    This paper presents an assessment of the capital requirements of using six different fuels in the vehicles with tripled fuel economy (3X vehicles) that the Partnership for a new Generation of Vehicles is currently investigating. The six fuels include two petroleum-based fuels (reformulated gasoline and low-sulfur diesel) and four alternative fuels (methanol, ethanol, dimethyl ether, and hydrogen). This study develops estimates of cumulative capital needs for establishing fuels production and distribution infrastructure to accommodate 3X vehicle fuel needs. Two levels of fuel volume-70,000 barrels per day and 1.6 million barrels per day-were established for meeting 3X-vehicle fuel demand. As expected, infrastructure capital needs for the high fuel demand level are much higher than for the low fuel demand level. Between fuel production infrastructure and distribution infrastructure, capital needs for the former far exceed those for the latter. Among the four alternative fuels, hydrogen bears the largest capital needs for production and distribution infrastructure.

    The project was started in April 2005 with the objective to meet the DOE target of delivered hydrogen of <$1.50/gge, which was later revised by DOE to $2-$3/gge range for hydrogen to be competitive with gasoline as a fuel for vehicles. For small, on-site hydrogen plants being evaluated at the time for refueling stations (the 'forecourt'), it was determined that capital cost is the main contributor to the high cost of delivered hydrogen. The concept of this project was to reduce the cost by combining unit operations for the entire generation, purification, and compression system (refer to Figure 1). To accomplish this, the Fluid Bed Membrane Reactor (FBMR) developed by MRT was used. The FBMR has hydrogen selective, palladium-alloy membrane modules immersed in the reformer vessel, thereby directly producing high purity hydrogen in a single step. The continuous removal of pure hydrogen from the reformer pushes the equilibrium 'forward', thereby maximizing the productivity with an associated reduction in the cost of product hydrogen. Additional gains were envisaged by the integration of the novel Metal Hydride Hydrogen Compressor (MHC) developed by Ergenics, which compresses hydrogen from 0.5 bar (7 psia) to 350 bar (5,076 psia) or higher in a single unit using thermal energy. Excess energy from the reformer provides up to 25% of the power used for driving the hydride compressor so that system integration improved efficiency. Hydrogen from the membrane reformer is of very high, fuel cell vehicle (FCV) quality (purity over 99.99%), eliminating the need for a separate purification step. The hydride compressor maintains hydrogen purity because it does not have dynamic seals or lubricating oil. The project team set out to integrate the membrane reformer developed by MRT and the hydride compression system developed by Ergenics in a single package. This was expected to result in lower cost and higher efficiency compared to conventional hydrogen production technologies. The

    This report presents a methodology for estimating the impacts of events that damage or disrupt liquid fuels infrastructure. The impact of a disruption depends on which components of the infrastructure are damaged, the time required for repairs, and the position of the disrupted components in the fuels supply network. Impacts are estimated for seven stressing events in different regions of the United States, which represent a range of disruption types and liquid fuels infrastructure systems configurations. The impact estimates have two fundamental steps: defining the stressing event and estimating the event's impact in terms of a performance metric. The metric used to evaluate the level of impact is how well the liquid fuels sector performs its mission of providing fuel to consumers during and after a stressing event. The liquid fuels system responded well to each stressing event, though the size and duration of fuel shortage impacts for specific regions and cities varied widely.

