    The Pueblo of Zia will conduct a comprehensive feasibility study for best-use application(s) for development of renewable energy resources on its tribally held TRUST lands (i.e., Trust Lands of Zia Indian Reservation). The feasibility study is essential for determining the technical and economic viability of a future renewable project(s) on Zia tribal lands, including the potential economic and environmental benefits for the Tribe. Project Objectives: The feasibility study is essential for determining the technical and economic viability of future renewable project(s) on Zia tribal lands, including the potential economic and environmental benefits for the Tribe to: 1. Provide a balanced local renewable power supply for Zia Pueblo, its members, tribal offices, schools and buildings, and businesses on tribal lands 2. Provide a firm power supply for export and commercial market distribution 3. Provide economic development for the Tribe and its members, including job training and creation, each in accordance with the goals and objectives as conveyed by the Pueblo of Zia Tribal Council, Tribal Administration, and outlined in The Pueblo of Zia Comprehensive Plan and Pueblo of ZiaZia Enterprise Zone Master Plan. A key goal of the study is to analyze the integrated development of solar, geothermal, and wind renewable energy resources at Zia Pueblo, with added potential to combine gas-fired generation to accomplish energy firming. Geothermal offers a base load source of energy, providing power continuously for end users. Wind and solar offer intermediate and peaking sources of energy, which can be harvested throughout the day, with periods of variable but predicable output. Variability will be managed in an integrated manner, using Zia Pueblo's combined renewable resources to generate high-quality power. Tasks are intended to collect, catalog, map, and analyze existing data on Zia Pueblo's renewable energy resource base and then match resource attributes with the most suitable renewable technologies for tribal energy consumption and needs. Also, key impacts on cultural and social values of Zia Pueblo will be addressed. Selected most favorable uses and technologies will be further investigated to determine initial feasibility and market for business development for up to six sites located on tribal land. The anticipated result will be the recommended development of sites that have sufficient background study completed to warrant a business plan, detailed engineering feasibility, and acquisition of project financing. Valuable technical and economic information will accrue from this study that may be applied to scale up or down the various power technology potential on Zia Pueblo for maximum benefit and best area(s) of application, project phasing and potential for future replicability and expansion.

    We propose a cosmological model in the framework of the Poincare gauge theory of gravity (PG). The gravitational Lagrangian is quadratic in both curvature and torsion. In our specific model, the Lagrangian contains (i) the curvature scalar R and the curvature pseudoscalar X linearly and quadratically (including an RX term) and (ii) pieces quadratic in the torsion vector V and the torsion axial vector A (including a VA term). We show generally that in quadratic PG models we have nearly the same number of parity conserving terms ('world') and of parity violating terms ('shadow world'). This offers new perspectives in cosmology for the coupling of gravity to matter and antimatter. Our specific model generalizes the fairly realistic ''torsion cosmologies'' of Shie-Nester-Yo (2008) and Chen et al. (2009). With a Friedman type ansatz for an orthonormal coframe and a Lorentz connection, we derive the two field equations of PG in an explicit form and discuss their general structure in detail. In particular, the second field equation can be reduced to first order ordinary differential equations for the curvature pieces R(t) and X(t). Including these along with certain relations obtained from the first field equation and curvature definitions, we present a first order system of equations suitable for numerical evaluation. This is deferred to the second, numerical part of this paper.

    The Lagrangian perturbation theory on Friedman-Lemaitre cosmologies investigated and solved up to the second order in earlier papers (Buchert 1992, Buchert \\& Ehlers 1993) is evaluated up to the third order. On its basis a model for non-linear clustering applicable to the modeling of large-scale structure in the Universe for generic initial conditions is formulated. A truncated model is proposed which represents the ``main body'' of the perturbation sequence in the early non-linear regime by neglecting all gravitational sources which describe interaction of the perturbations. However, I also give the irrotational solutions generated by the interaction terms to the third order, which induce vorticity in Lagrangian space. The consequences and applicability of the solutions are put into perspective. In particular, the model presented enables the study of previrialization effects in gravitational clustering and the onset of non-dissipative gravitational turbulence within the cluster environment.

