent Nuclear Fuel from the Czech Republic to the Russian Federation

    The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department of Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE “Mayak” in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs. The paper also describes fuel loading and cask preparations at NRI and final preparations/approvals for transporting the shipment across the Czech Republic, Slovakia, Ukraine, and the Russian Federation to FSUE Mayak where the HEU spent nuclear fuel will be processed, the uranium will be downblended and made into low-enriched uranium fuel for commercial reactor

For this purpose, copper and aluminum nitrates as well as urea were used as oxidizer and fuel, respectively. The fuel/oxidizer (F/O) ratios were selected from the range of 0.91.75. The products were analyzed using X-ray diffraction, SEM and TEM techniques. During the process the temperature was recorded as a function of time. The results showed that by increasing the F/O ratio up to the stoichiometric amount, the combustion temperature increases. Further increment of F/O ratio resulted in a decrease in the combustion temperature. Microscopic evaluations, using SEM and TEM, proved feasibility of the production of CuAl{sub 2}O{sub 3} through this method.

    The feasibility of low-enriched uranium (LEU) fuel as a replacement for the current, high enriched uranium (HEU) fuel for the High Flux Isotope Reactor (HFIR) has been under study since 2006. Reactor performance studies have been completed for conceptual plate designs and show that maintaining reactor performance while converting to LEU fuel requires returning the reactor power to 100 MW from 85 MW. The analyses required to up-rate the reactor power and the methods to perform these analyses are discussed. Comments regarding the regulatory approval process are provided along with a conceptual schedule.

    The U.S. Department of Energy is considering a new nuclear fuel, which should be much more impervious during a loss of coolant accident. The fuel would consist of tristructural isotropic coated particles with dense uranium nitride (UN) kernels. The objectives of this effort are to make uranium oxide microspheres with adequately dispersed carbon nanoparticles and to convert these microspheres into UN kernels. Recent improvements to internal gelation process were successfully applied to the production of uranium gel spheres with different concentrations of carbon black. After the spheres were washed, a simple, two-step heat profile was used to produce kernels with a chemical composition of UC0.07 0.10N0.90 0.93. The first step involved heating the microspheres to 2023 K in a vacuum, and in the second step, the microspheres were held at 1873 K for 6 hrs in nitrogen.

  16. Control of SO{sub 2} and NOx emissions from fossil fuel-fired power plants: Research and practice of TPRI

    The generation of electric power in China has been dominated by coal for many years. By the end of 1990, total installed generating capacity reached 135 GW, of which fossil fuel-fired plants accounted for 74 percent. The total electricity generated reached 615 TWh, with fossil fuels accounting for 80.5 percent. About 276 million tons of raw coal are consumed in these fossil fuel-burning units per year, accounting for about 25 percent of the total output of the country. According to the government, by the year 2000, the total installed capacity of Chinese power systems should be at least 240 GW, of which fossil fuels will account for about 77 percent. The coal required for power generation will increase to about 530 million tons per year, accounting for about 38 percent of the total coal output. So, it is obvious that coal consumed in coal-fired power plants occupies a very important place in the national fuel balance. The current environmental protection standards, which are based on ground-level concentrations of pollutants, do not effectively lead to the control of pollution emission concentrations or total SO{sub 2} emissions. Due to the practical limitations of the Chinese economy, there is a limited capability to introduce advanced sulfur emission control technologies. Thus, except for the two 360 MW units imported from Japan for the Luohuang Power Plant in Shichuan province, all the other fossil fuel-fired units have not yet adopted any kind of SO{sub 2} removal measures. The Luohuang units are equipped with Mitsubishi limestone flue gas desulfurization systems. Because of the lack of effective pollution control technologies, large areas of the country have been seriously polluted by SO{sub 2}, and some of them even by acid rain.

