    As railroads strive to cut operating and maintenance costs in an increasingly competitive transportation industry, AC propulsion and microprocessors figure prominently in their plans. New generations of locomotives and cars incorporating AC propulsion and microprocessors entered service last year, and the trend is destined to continue. Electronics is also making possible freight trains that rely on a telemetry unit at the rear to monitor airbrake pressure, instead of a manned caboose. AC is gaining acceptance because it permits simpler motors with fewer parts to wear and replace, and it saves energy by allowing the traction motors to work as generators during braking. Microprocessors are being used in locomotives not only to reduce energy waste through better regulation of traction motor currents and auxiliary devices such as cooling fans, but also to control engine speed, braking, and other functions.

  20. Capturing the emerging market for climate-friendly technologies: opportunities for Ohio

    This paper briefly describes the factors driving the growing demand for climate-friendly technologies, some of the key existing companies, organizations, and resources in Ohio, and the potential for Ohio to become a leading supplier of climate solutions. These solutions include a new generation of lower-emitting coal technologies, components for wind turbines, and the feedstocks and facilities to produce biofuels. Several public-private partnerships and initiatives have been established in Ohio. These efforts have encouraged the development of numerous federal- and state-funded projects and attracted major private investments in two increasingly strategic sectors of the Ohio economy: clean-coal technology and alternative energy technology, with a focus on fuel cells. Several major clean-coal projects have been recently initiated in Ohio. In April 2006, the Public Utilities Commission of Ohio approved American Electric Power's (AEP) plan to build a 600 MW clean-coal plant along the Ohio River in Meigs County. The plant will use Integrated Gasification Combined Cycle (IGCC) technology which makes it easier to capture carbon dioxide for sequestration. Three other potential coal gasification facilities are being considered in Ohio: a combination IGCC and synthetic natural gas plant in Allen County by Global Energy/Lima Energy; a coal-to-fuels facility in Lawrence County by Baard Energy, and a coal-to-fuels facility in Scioto County by CME North American Merchant Energy. The paper concludes with recommendations for how Ohio can capitalize on these emerging opportunities. These recommendations include focusing and coordinating state funding of climate technology programs, promoting the development of climate-related industry clusters, and exploring export opportunities to states and countries with existing carbon constraints.

    At the end of the cold war, many of the Department of Energy`s (DOE`s) major nuclear weapons facilities refocused their efforts on finding technically sound, economic, regulatory compliant, and stakeholder acceptable treatment solutions for the legacy of mixed wastes they had produced. In particular, an advanced stabilization process that could effectively treat the large volumes of settling pond and treatment sludges was needed. Based on this need, DOE and its contractors initiated in 1993 the EM-50 sponsored development effort required to produce a deployable mixed waste vitrification system. As a consequence, the Transportable Vitrification System (TVS) effort was undertaken with the primary requirement to develop and demonstrate the technology and associated facility to effectively vitrify, for compliant disposal, the applicable mixed waste sludges and solids across the various DOE complex sites. After 4 years of development testing with both crucible and pilot-scale melters, the TVS facility was constructed by Envitco, evaluated and demonstrated with surrogates, and then successfully transported to the ORNL ETTP site and demonstrated with actual mixed wastes in the fall of 1997. This paper describes the technology, its performance, the technology applicability and alternatives, cost, regulatory and policy issues, and lessons learned.

    The Technology Cooperation Agreement Pilot Project (TCAPP) was launched by several U.S. Government agencies (USAID, EPA and DOE) in August 1997 to establish a model for climate change technology cooperation with developing and transition countries. TCAPP is currently facilitating voluntary partnerships between the governments of Brazil, China, Kazakhstan, Korea, Mexico, and the Philippines, the private sector, and the donor community on a common set of actions that will advance implementation of clean energy technologies. The six participating countries have been actively engaged in shaping this initiative along with international donors and the private sector. This program helps fulfill the US obligation to support technology transfer to developing countries under Article 4.5 of the United Nations Framework Convention on Climate Change. TCAPP also provides a mechanism to focus resources across international donor programs on the technology cooperation needs of developing and transition countries.

    A survey and an evaluation of recent studies of transportation systems done in a technology-assessment framework were undertaken as the basis for a detailed statement of work for a US Department of Energy technology assessment of transportation energy-conservation strategies. Several bibliographies were searched and numerous professionals in the field of technology assessment were contacted regarding current work. Detailed abstracts were prepared for studies judged to be sufficiently broad in coverage of impacts assessed, yet detailed in coverage of all or part of the nation's transportation systems. Some studies were rich in data but not comprehensive in their analytical approach; brief abstracts were prepared for these. An explanation of the criteria used to screen the studies, as well as abstracts of 37 reports, are provided in this compendium of transportation-technology-assessment literature.

  3. An Overview of Liquid Fluoride Salt Heat Transport Technology

    Liquid fluoride salts are a leading candidate heat transport medium for high-temperature applications. This report provides an overview of the current status of liquid salt heat transport technology. The report includes a high-level, parametric evaluation of liquid fluoride salt heat transport loop performance to allow intercomparisons between heat-transport fluid options as well as providing an overview of the properties and requirements for a representative loop. Much of the information presented here derives from the earlier molten salt reactor program and a significant advantage of fluoride salts, as high temperature heat transport media is their consequent relative technological maturity. The report also includes a compilation of relevant thermophysical properties of useful heat transport fluoride salts. Fluoride salts are both thermally stable and with proper chemistry control can be relatively chemically inert. Fluoride salts can, however, be highly corrosive depending on the container materials selected, the salt chemistry, and the operating procedures used. The report also provides an overview of the state-of-the-art in reduction-oxidation chemistry control methodologies employed to minimize salt corrosion as well as providing a general discussion of heat transfer loop operational issues such as start-up procedures and freeze-up vulnerability.

