    The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

    After decades of futile attempts to increase U.S. fuel economy standards for passenger cars, which have remained unchanged since enactment of the Corporate Average Fuel Economy (CAFE) Standards in Title V of the 1975 Energy Policy Conservation Act, it seems increasingly likely that new and tougher standards will be enacted in the near future - especially after the Senate's 21 June passage of energy efficiency bill H.R. 6. As this magazine went to press, the bill, which calls for a 40 percent increase in vehicle fuel economy by 2020 among other efficiency and alternative energy goals, was headed to the House of Representatives for more debate. Congress has seen proposals like this since the 1980s, but this is the first time that one of them has passed in the Senate. The Bush administration has also weighed in with a proposal to increase new vehicle fuel economy by 4 percent per year from 2011 to 2017, and the administrator of the National Highway Traffic Safety Administration (NHTSA) has asked Congress to grant the Secretary of Transportation the authority to restructure and increase CAFE standards for cars, a power denied by the original CAFE legislation. A confluence of events has led to this change of political climate, including: the failure of world oil production and refining capacity to keep pace with rapidly growing demand, especially from China and other emerging economies, which has led to the highest oil prices since the 1980s and growing fears that world production of conventional oil may be close to its peak and rapid decline; the escalating influence of oil resources on geopolitics as China seeks to guarantee its future access to supplies, enhanced revenues from the higher prices, which prop up authoritarian regimes in Iran, Venezuela, Russia, and elsewhere and allow them increasing freedom of action; the enhancement of the role of climate change in political decision making by new reports from the Intergovernmental Panel on Climate Change (IPCC), with

    In March 2006, the National Highway Traffic Safety Administration (NHTSA) finalized Corporate Average Fuel Economy (CAFE) standards requiring higher fuel economy performance for light-duty trucks in model year (MY) 2008 through 2011. Unlike the proposed CAFE standards discussed in Annual Energy Outlook 2006, which would have established minimum fuel economy requirements by six footprint size classes, the final reformed CAFE standards specify a continuous mathematical function that determines minimum fuel economy requirements by vehicle footprint, defined as the wheelbase (the distance from the front axle to the center of the rear axle) times the average track width (the distance between the center lines of the tires) of the vehicle in square feet.

    The home buyer brings to the decision an elaborate set of preferences, perceptions, conditions, and attitudes. The homes from which the buyer can choose offer bundles of attributes including location, price, size, energy efficiency, and age. Programs designed to increase residential energy efficiency alter the mix of attributes offered. Ultimately, the effects and penetration of such programs depend on how the altered mix of attributes interacts with buyers' characteristics. One technique for modeling buyer responses to products with different mixes of attributes is conjoint analysis. This technique has been applied primarily in marketing research studies, usually designed to estimate market shares for new consumer products. This paper presents the results of an application of this technique to a housing market in which residential energy-efficiency programs have been instituted to improve the efficiency of new, electrically heated homes. The conjoint analysis methodology permits the analyst to unbundle'' the characteristics of homes and determine how individual characteristics affect the purchase decision. This unbundling is essential for determining how energy efficiency affects buyer choice, and what penetration rates energy-efficiency programs are likely to achieve. When programs are not fuel-blind, it is especially important to unbundle housing characteristics because the programs may affect not only energy-efficiency choice, but also fuel choice. 4 refs., 3 tabs.

    In August 2005, the National Highway Traffic Safety Administration (NHTSA) published proposed reforms to the structure of CAFE standards for light trucks and increases in light truck Corporate Average Fuel Economy (CAFE) standards for model years 2008 through 201. Under the proposed new structure, NHTSA would establish minimum fuel economy levels for six size categories defined by the vehicle footprint (wheelbase multiplied by track width), as summarized in Table 3. For model years 2008 through 2010, the new CAFE standards would provide manufacturers the option of complying with either the standards defined for each individual footprint category or a proposed average light truck fleet standard of 22.5 miles per gallon in 2008, 23.1 miles per gallon in 2009, and 23.5 miles per gallon in 2010. All light truck manufacturers would be required to meet an overall standard based on sales within each individual footprint category after model year 2010.

    Renewable fuels standard (RFS) policies are becoming a popular public policy mechanism for developing the market for renewable fuels in the transportation sector. During the past decade, U.S. states and several countries began implementing these more market-based (less command and control) policies to support increased biofuels production and use. This paper presents an overview of current and proposed U.S. state-level policies, as well as selected electric sector policies and international fuel standard policies. Current U.S. state-level renewable fuel policies list drivers including an improved economy and environment, as well as fuel self-sufficiency. Best practices and experience from an evaluation of renewable portfolio standards (RPS) in the United States and international RFS policies can inform U.S. state-level policy by illustrating the importance of policy flexibility, binding targets, effective cost caps, and tradable permits. Understanding and building on the experiences from these previous policies can improve the policy mechanism and further develop a market for renewable fuels to meet the goals of improved economy, environment, and fuel self-sufficiency.

