    An ultraviolet absorption hygrometer is provided including a source of pulsed ultraviolet radiation for providing radiation in a first wavelength region where water absorbs significantly and in a second proximate wavelength region where water absorbs weakly. Ultraviolet radiation in the first and second regions which has been transmitted through a sample path of atmosphere is detected. The intensity of the radiation transmitted in each of the first and second regions is compared and from this comparison the amount of water in the sample path is determined.

    An electron launching voltage monitor measures MITL voltage using a relationship between anode electric field and electron current launched from a cathode-mounted perturbation. An electron launching probe extends through and is spaced from the edge of an opening in a first MITL conductor, one end of the launching probe being in the gap between the MITL conductor, the other end being adjacent a first side of the first conductor away from the second conductor. A housing surrounds the launching probe and electrically connects the first side of the first conductor to the other end of the launching probe. A detector detects the current passing through the housing to the launching probe, the detected current being representative of the voltage between the conductors.

    The analytical tool used to evaluate accidents aboard a Titan IV launch vehicle involving a Radioisotope Thermoelectric Generator (RTG) is discussed. The Launch Accident Scenario Evaluation Program-Titan IV version (LASEP-T) uses a Monte Carlo approach to determine the response of an RTG to various threatening environments. The threatening environments arise from a complex interplay of probabilistic and deterministic processes, and are therefore parameterized by a set of random variables with probability distributions. The assessment of the RTG response to a given environment is based on both empirical data and theoretical modeling. Imbedding detailed, complex response models into the LASEP-T calculation was not practical. Simpler response models have been constructed to capture both the inherent variability due to the phenomenology of the accident scenario along with the uncertainty of predicting response behavior. The treatment of variability and uncertainty as it pertains to the launch accident evaluation of RTG response will be discussed.

The best type of generator for this purpose is the flux compression generator.     As compact and light weight power sources with reliable, long lives, Radioisotope Power Systems (RPSs) have made space missions to explore the solar system possible. Due to the hazardous material that can be released during a launch accident, the potential health risk of an accident must be quantified, so that appropriate launch approval decisions can be made. One part of the risk estimation involves modeling the response of the RPS to potential accident environments. Due to the complexity of modeling the full RPS response deterministically on dynamic variables, the evaluation is performed in a stochastic manner with a Monte Carlo simulation. The potential consequences can be determined by modeling the transport of the hazardous material in the environment and in human biological pathways. The consequence analysis results are summed and weighted by appropriate likelihood values to give a collection of probabilistic results for the estimation of the potential health risk. This information is used to guide RPS designs, spacecraft designs, mission architecture, or launch procedures to potentially reduce the risk, as well as to inform decision makers of the potential health risks resulting from the use of RPSs for space missions.

    In the future, there will be a need for constant cargo launches from Earth to Mars in order to build, and then sustain, a Martian base. Currently, chemical rockets are used for space launches. These are expensive and heavy due to the amount of necessary propellant. Nuclear thermal rockets (NTRs) are the next step in rocket design. Another alternative is to create a launcher on the lunar surface that uses magnetic levitation to launch cargo to Mars in order to minimize the amount of necessary propellant per mission. This paper investigates using nuclear power for six different cargo launching alternatives, as well as the orbital mechanics involved in launching cargo to a Martian base from the moon. Each alternative is compared to the other alternative launchers, as well as compared to using an NTR instead. This comparison is done on the basis of mass that must be shipped from Earth, the amount of necessary propellant, and the number of equivalent NTR launches. Of the options, a lunar coil launcher had a ship mass that is 12.7% less than the next best option and 17 NTR equivalent launches, making it the best of the presented six options.

    We present the first 2.5-dimensional magnetohydrodynamic (MHD) simulations of protostellar jets that include both the region in which the jet is launched magnetocentrifugally at scale lengths <0.1 AU and where the propagating jet is observed at scale lengths >10{sup 3} AU. These simulations, performed with the new adaptive mesh refinement MHD code AZEuS, reveal interesting relationships between conditions at the disk surface, such as the magnetic field strength, and direct observables such as proper motion, jet rotation, jet radius, and mass flux. By comparing these quantities with observed values, we present direct numerical evidence that the magnetocentrifugal launching mechanism is capable, by itself, of launching realistic protostellar jets.