    There exists a critical need in the United States to improve its ground transportation system. One suggested system that offers many advantages over the current transportation infrastructure is Maglev. Maglev represents the latest evolution in very high and speed ground transportation, where vehicles are magnetically levitated, guided, and propelled over elevated guideways at speeds of 300 miles per hour. Maglev is not a new concept but is, however, receiving renewed interest. The objective of this workshop was to further promote these interest by bringing together a small group of specialists in Maglev technology to discuss Maglev research needs and to identify key research issues to the development of a successful Maglev system. The workshop was organized into four sessions based on the following technical areas: Materials, Testing, and Shielding; Magnet Design and Cryogenic Systems; Propulsion and Levitation Systems; and, System Control and Integration.

    Vehicle manufacturers, U.S. Department of Energy laboratories, universities, private researchers, and organizations from countries around the globe are pursuing advanced vehicle technologies that aim to reduce gasoline and diesel consumption. This report details study findings of broad American public sentiments toward issues surrounding advanced vehicle technologies and is supported by the U.S. Department of Energy Vehicle Technology Office (VTO) in alignment with its mission to develop and deploy these technologies to improve energy security, increase mobility flexibility, reduce transportation costs, and increase environmental sustainability. Understanding and tracking consumer sentiments can influence the prioritization of development efforts by identifying barriers to and opportunities for broad acceptance of new technologies. Predicting consumer behavior toward developing technologies and products is inherently inexact. A person's stated preference given in an interview about a hypothetical setting may not match the preference that is demonstrated in an actual situation. This difference makes tracking actual consumer actions ultimately more valuable in understanding potential behavior. However, when developing technologies are not yet available and actual behaviors cannot be tracked, stated preferences provide some insight into how consumers may react in new circumstances. In this context this report provides an additional source to validate data and a new resource when no data are available. This report covers study data captured from December 2005 through June 2015 relevant to VTO research efforts at the time of the studies. Broadly the report covers respondent sentiments about vehicle fuel economy, future vehicle technology alternatives, ethanol as a vehicle fuel, plug-in electric vehicles, and willingness to pay for vehicle efficiency. This report represents a renewed effort to publicize study findings and make consumer sentiment data available to

    The future use of hydrogen to generate electricity, heat homes and businesses, and fuel vehicles will require the creation of a distribution infrastructure of safe, and cost-effective transport and storage. Present storage methods are too expensive and will not meet the performance requirements of future applications. Transport technologies will need to be developed based on the production and storage systems that come into use as the hydrogen energy economy evolves. Different applications will require the development of different types of storage technologies. Utility electricity generation and home and office use will have storage fixed in one location--stationary storage--and size and weight will be less important than energy efficiency and costs of the system. Fueling a vehicle, however, will require hydrogen storage in an ``on-board`` system--mobile storage--with weight and size similar to the gasoline tank in today`s vehicle. Researchers are working to develop physical and solid-state storage systems that will meet these diverse future application demands. Physical storage systems and solid-state storage methods (metal hydrides, gas-on-solids adsorption, and glass microspheres) are described.

    Hydrogen is a clean burning, non-polluting transportation fuel. It is also a renewable energy carrier that can be produced from non-fossil fuel resources such as solar, wind and biomass. Utilizing hydrogen as an alternative fuel for vehicles will diversify the resources of energy, and reduce dependence on oil in the transportation sector. Additionally, clean burning hydrogen fuel will also alleviate air pollution that is a very severe problem in many parts of world, especially major metropolitan areas in developing countries, such as India and China. In our efforts to foster international collaborations in the research, development, and demonstration of hydrogen technologies, through a USAID/DOE cost-shared project, Energy Conversion Devices, Inc.,(www.ovonic.com) a leading materials and alternative energy company, in collaboration with Bajaj Auto Limited, India's largest three-wheeler taxi manufacturer, has successfully developed and demonstrated prototype hydrogen ICE three-wheelers in the United States and India. ECD's proprietary Ovonic solid-state hydrogen storage technology is utilized on-board to provide a means of compact, low pressure, and safe hydrogen fuel. These prototype hydrogen three-wheelers have demonstrated comparable performance to the original CNG version of the vehicle, achieving a driving range of 130 km. The hydrogen storage system capable of storing 1 kg hydrogen can be refilled to 80% of its capacity in about 15 minutes at a pressure of 300 psi. The prototype vehicles developed under this project have been showcased and made available for test rides to the public at exhibits such as the 16th NHA annual meeting in April 2005, Washington, DC, and the SIAM (Society of Indian Automotive Manufacturers) annual conference in August 2005, New Delhi, India.   17. A Novel, Safe, and Environmentally Friendly Technology for Water Production Through Recovery of Rejected Thermal Energy From Nuclear Power Plants