    Starting from the first law of thermodynamics, $dE=T_hdS_h+WdV$, at apparent horizon of a FRW universe, and assuming that the associated entropy with apparent horizon has a quantum corrected relation, $S=\\frac{A}{4G}-\\alpha \\ln \\frac{A}{4G}+\\beta \\frac{4G}{A}$, we derive modified Friedmann equations describing the dynamics of the universe with any spatial curvature. We also examine the time evolution of the total entropy including the quantum corrected entropy associated with the apparent horizon together with the matter field entropy inside the apparent horizon. Our study shows that, with the local equilibrium assumption, the generalized second law of thermodynamics is fulfilled in a region enclosed by the apparent horizon.

    In this paper, it is shown that the cosmological model that was introduced in a sequence of three earlier papers under the title, A Dust Universe Solution to the Dark Energy Problem, can be used to resolve the problem of the great mismatch of numerical values between dark energy from cosmology and zero point energy from quantum theory. It is shown that, if the zero point energies for the cosmic microwave background and for all the rest of the universe that is not cosmic microwave background are introduced into this model as two entities, their separate values appear within this theory in the form of a numerical difference. It is this difference that gives the numerical value for the zero point value of Einstein's dark energy density. Consequently, although the two zero point energies may be large, their difference can give the known small dark energy value from cosmology for dark energy density. Issues relating to interpretation, calculation and measurement associated with this result and an interpretation of dark energy as a measure of polarisation of the vacuum are discussed. In the first appendix to this paper, problems associated with the standard model of cosmology are solved by redefining temperature in the dust universe model. In the second appendix of this paper, an examination of the dark matter problem in relation to a general relativistic generalisation of Newton's inverse square law is undertaken. In the third appendix to this paper, the formalism is used to derive a formula that gives a possible value for the mass of the universe in terms of Newton's gravitation constant, Einstein's Lambda and the velocity of light. All three appendices have their own detailed abstracts.

    We carried out laser induced fluorescence and resonance enhanced two-color two-photon ionization spectroscopy of jet-cooled 1-hydroxy-9,10-anthraquinone (1-HAQ). The 0-0 band transition to the lowest electronically excited state was found to be at 461.98 nm (21 646 cm-1). A well-resolved vibronic structure was observed up to 1100 cm-1 above the 0-0 band, followed by a rather broad absorption band in the higher frequency region. Dispersed fluorescence spectra were also obtained. Single vibronic level emissions from the 0-0 band showed Stokes-shifted emission spectra. The peak at 2940 cm-1 to the red of the origin in the emission spectra was assigned as the OH stretching vibration in the ground state, whose combination bands with the C=O bending and stretching vibrations were also seen in the emission spectra. In contrast to the excitation spectrum, no significant vibronic activity was found for low frequency fundamental vibrations of the ground state in the emission spectrum. The spectral features of the fluorescence excitation and emission spectra indicate that a significant change takes place in the intramolecular hydrogen bonding structure upon transition to the excited state, such as often seen in the excited state proton (or hydrogen) transfer. We suggest that the electronically excited state of interest has a double minimum potential of the 9,10-quinone and the 1,10-quinone forms, the latter of which, the proton-transferred form of 1-HAQ, is lower in energy. On the other hand, ab initio calculations at the B3LYP/6-31G(d,p) level predicted that the electronic ground state has a single minimum potential distorted along the reaction coordinate of tautomerization. The 9,10-quinone form of 1-HAQ is the lowest energy structure in the ground state, with the 1,10-quinone form lying {approx}5000 cm-1 above it. The intramolecular hydrogen bond of the 9,10-quinone was found to be unusually strong, with an estimated bond energy of {approx}13 kcal/mol ({approx}4500 cm-1), probably due to the resonance-assisted nature of the hydrogen bonding involved.