    This report is designed to assist the U.S. Department of Energy, the U.S. government in general, and Natural Resources Canada with understanding the potential for voluntary fuel economy standards designed to increase the fuel economy of the North American fleet of light-duty vehicles (LDVs-passenger cars and light trucks) within a 10-15-year timeframe. The approach of this study has been: First, to examine and evaluate recent fuel economy initiatives taken in Japan and Europe; Second, to review the technologies available to improve fuel economy in the U.S. (and Canadian) fleets, focusing on their costs and fuel economy improvement potential; Third, to identify and broadly evaluate some alternatives to the current U.S. and Canadian Corporate Average Fuel Economy system of specifying uniform fuel economy targets (27.5 mpg for cars, 20.7 mpg for light trucks) for individual companies; and Fourth, to try to determine an approximate level of fuel economy increase and form of company agreements that would be conducive to a voluntary agreement, based on the assumption that an acceptable voluntary standard would impose an equitable burden on each manufacturer and would be approximately cost-effective from consumers' private perspectives.

  18. Feebates and Fuel Economy Standards: Impacts on Fuel Use in Light-Duty Vehicles and Greenhouse Gas Emissions

    This study evaluates the potential impacts of a national feebate system, a market-based policy that consists of graduated fees on low-fuel-economy (or high-emitting) vehicles and rebates for high-fuel-economy (or lowemitting) vehicles. In their simplest form, feebate systems operate under three conditions: a benchmark divides all vehicles into two categories-those charged fees and those eligible for rebates; the sizes of the fees and rebates are a function of a vehicle's deviation from its benchmark; and placement of the benchmark ensures revenue neutrality or a desired level of subsidy or revenue. A model developed by the University of California for the California Air Resources Board was revised and used to estimate the effects of six feebate structures on fuel economy and sales of new light-duty vehicles, given existing and anticipated future fuel economy and emission standards. These estimates for new vehicles were then entered into a vehicle stock model that simulated the evolution of the entire vehicle stock. The results indicate that feebates could produce large, additional reductions in emissions and fuel consumption, in large part by encouraging market acceptance of technologies with advanced fuel economy, such as hybrid electric vehicles.

  19. Standard for the qualification of high capacity fossil fuel fired plant operators

    The American Society of Mechanical Engineers, at the request of the U.S. Environmental Protection Agency (EPA) and, in recognition of the needs and benefits associated with standard qualifications of operators of high capacity fossil fuel fired plants, established the Qualifications of High Capacity Fossil Fuel Fired Operator (QFO) Committee in 1994. The purpose of the QFO Committee is to develop and maintain such a standard for operators. This standard includes qualifications, duties, responsibilities and the certification requirements for operators as appropriate to The Clean Air Act as amended in 1990 for fossil fuel fired plants with inputs equal to or greater than 10,000 Btu/hr. This Standard does not cover the certification or validation of fossil plant operating procedures, operating practices, facility performance, nor compliance with any particular permit requirement. This standard recognizes the titles or positions to which any particular fossil plant operator may apply, will vary within a facility. Therefore, this standard does not attempt to identify the individual who is required to obtain certification in any class designation. The fossil plant owner is urged to contact the local jurisdiction in which the fossil plant is located in this regard. This standard does not in itself require certification but rather it serves as a means for complying with federal, state, and local regulations which require operators of fossil fuel fired boilers with inputs equal to or greater than 10,000,000 But/hr to be certified. Safety codes and standards are intended to enhance public health and safety. Revisions to this Standard result from committee considerations of factors such as technological advances, new data, and changing environmental and industry needs. Revisions do not imply that previous editions of this standard were inadequate.

  2. Regional variations in US residential sector fuel prices: implications for development of building energy performance standards

    The Notice of Proposed Rulemaking for Energy Performance Standards for New Buildings presented life-cycle-cost based energy budgets for single-family detached residences. These energy budgets varied with regional climatic conditions but were all based on projections of national average prices for gas, oil and electricity. The Notice of Proposed Rulemaking indicated that further analysis of the appropriateness of various price measures for use in setting the Standards was under way. This part of that ongoing analysis addresses the availability of fuel price projections, the variation in fuel prices and escalation rates across the US and the effects of aggregating city price data to the state, Region, or national level. The study only provides a portion of the information required to identify the best price aggregation level for developing of the standards. The research addresses some of the economic efficiency considerations necessary for design of a standard that affects heterogeneous regions. The first section discusses the effects of price variation among and within regions on the efficiency of resource allocation when a standard is imposed. Some evidence of the extreme variability in fuel prices across the US is presented. In the second section, time series, cross-sectional fuel price data are statistically analyzed to determine the similarity in mean fuel prices and price escalation rates when the data are treated at increasing levels of aggregation. The findings of this analysis are reported in the third section, while the appendices contain price distributions details. The last section reports the availability of price projections and discusses some EIA projections compared with actual prices.