    After more than 50 years of operation of the LVR-15 research reactor operated by the UJV Rez, a. s. (formerly Nuclear Research Institute - NRI), a large amount of the spent nuclear fuel (SNF) of Russian origin has been accumulated. In 2005 UJV Rez, a. s. jointed the Russian Research Reactor Fuel Return (RRRFR) program under the United States (US) - Russian Global Threat Reduction Initiative (GTRI) and started the process of SNF shipment from the LVR-15 research reactor back to the Russian Federation (RF). In 2007 the first shipment of SNF was realized. In 2011, preparation of the second shipment of spent fuel from the Czech Republic started. The experience obtained from the first shipment will be widely used, but some differences must be taken into the account. The second shipment will be realized in 2013 and will conclude the return transport of all, both fresh and spent, high-enriched nuclear fuel from the Czech Republic to the Russian Federation. After the shipment is completed, there will be only low-enriched nuclear fuel on the territory of the Czech Republic, containing maximum of 20% of U-235, which is the conventionally recognized limit between the low- and high-enriched nuclear materials. The experience (technical, organizational, administrative, logistic) obtained from the each SNF shipment as from the Czech Republic as from other countries using the Russian type research reactors are evaluated and projected onto preparation of next shipment of high enriched nuclear fuel back to the Russian Federation. The results shown all shipments provided by the UJV Rez, a. s. in the frame of the GTRI Program have been performed successfully and safely. It is expected the experience and results will be applied to preparation and completing of the Chinese Miniature Neutron Source Reactors (MNSR) Spent Nuclear Fuel Repatriation in the near future.     The Russian Research Reactor Fuel Return (RRRFR) program is promoted by IAEA and DOE in order to repatriate of irradiated research reactor fuel originally supplied by Russia to facilities outside the country. Developed under the framework of the Global Threat Reduction Initiative (GTRI) the take-back program [1] common goal is to reduce both proliferation and security risks by eliminating or consolidating inventories of high-risk material. The main objective of this program is to support the return to Russian Federation of fresh or irradiated HEU and LEU fuel. Being part of this project, Romania is fulfilling its tasks by examining transport and transfer cask options, assessment of transport routes, and providing cost estimates for required equipment and facility modifications. Spent Nuclear Fuel (SNF) testing, handling, packing and shipping are the most common interests on which the National Institute of Research and Development for Physics and Nuclear Engineering 'Horia Hulubei' (IFIN-HH) is focusing at the moment.     Gasoline compression ignition concepts with the majority of the fuel being introduced early in the cycle are known as partially premixed combustion (PPC). Previous research on single- and multi-cylinder engines has shown that PPC has the potential for high thermal efficiency with low NOx and soot emissions. A variety of fuel injection strategies has been proposed in the literature. These injection strategies aim to create a partially stratified charge to simultaneously reduce NOx and soot emissions while maintaining some level of control over the combustion process through the fuel delivery system. The impact of the direct injection strategy to createmore » a premixed charge of fuel and air has not previously been explored, and its impact on engine efficiency and emissions is not well understood. This paper explores the effect of sweeping the direct injected pilot timing from -91° to -324° ATDC, which is just after the exhaust valve closes for the engine used in this study. During the sweep, the pilot injection consistently contained 65% of the total fuel (based on command duration ratio), and the main injection timing was adjusted slightly to maintain combustion phasing near top dead center. A modern four cylinder, 1.9 L diesel engine with a variable geometry turbocharger, high pressure common rail injection system, wide included angle injectors, and variable swirl actuation was used in this study. The pistons were modified to an open bowl configuration suitable for highly premixed combustion modes. The stock diesel injection system was unmodified, and the gasoline fuel was doped with a lubricity additive to protect the high pressure fuel pump and the injectors. The study was conducted at a fixed speed/load condition of 2000 rpm and 4.0 bar brake mean effective pressure (BMEP). The pilot injection timing sweep was conducted at different intake manifold pressures, swirl levels, and fuel injection GTP-15-1067, Dempsey 2 pressures. The gasoline used in this study

High-density, low-enrichment, aluminum-clad uranium silicide fuels may be substituted for the highly enriched aluminum-clad alloy fuels now in use. Savannah River Laboratory has performed studies which demonstrate reprocessability of spent RERTR silicide fuels at Savannah River Plant. Results of dissolution and feed preparation tests and solvent extraction processing demonstrations with both unirradiated and irradiated uranium silicide fuels are presented.