    Recently in \\cite{Anderson:2013zia, Anderson:2013ila}, it was shown that global de Sitter space is unstable even to the massive particle creation with no self-interactions. In this paper we study the instability by making use of the coordinate-independent plane wave in de Sitter space, explicitly, we show there is a mixture of positive and negative solutions at the past infinity. The so-called plane wave are defined globally in de Sitter space and de Sitter invariance is manifest since such modes are deduced from the group theoretical point of view by the means of the Casimir operators. This method could potentially generalize to higher spin consideration and the corresponding higher-spin wave equations can be obtained in terms of the plane wave. In fact, the underling symmetry of embedding space namely the $4+1$ dimensional flat space is used to write the field equations and the solutions are obtained in terms of the plane wave in embedding space.

    We propose a new potential in brane inflation theory, which is given by the arctangent of the square of the scalar field. Then we perform an explicit computation for inflationary quantities. This potential has many nice features. In the small field approximation, it reproduces the chaotic and MSSM potentials. It allows one, in the large field approximation, to implement the attractor mechanism for bulk black holes where the geometry on the brane is de Sitter. In particular, we show, up to some assumptions, that the Friedman equation can be reinterpreted as a Schwarzschild black hole attractor equation for its mass parameter.

    Primordial gravitational waves are created during the de Sitter phase of an exponentially-expanding (inflationary) universe, due to quantum zero-point vacuum fluctuations. These waves produce fluctuations in the temperature of the Cosmic Background Radiation (CBR). We calculate the multipole moments of the correlation function for these temperature fluctuations in a spatially-closed Friedman-Robertson-Walker (FRW) cosmological model. The results are compared to the corresponding multipoles in the spatially-flat case. The differences are small unless the density parameter today, $\\Omega_0$, is greater than 2.     The study of the two shell system started in our first paper ``Pair of null gravitating shells I'' (gr-qc/0112060) is continued. An action functional for a single shell due to Louko, Whiting and Friedman is generalized to give appropriate equations of motion for two and, in fact, any number of spherically symmetric null shells, including the cases when the shells intersect. In order to find the symplectic structure for the space of solutions described in paper I, the pull back to the constraint surface of the Liouville form determined by the action is transformed into new variables. They consist of Dirac observables, embeddings and embedding momenta (the so-called Kucha\\v{r} decomposition). The calculation includes the integration of a set of coupled partial differential equations. A general method of solving the equations is worked out.

    In this letter we propose a physical explanation for recently reported correlations between pairs of close and antipodal gamma-ray bursts from publicly available BATSE catalogue. Our model is based on the cosmological scenario in which bursters are located at cosmological distances of order of 0.5--2~Gpc. Observed distribution of gamma-ray bursts strongly suports this assumption. If so gamma-ray bursts may provide a very good probe for investigating the topological structure of the Universe. We notice that correlation between antipodal events may in fact indicate that we live in the so called Ellis' small universe which has Friedman-Roberston-Walker metric structure and nontrivial topology.

The results are: 1) the ratio of the dark energy density to the vacuum quantum fluctuation energy density is $\\frac{{{\\rho }_{de}}}{{{\\rho }_{vac}}}\\sim{{(\\frac{{{t}_{P}}}{{{T}_{0}}})}^{2}}\\sim{{10}^{-122}} $; 2) at the inflation time ${{t}_{\\inf }}={{10}^{-35}}s$, the calculated universe radiation energy density is $\\rho ({{t}_{\\inf }})\\sim{{10}^{-16}}{{\\rho }_{vac}}$ and the corresponding temperature is ${{E}_{c}}\\sim{{10}^{15}}GeV$ consistent with the GUT phase transition temperature; 3) the expanding universe with vacuum as its environment is a non-equilibrium open system constantly exchanging energy with vacuum; during its expansion, the Planckons in the universe lose quantum fluctuation energy and create the cosmic expansion quanta-cosmons, the energy of cosmons is the lost part of the vacuum quantum fluctuation energy and contributes to the universe energy with the calculated value ${{E}_{\\cos mos}}={{10}^{22}}{{M}_{\\otimes }}{{c}^{2}}$ (where ${{M}_{\\otimes }}$ is solar mass); 4) the total energy of the universe, namely the negative gravity energy plus the positive universe energy is zero; 5) the negative gravity potential and the gravity acceleration related to the creation of cosmons are derived with the nature of outward repulsive force, indicating that the cosmon may be the candidate of the dark energy quantum; 6) both the initial Planck era solution and the infinite asymptotic solution of the Einstein-Friedman equations are unstable: the former tends to expand and the latter tends to shrink, so that the Einstein-Friedman universe will undergo a cyclic evolution of successive expansion and shrinking.