  4. Evaluation of a standard test method for screening fuels in soils

    A new screening method for fuel contamination in soils was recently developed as American Society for Testing and Materials (ASTM) Method D-5831-95, Standard Test Method for Screening Fuels in Soils. This method uses low-toxicity chemicals and can be sued to screen organic- rich soils, as well as being fast, easy, and inexpensive to perform. Fuels containing aromatic compounds, such as diesel fuel and gasoline, as well as other aromatic-containing hydrocarbon materials, such as motor oil, crude oil, and cola oil, can be determined. The screening method for fuels in soils was evaluated by conducting a Collaborative study on the method. In the Collaborative study, a sand and an organic soil spiked with various concentrations of diesel fuel were tested. Data from the Collaborative study were used to determine the reproducibility (between participants) and repeatability (within participants) precision of the method for screening the test materials. The Collaborative study data also provide information on the performance of portable field equipment (patent pending) versus laboratory equipment for performing the screening method and a comparison of diesel concentration values determined using the screening method versus a laboratory method.

  7. Creating NDA working standards through high-fidelity spent fuel modeling

    The Next Generation Safeguards Initiative (NGSI) is developing advanced non-destructive assay (NDA) techniques for spent nuclear fuel assemblies to advance the state-of-the-art in safeguards measurements. These measurements aim beyond the capabilities of existing methods to include the evaluation of plutonium and fissile material inventory, independent of operator declarations. Testing and evaluation of advanced NDA performance will require reference assemblies with well-characterized compositions to serve as working standards against which the NDA methods can be benchmarked and for uncertainty quantification. To support the development of standards for the NGSI spent fuel NDA project, high-fidelity modeling of irradiated fuel assemblies is being performed to characterize fuel compositions and radiation emission data. The assembly depletion simulations apply detailed operating history information and core simulation data as it is available to perform high fidelity axial and pin-by-pin fuel characterization for more than 1600 nuclides. The resulting pin-by-pin isotopic inventories are used to optimize the NDA measurements and provide information necessary to unfold and interpret the measurement data, e.g., passive gamma emitters, neutron emitters, neutron absorbers, and fissile content. A key requirement of this study is the analysis of uncertainties associated with the calculated compositions and signatures for the standard assemblies; uncertainties introduced by the calculation methods, nuclear data, and operating information. An integral part of this assessment involves the application of experimental data from destructive radiochemical assay to assess the uncertainty and bias in computed inventories, the impact of parameters such as assembly burnup gradients and burnable poisons, and the influence of neighboring assemblies on periphery rods.     Plug-in hybrid electric vehicles (PHEVs) have potential to reduce or eliminate the U.S. dependence on foreign oil. Quantifying the amount of petroleum each uses, however, is challenging. To estimate in-use fuel economy for conventional vehicles the Environmental Protection Agency (EPA) conducts chassis dynamometer tests on standard historic drive cycles and then adjusts the resulting “raw” fuel economy measurements downward. Various publications, such as the forthcoming update to the SAE J1711 recommended practice for PHEV fuel economy testing, address the challenges of applying standard test procedures to PHEVs. This paper explores the issue of how to apply an adjustment method to such “raw” PHEV dynamometer test results in order to more closely estimate the in-use fuel and electricity consumption characteristics of these vehicles. The paper discusses two possible adjustment methods, and evaluates one method by applying it to dynamometer data and comparing the result to in-use fleet data (on an aftermarket conversion PHEV). The paper will also present the methodologies used to collect the data needed for this comparison.

It contains requirements for the design of major buildings and structures including the shipping cask unloading and spent fuel storage pools, cask decontamination, unloading and loading areas, and the surrounding buildings which contain radwaste treatment, heating, ventilation and air conditioning, and other auxiliary systems.     The U.S.Department of Energys (DOE) National Spent Nuclear Fuel Program (NSNFP), located at the Idaho National Engineering and Environmental Laboratory (INEEL), has been chartered with the responsibility for developing spent nuclear fuel (SNF) standardized canisters and a transportation cask system for shipping DOE SNF to the national repository. The mandate for this development is outlined in the Memorandum of Agreement for Acceptance of Department of Energy Spent Nuclear Fuel and High-Level Radioactive Waste that states, EM shall design and fabricate DOE SNF canisters for shipment to RW. (1) It also states, EM shall be responsible for the design, NRC certification, and fabrication of the transportation cask system for DOE SNF canisters or bare DOE SNF in accordance with 10 CFR Part 71. (2) In fulfillment of these requirements, the NSNFP has developed four SNF standardized canister configurations and has conceptually designed a versatile transportation cask system for shipping the canisters to the national repository.1 The standardized canister sizes were derived from the national repository waste package design for co-disposal of SNF with high-level waste (HLW). One SNF canister can be placed in the center of the waste package or one can be placed in one of five radial positions, replacing a HLW canister. The internal cavity of the transportation cask was derived using the same logic, matching the size of the internal cavity of the waste package. The size of the internal cavity for the transportation cask allows the shipment of multiple canister configurations with the application of a removable basket design. The standardized canisters have been designed to be loaded with DOE SNF, placed into interim storage, shipped to the national repository, and placed in a waste package without having to be reopened. Significant testing has been completed that clearly demonstrates that the standardized canisters can safely achieve their intended design goals. The