    Exascale class machines will exhibit a new level of complexity: they will feature an unprecedented number of cores and threads, will most likely be heterogeneous and deeply hierarchical, and offer a range of new hardware techniques (such as speculative threading, transactional memory, programmable prefetching, and programmable accelerators), which all have to be utilized for an application to realize the full potential of the machine. Additionally, users will be faced with less memory per core, fixed total power budgets, and sharply reduced MTBFs. At the same time, it is expected that the complexity of applications will rise sharply for exascale systems, both to implement new science possible at exascale and to exploit the new hardware features necessary to achieve exascale performance. This is particularly true for many of the NNSA codes, which are large and often highly complex integrated simulation codes that push the limits of everything in the system including language features. To overcome these limitations and to enable users to reach exascale performance, users will expect a new generation of tools that address the bottlenecks of exascale machines, that work seamlessly with the (set of) programming models on the target machines, that scale with the machine, that provide automatic analysis capabilities, and that are flexible and modular enough to overcome the complexities and changing demands of the exascale architectures. Further, any tool must be robust enough to handle the complexity of large integrated codes while keeping the user's learning curve low. With the ASC program, in particular the CSSE (Computational Systems and Software Engineering) and CCE (Common Compute Environment) projects, we are working towards a new generation of tools that fulfill these requirements and that provide our users as well as the larger HPC community with the necessary tools, techniques, and methodologies required to make exascale performance a reality.

    The objective of this Electric Infrastructure Technology, Training and Assessment Program was to enhance the reliability of electricity delivery through engineering integration of real-time technologies for wide-area applications enabling timely monitoring and management of grid operations. The technologies developed, integrated, tested and demonstrated will be incorporated into grid operations to assist in the implementation of performance-based protection/preventive measures into the existing electric utility infrastructure. This proactive approach will provide benefits of reduced cost and improved reliability over the typical schedule-based and as needed maintenance programs currently performed by utilities. Historically, utilities have relied on maintenance and inspection programs to diagnose equipment failures and have used the limited circuit isolation devices, such as distribution main circuit breakers to identify abnormal system performance. With respect to reliable problem identification, customer calls to utility service centers are often the sole means for utilities to identify problem occurrences and determine restoration methodologies. Furthermore, monitoring and control functions of equipment and circuits are lacking; thus preventing timely detection and response to customer outages. Finally, the two-way flow of real-time system information is deficient, depriving decision makers of key information required to effectively manage and control current electric grid demands to provide reliable customer service in abnormal situations. This Program focused on advancing technologies and the engineering integration required to incorporate them into the electric grid operations to enhance electrical system reliability and reduce utility operating costs.

For most of these events the analysis is carried out using the National Transportation Fuels Model (NTFM) to simulate the system-level liquid fuels sector response. Results are presented for each event, and a brief cross comparison of event simulation results is provided.

    In an effort to promote clean energy projects and aid in the commercialization of new fuel cell technologies the Long Island Power Authority (LIPA) initiated a Fuel Cell Demonstration Program in 1999 with six month deployments of Proton Exchange Membrane (PEM) non-commercial Beta model systems at partnering sites throughout Long Island. These projects facilitated significant developments in the technology, providing operating experience that allowed the manufacturer to produce fuel cells that were half the size of the Beta units and suitable for outdoor installations. In 2001, LIPA embarked on a large-scale effort to identify and develop measures that could improve the reliability and performance of future fuel cell technologies for electric utility applications and the concept to establish a fuel cell farm (Farm) of 75 units was developed. By the end of October of 2001, 75 Lorax 2.0 fuel cells had been installed at the West Babylon substation on Long Island, making it the first fuel cell demonstration of its kind and size anywhere in the world at the time. Designed to help LIPA study the feasibility of using fuel cells to operate in parallel with LIPA's electric grid system, the Farm operated 120 fuel cells over its lifetime of over 3 years including 3 generations of Plug Power fuel cells (Lorax 2.0, Lorax 3.0, Lorax 4.5). Of these 120 fuel cells, 20 Lorax 3.0 units operated under this Award from June 2002 to September 2004. In parallel with the operation of the Farm, LIPA recruited government and commercial/industrial customers to demonstrate fuel cells as on-site distributed generation. From December 2002 to February 2005, 17 fuel cells were tested and monitored at various customer sites throughout Long Island. The 37 fuel cells operated under this Award produced a total of 712,635 kWh. As fuel cell technology became more mature, performance improvements included a 1% increase in system efficiency.     Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive, their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.