    In this work, we describe a novel design that utilizes seawater and a portion of rejected heat from a nuclear plant's steam cycle to operate a water desalination system using forward osmosis technology. Water produced from this process is of sufficient quality to be readily used to supply plant demands for continuous makeup water. The proposed process minimizes the environmental concerns associated with thermal pollution of public waters and the resulting adverse impact on marine ecology. To demonstrate the technical feasibility of this conceptual design of a water treatment process, we discuss a case study as an example to describe how the proposed design can be implemented in a nuclear power station with a once--through cooling system that discharges rejected heat to an open sound seawater as its ultimate heat sink. In this case study, the station uses a leased (vendor owned and operated) onsite water treatment system that demineralizes and polishes up to 500-gpm of city water (at 100 ppm TDS) to supply high-quality makeup water (< 0.01 ppm TDS) to the plant steam system. The objectives of implementing the new design are three fold: 1) forego current practice of using city water as the source of plant makeup water, thereby reducing the nuclear station's impact on the region's potable water supply by roughly 100 million gallons/year, 2) minimize the adverse impact of discharging rejected heat into the open sound seawater and, hence, protect the marine ecology, and 3) eliminate the reliance on external vendor that owns and operates the onsite water treatment system, thereby saving an annual fixed cost of $600 K plus 6 cents per 1,000 gallons of pure water. The design will also eliminate the need for using two double-path reverse osmosis (RO) units that consume 425 kW/h of electric power to operate two RO pumps (480 V, 281.6 HP, and 317.4 amps).     The objectives for this project were to create the laboratory facilities to deliver recently created and amended curriculum in the areas of energy creation, storage, and delivery in the transportation and stationary power sectors. The project scope was to define the modules, courses and programs in the emerging energy sectors of the stationary power and transportation industries, and then to determine the best equipment to support instruction, and procure it and install it in the laboratories where courses will be taught. Macomb Community College had a curriculum development grant through the Department of Education that ran parallel to this one where the energy curriculum at the school was revised to better permit students to gain comprehensive education in a targeted area of the renewable energy realm, as well as enhance the breadth of jobs addressed by curriculum in the transportation sector. The curriculum development and experiment and equipment definition ran in parallel, and resulted in what we believe to be a cogent and comprehensive curriculum supported with great hands-on experiments in modern labs. The project has been completed, and this report will show how the equipment purchases under the Department of Energy Grant support the courses and programs developed and amended under the Department of Education Grant. Also completed is the tagging documentation and audit tracking process required by the DOE. All materials are tagged, and the documentation is complete as required.

    The Road Transportable Analytical Laboratory (RTAL) has been used in support of US Department of Energy (DOE) site and waste characterization and remediation planning at Fernald Environmental Management Project (FEMP) and is being considered for implementation at other DOE sites, including the Paducah Gaseous Diffusion Plant. The RTAL laboratory system consists of a set of individual laboratory modules deployable independently or as an interconnected group to meet each DOE site`s specific analysis needs. The prototype RTAL, deployed at FEMP Operable Unit 1 Waste Pits, has been designed to be synergistic with existing analytical laboratory capabilities, thereby reducing the occurrence of unplanned rush samples that are disruptive to efficient laboratory operations.

    The development of high-temperature transport technologies for molten salt is a prerequisite and a key issue in the industrialization of pyro-reprocessing for advanced fuel cycle scenarios. The solution of a molten salt centrifugal pump was discarded because of the high corrosion power of a high temperature molten salt, so the suction pump solution was selected. An apparatus for salt transport experiments by suction was designed and tested using LiC-KCl eutectic salt. The experimental results of lab-scale molten salt transport by suction showed a 99.5% transport rate (ratio of transported salt to total salt) under a vacuum range of 100 mtorr - 10 torr at 500 Celsius degrees. The suction system has been integrated to the PRIDE (pyroprocessing integrated inactive demonstration) facility that is a demonstrator using non-irradiated materials (natural uranium and surrogate materials). The performance of the suction pump for the transport of molten salts has been confirmed.

The comparison includes an assessment of the overall efficiency of the fuel delivery system, the cost of the fuel supply system, the efficiency of use in heavy-duty vehicles, and the environmental impact of each technology. The report concludes that there are applications in which CNG will have the advantage, and applications in which LNG will be preferred.

    The transportation sector is changing, influenced by concurrent, ongoing, dynamic trends that could dramatically affect the future energy landscape, including effects on the potential for greenhouse gas emissions reductions. Battery cost reductions and improved performance coupled with a growing number of electric vehicle model offerings are enabling greater battery electric vehicle market penetration, and advances in fuel cell technology and decreases in hydrogen production costs are leading to initial fuel cell vehicle offerings. Radically more efficient vehicles based on both conventional and new drivetrain technologies reduce greenhouse gas emissions per vehicle-mile. Net impacts also depend on the energy sources used for propulsion, and these are changing with increased use of renewable energy and unconventional fossil fuel resources. Connected and automated vehicles are emerging for personal and freight transportation systems and could increase use of low- or non-emitting technologies and systems; however, the net effects of automation on greenhouse gas emissions are uncertain. The longstanding trend of an annual increase in transportation demand has reversed for personal vehicle miles traveled in recent years, demonstrating the possibility of lower-travel future scenarios. Finally, advanced biofuel pathways have continued to develop, highlighting low-carbon and in some cases carbon-negative fuel pathways. We discuss the potential for transformative reductions in petroleum use and greenhouse gas emissions through these emerging transportation-sector technologies and trends and present a Clean Transportation Sector Initiative scenario for such reductions, which are summarized in Table ES-1.

  9. Fuel-cycle greenhouse gas emissions impacts of alternative transportation fuels and advanced vehicle technologies.

    At an international conference on global warming, held in Kyoto, Japan, in December 1997, the United States committed to reduce its greenhouse gas (GHG) emissions by 7% over its 1990 level by the year 2012. To help achieve that goal, transportation GHG emissions need to be reduced. Using Argonne's fuel-cycle model, I estimated GHG emissions reduction potentials of various near- and long-term transportation technologies. The estimated per-mile GHG emissions results show that alternative transportation fuels and advanced vehicle technologies can help significantly reduce transportation GHG emissions. Of the near-term technologies evaluated in this study, electric vehicles; hybrid electric vehicles; compression-ignition, direct-injection vehicles; and E85 flexible fuel vehicles can reduce fuel-cycle GHG emissions by more than 25%, on the fuel-cycle basis. Electric vehicles powered by electricity generated primarily from nuclear and renewable sources can reduce GHG emissions by 80%. Other alternative fuels, such as compressed natural gas and liquefied petroleum gas, offer limited, but positive, GHG emission reduction benefits. Among the long-term technologies evaluated in this study, conventional spark ignition and compression ignition engines powered by alternative fuels and gasoline- and diesel-powered advanced vehicles can reduce GHG emissions by 10% to 30%. Ethanol dedicated vehicles, electric vehicles, hybrid electric vehicles, and fuel-cell vehicles can reduce GHG emissions by over 40%. Spark ignition engines and fuel-cell vehicles powered by cellulosic ethanol and solar hydrogen (for fuel-cell vehicles only) can reduce GHG emissions by over 80%. In conclusion, both near- and long-term alternative fuels and advanced transportation technologies can play a role in reducing the United States GHG emissions.