    A simple Lagrangian with squared covariant divergence of a vector field as a kinetic term turned out an adequate tool for macroscopic description of the dark sector. The zero-mass field acts as the dark energy. Its energy-momentum tensor is a simple additive to the cosmological constant. Massive fields {\\phi}_{I} with {\\phi}^{K}{\\phi}_{K}0 describe two different forms of dark matter. The space-like ({\\phi}^{K}{\\phi}_{K}0) massive field displays repulsive elasticity. In balance with dark energy and ordinary matter it provides a four parametric diversity of regular solutions of the Einstein equations describing different possible cosmological and oscillating non-singular scenarios of evolution of the universe. In particular, the singular big bang turns into a regular inflation-like transition from contraction to expansion with the accelerate expansion at late times. The fine-tuned Friedman-Robertson-Walker singular solution is a particular limiting case at the boundary of existence of regular oscillating solutions in the absence of vector fields. The simplicity of the general covariant expression for the energy-momentum tensor allows to display the main properties of the dark sector analytically and avoid unnecessary model assumptions.

    We consider cosmological solution for Einstein gravity with massive fermions with a four-fermion coupling, which emerges from the Holst action and is related to the Barbero-Immirzi (BI) parameter. This gravitational action is an important object of investigation in a non-perturbative formalism of quantum gravity. We study the equation of motion for the Dirac field within the standard Friedman-Robertson-Walker (FRW) metric. Finally, we show the theory with BI parameter and minimally coupling Dirac field, in the zero mass limit, is equivalent to an additional term which looks like a perfect fluid with the equation of state p = w?, with w = 1 which is independent of the BI parameter. The existence of mass imposes a variable w, which creates either an inflationary phase with w = ?1, or assumes an ultra hard equation of states w = 1 for very early universe. Both phases relax to a pressure less fluid w = 0 for late universe (corresponding to the limit m ? ?)

  12. FRW Cosmologies with Adiabatic Matter Creation

    Some properties of cosmological models with matter creation are investigated in the framework of the Friedman-Robertson-Walker (FRW) line element. For adiabatic matter creation, as developed by Prigogine and coworkers, we derive a simple expression relating the particle number density $n$ and energy density $\\rho$ which holds regardless of the matter creation rate. The conditions to generate inflation are discussed and by considering the natural phenomenological matter creation rate $\\psi =3 \\beta nH$, where $\\beta$ is a pure number of the order of unity and $H$ is the Hubble parameter, a minimally modified hot big-bang model is proposed. The dynamic properties of such models can be deduced from the standard ones simply by replacing the adiabatic index $\\gamma$ of the equation of state by an effective parameter $\\gamma_{*} = \\gamma (1 - \\beta)$. The thermodynamic behavior is determined and it is also shown that ages large enough to agree with observations are obtained even given the high values of $H$ suggested by recent measurements.

  13. A quantum kinematics for asymptotically flat spacetimes

    We construct a quantum kinematics for asymptotically flat spacetimes based on the Koslowski-Sahlmann (KS) representation. The KS representation is a generalization of the representation underlying Loop Quantum Gravity (LQG) which supports, in addition to the usual LQG operators, the action of `background exponential operators' which are connection dependent operators labelled by `background' $su(2)$ electric fields. KS states have, in addition to the LQG state label corresponding to 1 dimensional excitations of the triad, a label corresponding to a `background' electric field which describes 3 dimensional excitations of the triad. Asymptotic behaviour in quantum theory is controlled through asymptotic conditions on the background electric fields which label the {\\em states} and the background electric fields which label the {\\em operators}. Asymptotic conditions on the triad are imposed as conditions on the background electric field state label while confining the LQG spin net graph labels to compact sets. We show that KS states can be realised as wave functions on a quantum configuration space of generalized connections and that the asymptotic behaviour of each such generalized connection is determined by that of the background electric fields which label the background exponential operators. Similar to the spatially compact case, the Gauss Law and diffeomorphism constraints are then imposed through Group Averaging techniques to obtain a large sector of gauge invariant states. It is shown that this sector supports a unitary action of the group of asymptotic rotations and translations and that, as anticipated by Friedman and Sorkin, for appropriate spatial topology, this sector contains states which display fermionic behaviour under $2\\pi$ rotations.