  20. World Biofuels Production Potential Understanding the Challenges to Meeting the U.S. Renewable Fuel Standard

    This study by the U.S. Department of Energy (DOE) estimates the worldwide potential to produce biofuels including biofuels for export. It was undertaken to improve our understanding of the potential for imported biofuels to satisfy the requirements of Title II of the 2007 Energy Independence and Security Act (EISA) in the coming decades. Many other countries biofuels production and policies are expanding as rapidly as ours. Therefore, we modeled a detailed and up-to-date representation of the amount of biofuel feedstocks that are being and can be grown, current and future biofuels production capacity, and other factors relevant to the economic competitiveness of worldwide biofuels production, use, and trade. The Oak Ridge National Laboratory (ORNL) identified and prepared feedstock data for countries that were likely to be significant exporters of biofuels to the U.S. The National Renewable Energy Laboratory (NREL) calculated conversion costs by conducting material flow analyses and technology assessments on biofuels technologies. Brookhaven National Laboratory (BNL) integrated the country specific feedstock estimates and conversion costs into the global Energy Technology Perspectives (ETP) MARKAL (MARKet ALlocation) model. The model uses least-cost optimization to project the future state of the global energy system in five year increments. World biofuels production was assessed over the 2010 to 2030 timeframe using scenarios covering a range U.S. policies (tax credits, tariffs, and regulations), as well as oil prices, feedstock availability, and a global CO{sub 2} price. All scenarios include the full implementation of existing U.S. and selected other countries biofuels policies (Table 4). For the U.S., the most important policy is the EISA Title II Renewable Fuel Standard (RFS). It progressively increases the required volumes of renewable fuel used in motor vehicles (Appendix B). The RFS requires 36 billion (B) gallons (gal) per year of renewable fuels by 2022

    Following the defunding of the Yucca Mountain Project, it is reasonable to assume that commercial used fuel will remain in storage for a longer time period than initially assumed. Previous transportation task work in FY 2011, under the Department of Energy’s Office of Nuclear Energy, Used Fuel Disposition Campaign, proposed an alternative for safely transporting used fuel regardless of the structural integrity of the used fuel, baskets, poisons, or storage canisters after an extended period of storage. This alternative assures criticality safety during transportation by implementing a concept that achieves moderator exclusion (no in-leakage of moderator into the used fuel cavity). By relying upon a component inside of the transportation cask that provides a watertight function, a strong argument can be made that moderator intrusion is not credible and should not be a required assumption for criticality evaluations during normal or hypothetical accident conditions of transportation. This Transportation Task report addresses the assigned FY 2012 work that supports the proposed moderator exclusion concept as well as a standardized transportation system. The two tasks assigned were to (1) promote the proposed moderator exclusion concept to both regulatory and nuclear industry audiences and (2) advance specific technical issues in order to improve American Society of Mechanical Engineers Boiler and Pressure Vessel Code, Section III, Division 3 rules for storage and transportation containments. The common point behind both of the assigned tasks is to provide more options that can be used to resolve current issues being debated regarding the future transportation of used fuel after extended storage.

    It is now well-known that, from a physics standpoint, Pu, or even TRU (i.e. Pu+M.A.), originating from LEU fuel irradiated in PWRs can be multirecycled also in PWRs using MOX fuel. However, the degradation of the isotopic composition during irradiation necessitates using enriched U in conjunction with the MOX fuel either homogeneously or heterogeneously to maintain the Pu (or TRU) content at a level allowing safe operation of the reactor, i.e. below about 10%. The study is related to another possible utilization of the excess Pu produced in the blanket of a LMFBR, namely in a PWR(MOX). In this case the more Pu is bred in the LMFBR, the more PWR(MOX) it can sustain. The important difference between the Pu coming from the blanket of a LMFBR and that coming from a PWR(LEU) is its isotopic composition. The first one contains about 95% of fissile isotopes whereas the second one contains only about 65% of fissile isotopes. As it will be shown later, this difference allows the PWR fed by Pu from the LMFBR blanket to operate with natural U instead of enriched U when it is fed by Pu from PWR(LEU)

The ease of use of the new parallel auto-correlative statistics engine is illustrated by the means of C++ code snippets and algorithm verification is provided.     Criticality safety evaluations implement requirements to proof of sufficient sub critical margins outside of the reactor environment for example in fuel fabrication plants. Basic criticality data (i.e., criticality standards) are used in the determination of sub critical margins for all processes involving plutonium or enriched uranium. There are several criticality international standards, e.g., ARH-600, which is one the US nuclear industry relies on. The French Nuclear Safety Authority (DGSNR and its advising body IRSN) has requested AREVA NP to review the criticality standards used for the evaluation of its Low Enriched Uranium fuel fabrication plants with CRISTAL V0, the recently updated French criticality evaluation package. Criticality safety is a concern for every phase of the fabrication process including UF{sub 6} cylinder storage, UF{sub 6}-UO{sub 2} conversion, powder storage, pelletizing, rod loading, assembly fabrication, and assembly transportation. Until 2003, the accepted criticality standards were based on the French CEA work performed in the late seventies with the APOLLO1 cell/assembly computer code. APOLLO1 is a spectral code, used for evaluating the basic characteristics of fuel assemblies for reactor physics applications, which has been enhanced to perform criticality safety calculations. Throughout the years, CRISTAL, starting with APOLLO1 and MORET 3 (a 3D Monte Carlo code), has been improved to account for the growth of its qualification database and for increasing user requirements. Today, CRISTAL V0 is an up-to-date computational tool incorporating a modern basic microscopic cross section set based on JEF2.2 and the comprehensive APOLLO2 and MORET 4 codes. APOLLO2 is well suited for criticality standards calculations as it includes a sophisticated self shielding approach, a P{sub ij} flux determination, and a 1D transport (S{sub n}) process.     Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive, their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.