    This report presents the status of the US Department of Energy`s alternative fuel vehicle demonstration and performance tracking programs being conducted in accordance with the Energy Policy and Conservation Act. These programs comprise the most comprehensive data collection effort ever undertaken on alternative transportation fuels and alternative fuel vehicles. The report summarizes tests and results from the fifth year. Electric vehicles are not included in these programs, and the annual report does not include information on them. Since the inception of the programs, great strides have been made in developing commercially viable alternative fuel vehicle technologies. However, as is the case in the commercialization of all new technologies, some performance problems have been experienced on vehicles involved in early demonstration efforts. Substantial improvements have been recorded in vehicle practicality, safety, and performance in real-world demonstrations. An aspect of particular interest is emissions output. Results from light duty alternative fuel vehicles have demonstrated superior inservice emissions performance. Heavy duty alternative fuel vehicles have demonstrated dramatic reductions in particulate emissions. However, emissions results from vehicles converted to run on alternative fuel have not been as promising. Although the technologies available today are commercially viable in some markets, further improvements in infrastructure and economics will result in greater market expansion. Information is included in this report on light and heavy duty vehicles, transit buses, vehicle conversions, safety, infrastructure support, vehicle availability, and information dissemination.

  3. Alcohol fuels program technical review

    The last issue of the Alcohol Fuels Process R/D Newsletter contained a work breakdown structure (WBS) of the SERI Alcohol Fuels Program that stressed the subcontracted portion of the program and discussed the SERI biotechnology in-house program. This issue shows the WBS for the in-house programs and contains highlights for the remaining in-house tasks, that is, methanol production research, alcohol utilization research, and membrane research. The methanol production research activity consists of two elements: development of a pressurized oxygen gasifier and synthesis of catalytic materials to more efficiently convert synthesis gas to methanol and higher alcohols. A report is included (Finegold et al. 1981) that details the experimental apparatus and recent results obtained from the gasifier. The catalysis research is principally directed toward producing novel organometallic compounds for use as a homogeneous catalyst. The utilization research is directed toward the development of novel engine systems that use pure alcohol for fuel. Reforming methanol and ethanol catalytically to produce H/sub 2/ and CO gas for use as a fuel offers performance and efficiency advantages over burning alcohol directly as fuel in an engine. An application of this approach is also detailed at the end of this section. Another area of utilization is the use of fuel cells in transportation. In-house researchers investigating alternate electrolyte systems are exploring the direct and indirect use of alcohols in fuel cells. A workshop is being organized to explore potential applications of fuel cells in the transportation sector. The membrane research group is equipping to evaluate alcohol/water separation membranes and is also establishing cost estimation and energy utilization figures for use in alcohol plant design.

    This report presents the methodologies and results of Argonne`s assessment of additional capital needs and the fuel-cycle energy and emissions impacts of using six different fuels in the vehicles with tripled fuel economy (3X vehicles) that the Partnership for a New Generation of Vehicles is currently investigating. The six fuels included in this study are reformulated gasoline, low-sulfur diesel, methanol, ethanol, dimethyl ether, and hydrogen. Reformulated gasoline, methanol, and ethanol are assumed to be burned in spark-ignition, direct-injection engines. Diesel and dimethyl ether are assumed to be burned in compression-ignition, direct-injection engines. Hydrogen and methanol are assumed to be used in fuel-cell vehicles. The authors have analyzed fuels infrastructure impacts under a 3X vehicle low market share scenario and a high market share scenario. The assessment shows that if 3X vehicles are mass-introduced, a considerable amount of capital investment will be needed to build new fuel production plants and to establish distribution infrastructure for methanol, ethanol, dimethyl ether, and hydrogen. Capital needs for production facilities will far exceed those for distribution infrastructure. Among the four fuels, hydrogen will bear the largest capital needs. The fuel efficiency gain by 3X vehicles translates directly into reductions in total energy demand, fossil energy demand, and CO{sub 2} emissions. The combination of fuel substitution and fuel efficiency results in substantial petroleum displacement and large reductions in emissions of nitrogen oxide, carbon monoxide, volatile organic compounds, sulfur oxide, and particulate matter of size smaller than 10 microns.

