    A secondary fuel delivery system for delivering a secondary stream of fuel and/or diluent to a secondary combustion zone located in the transition piece of a combustion engine, downstream of the engine primary combustion region is disclosed. The system includes a manifold formed integral to, and surrounding a portion of, the transition piece, a manifold inlet port, and a collection of injection nozzles. A flowsleeve augments fuel/diluent flow velocity and improves the system cooling effectiveness. Passive cooling elements, including effusion cooling holes located within the transition boundary and thermal-stress-dissipating gaps that resist thermal stress accumulation, provide supplemental heat dissipation in key areas. The system delivers a secondary fuel/diluent mixture to a secondary combustion zone located along the length of the transition piece, while reducing the impact of elevated vibration levels found within the transition piece and avoiding the heat dissipation difficulties often associated with traditional vibration reduction methods.

    This research project compares laboratory-measured fuel economy of a medium-duty diesel powered hydraulic hybrid vehicle drivetrain to both a conventional diesel drivetrain and a conventional gasoline drivetrain in a typical commercial parcel delivery application. Vehicles in this study included a model year 2012 Freightliner P100H hybrid compared to a 2012 conventional gasoline P100 and a 2012 conventional diesel parcel delivery van of similar specifications. Drive cycle analysis of 484 days of hybrid parcel delivery van commercial operation from multiple vehicles was used to select three standard laboratory drive cycles as well as to create a custom representative cycle. These four cycles encompass and bracket the range of real world in-use data observed in Baltimore United Parcel Service operations. The NY Composite cycle, the City Suburban Heavy Vehicle Cycle cycle, and the California Air Resources Board Heavy Heavy-Duty Diesel Truck (HHDDT) cycle as well as a custom Baltimore parcel delivery cycle were tested at the National Renewable Energy Laboratory's Renewable Fuels and Lubricants Laboratory. Fuel consumption was measured and analyzed for all three vehicles. Vehicle laboratory results are compared on the basis of fuel economy. The hydraulic hybrid parcel delivery van demonstrated 19%-52% better fuel economy than the conventional diesel parcel delivery van and 30%-56% better fuel economy than the conventional gasoline parcel delivery van on cycles other than the highway-oriented HHDDT cycle.

    The Fuel Cycle Risk Assessment Program was initiated to provide risk assessment methods for assistance in the regulatory process for nuclear fuel cycle facilities other than reactors. This report, the first from the program, defines and describes fuel cycle elements that are being considered in the program. One type of facility (and in some cases two) is described that is representative of each element of the fuel cycle. The descriptions are based on real industrial-scale facilities that are current state-of-the-art, or on conceptual facilities where none now exist. Each representative fuel cycle facility is assumed to be located on the appropriate one of four hypothetical but representative sites described. The fuel cycles considered are for Light Water Reactors with once-through flow of spent fuel, and with plutonium and uranium recycle. Representative facilities for the following fuel cycle elements are described for uranium (or uranium plus plutonium where appropriate): mining, milling, conversion, enrichment, fuel fabrication, mixed-oxide fuel refabrication, fuel reprocessing, spent fuel storage, high-level waste storage, transuranic waste storage, spent fuel and high-level and transuranic waste disposal, low-level and intermediate-level waste disposal, and transportation. For each representative facility the description includes: mainline process, effluent processing and waste management, facility and hardware description, safety-related information and potential alternative concepts for that fuel cycle element. The emphasis of the descriptive material is on safety-related information. This includes: operating and maintenance requirements, input/output of major materials, identification and inventories of hazardous materials (particularly radioactive materials), unit operations involved, potential accident driving forces, containment and shielding, and degree of hands-on operation.

This report discusses the effects that reformulated gasolines will have on transportation services such as Colonial`s pipeline system. Currently, Colonial is delivering about 1.2 million barrels per day of gasolines, as well as over 700,000 barrels per day of kerosene, diesel fuel, and fuel oil. Colonial anticipates that there will be additional demands for moving gasolines as a result of the reformulated gasoline regulations.

However, very few of these data involve real world conditions, and there is growing concern about in-use emissions. This report also attempts to assess factors that could allow in-use emissions to vary from the best-case'' results normally reported. The study also addresses issues of fuel supply, fuel composition, performance, safety, and warranty waivers. The report is based on an extensive literature and product survey and on the author's experience with fuel delivery systems for light-duty vehicles.