A comparison is made of opportunity fuels, defined as fuels that can be converted to other forms of energy at lower cost than standard fossil fuels. Types of fuels for which some limited technical data is provided include petroleum coke, garbage, wood waste, and tires. Power plant economics and pollution concerns are listed for each fuel, and compared to coal and natural gas power plant costs.     New lightweight materials continue to be of great interest to the automotive industry. Compared to 20 years ago, the average vehicle weight has been reduced by almost a fourth, and fuel economy has nearly doubled. While continued improvements are both desirable and possible, materials choices are narrowing and the manufacturing methods needed to produce advanced materials systems are much more costly. The incentives remain high, however; particularly in view of large payoffs associated with minimizing structural weight in electric and hybrid-type vehicles. One generic solution is to develop coatings that will enable the use of lower cost materials. A workshop on coatings needs in the auto industry was held in Detroit, Michigan on October 27 and 28, 1992 with the objective of identifying research needs where coatings could enhance the use of energy efficient lightweight materials for automotive applications. Four generic areas had previously been identified auto manufacturers and industry suppliers. These were: Wear Coatings, Hard Protective Coatings for Plastics, Solar Control Coatings, and Process Manufacturing Issues. The development of coatings and coating technologies for lightweight metals and metal matrix composites emerged as the number one research needs. This need underscores the interest in making better use of existing lightweight metals, e.g. magnesium, aluminum, and their alloys. Coatings to protect plastics and reinforced plastic composites were also identified as a major area of importance. Protection from automotive liquids and gases. Coatings that will improve mar resistance, resist UV degradation, or eliminate degradation due to moisture absorption are also needed. Accordingly, manufacturability issues associated with coating light metals, e.g. aluminum, magnesium, and metal matrix composites with wear and corrosion resistant materials, were identified as a high priority research need.

    The public, automakers, and policymakers have long worried about trade-offs between increased fuel economy in motor vehicles and reduced safety. The conclusion of a broad group of experts on safety and fuel economy in the auto sector is that no trade-off is required. There are a wide variety of technologies and approaches available to advance vehicle fuel economy that have no effect on vehicle safety. Conversely, there are many technologies and approaches available to advance vehicle safety that are not detrimental to vehicle fuel economy. Congress is considering new policies to increase the fuel economy of new automobiles in order to reduce oil dependence and reduce greenhouse gas emissions. The findings reported here offer reassurance on an important dimension of that work: It is possible to significantly increase the fuel economy of motor vehicles without compromising their safety. Automobiles on the road today demonstrate that higher fuel economy and greater safety can co-exist. Some of the safest vehicles have higher fuel economy, while some of the least safe vehicles driven today--heavy, large trucks and SUVs--have the lowest fuel economy. At an October 3, 2006 workshop, leading researchers from national laboratories, academia, auto manufacturers, insurance research industry, consumer and environmental groups, material supply industries, and the federal government agreed that vehicles could be designed to simultaneously improve safety and fuel economy. The real question is not whether we can realize this goal, but the best path to get there. The experts' studies reveal important new conclusions about fuel economy and safety, including: (1) Vehicle fuel economy can be increased without affecting safety, and vice versa; (2) Reducing the weight and height of the heaviest SUVs and pickup trucks will simultaneously increase both their fuel economy and overall safety; and (3) Advanced materials can decouple size from mass, creating important new possibilities for

    In the broader computational research community, one subject of recent research is the problem of adapting algorithms to make effective use of multi- and many-core processors. Effective use of these architectures, which have complex memory hierarchies with many layers of cache, typically involves a careful examination of how an algorithm moves data through the memory hierarchy. Unfortunately, there is often a non-obvious relationship between algorithmic parameters like blocking strategies, and their impact on memory utilization, and, in turn, the relationship with runtime performance. Auto-tuning is an empirical method used to discover optimal values for tunable algorithmic parameters under such circumstances. The challenge is compounded by the fact that the settings that produce the best performance for a given problem and a given platform may not be the best for a different problem on the same platform, or the same problem on a different platform. The high performance visualization research community has begun to explore and adapt the principles of auto-tuning for the purpose of optimizing codes on modern multi- and many-core processors. This report focuses on how performance optimization studies reveal a dramatic variation in performance for two fundamental visualization algorithms: one based on a stencil operation having structured, uniform memory access, and the other is ray casting volume rendering, which uses unstructured memory access patterns. The two case studies highlighted in this report show the extra effort required to optimize such codes by adjusting the tunable algorithmic parameters can return substantial gains in performance. Additionally, these case studies also explore the potential impact of and the interaction between algorithmic optimizations and tunable algorithmic parameters, along with the potential performance gains resulting from leveraging architecture-specific features.