    This paper presents the safety program conducted to determine the response of the General Purpose Heat Source (GPHS) Radioisotope Thermoelectric Generator (RTG) to potential launch accidents of the Space Shuttle for the Galileo and Ulysses missions. The National Aeronautics and Space Administration (NASA) provided definition of the Shuttle potential accidents and characterized the environments. The Launch Accident Scenario Evaluation Program (LASEP) was developed by GE to analyze the RTG response to these accidents. RTG detailed response to Solid Rocket Booster (SRB) fragment impacts, as well as to other types of impact, was obtained from an extensive series of hydrocode analyses. A comprehensive test program was conducted also to determine RTG response to the accident environments. The hydrocode response analyses coupled with the test data base provided the broad range response capability which was implemented in LASEP.

    The US Department of Energy (DOE) and the Kazakhstan government have launched a breakthrough science and technology mission to use DOE technology developed to detect weapons proliferation to search for oil and mineral reserves in Kazakhstan. The Pacific Northwest National Laboratory is leading the research effort, which began in June. This mission to conduct airborne imaging flights over Kazakhstan is the result of a recently signed agreement between Pacific Northwest and Earth Search Sciences Inc., a remote sensing firm based in Idaho, to look for oil and mineral deposits in the Republic of Kazakhstan in central Asia.     Japan Atomic Energy Agency (JAEA launched a new Fast Reactor Cycle Technology Development f (FaCT) Project in cooperation with the Japanese electric utilities. The FaCT project is based on the conclusion of the previous project, namely the Feasibility Study on Commercialized Fast Reactor Cycle Systems (FS) which carried out in last seven years. In the FS, the combination of the sodium-cooled fast reactor with oxide fuel, the advanced aqueous reprocessing and the simplified pelletizing fuel fabrication was selected as the main concept which should be developed principally because it was the most promising concept for commercialization. A conceptual design study of the main concept and research and development of innovative technologies adopted in the main concept are implemented toward an important milestone at 2015. The development targets, which were set up at the beginning stage of FS, were revised for the FaCT project based on the results of FS and change in Japanese society environment and in the world situation. International collaboration is promoted to pursue fast reactor cycle technology which deserves the global standard and its efficient development. (author)

    This paper describes the contingency planning for the launch of the Mars Science Laboratory scheduled for the 21-day window beginning on September 15, 2009. National Security Technologies, LLC (NSTec), based in Las Vegas, Nevada, will support the U.S. Department of Energy (DOE) in its role for managing the overall radiological contingency planning support effort. This paper will focus on new technologies that NSTecs Remote Sensing Laboratory (RSL) is developing to enhance the overall response capability that would be required for a highly unlikely anomaly. This paper presents recent advances in collecting and collating data transmitted from deployed teams and sensors. RSL is responsible to prepare the contingency planning for a range of areas from monitoring and assessment, sample collection and control, contaminated material release criteria, data management, reporting, recording, and even communications. The tools RSL has available to support these efforts will be reported. The data platform RSL will provide shall also be compatible with integration of assets and field data acquired with other DOE, National Space and Aeronautics and Space Administration (NASA), state, and local resources, personnel, and equipment. This paper also outlines the organizational structure for response elements in radiological contingency planning.

    Miniature laser-launched plates have applications in shock wave physics, studying dynamic properties of materials and can be used to generate experimental data in a manner similar to a laboratory gas gun for one-dimensional impact experiments. Laser-launched plates have the advantage of small size, low kinetic energy, and can be launched with ubiquitous laboratory lasers. Because of the small size and high accelerations (10{sup 7}--10{sup 10} g`s), improved temporal resolution and optical non-contact methods to collect data are required. Traditional mechanical in-situ gauges would significantly impair the data quality and do not have the required time response.