    A legal weight truck cask design has been developed for the US Department of Energy by GA Technologies, Inc. The cask will be used to transport defense high-level waste canisters produced by the Defense Waste Processing Facility (DWPF) at the Savannah River Plant. The development of the cask required the collection of impact data for the DWPF canisters. The Materials Characterization Center (MCC) performed this work under the guidance of the Transportation Technology Center (TTC) at Sandia National Laboratories. Two full-scale DWPF canisters filled with nonradioactive borosilicate glass were impacted under ''normal'' and ''hypothetical'' accident conditions. Two canisters, supplied by the DWPF, were tested. Each canister was vertically dropped on the bottom end from a height of either 0.3 m or 9.1 m (for normal or hypothetical accident conditions, respectively). The structural integrity of each canister was then examined using helium leak and dye penetrant testing. The canisters' diameters and heights, which had been previously measured, were then remeasured to determine how the canister dimensions had changed. Following structural integrity testing, the canisters were flaw leak tested. For transportation flaw leak testing, four holes were fabricated into the shell of canister A-27 (0.3 m drop height). The canister was then transported a total distance of 2069 miles. During transport, the waste form material that fell from each flaw was collected to determine the amount of size distribution of each flaw release. 2 refs., 8 figs., 12 tabs.

This report proposes two reality checks for scenarios: (1) implications of manufacturing constraints on timing of vehicle deployment and (2) investment decisions required to bring new vehicle technologies to market. An estimated timeline of 12 to more than 22 years from initial market introduction to saturation is supported by historical examples and based on the product development process. Researchers also consider the series of investment decisions to develop and build the vehicles and their associated fueling infrastructure. A proposed decision tree analysis structure could be used to systematically examine investors' decisions and the potential outcomes, including consideration of cash flow and return on investment.   19. Mass transport of heavy metal ions and radon in gels used as sealing agents in containment technologies

    The diffusion and hydrodynamic mass transport of multivalent cations, mostly Cr(III) and Cr(VI) ions and radon in polymer/silicate gels and Montanwax emulsions were studied. It was concluded that the self-conforming gels may decrease the hydrodynamic mass transport in porous and fractured media by 4-6 orders of magnitude. In water saturated systems, however, the diffusion transport can be restricted by hydrogels only to a moderate extent. On the other hand, the high and selective retention capacity of gels towards different diffusing species may open new vistas in the sealing technologies. Similar results were obtained for transport phenomena of radon. The almost perfect quenching process of radon and its nuclides in gels and emulsions further enhances the positive effects of the encapsulation methods. The laboratory experiments provided valuable new information to design the different containment technologies.

    Cyber friendly fire (FF) is a new concept that has been brought to the attention of Department of Defense (DoD) stakeholders through two workshops that were planned and conducted by the Air Force Research Laboratory (AFRL) and research conducted for AFRL by the Pacific Northwest National Laboratory. With this previous work in mind, we offer a definition of cyber FF as intentional offensive or defensive cyber/electronic actions intended to protect cyber systems against enemy forces or to attack enemy cyber systems, which unintentionally harms the mission effectiveness of friendly or neutral forces. Just as with combat friendly fire, a fundamental need in avoiding cyber FF is to maintain situation awareness (SA). We suggest that cyber SA concerns knowledge of a system's topology (connectedness and relationships of the nodes in a system), and critical knowledge elements such as the characteristics and vulnerabilities of the components that comprise the system (and that populate the nodes), the nature of the activities or work performed, and the available defensive (and offensive) countermeasures that may be applied to thwart network attacks. A training implication is to raise awareness and understanding of these critical knowledge units; an approach to decision aids and/or visualizations is to focus on supporting these critical knowledge units. To study cyber FF, we developed an unclassified security test range comprising a combination of virtual and physical devices that present a closed network for testing, simulation, and evaluation. This network offers services found on a production network without the associated costs of a real production network. Containing enough detail to appear realistic, this virtual and physical environment can be customized to represent different configurations. For our purposes, the test range was configured to appear as an Internet-connected Managed Service Provider (MSP) offering specialized web applications to the general public. The

  6. Maglev vehicles and superconductor technology: Integration of high-speed ground transportation into the air travel system

    This study was undertaken to (1) evaluate the potential contribution of high-temperature superconductors (HTSCs) to the technical and economic feasibility of magnetically levitated (maglev) vehicles, (2) determine the status of maglev transportation research in the United States and abroad, (3) identify the likelihood of a significant transportation market for high-speed maglev vehicles, and (4) provide a preliminary assessment of the potential energy and economic benefits of maglev systems. HTSCs should be considered as an enhancing, rather than an enabling, development for maglev transportation because they should improve reliability and reduce energy and maintenance costs. Superconducting maglev transportation technologies were developed in the United States in the late 1960s and early 1970s. Federal support was withdrawn in 1975, but major maglev transportation programs were continued in Japan and West Germany, where full-scale prototypes now carry passengers at speeds of 250 mi/h in demonstration runs. Maglev systems are generally viewed as very-high-speed train systems, but this study shows that the potential market for maglev technology as a train system, e.g., from one downtown to another, is limited. Rather, aircraft and maglev vehicles should be seen as complementing rather than competing transportation systems. If maglev systems were integrated into major hub airport operations, they could become economical in many relatively high-density US corridors. Air traffic congestion and associated noise and pollutant emissions around airports would also be reduced. 68 refs., 26 figs., 16 tabs.