    Although storage facilities for spent nuclear fuel (SNF) and high-level radioactive waste (HLRW) are widely dispersed throughout the United States, these materials are also relatively concentrated in terms of geographic area. That is, the impacts of storage occur in a very small geographic space. Once shipments begin to a national repository or centralized interim storage facility, the impacts of SNF and HLRW will become more geographically distributed, more publicly visible, and almost certainly more contentious. The selection of shipping routes will likely be a major source of controversy. This paper describes the development of procedures, regulations, and standards for the selection of routes used to ship spent nuclear fuel and high-level radioactive waste in the United States. The paper begins by reviewing the circumstances around the development of HM-164 routing guidelines. The paper discusses the significance of New York City versus the Department of Transportation and application of HM-164. The paper describes the methods used to implement those regulations. The paper will also describe the current HM-164 designated routes and will provide a summary data analysis of their characteristics. This analysis will reveal the relatively small spatial scale of the effects of HM 164. The paper will then describe subsequent developments that have affected route selection for these materials. These developments include the use of 'representative routes' found in the Department of Energy (DOE) 2008 Supplemental Environmental Impact Statement for the formerly proposed Yucca Mountain geologic repository. The paper will describe recommendations related to route selection found in the National Academy of Sciences 2006 report Going the Distance, as well as recommendations found in the 2012 Final Report of the Blue Ribbon Commission on America's Nuclear Future.     A polarization imaging apparatus measures the Stokes image of a sample. The apparatus consists of an optical lens set, a first variable phase retarder (VPR) with its optical axis aligned 22.5.degree., a second variable phase retarder with its optical axis aligned 45.degree., a linear polarizer, a imaging sensor for sensing the intensity images of the sample, a controller and a computer. Two variable phase retarders were controlled independently by a computer through a controller unit which generates a sequential of voltages to control the phase retardations of the first and second variable phase retarders. A auto-calibration procedure was incorporated into the polarization imaging apparatus to correct the misalignment of first and second VPRs, as well as the half-wave voltage of the VPRs. A set of four intensity images, I.sub.0, I.sub.1, I.sub.2 and I.sub.3 of the sample were captured by imaging sensor when the phase retardations of VPRs were set at (0,0), (.pi.,0), (.pi.,.pi.) and (.pi./2,.pi.), respectively. Then four Stokes components of a Stokes image, S.sub.0, S.sub.1, S.sub.2 and S.sub.3 were calculated using the four intensity images.

    Limited fuel resources, increasing energy demand and stringent emission regulations are drivers to evaluate process off-gases or process waste streams as fuels for power generation. Often these process waste streams have low energy content and/or highly reactive components. Operability of low energy content fuels in gas turbines leads to issues such as unstable and incomplete combustion. On the other hand, fuels containing higher-order hydrocarbons lead to flashback and auto-ignition issues. Due to above reasons, these fuels cannot be used directly without modifications or efficiency penalties in gas turbine engines. To enable the use of these wide variety of fuels in gas turbine engines a rich catalytic lean burn (RCL®) combustion system was developed and tested in a subscale high pressure (10 atm.) rig. The RCL® injector provided stability and extended turndown to low Btu fuels due to catalytic pre-reaction. Previous work has shown promise with fuels such as blast furnace gas (BFG) with LHV of 85 Btu/ft3 successfully combusted. This program extends on this work by further modifying the combustor to achieve greater catalytic stability enhancement. Fuels containing low energy content such as weak natural gas with a Lower Heating Value (LHV) of 6.5 MJ/m3 (180 Btu/ft3 to natural gas fuels containing higher hydrocarbon (e.g ethane) with LHV of 37.6 MJ/m3 (1010 Btu/ft3) were demonstrated with improved combustion stability; an extended turndown (defined as the difference between catalytic and non-catalytic lean blow out) of greater than 250oF was achieved with CO and NOx emissions lower than 5 ppm corrected to 15% O2. In addition, for highly reactive fuels the catalytic region preferentially pre-reacted the higher order hydrocarbons with no events of flashback or auto-ignition allowing a stable and safe operation with low NOx and CO emissions.

    The auto-ignition process during transient injection of gaseous dimethyl ether (DME) in a constant high-pressure atmosphere is studied experimentally by laser-optical methods and compared with numerical calculations. With different non-intrusive measurement techniques jet properties and auto-ignition are investigated at high temporal and spatial resolution. The open jet penetrates a constant pressure oxidative atmosphere of up to 4 MPa. During the transient evolution, the fuel jet entrains air at up to 720 K. The subsequent auto-ignition of the ignitable part of the jet occurs simultaneously over a wide spatial extension. The ignition delay times are not affected by variation of the nozzle exit velocity. Thus, the low-temperature oxidation is slow compared with the shorter time scales of mixing, so that chemical kinetics is dominating the process. The typical two-stage ignition is resolved optically with high-speed shadowgraphy at a sampling rate of 10 kHz. The 2D fields of jet velocity and transient mixture fraction are measured phase-coupled with Particle Image Velocimetry (PIV) and Tracer Laser Induced Fluorescence (LIF) during the time-frame of ignition. The instationary Probability Density Functions (PDF) of mixture fraction are described very well by Beta functions within the complete area of the open jet. Additional 1D flamelet simulations of the auto-ignition process are computed with a detailed reaction mechanism for DME [S. Fischer, F. Dryer, H. Curran, Int. J. Chem. Kinet. 32 (12) (2000) 713-740; H. Curran, S. Fischer, F. Dryer, Int. J. Chem. Kinet. 32 (12) (2000) 741-759]. Calculated ignition delay times are in very good agreement with the measured mean ignition delay times of 3 ms. Supplemental flamelet simulations address the influence of DME and air temperature, pressure and strain. Underneath a critical strain rate the air temperature is identified to be the most sensitive factor on ignition delay time. (author)