    The Environmental Protection Agency and the National Renewable Energy Laboratory developed this best practices document to address common technical challenges for siting solar photovoltaics (PV) on municipal solid waste (MSW) landfills. The purpose of this document is to promote the use of MSW landfills for solar energy systems. Closed landfills and portions of active landfills with closed cells represent thousands of acres of property that may be suitable for siting solar photovoltaics (PV). These closed landfills may be suitable for near-term construction, making these sites strong candidate to take advantage of the 30% Federal Business Energy Investment Tax Credit. It was prepared in response to the increasing interest in siting renewable energy on landfills from solar developers; landfill owners; and federal, state, and local governments. It contains examples of solar PV projects on landfills and technical considerations and best practices that were gathered from examining the implementation of several of these projects.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    Blends of sulfonated poly (ether ether ketone) (SPEEK) and polyetherimide (PEI) were prepared in five different weight ratios using N-methyl-2-pyrrolidone (NMP) as solvent by the solution cast technique. The degree of sulfonation (DS) of the sulfonated PEEK was determined from deuterated dimethyl sulfoxide (DMSO-d{sub 6}) solution of the purified polymer using {sup 1}H NMR method. The properties studied in the present investigation includes conductivity, water uptake, thermal stability and structure analysis of pure SPEEK as well as SPEEK-PEI polymer blend membranes. The experimental results show that the conductivity of the membranes increased with increase in temperature from 30 to 80°C, except for that of pure SPEEK membrane which increased with temperature from 30 to 60°C while its conductivity decreased with increasing temperature from 60 to 80°C. The conductivity of 70wt.%SPEEK-30wt.%PEI blend membrane at 80% relative humidity (RH) is found to be 1.361 × 10{sup −3} Scm{sup −1} at 30°C and 3.383 × 10{sup −3} Scm{sup −1} at 80°C respectively. It was also found that water uptake and thermal stability of the membranes slightly improved upon blending with PEI. Structure analysis was carried out using Fourier Transform Infrared (FTIR) spectroscopy which revealed considerable interactions between sulfonic acid group of SPEEK and imide groups of PEI. Modification of SPEEK by blending with PEI shows good potential for improving the electrical and physical properties of proton exchange membranes.

    This document summarizes the requirements and best practices for implementing international nuclear safeguards at independent spent fuel storage installations (ISFSIs), also known as Away-from- Reactor (AFR) storage facilities. These installations may provide wet or dry storage of spent fuel, although the safeguards guidance herein focuses on dry storage facilities. In principle, the safeguards guidance applies to both wet and dry storage. The reason for focusing on dry independent spent fuel storage installations is that this is one of the fastest growing nuclear installations worldwide. Independent spent fuel storage installations are typically outside of the safeguards nuclear material balance area (MBA) of the reactor. They may be located on the reactor site, but are generally considered by the International Atomic Energy Agency (IAEA) and the State Regulator/SSAC to be a separate facility. The need for this guidance is becoming increasingly urgent as more and more nuclear power plants move their spent fuel from resident spent fuel ponds to independent spent fuel storage installations. The safeguards requirements and best practices described herein are also relevant to the design and construction of regional independent spent fuel storage installations that nuclear power plant operators are starting to consider in the absence of a national long-term geological spent fuel repository. The following document has been prepared in support of two of the three foundational pillars for implementing Safeguards-by-Design (SBD). These are: i) defining the relevant safeguards requirements, and ii) defining the best practices for meeting the requirements. This document was prepared with the design of the latest independent dry spent fuel storage installations in mind and was prepared specifically as an aid for designers of commercial nuclear facilities to help them understand the relevant international requirements that follow from a countrys safeguards agreement with the