In the presence of a radial alpha particle birth gradient, this interaction can take the form of wave amplification rather than damping. While it is known that this amplification more easily occurs when launching from the tokamak high-field side, the extent of this amplification has not been made quantitative. Here, by tracing rays launched from the high- field-side of a tokamak, the required radial gradients to achieve amplification are calculated for a temperature and density regime consistent with a hot-ion-mode fusion reactor. As a result, these simulations, while valid only in the linear regime of wave amplification, nonetheless illustrate the possibilities for wave amplification using high-field launch of the lower hybrid wave.

    We investigate the jet launching from accretion disks, in particular the formation of intrinsically asymmetric jet/counter jet systems. We perform axisymmetric MHD simulations of the disk-jet structure on a bipolar computational domain covering both hemispheres. We apply various models such as asymmetric disks with (initially) different scale heights in each hemisphere, symmetric disks into which a local disturbance is injected, and jets launched into an asymmetric disk corona. We consider both a standard global magnetic diffusivity distribution and a novel local diffusivity model. Typical disk evolution first shows substantial disk warping and then results in asymmetric outflows with a 10%-30% mass flux difference. We find that the magnetic diffusivity profile is essential for establishing a long-term outflow asymmetry. We conclude that bipolar asymmetry in protostellar and extragalactic jets can indeed be generated intrinsically and maintained over a long time by disk asymmetries and the standard jet launching mechanism.

    Corrections for inaccuracy in Vaisala radiosonde RH measurements have been applied to ARM SGP radiosonde soundings. The magnitude of the corrections can vary considerably between soundings. The radiosonde measurement accuracy, and therefore the correction magnitude, is a function of atmospheric conditions, mainly T, RH, and dRH/dt (humidity gradient). The corrections are also very sensitive to the RH sensor type, and there are 3 Vaisala sensor types represented in this dataset (RS80-H, RS90, and RS92). Depending on the sensor type and the radiosonde production date, one or more of the following three corrections were applied to the RH data: Temperature-Dependence correction (TD), Contamination-Dry Bias correction (C), Time Lag correction (TL). The estimated absolute accuracy of NIGHTTIME corrected and uncorrected Vaisala RH measurements, as determined by comparison to simultaneous reference-quality measurements from Holger Voemel's (CU/CIRES) cryogenic frostpoint hygrometer (CFH), is given by Miloshevich et al. (2006).

    This paper demonstrates the application of a qualitative methodology for performing risk assessments using the consequence and probability binning criteria of DOE Order 5481.1B. The particular application that is the subject of this paper is a facility risk assessment conducted for Sandia National Laboratories` Kauai Test Facility (KTF). The KTF is a rocket preparation and launch facility operated by Sandia National Laboratories for the Department of Energy and is located on the US Navy`s Pacific Missile Range Facility (PMRF) at Barking Sands on the western side of the island of Kauai, Hawaii. The KTF consists of an administrative compound and main launch facility located on the north end of the PMRF, as well as the small Kokole Point launch facility located on the south end of the PMRF. It is classified as a moderate hazard facility in accordance with DOE Order 5481.1B. As such, its authorization basis for operations necessitates a safety/risk assessment. This paper briefly addresses the hazards associated with KTF operations and the accidents selected for evaluation, introduces the principal elements of the accident assessment methodology, presents analysis details for two of the selected accidents, and provides a summary of results for all of the accidents evaluated.

    Explosives, gas guns, laser-launched flyer plates, and direct laser-irradiation can be used to generate shocks and high-stress in materials. Each method has a unique diameter and thickness of shock that can be generated. In past years, small laboratory lasers have been used to launch flyer plates 2 - 200-pm thick to terminal velocities 0.1 to 5 k d s . Over the past few years we have been using our TRIDENT laser facility (1kJ in 0.2 to 2ps) to accelerate larger diameter (8 mm) and thicker (0.1 - 1.5 mm) flyer plates. These larger diameters and thicker one-dimensional plates more closely compliment traditional experimental methods such as gas guns. The 8-mm diameter and 1-mm thick flyer plates can impart shocks in metals for constitutive dynamic property measurements. The versatility of laser-driven plates permits spatial and temporal profiles of the flyer plate impact on sample targets. LASNEX models and parameters of the laser drive can be used to optimize optical coupling efficiency. The flyer plate launch, acceleration, terminal velocity, and, depending on the experiment, flyer plate impact on to target materials are recorded using point-interferometry (VISAR), and line-imaging interferometry. These high speed optical and laser experimental methods will be described along with ancillary methods, and material data. Constitutive properties of bulk materials, rate effects, and grain size and/or orientation have been studied for several metals including copper, beryllium, gold, and some alloys.