    Purpose: Malignancies may cause urinary tract obstruction, which is often relieved with placement of a percutaneous nephrostomy tube, an internal double J nephro-ureteric stent (double J), or an internal external nephroureteral stent (NUS). We evaluated the affect of these palliative interventions on quality of life (QoL) using previously validated surveys. Methods: Forty-six patients with malignancy related ureteral obstruction received nephrostomy tubes (n = 16), double J stents (n = 15), or NUS (n = 15) as determined by a multidisciplinary team. QoL surveys were administered at 7, 30, and 90 days after the palliative procedure to evaluate symptoms and physical, social, functional, and emotional well-being. Number of related procedures, fluoroscopy time, and complications were documented. Kruskal-Wallis and Friedman's test were used to compare patients at 7, 30, and 90 days. Spearman's rank correlation coefficient was used to assess correlations between clinical outcomes/symptoms and QoL. Results: Responses to QoL surveys were not significantly different for patients receiving nephrostomies, double J stents, or NUS at 7, 30, or 90 days. At 30 and 90 days there were significantly higher reported urinary symptoms and pain in those receiving double J stents compared with nephrostomies (P = 0.0035 and P = 0.0189, respectively). Significantly greater fluoroscopy time was needed for double J stent-related procedures (P = 0.0054). Nephrostomy tubes were associated with more frequent minor complications requiring additional changes. Conclusion: QoL was not significantly different. However, a greater incidence of pain in those receiving double J stents and more frequent tube changes in those with nephrostomy tubes should be considered when choosing palliative approaches.

Craig Venter Institute In recent years, a range of genetic engineering techniques referred to as “synthetic biology” has significantly expanded the tool kit available to scientists and engineers, providing them with far greater capabilities to engineer organisms than previous techniques allowed. The field of synthetic biology includes the relatively new ability to synthesize long pieces of DNA from chemicals, as well as improved methods for genetic manipulation and design of genetic pathways to achieve more precise control of biological systems. These advances will help usher in a new generation of genetically engineered microbes, plants, and animals. The JCVI Policy Center team, along with researchers at the University of Virginia and EMBO, examined how well the current U.S. regulatory system for genetically engineered products will handle the near-term introduction of organisms engineered using synthetic biology. In particular, the focus was on those organisms intended to be used or grown directly in the environment, outside of a contained facility. The study concludes that the U.S. regulatory agencies have adequate legal authority to address most, but not all, potential environmental, health and safety concerns posed by these organisms. Such near-term products are likely to represent incremental changes rather than a marked departure from previous genetically engineered organisms. However, the study also identified two key challenges for the regulatory system, which are detailed in the report. First, USDA’s authority over genetically engineered plants depends on the use of an older engineering technique that is no longer necessary for many applications. The shift to synthetic biology and other newer genetic engineering techniques will leave many engineered plants without any pre-market regulatory review. Second, the number and diversity of engineered microbes for commercial use will increase in the near future, challenging EPA’s resources, expertise, and perhaps authority to regulate them. For each of these challenges, the report sets out a series of options, including an analysis of the advantages and disadvantages of each option from a variety of perspectives, for policy makers to consider. Policy responses will depend on the trade-offs chosen among competing considerations. This report, funded by the Department of Energy with additional funds from the Alfred P. Sloan Foundation, is the result of a two-year process that included interviews, commissioned background papers, discussions, and two workshops that sought input from a wide range of experts, including U.S. federal agency regulators, legal and science policy experts, representatives from the biotechnology indus¬try, and non-governmental organiza¬tions. This cross-section of views informed this report, but the conclusions are solely those of the authors.