    The present invention is directed to a method for cleansing fuel processing effluent containing carbonaceous compounds and inorganic salts, the method comprising contacting the fuel processing effluent with an anode of a microbial fuel ell, the anode containing microbes thereon which oxidatively degrade one or more of the carbonaceous compounds while producing electrical energy from the oxidative degradation, and directing the produced electrical energy to drive an electrosorption mechanism that operates to reduce the concentration of one or more inorganic salts in the fuel processing effluent, wherein the anode is in electrical communication with a cathode of the microbial fuel cell.     Trends in properties of motor gasolines for the years 1942 through 1984; diesel fuels for the years 1950 through 1983; aviation fuels for the years 1947 through 1983; and heating oils for the years 1955 through 1984, have been evaluated based upon data contained in surveys prepared and published by the National Institute for Petroleum and Energy Research (NIPER) formerly the Bartlesville Energy Technology Center (BETC). The surveys for motor gasolines were conducted under a cooperative agreement with the Coordinating Research Council (CRC) and the Bureau of Mines from 1935 through 1948 and in cooperation with the American Petroleum Institute (API) since 1948 for all surveys. The motor gasoline surveys have been published twice annually since 1935 describing the properties of motor gasolines throughout the country. Other surveys prepared in cooperation with API and the Bureau of Mines, the Energy Research and Development Administration, the Department of Energy, and currently NIPER were aviation gasolines beginning in 1947, diesel fuels in 1950, aviation turbine fuels in 1951, and heating oils, formerly burner fuel oils, in 1955. Various companies throughout the country obtain samples of motor gasolines from retail outlets and refinery samples for the other surveys, and analyze the samples using American Society for Testing and Materials (ASTM) procedures. The analytical data are sent to the Bartlesville Center for survey preparation and distribution. A summary report has been assembled from data in 83 semiannual surveys for motor gasolines that shows trends throughout the entire era from winter 19

    A method is presented for joining sections of uranium rod which are clad in a corrosion-resistant material of higher melting point than uranium. The method includes the steps of preferentially- etching the uranium in the ends of the sections to be joined to depress the level of the uranium slighily below that of the cladding, bringing the ends to be joined together, applying axial pressure to the joint, and heli-arc welding the joint while rotating the joint, to fuse the cladding to a uniform depth of about 50% of the thickness of the cladding.

    The DOE Advanced Fuel Cell Working Group (AFCWG) was formed and asked to perform a scientific evaluation of the current status of fuel cells, with emphasis on identification of long-range research that may have a significant impact on the practical utilization of fuel cells in a variety of applications. The AFCWG held six meetings at locations throughout the country where fuel cell research and development are in progress, for presentations by experts on the status of fuel cell research and development efforts, as well as for inputs on research needs. Subsequent discussions by the AFCWG have resulted in the identification of priority research areas that should be explored over the long term in order to advance the design and performance of fuel cells of all types. Surveys describing the salient features of individual fuel cell types are presented in Chapters 2 to 6 and include elaborations of long-term research needs relating to the expeditious introduction of improved fuel cells. The Introduction and the Summary (Chapter 1) were prepared by AFCWG. They were repeatedly revised in response to comments and criticism. The present version represents the closest approach to a consensus that we were able to reach, which should not be interpreted to mean that each member of AFCWG endorses every statement and every unexpressed deletion. The Introduction and Summary always represent a majority view and, occasionally, a unanimous judgment. Chapters 2 to 6 provide background information and carry the names of identified authors. The identified authors of Chapters 2 to 6, rather than AFCWG as a whole, bear full responsibility for the scientific and technical contents of these chapters.

Power plant economics and pollution concerns are listed for each fuel, and compared to coal and natural gas power plant costs. A detailed cost breakdown for different plant types is provided for use in base fuel pricing.