    A method and apparatus for launching microwave energy to a plasma processing chamber in which the required magnetic field is generated by a permanent magnet structure and the permanent magnet material effectively comprises one or more surfaces of the waveguide structure. The waveguide structure functions as an impedance matching device and controls the field pattern of the launched microwave field to create a uniform plasma. The waveguide launcher may comprise a rectangular waveguide, a circular waveguide, or a coaxial waveguide with permanent magnet material forming the sidewalls of the guide and a magnetization pattern which produces the required microwave electron cyclotron resonance magnetic field, a uniform field absorption pattern, and a rapid decay of the fields away from the resonance zone. In addition, the incorporation of permanent magnet material as a portion of the waveguide structure places the magnetic material in close proximity to the vacuum chamber, allowing for a precisely controlled magnetic field configuration, and a reduction of the amount of permanent magnet material required.

    The radio galaxy phenomenon is directly connected to mass-accreting, spinning supermassive black holes found in the active galactic nuclei. It is still unclear how the collimated jets of relativistic plasma on hundreds to thousands of kiloparsec scales form and why they are nearly always launched from the nuclei of bulge-dominated elliptical galaxies and not flat spirals. Here we present the discovery of the giant radio source J23450449 (z = 0.0755), a clear and extremely rare counterexample where relativistic jets are ejected from a luminous and massive spiral galaxy on a scale of ?1.6 Mpc, the largest known so far. Extreme physical properties observed for this bulgeless spiral host, such as its high optical and infrared luminosity, large dynamical mass, rapid disk rotation, and episodic jet activity, are possibly the results of its unusual formation history, which has also assembled, via gas accretion from a disk, its central black hole of mass >2 10{sup 8} M {sub ?}. The very high mid-IR luminosity of the galaxy suggests that it is actively forming stars and still building a massive disk. We argue that the launch of these powerful jets is facilitated by an advection-dominated, magnetized accretion flow at a low Eddington rate onto this unusually massive (for a bulgeless disk galaxy) and possibly fast spinning central black hole. Therefore, J23450449 is an extremely rare, unusual galactic system whose properties challenge the standard paradigms for black hole growth and the formation of relativistic jets in disk galaxies. Thus, it provides fundamental insight into accretion disk-relativistic jet coupling processes.

    The Cassini spacecraft is designed to carry out an orbital tour of the Saturnian system and an investigation of the planet, its satellites, atmosphere, and its ring system. The space vehicle is powered by three Radioisotope Thermoelectric Generators (RTGs) which are mounted normal to the thrust axis of the vehicle. The nuclear heat source for each RTG consists of a stacked column of eighteen General Purpose Heat Source (GPHS) modules. Each module primarily consists of an aeroshell, two Graphite Impact Shells (GIS), and four Fueled Clads (FC). Each FC consists of a fuel pellet of plutonium-238 in the form of the oxide PuO{sub 2} encased in an iridium shell which serves to contain the fuel. An extensive program of experimental tests and analyses was conducted in support of previous missions (Galileo and Ulysses) which served to calibrate and validate the PISCES 2D-ELK continuum mechanics code. This paper describes the response of the GPHS-RTG system to a large number of potential launch accident environments employing the MSC/PISCES Euler Lagrange shell coupled hydrocode as an analytical tool. The results of these calculations quantified the integrity of the iridium clad fuel containment system and provided a data base for a determination of the overall risk for the Cassini mission by others. {copyright} {ital 1998 American Institute of Physics.}