    Following the decision to withdraw the Yucca Mountain license application, the Department of Energy created a Blue Ribbon Commission (BRC) on America's Nuclear Future, tasked with recommending a national strategy to manage the back end of the nuclear fuel cycle. The BRC issued its final report in January 2012, with recommendations covering transportation, storage and disposal of spent nuclear fuel (SNF); potential reprocessing; and supporting institutional measures. The BRC recommendations on disposal of SNF and high-level waste (HLW) are relevant to the U.S. Environmental Protection Agency (EPA), which shares regulatory responsibility with the Nuclear Regulatory Commission (NRC): EPA issues 'generally applicable' performance standards for disposal repositories, which are then implemented in licensing. For disposal, the BRC endorses developing one or more geological repositories, with siting based on an approach that is adaptive, staged and consent-based. The BRC recommends that EPA and NRC work cooperatively to issue generic disposal standards-applying equally to all sites-early in any siting process. EPA previously issued generic disposal standards that apply to all sites other than Yucca Mountain. However, the BRC concluded that the existing regulations should be revisited and revised. The BRC proposes a number of general principles to guide the development of future regulations. EPA continues to review the BRC report and to assess the implications for Agency action, including potential regulatory issues and considerations if EPA develops new or revised generic disposal standards. This review also involves preparatory activities to define potential process and public engagement approaches. (authors)

    The diesel fuel injector and pump systems contain many sliding interfaces that rely for lubrication upon the fuels. The combination of the poor fuel lubricity and extremely tight geometric clearance between the plunger and bore makes the diesel fuel injector vulnerable to scuffing damage that severely limits the engine life. In order to meet the upcoming stricter diesel emission regulations and higher engine efficiency requirements, further fuel refinements that will result in even lower fuel lubricity due to the removal of essential lubricating compounds, more stringent operation conditions, and tighter geometric clearances are needed. These are expected to increase the scuffing and wear vulnerability of the diesel fuel injection and pump systems. In this chapter, two approaches are discussed to address this issue: (1) increasing fuel lubricity by introducing effective lubricity additives or alternative fuels, such as biodiesel, and (2) improving the fuel injector scuffing-resistance by using advanced materials and/or surface engineering processes. The developing status of the fuel modification approach is reviewed to cover topics including fuel lubricity origins, lubricity improvers, alternative fuels, and standard fuel lubricity tests. The discussion of the materials approach is focused on the methodology development for detection of the onset of scuffing and evaluation of the material scuffing characteristics.

    Objectives Options associated with geothermal drilling operations are generally limited by factors such as formation temperature and rock strength. The objective of the research is to expand the "tool box" available to the geothermal driller by furthering the development of a high-temperature drilling motor that can be used in directional drilling applications for drilling high temperature geothermal formations. The motor is specifically designed to operate in conjunction with a pneumatic down-the-hole-hammer. It provides a more compact design compared to traditional drilling motors such as PDMs (positive displacement motors). The packaging can help to enhance directional drilling capabilities. It uses no elastomeric components, which enables it to operate in higher temperatures ( >250 °F). Current work on the motor has shown that is a capable of operating under pneumatic power with a down-the-hole-hammer. Further development work will include continued testing and refining motor components and evaluating motor capabilities. Targets/Milestones Complete testing current motor - 12/31/2010 Make final material and design decisions - 01/31/2011 Build and test final prototype - 04/31/2011 Final demonstration - 07/31/2011 Impacts The development of the motor will help to achieve program technical objectives by improving well construction capabilities. This includes enabling high-temperature drilling as well as enhancing directional drilling. A key component in the auto indexer is the drive motor. It is an air-driven vane motor that converts the energy stored in the compressed air to mechanical energy. The motor is attached to hammer-like components which impart an impulsive load onto the drive shaft. The impulsive force on the drive shaft in turn creates an indexing action. A controlled test was performed to characterize the performance of the the vane motor for a given pressure.     For the past 6 years, open discussions and/or meetings have been held and are still on-going with OEM, Hydrogen Suppliers, other test facilities from the North America Team and International collaborators regarding experimental results, fuel clean-up cost, modeling, and analytical techniques to help determine levels of constituents for the development of an international standard for hydrogen fuel quality (ISO TC197 WG-12). Significant progress has been made. The process for the fuel standard is entering final stages as a result of the technical accomplishments. The objectives are to: (1) Determine the allowable levels of hydrogen fuel contaminants in support of the development of science-based international standards for hydrogen fuel quality (ISO TC197 WG-12); and (2) Validate the ASTM test method for determining low levels of non-hydrogen constituents.