  5. NGV fleet fueling station business plan: A public, private and utility partnership to identify economical business options for implementation of CNG fueling infrastructure

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    The Texas Hydrogen Highway project has showcased a hydrogen fuel cell transit bus and hydrogen fueling infrastructure that was designed and built through previous support from various public and private sector entities. The aim of this project has been to increase awareness among transit agencies and other public entities on these transportation technologies, and to place such technologies into commercial applications, such as a public transit agency. The initial project concept developed in 2004 was to show that a skid-mounted, fully-integrated, factory-built and tested hydrogen fueling station could be used to simplify the design, and lower the cost of fueling infrastructure for fuel cell vehicles. The approach was to design, engineer, build, and test the integrated fueling station at the factory then install it at a site that offered educational and technical resources and provide an opportunity to showcase both the fueling station and advanced hydrogen vehicles. The two primary technology components include: Hydrogen Fueling Station: The hydrogen fueling infrastructure was designed and built by Gas Technology Institute primarily through a funding grant from the Texas Commission on Environmental Quality. It includes hydrogen production, clean-up, compression, storage, and dispensing. The station consists of a steam methane reformer, gas clean-up system, gas compressor and 48 kilograms of hydrogen storage capacity for dispensing at 5000 psig. The station is skid-mounted for easy installation and can be relocated if needed. It includes a dispenser that is designed to provide temperaturecompensated fills using a control algorithm. The total station daily capacity is approximately 50 kilograms. Fuel Cell Bus: The transit passenger bus built by Ebus, a company located in Downey, CA, was commissioned and acquired by GTI prior to this project. It is a fuel cell plug-in hybrid electric vehicle which is ADA compliant, has air conditioning sufficient for Texas operations

    Hydrogen fuel, used in an internal combustion engine optimized for maximum efficiency and as part of a hybrid-electric vehicle, will give excellent performance and range with emissions below one-tenth the ultra-low emission vehicle standards being considered in California as Equivalent Zero Emission Vehicles. These vehicles can also be manufactured with increased but not excessive cost. Hydrogen-fueled engines have demonstrated indicated efficiencies of more than 50% under lean operation. Combining optimized engines and other advanced components, the overall vehicle efficiency should approach 40%, compared with 13% for a conventional vehicle in the urban driving cycle. The optimized engine-generator unit is the mechanical equivalent of the fuel cell but at a cost competitive with today`s engines. The increased efficiency of hybrid-electric vehicles now makes hydrogen fuel competitive with today`s conventional vehicles. Conservative analysis of the infrastructure options to support a transition to a hydrogen-fueled light-duty fleet indicates that hydrogen may be utilized at a total cost comparable to the 3.1 cents/km U.S. vehicle operators pay today while using conventional automobiles. Both on-site production by electrolysis or reforming of natural gas and liquid hydrogen distribution offer the possibility of a smooth transition by taking advantage of existing large-scale energy infrastructures. Eventually, renewable sources of electricity and scalable methods of making hydrogen will have lower costs than today. With a hybrid-electric propulsion system, the infrastructure to supply hydrogen and the vehicles to use it can be developed today and thus be in place when fuel cells become economical for vehicle use.