  19. Laser-launched flyer plate and confined laser ablation for shock wave loading: Validation and applications

    We present validation and some applications of two laser-driven shock wave loading techniques: laser-launched flyer plate and confined laser ablation. We characterize the flyer plate during flight and the dynamically loaded target with temporally and spatially resolved diagnostics. With transient imaging displacement interferometry, we demonstrate that the planarity (bow and tilt) of the loading induced by a spatially shaped laser pulse is within 2-7 mrad (with an average of 4{+-}1 mrad), similar to that in conventional techniques including gas gun loading. Plasma heating of target is negligible, in particular, when a plasma shield is adopted. For flyer plate loading, supported shock waves can be achieved. Temporal shaping of the drive pulse in confined laser ablation allows for flexible loading, e.g., quasi-isentropic, Taylor-wave, and off-Hugoniot loading. These techniques can be utilized to investigate such dynamic responses of materials as Hugoniot elastic limit, plasticity, spall, shock roughness, equation of state, phase transition, and metallurgical characteristics of shock-recovered samples.

  20. An asymmetric jet-launching model for the protoplanetary nebula CRL 618

    We propose an asymmetrical jet-ejection mechanism in order to model the mirror symmetry observed in the lobe distribution of some protoplanetary nebulae (pPNs), such as the pPN CRL 618. Three-dimensional hydrodynamical simulations of a precessing jet launched from an orbiting source were carried out, including an alternation in the ejections of the two outflow lobes, depending on which side of the precessing accretion disk is hit by the accretion column from a Roche lobe-filling binary companion. Both synthetic optical emission maps and position-velocity diagrams were obtained from the numerical results with the purpose of carrying out a direct comparison with observations. Depending on the observer's point of view, multipolar morphologies are obtained that exhibit a mirror symmetry at large distances from the central source. The obtained lobe sizes and their spatial distributions are in good agreement with the observed morphology of the pPN CRL 618. We also obtain that the kinematic ages of the fingers are similar to those obtained in the observations.

    The Department of Energy has assigned to Sandia National Laboratories the responsibility of producing a Safety Analysis Report (SAR) for the plutonium-dioxide fueled Multi-Mission Radioisotope Thermoelectric Generator (MMRTG) proposed to be used in the Mars Science Laboratory (MSL) mission. The National Aeronautic and Space Administration (NASA) is anticipating a launch in fall of 2009, and the SAR will play a critical role in the launch approval process. As in past safety evaluations of MMRTG missions, a wide range of potential accident conditions differing widely in probability and seventy must be considered, and the resulting risk to the public will be presented in the form of probability distribution functions of health effects in terms of latent cancer fatalities. The basic descriptions of accident cases will be provided by NASA in the MSL SAR Databook for the mission, and on the basis of these descriptions, Sandia will apply a variety of sophisticated computational simulation tools to evaluate the potential release of plutonium dioxide, its transport to human populations, and the consequent health effects. The first step in carrying out this project is to evaluate the existing computational analysis tools (computer codes) for suitability to the analysis and, when appropriate, to identify areas where modifications or improvements are warranted. The overall calculation of health risks can be divided into three levels of analysis. Level A involves detailed simulations of the interactions of the MMRTG or its components with the broad range of insults (e.g., shrapnel, blast waves, fires) posed by the various accident environments. There are a number of candidate codes for this level; they are typically high resolution computational simulation tools that capture details of each type of interaction and that can predict damage and plutonium dioxide release for a range of choices of controlling parameters. Level B utilizes these detailed results to study many thousands of possible event sequences and to build up a statistical representation of the releases for each accident case. A code to carry out this process will have to be developed or adapted from previous MMRTG missions. Finally, Level C translates the release (or ''source term'') information from Level B into public risk by applying models for atmospheric transport and the health consequences of exposure to the released plutonium dioxide. A number of candidate codes for this level of analysis are available. This report surveys the range of available codes and tools for each of these levels and makes recommendations for which choices are best for the MSL mission. It also identities areas where improvements to the codes are needed. In some cases a second tier of codes may be identified to provide supporting or clarifying insight about particular issues. The main focus of the methodology assessment is to identify a suite of computational tools that can produce a high quality SAR that can be successfully reviewed by external bodies (such as the Interagency Nuclear Safety Review Panel) on the schedule established by NASA and DOE.