    We present an auto-tuning approach to optimize application performance on emerging multicore architectures. The methodology extends the idea of search-based performance optimizations, popular in linear algebra and FFT libraries, to application-specific computational kernels. Our work applies this strategy to Sparse Matrix Vector Multiplication (SpMV), the explicit heat equation PDE on a regular grid (Stencil), and a lattice Boltzmann application (LBMHD). We explore one of the broadest sets of multicore architectures in the HPC literature, including the Intel Xeon Clovertown, AMD Opteron Barcelona, Sun Victoria Falls, and the Sony-Toshiba-IBM (STI) Cell. Rather than hand-tuning each kernel for each system, we develop a code generator for each kernel that allows us to identify a highly optimized version for each platform, while amortizing the human programming effort. Results show that our auto-tuned kernel applications often achieve a better than 4X improvement compared with the original code. Additionally, we analyze a Roofline performance model for each platform to reveal hardware bottlenecks and software challenges for future multicore systems and applications.

    Typical topics and problems encountered during data processing of diffraction experiments are discussed and the tools provided in the autoPROC software are described. A typical diffraction experiment will generate many images and data sets from different crystals in a very short time. This creates a challenge for the high-throughput operation of modern synchrotron beamlines as well as for the subsequent data processing. Novice users in particular may feel overwhelmed by the tables, plots and numbers that the different data-processing programs and software packages present to them. Here, some of the more common problems that a user has to deal with when processing a set of images that will finally make up a processed data set are shown, concentrating on difficulties that may often show up during the first steps along the path of turning the experiment (i.e. data collection) into a model (i.e. interpreted electron density). Difficulties such as unexpected crystal forms, issues in crystal handling and suboptimal choices of data-collection strategies can often be dealt with, or at least diagnosed, by analysing specific data characteristics during processing. In the end, one wants to distinguish problems over which one has no immediate control once the experiment is finished from problems that can be remedied a posteriori. A new software package, autoPROC, is also presented that combines third-party processing programs with new tools and an automated workflow script that is intended to provide users with both guidance and insight into the offline processing of data affected by the difficulties mentioned above, with particular emphasis on the automated treatment of multi-sweep data sets collected on multi-axis goniostats.

    Ion beam auto tuning time and success rate are often major factors in the utilization and productivity of ion implanters. Tuning software frequently fails to meet specified setup times or recipe parameters, causing production stoppages and requiring manual intervention. Build-up of conductive deposits in the arc chamber and extraction gap can be one of the main causes of auto tuning problems. The deposits cause glitching and ion beam instabilities, which lead to errors in the software optimization routines. Infineon Regensburg has been testing use of XeF{sub 2}, an in-situ chemical cleaning reagent, with positive results in reducing auto tuning interruption events.

    To make informed decisions about travel and vehicle purchase, consumers need unbiased and accurate information of the fuel economy they will actually obtain. In the past, the EPA fuel economy estimates based on its 1984 rules have been widely criticized for overestimating on-road fuel economy. In 2008, EPA adopted a new estimation rule. This study compares the usefulness of the EPA's 1984 and 2008 estimates based on their prediction bias and accuracy and attempts to improve the prediction of on-road fuel economies based on consumer and vehicle attributes. We examine the usefulness of the EPA fuel economy estimates using a large sample of self-reported on-road fuel economy data and develop an Individualized Model for more accurately predicting an individual driver's on-road fuel economy based on easily determined vehicle and driver attributes. Accuracy rather than bias appears to have limited the usefulness of the EPA 1984 estimates in predicting on-road MPG. The EPA 2008 estimates appear to be equally inaccurate and substantially more biased relative to the self-reported data. Furthermore, the 2008 estimates exhibit an underestimation bias that increases with increasing fuel economy, suggesting that the new numbers will tend to underestimate the real-world benefits of fuel economy and emissions standards. By including several simple driver and vehicle attributes, the Individualized Model reduces the unexplained variance by over 55% and the standard error by 33% based on an independent test sample. The additional explanatory variables can be easily provided by the individuals.

    This paper is concerned with crashworthiness of auto-body members considering the effect of fabrication. Most auto-body members are fabricated with sheet metal forming process and welding process that induce fabrication histories such as the plastic work hardening, non-uniform thickness distribution and residual stress. Crash simulation is carried out for auto-body members with LS-DYNA3D in order to identify the fabrication effect on the crashworthiness. The analysis calculated crash mode, the reaction force and the energy absorption for crashworthiness assessment with the forming effect. The result shows that the crash analysis with considering the forming history leads to a different result from that without considering the forming effect. The analysis results demonstrate that the design of auto-body members should be carried out considering the forming history for accurate assessment of the crashworthiness.

    Governmental actions require significantly increased attention to keep pace with frequently changing requirements. These are dictated by environmental or political factors. The 1973 oil embargo is discussed. Both the EPA and the auto industry pay increased attention to gasoline composition factors which may affect potential for particulate reduction by fuel modification. Sulfur removal is likely to be a far more costeffective means of reducing total particulate mass than reduction of aromatics or volatility. The authors conclude that the technology needed to achieve product changes which may be mandated by government is not insurmountable.