    Achieving the Department of Energy target of an 80% reduction in greenhouse gas emissions by 2050 depends on transportation-related strategies combining technology innovation, market adoption, and changes in consumer behavior. This study examines expanding low-carbon transportation fuel infrastructure to achieve deep GHG emissions reductions, with an emphasis on fuel production facilities and retail components serving light-duty vehicles. Three distinct low-carbon fuel supply scenarios are examined: Portfolio: Successful deployment of a range of advanced vehicle and fuel technologies; Combustion: Market dominance by hybridized internal combustion engine vehicles fueled by advanced biofuels and natural gas; Electrification: Market dominance by electric drive vehicles in the LDV sector, including battery electric, plug-in hybrid, and fuel cell vehicles, that are fueled by low-carbon electricity and hydrogen. A range of possible low-carbon fuel demand outcomes are explored in terms of the scale and scope of infrastructure expansion requirements and evaluated based on fuel costs, energy resource utilization, fuel production infrastructure expansion, and retail infrastructure expansion for LDVs. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored transportation-related strategies for abating GHGs and reducing petroleum dependence.

    This document addresses polymer materials for use in hydrogen service. Section 1 summarizes the applications of polymers in hydrogen infrastructure and vehicle fuel systems and identifies polymers used in these applications. Section 2 reviews the properties of polymer materials exposed to hydrogen and/or high-pressure environments, using information obtained from published, peer-reviewed literature. The effect of high pressure on physical and mechanical properties of polymers is emphasized in this section along with a summary of hydrogen transport through polymers. Section 3 identifies areas in which fuller characterization is needed in order to assess material suitability for hydrogen service.

    The Fiscal Year (FY) 1999 DynCorp Annual Work Plan (AWP) relates DOE-RL work breakdown structure (WBS) to Cost Accounts and to Organizational Structure. Each Cost Account includes a workscope narrative and justification performance and service standards, goals, and deliverables. Basis of estimates are included within each Cost Account to demonstrate the relationship of budget to defined workscope. The FY 1999 AWP reflects the planning assumptions and initiatives that are included in the PHMC Strategic Plan for Infrastructure Optimization which was established in FY 1998. Development of the FY 1999 AWP was in accordance with a sequential series of events and efforts described in the Infrastructure Annual Work Planning and Budget Cycle which was developed and established in conjunction with the Strategic Plan. The Strategic Plan covers a rolling five year span of time and is updated at the start of each fiscal year as the beginning of the annual work planning and budget cycle for the following fiscal year. Accordingly the planning for the FY 1999 AWP began in January 1998. Also included in the annual work planning and budget cycle, and the basis for the budget in this AWP, is the development of a requirements-based budget.

    This report discusses the first year of operation of a fuel cell power plant located at the Sheraton Edison Hotel, Edison, New Jersey. PPL EnergyPlus, LLC installed the plant under a contract with the Starwood Hotels & Resorts Worldwide, Inc. A DFC{reg_sign}300 fuel cell, manufactured by FuelCell Energy, Inc. of Danbury, CT was selected for the project. The fuel cell successfully operated from June 2003 to May 2004.     ChevronTexaco has successfully operated a 200 kW PC25C phosphoric acid fuel cell power plant at the corporate data center in San Ramon, California for the past two years and seven months following installation in December 2001. This site was chosen based on the ability to utilize the combined heat (hot water) and power generation capability of this modular fuel cell power plant in an office park setting . In addition, this project also represents one of the first commercial applications of a stationary fuel cell for a mission critical data center to assess power reliability benefits. This fuel cell power plant system has demonstrated outstanding reliability and performance relative to other comparably sized cogeneration systems.

    Automobile manufacturers leading the development of mass-market fuel cell vehicles (FCVs) were interviewed in Japan, Korea, Germany and the United States. There is general agreement that the performance of FCVs with respect to durability, cold start, packaging, acceleration, refueling time and range has progressed to the point where vehicles that could be brought to market in 2015 will satisfy customer expectations. However, cost and the lack of refueling infrastructure remain significant barriers. Costs have been dramatically reduced over the past decade, yet are still about twice what appears to be needed for sustainable market success. While all four countries have plans for the early deployment of hydrogen refueling infrastructure, the roles of government, industry and the public in creating a viable hydrogen refueling infrastructure remain unresolved. The existence of an adequate refueling infrastructure and supporting government policies are likely to be the critical factors that determine when and where hydrogen FCVs are brought to market.