The electrode structure is prepared by providing a very fine powder of such as nickel oxide and blending the powder with a suitable decomposable binder to form a solid mass. The mass is comminuted into agglomerate size particles substantially larger than the fine oxide particles and formed into a cohesive compact for subsequent sintering. Sintering is carried out at sufficient conditions to bind the agglomerates together into a porous structure having both coarse and fine porosity. Where lithiated nickel oxide cathodes are prepared, the sintering conditions can be moderate enough to retain substantial quantities of lithium within the electrode for adequate conductivity. 2 figs.

    This project focuses on the development and demonstration of anion exchange membrane (AEM) fuel cells for portable power applications. Novel polymeric anion exchange membranes and ionomers with high chemical stabilities were prepared characterized by researchers at Sandia National Laboratories. Durable, non-precious metal catalysts were prepared by Dr. Plamen Atanassov's research group at the University of New Mexico by utilizing an aerosol-based process to prepare templated nano-structures. Dr. Andy Herring's group at the Colorado School of Mines combined all of these materials to fabricate and test membrane electrode assemblies for single cell testing in a methanol-fueled alkaline system. The highest power density achieved in this study was 54 mW/cm2 which was 90% of the project target and the highest reported power density for a direct methanol alkaline fuel cell.

    A new report from the National Renewable Energy Laboratory (NREL) explores the role of alternative fuels and energy efficient vehicles in motor fuel taxes. Throughout the United States, it is common practice for federal, state, and local governments to tax motor fuels on a per gallon basis to fund construction and maintenance of our transportation infrastructure. In recent years, however, expenses have outpaced revenues creating substantial funding shortfalls that have required supplemental funding sources. While rising infrastructure costs and the decreasing purchasing power of the gas tax are significant factors contributing to the shortfall, the increased use of alternative fuels and more stringent fuel economy standards are also exacerbating revenue shortfalls. The current dynamic places vehicle efficiency and petroleum use reduction polices at direct odds with policies promoting robust transportation infrastructure. Understanding the energy, transportation, and environmental tradeoffs of motor fuel tax policies can be complicated, but recent experiences at the state level are helping policymakers align their energy and environmental priorities with highway funding requirements.

    As part of the Department of Energys Fuel Cycle Research and Development Program an electrochemical technology employing molten salts is being developed for recycle of metallic fast reactor fuel and treatment of light water reactor oxide fuel to produce a feed for fast reactors. This technology has been deployed for treatment of used fuel from the Experimental Breeder Reactor II (EBR-II) in the Fuel Conditioning Facility, located at the Materials and Fuel Complex of Idaho National Laboratory. This process is based on dry (non-aqueous) technologies that have been developed and demonstrated since the 1960s. These technologies offer potential advantages compared to traditional aqueous separations including: compactness, resistance to radiation effects, criticality control benefits, compatibility with advanced fuel types, and ability to produce low purity products. This paper will summarize the status of electrochemical development and demonstration activities with used nuclear fuel, including preparation of associated high-level waste forms.

    Thorium-uranium carbide and thorium-plutonium carbide fuel pellets have been fabricated by the carbothermic reduction process. Temperatures of 1750/sup 0/C and 2000/sup 0/C were used during the reduction cycle. Sintering temperatures of 1800/sup 0/C and 2000/sup 0/C were used to prepare fuel pellet densities of 87% and > 94% of theoretical, respectively. The process allows the fabrication of kilogram quantities of fuel with good reproductibility of chemical and phase composition.