    We perform local, vertically stratified shearing-box MHD simulations of protoplanetary disks (PPDs) at a fiducial radius of 1 AU that take into account the effects of both Ohmic resistivity and ambipolar diffusion (AD). The magnetic diffusion coefficients are evaluated self-consistently from a look-up table based on equilibrium chemistry. We first show that the inclusion of AD dramatically changes the conventional picture of layered accretion. Without net vertical magnetic field, the system evolves into a toroidal field dominated configuration with extremely weak turbulence in the far-UV ionization layer that is far too inefficient to drive rapid accretion. In the presence of a weak net vertical field (plasma {beta} {approx} 10{sup 5} at midplane), we find that the magnetorotational instability (MRI) is completely suppressed, resulting in a fully laminar flow throughout the vertical extent of the disk. A strong magnetocentrifugal wind is launched that efficiently carries away disk angular momentum and easily accounts for the observed accretion rate in PPDs. Moreover, under a physical disk wind geometry, all the accretion flow proceeds through a strong current layer with a thickness of {approx}0.3H that is offset from disk midplane with radial velocity of up to 0.4 times the sound speed. Both Ohmic resistivity and AD are essential for the suppression of the MRI and wind launching. The efficiency of wind transport increases with increasing net vertical magnetic flux and the penetration depth of the FUV ionization. Our laminar wind solution has important implications on planet formation and global evolution of PPDs.

    A method and a system are disclosed for determining at least one characteristic of a sample that contains a substrate and at least one film disposed on or over a surface of the substrate.     In this brief note, we introduce the new, emerging sub-discipline of iso-fractals by highlighting and discussing the preliminary results of recent works. First, we note the abundance of fractal, chaotic, non-linear, and self-similar structures in nature while emphasizing the importance of studying such systems because fractal geometry is the language of chaos. Second, we outline the iso-fractal generalization of the Mandelbrot set to exemplify the newly generated Mandelbrot iso-sets. Third, we present the cutting-edge notion of dynamic iso-spaces and explain how a mathematical space can be iso-topically lifted with iso-unit functions that (continuously or discretely) change; in the discrete case examples, we mention that iteratively generated sequences like Fibonaccis numbers and (the complex moduli of) Mandelbrots numbers can supply a deterministic chain of iso-units to construct an ordered series of (magnified and/or de-magnified) iso-spaces that are locally iso-morphic. Fourth, we consider the initiation of iso-fractals with Inopins holographic ring (IHR) topology and fractional statistics for 2D and 3D iso-spaces. In total, the reviewed iso-fractal results are a significant improvement over traditional fractals because the application of Santillis iso-mathematics arms us an extra degree of freedom for attacking problems in chaos. Finally, we conclude by proposing some questions and ideas for future research work.

  15. Measurement of in-situ strength using projectile penetration: Tests of a new launching system

    The Lawrence Livermore National Laboratory has a continuing need to measure rock strength in situ, both for simple prediction of cavity size, and as input to computational models. In a previous report we compared two methods for measuring formation strength in situ: projectile penetration and a cone penetrometer. We determined that the projectile method was more promising for application to our large-diameter (2-4-m) hole environment. A major practical problem has been the development of a launcher and an apparatus for measuring depth of penetration that would be suitable for use in large-diameter holes. We are developing a gas-gun launcher system that will be capable of measuring both depth of penetration and deceleration of a reusable projectile. The current version of the launcher is trailer-mounted for testing at our Nevada Test Site (NTS) in tunnels and outcrops, but its design is such that it can be readily adapted for emplacement hole use. We test the current launcher on 60-cm cubes of gypsum cement, mixed to provie a range of densities (1.64 to 2.0 g/cc) and strengths (3 to 17 MPa). We compared depth of penetration of a 84-g projectile from a ''Betsy'' seismic gun - traveling on the order of 500 m/s - with the depth of penetration of a 13-kg projectile from the gas gun - traveling on the order of 30 m/s. For projectiles with the same nose size and shape, impacting targets of approximately constant strength, penetration depth was proportional to projectile kinetic energy. The ratio of kinetic energy to penetration depth was approximately proportional to target strength. Tests in tuffs with a wide range of strengths at NTS gave a similar linear relationship between the ratio of kinetic energy to penetration and target strength, and also a linear relationship between deceleration and strength. It appears that penetration can indeed be used as a semiquantitative measure of strength.