    This report documents a portion of the work performed Multi-fuel Reformers for Fuel Cells Used in Transportation. One objective for development is to develop advanced fuel processing systems to reform methanol, ethanol, natural gas, and other hydrocarbons into hydrogen for use in transportation fuel cell systems, while a second objective is to develop better systems for on-board hydrogen storage. This report examines techniques and technology available for storage of pure hydrogen on board a vehicle as pure hydrogen of hydrides. The report focuses separately on near- and far-term technologies, with particular emphasis on the former. Development of lighter, more compact near-term storage systems is recommended to enhance competitiveness and simplify fuel cell design. The far-term storage technologies require substantial applied research in order to become serious contenders.

  8. The Potential for Energy-Efficient Technologies to Reduce Carbon Emissions in the United States: Transport Sector

    The world is searching for a meaningful answer to the likelihood that the continued build-up of greenhouse gases in the atmosphere will cause significant changes in the earth`s climate. If there is to be a solution, technology must play a central role. This paper presents the results of an assessment of the potential for cost-effective technological changes to reduce greenhouse gas emissions from the U.S. transportation sector by the year 2010. Other papers in this session address the same topic for buildings and industry. U.S.transportation energy use stood at 24.4 quadrillion Btu (Quads) in 1996, up 2 percent over 1995 (U.S. DOE/EIA, 1997, table 2.5). Transportation sector carbon dioxide emissions amounted to 457.2 million metric tons of carbon (MmtC) in 1995, almost one third of total U.S. greenhouse gas emissions (U.S. DOE/EIA,1996a, p. 12). Transport`s energy use and CO{sub 2} emissions are growing, apparently at accelerating rates as energy efficiency improvements appear to be slowing to a halt. Cost-effective and nearly cost-effective technologies have enormous potential to slow and even reverse the growth of transport`s CO{sub 2} emissions, but technological changes will take time and are not likely to occur without significant, new public policy initiatives. Absent new initiatives, we project that CO{sub 2} emissions from transport are likely to grow to 616 MmtC by 2010, and 646 MmtC by 2015. An aggressive effort to develop and implement cost-effective technologies that are more efficient and fuels that are lower in carbon could reduce emissions by about 12% in 2010 and 18% in 2015, versus the business-as- usual projection. With substantial luck, leading to breakthroughs in key areas, reductions over the BAU case of 17% in 2010 and 25% in 2015,might be possible. In none of these case are CO{sub 2} emissions reduced to 1990 levels by 2015.

For each of these non-cost barriers, this report estimates an effective cost and summarizes underlying influences on consumer preferences, approximate magnitude and relative severity, and assesses potential actions, based on a comprehensive literature review. While the report concludes that non-cost barriers are significant, effective cost and potential market share are very uncertain. Policies and programs including opportunities for drivers to test drive advanced vehicles, general public outreach and information programs, incentives for providing charging and fueling infrastructure, and development of technology standards were examined for their ability to address barriers, but little quantitative data exists on the effectiveness of these measures.     The Environmentally Friendly Drilling (EFD) program addresses new low-impact technology that reduces the footprint of drilling activities, integrates light weight drilling rigs with reduced emission engine packages, addresses on-site waste management, optimizes the systems to fit the needs of a specific development sites and provides stewardship of the environment. In addition, the program includes industry, the public, environmental organizations, and elected officials in a collaboration that addresses concerns on development of unconventional natural gas resources in environmentally sensitive areas. The EFD program provides the fundamentals to result in greater access, reasonable regulatory controls, lower development cost and reduction of the environmental footprint associated with operations for unconventional natural gas. Industry Sponsors have supported the program with significant financial and technical support. This final report compendium is organized into segments corresponding directly with the DOE approved scope of work for the term 2005-2009 (10 Sections). Each specific project is defined by (a) its goals, (b) its deliverable, and (c) its future direction. A web site has been established that contains all of these detailed engineering reports produced with their efforts. The goals of the project are to (1) identify critical enabling technologies for a prototype low-impact drilling system, (2) test the prototype systems in field laboratories, and (3) demonstrate the advanced technology to show how these practices would benefit the environment.

    Over the past few decades, a number of processes have been proposed or are under development for coprocessing fossil fuel and biomass for transportation fuels and power generation. The paper gives a brief description of the following processes: the Hydrocarb system for converting biomass and other carbonaceous fuels to elemental carbon and hydrogen, methane or methanol; the Hynol process where the second step of the Hydrocarb process is replaced with a methane steam reformer to convert methane to CO and H{sub 2}S without deposition of carbon; the Carnol process where CO{sub 2} from coal and the biomass power plants is reacted with hydrogen to produce methanol; and advanced biomass high efficiency power generator cycle where a continuous plasma methane decomposition reactor (PDR) is used with direct carbon fuel cell to produce power and carbon and hydrogen. 13 refs., 5 figs., 2 tabs.

    This report provides a head-to-head comparison of compressed natural gas (CNG) and liquefied natural gas (LNG) supplied to heavy-duty vehicles. The comparison includes an assessment of the overall efficiency of the fuel delivery system, the cost of the fuel supply system, the efficiency of use in heavy-duty vehicles, and the environmental impact of each technology. The report concludes that there are applications in which CNG will have the advantage, and applications in which LNG will be preferred.