    In a report to the US House of Representatives Committee on Science and Technology, the Advisory Panel defines the most critical energy problem facing the US: obtaining a sufficient supply of liquid hydrocarbons for transportation fuel and for other applications where substitution would be difficult, costly, and time-consuming. Any substantial contribution from synthetic fuels must involve the use of coal, oil shale, and biomass, with the raw materials coming from as many different regions of the country as possible. The panel makes recommendations regarding (1) the emphasis of the Department of Energy's synthetic-fuel demonstration program, (2) implementation of a synthetic-fuel production program, and (3) mitigation of the environmental and socioeconomic impacts of synthetic-fuel production. The panel specifically maintains that federal assistance to commercial-scale projects should be available on a competitive basis to those organizations willing to take substantial marketing risks.

    For the safety of fusion fuel cycle, hydrogen isotope gases including tritium are stored as metal hydride form. To satisfy fueling requirement of fusion machine, rapid delivery from metal hydride bed is one of major factors for the development of tritium storage and delivery system. Desorption from metal hydride depends on the operation scenario by pressure and temperature control of the bed. The effect of operation scenario and pump performance on desorption rate of metal hydride bed was experimentally investigated using ZrCo bed. The results showed that the condition of pre-heating scenario before actual delivery of gas affected the delivery performance. Different pumps were connected to desorption line from bed and the effect of pump capacity on desorption rate were also found to be significant. (authors)

    In-use and laboratory-derived fuel economies were analyzed for a medium-duty hybrid electric drivetrain with 'engine off at idle' capability and a conventional drivetrain in a typical commercial package delivery application. Vehicles studied included eleven 2010 Freightliner P100H hybrids in service at a United Parcel Service facility in Minneapolis during the first half of 2010. The hybrids were evaluated for 18 months against eleven 2010 Freightliner P100D diesels at the same facility. Both vehicle groups use the same 2009 Cummins ISB 200-HP engine. In-use fuel economy was evaluated using UPS's fueling and mileage records, periodic ECM image downloads, and J1939 CAN bus recordings during the periods of duty cycle study. Analysis of the in-use fuel economy showed 13%-29% hybrid advantage depending on measurement method, and a delivery route assignment analysis showed 13%-26% hybrid advantage on the less kinetically intense original diesel route assignments and 20%-33% hybrid advantage on the more kinetically intense original hybrid route assignments. Three standardized laboratory drive cycles were selected that encompassed the range of real-world in-use data. The hybrid vehicle demonstrated improvements in ton-mi./gal fuel economy of 39%, 45%, and 21% on the NYC Comp, HTUF Class 4, and CARB HHDDT test cycles, respectively.

    A fuel cell assembly in which fuel cells adapted to internally reform fuel and fuel reformers for reforming fuel are arranged in a fuel cell stack. The fuel inlet ports of the fuel cells and the fuel inlet ports and reformed fuel outlet ports of the fuel reformers are arranged on one face of the fuel cell stack. A manifold sealing encloses this face of the stack and a reformer fuel delivery system is arranged entirely within the region between the manifold and the one face of the stack. The fuel reformer has a foil wrapping and a cover member forming with the foil wrapping an enclosed structure.