    The U.S. Department of Energy decisions for the ultimate disposition of its inventory of used nuclear fuel presently in, and to be received and stored in, the L Basin at the Savannah River Site, and schedule for project execution have not been established. A logical decision timeframe for the DOE is following the review of the overall options for fuel management and disposition by the Blue Ribbon Commission on America's Nuclear Future (BRC). The focus of the BRC review is commercial fuel; however, the BRC has included the DOE fuel inventory in their review. Even though the final report by the BRC to the U.S. Department of Energy is expected in January 2012, no timetable has been established for decisions by the U.S. Department of Energy on alternatives selection. Furthermore, with the imminent lay-up and potential closure of H-canyon, no ready path for fuel disposition would be available, and new technologies and/or facilities would need to be established. The fuel inventory in wet storage in the 3.375 million gallon L Basin is primarily aluminum-clad, aluminum-based fuel of the Materials Test Reactor equivalent design. An inventory of non-aluminum-clad fuel of various designs is also stored in L Basin. Safe storage of fuel in wet storage mandates several high-level 'safety functions' that would be provided by the Structures, Systems, and Components (SSCs) of the storage system. A large inventory of aluminum-clad, aluminum-based spent nuclear fuel, and other nonaluminum fuel owned by the U.S. Department of Energy is in wet storage in L Basin at the Savannah River Site. An evaluation of the present condition of the fuel, and the Structures, Systems, or Components (SSCs) necessary for its wet storage, and the present programs and storage practices for fuel management have been performed. Activities necessary to validate the technical bases for, and verify the condition of the fuel and the SSCs under long-term wet storage have also been identified. The overall

    Development of detailed chemical kinetic models for advanced petroleum-based and nonpetroleum based fuels is a difficult challenge because of the hundreds to thousands of different components in these fuels and because some of these fuels contain components that have not been considered in the past. It is important to develop detailed chemical kinetic models for these fuels since the models can be put into engine simulation codes used for optimizing engine design for maximum efficiency and minimal pollutant emissions. For example, these chemistry-enabled engine codes can be used to optimize combustion chamber shape and fuel injection timing. They also allow insight into how the composition of advanced petroleum-based and non-petroleum based fuels affect engine performance characteristics. Additionally, chemical kinetic models can be used separately to interpret important in-cylinder experimental data and gain insight into advanced engine combustion processes such as HCCI and lean burn engines. The objectives are: (1) Develop detailed chemical kinetic reaction models for components of advanced petroleum-based and non-petroleum based fuels. These fuels models include components from vegetable-oil-derived biodiesel, oil-sand derived fuel, alcohol fuels and other advanced bio-based and alternative fuels. (2) Develop detailed chemical kinetic reaction models for mixtures of non-petroleum and petroleum-based components to represent real fuels and lead to efficient reduced combustion models needed for engine modeling codes. (3) Characterize the role of fuel composition on efficiency and pollutant emissions from practical automotive engines.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    A variety of phases have the potential to develop in the irradiated fuels for the reduced enrichment research test reactor (RERTR) program. To study the radiation stability of these potential phases, three depleted uranium alloys were cast. The phases of interest were identified including U(Si,Al)3, (U,Mo)(Si,Al)3, UMo2Al20, UAl4, and U6Mo4Al43. These alloys were irradiated with 2.6 MeV protons at 200ºC up to 3.0 dpa. The microstructure is characterized using SEM and TEM. Microstructural characterization for an archive dispersion fuel plate (U-7Mo fuel particles in Al-2%Si cladding) was also carried out. TEM sample preparation for the irradiated dispersion fuel has been developed.

The chief topics were coal, oil and gas, uranium, and utility coal conversion. Presentations were made by EPRI research contractors on the results of ongoing research within the Energy Resources Program and by speakers from the utility and coal industries, government, academia, and the consulting and legal professions. A supplementary paper compiling recent oil and gas supply-and-demand forecast is included in these proceedings. The message emerging from the seminars, and illustrated in numerous ways, is of continuing uncertainty in fuel markets and the necessity for utilities to pursue flexible fuel strategies. A separate abstract was prepared for each of the 19 presentations.