    A synchronous communication targeting system for use in battle. The present invention includes a transceiver having a stabilizing oscillator, a synchronous amplifier and an omnidirectional receiver, all in electrical communication with each other. A remotely located beacon is attached to a blackbody radiation source and has an amplitude modulator in electrical communication with a optical source. The beacon's amplitude modulator is set so that the optical source transmits radiation frequency at approximately the same or lower amplitude than that of the blackbody radiation source to which the beacon is attached. The receiver from the transceiver is adapted to receive frequencies approximately at or below blackbody radiation signals and sends such signals to the synchronous amplifier. The synchronous amplifier then rectifies and amplifies those signals which correspond to the predetermined frequency to therefore identify whether the blackbody radiation source is friendly or not.

  7. Pilot-Scale Demonstration of Pefi's Oxygenated Transportation Fuels Production Technology

    Coal-cleaning processes have been utilized to increase the heating value of coal by extracting ash-forming minerals in the coal. These processes involve the crushing or grinding of raw coal followed by physical separation processes, taking advantage of the density difference between carbonaceous particles and mineral particles. In addition to the desired increase in the heating value of coal, a significant reduction of the sulfur content of the coal fed to a combustion unit is effected by the removal of pyrite and other sulfides found in the mineral matter. WRI is assisting PulseWave to develop an alternate, more efficient method of liberating and separating the undesirable mineral matter from the carbonaceous matter in coal. The approach is based on PulseWave's patented resonance disintegration technology that reduces that particle size of materials by application of destructive resonance, shock waves, and vortex generating forces. Illinois No.5 coal, a Wyodak coal, and a Pittsburgh No.8 coal were processed using the resonance disintegration apparatus then subjected to conventional density separations. Initial microscopic results indicate that up to 90% of the pyrite could be liberated from the coal in the machine, but limitations in the density separations reduced overall effectiveness of contaminant removal. Approximately 30-80% of the pyritic sulfur and 30-50% of the mercury was removed from the coal. The three coals (both with and without the pyritic phase separated out) were tested in WRI's 250,000 Btu/hr Combustion Test Facility, designed to replicate a coal-fired utility boiler. The flue gases were characterized for elemental, particle bound, and total mercury in addition to sulfur. The results indicated that pre-combustion cleaning could reduce a large fraction of the mercury emissions.

  8. Microfluidic Technology Platforms for Synthesizing, Labeling and Measuring the Kinetics of Transport and Biochemical Reactions for Developing Molecular Imaging Probes

    Radiotracer techniques are used in environmental sciences, geology, biology and medicine. Radiotracers with Positron Emission Tomography (PET) provided biological examinations of ~3 million patients 2008. Despite the success of positron labeled tracers in many sciences, there is limited access in an affordable and convenient manner to develop and use new tracers. Integrated microfluidic chips are a new technology well matched to the concentrations of tracers. Our goal is to develop microfluidic chips and new synthesis approaches to enable wide dissemination of diverse types of tracers at low cost, and to produce new generations of radiochemists for which there are many unfilled jobs. The program objectives are to: 1. Develop an integrated microfluidic platform technology for synthesizing and 18F-labeling diverse arrays of different classes of molecules. 2. Incorporate microfluidic chips into small PC controlled devices (“Synthesizer”) with a platform interfaced to PC for electronic and fluid input/out control. 3. Establish a de-centralized model with Synthesizers for discovering and producing molecular imaging probes, only requiring delivery of inexpensive [18F]fluoride ion from commercial PET radiopharmacies vs the centralized approach of cyclotron facilities synthesizing and shipping a few different types of 18F-probes. 4. Develop a position sensitive avalanche photo diode (PSAPD) camera for beta particles embedded in a microfluidic chip for imaging and measuring transport and biochemical reaction rates to valid new 18F-labeled probes in an array of cell cultures. These objectives are met within a research and educational program integrating radio-chemistry, synthetic chemistry, biochemistry, engineering and biology in the Crump Institute for Molecular Imaging. The Radiochemistry Training Program exposes PhD and post doctoral students to molecular imaging in vitro in cells and microorganisms in microfluidic chips and in vivo with PET, from new technologies

    Using aluminum instead of steel in transportation systems could dramatically reduce the weight of vehicles--an effective way of decreasing energy consumption and emissions. The current cost of SMF aluminum alloys (about $4 per pound) and the relatively long forming times of current materials are serious drawbacks to the widespread use of SMF in industry. The interdependence of materials testing and model development is critical to optimizing SMF since the current process is conducted in a heated, pressurized die where direct measurement of critical SMF parameters is extremely difficult. Numerical models provide a means of tracking the forming process, allowing the applied gas pressure to be adjusted to maintain the optimum SMF behavior throughout the forming process. Thus, models can help produce the optimum SMF component in the least amount of time. The Pacific Northwest Laboratory is integrating SMF model development with research in improved aluminum alloys for SMF. The objectives of this research are: develop and characterize competitively priced aluminum alloys for SMF applications in industry; improve numerical models to accurately predict the optimum forming cycle for reduced forming time and improved quality; verify alloy performance and model accuracy with forming tests conducted in PNL`s Superplastic Forming User Facility. The activities performed in this technology maturation project represent a critical first step in achieving these objectives through cooperative research among industry, PNL, and universities.