    Part I of the hearing record covers testimony relating to the extension of antitrust defense availability to the International Energy Agency (IEA); an authorization request by the Department of Transportation (DOT) to comply with pipeline safety regulations; and the administration's reluctance to promote gasohol use in federal vehicles. The first day's hearing included discussion of H.R. 2166, which extended the IEA authority by amending the Energy Policy and Conservation Act, and the testimony of four witnesses representing federal agencies involved in international affairs. On the second day, three DOT witnesses described pipeline-safety programs, enforcement, and procedures, with emphasis on the transport of liquefied natural gas. On the third day, nine witnesses representing gasohol-producing states, the US Army Equipment Research and Development Command, federal fleet services, and DOE examined the appropriateness and compliance record of Executive Order 12261 mandating gasohol for federally owned or leased vehicles. At issue was the need to convert Midwest grains to fuel at a time when oil is plentiful, the performance of alcohol fuels, and the administration's preference for working through the marketplace.     To date, there has been substantial analytical and experimental effort to define the margins between design basis loss-of-coolant accident (LOCA) behavior and regulatory limits on maximum fuel rod cladding temperature and deformation. As a result, there is extensive documentation on the modeling of fuel rod behavior in test reactors and design basis LOCA's. However, modeling of that behavior using representative, non-conservative, operating histories is not nearly as well documented in the public literature. Therefore, the objective of this paper is (a) to present calculations of LOCA induced behavior for Pressurized Water Reactor (PWR) core representative fuel rods, and (b) to discuss the variability in those calculations given the variability in fuel rod condition at the initiation of the LOCA. This analysis was limited to the study of changes in fuel rod behavior due to different power operating histories. The other two important parameters which affect that behavior, initial fuel rod design and LOCA coolant conditions were held invarient for all of the representative rods analyzed.

    A fuel nozzle for delivery of fuel to a gas turbine engine. The fuel nozzle includes an outer nozzle wall and a center body located centrally within the nozzle wall. A gap is defined between an inner wall surface of the nozzle wall and an outer body surface of the center body for providing fuel flow in a longitudinal direction from an inlet end to an outlet end of the fuel nozzle. A turbulating feature is defined on at least one of the central body and the inner wall for causing at least a portion of the fuel flow in the gap to flow transverse to the longitudinal direction. The gap is effective to provide a substantially uniform temperature distribution along the nozzle wall in the circumferential direction.

    Subcommittee chairman Phillip R. Sharp's opening statement notes that a wave of large horizontal and vertical mergers are the result of rising oil prices and oil-reserve values, price decontrol, and a relaxation of anti-merger enforcement by the Reagan administration. US merger activity in 1981 had a $20 billion value, half of which involved oil, gas, mining, and mineral companies. Chairman Sharp further notes that the mergers will raise customer costs and eliminate many small companies, which indirectly retards new exploration. H.R. 4930 requires a study of these effects and provides for a moratorium on larger mergers until the study is completed. The testimony of eight witnesses representing oil companies and related groups follows the text of H.R. 4930. Additional material submitted for the record includes a resolution by the Illinois Petroleum Marketers Association expressing their concern about the impact of mergers. (DCK)

    Fuel economy estimates are provided for the CleanFleet vans operated for two years by FedEx in Southern California. Between one and three vehicle manufacturers (Chevrolet, Dodge, and Ford) supplied vans powered by compressed natural gas (CNG), propane gas, California Phase 2 reformulated gasoline (RFG), methanol (M-85), and unleaded gasoline as a control. Two electric G-Vans, manufactured by Conceptor Corporation, were supplied by Southern California Edison. Vehicle and engine technologies are representative of those available in early 1992. A total of 111 vans were assigned to FedEx delivery routes at five demonstration sites. The driver and route assignments were periodically rotated within each site to ensure that each vehicle would experience a range of driving conditions. Regression analysis was used to estimate the relationships between vehicle fuel economy and factors such as the number of miles driven and the number of delivery stops made each day. The energy adjusted fuel economy (distance per energy consumed) of the alternative fuel vans operating on a typical FedEx duty cycle was between 13 percent lower and 4 percent higher than that of control vans from the same manufacturer. The driving range of vans operating on liquid and gaseous alternative fuels was 1 percent to 59 percent lower than for vans operating on unleaded gasoline. The driving range of the electric G-Vans was less than 50 miles. These comparisons are affected to varying degrees by differences in engine technology used in the alterative fuel and control vehicles. Relative fuel economy results from dynamometer emissions tests were generally consistent with those obtained from FedEx operations.