    We report that by around 2025, thorium-based fuel cycles are likely to be deployed internationally. States such as China and India are pursuing research, development, and deployment pathways toward a number of commercial-scale thorium fuel cycles, and they are already building test reactors and the associated fuel cycle infrastructure. In the future, the potential exists for these emerging programs to sell, export, and deploy thorium fuel cycle technology in other states. Without technically adequate international safeguards protocols and measures in place, any future potential clandestine misuse of these fuel cycles could go undetected, compromising the deterrent value of these protocolsmore » and measures. The development of safeguards approaches for thorium-based fuel cycles is therefore a matter of some urgency. Yet, the focus of the international safeguards community remains mainly on safeguarding conventional 235U- and 239Pu-based fuel cycles while the safeguards challenges of thorium-uranium fuel cycles remain largely uninvestigated. This raises the following question: Is the International Atomic Energy Agency and international safeguards system ready for thorium fuel cycles? Furthermore, is the safeguards technology of today sufficiently mature to meet the verification challenges posed by thorium-based fuel cycles? In defining these and other related research questions, the objectives of this paper are to identify key safeguards considerations for thorium-based fuel cycles and to call for an early dialogue between the international safeguards and the nuclear fuel cycle communities to prepare for the potential safeguards challenges associated with these fuel cycles. In this paper, it is concluded that directed research and development programs are required to meet the identified safeguards challenges and to take timely action in preparation for the international deployment of thorium fuel cycles.« less

We investigate the reduction of graphene oxide, and platinum nanoparticle functionalization on hybrid support by X-ray photoelectron spectroscopy, Raman spectroscopy, X-ray diffraction, scanning electron microscopy and transmission electron microscopy. The as-prepared platinum on hybrid support was used directly as a catalyst ink without further treatment and is active toward methanol oxidation. This work realizes both scalable and greener production of highly efficient hybrid catalysts, and would be valuable for practical applications of graphene based fuel cell catalysts.

    The author presents a review about the fleet tests carried out by the Austrian Armed Forces concerning the practical application of a vegetable oil, i.e Rape Oil Methyl Ester (RME) and Used Cooking Oil Methyl Ester (UOME) as alternative fuels for vehicles under military conditions, and reviews other research results carried out in Austria. As a result of over-production in Western European agriculture, the increase in crop yields has led to tremendous surpluses. Alternative agricultural products have been sought. One alternative can be seen in biological fuel production for tractors, whereby the farmer is able to produce his own fuel supply as was the case when he previously provided self-made feed for his horses. For the market introduction different activities were necessary. A considerable number of institutes and organizations including the Austrian Armed Forces have investigated, tested and developed these alternative fuels. The increasing disposal problems of used cooking oil have initiated considerations for its use. The recycling of this otherwise waste product, and its preparation for use as an alternative fuel to diesel oil, seems to be most promising.

The partially spent fuel stream is divided into two streams, spent fuel stream I and spent fuel stream II. Spent fuel stream I is burned with the partially spent oxidant stream inside the refractory container to produce an exhaust stream. The exhaust stream is divided into two streams, exhaust stream I and exhaust stream II, and exhaust stream I is vented. Exhaust stream II is mixed with spent fuel stream II to form a recycle stream. The recycle stream is mixed with the gaseous reformable fuel within the refractory container to form a fuel stream which is supplied to the fuel cells. Also disclosed is an improved apparatus which permits the reforming of a reformable gaseous fuel within such a solid oxide fuel cell generator. The apparatus comprises a mixing chamber within the refractory container, means for diverting a portion of the partially spent fuel stream to the mixing chamber, means for diverting a portion of exhaust gas to the mixing chamber where it is mixed with the portion of the partially spent fuel stream to form a recycle stream, means for injecting the reformable gaseous fuel into the recycle stream, and means for circulating the recycle stream back to the fuel cells.

    Some of the oldest TRIGA fuel in the Malaysian Reaktor TRIGA PUSPATI (RTP) is approaching the limit of its end of life with burn-up of around 20%. Hence it is prudent for us to start planning on the replacement of the fuel in the reactor and other derivative activities associated with it. In this regard, we need to understand all of the risk associated with such operation and one of them is to predict the radioactivity of the fuel, so as to estimate the safety of our working conditions. The radioactivity of several fuels are measured and compared with simulation results to confirm the burnup levels of the selected fuels. The radioactivity measurement are conducted inside the water tank to reduce the risk of exposure and in this case the detector wrapped in plastics are lowered under water. In nuclear power plant, the general practice was to continuously burn the fuel. In research reactor, most operations are based on the immediate needs of the reactor and our RTP for example operate periodically. By integrating the burnup contribution for each core configuration, we simplify the simulation of burn up for each core configuration. Our results for two (2) fuel however indicates that the dose from simulation underestimate the actual dose from our measurements. Several postulates are investigated but the underlying reason remain inconclusive.