    We consider the possibility of 'Higgs counterfeits' - scalars that can be produced with cross sections comparable to the SM Higgs, and which decay with identical relative observable branching ratios, but which are nonetheless not responsible for electroweak symmetry breaking. We also consider a related scenario involving 'Higgs friends,' fields similarly produced through gg fusion processes, which would be discovered through diboson channels WW,ZZ,{gamma}{gamma}, or even {gamma}Z, potentially with larger cross sections times branching ratios than for the Higgs. The discovery of either a Higgs friend or a Higgs counterfeit, rather than directly pointing towards the origin of the weak scale, would indicate the presence of new colored fields necessary for the sizable production cross section (and possibly new colorless but electroweakly charged states as well, in the case of the diboson decays of a Higgs friend). These particles could easily be confused for an ordinary Higgs, perhaps with an additional generation to explain the different cross section, and we emphasize the importance of vector boson fusion as a channel to distinguish a Higgs counterfeit from a true Higgs. Such fields would naturally be expected in scenarios with 'effective Z's,' where heavy states charged under the SM produce effective charges for SM fields under a new gauge force.     The U.S. Department of Energy (DOE) Vehicle Technologies Office (VTO) has been developing more energy-efficient and environmentally friendly highway transportation technologies that will enable America to use less petroleum. The long-term aim is to develop "leapfrog" technologies that will provide Americans with greater freedom of mobility and energy security, while lowering costs and reducing impacts on the environment. This report reviews the results of the DOE VTO. It gives an assessment of the fuel and light-duty vehicle technologies that are most likely to be established, developed, and eventually commercialized during the next 30 years (up to 2045). Because of the rapid evolution of component technologies, this study is performed every two years to continuously update the results based on the latest state-of-the-art technologies.

    Air Products and Chemicals, along with development participants and in association with the U.S. Department of Energy, has made substantial progress in developing a novel air separation technology. Unlike conventional cryogenic processes, this method uses high-temperature ceramic membranes to produce high-purity oxygen. The membranes selectively transport oxygen ions with high flux and infinite theoretical selectivity. Reaction-driven ceramic membranes are fabricated from non-porous, multi-component metallic oxides, operate at temperatures typically over 700°C, and have exceptionally high oxygen flux and selectivity. Oxygen from low-pressure air permeates as oxygen ions through the ceramic membrane and is consumed through chemical reactions, thus creating a chemical driving force that pulls oxygen ions across the membrane at high rates. The oxygen reacts with a hydrocarbon fuel in a partial oxidation process to produce a hydrogen and carbon monoxide mixture – synthesis gas. This project expands the partial-oxidation scope of ITM technology beyond natural gas feed and investigates the potential for ITM reaction-driven technology to be used in conjunction with gasification and pyrolysis technologies to provide more economical routes for producing hydrogen and synthesis gas. This report presents an overview of the ITM reaction-driven development effort, including ceramic materials development, fabrication and testing of small-scale ceramic modules, ceramic modeling, and the investigation of gasifier integration schemes

    During Phase 1 of this program, the authors evaluated all known hydrogen storage technologies (including those that are now practiced and those that are development) in the context of fuel cell vehicles. They determined that among the development technologies, carbon sorbents could most benefit from closer scrutiny. During Phase 2 of this program, they tested ten different carbon sorbents at various practical temperatures and pressures, and developed the concept of the usable Capacity Ratio, which is the ratio of the mass of hydrogen that can be released from a carbon-filled tank to the mass of hydrogen that can be released from an empty tank. The authors also commissioned the design, fabrication, and NGV2 (Natural Gas Vehicle) testing of an aluminum-lined, carbon-composite, full-wrapped pressure vessel to store hydrogen at 78 K and 3,000 psi. They constructed a facility to pressure cycle the tank at 78 K and to temperature cycle the tank at 3,000 psi, tested one such tank, and submitted it for a burst test. Finally, they devised a means by which cryogenic compressed hydrogen gas tanks can be filled and discharged using standard hardware--that is, without using filters, valves, or pressure regulators that must operate at both low temperature and high pressure. This report describes test methods and test results of carbon sorbents and the design of tanks for cold storage. 7 refs., 91 figs., 10 tabs.

    Purpose: To assess the utility of optically stimulated luminescent (OSL) dosimeter technology in calibrating and validating a Monte Carlo radiation transport code for computed tomography (CT). Methods: Exposure data were taken using both a standard CT 100-mm pencil ionization chamber and a series of 150-mm OSL CT dosimeters. Measurements were made at system isocenter in air as well as in standard 16-cm (head) and 32-cm (body) CTDI phantoms at isocenter and at the 12 o'clock positions. Scans were performed on a Philips Brilliance 64 CT scanner for 100 and 120 kVp at 300 mAs with a nominal beam width of 40 mm. A radiation transport code to simulate the CT scanner conditions was developed using the GEANT4 physics toolkit. The imaging geometry and associated parameters were simulated for each ionization chamber and phantom combination. Simulated absorbed doses were compared to both CTDI{sub 100} values determined from the ion chamber and to CTDI{sub 100} values reported from the OSLs. The dose profiles from each simulation were also compared to the physical OSL dose profiles. Results: CTDI{sub 100} values reported by the ion chamber and OSLs are generally in good agreement (average percent difference of 9%), and provide a suitable way to calibrate doses obtained from simulation to real absorbed doses. Simulated and real CTDI{sub 100} values agree to within 10% or less, and the simulated dose profiles also predict the physical profiles reported by the OSLs. Conclusion: Ionization chambers are generally considered the standard for absolute dose measurements. However, OSL dosimeters may also serve as a useful tool with the significant benefit of also assessing the radiation dose profile. This may offer an advantage to those developing simulations for assessing radiation dosimetry such as verification of spatial dose distribution and beam width.