    In this fuel flexible turbine system (FFTS) program, the Parker gasification system was further optimized, fuel composition of biomass gasification process was characterized and the feasibility of running Capstone MicroTurbine(TM) systems with gasification syngas fuels was evaluated. With high hydrogen content, the gaseous fuel from a gasification process of various feed stocks such as switchgrass and corn stover has high reactivity and high flashback propensity when running in the current lean premixed injectors. The research concluded that the existing C65 microturbine combustion system, which is designed for natural gas, is not able to burn the high hydrogen content syngas due to insufficient resistance to flashback (undesired flame propagation to upstream within the fuel injector). A comprehensive literature review was conducted on high-hydrogen fuel combustion and its main issues. For Capstone?s lean premixed injector, the main mechanisms of flashback were identified to be boundary layer flashback and bulk flow flashback. Since the existing microturbine combustion system is not able to operate on high-hydrogen syngas fuels, new hardware needed to be developed. The new hardware developed and tested included (1) a series of injectors with a reduced propensity for boundary layer flashback and (2) two new combustion liner designs (Combustion Liner Design A and B) that lead to desired primary zone air flow split to meet the overall bulk velocity requirement to mitigate the risk of core flashback inside the injectors. The new injector designs were evaluated in both test apparatus and C65/C200 engines. While some of the new injector designs did not provide satisfactory performance in burning target syngas fuels, particularly in improving resistance to flashback. The combustion system configuration of FFTS-4 injector and Combustion Liner Design A was found promising to enable the C65 microturbine system to run on high hydrogen biomass syngas.     This Quality Assurance Program plan (QAPP) describes how the Fuel Supply Shutdown (FSS) project organization implements the quality assurance requirements of HNF-MP-599, Project Hanford Quality Assurance Program Description (QAPD) and the B and W Hanford Company Quality Assurance Program Plan (QAPP), FSP-MP-004. The QAPP applies to facility structures, systems, and components and to activities (e.g., design, procurement, testing, operations, maintenance, etc.) that could affect structures, systems, and components. This QAPP also provides a roadmap of applicable Project Hanford Policies and Procedures (PHPP) which may be utilized by the FSS project organization to implement the requirements of this QAPP.

    In August 1988, the Secretary of Energy announced a strategy to acquire New Production Reactor capacity for producing tritium. The strategy involved construction of a New Production Modular High Temperature Gas-Cooled Reactor (NP-MHTGR) where the Idaho National Engineering and Environmental Laboratory (INEEL) was selected as the Management and Operations contractor for the project. Immediately after the announcement in August 1988, tritium target particle development began with the INEEL selected as the lead laboratory. Fuel particle development was initially not considered to be on a critical path for the project, therefore, the fuel development program was to run concurrently with the design effort of the NP-MHTGR.

    The spent fuel treatment (SFT) program plan addresses spent fuel volume reduction, packaging, storage, transportation, fuel recovery, and disposal to meet the needs of the HTGR Lead Plant and follow-on plants. In the near term, fuel refabrication will be addressed by following developments in fresh fuel fabrication and will be developed in the long term as decisions on the alternatives dictate. The formulation of this revised program plan considered the implications of the Nuclear Waste Policy Act of 1982 (NWPA) which, for the first time, established a definitive national policy for management and disposal of nuclear wastes. Although the primary intent of the program is to address technical issues, the divergence between commercial and government interests, which arises as a result of certain provisions of the NWPA, must be addressed in the economic assessment of technically feasible alternative paths in the management of spent HTGR fuel and waste. This new SFT program plan also incorporates a significant cooperative research and development program between the United States and the Federal Republic of Germany. The major objective of this international program is to reduce costs by avoiding duplicate efforts.