    Safety analyses and evaluations must be scrutable, defensible, and credible. This is particularly true when nuclear systems are involved, with their attendant potential for releases of radioactive materials (source terms) to the unrestricted environment. Analytical projections of General Purpose Heat Source Radioisotope Thermoelectric Generator (GPHS-RTG) source terms, for safety analyses conducted to date, have relied upon generic data correlations using a single parameter of cladding damage, termed {open_quotes}distortion.{close_quotes} However, distortion is not an unequivocal measure of cladding insult, failure, or release. Furthermore, the analytical foundation, applicability, and broad use of distortion are argumentative and, thus, somewhat troublesome. In an attempt to avoid the complications associated with the use of distortion, a new methodology, referred to as the {ital Energy Interaction Model (EIM)}, has been preliminarily developed. This new methodology is based upon the physical principles of energy and energy exchange during mechanical interactions. Specifically, the {ital EIM} considers the energy imparted to GPHS-RTG components (bare fueled clads, GPHS modules, and full GPHS-RTGs) when exposed to mechanical threats (blast/overpressure, shrapnel and fragment impacts, and Earth surface impacts) posed by the full range of potential accidents. Expected forms are developed for equations intended to project cladding failure probabilities, the number of cladding failures expected, release amounts, and the fraction released as respirable particles. The coefficients of the equations developed are then set to fit the GPHS-RTG test data, ensuring good agreement with the experimental database. This assured, fitted agreement with the test database, along with the foundation of the {ital EIM} in first principles, provides confidence in the model{close_quote}s projections beyond the available database. In summary, the newly developed {ital EIM} methodology is described and discussed. The conclusions reached are that the {ital EIM} holds great promise as a predictive analytical tool for future GPHS-RTG safety assessments, and this promise can become a reality in the near future{emdash}given a modest level of advancement and refinement. {copyright} {ital 1998 American Institute of Physics.}

    A system is described fur detecting water leaks in water-cooled neutronic reactors by utilizing an electrical hygrometer having a resistance element variable with the moisture content. The graphite blocks, forming the moderator in many types of reactors, coniain ducts in which helium gas is circulated. When a leak occurs in a coolant tube, the water will seep through the graphite until it oozes into one of the helium ducts, where it will be swept along with the helium into a system of pipes that connect each of the helium ducts. By inserting an electric hygrometer in each of these pipes and connecting it to an alarm system, the moisture content of the helium will cause a change in the electrical resistance of the hygrometer which will initiate a signal alarm indicating the presence and position of the leaky water tube in the reactor.