    A great deal of research funding is being devoted to the use of hydrogen for transportation fuel, particularly in the development of fuel cell vehicles. When this research bears fruit in the form of consumer-ready vehicles, will the fueling infrastructure be ready? Will the required fueling systems work in cold climates as well as they do in warm areas? Will we be sure that production of hydrogen as the energy carrier of choice for our transit system is the most energy efficient and environmentally friendly option? Will consumers understand this fuel and how to handle it? Those are questions addressed by the EVermont Wind to Wheels Hydrogen Project: Sustainable Transportation. The hydrogen fueling infrastructure consists of three primary subcomponents: a hydrogen generator (electrolyzer), a compression and storage system, and a dispenser. The generated fuel is then used to provide transportation as a motor fuel. EVermont Inc., started in 1993 by then governor Howard Dean, is a public-private partnership of entities interested in documenting and advancing the performance of advanced technology vehicles that are sustainable and less burdensome on the environment, especially in areas of cold climates, hilly terrain and with rural settlement patterns. EVermont has developed a demonstration wind powered hydrogen fuel producing filling system that uses electrolysis, compression to 5000 psi and a hydrogen burning vehicle that functions reliably in cold climates.     A Full-Featured, User Friendly CO{sub 2}-EOR and Sequestration Planning Software This project addressed the development of an integrated software solution that includes a graphical user interface, numerical simulation, visualization tools and optimization processes for reservoir simulation modeling of CO{sub 2}-EOR. The objective was to assist the industry in the development of domestic energy resources by expanding the application of CO{sub 2}-EOR technologies, and ultimately to maximize the CO{sub 2} sequestration capacity of the U.S. The software resulted in a field-ready application for the industry to address the current CO{sub 2}-EOR technologies. The software has been made available to the public without restrictions and with user friendly operating documentation and tutorials. The software (executable only) can be downloaded from NITEC’s website at www.nitecllc.com. This integrated solution enables the design, optimization and operation of CO{sub 2}-EOR processes for small and mid-sized operators, who currently cannot afford the expensive, time intensive solutions that the major oil companies enjoy. Based on one estimate, small oil fields comprise 30% of the of total economic resource potential for the application of CO{sub 2}-EOR processes in the U.S. This corresponds to 21.7 billion barrels of incremental, technically recoverable oil using the current “best practices”, and 31.9 billion barrels using “next-generation” CO{sub 2}-EOR techniques. The project included a Case Study of a prospective CO{sub 2}-EOR candidate field in Wyoming by a small independent, Linc Energy Petroleum Wyoming, Inc.     This general article is based on the inaugural talk delivered at the opening of OMTAT 2013 conference. It notes that the integration of renewable energy sources into living and transport sectors presents a daunting task, still. In spite of the fact that the earth and its atmosphere continually receive 1.7 10{sup 17} watts of radiation from the sun, in the portfolio of sustainable and environment friendly energy options, which is about 16% of the worlds energy consumption and mostly met by biomass, only a paltry 0.04% is accredited to solar. First and second generation solar cells offer mature technologies for applications. The most important difficulty with regards to integration with structures is not only the additional cost, but also the lack of sufficient knowledge in managing the available energy smartly and efficiently. The incorporation of PV as a part of building fabric greatly reduces the overall costs compared with retrofitting. BIPV (Building Integrated photovoltaic) is a critical technology for establishing aesthetically pleasing solar structures. Infusing PV and building elements is greatly simplified with some of the second generation thin film technologies now manufactured as flexible panels. The same holds true for 3{sup rd} generation technologies under development such as, and dye- and quantum dot- sensitized solar cells. Additionally, these technologies offer transparent or translucent solar cells for incorporation into windows and skylights. This review deals with the present state of solar cell technologies suitable for BIPV and the status of BIPV applications and its future prospects.

    Next-generation military and civilian communication systems will require technologies capable of handling data/ audio, and video simultaneously while supporting multiple RF systems operating in several different frequency bands from the MHz to the GHz range. RF microelectromechani-cal/nanoelectromechanical (MEMS/NEMS) devices, such as resonators and switches, are attractive to industry as they offer a means by which performance can be greatly improved for wireless applications while at the same time potentially reducing overall size and weight as well as manufacturing costs.

    This paper addresses cognitive implications and research needs surrounding the problem of cyber friendly fire (FF). We define cyber FF as intentional offensive or defensive cyber/electronic actions intended to protect cyber systems against enemy forces or to attack enemy cyber systems, which unintention-ally harms the mission effectiveness of friendly or neutral forces. Just as with combat friendly fire, maintaining situation awareness (SA) is paramount to avoiding cyber FF incidents. Cyber SA concerns knowledge of a systems topology (connectedness and relationships of the nodes in a system), and critical knowledge elements such as the characteristics and vulnerabilities of the components that comprise the system and its nodes, the nature of the activities or work performed, and the available defensive and offensive countermeasures that may be applied to thwart network attacks. Mitigation strategies to combat cyber FF including both training concepts and suggestions for decision aids and visualization approachesare discussed.

    HydroImage, user friendly software that utilizes high-resolution geophysical data for estimating hydrogeological parameters in subsurface strate, was developed under this grant. HydroImage runs on a personal computer platform to promote broad use by hydrogeologists to further understanding of subsurface processes that govern contaminant fate, transport, and remediation. The unique software provides estimates of hydrogeological properties over continuous volumes of the subsurface, whereas previous approaches only allow estimation of point locations. thus, this unique tool can be used to significantly enhance site conceptual models and improve design and operation of remediation systems. The HydroImage technical approach uses statistical models to integrate geophysical data with borehole geological data and hydrological measurements to produce hydrogeological parameter estimates as 2-D or 3-D images.

    Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

We describe examples of cyber FF and discuss how it ts within a general conceptual framework for cyber security failures. Because it involves human failure, cyber FF may be considered to belong to a sub-class of cyber security failures characterized as unintentional insider threats. Cyber FF is closely related to combat friendly re in that maintaining situation awareness (SA) is paramount to avoiding unintended consequences. Cyber SA concerns knowledge of a system's topology (connectedness and relationships of the nodes in a system), and critical knowledge elements such as the characteristics and vulnerabilities of the components that comprise the system and its nodes, the nature of the activities or work performed, and the available defensive and o*ensive countermeasures that may be applied to thwart network attacks. We describe a test bed designed to support empirical research on factors a*ecting cyber FF. Finally, we discuss mitigation strategies to combat cyber FF, including both training concepts and suggestions for decision aids and visualization approaches.