    The National Renewable Energy Laboratory verified diesel-conventional and diesel-hybrid parcel delivery vehicle models to evaluate petroleum reduction and cost implications of plug-in hybrid gasoline and diesel variants. These variants are run on a field-data-derived design matrix to analyze the effects of drive cycle, distance, battery replacements, battery capacity, and motor power on fuel consumption and lifetime cost. Two cost scenarios using fuel prices corresponding to forecasted highs for 2011 and 2030 and battery costs per kilowatt-hour representing current and long-term targets compare plug-in hybrid lifetime costs with diesel conventional lifetime costs. Under a future cost scenario of $100/kWh battery energy and $5/gal fuel, plug-in hybrids are cost effective. Assuming a current cost of $700/kWh and $3/gal fuel, they rarely recoup the additional motor and battery cost. The results highlight the importance of understanding the application's drive cycle, daily driving distance, and kinetic intensity. For instances in the current-cost scenario where the additional plug-in hybrid cost is regained in fuel savings, the combination of kinetic intensity and daily distance travelled does not coincide with the usage patterns observed in the field data. If the usage patterns were adjusted, the hybrids could become cost effective.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    A fuel assembly for a liquid metal fast breeder reactor having an upper axial blanket region disposed in a plurality of zones within the fuel assembly. The characterization of a zone is dependent on the height of the axial blanket region with respect to the active fuel region. The net effect of having a plurality of zones is to establish a dispersal flow path for the molten materials resulting during a core meltdown accident.     This interim report presents partial (six months) results for a technology evaluation of gasoline hybrid electric parcel delivery trucks operated by FedEx in and around Los Angeles, CA. A 12 month in-use technology evaluation comparing in-use fuel economy and maintenance costs of GHEVs and comparative diesel parcel delivery trucks was started in April 2009. Comparison data was collected and analyzed for in-use fuel economy and fuel costs, maintenance costs, total operating costs, and vehicle uptime. In addition, this interim report presents results of parcel delivery drive cycle collection and analysis activities as well as emissions and fuel economy results of chassis dynamometer testing of a gHEV and a comparative diesel truck at the National Renewable Energy Laboratory's (NREL) ReFUEL laboratory. A final report will be issued when 12 months of in-use data have been collected and analyzed.

    This report assesses the applicability of fuel cells to a wide variety of transportation vehicles and compares them with competing propulsion systems. The assessments include economic evaluations (initial capital cost and levelized-life-cycle costs) and noneconomic evaluations (vehicle performance, power plant size, environmental effects, safety, convenience and reliability). The report also recommends research and development areas to support the development of fuel cell systems. The study indicates that fork-lift trucks are an excellent application for fuel cells. Fuel cell use in urban delivery vans and city buses is promising because it would reduce air pollution. Fuel-cell-powered automobiles, pickup trucks, and intercity buses only look promising over the long term. Based on economic criteria, the use of fuel cells for small marine craft does not appear feasible. Because of economic uncertainties, further study is needed to assess the application of fuel cell systems to freight locomotives and large marine craft.

    This report details progress made in improving the performance of No. 2 heating oil in residential applications. Previous research in this area is documented in papers published in the Brookhaven Oil Heat Technology Conference Proceedings in 1993, 1994 and 1996. By way of review we have investigated a number of variables in the search for improved fuel system performance. These include the effect of various additives designed to address stability, dispersion, biotics, corrosion and reaction with metals. We have also investigated delivery methods, filtration, piping arrangements and the influence of storage tank size and location. As a result of this work Santa Fuel Inc. in conjunction with Mobile Oil Corporation have identified an additive package which shows strong evidence of dramatically reducing the occurrence of fuel system failures in residential oil burners. In a broad market roll-out of the additized product we have experienced a 29% reduction in fuel related service calls when comparing the 5 months ending January 1997 to the same period ending January 1996.

    This fact sheet describes UPS second generation hybrid-electric delivery vehicles as compared to conventional delivery vehicles. Medium-duty commercial vehicles such as moving trucks, beverage-delivery trucks, and package-delivery vans consume almost 2,000 gal of fuel per year on average. United Parcel Service (UPS) operates hybrid-electric package-delivery vans to reduce the fuel use and emissions of its fleet. In 2008, the National Renewable Energy Laboratory's (NREL's) Fleet Test and Evaluation Team evaluated the first generation of UPS' hybrid delivery vans. These hybrid vans demonstrated 29%-37% higher fuel economy than comparable conventional diesel vans, which contributed to UPS' decision to add second-generation hybrid vans to its fleet. The Fleet Test and Evaluation Team is now evaluating the 18-month, in-service performance of 11 second-generation hybrid vans and 11 comparable conventional diesel vans operated by UPS in Minneapolis, Minnesota. The evaluation also includes testing fuel economy and emissions at NREL's Renewable Fuels and Lubricants (ReFUEL) Laboratory and comparing diesel particulate filter (DPF) regeneration. In addition, a followup evaluation of UPS' first-generation hybrid vans will show how those vehicles performed over three years of operation. One goal of this project is to provide a consistent comparison of fuel economy and operating costs between the second-generation hybrid vans and comparable conventional vans. Additional goals include quantifying the effects of hybridization on DPF regeneration and helping UPS select delivery routes for its hybrid vans that maximize the benefits of hybrid technology. This document introduces the UPS second-generation hybrid evaluation project. Final results will be available in mid-2012.