    A porous sintered plaque is provided with a bimodal porosity that is especially well suited for use as an electrode within a molten carbonate fuel cell. The coarse porosity is sufficient for admitting gases into contact with the reaction surfaces while the fine porosity is wetted with and retains molten electrolyte on the reaction sites. The electrode structure is prepared by providing a very fine powder such as nickel oxide and blending the powder with a suitable decomposable binder to form a solid mass. The mass is comminuted into agglomerate size particles substantially larger than the fine oxide particles and formed into a cohesive compact for subsequent sintering. Sintering is carried out at sufficient conditions to bind the agglomerates together into a porous structure having both coarse and fine porosity. Where lithiated nickel oxide cathodes are prepared, the sintering conditions can be moderate enough to retain substantial quantities of lithium within the electrode for adequate conductivity.

    Cold pressed UC.sub.2 fuel compacts are sintered at temperatures greater than about 1850.degree. C. while in contact with a sintering facilitator material, e.g., tantalum, niobium, tungsten or a metal carbide such as uranium carbide, thereby allowing for a reduction in the overall porosity and leaving the desired product, i.e., a highly dense, large-grained uranium dicarbide. The process of using the sintering facilitator materials can be applied in the preparation of other carbide materials.

The Fuel Retrieval Subproject was established as part of the Spent Nuclear Fuel Project (SNF Project) to retrieve and repackage the SNF located in the K Basins. The Fuel Retrieval System (FRS) construction work is complete in the KW Basin, and start-up testing is underway Design modifications and construction planning are also underway for the KE Basin. An independent review of the design verification process as applied to the K Basin projects was initiated in support of preparation for the SNF Project operational readiness review (ORR).

    The Fuel Retrieval Subproject was established as part of the Spent Nuclear Fuel Project (SNF Project) to retrieve and repackage the SNF located in the K Basins. The Fuel Retrieval System (FRS) construction work is complete in the KW Basin, and start-up testing is underway. Design modifications and construction planning are also underway for the KE Basin. An independent review of the design verification process as applied to the K Basin projects was initiated in support of preparation for the SNF Project operational readiness review (ORR). A Design Verification Status Questionnaire, Table 1, is included which addresses Corrective Action SNF-EG-MA-EG-20000060, Item No.9 (Miller 2000).

    The Idaho National Engineering Laboratory (INEL) currently stores a wide variety of spent nuclear fuel. The fuel was originally intended to be stored underwater for a short period of thermal cooling, then removed and reprocessed. However, it has been stored underwater for much longer thank originally anticipated. During this time dust and airborne desert soil have entered the oldest INEL pool, accumulating on the fuel. Also, the aluminum fuel cladding has corroded compromising the exposed surfaces of the fuel. Plans are now underway to move some the the more vulnerable aluminum plate type fuels into dry storage in an existing vented and filtered fuel storage facility. In preparation for dry storage of the fuel a drying and canning station is being built at the INEL. The two primary objectives of this facility are to determine the influence of corrosion products on the drying process and to establish temperature distribution inside the canister during heating.

    A ceramic anode composition is formed of a multivalent metal oxide or oxygenate such as an alkali metal, transition metal oxygenate. The anode is prepared as a non-stoichiometric crystalline structure by reaction and conditioning in a hydrogen gas cover containing minor proportions of carbon dioxide and water vapor. The structure exhibits a single phase and substantially enhanced electrical conductivity over that of the corresponding stoichiometric structure. Unexpectedly, such oxides and oxygenates are found to be stable in the reducing anode fuel gas of a molten carbonate fuel cell.