    The fuel cell has many potential applications, from power sources for electric hybrid vehicles to small power plants for commercial buildings. The choice of fuel will be critical to the pace of its commercialization. This paper reviews the various liquid fuels being considered as an alternative to direct hydrogen gas for the fuel cell application, presents calculations of the hydrogen and carbon dioxide yields from autothermal reforming of candidate liquid fuels, and reports the product gas composition measured from the autothermal reforming of a synthetic fuel in a micro-reactor. The hydrogen yield for a synthetic paraffin fuel produced by a cobalt-based Fischer-Tropsch process was found to be similar to that of retail gasoline. The advantages of the synthetic fuel are that it contains no contaminants that would poison the fuel cell catalyst, is relatively benign to the environment, and could be transported in the existing fuel distribution system.

    This paper has been prepared in partial fulfillment of a subcontract from the Allison Division of General Motors under the terms of Allison`s contract with the U.S. Department of Energy (DE-AC02-90CH10435). The objective of this task (The Fuel Cell Infrastructure and Commercialization Study) is to describe and prepare preliminary evaluations of the processes which will be required to develop fuel cell engines for commercial and private vehicles. This report summarizes the work undertaken on this study. It addresses the availability of the infrastructure (services, energy supplies) and the benefits of creating public/private alliances to accelerate their commercialization. The Allison prime contract includes other tasks related to the research and development of advanced solid polymer fuel cell engines and preparation of a demonstration automotive vehicle. The commercialization process starts when there is sufficient understanding of a fuel cell engine`s technology and markets to initiate preparation of a business plan. The business plan will identify each major step in the design of fuel cell (or electrochemical) engines, evaluation of the markets, acquisition of manufacturing facilities, and the technical and financial resources which will be required. The process will end when one or more companies have successfully developed and produced fuel cell engines at a profit. This study addressed the status of the information which will be required to prepare business plans, develop the economic and market acceptance data, and to identify the mobility, energy and environment benefits of electrochemical or fuel cell engines. It provides the reader with information on the status of fuel cell or electrochemical engine development and their relative advantages over competitive propulsion systems. Recommendations and descriptions of additional technical and business evaluations that are to be developed in more detail in Phase II, are included.

    This paper presents an overview of the Westinghouse Solid Oxide Fuel Cell (SOFC) development activities and current program status. The Westinghouse goal is to develop a cost effective cell that can operate for 50,000 to 100,000 hours. Progress toward this goal will be discussed and test results presented for multiple single cell tests which have now successfully exceeded 56,000 hours of continuous power operation at temperature. Results of development efforts to reduce cost and increase power output of tubular SOFCs are described.

    The basic concept of an emergency fuel is to safely and effectively use blends of specification fuels and hydrocarbon liquids which are free in the sense that they have been commandeered or volunteered from lower priority uses to provide critical transportation services for short-duration emergencies on the order of weeks, or perhaps months. A wide variety of liquid hydrocarbons not normally used as fuels for internal combustion engines have been categorized generically, including limited information on physical characteristics and chemical composition which might prove useful and instructive to fleet operators. Fuels covered are: gasoline and diesel fuel; alcohols; solvents; jet fuels; kerosene; heating oils; residual fuels; crude oils; vegetable oils; gaseous fuels.

    A growing recognition exists in companies worldwide that, when employees leave, they take with them valuable knowledge that is difficult and expensive to recreate. The concern is now particularly acute as the large ''baby boomer'' generation is reaching retirement age. A new field of science, Knowledge Continuity Management (KCM), is designed to capture and catalog the acquired knowledge and wisdom from experience of these employees before they leave. The KCM concept is in the final stages of being adopted by the Energy, Infrastructure, and Knowledge Systems Center and a program is being applied that should produce significant annual cost savings. This report discusses how the Center can use KCM to mitigate knowledge loss from employee departures, including a concise description of a proposed plan tailored to the Center's specific needs and resources.