    In recent years, gasoline and diesel fuel have accounted for about 80 percent of total transportation fuel and nearly all of the fuel used in on-road vehicles. Growing concerns about the environmental effects of fossil fuel use and the Nation`s high level of dependence on foreign oil are providing impetus for the development of replacements or alternatives for these traditional transportation fuels. (The Energy Policy Act of 1992 definitions of {open_quotes}replacement{close_quotes} and {open_quotes}alternative{close_quotes} fuels are presented in the following box.) The Alternative Motor Fuels Act of 1988, the Clean Air Act Amendments of 1990 (CAAA90) and the Energy Policy Act of 1992 (EPACT) are significant legislative forces behind the growth of replacement fuel use. Alternatives to Traditional Transportation Fuels 1993 provides the number of on-road alternative fueled vehicles in use in the United States, alternative and replacement fuel consumption, and information on greenhouse gas emissions resulting from the production, delivery, and use of replacement fuels for 1992, 1993, and 1995.

    The Production and Delivery Subgroup was tasked with evaluating the various options that could be used for hydrogen production and delivery in terms of availability/industry readiness, technical and economic barriers, and environmental considerations. Hydrogen can be produced using a variety of feedstocks and conversion technologies. The feedstock options include water, natural gas, coal, petroleum, methanol, ethanol, biomass, and organic waste streams. Ultimately, using these domestic resources we will be able to produce all the hydrogen we will need for the complete conversion of our transportation infrastructure. The various conversion technologies include electrolysis, reforming (principally of natural gas, but also ethanol and methanol), photobiological and photoelectrochemical, biofermentation, pyrolysis and gasification of biomass and coal, high temperature thermochemical, and catalytic membranes. All of these production technologies are being actively researched by DOE's Office of Hydrogen, Fuel Cells and Infrastructure Technologies (HFCIT); and other offices within DOE support work that complements the HFCIT Program activities. In addition, private industry is also dedicating significant resources to these efforts. In establishing the California Hydrogen Highway Network (CA H2 Net) we must utilize both distributed (that is, hydrogen that is produced at the point of use) as well as centralized production of hydrogen. Because of technical and economic barriers, most of the technologies for hydrogen production listed above will not become practical for either mode of hydrogen production in large quantities until at least the 2015-2030 timeframe. In the near term, that is, the transitional period between now and 2010 when we will establish a widely available hydrogen fueling infrastructure in California, the distributed production options of reforming and electrolysis will play the dominant role.     Medium-duty vehicles are used in a broad array of fleet applications, including parcel delivery. These vehicles are excellent candidates for electric drive applications due to their transient-intensive duty cycles, operation in densely populated areas, and relatively high fuel consumption and emissions. The National Renewable Energy Laboratory (NREL) conducted a robust assessment of parcel delivery routes and completed a model-based techno-economic analysis of hybrid electric vehicle (HEV) and plug-in hybrid electric vehicle configurations. First, NREL characterized parcel delivery vehicle usage patterns, most notably daily distance driven and drive cycle intensity. Second, drive-cycle analysis results framed the selection of drive cycles used to test a parcel delivery HEV on a chassis dynamometer. Next, measured fuel consumption results were used to validate simulated fuel consumption values derived from a dynamic model of the parcel delivery vehicle. Finally, NREL swept a matrix of 120 component size, usage, and cost combinations to assess impacts on fuel consumption and vehicle cost. The results illustrated the dependency of component sizing on drive-cycle intensity and daily distance driven and may allow parcel delivery fleets to match the most appropriate electric drive vehicle to their fleet usage profile.