    The project started in September, 2012 with the goal of scaling up from the existing laboratory scale process for producing carbon fiber (CF) from polyolefin (PO) based precursor fiber using a Dow proprietary sulfonation-desulfonation stabilization process. The award was used to develop a process that was capable of producing market development quantities of CF from PO precursor fiber at a rate of 4 kg/h of CF. The CF would target properties that met or exceeded the Department of Energy (DOE) Vehicles Technology [1] standard; i.e., 172 GPa modulus and 1.72 GPa strength at greater than or equal to 1% strain. The Dow proprietary process was capable of meeting and exceeding these targets properties. Project DE-EE0005760 resulted from a Collaborative Research and Development Agreement (CRADA) between Dow and Oak Ridge National Laboratory (ORNL) with support from the Michigan Economic Development Corporation (MEDC) and DOE. In the first budget period, the main goal was to design a sulfonation-desulfonation market development plant capable of stabilizing PO precursor fiber at a rate of 5 kg/h using a sulfonation solution. The detailed design, location, and cost estimate were determined as scheduled in the Project Management Plan (PMP). In parallel with this DOE award project was a fundamentals and economic evaluation funded by The Dow Chemical Company (Dow). The goal of the Dow sponsored project was to finalize the mass balances, energy balances, and levelized cost to produce CF using the Dow process. A Go-No-Go decision was scheduled in June, 2013 based on the findings of the DOE sponsored scale up project and the Dow sponsored project. In June, 2013, Dow made the No-Go decision to halt and abandon the Dow proprietary sulfonation-desulfonation process for stabilizing PO precursor fibers for the manufacturing of CF. This No-Go decision was identified in the original proposal and at the start of this project, and the decision was made as scheduled. The decision was based on the high levelized economic cost of the process relative to the manufacture of CF from polyacrylonitrile (PAN) precursor fibers. The capital required to sulfonate the fibers adds a significant cost to the process due to the need for investment in a sulfuric acid recovery plant. This high additional capital over the capital for a PAN based CF plant, reduces the levelized economic cost to slightly advantaged over PAN based CF. The sulfonation-desulfonation stabilization route failed to meet the Dow’s return on investment criterion and the cost advantage target set forth for the DOE project. The DOE and Dow decided to halt spending on the project until a new PO fiber stabilization process could be identified that met the DOE physical properties standard and the levelized economic cost constraints of Dow. When the new technology was developed, then award DE-EE0005760 would be re-started with the same goals of the development of a market development plant capable of producing CF at 4 kg/h with the properties that met or exceed those set forth by the Department of Energy Vehicles Technology standard. Progress on the development of the new process has been slow and thus has delayed the scale up project. Dow’s efforts to date have not progressed to the point of demonstrating a commercially-viable process for production of low cost CF from PO precursors for Dow’s rigorous economic constraints. After extensive discussions within Dow and consultation with DOE’s Advanced Manufacturing Office (AMO) Headquarters and Golden Field Office teams, Dow has decided to proceed with the formal recommendation to terminate subject project. DOE’s AMO Headquarters and Golden Field Office teams agreed with the termination of the project.

    Apparatus and method determine the concentration of an individual component, such as water vapor, of a multi-component mixture, such as a gaseous mixture for cooling a nuclear reactor. A hygrometer apparatus includes an infrared source for producing a broadband infrared energy beam that includes a strong water vapor absorption band and a weak water vapor absorption region. The beam is chopped to select infrared pulses. A temporally first pulse has a wavelength in the weakly absorbing region, a temporally second pulse has a wavelength in the strong band and a temporally third pulse has a wavlength in the weakly absorbing region. A fourth reference pulse representing background radiation is interposed in such chopped pulses. An indium arsenide infrared sensor is responsive to the pulses for generating an output signal in proportion to: ##EQU1## where N1 is proportional to the transmission through the sample of the first signal, N4 is related to the background radiation, and [K2 (N2-N4)+K3 (N3-N4)] is the time-weighted average of the transmission through the sample of the second and third pulses applicable at the time of the second pulse, with the reference pulse N4 being subtracted in each case to render the ratio independent of variations in the background radiation.

A hygrometer apparatus includes an infrared source for producing a broadband infrared energy beam that includes a strong water vapor absorption band and a weak water vapor absorption region. The beam is chopped to select infrared pulses. A temporally first pulse has a wavelength in the weakly absorbing region, a temporally second pulse has a wavelength in the strong band and a temporally third pulse has a wavelength in the weakly absorbing region. A fourth reference pulse representing background radiation is interposed in such chopped pulses. An indium arsenide infrared sensor is responsive to the pulses for generating an output signal in proportion to an equation given in the patent where N1 is proportional to the transmission through the sample of the first signal, N4 is related to the background radiation, and [K2 (N2-N4) + K3 (N3-N4)] is the time-weighted average of the transmission through the sample of the second and third pulses applicable at the time of the second pulse, with the reference pulse N4 being subtracted in each case to render the ratio independent of variations in the background radiation. 11 figs.
